▼ Strategy implementation is the execution of tactics both internally and externally so that the organization moves in the desired strategic direction. Kenya Post Office Savings Bank like many other organizations in the public sector adopted strategic management in its operations in the year 2005. The research sought to establish the strategy implementation practices of the organization and the factors that influence strategy implementation in the organization. To achieve these objectives interviews were conducted through use of interview guides, with interviewees being from key departments involved in strategy implementation. The responses were captured and analyzed through content analysis. The study established that strategy implementation at Kenya Post Office Savings Bank includes distribution of ample resources to strategy essential activities, creating and employing strategy supportive policies and programs for continuous improvement, continuous monitoring and evaluation of strategy and linking reward structure to achievement of results. The organization also adopts the push approach of operationalizing strategy of implementing pre-defined strategy with step by step activities getting closer to the organizational objectives. Institutionalization is achieved through proper training, creation of awareness and development of procedures that guide implementation ensuring that new strategy becomes business as usual. Factors that encourage strategy implementation include good leadership, staff involvement in strategy formulation, continuous monitoring and evaluation of strategy implementation. The hindering factors of strategy implementation include lack of adequate resources, poor communication of strategy, and lack of commitment to strategy by management, employee attitude, resistance to change, slow decision making, legal and political constraints and distorted reward structure. It is recommended that the organization consider all staff involvement in strategy formulation, clearly communicate strategy to all cadres of staff, strengthen commitment of management to strategy, review the reward structure and strive towards a change in the organizational culture. Future research should be done as a survey of different organizations to enable comparison and target the other stakeholders like the customers. This study’s findings have put forth recommendations to the management of the organization, policy makers, and employees. It has also provided supporting evidence to key theories of strategy implementation thus contributing to the body of knowledge.

▼ The key priority of the Kenyan government in the implementation of the public sector reforms was the need to improve service delivery and business growth in the state corporations. It also creates transparency in the management and accountability of public resources. The problems that had inhibited the performance of this sector were largely common and identified as excessive controls, multiplicity of roles, frequent political interference, poor management, and outright mismanagement. The purpose of the study was to determine how Post bank is applying performance contracting in strategic management and to establish the challenges faced by Post bank in applying performance contracting as a strategic management tool. The study adopted a case study design. The research utilized both primary and secondary sources of data which was obtained for information of the study. This was guided by a pre-planned, unstructured question collected through conducting personal interviews. The data collected was analyzed using content analysis. The study found that over the years the bank has been improving in its service delivery and this is attributed to the embracing of performance contracting. The study concludes that there are a number of challenges in the administration and implementation of performance contracting including inadequate resources, frequent transfers of staff midyear, lack of adequate skills and lack of cooperation from staff in the measuring of performance. The bank should embark on an extensive and continuous training of employees on the core aspects of performance contracting. Training should be frequent, content oriented and adequate enough. Target setting for performance contracting should be discussed and set by all the concerned employees. All stakeholders should be involved in target setting in order to understand the various aspects of the activities involved. This should be discussed and agreed upon by all involved parties. The study recommends that a similar study should be carried out in all the commercial banks so as to establish how they are applying performance contracting in strategic management and the challenges they encounter in the implementation.

▼ The growth of the banking industry has been mainly underpinned by an industry wide branch network expansion strategy both in Kenya and in the East African Community Region, automation of a large number of services and a move towards emphasis on the complex customer needs rather than traditional ‘off-the-shelf’ banking products. This has led to hyper competition in the industry as banks outdo each other to attract and retain customers. Kenya Post Office Savings Bank (KPOSB) has faced intense competition as the bank is purely a deposit taking institution and has had to come up with strategic responses to the competitive environment. Scholars such as Michael Porter (1985) described the external environment as the condition that affects a firm’s competitive situation. Equally, Pearce and Robinson (1997) defined strategic responses as the set of decisions and actions that result in the formulation and implementation of plans designed to achieve a firm’s objectives. Therefore, it is a reaction to what is happening in the economic environment of an organization. The research design was a case study. Data was collected through an interview guide administered to KPOSB’s departmental heads who are better placed in the formulation of the bank’s strategy and policy. The research utilized content analysis method to determine strategic responses adopted by Kenya Post Office Savings bank to its changing competitive environment. The bank has adopted some strategic responses to its competitive environment that include, restructuring, retrenchment, increased marketing activities, changes in Information Technology and culture change. However, there are other strategic responses undertaken by KPOSB in addressing it’s changing competitive environment that were not the focus of the study. These variables include business process re-engineering and strategic alliances. The study recommends that the bank should implement lending and increase its media presence so as to achieve awareness of products and services and therefore grow business volumes. These factors will enable the bank to be more profitable and be sustainable as discussed in the study.

▼ The study set to investigate customer care in the Mafikeng Post Office. This was achieved through the following. Highlighting any inadequacy of customer care process at Mafikeng Post Office, determining if the current customer care tools utilised are optimal or not, determining the extent at which such tools are utilised and determining where accountability lies for customer care within the organisation. The measuring instruments utilised was a questionnaire because of the descriptive nature of the study. The questionnaire was in a structured format. I 00 respondents participated in filling in the questionnaires. The findings indicated that most respondents are not satisfied with the service provided with only a few who are happy about certain elements of the questionnaire. The methodology adapted in this case was that of survey where a questionnaire was administered. The chapter which? further gave the statement of the problem and the objective of the study. In chapter two, the nature and scope of customer service was outlined from the literature consulted. The chapter defined terms like service, customer service and customer. The chapter also focused on the important things that customers loves and loathe, approaches to handling a customer especially an unhappy customer. The literature indicates that there is a need for good customer service. Customer service also requires that all the key players should get involved in. Chapter three presented research problems and posing some research questions. The questionnaire was the key instrument in the collection of data for the study. Chapter four presented the research design which incorporates the sampling design. The researchers recommends that staff need to be trained on the following: how to be friendly to customers and greet them with a smile. Greet them by name if possible as it will impress the customer to notice that staff members know them. To be polite and pleasant when talking to clients. To be trained on product knowledge as it improves competency and confidence of client in a person. Adequate training of staff is important as it ensures provision of quality service to the clients, thus reducing complaints. Even though the results of the study were not satisfactory, it is important for the management of the organisation to concentrate on those unhappy clients.

▼ This thesis is concerned with the impact of neo-liberal reforms, initiated in response to the exigencies of a new technologically-driven global economy, on a conservative interventionist state. It is a sociological work, which encompasses history, politics, economics, organisations, social action and societal change. Between 1984 and 1990, the Fourth Labour Government embarked upon the reform of the structure and operation of the New Zealand economy. That reform ranks amongst the most radical and far-reaching in twentieth century New Zealand. Not only were the scope and magnitude of the changes significant but they were also implemented with a rapidity that took most of the country by surprise. Consequently, New Zealanders were exposed to a new and flexible economy, where market forces provided a major contrast with the ideals of equity and consensus that had shaped social conditions since the 1950s. This new environment had significant implications for the career expectations and working environment of many people, and for the delivery and content of public services. This thesis adds to the existing body of knowledge on the New Zealand reforms by capturing and investigating the perspectives of key actors who were involved, in a number of ways, with the transformation of the economy. It explores the theoretical and empirical basis of the reform programme, the restructuring process, the nature and scale of an intense commercialisation strategy, the attitudes of a new generation of workers and the reactions of New Zealanders when their ontological security came under threat. Key aspects of the reforms are framed and analysed through the transformation of the New Zealand Post Office from an icon of the interventionist state, a major employer and key service provider - to a commercial enterprise which sought to be a competitive, flexible, profit-driven organisation typical of the new economy. The experiences of politicians and senior managers who were responsible for this transformation through to individuals who depended on the organisation for services and jobs, are represented in the thesis as indicative of the actions and responses of New Zealanders, generally, regarding much broader social and organisational changes brought about by the reforms.

▼ This thesis looks at the Post Occupancy Evaluation (POE) of office buildings in Saudi Arabia by involving end users through the use of a shortened Quality Function Deployment (QFD) method. The literature reviewed shows that POE studies are severely lacking in Saudi Arabia and that the business culture tends to exclude end users from decision making. This creates a unique opportunity for developing and testing a method that will allow end users to voice their concerns and reflect their experiences with their offices. Accompanying this is the need for the method to avoid disrupting work activities so as to enhance the possibility that company managers will allow the application of this tool and possibly adopt it for future POE applications. This tool is developed to give building stakeholders a prioritised set of recommended changes that will enhance the work productivity and environment of end users. Three case studies of office buildings in the Eastern province of Saudi Arabia were used. Each case study involved an interview with a member of management who was knowledgeable of the officeâ€™s design criteria. Next, an employee focus group was conducted to obtain employeesâ€™ feedback on the office layout and work environment. Specific focus was given to the problems affecting daily business functions from the end user perspective. From the focus group transcriptions, negative comments were identified. Comments clustering was carried out using the affinity diagram method. A pre-planning matrix was used to help choose priority comments from end users. The chosen comments were then moved to a House of Quality (HoQ) matrix. Next, the technical requirements addressing each comment were developed and the relationships between each entry in the HoQ matrix were established. More than 38,400 words in the transcriptions and a total of 60 comments from the case studies resulted in a maximum of three issues per case study to be selected with a recommended solution. The determinant of the recommended issues was a combination of values, which were: the importance value, the difficulty level of the related technical requirement, the other affected comments, and the overall change willingness derived from the management interview. The study concludes by significantly reducing the problems presented to management and providing a ranked, traceable set of issues to tackle. This study also contributes by providing an easy method for POE, with a focus on end usersâ€™ perspective of their work environment. The member checking method was used to validate the results in each case study. A limitation of the research is the manual data analysis of the transcriptions. This is due to the high context dependency involved in identifying negative comments. For future research work, it is possible to modify the data analysis method and automate it more. It is also possible to include end users in the analysis process, as this might produce a slightly different list of recommendations. ▼ This Critical Review discusses the significance of the author’s published works and their impact on the history of the emergence of British television between 1926 and 1936. Although events in television within this period have since been well-documented, the related debates have tended to be specialist in scope and restricted to technology-centric or institution-centric viewpoints. Within this period of complex, rapid technological change, the author’s published works introduce the principle of embracing multiple disciplines for comparative analysis. The author’s application of that principle opens up long-established views for further debate and provides a re-assessment of early British television within a broader context. The rewards of this approach are a view of events that not only avoids nationalistic bias and restrictions of a single institutional viewpoint, but also tackles the complex inter-dependencies of technology, of service provision and of content creation. These published works draw attention to the revolutionary improvements that enabled the BBC’s 1936 service and the re-definition of television, yet also emphasise the significance of the previous television broadcast services. The most important innovation within these works has been the author’s discovery and in-depth study of artefacts from that earlier period. His recovery, analysis and presentation of video recordings of historic early television from 1927-1935 is original and remains unique. It has had a significant impact on the field of Media Archaeology, where Ernst considers the book Restoring Baird’s Image as a ‘seminal’ work and the overall restoration project ‘a brilliant case of “Digital Humanities” research’ (Appendix 2). The author’s curation of content from the period 1927-1935 enhances our understanding of a time where previously no direct television footage was thought to exist. The author extends his forensic-level investigative ‘hands-on’ techniques from this recovery to the analysis of the surviving artefacts from the time of John Logie Baird’s claimed first demonstration of television in 1926. The results clarify not only the functions of the equipment but also the circumstances and validity of the event, and hence its true place in the history of television.

▼ The purpose of this study was to investigate occupants' satisfaction with IEQ components of thermal, acoustic, and lighting conditions in a Buildings, Benchmarks and Beyond-State of Minnesota Sustainable Building Guidelines (B3-MSBG) compliant building through findings from a post-occupancy questionnaire and on-site readings. This study 1.) identified thermal, acoustic, and lighting conditions that significantly affected occupant satisfaction with their workspace and 2.) determined if the required IEQ standards of the B3-MSBG guidelines mandated by the State of Minnesota correlate to occupants' satisfaction. The study examined the Science Teaching Student Services (STSS) Building located along the east bank of the Mississippi River in the heart of the UMN Minneapolis campus. Built in 2010, the five-story, 118,000 square-feet STSS Building was sustainably designed according the B3-MSBG guidelines. The building houses instructional classrooms and administrative offices that service UMN students. The areas of interest for the study are floors 2, 4, and 5, which contain both office areas and classrooms. However, only the office environments (workspaces) and the office full-time and part-time employees were studied. Results did indicate respondents' satisfaction with overall thermal conditions (OTC) and overall acoustic condition (OAC) were significantly different than their satisfaction with the overall physical environment (OPE). The thermal conditions multiple regression model indicated that temperature, air velocity, and humidity were contributing attributes of respondents' OTC satisfaction. Furthermore, all acoustic attributes were found significant contributors to OAC satisfaction in the acoustic conditions model, except for the ability to limit distraction for undesired sounds. The average physical readings of thermal, acoustic, and lighting conditions taken in selected workspaces did meet the B3-MSBG guidelines required standards. Although the readings did meet the required standards, some conditions of the environment were not as satisfying for occupants as others. Further analyses also indicated respondents' satisfaction levels with the conditions varied significantly between workspace types (open and closed). Interior designers must understand that designing according to sustainable guidelines does not always create a satisfying physical environment for occupants. Furthermore, the study was considered a pilot study because only one building was investigated, the questionnaire had a small population, and therefore sample size (n=70) and the method of gathering the readings, was exploratory in nature. However, significant findings were interpreted from the data analyses and can be applied to future research designs of similar building and occupant types.

▼ My thesis deals with the experience of postmistresses, female telegraphists and unpaid female “assistants” in the New South Wales (N.S.W.) postal and telegraph utilities from 1838, and in the Commonwealth Postmaster-General’s Department from 1901 to 1938. In the work I examine the system of patronage that provided for women in financial distress, as well as the “sedentary” nature of postal work. In addition, I attempt to explain how female official employees in N.S.W. came to be granted equal pay with males. My research includes an analysis of the reasons why they failed to take an active part in the Victorian-led campaign from 1900 for wage equality under the federal government, and an investigation of the decline in employment prospects from the early 20th century. Lastly, I discuss the changing status of women who managed allowance/non-official postal outlets in the name of male office-holders, and plot the evolution of the female-run postal facility over time.Over the course of 100 years, the fortunes of female post and telegraph employees in N.S.W. waxed and waned episodically. From the late 1830s, the system of influence furnished needy, “respectable” women with a socially acceptable vocation. Thanks to their “immobility”, they gained a foothold in the postal service at a time when working men were largely unsuited to sedentary occupations because of their migratory habits. Equal pay from the early 1860s set female official employees in N.S.W. apart from their peers elsewhere in Australia. The N.S.W. women were arguably incapable of proving themselves the equal of their male co-workers and their female colleagues in Victoria, preventing them from fully participating in the merit-base quest for wage parity under the Commonwealth. By the 1930s equal pay had taken a toll on employee numbers. Even so, women continued to find positions in allowance/non-official post offices, regardless of veteran preference provisions. Gradually, the postal bureaucracy began to treat allowance postmistresses and unpaid female “assistants” as workers in their own right, given their enhanced financial and social standing.The character of female-operated post offices changed over the century. Initially private or ‘domestic’ domains, many outlets became public or wholly commercial spaces in response to shifting economic and social circumstances.

Dès les premiers jours de la Libération, de nombreux films sur la Seconde Guerre mondiale vont être projetés dans les salles de cinéma françaises. Entre la fin de l’année 1944 et 1950, ce sont 302 films qui prennent le conflit comme sujet. Pourtant, ces films qui sortent en France ne sont pas issus des mêmes pays, ne datent pas tout à fait de la même période, et n’abordent pas la guerre de la même façon. Surtout, ces films ne vont pas traiter des mêmes victimes de la guerre. Il y a des différences importantes entre une chronique française de l’Occupation, un film de guerre américain, la vision du retour des prisonniers italiens, une histoire de résistants soviétiques ou le récit de vie de citoyens britanniques. Le public français et la presse de l’époque qui commente ces sorties ne reçoivent pas ces différentes visions de la Seconde Guerre mondiale de la même façon. Étudier ces films et l’accueil qui leur a été réservé au lendemain du conflit permet de mieux comprendre la mise en place d’une mythologie de l’évènement en France. Mon étude analyse en trois parties ces représentations des différentes victimes de la guerre, et leur réception dans l’immédiat après-guerre. La première présente les concepts théoriques de l’histoire au cinéma, et l’histoire de la Seconde Guerre mondiale telle qu’elle est visible durant la période, en prenant en compte des statistiques générales élaborées pour cette étude. Les deux parties suivantes proposent des études de cas, sélectionnés pour leur représentativité. On se concentre d’abord sur les différents types de victimes combattantes – les militaires à la guerre, les militaires hors du front, les résistants et enfin les espions et assimilés. Ensuite, on étudie les victimes non-combattantes – les civils occupés, les civils libres, les prisonniers et déportés, les prisonniers de retour, les Juifs et victimes de l’antisémitisme et enfin les enfants.

In the immediate aftermath of the French liberation, theaters across the country began to project movies centered around the recent conflict. Between 1944 and 1950, World War II was the central theme of more than 302 films. However, these films came from different countries; they were not produced at the exact same time; they did not depict the conflict through the same angle; and more importantly, they did not cover the same class of war victims. Wide differences exist between a French chronicle of the Occupation and a U.S. war movie, a depiction of the homecoming of Italian prisoners and the story of soviet resistance or a narration of British citizens’ everyday life during the war. At the time, the response of the French audience and critics to these diverse movie releases varied greatly too. By studying these movies and their reception at the time of their releases, the present study informs our understanding of the emergence of the French mythology surrounding this major conflict. In three chapters, I analyze the cinematographic depictions of various groups of war victims in movies of this era, as well as the audience and critics’…

▼ In this study, a system for the collection of bioaerosols emitted from the mail sorting process was designed and characterized. Two different wetted-wall cyclones, the JBPDS cyclone and the glass cyclone sampler (GCS), were evaluated as system collection devices. These devices operate at 780 L/min and have a D50 of ~ 1 μm. A trimming impactor with a D50 of 10 μm was used upstream of the collection devices. Using two reference probes, the cyclone liquid outputs were compared with aerosol collected on filters and the output of an Aerosol-to-Hydrosol Transfer Stage (AHTS). The mass emission rate of the postal sorting machine was 3.15 mg/min and found not to vary significantly with flow rates above 700 L/min. On average, greater than 66% of the mass collected had a Da < 10 μm. Using a Coulter Counter, the volume median diameter (volume equivalent) for both device hydrosol outputs was 4.18 μm. For the effluent aerosol, the volume median diameter was 12.5 μm. For a bioaerosol release, this study found that greater than 65% (by volume) of the material released had a Da greater than 7.2 μm. Using filters, it was found that on average, 95% of the bioaerosol particles emitted had a Da less than 10 μm. According to the reference data, the expected number of bioaerosol particles in 1.5 times that collected by the GCS and 5.5 times that collected by the JBPDS cyclone for a one milligram release. The time constant for the system in response to a letter release was found to be 1.3 minutes for the GCS and 1.75 minutes for the JBPDS cyclone. A final note to this study states that the probe dimensions were incorrectly developed, therefore affecting the aspiration efficiency of the probes. In turn, this may have affected the outcome of some of the results. A plot is given at the end of the paper showing to what extent the results may have been affected. It is recommended that further experimental studies be performed to verify the results in this study.
