▼ The failure of the many township and rural schools to improve learner outcomes
is not only recognised as a pervasive and insidious social problem affecting
those communities, but also entrenches inequalities and militates social
cohesion and unity. The study highlights the challenges experienced in the
Ilembe District that hamper the effective delivery of a quality education. The
study confronts these challenges from a constitutional and human rights
perspective, and seeks to unravel whether or not educators grasp the critical
nature of their role in facilitating the achievement, not only of the educational
goals but of other Constitutional imperatives as well. Given the turbulent nature
of the environment in which educators operate, the study also seeks to establish
if educators can keep up with the new challenges of teaching in the twenty-first
century. In this regard, the role of continuing professional teacher development
and the new competencies required of educators were investigated to ascertain
whether they lead to improved teaching and therefore more effective learning.
The study further investigated the effectiveness of the Code of Professional
Ethics in curbing unethical behaviour and thus ensuring the attainment of
objectives.
Furthermore, the study looked at the various interventions by the Government in
an endeavour to facilitate the realisation of the Constitutional ideals. This
involved looking at the legislative and policy framework put in place, as well as
campaigns and other initiatives that demonstrate the government’s commitment
to these ideals. A literature study added another dimension to it, in that it
provided the theoretical basis for the study and another perspective on how
these matters were dealt with elsewhere. The researcher used an eclectic
approach in an effort to get a better understanding of the problem. The choice of
methodology and design used in the study was, to a large extent, influenced by
the nature and objectives of the study. The study was premised on the fact that
the rurality of the Ilembe District should not be used to deprive the learners from
this community of a quality education and that, the many policies that seem
wonderful on paper are useless if they do not translate to effective
implementation.

▼ The primary aim of this research was to examine the processes involved in the implementation
of land reform policies in South Africa with specific reference to the Nkaseni Land Restitution
Claim in the Midlands of KwaZulu-Natal. The objective was to conduct an in-depth diagnostic
study with a view to understanding the nature of the challenges, and to propose interventions
that could improve land reform processes and the functioning of communal projects in the
country.
The hypothesis of this research was that the South African government's attempts at land reform
have thus far failed to live up to expectations. Part of this research aimed to investigate this
hypothesis using the Nkaseni Communal Project as a case study. A number of issues were
identified as findings in this research and this report aims to present these issues. Through
this study, the pillars of the land reform programme in South Africa were discussed as tenure
reform, restitution and redistribution. While mention of the other land reform programmes was
made, emphasis was placed mainly on the restitution policy which is the focus of this research.
In this research, the experience of land reform in Less-Developed Countries such as Brazil,
Kenya, Tanzania and China, has been reviewed. A lesson learnt from developing countries is
that tensions and potential conflicts can hinder the process of land reform. It was also established
that land reform is time-consuming, expensive and difficult.
Some of the issues identified fall outside the mandate of the Department of Land Affairs, which
recommends a clear framework for effective role-player participation with other government
departments and other relevant stakeholders. A clear policy is needed on post-transfer support for
land reform communal projects. This includes clarifying the specific roles, functions and powers
of the different stakeholders.
This study was also able to provide some evidence that there are numerous challenges that
are being experienced by communal-managed projects that have been set up within the KZN
Province. A number of the challenges emanate from poorly-drafted Constitutions of the
Communal Property Institution as well as poor implementation of projects. The study was
able to illustrate that land title can be transferred to the Communal Property Institutions, but that
does not translate into the realization of secure individual rights of members of the institution. It
was also noted that failure to address issues relating to individual rights allocation can be one of
the major sources of conflict within Communal Projects. The research findings revealed that there
was very little focus on empowering beneficiaries of communal projects to manage their newlyacquired
resources once transfer of land had taken place.
Also noted is that there was a lack of understanding of the Trust (as an institution) by some of

▼ The abolishment of apartheid government, brought a new era of democratic
government in South Africa, which sought to recognise the rights of all people
and restored their dignity. The Constitution of the Republic of South Africa was
promulgated in 1996. Fundamental to this is the Bill of Rights which is a
cornerstone of democracy in South Africa. It enshrines the rights of all people in
our country and affirms the democratic values of human dignity, equality and
freedom. Chapter 7 of the Constitution, as part of the objects of local
government, encourages the involvement of communities in the matters of local
government. Besides the Constitution, there are various pieces of local
government of legislation, which deals with the
administration component of the
municipality and which provides for the political establishment of municipalities.
Legislation calls for municipalities to develop a culture of community
participation and requires municipalities to encourage and create conditions for
participation in the affairs of the municipality in formulating Integrated
Development Plans.
Using Umzumbe Municipality under the auspices of Ugu District Municipality as
case study, the study critically examined the effectiveness of youth participation
in municipal ward Integrated Development Plan (IDP) formulation process. It
focused on examining the attitudes and experience of youth in participating on
IDP formulation processes. The study also examined the extent to which the
youth participation guiding principles have been implemented and evaluate the
effectiveness of existing youth structures. This study also investigated the level
of youth understanding on the powers and functions of different spheres of
government.
The lack of youth participation in service delivery projects will defeat the
democratic constitutional imperatives, which are also enshrined in municipal
legislation. The issues raised by this study determines as to whether the
regulatory and legislative frameworks are understood by the youth, and also this
study will evaluate, the effectiveness of the existing youth participation
mechanisms at a municipal at a ward level.

▼ The goal of this study was to determine the impact of Black Economic Empowerment (BEE)
on the tendering procedures and processes in the Ministry of
Public Works, KwaZulu-Natal (KZN).
The study identified the problems with regard to the implementation of BEE within the
Ministry and insight was gained into how BEE policies are structured and the particular goals
set by the Ministry in that regard. This was undertaken with a view to determining the effect
that BEE has on
public administration practice, with particular emphasis on the tendering
processes of the Ministry.
Based on insight gained through this research, the study concludes with a set of
recommendations which, hopefully, will improve BEE practices in tendering policies and
procedures in the Ministry.
This was a qualitative study, which collected data using structured questionnaires and one-onone
interviews with selected senior officials sampled from the population group within the
Ministry. In addition, the study utilised secondary information through a thorough literature
review of the
subject matter as well as relevant reports, policies and legislation.

▼ The focal point of the case study is based on the Expanded
Public Works Programme (EPWP) as one of the initiatives agreed to at the Growth and Development Summit (GDS) in June 2003. The goal of the EPWP is to bridge the gap between the growing economy and the large numbers of unskilled and unemployed people who have not yet enjoyed the benefits of
economic development. Taking into consideration that most of the unemployed are unskilled, the importance is on relatively unskilled work opportunities. This case study sought to understand the conceptualisation and operation of the EPWP in the eThekwini Municipality. It attempted to establish the extent to which the beneficiaries of the EPWP have been able to sustain decent jobs after the implementation of the EPWP within the
Municipality. Against this backdrop, this case study drew conclusions on the
conceptualisation and implementation of EPWP and made recommendations on how best to implement the programme. The study was largely qualitative seeking to establish people’s views and perceptions on the programme. In addition however, the study was enriched with one-on-one interviews which were held with selected officials so as to gain deeper understanding of the situation.

▼ The Inanda, Ntuzuma, KwaMashu (INK) area has been the main concern of the eThekwini Municipality. This area has been marked for its poverty and crime rate which is very high and has a bigger population. In terms of the eThekwini Municipality’s Intergrated Development Plan (IDP) and the Local Economic Development (LED) this area needs to fight poverty through providing sustainable programmes that will lead to economic growth and development thus changing the lives of many. There are policies and strategies that the government has embarked on to fight poverty and
unemployment in the country but still this pandemic is growing. This study looked at how government has intervened in this community through the Expanded
Public Works Programme (EPWP). This programme is intended for those people who have no employment or any source of income and its aim is to reach the poorest of the poor anywhere in the country. A sample was chosen through the purposeful method from a population frame of all people in the INK area who had worked in the EPWP. The researcher also used community leaders in the area who had been directly involved in the programme. The researcher obtained data from primary sources, which are individuals that were involved in the study. The researcher used both self-administered
questionnaires and structured interviews for this study. The interviews were conducted with the community and community leaders. The questionnaires comprised of open-ended and closed-ended questions. The reason for using open-ended questions was to allow respondents a chance to give their opinions and make useful comments. The results are indicative of government strides to reduce poverty. The impact of the programme seems positive. This is mainly because of the knowledge and skills that the beneficiaries gained during the programme. The issue of job creation is still a major challenge in terms of addressing poverty in the INK area.

▼ When the African National Congress took power from the apartheid regime in
1994 it promised to transform the
public service by eradicating the inequalities of
the past in the provisioning of basic services. The ANC-led government aimed to
be a people-centred one, and service delivery became the central focal point.
For government to realise its goal of annihilating the inequalities of the past, it
became imperative that services be provided in a transparent, coherent and
representative manner to all citizens, particularly the previously marginalised
communities. in order to promote efficiency, effectiveness, responsiveness and
accountability, the government identified various alternative strategies that would
enhance service delivery and bring it closer to the people. One of the strategies
was to set up Multipurpose Community Centres (MPCCs), also known as
Thusong Service Centres (TSCs), that were to serve as the vehicle to enhance
service delivery. Although such a move was a noble one and brought hope to
many impoverished South Africans, there are still challenges faced by
government in the provision of basic services that culminated in recent violent
service delivery protests that adversely affected the whole country.
The purpose of the research was to determine if the establishment of the MPCCs
as a vehicle in enhancing service delivery has made a difference in the lives of
previously marginalized communities. This study, therefore, critically examines
whether the already established Centres play a pivotal role in enhancing service
delivery.
The literature review revealed that successful
public service transformation has
to create a sound relationship between government and its constituencies, and
that can be attained by meaningfully engaging the
public in matters such as
policy formulation, as such engagement will inform government on the kind of
programmes to be initiated and implemented that will respond to the social and economic needs of citizens. It is crucial that government must be community
owned so that citizens must not only see themselves as recipients of services but
also as decision makers. The literature review further argues that government
must recognise that its primary responsibility is to drive the delivery of services in
an efficient, effective and economic manner. It is therefore crucial that
public
administrators be committed and accountable toward the community, expand
customer choice of services, ensure that citizens get the best possible value for
money, and that access to basic services is increased regardless of the locale.
On the contrary, the empirical study revealed that the Centres are not effectively
addressing the needs of communities. One of the reasons of the failure of these
Centres is due to the fact that the establishment of some Centres there was lack
of proper consultation with communities and other relevant stakeholders on what

▼ The Constitution of the Republic of South Africa,1996 (Act 108 of 1996) and the Patients’
Rights Charter (Patients’ Rights Charter: Online) guarantee all citizens the right to basic
health care services (South Africa, 1996: chapter 3). Furthermore, the White Paper on the
Transformation of the
Public Service (South Africa, 1997) states that the delivery of
healthcare should be guided by the principles contained in the framework of Batho Pele, a
Sotho term meaning “People First”.
Hospitals play an important role in delivering healthcare. However, strong allegations have
been made about the inability of various provincial hospitals to provide health care in line
with the Constitution and the Patients’ Rights Charter.
Customer satisfactionis a vital measure of performance for firms, industries and national
economies (Anderson et al., 1994).The growing health care literature suggests that patient
satisfaction should motivate strategic decisions in the healthcare sector (Andaleeb, 2001).
Research has indicated that the services provided by a company or institution can be
measured by determining the inconsistency between what the customer wants (expectations)
and how the customer experiences the service (perceptions).
Little research has been conducted to date in KwaZulu-Natal provincial hospitals to evaluate
the progress made in improving service delivery of healthcare; the healthcare system and the
administration thereof, which is a major cause of poor service delivery in the provincial
hospitals.
This research study aims to contribute towards the identification of health care requirements
by articulating the expectations of patients. Following a literature review which provided
insight into the conceptual and contextual framework of
public administration and the role of
knowledge management in enhancing
public sector service delivery, empirical data were
gathered by means of questionnaires administered to patients, nurses and doctors at three
hospitals in iLembe region and eThekwini Metropolitan Municipality in KwaZulu-Natal –
Addington, King Edward VIII and Stanger Hospitals – that serve urban, rural and semirural
communities.
The study’s findings revealed that there is indeed, reason for concern with regard to the
identified service delivery goals and with regard to improving the health care system in
general. The findings show that there is a weak, non-significant, negative linear relationship
between the services offered at the three provincial hospitals compared with the expectations
of patients who were admitted to these hospitals during the time the research was conducted.
There is a need for further research regarding the interface between
public sector provincial
hospital services and service delivery, and the quality of services offered by hospitals in order
to comply with Batho Pele Principles.
It is anticipated that the study’s recommendations will assist hospitals in the eThekwini Metro
and iLembe region in dealing with the challenges they face with regard to hospital service

▼ Since the dawn of democracy in South Africa, numerous land reform projects have been approved by the Minister of Rural Development and Land Reform. This dissertation focuses on the Greater Letaba Local Municipality in the Limpopo Province of South Africa. The study seeks to establish the extent to which land redistribution contributes to community development and poverty reduction in the Greater Letaba Local Municipality. In addition, the study evaluates the extent to which
public administration processes and functions impact on the objectives of the Land Redistribution Programme.
To achieve the research objectives, this study adopted a qualitative and quantitative approach. Using appropriate sampling techniques, the study sample was selected from land reform beneficiaries, traditional authorities, municipal council members and government officials in the Departments of Agriculture and of Rural Development and Land Reform.
The major finding of this research is that the land reform policy needs to be reviewed, particularly the willing buyer willing seller programme. There is also a need for monitoring and evaluation on
public projects, including the land redistribution projects. This was evident when some redistribution projects collapsed. It was noted that the land reform projects did not provide adequate income to the beneficiaries. Most of the land redistribution projects lacked the aftercare services. In the end, it can be mentioned that the department can enhance its land redistribution process by engaging stakeholders such as, non-governmental organisations, private institutions and municipalities.
The conclusions and recommendations indicate that there is a need for capacity building among beneficiaries to further the programme’s objectives. Furthermore,
public administration processes in implementation of this programme ought to be based on a sound all-inclusive planning process. Such a process should be acutely aware of the importance of aftercare service in all land redistribution projects. Aftercare services should include such control measures such as inspection, auditing and regular reporting on project performance.
This study may be valuable to all stakeholders that have an interest in fundamental social change in rural areas. These are, notably, the Department of Rural Development and Land Reform; the Department of Agriculture; non-governmental organisations (NGOs) and rural-based municipalities.

▼ The solution to South Africa’s growing skills crisis subsists in its ability to transform into a thriving knowledge economy. In a globalised world where it has become easy for skills to transcend borders, skills development and more importantly, skills retention strategies, ought to be an integral part of an organisation’s strategic framework in particular, and the country’s skills development strategy in general. Learnerships, viewed as a panacea for the skills crisis, is a legislated skills development initiative which falls under the Skills Development Act. This in turn resides within the
Public Human Resource Management domain. A learnership is a vocationally-based training programme which is quality assured by the Sector Education and Training Authority (SETA) and has as its foundation experiential learning principles. To this end, the Institute of Internal Auditors administers the Internal Audit Technician (IAT) learnership. Internal audit is deemed a scarce skill, and the IAT is aimed at increasing the level of internal audit skills whilst filling the skills gap. Presently the IAT is in greater demand within the
public sector as opposed to the private sector. This research was based on completed
public sector IAT programmes and some key findings included a clear and disconcerting gap in consultation and communication between the supervisor and manager of the learner. Another was that the majority of learners had benefitted vastly from the communication module and recorded visible improvements in the way they communicated. Key recommendations include greater supervisory and management commitment towards the learnership programme and that all
public sector internal auditors report directly to the Auditor-General. This will allow for internal auditors to conduct internal audits free of political interference and the concomitant fear from any form of reprisal, especially where corruption is involved.

▼ Road and rail are the predominant means of freight transport in South Africa and generally contribute to approximately 99% of all logistics costs. While there exists a solid infrastructure of rail and road transportation, and with the latter being a cheaper option, the former is still the most preferred mode. This places tremendous pressure on South Africa’s rapidly deteriorating roads network. Unfortunately the downside to this popularity is the enormous costs incurred in repairing the roads and the principal wrongdoers are the commercial carriers, especially heavy vehicles. The problem is exacerbated by overloaded vehicles intending to maximise profits. Law enforcement of this particular problem in the Durban Metropolitan region has been ineffective due to a lack of skilled personnel and proper equipment. A joint venture in the form of a
public-private partnership (PPP) between the Durban Metropolitan Police Service and the Vululeka-TMT Consortium was created to combat this problem. There are various benefits in general where PPPs exist, such as private sector efficiencies, innovation and specialisation. However endemic to this PPP was the addition of accountability resulting in increased productivity and a ‘watchdog’ situation that certainly aided in the prevention of corruption.

▼ Good governance is the only mechanism available to provide for the basic social needs of
communities within a normative and ethical paradigm. Good governance in South Africa
is based on the tenets of the Batho Pele (People First) principles and practices. The
primary aim of this study is to determine the factors impacting on good governance
utilizing a case study of service delivery in child abuse in the eThekwini Municipal District
of the KwaZulu-Natal Province. The Constitution of the Republic of South Africa, 1996, the
Bill of Rights in Chapter 2, provides for the protection of all children from abuse in South
Africa. There have been several policies that were developed to realize this constitutional
commitment. Despite these developments, and South Africa achieving a democratic order
since 1994, the abuse of children continues to occur in the eThekwini Municipal District,
in large numbers as has been revealed in this research study. This research study has
illustrated that the barriers to good governance in the delivery of services to children who
are abused are several. They stem from structural, strategic and operational gaps that are
prevalent and that have an adverse impact on the accessibility and quality of service
delivery to all communities, at the coalface. The researcher is of the believe therefore
that turnarounds to address these challenges of achieving good governance practices in
service delivery in child abuse, will only be met from a wide range of actions involving all
spheres of government at the strategic helm and the various government and nongovernmental
sectors at an operational level.
The processes of governance in the delivery of services in child abuse in the eThekwini
Municipal District is riddled with problems and anomalies that emanate from the barrierladen
structural positioning and the ineffective leadership role of provincial strategic
governance structures in so far as strategic direction in this priority area of child
protection, is concerned. The outcome of any service delivery program through the
processes of good governance, according to current policy mandates, is that beneficiaries
of services achieve sustainable development and this could only be achieved if there is a
holistic services delivered to the client system. This has not happened in service delivery
in child abuse in the eThekwini Municipal District. Services were fragmented and
duplication occurred as the different state sectors responsible for service delivery were in
the main, operating in silos. Governance in service delivery seemed to lack direction due
to the absence of an intersectoral strategic planning process. There was no strategic plan
to inform operations on the ground and which it is proposed, would have facilitated child
protection organizations to acquire separate budgets for resource acquisition, to facilitate
and support efficient, effective, economical and sustainable service delivery. In actual

▼ The performance management and development system for senior managers in the South African
Public Service, the focus of this study, was introduced in 2002 with a view to improve productivity, individual and organisational performance. In Provincial Education Departments, the Member of the Executive Council, responsible for education, is entrusted with the responsibility of promoting the mandate of the government-of-the-day, namely, quality basic
public education. Responsibilities and functions are consequently delegated to senior managers of the Department and performance is managed through a performance contract that is legally binding. This contractual performance-oriented relationship between the executing authority and the accounting officer is monitored and evaluated, and is enforced with either rewards or sanctions. In the South African
Public Service, the performance management and development system has been prompted by the transformative agenda set for the
public service since 1995, and the
public service is expected to operate within the New
Public Management (NPM) paradigm with a focus on achievement of measurable results and acceptable levels of service delivery. This meant that there had to be a shift from bureaucratic rule-driven approaches in
public service management to a results-oriented approach to government performance. Furthermore, the goal-directed approach was replaced with an outcomes-based approach. The pursuit of goals did not necessarily result in the improvement of performance in the organisation. With the introduction of the performance management and development system for the senior management service in the
public service, an infrastructure of systems and elaborate processes were introduced, such as drawing up of performance agreements, agreeing on what has to be delivered, designing work plans and appraising performance. Managers must undergo quarterly performance reviews by their supervisors and capacity deficits are addressed through training and development to enhance skills and knowledge. Performance is appraised annually in April of each year. The performance management and development system is focuses on individual and institutional performance. The performance of several managers in the
public service cannot be deemed as optimal. The matriculation results in the KwaZulu-Natal Department of Education have been progressively declining since 2004. The performance of learners in KwaZulu-Natal especially in nationally conducted systemic evaluation tests for grade six in 2005 relating to numeracy and literacy indicated that the average performance has been 36 and 38 percent respectively. The statistics is reflective of a sample of learners. Moreover, the performance of grade 6 learners in tests conducted by the United Nations Educational, Scientific and Cultural Organisational (UNESCO) in conjunction with the Southern African Consortium for Monitoring Educational Quality (SACMEQ) show that the performance of learners is less than satisfactory. ▼ Up until 1994 the area of local government has been faced with a number of challenges. Communities blame both councillors and municipal officials for poor service delivery and maladministration. Whereas some cite cases of limited resources for the slow pace of delivering the services that are required by the community. Given the limited resources at their disposal, municipalities are bound by the Constitution of the country to satisfy the legitimate expectations of their communities. This relates to the provision of water, sanitation, electricity, health and other services. This requires municipalities to establish and operate on a basis of an effective, efficient and professional governance system.
The main objectives of the study were to critique local governance and investigate the challenges facing the Big 5 False Bay Local Municipality; and bring to the fore the service delivery disparities with a view to suggest possible remedial measures for the consideration of the municipality and government. The aim of this research project was to investigate the extent to which the pre-1994 administrative system impacted to the service delivery effort of the Big 5 False Bay Local Municipality. The project also sought to analyse the capacity of the municipality in respect of it being functional governance machinery.
Data analysis reveals that there is a positive attitude of the community towards participation in the affairs of the ward and the municipality. This is evident when one looks at the results of the community participation in the drafting or formulation of the IDP and also on the formulation of the ward budget. Most importantly, it is noticeable that the majority of the respondents took it among themselves to effectively participate in the local affairs through voting in the municipal elections and through effective participation when community meetings are called.

▼ This study focuses on Local Government restructuring with particular reference to KwaDukuza Municipality. The objectives of the study are firstly, to investigate the challenges facing local government with particular emphasis on local government financing, establishes key factors and challenges facing local government financial management, and lastly, provide a recommended course of direction for effective financial reform, methods of financial restructuring and business re-engineering within the broader context of the South African local government system. The research, design and methodology used in the study involves both qualitative and quantitative data analysis. An extensive range of literature was also consulted during the study. Questionnaires and interviews were conducted with staff and councillors of KwaDukuza Municipality. The findings exemplified in the study of KwaDukuza Municipality are a reflection of the broader set of challenges experienced by most municipalities across the country. Examples cited include debt management, expenditure control, budget reform and restructuring, asset management, financial reporting, procurement, and internal control. The challenges are viewed as pertinent aspects irrespective of the size of the municipality. The recommendations brought forward by the study involve a range of issues including capacity building, staff training and development, institutional capacity, community participation, performance management, monitoring and control, rather the budget as an instrument of empowerment and development.

▼ This research expounds on the impact of Organised Labour in Dispute
Resolution at eThekwini Municipality. The research will identify the positive and
negative aspects of the stakeholders within the environment of labour relations.
The necessity of this research is that very little research has been conducted in
the dispute resolution environment at eThekwini Municipality. In any labour
contract, there will always be disputes between the stakeholders concerned. In
some instances, the conclusion of the dispute is a win-win situation or winner
takes all. In the open market, the engaging of the Commission for Conciliation
Mediation and Arbitration is the forum available to resolve disputes. In the local
government sector, however, organised labour caters for the needs of its
members by taking their grievances to the bargaining council under the auspices
of the South African Local Government Bargaining Council. Local government is
the sphere that is closest to the
public at which delivery of services takes place.
The manner in which this is conducted depends largely on the Municipality's
institutional capacity. The institutional capacity also influences its regulatory role.
The co-operative governance approach encourages multiple stakeholder
arrangements to deal with labour relations issues. These arrangements will
provide an illustration of the role of various stakeholders in achieving peace and
harmony in the workplace. Organised Labour will always have a profound effect
on the economy, politics and social services. Its contribution and development to
society is highly influential and ensures its recognition. The challenge is to
develop systems and procedures that will serve the labour relations environment.
This research will set out to explore the dispute resolution mechanism that exists
currently, and the effect it has in the Municipality. In this way there will be a
definitive significance on the approach to formalise the roles employed by
management and organised labour.

▼ The objectives of the study were to assess the role of the Community-Based Organisation
(CBO) in promoting the welfare of the communities in Jozini area in the uMkhanyakude
district, to examine the challenges faced by Community-Based Organisations (CBOs) in
HIV/AIDS prevention, care and support. The study also evaluates the strategies used by CBOs
in their responses to the individual needs of the clients in the communities and establishes
whether CBO managers and CBO committee members understand the need to conduct impact
evaluation studies. The study used the quantitative research method and data was collected
using self-administered questionnaires from the three participating CBOs and three primary
health care facilities that responded to the study questions and replies were quantified and
presented in the form of tables and graphs.
This research examined the role of CBOs in promoting improved health standards and the
welfare of the community members who are either infected or affected by HIV/AIDS. This
revealed the fact that CBOs play a significant role in promoting the welfare of the communities,
however, some gaps were also identified and recommendations were made to bridge such gaps
in order for the CBOs to function more effectively and to continue to provide good quality
services to the communities. Those recommendations were based on the gaps identified and if
such recommendations are taken seriously, CBOs may become more effective and productive;
they will be more sustainable and their interventions will be more likely to support the welfare
of communities in the area of Jozini municipality.

▼ The main objective of this study was to establish the extent to which graduates produced at the University of KwaZulu-Natal (UKZN) in the Discipline of
Public Governance, are capacitated enough and meet the requirements of the employer. The literature study reveals that graduates need to possess qualities that will assist them to take adaptive, proactive approaches in their careers, which involves managing their employability. Developing graduates attributes through effective communication between UKZN, School of
Public Governance, and the employer requires commitment and support from management in order for the process to become successful.
An empirical study was conducted which included the
administration of questionnaires to UKZN academic staff, students/graduates, career development officer and employers within the
public sector. The data was analysed using both descriptive and inferential statistics. The findings reveal that Discipline of
Public Administration curricular is in line with the Employability Model, it further reveals that there are challenges that compromise the skills development of students/graduates. Findings also revealed that there is room for improvement in all variables that were posed during the study. The study further recommends that, the involvement of
public sector employers input will enrich
Public Administration curricular. The study also recommends that sufficient resources are necessary to achieve skills development of students/graduates in the
Public Administration programme.

▼ Worldwide all multi-level governance systems face the challenges of co-ordination and
the alignment of scarce resources for the common good while maintaining their
distinctiveness and independence. South Africa is no exception. Since 1994 when
decentralisation became government policy in South Africa, intergovernmental relations
have evolved at both the formal and informal levels. While each level of government
has a specific mandate prescribed by the Constitution, the challenges of poverty,
inequality and marginalisation of vulnerable communities are best addressed through a
concerted effort by all spheres of government.
Held annually for the past thirteen years, under the aegis of the KwaZulu-Natal Local
Government Association (KwaNaloga), the KwaNaloga Games have successfully been
staged as a collaborative effort between South Africa’s three spheres of government:
national, provincial and local (municipal). This dissertation argues that if the various
spheres of government can align their objectives, processes and resources around a
specific outcome like the KwaNaloga Games, then it should be possible for the same
spheres of government to align objectives, processes and resources for the provision of
housing, water, electricity, safety, security and other critical developmental local
government outcomes. In exploring this argument, qualitative and quantitative research
was conducted with a range of stakeholders (Technical Sport Planning Committee, sport
federation representatives, district and municipal officials) involved in the organisation
and delivery of the KwaNaloga Games.
The study followed the theoretical framework of co-operative government,
intergovernmental relations and multi-level governance. ‘Co-operative government’
suggests a partnership between the three spheres of government where each sphere is
distinctive and has a specific role to fulfil. ‘Intergovernmental relations’ are concerned
with the political, financial and institutional arrangements regarding interactions
between different spheres of government and organs of the state within each sphere.
‘Multi-level governance’ has vertical and horizontal dimensions where the emphasis is
on the linkages between higher and lower levels of government, and on co-operation
arrangements between regions and local government where agreements are the means
by which to improve the effectiveness of local
public service and implementation of
development strategies. The findings indicate that the partnerships and relationships established by government
and non-government actors during the Games are crucial to accomplish governmental
objectives, be they social or economic, and enhancing service delivery in the three
spheres of government. The relevant committees and structures for execution of the
Games provide good platforms and fora for networking and promoting IGR, which
facilitate team-work in other functions of service delivery.

▼ The study focuses on the effects of Monitoring and Evaluation (M & E) on corporate governance in municipalities in the province of KwaZulu-Natal. It considers the strategic and tactical perspectives of M & E systems in Local government due to South Africa having not fully implemented the Government Wide Monitoring and Evaluation System (GWMES), while the provinces have implemented the Province Wide Monitoring and Evaluation System (PWMES) which are different to each other and not aligned to the GWMES. Municipalities have not progressed to the level of implementing a systemic and holistic Municipal Wide Monitoring and Evaluation System (MWMES) to enhance governance and focus on the management of programmes and projects within various departments and units thus undertaking M & E functions in a fragmented manner. While there is Voluminous literature on country wide, programme, policy and project M & E there is a dearth of information documented on systemic MWMES. Therefore the study reviews the existing literature and adapts it to recommend guidelines and models for the planning, implementation and sustaining of MWMES.
The current state of the municipalities‟ performance and M & E activities are influenced inter alia by the historic, institutional, financial, human resources, capital, leadership and M & E specialist skills. Historically, Local Government was structured according to the apartheid principles which marginalised the previously disadvantaged race groups, created unsustainable local service delivery institutions and service delivery backlogs. The new government instituted a radical transformation of the
public sector but was still straddled with these challenges and did not possess the capacity and financial resources to immediately rehabilitate the inequitable service delivery. During the transformation process, citizens were also informed of their rights to basic services and demanded more and better quality services. The communities dissatisfaction with level of service delivery led to service delivery protests in many municipalities that are faced with unskilled and inexperienced staff; political interference; misaligned organisational structure; poor financial management; and poor performance culture. Collectively, these challenges led to poor service delivery and governance requiring the National and Provincial Governments to intervene to protect the legitimacy of Local Government thus creating a demand for M & E systems.
Councillors, Provincial and National Governments; and communities are the main stakeholders that create the demand for M & E systems in municipalities. The inclusion of the following instruments, namely, IDP; SDBIP; operational plans; annual budgets; legislation; and incentives in the M & E system would enhance corporate governance. There is a lack of incentives from both National and Provincial Governments for municipalities to implement an M & E system and to pursue excellence.

Social Justice in Impendle, KwaZulu-Natal
Although a post-apartheid South Africa emerged in 1994 and an internationally recognised
Constitution became effective in 1996, rural KwaZulu-Natal is home to poverty stricken citizens
without access to socio-economic justice. Very few lawyers practice in rural areas especially in
areas governed by traditional authorities. As a consequence many citizens are arguably ignorant
of their legal rights; yet legal awareness is the foundation of constitutional protections and socioeconomic
justice. This research undertaking falls within the broader framework of the field of
access to justice, exploring alternative justice approaches that a traditional community, like
Impendle can utilise to be able to access justice. The study focuses on assisting traditional rural
communities find alternatives to the formal, often exclusivist and problematic nature of the
justice system that often act as a gate keeper, hindering access justice. This study seeks to
achieve a set of objectives set against the study background and research problem. The
objectives of the study are as follows, (1) to investigate the use of indigenous governance
techniques by the CCJD, (2) to determine the relevance of customary law in accessing justice in
the rural area of Impendle, (3) to explore the value of governance systems for access to justice in
Impendle and (4) to develop policy recommendations for the governance of social justice
systems as one mechanisms citizens in rural areas can use to access justice. This study examines
indigenous governance of social justice as delivered by the Centre for Community Justice and
Development (CCJD), a nongovernmental organisation based in KwaZulu-Natal. This research
study is theoretically driven by John Rawls’ theory of social justice which includes (1)
addressing structural disadvantage as structures of oppression, (2) addressing discourses of
disadvantage relative to access to justice in a democratic society, and (3) empowerment of
disadvantaged groups toward understanding, addressing and removing barriers to exercise
power. Exercising power of citizens in rural Impendle is about the power of access to justice in
this study. Using a qualitative research design and case study strategy with an underlying
advocacy/participatory worldview, findings from interviews and focus groups indicate that,
while CCJD does use indigenous knowledge systems to facilitate access to justice, staffing and
budgetary constraints curtail overcoming the challenge of ensuring that South Africans in the
study area do not experience barriers in accessing equal access and protection under the law. The
study concludes with recommendations for CCJD justice mechanisms, for
public policy-makers
seeking to address structural disadvantage of so many South African citizens and for policymakers
in South Africa and other countries seeking to facilitate indigenous knowledge systems
of governance.

public service is expected to ensure effective performance that delivers services to all citizens.
Public service organisations are obligated to equip employees with adequate skills that build capacity and result in envisaged outcomes where employee performance generates organisational performance. Outcomes-based Performance Management (OBPM) is a system used for performance management in most countries, and is known as the Outcomes Approach (OA) in South Africa. The OA was implemented in 2010 to increase accountability, enhance good governance and to ensure a focus on improving the lives of citizens. Government resolved to prioritise 12 Outcomes, The twelfth outcome and one of its inputs – human resource management and development – are the focus of this study.
Toward examining employee perceptions on the effectiveness of OA and whether OA improves human resource management and development, the hypothesis is that implementation of the OA positively affects human resource management and development. In addition the research question raised is to what extent the OA is effectively applied in the KwaZulu-Natal Department of Agriculture and Environmental Affairs and of Provincial Treasury. The study employed a mixed method research design and case study strategy. Qualitative data were obtained through interviews, and quantitative data were collected through a survey of senior managers and deputy managers. Secondary data were collected from departmental documents and national and provincial policies.
The results illustrate a concurrence of findings from the qualitative and secondary data, however, the results from the quantitative data differ in that they reveal that OA is effective in the departments. Statistical analysis showed a significant relationship between effectiveness of the OA and experience of employees who implement it. Findings reveal that, as to the effectiveness of the OA in these KZN departments, the OA is effective. Human resource management and development are not yet improved by OA and the regression analysis showed that there is currently no relationship between OA and human resource management and development. The study concludes however, with policy implications and a recommended action plan based upon data adduced, on how provincial departments, as learning organisations, can best shift to the OA to improve employee and organisational performance and therefore service delivery to South African citizens.

▼ The study analysed the role of Traditional leaders in service delivery within eThekwini Municipality. The study makes an in-depth analysis of both the pre- democratic and post democratic local government dispensation and the role of the Traditional Leadership in the process.
The study also covered the historic role of Traditional Leaders dating back from the pre colonial, colonial and apartheid era. The researcher also reviewed the international experience on the role of traditional leaders in service delivery focusing on African countries. The study also covered the role of traditional leaders in KwaZulu-Natal under apartheid and the post democratic era.
The researcher chose three wards which are almost ninety percent rural which is Ward 01,02 and 03.The researcher focused on the municipal budgets for three years which is 2006/2007 , 2007/2008 and 2008/2009 financial years. The researcher analysed budgets allocated to the three wards during the above three years, the Integrated Development Plans and Annual reviews for the above three years. This study makes in-depth analyses of the projects budgeted for and implemented in the three financial years and the role of traditional leaders in the adoption of those budgets and their implementation.
The study was conducted through both qualitative and quantitative research methodology. As mentioned above budgets, IDPs’ and Annual Reports of the municipality were analysed. Interviews were conducted with ward councillors, traditional leaders, senior municipality staff and senior officials from the KwaZulu-Natal Department of Cooperative Governance. Community members from the three wards were also interviewed through a separate questionnaire. Each and every question given by each respondent was analysed either through qualitative or quantitative analysis.
The findings of the research revealed that eThekwini Municipality inherited rural areas which were highly under-developed. There were no basic services such as water, sanitation and electricity. The municipality has invested large amount of resources in provision of such basic services.The fact, however, is that the rural areas are still lagging behind in service delivery when compared to urban parts of the municipality. Basic service delivery in urban areas is about ninety five percent whereas in rural areas, it is about seventy five percent.
The most important findings of the study is the fact that Traditional Leaders are not playing any significant role in service delivery within the municipality. They do not sit on the highest decision making body of the municipality, the Municipal Council despite the Act (Local Government Municipal Structures Act No.117 of 1998) stating that they should be represented. The Traditional Leaders do not contribute on the IDP, Budget formulation and projects planning. The traditional Leaders are only consulted when the project is to be implemented in their areas.
The Traditional Leader’s role is purely ceremonial and restricted to sod turning and

▼ This study assesses how the Prevention of Mother to Child Transmission programme (PMTCT) is administered and implemented under three
public health clinics within uMgungundlovu Health District in the KwaZulu-Natal province of South Africa. The programme has a crucial role in reducing the mortality of babies owing to Mother to Child Transmission (MTCT) of HIV.
The study focuses on
public health care processes aimed at the vulnerable population of women and children who attend
public health care facilities. It was critical to investigate the extent to which the programme was accessible to all South Africans visiting
public health facilities.
Qualitative research methodology was employed in this study. In-depth interviews were carried out in three
public health clinics falling under uMgungundlovu Health District. These interviews were carried out with health care professionals based at the facilities: patients receiving health care services within the maternity, antenatal and postnatal sections as well as the PMTCT Coordinators or Managers responsible for the implementation of guidelines, policies and protocols within the KZN Department of Health (KZN DOH).
The findings of the study revealed that the three health care clinics possessed the PMTCT policies and protocols and the health care professionals knew how these had to be implemented though not in all three facilities. The majority of women received education on HIV/AIDS in all three facilities under study, and most knew how HIV was transmitted and how the transmissions could be avoided. About 90% of women who attended antenatal services were aware that an HIV positive mother could transmit the virus to her unborn child during pregnancy, birth, and through breastfeeding.
The research, however, established that there were a range of implementation challenges. This includes a lack of sufficient consultation rooms, lack of human resources and difficulties arising during delivery process when dealing with stigma associated with HIV/AIDS in some communities. Further, the research established that defaulting patients who failed to take their medication made a notable impact on the smooth implementation of the programme. It was suggested that all health care professionals involved should receive training in the
administration of the PMTCT programme. This would help to ensure that all patients are enrolled into the programme in time and that all staff knew how to implement the programme to the right people, and at the right time.

▼ This research study is about the evaluation of UThukela Water on the provision of water and sanitation
services in Amajuba District and UMzinyathi District municipalities, which form part of uThukela
catchment basin in KwaZulu-Natal. Water and sanitation services have been the responsibility of local
municipalities, mostly in favour of the white minority during the apartheid regime.
The new democratic era which saw the dawn of the country’s new demarcations thus changing
municipal boundaries, also forced the government to ensure that all basic services are equally provided
across the country’s regional and racial groups, posing a big challenge in service delivery particularly to
the South African Local governments. The transformation from apartheid to democracy based local
governments led to the establishment of district municipalities, who then took over the responsibility
for water and sanitation services and attained the water services authority status.
The government of national unity promulgated and established a few statutory frameworks to ensure
proper service delivery and transformation in the Local Government sphere, outlined below.
The Constitution of the Republic of South Africa which is the Supreme Law of the country, which gave
Local Governments the status of being independent spheres of government in the new South African
democratic order. The Local Government Transition Act 209 of 1993 gave profound direction towards
the transformation of local government. Other enabling legislations that were passed to remove
discriminatory measures of apartheid and ensure that service delivery in the Local Government is
equitably delivered, were: The Municipal Demarcation Act 1998 (Act 27 of 1998); The Local
Government: Municipal Systems Act 2000 (Act 32 of 2000); Local Government: Municipal Structures
Act (Act) and the Local Government: Municipal Finance Management Act 2003 (Act 56 of 2003).
The transformation of Local Government had two main aims. The first was to move away from racialbased
local governments towards non-biased and non-racial institutions which will serve both rural and

urban communities within a municipal area. The second was to deliver municipal services to the
majority of South Africans that were previously deprived of such basic services under the apartheid
regime. The intentions were good; however, local government is still faced with various challenges such
as limited resources, including human, financial, and technological resources, rapid population growth,
dilapidated infrastructure, and shortage of skills. These shortages have negatively impacted on the
provision of water and sanitation services in both rural and urban areas. The backlogs for basic services
in the rural areas are quite severe. Further challenges regarding water and sanitation provision include
low payments for services, high prevalence of HIV & AIDS amongst the workforce (skilled employees),
and poverty.

▼ The restructuring of the technical colleges brought with it some challenges which the college managers, supervisors and administrators have to address on their day-to-day
administration of these institutions. The merging of technical colleges had seen campuses with diverse historical, educational and cultural backgrounds being clustered together to form one mega FET College. Statistics compiled by the Statistics South Africa (see table 3.1) suggest that much needs to be done in terms of ensuring that diverse employees are provided with equal opportunities. The increasing racial and ethnic diversity of the workforce in the FET colleges underscores the importance of effectively managing diversity. There should be steps managers can take to become sensitive to the ongoing effects of diversity in their colleges, take advantage of all the contributions diverse employees can make, and prevent diverse employees from being unfairly treated. However, the residual impact of the apartheid years have shown some resilience, and therefore it is probable that transformation of the embedded inequalities might not have occurred as rapidly as desired.
The rationale behind this study was to reveal college managers’ understanding of the effective management of diversity as well as to correct the misconceptions that may exist about why and how different kinds of employee groups are different from one another and to find the most effective ways to utilise the skills and talents of diverse employees. The writer of this study is an administrator, employed by the KwaZulu-Natal Department of Education, responsible for the
administration of
public FET colleges and with significant first-hand
administration experience in rural, semi-rural, urban and semi-urban campuses in the province. This experience has made him keenly aware that the old paradigms of discipline, suspension, and discharge as only means to handle employees’ problems are inappropriate in the new institutional landscape because they are seldom the most expeditious way to
handle conflicts centering on diversity issues. The researcher realised that it was important for FET college managers to include diversity as an aspect of career progression. From this perspective, diversity would be an integral aspect of career planning that traditionally has been a deliberate process to marginalise other employee groups.
This study includes a literature review as well as a qualitative investigation to reveal college managers’ understanding of diversity. A literature study provided the basis for analysis and clarification of the recent changes in thinking on diversity issues and the shift towards conceptualising workforce as composed of diverse social groups which share many employment experiences, but which might not be treated the same. ▼ With the launch of a representative government in 1994, the service transformation
agenda highlighted the need for equitable and accessible services. The locus and
focus of Primary Health Care lies in ensuring that preventative and promotive health
services is available and universally accessible to the citizenry as, their initial level of
interaction with the health care system and as close as possible to the place where
the people reside and work.
The
Public Service, with particular emphasis on the Department of Health and
Ilembe Health District is committed in ensuring that the Batho Pele (People First)
Principles are practised in order to provide an acceptable high quality health service
delivery. This research study aimed to analyse the impact of mobile health services
within the context of the Batho Pele perspective in Ilembe Health District. Mobile
health services are part of outreach viz community oriented Primary Health Care
which aims to provide the package of health care services in the study area of rural
Maphumulo sub-district.
The literature review described the various prescripts and contextualised
Public
Health initiatives within a policy dimension and the
Public Administration domain.
The Negotiated Service Delivery Agreement of the Department of Health, the
Millennium Development Goals and the Sustainable Development Goals post-2015
provide the framework upon which the strategic planning processes are based. The
KwaZulu-Natal Citizens’ Charter and the Patients’ Rights Charter advances the
directives as depicted in the White Paper for the Transformation of
Public Services
(Batho Pele Principles). These are the principles upon which clients levels of
satisfaction with health services rendered to them are evaluated though exit
interviews.
The empirical study which included the
administration of questionnaires to
management, health care workers and clients within Maphumulo sub-district: Ilembe
Health District was conducted. Analysis of data illustrate that health care workers
are courteous and provide the necessary information to clients despite working
under resource and infrastructure constraints.
The research undertaking culminates with the key findings of the study. Quality
Improvement programmes, integrated planning and revitalisation of the Batho Pele
programme through training are a few recommendations for addressing some of the
key findings of the study in order to improve service delivery through mobile health
services.

▼ This study responds to the question, “To what extent are the aims of the food security amongst Extension Workers within KwaZulu Natal being achieved within a good governance agenda?”. The main objective has been to firstly, understand the link between good governance, professionalism, service delivery and food security. Secondly, the objective is to review the existing food security policy and priorities for responding to the challenges of the National Development Plan and Millennium Development Goals. Thirdly, the objective is to contribute to new policy relevant knowledge on the potential impact of good governance, professionalism and service delivery on the achievement of food security in the Province.
The empirical study was completed by way of a survey undertaken amongst the Extension Workers and their District Managers employed in the South Region of the KwaZulu Natal Department of Agriculture and Environmental Affairs (KZN DAEA). Two data collection methods were used. Firstly, a self-administered questionnaire was used to determine the extent to which good food security governance was being achieved amongst Extension Workers. Secondly, interviews with the District Managers in the South Region and the Provincial General Manager: Strategic Support Services, were conducted to solicit information on strategies in place to ensure good food security governance compliance by Extension Workers. The concept of good governance is used as the basis of the assessment and endorses the World Bank Framework for good governance as a lens for assessing the successes and failures of good food security governance in South Africa.
The empirical study revealed that regular reporting and accounting is the practice within the KZN DAEA, and is managed through a system of verbal and written reports. The problem arises out of the disjuncture between the legislative guidelines, the policy frameworks, the strategic frameworks, against the abilities of the Extension Workers to work within the ambit of these guidelines. This disjuncture amongst Extension Workers comes largely out of their lack of understanding of the contents of such policies. As a result, the study found that this creates a disability amongst Extension Workers as implementers of food security related strategies. The empirical study thus revealed that despite clear targets being set and regular accounting being the practice of the KZN DAEA, the focus is on compliance rather than on stimulating real development. As a result, the essence of “extension” is lost.
The study makes a number of recommendations. Firstly, the finalisation of the proposed Food Security Policy currently under discussion is seen as a priority. Secondly, the adoption of a brief induction programme, or policy awareness workshops, by the KZN DAEA, as part of their training programmes, is seen as essential to translate the key areas of the legislative mandates to Extension Workers. ▼ The aim of this research was to investigate the impact of project management methodology to
service delivery at Metropolitan Municipalities in the Republic of South Africa. The study was
conducted across all six metropolitan municipalities. These Municipalities are as follows:
eThekwini Metropolitan municipality, City of Cape Town, City of Ekurhuleni, Nelson Mandela
Metropolitan municipality, City of Johannesburg and City of Tshwane.
Literature review reveals that project management incorporates all management principles. An
interesting finding provided by literature review is that no known publication that presents how
projects were managed in times of Great Wall of China, Egyptian Pyramids, and European
Cathedrals. What is interesting is that these structures are in place but there are few records to
inform how the projects were managed.
Another important discovery through literature review is that the study of project management is
new in the field of
public administration, as it was inherited from military and engineering
disciplines. Project management has been more effective and efficient for engineers in their
massive construction and designing new machinery and military personnel in their missions of
war, peace-making and other interventions.
This research study has shown that project managers need intense capacity building on the project
management discipline. Project managers are not as strong on project management theory, as
expected. Some project managers do not have qualifications on project management, which
makes execution of projects at Metropolitan Municipality levels difficult and challenging. These
findings made a very interesting break-through in understanding of what makes municipalities
fail to deliver services as expected.
Project reports were collected from each metropolitan municipality. These reports are clearly
indicating that some projects are experiencing challenges in areas of project planning, financing,
procurements, quality and contracts. Some projects do not finish on time as a result of above
identified challenges.
Proper implementation and management of project will bring about drastically improvement in
service provision by Metropolitan municipality.

▼ Human immunodeficiency virus infection/acquired immunodeficiency syndrome (HIV/AIDS) is
a pandemic that has affected and continues to negatively affect different parts of our society.
Education is one of the sectors that has not been left unscathed by the effects of the pandemic.
Due to the pandemic many learners are orphans and there are fewer educators since HIV/AIDS
directly and indirectly affects the whole social fabric. Thus education, as a system, is under attack
by HIV/AIDS as the goal that education sets out to achieve, which is a better life for people, is
being severely challenged. The issue of HIV/AIDS and its negative impact on the education
process has been widely explored, with scholars such as Kelly and Bain (2008:8) highlighting the
need for ‘serious engagement against the existence of ignorance, denial, stigma and
discrimination - the contributing factors to the spread of the disease’. They argue that ‘education
is a way of fighting ignorance, yet, ironically, the effects of the disease negatively affect the
education system,’ (Kelly & Bain, 2008:8).
HIV/AIDS is not an individual issue, but one of
public interest and national concern. The
government of South Africa has put in place policies and mechanisms of dealing with the
challenge of HIV/AIDS in education. Yet no one scholar can claim to have conclusively
examined the policy processes and possible gaps that may exist in those processes, as well as the
implications these have on teaching and learning in rural primary and secondary schools. For this
reason, this qualitative study was undertaken. Focusing on the rural schools of uMkhanyakude
District. This research addresses the issue of educator awareness of HIV/AIDS policies. It also
examines existing programmes for implementation of those policies as well as monitoring and
evaluation of the implementation processes.
While the study identified gaps in the policy implementation process, it established that
HIV/AIDS policies are present in the schools and that educators are aware of their existence
through a clear communication process. However, the study indicates that even though policies
exist, gaps do exist when it comes to implementation particularly the ‘monitoring and evaluation’
aspect. In this regard, the study makes recommendations and areas for further research.
