▼ This dissertation examines the relationship between political competition and judicial independence in non-democratic polities. In it I advance two key arguments. The first is that the common "political insurance" explanation of judicial independence in democracies, predicated on the incentivizing effects of electoral competition, should also offer insights to explaining independence outside the democratic context. The second argument is that when present, electoral competition should be of greater salience in non-democracies due to the significantly higher risks associated with losing office in a non-democratic regime. I begin by discussing the concept of judicial independence and approaches in the existing literature seeking to explain variation in judicial independence in democracies, and how the literature fails to adequately address the question of regime type. I then address in Chapter 2 a fundamental aspect of the insurance model of independence that to date has been assumed but never empirically examined, showing that independent courts are highly associated with positive outcomes for leaders after leaving office. Tests of the two main arguments are presented over four chapters. Chapters 3 and 4 examine non-democracies exclusively, testing the first argument and finding that it holds up across different measures of the key concepts. Chapters 5 and 6 address the conditional relationship between competition and regime type, showing both globally and in an extended study of the postcommunist region that the effects of competition are much greater in non-democracies. This dissertation contributes to the study of judicial independence broadly, and the growing focus on judicial institutions outside of consolidated democracies. It further stands as one of the most thorough treatments of the dominant insurance model of judicial independence, providing the first ever test of one of its key assumptions and offering insights into the scope conditions and explanatory power of political competition. Most critically, I extend this explanation to the non-democratic context, arguing that the logic of the explanation implies it should be of even greater explanatory power in non-democracies. I test my argument exhaustively, using multiple measures of the key concepts and assessing the strength of the argument both globally and in the postcommunist states of Eastern Europe and the former Soviet Union. Education is the most important and powerful instrument to shape and mould the individual and society in a desirable manner. Any modification brought about in the behaviour of an individual as a result of his interaction with the inner self and outer world constitutes learning. The history of the world proves that education has been at the base for any change encompassing the social, cultural, spiritual, political and economic aspects of human life. It is education, which not only transforms the ordinary human being into a rational human personality but also prepares and develops him to grow and adjust with the surroundings, lead his personal as well social life successfully. In fact, education has become one of the basic necessities of human life like food, clothing and shelter. Today, life is education and education is life. Hence, no differentiation can be made between life and education and the Right to Education, therefore, is looked upon as Right to Life. Thus the Right to Education which is characterised as a Fundamental Right can also be considered as the Right of Higher Order that it determines whether other rights can actually be exercised or not. None of our civil, political, economic and social rights can be exercised unless they receive a certain minimum education, without which their access to such right will remain illusory and theoretical. No one will deny that education is the basis for development and an important instrument to combat all forms of discrimination with regard to women, minorities, other deprived sections and children. It provides valuable developmental opportunities to children. That is why the Right to Education is high on the agenda of the international community. It is also affirmed in numerous human rights treatise, recognised by Governments as a pivotal instrument in the pursuit of development and social transformation. This recognition is exemplified in the international goals, strategies and targets that have been set during the past twenty years.

A policy is a blue print which guides the Government for the achievement of desired goals. It may be defined as a public need assuming importance and as far as possible, appropriately assessed for its actual fulfillment. The core of public administration is policy making, policies are vital for planning a course of action. They supply a necessary guideline which helps in planning, implementing and realizing desired objectives and in keeping the activities of the objectives within a prescribed framework of action. Policies, thus, give meaning and form the objectives. Policies may take various forms such as legislation, executive orders, or others official acts. A policy may be general or specific, broad or narrow, public or private, simple or complex, qualitative or quantitative, discretionary or detailed, explicit or implicit. From the view point of public policies, governmental activities can be classified in to two categories, such as: 1. Those based on definite or specific policies. 2. Those based on general, vague and inconsistent policies. In first chapter, I have discussed the contribution of various theorists in the field of public policy. The policy approaches of Harold Lasswell, David Easton, Charles Lindblom and Herbert Simon are discussed in detail. The response from the continuum of theories would show that there is a wide gap between the public and its problems which can be bridged simply by improving the policy making process. Policy making is a vital function in India. The process of policy making begins with the ideas and opinions of the people about the actions which they want the Government to undertake. When the Government undertakes such a commitment, it has the legal authority to do something that individuals cannot do. The governmental and administrative processes comprises of a vast mass of a decisions made almost daily. A policy decision involves action by some line official or body to reject, alter or accept a preferred policy alternative.

▼ In American political thought, it is commonly supposed we make political communities more democratic by making them more equal. In this dissertation, I show that this common supposition is a mistake: efforts to enact equality in America in fact frequently undermine democratic inclusion. In three case studies, I show that some registers of equality produce and naturalize hierarchy, and have a sabotaging relationship to democratic participation and inclusion. Invocations and enactments of equality in the eras of the Founding, the antebellum early republic, and post-Reconstruction all reveal a surprising disjoint between equality and democratic inclusion. Using archival sources, published primary sources, and original datasets of text materials, I offer a complex and historically grounded new framework for understanding the tension between democratic inclusion and the American idea of equality. To understand this seeming paradox requires appreciating both the polyvocality of the concept and the relationship between the different forms of equality. While I show that some important conceptions of equality in American political thought are themselves inegalitarian at core, it is more often the case that conceptions of equality compromise one another. As different valences of equality have gained prevalence at different moments in American history, seeking equality in one area – political, economic, or social equality, for instance – has not necessarily supported equality in other areas. My reading of the historical record shows, in fact, that expanded equality in one area often comes at the expense of equality in other areas. Read together, the three cases lay out an alternative history of the concept of equality spanning from the late colonial era to the early 20th century. They show how different types of equality discourse emerged and operated as anti-democratic forces. Perhaps most troublingly, when read together the cases show how later iterations of equality discourse are just as prone to instantiating hierarchy and producing new forms of anti-democratic exclusion as the earlier iterations they sought to correct. Esta pesquisa procurou averiguar de forma comparada a atuação dos deputados brasileiros nas Cortes de Lisboa (1821-1822) e a atuação dos deputados novos-hispanos nas Cortes de Cádiz (1810-1812). Centramos nosso trabalho na leitura dos Diários de ambas as Cortes e procuramos perceber de que formas as propostas autonomistas e de organização dos novos Impérios constitucionais estavam relacionadas com o conceito de nação e seus correlatos. Inicialmente procuramos realizar uma breve retomada das discussões historiográficas em torno da questão do Estado e da Nação na historiografia brasileira e latino- americana, onde pudemos notar a necessidade de desenvolvimento de teorias específicas sobre o surgimento dos Estados Nacionais na Ibero-América. Por fim, notamos a existência de diversos pontos comuns de reivindicação política nos espaços das Cortes entre as elites brasileiras e novo-hispanas. Destacando-se aí o desejo pelo estabelecimento de acordos que privilegiassem a autonomia administrativa das províncias. Ressaltamos ao final de nosso trabalho a percepção de desenvolvimento já nas Cortes de Lisboa de uma proposta alternativa para a organização do Estado brasileiro, vinda das elites mais ao sul do Reino, que privilegiava a constituição de um acordo mais centralizado para o Reino do Brasil.

This research examined on a comparative basis the performance of Brazilian deputies in the Cortes of Lisbon (1821-1822) and the performance of New Hispanic deputies in the Cortes de Cádiz (1810-1812). We focus our work in the reading of Diaries of both Cortes and seek to see how the autonomist projects and the new constitutional proposals for the Empires were related to the concept of nation and its correlates. Initially we also conduct a brief resumption of historiographical discussions around the issue of the state and nation in the Brazilian and Latin American historiography and there we note the need to develop specific theories about the emergence of national states in Latin America. Finally, we note that there were several common points of political claim in between Brazilian and New-Hispanic elites. Standing out where the desire to establish agreements centered in the administrative autonomy of the provinces. We also could noticed the development in the Cortes of Lisbon of an alternative proposal for the organization of the Brazilian state, coming from the elites located in the south of the Kingdom, which favored the creation of a more centralized State in the Kingdom of Brazil.

O presente estudo analisa a apropriação da história do constitucionalismo atlântico às vésperas da Independência do reino do Brasil. Para isso, a pesquisa examina fontes de duas naturezas: os discursos dos deputados portugueses reunidos nas Cortes Gerais Extraordinárias e Constituintes da Nação Portuguesa, realizadas em Lisboa, durante os anos de 1821 e 1822, e os periódicos fluminenses, publicados no mesmo período. Nesta pesquisa, procura-se explorar a convicção que parecia generalizada entre esses liberais portugueses de que a experiência constitucional portuguesa, por ser a última de uma série de tentativas de reorganizar os Impérios e solucionar a crise do Antigo Sistema Colonial, era capaz de usufruir do exame das experiências constituintes pretéritas e estabeleceria a monarquia constitucional mais liberal do Atlântico, conservando a unidade dos domínios do Império. Nesse sentido, apesar das diversas maneiras de diagnosticar os erros e acertos dos representantes britânicos, franceses e espanhóis, a pluralidade dos deputados e redatores fluminenses concordava a respeito da definição de três pilares fundamentais da monarquia constitucional em que deviam concentrar seus esforços: a regulamentação da Liberdade de Imprensa, a existência do processo eleitoral e a defesa da soberania da nação. Com esta análise, pretende-se contribuir para a compreensão da construção da monarquia constitucional portuguesa nos anos de 1821 e 1822 e do processo de independência do reino do Brasil. Para isso, esta pesquisa explora a apropriação da história dos constitucionalismos atlânticos em torno daqueles três pilares do governo constitucional português e mostra a crescente radicalização dos posicionamentos políticos desses liberais até a independência política do reino do Brasil e, então, o fracasso da convicção inicial dos liberais portugueses.

This study analyses the historic review of the Atlantic constitutionalism right before the Brazils kingdom independence. In pursuit of this, the research looks into two types of documents: the speeches that occurred during the meeting of the Extraordinary General and Constitutional Courts of the Portuguese Nation, performed in Lisbon between 1821 and 1822 and the periodical from Rio de Janeiro which were published at the same period. It intends to explore the conviction, which seems to be generalized between these representatives, that the Portuguese constitutional experience, for being the last of a series of actions which aimed to reorganize the empires and to solve the crisis of the Old Colonial System, would be capable to use ancient constitutional experiences and establish the most liberal constitutional monarchy of the Atlantic, conserving its unit in both sides of the ocean. In this sense, besides the many different ways of diagnosing the mistakes and right actions of those who have represented Britain, Spain and France, the plurality of the representatives and journalists from Rio de Janeiro agreed about the definition of the three fundamental bases in which they should concentrate…

Esta dissertação tem por objetivo analisar a formação do Oeste brasileiro, isto é, daqueles espaços que até a Independência compunham as capitanias de Goiás e de Cuiabá e Mato Grosso e que, através de processos conflituosos, deram origem aos territórios políticos provinciais desde então. Partindo de uma breve exposição das matrizes gerais da ocupação e apropriação do espaço desde as primeiras décadas do século XVIII, passamos a uma análise da incorporação dessas áreas à Monarquia portuguesa, com especial atenção à emergência e à consolidação de uma geopolítica para a fronteira oeste. A seguir, tratamos das transformações .ocorridas no início do século XIX, quando novos processos de integração e as diretrizes do Reformismo Ilustrado atuaram decisivamente sobre esses espaços, redefinindo inclusive os sentidos da geopolítica. Entendendo o aprofundamento da crise do Antigo Regime português após a eclosão da Revolução Constitucionalista do Porto (1820) como um importante momento de ruptura, passamos a analisar os conflitos, as experiências e as identidades emergentes neste período. O foco está no movimento autonomista do norte goiano e na disputa pela condição de centro político provincial entre as cidades de Cuiabá e Mato Grosso. Conflitos estes que expressavam a diversidade e as contradições nos espaços das antigas capitanias, numa situação de erosão das legitimidades que conferiam um ordenamento político a esses espaços. Trata-se aqui, acima de tudo, de uma história política do território, através da qual se procura compreender o processo pelo qual se formaram, a partir das conquistas da Monarquia portuguesa, os espaços de poder e representação do Império do Brasil

This dissertation aims to analyze the formation of the Western part of Brazil, a region that, until Independence, encompassed the captaincies of Goiás and of Mato Grosso and Cuiaba, and that, through conflictive processes, gave rise to political provincial territories. Starting with a brief exposition of the general matrices of space occupation and appropriation from the first decades of the 18th century, we then analyze the incorporation of these areas to the Portuguese Monarchy, paying special attention to the emergency and consolidation of a geopolitical strategy concerning the West boundary. Following, we regard the transformations that occurred in the early 19th century, when new integration processes and Illustrated Reformism guidelines were laid upon those spaces, even redefining the former geopolitical orientation. Understanding, as an important moment of rupture, the Portuguese Ancient Regimes deepening crisis on the aftermath of the Constitutional Revolution that erupted in the city of O Porto (1820), we analyze the emerging conflicts, experiences and identities in this period. We focus on the autonomist movement in Northern Goiás and on the disputes for the condition of provincial political center between the cities of Cuiabá and Mato Grosso. ▼ This dissertation explores the crucial link between war and politics in Philadelphia during the American Revolution. It demonstrates how war exacerbated existing political conflicts, reshaped prewar political alliances, and allowed for the rise of new political coalitions, all developments that were tied to specific fluctuations in the progress of the military conflict. I argue that the War for Independence played a central role in shaping Philadelphia’s contentious politics with regard to matters of balancing liberty and security. It was amidst this turmoil that the new state government sought to establish its sovereignty and at the same time fend off Pennsylvania’s British enemies. In so doing, the state government often exercised coercive wartime powers that it deemed necessary to ensure an American victory. Political leaders learned that war could be a political tool in achieving their aspirations. In times of excessive fear and violence, the public was far more likely to support aggressive wartime measures even at the cost of personal liberties. Yet once wartime fears dissipated or the government proved incapable of protecting citizens, the electorate would quickly redefine those coercive measures as abuses by an oppressive government. For eight long years, Pennsylvania’s government thus had to balance its use of wartime measures to ensure security without creating an internal political backlash from its own people. Philadelphians’ assessment of their government’s success in maintaining this delicate balance fluctuated in response to the ebbs and flows of the conduct of the war. This dissertation tells the story of those governmental struggles as they played out against the backdrop of a military conflict that Pennsylvania’s officials could neither predict nor control. By intertwining the existing social and political history of Revolutionary-era Philadelphia and Pennsylvania with the military narrative, this dissertation enhances our understanding of the ways in which the war—its battles, logistical demands, governmental demands for allegiance, and perpetual uncertainty—helped to determine the course of politics in the city. ▼ The 2014 Scottish independence referendum was a benchmark moment in the history of Scottish nationalism, resulting directly from the Scottish National Party’s landslide victory in the 2011 Scottish parliamentary elections and indirectly from the gradual growth of the Scottish nationalist movement. Scottish nationalism is rooted in grievances against the British state, particularly the democratic deficit surrounding Scottish representation in the British government, as well as the survival of the distinct Scottish identity, perpetuated since the 1707 Act of Union through the legacy of Scotland’s unique civic institutions. Scottish collective memory has cemented national grievances in Scottish society and serves as a tool for nationalists to mobilize popular support, as happened during the 2014 referendum campaign. In their official campaign rhetoric, the SNP utilized collective memory of national grievances, especially that of the democratic deficit, to justify independence as the only course of action to ensure Scotland’s prosperity. In this paper, I present an overview of the historical development of Scottish nationalism and the independence movement from the 1707 Act of Union to the 2014 referendum. I then outline the ideological foundations of Scottish nationalism—grievance, collective memory, and institutional legacy—reviewing the scholarship and theories supporting these mechanisms and analyzing how they interact to shape the Scottish national movement. I then review the scholarship surrounding identity and nationalism in political discourse generally and in Scotland, as well as of other scholarship focusing on the 2014 referendum as an expression of Scottish nationalism. I then analyze the SNP’s campaign rhetoric—specifically the SNP government’s independence manifesto and speeches made by First Minister Alex Salmond and Deputy First Minister Nicola Sturgeon for the Yes Scotland campaign—focusing on how the SNP constructed Scottish national identity and, most important, how they justified Scottish independence. I then investigate how the SNP’s rhetoric affected popular mobilization leading up to the referendum, before offering concluding thoughts on the likelihood of a second independence referendum. ▼ Building independent courts is a commitment by political leaders that they are willing to tie their hands, restrain their (often arbitrary) power, and respect judicial decisions even if the courts rule against them. But if political leaders are rational, why do they persist in their respectful behavior towards independent courts even when such courts may prove adverse to themselves? In other words, how can judicial independence be credibly maintained without being eroded by political leaders? In this dissertation, I seek to answer this important but underexplored question in comparative judicial politics by examining the political and economic conditions necessary to maintain judicial independence in autocracies and democracies. In Chapter 2, I build a theory regarding the methods by which autocrats credibly still maintain judicial independence, given the lack of formal institutions capable of constraining their ever-present chance of reneging. I develop a causal mechanism by which a regime’s economic reliance on foreign direct investment (FDI) and autocrats’ concern about their reputation interact to create strong and ongoing incentives to maintain judicial independence as a property rights assurance for foreign investors. Using panel data covering a large sample of authoritarian countries during the post-Cold War period, I find quantitative evidence of my theoretical expectation in Chapter 3, and demonstrate that a regime’s past reliance on FDI is positively and significantly associated with the current level of judicial independence. My empirical analysis further indicates that the theorized effect is restricted to the economic dimension of judicial independence, in both the medium term and the long term, and that the effect is also contingent on the type of authoritarian regime that is present in the country. In Chapter 4, I present a modified version of the so-called insurance theory and claim that the impact of political competition on judicial independence in democracies fits a slight modification I suggest to this theory. Adopting insights from party politics literature, I argue that, beyond mere electoral closeness, the presence of “robust” political competition is conducive to generating the incumbent’s credible perceptions of threats of the loss of his power and thus this form of competition is more relevant for anchoring the logic of the insurance theory. To illustrate the significance of robust political competition and the conditions thereof, I conduct a qualitative case study of South Korea and the Philippines, which differ in the level of judicial independence despite their similar degree of electoral closeness after democratization. ▼ This dissertation interrogates the intersections between political economy and territoriality during the transition from colony to republic in New Granada—modern day Colombia, Venezuela, Ecuador, and Panamá. It proposes a framework to analyze the discursive and on-the-ground impacts of early-modern political economy in pre-, and post-colonial politico-geographic debate. This dissertation sheds light on the territorial shifts and political debates between 1739 and 1830. First, it traces the imperial reform that led to the establishment of the viceroyalty of New Granada in 1739 and its territorialization over the course of the eighteenth century. Second, it analyses the fragmentation of New Granada into autonomous sovereign states starting in the 1810s. Third, it studies the Spanish military recovery of New Granada during the Reconquista wars. Lastly, it explores the unification of the Gran Colombian republic and its separation in 1830. To fully comprehend the political and territorial outcomes of the era, it is essential to understand that the coexistence of different spatial conceptions within colonial territories shifted both along geopolitical contingencies and spatial political economies that were long in the making. The rearrangement of territories from the eighteenth century to the republican era implied negotiations among often opposing ideas and interests over how to economically and politically organize and connect different spaces. Geographical imagination and ideas about nature played a central role in these processes. Throughout the eighteenth century and beyond, this tradition informed debates involving rights over municipal, imperial, and national spaces advancing conceptions of territory that shaped political debate. Because of its distinctive position, New Granada provides a useful perspective from which to explore key themes in the history of eighteenth-century imperial reform, the revolutionary period, and the early republican era. Depuis son indépendance en 1960, Madagascar a organisé plusieurs élections législatives et dispose donc d’un pouvoir législatif continu en dépit des crises sociopolitiques auxquelles le pays a fait face. Malgré ces élections, le Parlement reste mal connu des citoyens et de la littérature académique. Les six législatures de 1960 à 2007, y compris les témoignages des parlementaires et les résultats d’enquête quantitative auprès des Tananariviens, sont le fondement de cette recherche. Elle vise entre autres à comprendre l’Institution à travers ses usages et consistera à faire une sociographie de ses membres et une sociologie des pratiques. Nous adopterons donc les points de vue classique de la sociologie de la représentation politique depuis M. Weber jusqu’à P. Bourdieu notamment sur les relations avec les électeurs, la professionnalisation politique (débuts en politique, premiers mandats électifs, destin non-parlementaire, etc.), la stabilité du personnel politique (cumul des mandats, réélection, etc.) et selon les points de vue de l’analyse sociologique de la politique pour lequel un Parlement est autant un lieu de pratiques sociales qu’un « corpus légal ».

Since independence in 1960, Madagascar has organized several elections and therefore has an ongoing legislative power despite the socio-political crises the country faced . Despite this, the Parliament remains unclear citizens and the academic literature. The six legislatures from 1960 to 2007, including the testimony of elected representatives and the quantitative survey results to the Antananarivo people, are the basis of this research. One purpose is to understand the institution through its uses and will be to a sociography of its members and a sociology of practices. We will approach the Malagasy Parliament like any other country including the old parliamentary democracies even if it was originally "imported" during the colonial period. We adopt the classical perspectives of the sociology of political representation from Weber to Bourdieu particularly on relations with voters, political professionalization (beginning in politics, first elected office, non-parliamentary destiny, etc.), the stability of political personnel (dual mandate, reelection, etc.) and according to the views of sociological analysis of politics for which Parliament is as much a place of social practices that "legal corpus".

▼ This study explores the shifting roles of teacher unions in pre-and post-independence Namibia, against the backdrop of a changing political context. My aim was to understand the roles of teacher unions both before and after independence in Namibia, and to explain how they changed in the different political contexts. To do so, I examined the teacher union roles in three distinct phases, namely pre-independence, immediately post-independence, taking in the period from 1990 to 1999, and the last decade, from 2000 up until today. In approaching the research questions, I worked on the assumption that understanding and explaining the roles of teacher unions in pre- and post-independence Namibia could best be achieved by interacting with participants who were or had been involved in education and the teacher unions in Namibia. I argued that their experiences would be important in constructing knowledge on the unions, particularly regarding their roles before and after independence. I chose a narrative design for the study, because it allowed me to interact with the participants to gain deeper meanings from their individual perspectives. Narrative design was appropriate to this research, because it also allowed me to trace the way events in education mirrored those in the national political arena, and to explain why particular tendencies emerged. I used the information collected during the interviews and document analysis as the data for the study. Four themes emerged regarding the roles of teacher unions in the contexts of pre- and post-independence Namibia, around which I conceptualized the study. These were the shifting historic roles of these unions in Namibia, the institutional frameworks and modalities for union participation, the contextual factors relating to the roles of the unions, and the changed roles of the unions in contemporary Namibia. The findings of the study suggested, firstly, that teacher unions play different roles in different political contexts, and that these roles are shaped by contextual factors. Secondly, the research established that the unions in the post-independence contexts did not necessarily have a vision of a labour-driven process of radical strategic change, as postulated by the theory of strategic unionism. Instead, the findings suggest that teacher unions in contemporary Namibia are influenced and shaped by the broader political and social factors of a new hierarchical political culture, by political and economic middle-class aspirations, and by undefined party-government-teacher union relationships. I conclude the study by suggesting an expansion of the concept of strategic unionism to include the nuances of political and economic contexts and aspirations. Este estudo, referenciando-se nas íntimas e complexas imbricações entre história e memória, busca reconstituir e problematizar o período em que D. Pedro exerceu a Regência do Reino do Brasil, entre 22 de abril de 1821, retorno de D. João VI a Portugal, e 12 de outubro de 1822, quando foi aclamado Imperador do Brasil. Parte-se da hipótese, seguindo-se tanto obras clássicas sobre o período, a exemplo de Varnhagen e Pereira da Silva, quanto a historiografia mais recente, a exemplo da obra de Maria de Lourdes Viana Lyra, de que a autoridade de D. Pedro foi sendo construída nesse curto período entre diferenciados projetos políticos. Na trajetória do Príncipe, de Alteza Real a Imperador, procurou-se identificar, especialmente, as bases sociais e econômicas que sustentaram a afirmação de sua autoridade à frente do governo do Império do Brasil, o que implicou na separação de Portugal e na opção por uma monarquia constitucional, conforme delineada posteriormente na Carta de 1824.

This study, based on the intimate and complex conections between history and memory, intends to reconstruct and problematize the period through which D. Pedro retained the regency of the Brazilian Kingdom, from April 22, 1821, date of D. João VI\'s return to Portugal, to October 12, 1822, when D. Pedro was acclaimed Brazilian Emperor. The hypothesis hereby presented, guided by classic works regarding such period, e. g. Varnhagen and Pereira da Silva, as well as more recent historiography, e. g. Lyra\'s study, is that D. Pedro\'s authority was progressively built through this short interval of time among different political projects. At the Prince\'s course, from His Royal Highness to Emperor, it was intended to identify, particularly, the social and economical foundations that sustained his authority assertion, ahead of the Brazilian Empire\'s government, which lead to the separation from Portugal and to the option for constitutional monarchy, as later established by 1824 Constitution.
