▼ The selection of land parcels for preservation and protection (i.e. the designation of a “Protected Area”) is inherently a human social process engaging a complex suite of economic, political, and environmental factors. Since the 1960s, the U.S. federal government has encouraged local engagement in land conservation through new funding opportunities. Consequently, in some states a diverse collection of agencies, both public and private, have participated in the selection process. The following research examines whether diverse conservation organizations, sometimes acting with coordinated goals and sometimes acting independently, can collectively assemble a Protected Area network which aligns with some basic principles of biological conservation network design. The spatial patterns of one emerging Protected Forest (PF) network in the New Jersey Highlands are used a case study. This PF network consists of all forested habitat within the New Jersey Highlands Protected Areas. The primary finding are 1) although most large forest fragments have more than 80% of their land protected, medium and smaller-size fragments have less protection, 2) land cover change within 250 meters of PF boundaries is highly variable and has both increased and decreased aspects of landscape permeability along those boundaries for forest species, and 3) land acquisition since 2000 has been proactive, relative to the threat of urban development. Because PA networks should represent and sustain regional biodiversity and ecosystem function, these findings have implications for future PA management. The pattern of protection of large habitat remnants in this region is favorable for sustaining existing ecological communities and processes. The increase in landscape permeability along the boundaries of some Protected Forests is also favorable because this facilitates species movements among protected habitat patches. However, because land acquisition has been highly proactive, the greatest amount of protection has occurred in the northern part of the region where urban development pressure is lower. The resulting uneven geographic distribution in this regional conservation network indicates that sustaining ecological forest communities and processes across the southern portion of the New Jersey Highlands may pose a significant future challenge.

▼ The notion of creating marine protected areas (MPAs) in the high seas has been hailed as “an idea whose time has come”, and advocates are calling for them to be part of a global representative system to be established by 2012. This thesis argues that embedding the high seas MPA concept within the macro-goal of a global representative system by 2012, and the high seas epistemic community’s persistence that this system be contained within an appropriate legal framework subsumes more pragmatic and politically acceptable “micro-actions”. I suggest an alternative approach, namely a ‘prototype’ high seas MPA established by means of an informal agreement between a small number of countries that share both political will and technological capacity to make a difference. Prototypes enable policy diffusion: a successful programme draws attention and establishes de facto standards that can be diffused laterally and adapted to similar problems elsewhere. Counter-intuitively, if unsuccessful, the experience can be used to clarify what to do differently in the future.
The concept of a legally binding, globally representative system of high seas MPAs, and the fit this ‘macro-concept’ has within the vast and evolving global oceans governance ‘seascape’ is explored and critiqued against the backdrop of complex adaptive systems theory, components of international relations theory, and Rogers’ diffusions of innovation. Complex adaptive systems theory provides a metaphorical framework for analysing and evaluating the arguments and motivation of the oceans conservation epistemic community in relation to the concept of high seas MPAs.
This thesis argues that development of politically contentious conservation arrangements such as high seas MPAs may have a better chance of success if they proceed by increments and are negotiated outside the limelight of a full-scale, temporally defined global programme. I argue that international acceptance of the high seas MPA concept stands to benefit from a more politically cautious ‘micro-action’ – a prototype – modelled on the 2004 agreement to protect in situ the wreck and remaining artefacts of the Titanic (the Titanic Accord). A high seas MPA prototype would allow Parties to develop a collaborative and cooperative rules-based regime to manage the actions of their citizens involved in activities that may have a negative impact on a specific area of the marine environment.

▼ The Payments for Environmental Services (PES) goals, in place in 1997, focus on preservation of biodiversity, scenic beauty, watershed protection, and carbon sequestration, whereas the National Biological Corridor Program (NBCP) focuses on sustainable development to increase connectivity within biological corridors. New legislative actions in 2006 and 2014 have placed spatial bounds on PES funding based on the NBCP official corridors. Due to these conservation policy changes and differing goals, it is important to critically analyze the spatial needs of each policy goal across a heterogeneous biodiversity landscape and a variety of ownerships regimes. In this research I analyzed the efficiency of targeted PES and the NBCP by classifying ASTER 15-meter resolution imagery using object-based classification methods, and compared land cover changes over an initial four-year period of corridor policy enactment. I examined the changes in overall mammal connectivity, and the role of PES properties within the study corridor by mapping connectivity through Circuitscape and least-cost path modeling. Lastly, I used Marxan to model potential reserve networks that aim to meet the specified policy goals of these two conservation programs.
Results indicate a decline in forest over the study time period, along with an increase in urban and pasture land covers. Results from connectivity analyses show PES properties hold a wide variety of species and guild richness, with higher richness in forest protection than reforestation. I established that active PES properties after NBCP played a larger role in connectivity compared to PES properties before. Overall connectivity within the study region has decreased since program enactment. Results from Marxan models indicate that goals within these two programs have differing spatial requirements, especially regarding watershed protection. PES policies targeted within biological corridors must act on present and future drivers of change to accomplish connectivity goals throughout Mesoamerica my results indicate the importance of PES for mammal communities, and the necessity for increased targeting of payments to existing forested corridors, to provide connectivity between
protected areas. Multi-goal programs must determine which goals are most important and can strategically select goals with the highest overlap to accomplish the highest returns.

▼ Around the world, protected areas have been created with the objective of
conserving natural and cultural heritage. To monitor how effectively this
objective is being achieved, the Convention on Biological Diversity (CBD) and its
Programme of Work on Protected Areas (PoWPA) proposed that periodical
evaluations of the management of protected areas should be conducted. These
evaluations have the objective of monitoring improvements or deteriorations of
the management of the PAs and their conservation outputs and outcomes. They
can be carried out using different methodologies, widely referred to as protected
area management effectiveness evaluations (PAMEs). In 2000, the International
Union for Conservation of Nature (IUCN) established a framework to guide the
creation of PAME methodologies. Based on this framework several
methodologies have been developed around the world. However, they all focus
on evaluating different aspects of management, producing different types of
results. Previous studies describing these methodologies have been conducted,
but an in depth comparative analysis has not yet been published.
This thesis seeks to conduct a comprehensive analysis to compare the
fundamental characteristics of four of the most commonly used PAME
methodologies: the Management Effectiveness Tracking Tool (METT), the Rapid
Assessment and Prioritization of Protected Area Management (RAPPAM), the
Enhancing our Heritage Toolkit (EoH), and the Site Consolidation Scorecard
(SCS). Content analysis was used to compare and contrast these four PAME
methodologies. Categories based on the IUCN´s framework for the creation of
PAMEs were used to organise and compare the indicators used by each
methodology. The quantities and characteristics of the indicators were assessed
to identify their viability, similarities and differences. The aim was to build upon
the current literature to inform potential users about the different approaches
these methodologies take, and to help them make an informed decision about
which one to use.
It was found that the four methodologies evaluate different themes,
elements and criteria thereby generating different types of information regarding
protected area management. They also use different levels of detail in their
indicators and need different sources of information to be completed. It was also
found that all four methodologies are weak in assessing the delivery of protected
area objectives, they predominately use ordinal approaches to assess indicators,
and lack comprehensive weighted scoring systems. It is argued that these shared
shortcomings provide scope for potential improvements in future versions of
these methodologies or new PAMEs. These results add new information to
existing knowledge about the similarities and differences between
methodologies and their individual strengths and weaknesses. It is argued that

▼ The act establishing the world’s first federal
protected area, Yellowstone National Park, imparts that the area be “set apart as a public park or pleasuring-ground for the benefit and enjoyment of the people”. The challenge of managing
protected areas to purvey benefits through visitor experiences has since been a major
subject of research within the fields of recreation and leisure. Driver and others have advocated for the Benefits Approach to Leisure (BAL) on the grounds that it can serve as an efficient means of maximizing the benefits visitors receive from
protected areas. However BAL largely ignores the tradeoffs managers must make with concern to ecological and visitor wellbeing. In an emerging body of literature, use-values inherent with recreation are often referred to as recreational ecosystem services (RES). In this frame, recreational outcomes in
protected areas are analyzed in the context of the ecological process through which they are provisioned. These services are those nonmaterial outcomes humans obtain from the natural world such as spiritual enrichment, cognitive development, reflection, recreation, and aesthetic experiences. Though a union between the management concepts of RES and the BAL has the potential to bridge gaps in both theories, no study has explored a means of linking these theories or their methods. This thesis focuses on both research concerning benefits achieved and services provided, and puts forth a means of coalescing them in future research, through the introduction of the Recreational Ecosystem Services Framework (RESF). This is achieved through an exploration of the foundations of both concepts and a case study in which the RESF is applied.

▼ Stewardship is a key tool for the protection of natural areas at the landscape-scale. This is nowhere more evident than in the Carolinian Life Zone of Southern Ontario, where habitat exists for approximately 80% of Canada’s Species at Risk and where the majority of land is in private ownership. However, the implementation of stewardship initiatives has not always been successful. While an outcome of stewardship has been increased protection, initiatives that do not serve landowner needs can lead to reduced landowner support for future stewardship efforts. As such there is a need to look beyond landowner participation/non-participation, and instead examine the factors influencing landowner support for stewardship.
The existing stewardship research on landowner support has found three main influencing factors: stewardship ethics, property rights concerns and bureaucracy. To examine if these themes are relevant to the Carolinian Life Zone interviews were conducted at three case study sites: Point Pelee, Rondeau and Long Point. The findings indicate that while the three broad themes are present, certain themes are more salient than others. It was also found that the local stewardship context made a great difference for landowner responses. Recommendations from the findings involve changes to stewardship programs, the role of landowners in conservation decision-making and land-use regulations.

of the paper and research was achieved; a hypothesis of the paper
was confirmed. The paper analyzed how many directorates are
familiar with volunteering, what are the reasons for having or not
having volunteers; also, it reveals whether directorates are
interested in accepting volunteers, how many volunteers there are,
from which countries, their age range and gender, which works are
carried out by volunteers, and which works are carried out by the
directorate. It is important that the paper reveals problems and
clear solutions for these problems, as well as steps for improving
the volunteering process, and also it analyzes whether volunteers
have motivation to choose and carry out works, reveals the
importance and necessity of volunteering.

▼ Antarctic tourism has been the subject of significant debate in recent years, not only within the Antarctic Treaty System (ATS) but also in the wider community. A relatively recent but now well-established industry, tourism in Antarctica is characterised by high regional growth rates and the potential for significant impacts on the environments where it occurs.
This thesis addresses the research question ‘Is the current regulatory system for managing tourism in Antarctica adequate to protect the Antarctic environment?’
It examines the general theories of management of tourism and recreation in protected and wilderness areas. The importance of the relationship between site values, tourism activities, impacts and management responses is highlighted. It is noted that contemporary protected area managers inevitably put in place robust and binding legislation, site-specific management plans, and management interventions to manage wilderness areas. The tourism management framework for Antarctica is presented, in both its historical and contemporary contests. The historical and current size and nature of the Antarctic tourist industry is analysed and presented, along with an in-depth examination of the values and attributes of the sites where that activity occurs. The actual and potential impacts of tourism in general and of the current levels of tourism in Antarctica are then discussed.
A discussion regarding the adequacy of the current ATS tourism management regime is presented. The system is found to be inadequate across a range of critical factors. The current system is characterised as reactive, legally uncertain, technically-focussed and almost totally lacking in strategic approach. Adequate protection of the sites where tourism occurs is not certain.
A range of improvements to the management of tourism in Antarctica is presented. Chief amongst these are the development of strategic policy for the sites subject to tourism, the development of management plans for key tourist sites, and the use of specific intervention tools at sites to achieve management planning objectives.

▼ Le aree protette sono enti amministrativi dinamici e innovativi, che negli ultimi anni stanno conoscendo un importante processo di rinnovamento. Le loro funzioni si stanno infatti allargando e non riguardano più soltanto la preservazione di valori naturali di eccezionale importanza. Al contrario sono volte, in maniera crescente, alla valorizzazione e alla fruizione del territorio. Oltre a ciò, le aree protette si stanno dedicando anche alla promozione di processi produttivi indispensabili per rendere vivi e vitali dal punto di vista antropico i territori su cui insistono. Esse si stanno quindi proponendo come motori di processi di riterritorializzazione virtuosi in aree altrimenti potenzialmente marginali.
Tutto ciò conferma un ruolo sempre più sociale per le aree protette che devono ormai essere studiate come luoghi in cui si realizza un equilibrio tra le esigenze dell’uomo e della natura. La gestione integrata di queste due variabili, finalizzata al massimo soddisfacimento delle esigenze di entrambe è quindi alla base del paradigma integratore che si sta imponendo come linea guida nelle pratiche di tutela.
Al fine di comprendere tutto ciò si è resa necessaria una riflessione sistematica sugli approcci teorici e sulle metodologie di ricerca per lo studio delle aree protette, esposta nella prima parte dell’elaborato. Nella seconda parte invece tale riflessione è stata posta a confronto con una serie di casi di studio. Questi ultimi sono stati selezionati in quanto rappresentativi di specifici aspetti utili a comprendere il potenziale ruolo delle aree protette come enti territoriali in grado di promuovere la preservazione della natura e lo sviluppo locale in maniera integrata.
Protected areas may be presented as dynamic and innovative institutions, which are going through an innovation process in recent years. Their functions are going beyond the preservation of natural values of exceptional importance. They are now focusing their attention on valorization and fruition of the territories and they are also dedicating themselves to the promotion of production processes that make the territories on which they insist alive and vital. For these reasons, protected areas could be presented as engines of virtuous reterritorialization processes in potentially marginal areas.
All this topics confirm an increasing social role of the protected areas: they could be now studied as places in which a balance between the needs of man and nature is realized. The integrated management of man and nature could satisfy the needs of both. Hence an integrator paradigm is nowadays emerging as a guideline in the protection practices.
In order to understand all this, the first part of this work contains a systematic reflection on the theoretical approaches and research methods for the study of protected areas. ▼ This study compared the management effectiveness of two marine
protected areas located in Cuba’s southern archipelagos: Punta Francés National Park (PFNP) and Jardines de la Reina National Park (JRNP). The goal of this study was to determine what factors influence management effectiveness in Cuban marine
protected areas (MPAs) with a focus on PFNP and JRNP. The objectives were to identify and assess the factors related to management success, and to determine how these factors can be utilized to strengthen MPA performance across the island’s MPA network in light of increasing pressures on Cuba’s marine environment. Key informant interviews and relevant secondary sources were used to evaluate MPA performance and management. Results showed that the National Parks shared similar trends in pressures, threats, legal security, infrastructural gaps, and output successes; key differences were present in socioeconomic context, vulnerability, and management planning. However, JRNP exhibited higher management effectiveness than PFNP primarily due to ecotourism’s contributions to park management. This study illustrated the significant role public-private partnerships can play in strengthening MPA management effectiveness, and the results suggest replicating similar models in other Cuban MPAs.

▼ The topic of the master thesis European Spatial Planning and Regional Development at the Blekinge Insitute of Technology is the Natura 2000 areas in Hungary. The aim is to review the Natura 2000 network, the management of these area at the EU level, and the situation in Hungary. Furthermore examine the Natural 2000 network in Hungary, to find, collect, realize and methodize the main problems of these places in association with Natura 2000. Finally I overview the aims of the Natura 2000 areas' management in the future.
In these „polluted” days the most important aims are the environmental protection and the nature conservation in the whole world. People take advantage of the nature without thinking of the consequences in the future. The Nature 2000 network is the key instrument for this protection in the European Union. It is an ecological network of protected areas; it helps to ensure the survival of Europe's most valuable species and habitats. After the accession to the European Union, Hungary added many valuable and unique sites to the European natural heritage. Hungary gives home for numerous species and habitat types that are not presented at the area of the other Member States. However beside the advantages several problems came with this to Natura 2000 areas, because of the economic backwardness of Hungary, which is deepened by today’s economical crisis. It is important to determine, classify and analyse the problems arising at the Natura 2000 areas and in this way these will help us to solve them.

▼ Protected areas worldwide face significant threats from rapid climatic and associated ecological change. The need to adapt to the impacts of climate change on biodiversity has been widely acknowledged for two decades; however, meaningful and effective adaptation within protected area agencies and organizations remains a widespread challenge. Given realized and projected future climate-induced ecological changes, conservation policy and practice in protected areas needs to be more proactive to adapt to changing climate conditions to preserve biodiversity. In light of this pervasive problem, the purpose of this dissertation is to review and advance climate change adaptation in and across Canada’s protected areas organizations. To do this, I examined the current state of adaptation within Canada’s protected areas organizations (Chapter 2), engaged practitioners working at the protected area site level to identify and evaluate adaptation options (Chapter 3), and examined the adaptation readiness of protected area organizations to identify strengths, challenges, and opportunies for capacity development (Chapter 4).
First, a survey was distributed to provincial, territorial, and federal governments as well as environmental non-governmental organizations (ENGOs) working in conservation in Canada (n=49). This survey revealed that little progress on adaptation in Canada’s protected areas sector from 2006 to 2018 has been made despite greater certainty about climate change impacts and climate change being considered pertinent to protected area planning and management (Chapter 2). Second, through a case study at Bruce Peninsula National Park and Fathom Five National Marine Park, I found that most adaptation strategies identified by workshop participants were conventional (i.e., historically used and low risk) and direct change (i.e., aid transition towards new states) compared to the other categories (i.e., conventional/resist change, interventionist/direct change, and interventionist/resist change). Conventional strategies had the highest perceived effectiveness and feasibility ratings (Chapter 3). Third, an adaptation readiness assessment found that Bruce Peninsula National Park and Fathom Five National Marine Park have moderate overall adaptation readiness with higher readiness in terms of social-ecological systems (e.g., mapping and monitoring values) and lower readiness in terms of knowledge (i.e., knowledge management and exchange) (Chapter 4).
The results of this research identified limited progress and numerous barriers to adaptation. However, the potential for progress on adaptation exists if barriers can be overcome. Recommendations to increase adaptation include enhancing knowledge mobilization and partnerships, implementing a national adaptation strategy, having a climate change champion on staff in each park, and developing more flexible conservation objectives. ▼ In many marine ecosystems worldwide, overfishing is a prominent cause in removing large predatory fishes from ecological communities. Fluctuation in the abundance of higher trophic level species can transform an ecosystem???s structure and function by altering trophic interactions through density-mediated top-down control. Accordingly, understanding the extent to which humans indirectly influence a community through altering predator abundance is of critical importance. Thus, during the summer of 2013 and 2014 the impacts of fishing on the trophic structure and community assemblage of kelp forest fishes were examined within the Southern California Bight.
In 2013, I tested whether decreased abundance through fishing for higher trophic level predators relieves predation pressure on lower trophic level prey. Using a combination of underwater survey techniques, density (no. fish/100 m2) and biomass (g/100 m2) of conspicuous fish species were sampled inside and outside of three long-standing Marine
Protected Areas (MPAs) off La Jolla, Santa Catalina Island, and Anacapa Island, California. I found that secondary carnivore and herbivore/omnivore trophic levels significantly decreased outside of MPAs. Inversely, the primary carnivore trophic level biomass increased outside of MPAs. Species-level results revealed a lower
abundance outside MPAs of large kelp bass (> 25 cm) and higher densities of its prey, kelp perch. My results show overall fish trophic level changes due to fishing pressure, and provide support for a weakening of top-down control on the kelp perch population through the removal of predatory fishes outside MPAs.
To investigate the possible return of the historically overfished apex predator of the kelp forest fish community, I censused the giant sea bass (Stereolepis gigas) population at eight sites off Santa Catalina Island from mid-June through mid-August, 2014. Three possible spawning aggregations were identified at the sites Twin/Goat, The V???s, and Little Harbor. The giant sea bass population at these sites primarily consisted of individuals 1.2 - 1.3 m long (total length, TL) with small and probably newly mature fish (estimated to be 10 - 11 years old) observed in aggregations. However, larger individuals 1.8 - 1.9 m TL accounted for the majority of the population biomass. Overall, mean spawning stock biomass of giant sea bass was 36.3 kg/1000 m2. Providing a general comparison of mean biomass among the trophic levels of kelp forest fishes off Santa Catalina Island revealed a nearly top-heavy biomass pyramid. The relatively high abundance of giant sea bass provides evidence that this species is recovering at kelp forests off Santa Catalina Island, and possibly throughout the Southern California Bight.

▼ The Sky Island region of the southwestern United States hosts some of the richest biodiversity anywhere in the world. In the mountain ranges of the Sky Islands, most vertebrate biodiversity is dependent on riparian
areas for all or some of their life cycles. Riparian vegetation is threatened by human impacts and climate change. Though riparian vegetation along rivers and major perennial streams is already mapped in this region, vegetation in ephemeral and intermittent riparian
areas, arguably equally important for biodiversity in the mountain ranges, has not been quantified. I developed a Random Forest classification model of riparian vegetation for all three types of riparian
areas, mapped this vegetation for each of the 25 mountain ranges, described the spatial distribution and connectivity of the vegetation among and between mountain ranges, and demonstrated enhancement of regional riparian land cover classes with the new model of riparian zone vegetation. The resulting map indicates a much broader distribution of riparian zone vegetation than previous land cover mapping efforts indicate, likely due to inclusion of ephemeral and intermittent riparian types. The spatial distribution and connectivity of riparian zone vegetation varied widely within and between mountain ranges, possibly as a result of variability in environmental factors affecting aridity, temperature, water availability, landscape position, and disturbances. The model can be used with other information to augment understanding of the integrity, connectivity, and vulnerability of riparian zone vegetation in this unique and important region. To analyze the conservation status of riparian zone vegetation, I quantified its representation in
protected areas. I then compared the representation relative to the overall amount of riparian zone vegetation in each mountain range. The relationships between representation of riparian zone vegetation in
protected areas, degree of mountain range protection, and amount of riparian zone vegetation are complex and variable among mountain ranges. I used patterns of representation to place
protected status of riparian zone vegetation in a regional context, highlighting mountain ranges where riparian zone vegetation is well-represented in
protected areas as well as locations where further investigation may be warranted to understand conservation status and potentially vulnerable riparian
areas. These outcomes benefit agencies and organizations that require spatially-explicit information about the amount, connectivity, and distribution of riparian zone vegetation and its representation in
protected areas across the region for conservation, management, and planning.

marine park management in New South Wales (NSW),
Australia, in achieving conservation and ecological
sustainable use objectives was examined using three key
determinants: 1) assessment of allowable activities put
in practice to meet marine park and zoning objectives; 2)
assessment of the effectiveness of marine park
integration with fisheries management; and, 3)
effectiveness of compliance to ensure that legislated
plans and management strategies were enforced. The
selection and planning of Marine Protected Areas (MPAs)
in NSW was found to be consistent with international and
national guidelines, and key commitments set at
international, national and state levels of government
had been fully or partially met. A quantitative gap
analysis on ecosystem and habitat representation
demonstrated that NSW was well advanced and in a strong
position to achieve current 2020 Convention on Biological
Diversity (CBD) MPA targets. A qualitative risk
assessment of permitted activities in relation to zoning
objectives indicated considerable variation between NSW
MPAs, but more concerning was that multiple use zones
might not be achieving their stated objectives, with
several allowable activities being inconsistent with
zoning objectives. Performance indicators to evaluate
effectiveness of integration between MPA and fisheries
management activities were developed and indicated that
positive impacts had resulted from this partnership for
the NSW case study. It was concluded that the partnership
process could have been improved through formal
arrangements being developed and with particular
attention being given to community and stakeholder
communication and engagement. Empirical evidence
suggested that adopting manageability criteria for
compliance during the design and planning of MPAs could
lead to a marked increase in voluntary compliance. It was
demonstrated that the majority of zones in the Port
Stephens - Great Lakes Marine Park were relatively
effective in optimizing voluntary compliance. Analyses of
compliance data from 2007-2013 indicated encouraging
trends in compliance in NSW marine parks, with the MPA
offence rate declining over this period, with the
exception of the Jervis Bay Marine Park. Despite evidence
that offenders were deterred from repeating offending,
general deterrence for first time offenders remained an
issue in all NSW marine parks. The current level of

achieving anticipated conservation objectives of the

Protected areas are areas where land and
(or) water areas have defined clear boundaries and which have
accepted scientific, ecological, cultural and other values and when
special protection and use regime (order) is established by legal
acts. In Lithuanian legislation ordered on urban development in
Lithuanian protected areas confronting with irrational, unclear and
mutually uncompatible with provisions of low. Consequently
Lithuanians protected areas urban development happening
insufficiently rational and balanced. It does not ensure right
protected areas protection and use. Quality management of protected
areas – helps to ensure adequate protection of protected areas of
land in Lithuania and right use. Administration management of

▼ Protected Areas (PAs) are one effective means to address biodiversity loss. Unfortunately, the history of PA establishment includes forced removal of people from lands that become parks and restrictions on access and use of lands and waters by local people. Relationships between PA managers, stakeholders, including local people, remain in many instances, difficult. This challenges the ability to create new PAs in Canada, where consent by local residents and other stakeholders is critical for PA establishment.
This research examines governance of PAs as a means to improve relationships between PA authorities and local communities. Determining how much power communities wish to have over decision-making and their preferred methods for sharing power permits greater understanding of how to build relationships with communities, stakeholders and partners that are respectful, trustworthy and sustainable.
Pukaskwa National Park and Lake Superior National Marine Conservation Area (NMCA) both in Northwestern, Ontario on the North Shore of Lake Superior, were studied along with their relationships to the nearby communities of Marathon and Terrace Bay, respectively. Pukaskwa, has been present on the landscape for over thirty years, while Lake Superior NMCA is in the process of establishment. The proximity of the PAs to each other and the communities to the PAs, along with the evolution of the respective guiding legislations, offered uniquely complex circumstances to investigate.
A mixed methods approach to the research was employed involving the analysis of 190 community surveys and oral interviews with members of Town Councils from both communities. Few studies in Canada have examined governance of PAs and no study has examined governance of federally PAs in Northern Ontario.
The results indicate that residents of the communities of Marathon and Terrace Bay, support the purposes of the PAs and multiple means of communicating with them about decisions made about the PAs. Clearly favouring the involvement of local people in decision-making about the PAs, respondents also recognized the importance of involving PA staff and scientists in decision-making. Visitors to Pukaskwa were also found to be important to decision-making.
The findings further show that community members are resolute that Parks Canada have some control over decision-making. Marathon residents are comfortable with less collaboration and power sharing with Parks Canada than are residents of Terrace Bay.
The results are sentinel to achieving approaches to citizen involvement in decision-making about PAs in ways that are meaningful to local residents. Achieving local support for PAs secures an option for governments to use that is critical to addressing biodiversity loss, important for improving human health and maintaining society’s connection to nature.

▼ The International Union for the Conservation of Nature has recognised that private protected areas (PPAs) are essential to expand biodiversity conservation and to achieve a global ecologically representative network of reserves. In Chile, since the 1990s PPAs have emerged as a spontaneous and voluntary movement with no government assistance. The current environmental legislation does not allow PPAs to be included in the National System of State Protected Wildlife Areas (SNASPE). As a consequence, PPAs in Chile are not subject to systematic regulation or formal definition. PPAs are concentrated in the southern regions where they have enhanced the ecological representativeness of existing reserves. However, ecosystems of the central and northern regions are still underrepresented in PPAs and the SNASPE. In this context, this research analyses what legal mechanisms would be suitable for implementation in Chile to progressively shift towards a representative system for PPAs. With this purpose, the research develops a comparative analysis with the South African and Australian experiences. Contract agreements in South Africa and conservation covenants in Australia have demonstrated to be cost-effective mechanisms to expand biodiversity protection into private lands. The analysis includes an evaluation of existing policies and legislation related to PPAs in these three countries. The findings indicate that Chile needs a more systematic and comprehensive regulatory framework for PPAs to guide and incentivise their creation in underrepresented areas. The enthusiasm of landowners towards biodiversity protection and the existing work of not for profit organisations as major drivers of conservation creates a favourable scenario for the implementation of mechanisms such as contract agreements or covenant programs. The analysis also indicates that the implementation of stewardship programs is essential to provide ongoing support to the management of PPAs and to maintain private landowners’ motivation.

▼ Legal Amazon, the Brazilian region where much of the global tropical forest is located, has suffered from rapid deforestation for decades, undermining the provision of ecosystem services and the conservation of biodiversity on local and global scales. In order to prevent deforestation, the Brazilian government has established priority and protected areas to ensure the preservation of high biodiversity areas and ecosystem services. This study analyses whether the establishment of priority and protected areas have an impact in preventing deforestation, thus promoting biodiversity and ecosystem services. Furthermore, this study also analyses the extent to which deforestation affects priority areas for biodiversity conservation. Deforestation datasets from 2001 to 2014 of the Legal Amazon was processed and analyzed. The total area and density of deforestation were compared across three categories of land: (1) protected priority areas, (2) unprotected priority areas, and (3) non-priority areas. Spatial methods of geoprocessing and the statistical method one-way ANOVA were used to analyse the deforestation trends. As a result, the deforestation density was found to be lowest inside protected areas than in unprotected areas and non-priority areas. This implied that land-use restrictions in protected areas had more impact compared to unprotected areas and non-priority areas. Furthermore, deforestation has been more intensive in regions of lower biodiversity importance. Despite this positive evaluation, substantial tracts of forest had been converted within regions of high biodiversity importance. Therefore, the regulation of priority and protected areas must be evaluated and improved in the future.
Den brasilianska regionen Legal Amazon, där mycket av den globala andelen av tropisk skog ligger, har drabbats av snabb avskogning i årtionden, vilket underminerar tillhandahållandet av ekosystemtjänster och bevarandet av den biologiska mångfalden både på lokal och global skala. För att förhindra avskogning har den brasilianska regeringen etablerat prioriterade och skyddade områden för att säkerställa bevarandet av områden med hög biologisk mångfald och ekosystemtjänster. Denna studie analyserar huruvida etableringen av prioriterade och skyddade områden påverkar förebyggandet av denna avskogning. Dessutom analyserar denna undersökning också hur omfattningen av avskogningen påverkar prioriterade områden för bevarande av biologisk mångfald. Avskogningsdata från 2001 till 2014 i Legal Amazon bearbetades och analyserades. Total areal och densitet av avskogningen jämfördes mellan tre kategorier av mark: (1) skyddade prioriterade områden, (2) oskyddade prioriterade områden och (3) icke prioriterade områden. Protected Areas (PAs) are an important approach for conservation of cultural and natural diversity worldwide (Bruner 2001; McNeely 1994; Rao & Geisler 1990). Their long term success depends on effective management in relation to the goals set forth for the PA. Measuring this can be complex and challenging and has been done in a variety of ways in order to better get at the answer of how to measure management effectiveness. The purpose of this research was to develop and test qualitative methodology designed to explore management effectiveness using all six elements from the WCPA framework (Hockings et al. 2000), by interviewing experts from a region of interest. Qualitative data has been collected to measure management effectiveness, but not used as an analysis strategy. We were interested in its usefulness for both. Our setting for this research was the Federal PAs of Mexico due to the stated combined goals of managing for conservation of biodiversity and sustainable development. We interviewed a total of eight experts from Mexico whose work is about conservation in Mexico. Experts make decisions based on compiled knowledge (Anderson 1983) and are able to integrate Functional, Structural and Behavioral elements into analyses and representations of complex systems, making the methodology able to assess individual
areas as well as systems of PAs. The proposed methodology proves to be useful as a complementary tool to the current management effectiveness systems. It provides an in depth understanding, a larger context, and answers the how and why, other management effectiveness systems have not been able to reach, therefore, helping the discipline of conservation to be more efficient and effective, by providing a better chance for well informed management decision making, and resource allocation.

The Resilience thinking changes our way of understanding the Social-Ecological Systems and of assessing their sustainability because it favors a holistic vision and uncertainty is the key feature in its models. Recently a revision of this approach has been developed to analyze the sustainability of protected area tourism. This dissertation takes this conceptual framework and tries to apply it to a specific case study, the Parque Natural Vale do Guadiana‗s tourism system. In the first part of this dissertation a review about the sustainability concept and its importance in the tourist sector, especially in protected areas tourism, is made and the way that it can affect the development in rural areas is discussed. A comparison between several methodologies for assessing the sustainability of tourism with a detailed explanation about the resilience thinking and its framework is also presented.
In the second part, this methodology is applied to the analysis of the tourism system at the Parque Natural Vale do Guadiana (PNVG) in order to discuss the contribution of tourism management to the system‘s resilience as a whole. A reflection on the advantages and disadvantages of the use of the resilience framework in the sustainable management of tourism systems is also made.

Spatial Conservation Planning is a scientific-driven procedure to identify cost effective networks of areas
capable of representing biodiversity through time. This conceptually simple task accommodates sufficient
complexity to justify the existence of an active research line with more than 20 years already. But costefficiency
and representation of biodiversity is only part of the whole challenge of Spatial Conservation
Planning.The recognition that Nature operates dynamically has stimulated researchers to embrace the
additional challenges of developing methods to make conventional (static) conservation approaches more
dynamic and therefore increase the chances that biodiversity are preserved in the longer term.
In this thesis, I present a set of tools to assist spatial conservation decision-making and address issues
such as uncertainty and spatial dynamics of species ranges. These two topics are particularly relevant in
the context of ongoing climate changes. I start by investigating two connectivity paradigms for the
identification of conservation areas. In the first, a distance-based approach is applied for the identification
of areas representing a set of species. In the second, I present a conceptual framework based on the
analysis of environmental similarity between protected areas. The framework seeks to identify effective
spatial linkages between protected areas while ensuring that these linkages are as efficient as possible.
Then, I introduce a methodology to refine the matching of species distributions and protected area data in
gap analysis. Forth, I present a comprehensive assessment for the expected impacts of climate change
among European conservation areas. Finally, I address a framework for cost-efficient identification of the
best areas that, in each time period, assist species’ range adjustments induced by severe climate
changes.
There exists a wealth of theoretical insight and algorithmic power available to ecologists. This thesis took
advantage of it and (I hope) it offers useful guidance for genuine biodiversity protection.

protected area systems and management in Thailand, and to evaluate the use of conservation biology concepts in
protected area management. The results from a survey of the heads of Thai national parks and wildlife sanctuaries, interviews and discussions with experts and the staff of the Thai Royal Forest Department (RFD), site visits, and a review of in-house documents of the RFD suggest that overall threats to
protected areas throughout the country are illegal hunting, illegal logging, land encroachment, extraction of non-timber forest products, and pressure from people living around the
protected units. Similar patterns of threats were also found when data were evaluated by region and by
protected category. Overall level of impact from the threats are high in all
protected areas, whereas spatial and temporal scales of impacts are low, resistance of
protected areas to threats is high, and resilience of
areas is low. Overall effectiveness of
protected areas is rated at a moderate level; effectiveness of the system is high but effectiveness of management is moderate. The study also revealed gaps in the evaluation of effectiveness of the systems and management, related to reserve design, selection, prioritization, evaluation, policy, management, and public involvement. Recommendations to improve
protected area system and management in Thailand are provided. Guidelines to apply conservation biology concepts in
protected area management are also suggested. Research direction should focus on conflict resolution, building the capacity of
protected area systems and management, restoration in deforested ecosystem, and more efficient use of timber and non-timber forest products.

The living marine resources, although renewable, are not infinite and need proper management
to continue being exploited sustainably.
The fisheries co-management is tool of fisheries management, through power, rights and
responsibilities shared between the state and local users.
Fishing in PNSACV do not have such national representativess having it locally, with 11 small
fishing ports, where small scale comercial fishing had the highest relevance.
The study sample was based on surveys to obtain the opinion of professional fishermen in the
marine area near the municipality of Odemira about the implementation of co-management system.
62 surveys were conducted in four fishing ports of the county of Odemira and the fishing port of
Sines.
The fishermen had attributed high importance to fisheries in the county (economic, employment
and traditional). Half of the fishermen are in fishing associations, 54% of respondents agree with the
implementation of co-management, mainly due to the possibility of decentralized management,
closer to the population and introduction of traditional knowledge in management.
To implement this system is essential the involvement of users and a model adapted to local
conditions, and more research is needed

the increase, and the current demand for crocodilian bush meat is
not sustainable. Of the three species of African crocodiles, the
dwarf crocodile, Osteolaemus tetraspis, is by far the most heavily
hunted. This preference is influenced by its small size and
relatively non-aggressive nature, which facilitates easy capture,
and further it stays alive while being transported to markets. The
location of bush meat markets is determined by human population
density and infrastructure. In general, a lack of infrastructure,
whether it be a river or a paved road, implies only subsistence
hunting. Many officially
protected areas, where animals should be
safe from depredation by humans, are not actually safe havens for
O. tetraspis. There is often a lack of protection inside and around
national parks in Central Africa, and when conducting research into
this specific species, it was found that often more animals can be
found per day in a bush meat market, compared with the same amount
of effort in a national park. Crocodile mortality caused by people,
both deliberate and inadvertent, must be controlled. However,
conservation should be within the realms of politics, economics,
ecology and social problems at a local level.

protected areas (PPAs),
such as national parks and game reserves, they may come into
conflict with people residing on the adjoining land. In this study,
I attempted to determine why African savannah elephants leave the
PPAs in which they were collared. To accomplish this, I used
telemetry locations of collared elephants in PPAs throughout
southern Africa and investigated whether a range of intrinsic and
extrinsic variables could explain why elephants crossed the
boundaries of the PPAs. Adjoining many of the PPAs were secondary
protected areas (SPAs), which consisted of community conservancies,
and collectively with the PPAs formed clusters of
protected areas.
Most (45 of 49) elephants roamed beyond the PPAs but they remained
within the clusters of
protected areas. The elephants utilised both
the PPAs and the SPAs and appeared to not feel threatened when
using the SPAs. The reasons for elephants leaving PPAs varied both
seasonally and between the sexes. The females roamed beyond the
PPAs more during the wet season than the dry season, whereas, for
males there was no seasonal difference. During the wet season,
female and male habitat selection was similar within and beyond the
PPAs. During the dry season, more females and males beyond the PPAs
selected for
areas close to people, which could be indicative of
water. The proportion of male and female home ranges beyond PPAs
did not increase with increasing density of elephant populations
within the PPAs, nor did the proportion of female home ranges
beyond PPAs increase with increasing population growth rate of
elephant populations within the PPAs. Therefore, high numbers of
elephants within the PPAs did not drive elephants beyond the
boundaries. Contrastingly, the proportion of male home ranges
beyond the PPAs did increase with increasing population growth
rate. However, the results were inconclusive due to small sample
size. This study confirms that elephants are utilising the SPAs as
well as the PPAs. Therefore, the importance of including the SPAs
in conservation actions for elephants cannot be
over-emphasized.

▼ This research addresses the decentralization of policy making. Much of the literature argues that decentralization is more efficient because local policy makers are more responsive to local demands than are national policy makers. However, I find that centralization often provides greater environmental policy effectiveness. While both national and subnational tiers of government must weigh economic growth against environmental goals, the balance of these conflicting goals is different for subnational than for national governments. Through an empirical analysis of the location, type, and degree of implementation of federal and state conservation units (unidades de conser¬vação, or UC) in Brazil, I argue that political incentives to establish more or less strict types of conservation units differ across levels of government due to the character and political influence of local economic interests. Two key variables explain variation in conservation unit types: the tier of government – national or subnational – enacting a conservation unit, and the type of industry present where a conservation unit is proposed, as well as the importance of that industry in the eco¬nomy of the state. National governments have a geographically broader mandate, and so are less vulnerable to capture by local economic interests that oppose environmental policy than are subnational governments. Further, subnational governments are more dependent on local eco¬nomic interests for revenue and income generation. As a result, subnational environmental protec¬tion is often weaker than national environmental protection, because subnational govern¬ments ac¬com¬modate the interests of powerful local economic actors. Nevertheless, the strin¬gency of en¬viron¬mental policy and outcomes vary across subnational jurisdictions, depending on the type of in¬dustry present in an area and the industry’s importance in the jurisdiction. Areas characterized by industries that require complete land conversion in order to produce – including urban develop-ment, ranching, and modern agriculture – pose considerable challenges to conser¬vation efforts. In contrast, areas characterized by industries that do not require complete land conversion – including timber and mining firms, as well as small-scale “traditional” extract¬ivism (e.g. rubber tapping, fruit gathering), are more amenable to compromises between environ¬ment and development.I make this argument first on the basis of an analysis of federal and state UC creation and imple¬mentation across all of Brazil’s 26 states and Federal District of Brasília (Chapter 2). I then analyze in depth three Brazilian states located in two regions of the country: Pará (Chapter 3) and Ama¬zonas (Chapter 4), in the Amazon rainforest in Brazil’s north; and Minas Gerais (Chapter 5), which straddles the arid Cerrado savannah and the Atlantic forest, in Brazil’s southeast. ▼ The aims of this thesis were to document the pattern of distribution of the apparently rare marine algal species endemic to southern Australia, test the validity of the apparent rarity and seek causes of the patterns. A review of the concepts and causes of rarity with special reference to the marine macroalgae of temperate Australia is preceded by a brief background to macroalgal taxonomy, growth patterns, reproduction and ecology.
One hundred and forty-two species met the selected rarity criterion of occurring at five or fewer localities, as data-based in the Australian Virtual Herbarium. Seventy-one rare species were of broad range (>500 km), forty-five of narrow range (50–500 km), and twenty-six of restricted range (<50 km). The characteristics common to > 60% of rare macroalgae were that of small size and of filamentous or coarsely-branched habit. Of the three major taxonomic groups (Divisions Chlorophyta, Heterokontophyta and Rhodophyta) rare species within the Heterokontophyta (brown algae) were proportionally under-represented. Recognised rare species are discussed in terms of taxonomic affiliation, range, form and function, and co-occurrence of species in localised areas.
Six ‘centers of rarity’, areas with high proportions of rare species, were identified. These were Rottnest I WA, King George Sound WA, Eucla WA, Fowlers Bay SA, Port Phillip Bay VIC and D’Entrecasteaux Channel TAS. Using the random forest procedure, analyses indicated that there are particular environments and distinct environmental extremes that favour high proportions of rare species. Associations were found between high proportions of rare species and extremes of sand substratum, nitrate, phosphate, and chlorophyll-a. Overall, the analyses suggested that rare species are predominantly associated with low-nutrient environments and sandy substrata, whereas highly productive waters appear to be bereft of rare species.
The potential association of rare species with rare environments was tested. Fifteen environmental domains were identified, and Port Phillip Bay VIC and south-east Tasmania emerged as areas particularly favourable for rare species. However, the spatial extent of domains was not related to the mean proportion of threatened species within them. Other possible explanations for concentrations of rare species or high proportions of rare species, are associations with habitat complexity, or associations with escape routes along glacial drainage pathways during sea level change. Such conditions pertain to the areas with the highest concentrations of rare species.
A field program of target-searching for rare species was undertaken to elucidate rare species distributions. Results from underwater visual census surveys (UVC) supported the patterns of rare species found in historical herbarium records. A total of 489 macroalgal species were recorded collectively from 111 UVC surveys. Sixteen rare species were observed, representing ~11% of the 142 rare species. ▼ As the human population has exponentially increased, so have anthropogenic effects on the ocean including pollution, eutrophication, acidification, changes in sea level, and overfishing. The California coast is visited by millions of people every year and is subject to a range of impacts. In the near-shore marine environment, people collect intertidal gastropods for food, bait or recreation. Collecting these animals has caused a decline in body size because humans preferentially take the largest individuals. Marine protected areas (MPAs), established to protect marine resources, may serve to reduce impacts to species, including gastropods. I collected 2510 individual samples to determine the body size and frequency of five gastropod species along the central California coast to assess whether MPAs may protect intertidal species from over-exploitation. I hypothesized that gastropods in MPAs, compared to non-MPAs zones, would have larger body sizes and be more frequent and be similar in size to museum specimens. I found that, for two of the five species studied, gastropods were larger inside MPA field locations; for most species the average size of specimens from MPA sites was significantly larger than museum specimens and collected gastropods had higher frequencies of presence inside MPAs. For coastal managers, these results indicate that MPAs are effective for some gastropod species studied, but in order for all species to benefit fully from MPA protection continued research is necessary to determine species-specific requirements.
