▼ This study explores the role of cities in sustainable energy development through a governance-informed analysis. Despite the leading position of municipalities in energy sustainability, cities have been mostly conceptualized as sites where energy development is shaped by external policy scales, i.e. the national level. A growing body of research, however, critiques this analytical perspective, and seeks to better understand the type of factors and dynamics that influence energy sustainability within a multi-level policy context for urban energy. Given that particular circumstances are applicable across cities, a context-specific analysis can provide insight regarding how sustainable energy development takes place in urban areas. In applying such an analytical perspective on urban energy sustainability, this study undertakes a qualitative case study analysis for the city of Philadelphia, Pennsylvania, by looking at four key local policy initiatives relevant to building energy efficiency and solar electricity development at the municipal government and city-wide level. The evaluation of the initiatives suggests that renewable electricity use has increased substantially in the city over the last years but the installed capacity of local renewable electricity systems, including solar photovoltaics, is low. On the other hand, although the city has made little progress in meeting its building energy efficiency targets, more comprehensive action is taken in this area. The study finds that the above outcomes have been shaped mainly by four factors. The first is the city government's incremental policy approach aiming to develop a facilitative context for local action. The second is the role that a diverse set of stakeholders have in local sustainable energy development. The third is the constraints that systemic policy barriers create for solar power development. The fourth is the ways through which the relevant multi-level policy environment structures the city's possibilities on sustainable energy. In this context, the study identifies four areas of policy recommendation that could enhance Philadelphia's prospects for energy sustainability: integrated municipal energy planning; stable financing for market development; enhanced actor interactions; and multi-level policymaking that facilitates local action. These policy directions could be of interest to a broader body of metropolitan cities regarding their efforts in sustainable energy development. Advisors/Committee Members: Warren, Robert.

Philadelphia residents and business are at risk from current climatic conditions that exist in the region: risks of damage to property and infrastructure from flooding and extreme storm conditions, economic impacts due to loss of productivity, as well as risks of severe health impacts and death from poor air quality and extreme heat events. While there is historical data that can be used to determine the current extent of these risks, the regional effects of climate change will have a strong affect on the extent of these risks in the future. This thesis discusses the political and operational structure of Philadelphia services in regards to the feasibility of implementing climate change adaptation plans, reviews several climate action plans that have been developed for Philadelphia, and provides current expert views on climate risks and adaptation strategies designed to reduce the climate risks in Philadelphia. Expert views were collected through the use of a semi-structured interview conducted with 20 experts in Philadelphia and their responses have been synthesized in order to determine the main climate risks in Philadelphia, identify populations that are most vulnerable to these risks, and establish a list of recommended strategies to adapt to these risks in order to limit the long term impacts of a changing climate. There are several climate risks that experts identified for Philadelphia: Stormwater runoff and localized flooding, excessive heat, increased storm intensity, poor air quality, coastal flooding, invasive species and water pollution. While these risks are currently present in Philadelphia and currently cause negative economic and health impacts, with the progression of the regional effects of climate change these conditions as well as their impacts on Philadelphia will certainly get worse unless some intervention is implemented. The vulnerable populations that were identified are: coastal property, flood prone neighborhoods, elderly, children, and the poor. Experts offered many ways to mitigate the impacts of climate change through the implementation of several adaptation strategies: greenhouse gas reduction, reducing impervious surfaces, retreat from flood prone areas, flood resiliency, more public green infrastructure, more private green infrastructure, greater tree canopy, and more public engagement. Given the current predictions of climate change for America it is imperative for the health and survival of American cities to adopt a climate change strategy that incorporates both mitigation strategies as well as adaptation and resiliency strategies and address the regional predictions of climate change for the city, (Karl et. al. 2009). This thesis is designed to provide the prevailing expert opinions on the climate risks and recommendations to address these risks, which provides the first step towards enacting meaningful change in Philadelphia.

As precipitation falls on vegetated areas, it is partitioned into throughfall, stemflow and vapor. Stemflow has often been neglected in hydraulic budgeting of both trees and shrubs due to the small volume, and limited number of quantitative studies conducted. Studies of stemflow in shrub species are especially rare, and this study intends to decrease uncertainty of its occurrence. Six shrubs of species Prunus laurocerasus 'Otto Luyken', Hydrangea quercifolia 'Alice', and Itea virginica 'Little Henry' were studied in an urban environment in Philadelphia, PA. During the 2015 growing season, total incident rainfall and measured stemflow were recorded. Stemflow was collected using aluminum collars attached to individual branches of each individual. Vinyl tubing transported stemflow from the collars into collection bottles that were weighed after each rain event. Canopy areas of each collared branch were calculated. Impact of branch attachment angle and stem circumference on the percent stemflow expected was analyzed. In addition to species characteristics, rain depth, rain intensity, wind speed, gust speed, date of storm, direction of collar, and wind direction were considered. Of the six measured individuals it was found that stemflow averaged 7.6 %, with values ranging from 0 to 58 percent for individual branches across all storms. Species specific averages were found to be 11.4 %, 7.0 %, and 4.4 % for P. laurocerasus, H. quercifolia, and I. virginica respectively. These results show that there is significant variation in stemflow percent by species. It was also determined that between 55 and 79 percent of variation in stemflow can be defined by the above characteristics. To make prediction models more accurate, more variables should be examined. By understanding how the quantity of stemflow is affected by both meteorological and species characteristics, the partitioning of rainfall can be more accurately calculated.

This dissertation examines women's access to and participation in the community life of Philadelphia in the decades surrounding the American Revolution. It argues against the application of separate spheres to late-colonial and early national Philadelphia and proposes that women were heavily integrated into nearly all aspects of the city's public life. Women from diverse backgrounds were actively involved in commerce, politics, protest, intellectual and legal debates, social institutions, wartime developments, educational advancements, and benevolent causes. They saw themselves and were viewed by their peers as valuable members of a vibrant and complex city life. If we put aside assumptions about women’s limited relationship to the public sphere, we find a society in which women took advantage of a multitude of opportunities for participation and self-expression. This project also examines the disparity between the image of the ideal housewife and the lived experience of the majority of female Philadelphians. Idealized descriptions of Revolutionary women present a far more sheltered range of options than those taken advantage of by most actual women. This dissertation also challenges the traditional periodization of women’s history from the late-colonial through the early national periods. Rather than seeing the Revolution as an aberration in women’s access to the public sphere, this project demonstrates that women drew on pre-war experiences as they participated in revolutionary protests and conflicts, and then carried those lessons into the first decades of nationhood. Revolutionary rhetoric and social changes may have accelerated the rate at which female opportunities proliferated in the early 19th century, but those trends were already beginning in Philadelphia in the 1760s and 1770s. Women relied on past experience as they worked to expand the boundaries of their world. While it was not a fully linear progression, women’s participation in the public sphere developed and increased from the 1760s through the 1840s: the way contemporaries understood women’s place within local and national communities changed and women grew to far greater prominence by the antebellum period, but those developments were deeply rooted in the mid-to-late 18th century female experience, which was one of involvement and participation, rather than separation and limitation.

▼ The historic preservation ethic can be understood as two sentiments in support of one ideology. First, history in its traditional iteration of narrating and recounting of past events should be protected from human oblivion. Second, certain histories are referenced by and within certain physical places, objects, and locations – and vice versa. Therefore, to preserve those physical places, objects, and locations is to preserve the histories that they signify or embody. This ethic was established into American law by the National Historic Preservation Act of 1966 (NHPA). This law provided lawful guidelines for the preservation of historic sites, primarily by creating the State Historic Preservation Offices (SHPO) and the National Register of Historic Places (NRHP). Nineteen years after the passing of NHPA, in an incident seemingly unrelated to historic preservation, the City of Philadelphia’s police department dropped two C4 bombs on 6221 Osage Avenue, the home and headquarters of the Philadelphia-based Black liberation group MOVE (which is not an acronym). After the bombing literally ignited the entire Cobbs Creek neighborhood ablaze, Mayor Wilson Good staved off fire department intervention and ordered emergency responder to “let the fire burn.” By the next morning, approximately sixty-one homes were burned to the ground, eleven MOVE members were found dead, including five children, and more than 250 people were left homeless (Assefa and Wahrhaftig, 1988). Thirty-one years after the bombing, even with the reconstruction of the entire Cobbs Creek neighborhood, there is no formal physical reference to the historic event at the site via of a memorial or plaque. Considering the recent passing of the 50th anniversary of the NHPA and the 30th anniversary of the MOVE bombing, I intend to investigate present-day interaction between the preservation law and the historic event (or lack thereof) as a rhetorical situation. Specifically, I establish “historic places on the National Register” as a rhetorical genre, then I examine the site of the MOVE bombing as an example of this genre, before finally discussing the implications relevant to historic preservation as an ethic and profession and the intersection between race, place, and public memory. In doing so, I intend to answer the following research questions: RQ1: How does the National Register limit or expand the public’s understanding of racialized violence and marginalized histories? RQ2: How can the National Register of Historic Places help or hinder understanding of the MOVE site? In the spirit of reflexivity, I acknowledge that this thesis is itself a rhetorical act. Through this genre criticism, I do not necessarily argue that the site of the MOVE bombing must be recognized by the NRHP. Instead, I assert that the current preservation ethic privileges cultures and histories that have physical references. I interviewed city policy makers, neighborhood economic development officials, Dominican storeowners, and conducted participant observation in Dominican-owned stores. I argue that pro-immigration policies embody a form of citizenship whose boundaries are delineated by the needs of the market. The policies act as a form of governmentality because they seek to condition the behavior of immigrants. Similarly, my work with the grocers suggests that their sense of citizenship is coerced and performative: they expressed incredible fears of crime and violence, yet bent over backwards to serve their customers, obey neighborhood codes of conduct, and appear as contented neighborhood residents. The grocers’ actions are therefore designed to preserve their fragile situation as middlemen minority and are not a reflection of feelings of community belonging. My research uses the immigration debates in the City of Philadelphia to suggest new understandings of scale. In looking to other countries for the workers needed to revitalize the city, pro-immigrant policies rescale development to the global level. In contrast, by demanding economically profitable actions from immigrants, the policies rescale economic development down to the bodies of urban residents. The grocers’ mobility questions the appropriateness of the “neighborhood᾿ as a scale of economic development and suggests the need to integrate theories of economic development with theories of migration, transnationalism, and mobility. To this end, the grocers survive through a process I label “temporary permanence᾿ through which they are embedded in Philadelphia neighborhoods while simultaneously using their mobility to constantly transgress neighborhood, urban, and transnational boundaries. Likewise, my work suggests that households constitute an essential scale in the process of urban redevelopment. Because bodegas are family-run businesses that make the social reproduction of families in urban neighborhoods possible they illustrate that households are a vital scale of urban analysis.

History

An ever-present figure throughout much of the nineteenth century, the prostitute existed in a state divorced from "traditional" womanhood as a shadowy yet "necessary" evil, and was largely seen as a static element of the city. The archetypes of the "endangered maiden" and the "fallen woman" were discursive creations evolving from an inchoate form to a more sharply defined state that were designed to explain the prostitute's continued existence despite the moral objections voiced by religious and social reformers. These archetypes functioned in an agrarian/proto-industrial society; however, under pressures of urbanization, industrialization, and population mobility, these archetypes were gradually supplanted by sharper, more emotionally loaded archetypes such as the "White Slave" and the trope of the "Vice Syndicate" to explain the prostitute. In this manner Progressive-Era social and moral reformers could interpret prostitution in general and the prostitute in particular within the framework of their understanding of a contentious social environment. In moving away from a religious framework towards a more scientific interpretation, the concept of prostitution evolved from a moral failing to a status analogous to a disease that infected the social body of the state. However, because the White Slave and the Vice Syndicate were discursive creations based upon anecdotal interpretations of prostitution as a predatory economic system, their nebulous nature encouraged a crisis mentality that could not survive a concrete examination of their "problem." Realities of race, class, and gender, as well as the fluid nature of the urban environment as well as non-moral concerns rendered the new archetypes and tropes slippery, and applicable to any reform-oriented argument. By the later years of the Progressive Era anti-vice discourse ceased to advocate moral arguments calling for the rescue of the prostitute and instead became a vehicle to articulate non-moral concerns such as political reform, social order, and female economic suffrage. After the First World War, the archetype of the White Slave collapsed in the face of women's suffrage and sexual agency, and the prostitute once more reverted to a state analogous to pre-Progressive cultural interpretations of prostitution.

Like racism in U.S. society, antiblackness or the human races necessity for violence against Black people is an immutable fact. The idea that Blackness is inherently problematic in the public imaginary—needing to be marginalized or disposed of—directly frames how urban schools are organized for the education of Black children. This is a problem of public schooling for which my research aims to respond. The tendency to view schools as free of antiblackness (read violence free) undermines changes in schooling curriculum, climate, and policy that work toward equity for Black children. Instead, the prevailing belief that schools are free of antiblackness (or the view of not considering antiblackness at all) perpetuate antiblackness and the associated violence that disproportionately impacts Black children. The purpose of my literacy driven BlackCrit Ethnography, was to unearth what Black youth’s critical engagements with literacy reveal about antiblackness as it operationalizes as symbolic violence in their urban schooling and societal experiences. Specifically, I relied on the language and literacy practices Black youth embody as they navigate urban education in ways that pinpoint the criticality of Blackness and antiblackness in their lives. My study was guided by the following questions: (1) What understandings of antiblackness emerge through Black youth’s critical engagements with literacy? (2) How do Black youth’s understandings of antiblackness through critical engagements with literacy function as resistance to antiblackness? Data collection for my project included audio-visual recorded after-school sessions, literacy artifacts, observations, interviews, dialogic journaling, and student academic and disciplinary data. The study took place during the 2016-2017 academic year with nine Black youth (six girls, three boys) at an urban high school in Philadelphia, PA. The Black youth informed me how they operate as texts that are deeply critical of antiblackness. In order to exist in an anti-Black nation-state, the youth demonstrated the ways they individually and collectively operate as critical textual sites or archives of Blackness, that when properly engaged, have the potential to be expressed in ways that oppose and lessen the material and psychic impacts of antiblackness. Moreover, the space we cultivated that was Black-centric, proved to be crucial for affirming and cultivating the development of these textualities. Despite the precarity of Black life resulting from the many ways antiblackness is sustained in U.S. social institutions such as public schools, this research establishes the brilliance of Black youth to center their joy as a radical act of resistance to the symbolic violence of antiblackness. They do this through strategic, purposeful engagements with literacy.

This dissertation is both a history and a critical analysis of a culturally significant phenomenon of the Cold War—the locally produced hosted children’s show. The hosted children’s show utilized a format that was ubiquitous throughout the United States during this era. Using Philadelphia as a case study I examine the specific elements of performance that the hosts used to create a parasocial bond with the child viewer that was simultaneously non-threatening and non-conforming. Situating the performances of these hosts within the framework of narrative theory and television studies, I analyze how hosts pushed boundaries of gender, race, class, and sexuality in their shows, while presenting material that embedded stereotypes. While simultaneously pioneering and conservative in their messages, the hosts carefully navigated cultural anxieties in the Cold War’s approach to addressing and raising children. The Cold War era and the coming of age of commercial television were entwined not only chronologically but culturally. Cultural and media historians like Sammond, Spigel, Englehardt, and Slotkin have examined how national anxieties and the debates over what it meant to be “American” were represented in popular culture and particularly the new mass media of television. The scholars noted above posited that the storylines and characterizations of early commercial television shows were sites of mediation for the American viewer serving as visual representations of evolving concepts: a prosperous suburban class, manhood, womanhood and childhood. The children who watched the enormously popular hosted cartoon shows were part of this national conversation and the hosts of these shows were a nexus of this mediation of American identity. The era of the locally produced hosted show closed in the wake of Sesame Street due to shifts in social policy, industry economics, and rising expectations for children programming. A cloak of nostalgia now surrounds these shows in the memories of the former viewers and industry participants. However, this project’s study reveals that beyond that nostalgia lies a vital cultural form that thrived in the Cold War era; one that reflected the ideals of childhood, media, and nation of a cultural terrain from which the children’s television host emerged.

Food insecurity and poor access to healthy foods is a global and local issue. In the United States, urban populations demonstrate enormous disparities in quality and access to food resources necessary for a healthy life. This study demonstrates that although healthy foods may be available within a close proximity to some urban neighborhoods, these resources may be in limited supply or inaccessible by segments of local populations. In south and southwest Philadelphia, two neighborhoods demonstrate a high concentration of fresh food and vegetable availability characterized by supermarket service regions of approximately 0.10 square miles. Six additional high density neighborhoods demonstrate much lower availability with supermarket service regions extending to 2.53 square miles. Gaps or underserved areas outside supermarket service areas demonstrate a lower rate of accessibility to fresh fruit and vegetables than the corresponding service iv areas of supermarkets. Within supermarket service areas the density of grocers stocking fresh fruits and vegetables is 35.3 grocers per square mile. In supermarket gap areas this number drops to 7.1 grocers per square mile. Thus some neighborhoods have access not only to supermarkets, but also benefit from a higher density of smaller grocers stocking fresh fruits and vegetables. Similarly, the mean produce accessibility rate for pedestrian supermarket service areas is 887.3 square feet of fresh fruits and vegetables per 1000 population. The produce accessibility rate drops significantly in pedestrian and public transit gap areas. In spite of statistical relationships between produce accessibility and location in a gap or service area, fruit and vegetable intake does not show a correlation with an accessibility measure to supermarkets. Policy recommendations include aligning transportation and food access for underserved areas and coupling education with improved access to improve healthy food intake. Neighborhoods vulnerable to poor fresh fruit and vegetable access tend to be less dense fringe areas of well established urban neighborhoods.

Иако порез на имовину није ни иновативан, ни издашан порез, због својих особина, последњих година постаје предмет повећаног интересовања, како финансијских теоретичара, тако и креатора пореске политике. Циљ докторске дисертације је идентификовање и анализа битних елемената пореза на имовину, приказ упоредноправних решења, сагледавање позитивноправног режима опорезивања имовине у Републици Србији, као и указивање на највеће дилеме у овој области и покушај њиховог разрешавања. Циљ је и да се српски систем опорезивања имовине оцени путем следећих критеријума евалуације: хоризонталне и вертикалне правичности, неутралности, стабилности, лакоће администрирања, јавне прихваћености, стварања повољне инвестиционе климе, транспарентности, издашности, степена локалне аутономије, неекономских користи, наменског карактера прикупљених прихода и начела флексибилности. Материја која је предмет докторске дисертације биће анализирана детаљно и свеобухватно, како би се у потпуности разумела ова проблематика. Том задатку приступиће се коришћењем више различитих научних метода истраживања. Почетни метод, као и за свако изучавање права, биће правни (догматички, нормативни, егзекетички или формалнологички) метод, како би се открила логичка садржина норми посвећених овој проблематици, односно да би се оне описале онакве какве јесу у пракси. Социолошки метод биће коришћен, како би се објаснили друштвени узроци који су довели до настанка норми посвећених неким аспектима опорезивања имовине у статици, као и њихово дејство на друштво. За сагледавање и разумевање развоја и промена система опорезивања имовине током времена, како у одабраним земљама, тако и у Републици Србији, биће примењен историјскоправни метод. Коришћење аксиолошког метода је неопходно, како би се спознао циљ појединих норми, које се односе на предмет докторске дисертације, и како би се формулисао став у погледу тога да ли испуњавају циљ који им се придаје. Примена компаративног метода је од суштинског значаја за сагледавање решења која егзистирају у упоредном праву, како би се међу различитим приступима пронашао онај који највише одговара за евентуалну имплементацију у Републици Србији.

▼ This dissertation follows a three-essay format. Each essay evaluates a different fiscal institution from a public administration perspective. In the first essay I examine whether state-funded property tax exemptions are effective in reducing the property taxes. This class of exemption is characterized by a grant from state to local governments that is intended to replace property tax revenue and lower property tax payments. Two separate theories of local fiscal behavior predict that that price effects and fiscal illusion will reduce the effectiveness of this type of tax relief. I test these predictions using panel regression analysis on county-level data from Georgia. I find that only two thirds of the revenue allocated to this program is actually used for tax relief. In the second essay I test a model of the property tax in which the levy is set to balance the difference between budgeted expenditures and expected receipts from all other revenue sources. This model demonstrates how the property tax can be used to offset unexpected changes to other revenues given a change in personal income. This model is contrasted with an alternative model in which expenditures are budgeted after expected total revenues have been determined. I will estimate both models for local governments in Georgia and test which more accurately describes local fiscal performance. I will also use both to predict changes to the property tax over a period of time and measure which model generated the more accurate forecast. Unlike the first two papers, which are quantitative analyses of fiscal data, this chapter is a case study of the contract city model of governance as implemented in the newly incorporated city of Sandy Springs, Georgia. I investigate whether the scope of outsourcing in contract cities creates additional challenges for city officials that manage contractor performance. I evaluate the incentive structures in the contract agreements that influence the principal-agent relationship using a textual analysis research method. I find that certain combinations of municipal functions in a single public-private partnership creates the potential for negative synergies to arise which would increase the difficulty of monitoring and managing the private partner.
