▼ La sociographie des élites politiques au Mali reste un domaine très inexploré. Cette thèse se propose d’étudier lestrajectoires des élites parlementaires maliennes de 1992-2002. Elle s’est donnée pour ambition d’étudier le socialbackground des députés à partir de la sociologie politique des élites. Nous soutenons la thèse que le champpolitique malien est le fruit d’une hybridation politique issue de l’histoire précoloniale, coloniale et postcoloniale. Ainsi, la légitimité des députés est à la fois « traditionnelle » et « moderne », elle reposeprincipalement sur les ressources mobilisables par les parlementaires, à savoir l’origine sociale (familiale,territoriale) et la position dans la société malienne (statut social, profession, niveau d’études). Afin decompléter ce tableau politique de l’élite parlementaire malienne la thèse s’attache à mettre en lumière les« capacités de professionnalisation » des députés à transformer leurs propriétés sociales en ressources politiques.Pour cela l’analyse institutionnelle reste insuffisante pour rendre compte du recrutement de cette élite. Lecroisement de la sociologie des partis, des rôles, des réseaux met en exergue la politisation et laprofessionnalisation des députés. En analysant la réalité du multipartisme au Mali dans un contexte socioculturelet politique différent, cette recherche confirme les acquis de la sociologie politique d’une démocratisationsingulière. La compétition politique, si elle repose essentiellement sur les partis politiques, ne peut être suffisantepour expliquer ces processus de professionnalisation. Il faut aussi tenir compte d’autres acteurs « a-partisans »qui par des voies parallèles intériorisent ces codes du champ politique.
The Malian political elite's “sociography” remains unexplored. This thesis based on the elite's sociology, aims at studying the Malian parliamentary elites' careers from 1992 to 2012.Its goal is to study the MPS' social background.In this study we assert that the Malian political field is the result of a political hybridisation stemming from the pre-colonial, colonial and post-colonial History. This hybridisation also highlights the weight of lineage, the promotion of vote-catching opportunism of self-made men who constantly reshuffle the voters' registration card in the multiparty political regime of the post-dictatorial era. Thus, the MPS' legitimacy is akin to a dual legitimacy, both “traditional” and “modern”. This legitimacy lies mainly on the resources available for the members of parliament, namely the social background (family and territorial) and the position in Malian society (social status, occupation, level of education).In order to complete this political picture of the Malian parliamentary elite, we intend through this paper to stress the “professionalization abilities” of members of parliament to turn their social peculiarities (social background, social wealth) into political resources (electoral clientele).In order to achieve that, institutional analysis remains insufficient to account for the recruiting of…

▼ Dissertação apresentada para cumprimento dos requisitos necessários à obtenção do grau de Mestre em Ciência Política e Relações Internacionais
Who are the Junior Ministers of the Portuguese Democracy? What are their professional, educational and political background and how can be described their government careers? This dissertation aims to answer to this questions taking into account the difference between Junior Ministers with political experience (“Politicians”) and Junior Ministers without political experience (“Experts”). Therefore, the goal is not only to profile Junior Ministers but also realize the impact of specialization on Junior Ministers sociopolitical profile and governmental career.
Contrary to what is indicated in the literature, our results show that Junior Ministers are not too much politicized but highly specialized and have a short and occasional government career. However, remains significant variances when we take into consideration the specialization profile, what confirms the importance of the distinction between Junior Ministers politicians and experts.

▼ How does the Chinese Communist Party tame factions from breaking it apart? Relying on
thousands of biographies, the dissertation attempts to uncover the complex network of
Chinese
political elites and investigate how institutions constrain the expansion of
factions.
First, it finds that the rule of avoidance has been effectively implemented. Native
provincial officials are often assigned with secondary party positions, especially so in
deeply indebted provinces that are heavily reliant on the central government for fiscal
transfer. Second, the centralization of the disciplinary inspection system helps
maintain the momentum of the anticorruption campaign since the 2012 leadership
succession. Compared to native officials, the officials who were transferred from a
different province or a central government agency are likely to investigate much more
corrupt party cadres in their jurisdictions. Third, when it comes to promotions of
provincial party secretaries, many performance-based criteria appear to be less
important than factional ties. Good economic performance such as fast GDP growth does
not increase a provincial party secretary’s odds to join the Politburo. However, the
effects of factional ties are mixed. For example, family ties to a top party leader
greatly increase the likelihood of promotion, but college ties disadvantage the
candidates. Finally, the dissertation shows that network centrality in the Central
Committee is a strong predictor of the outcomes of the Politburo turnover. The network
centrality is positively associated with party seniority, but due to the age limits, it
cannot grow without a ceiling.

▼ The work herein presented focuses on an analysis of local political elites based in the municipalities of Praia, Santa Catarina, Ribeira Grande, Porto Novo and Paul, during the period from 1991 to 2008. It seeks to uncover the recruitment sources of this political elite, while attempting to understand its renewal and reproduction processes, as well as its identity positioning. Finally, it seeks to understand whether the local political elite have more of a commitment towards national development or towards their respective municipalities.
Overall, the research results indicate that local political elites in the various Cape Verdean municipalities are recruited with preference from individuals who perform activities of some weight within public administration, have shown a path of political activism and hold a university diploma. The gender and generation questions hold very little weight in this process, i.e., they are variables that do not seem to be significant at the time of recruitment.
The results also show that the local political elites of the city of Praia do have a commitment towards national development, in contrast to other local political elites who show more of a commitment towards the development of their respective municipalities. Educational capital, political capital and social capital appear to be the main resources used in the reproduction process.
O trabalho que ora se apresenta está focalizado na análise das elites políticas locais dos municípios da Praia, de Santa Catarina, da Ribeira Grande, do Porto Novo e do Paul, no período entre 1991 a 2008. Procura-se descortinar as fontes de recrutamento, compreender o processo da sua renovação e reprodução, bem como o seu posicionamento identitário, isto é, procura-se entender se essa elite política local, tem um comprometimento no sentido do desenvolvimento nacional ou dos seus respectivos municípios.
Os resultados da pesquisa indicam, em termos globais, que as elites políticas locais nos diversos municípios cabo-verdianos, são recrutadas, preferencialmente, entre indivíduos que desempenham uma actividade de algum relevo na administração pública, possuem uma trajectória de militância política e tenham um diploma universitário. A questão do género e geracional ocupam pouco peso neste processo, isto é, são variáveis que não emergem como significativas no momento de recrutamento.
Os resultados indicam, ainda, que as elites políticas locais do município da Praia têm um comprometimento no sentido do desenvolvimento nacional, contrariamente às demais elites políticas locais que possuem uma estratégia de comprometimento mais no sentido do desenvolvimento dos seus respectivos municípios. O capital escolar, o capital político e social, afiguram-se como os principais recursos utilizados no processo de reprodução.

▼ A presente dissertação está inserida na temática sobre os estudos das elites políticas, tendo como foco de investigação os mecanismos do recrutamento e da seleção de elites parlamentares em Sergipe, durante o regime autoritário, que englobam os deputados federais e estaduais eleitos, pela Arena, durante as quatro legislaturas ocorridas sob a égide do bipartidarismo. Para tal, partimos da análise e compreensão do espaço político sergipano, ou seja, das disputas políticas do período multipartidário anterior, que deram sustentação a construção da Arena, como por exemplo, a organização das clivagens políticas nos diferentes partidos e as diferentes forças que os mesmos tinham na política sergipana. Após a compreensão das clivagens políticas que serviram de sustentação para a formação da Arena, procuramos apreender quais os recursos sociais (origem social, titulação escolar, profissão e outros) utilizados pelos parlamentares arenistas eleitos, que são distribuídos de forma diferenciada dentro do campo político, na busca de reconvertê-los em trunfos político-eleitorais.
This dissertation is inserted into the thematic studies of political elites, research focusing on mechanisms of recruitment and selection of parliamentary elites in Sergipe, during the authoritarian regime, which encompass members of federal and State elected by Arena, during the four legislatures that occurred under the auspices of bipartisanship. To this end, we start from the analysis and understanding of the of Sergipe political space, i.e. the previous multi-party period of political bickering, which gave support to construction of the Arena, as for example, the Organization of political divisions in different parties and different forces that they had in Sergipe one policy. After understanding the political divisions that served as support for the formation of the Arena, we seek to understand what features social (social origin, school, profession and other titration) used by parliamentarians elected arenistas, which are distributed differently within the political field, in search of reconvert them in electoral-political assets.

▼ As mudanças que aconteceram na oficina da História, a partir dos anos de 1930, sob a influência da Escola dos Annales e da Historia Social Inglesa, provocaram inúmeras possibilidades de pesquisas nos mais variados campos historiográficos, incluindo a História Política, que empreendeu uma renovação de seus temas, assim como outros foram revisitados sob novas perspectivas. As novas discussões no campo do político contribuíram para esse estudo que analisa a construção do Estado no Brasil, a partir das relações políticas entre a província da Bahia e o governo central, instalado no Rio de Janeiro, entre os anos de 1824-1831, período em que a recém-obtida autonomia política do país foi posta à prova pelo jogo das forças em confronto. A superação das divergências, em termos de ameaças de fragmentação territorial e instabilidade política, expressas pelas elites e população provinciais, em favor de uma ordem política dirigida desde a Corte do Rio de Janeiro, foi analisada a partir de um outro lugar que não aquele consagrado pela historiografia sobre o tema - o Centro-Sul. Ou seja, pensar a construção do Estado Nacional brasileiro, nesse trabalho, significou entender a importância política e econômica da província da Bahia para a concretização do projeto unitarista e centralista representado por D. Pedro I. E mais, entender como as elites políticas agiram na província a fim de garantirem a ordem e a estabilidade sociais. Essa tarefa era uma prioridade dos presidentes de província e, também, da elite política local, mais amplamente representada, a partir de 1828, no Conselho Geral de Província. O apoio da Bahia, mesmo do poder institucionalizado, não foi incondicional, embora tenha sido constitucional desde 1821 e assim permanecido até o fim do I Reinado. Mas apresentou divergências na hora em que inúmeras inquietações sociais, provocadas por outros setores, especialmente, os militares e a população escrava, comprometeram o sossego público e ameaçaram a propriedade. Nesse momento, para a elite baiana, mesmo a sua restrita autonomia aparece ameaçada tanto pelo contexto provincial quanto pelos acontecimentos na Corte. The Supreme Court, given its unique position within this system, finds itself at the center of many of these clashes. While considerable literature in American
political science dedicates itself to the study of the interactions between the Supreme Court and other
political elites, we remain without a complete understanding of how
political elites interact with the Court. Specifically, we fall short in our understanding of how
political elites, both liberal and conservative, react following Supreme Court decisions governing their policy interests. This study intends to bridge this gap in knowledge. By studying the reactions of
political elites following 8 specifically chosen Supreme Court decisions, via an extensive content search using an expansive newspaper database, this paper identifies an asymmetry in the actions taken by liberal and conservative
political elites.

Com isso aumenta a importância das elites políticas locais, que serão as responsáveis pelas decisões políticas mais significativas e de impacto imediato na vida dos cidadãos. Esta pesquisa tem como objetivo a análise do processo de recrutamento das elites políticas no município de Caraguatatuba, no período correspondente aos anos de 1970 à 2000. Procura-se relacionar as mudanças ocorridas na composição social da elite com as transformações sociais e econômicas ocorridas no município no período enfocado, além das transformações institucionais ocorridas no país. Atentamos para os processos de inserção política de agentes sociais no que se refere aos mecanismos de reconversão de recursos sociais em capital político, para a constituição de elites em âmbito local.
In view of the process of administrative decentralization promoted by the federal government, especially after the 1988 Constitution, the local level becomes crucial regarding the implementation of public policies and the promotion of economic development. Thus increases the importance of local political elites who will be responsible for more significant policy decisions with immediate impact on the citizens lives. This research analyzes the process of recruitment of political elites in Caraguatatuba County during the period corresponding to the years 1970 to 2000. We attempt to correlate changes in the social composition of the elite to the social and economic transformations occurring in the city during this period as well as the institutional transformations occurred in the country. We emphasize the processes of political integration of social agents concerning to the mechanisms leading to conversion of social resources into political capital for the establishment of elites at the local level.

▼ Traçamos como objetivo da nossa investigação saber qual a veracidade da convicção popular de que os políticos em Portugal se perpetuam nos lugares. E, de acordo com a análise dos dados obtidos, a voz do povo confirma-se.
Em média, no período da democracia por nós estudado (1974 e 2012), quase metade dos atores do nosso Sistema Político ocupam os lugares por mais de doze anos. A média de estagnação, sem distinção de órgão e partido, ultrapassa os 44%. O PCP, com 68%, é o partido mais estagnador. Aquele que menos estagna é o CDS-PP com 37%.
Dos quatro órgãos analisados, conclui-se que são os Presidentes de Câmara aqueles que mais contribuem para a estagnação, com uma percentagem média geral de 64%. Ao invés, como é normal, os Governos, com uma percentagem de 29%, são aqueles que menos afetam a estagnação.
O perfil do ator político português carateriza-se por ser um homem, com uma idade que varia entre os 43 e os 52 anos, advogado de profissão, licenciado e natural do distrito de Lisboa.
De um modo geral, em termos de idades, os partidos mais à direita do espetro político apostam em gente mais jovem, e os partidos mais à esquerda em elementos com um pouco de mais idade.
A profissão de professor é uma preferência dos partidos de esquerda, ao passo que à direita se escolhem mais atores políticos relacionados com a área jurídica, em geral advogados.
We set as goal of our research the veracity of the popular belief that politicians in Portugal are perpetuated in places. And, according to the analysis of the data obtained, the voice of the people is confirmed.
On average, in the studied period of democracy (1974 to 2012), almost half of the actors of our Political System occupy the seats for more than 12 years. The average stagnation, without distinction of component and party, exceeds 44%. PCP, with 68%, is the most stagnant party. The party with less stagnation is CDS-PP with 37%.
Of the four legislative bodies analyzed, it is concluded that mayors are who contribute the most to the stagnation, with an overall average percentage of 64%. Instead, as normal, the Governments, with a percentage of 29%, are those that least affect the stagnation.
The profile of the Portuguese politician is characterized by being male, with an age ranging between 43 and 52 years old, a lawyer by profession, with a degree and born in Lisbon’s district.
In general, in terms of age, the parties further to the right of the political spectrum are betting on younger people, and the parties further to the left in aged elements.
The teaching profession is a preference for parties on the left, while the right chooses more political actors related to the legal area, in general lawyers.

▼ Cette thèse analyse les causes de l’apparition, la nature des discours, les modes d’institutionnalisation et les effets sociaux produits par les populismes bulgares pendant une période de plus de vingt ans : de 1992 à 2013. On soutient notamment l’hypothèse que les populismes bulgares catalysent une « révolution rampante » qui remet en cause les hiérarchies sociales et les canaux de représentation politique émanant de la « révolution du palais » de 1989. Elle résulte de la dialectique entre l’institutionnalisation de l’idéologie populiste en tant que grille d’analyse de la réalité et de l’impossibilité de sa réalisation par les partis formés autour des leaders qui la mobilisent.
This thesis analyses the reasons of the appearance, the type of discourse, the modes of institutionalization and the social effects generated by the Bulgarian populisms over a period of more than twenty years: from 1992 to 2013. We argue that Bulgarian populism catalyses a "creeping revolution": it questions the social hierarchies and the channels of political representation that results from the "palace revolution" of 1989; it is a consequence of the dialectic between the institutionalization of the populist ideology as an analytical framework and the impossibility of its implementation by the parties formed around the leaders who mobilize it.
Дисертацията анализира причините за появата, природата на дискурса, типовете институционализация и социалните ефекти, породени от популизмите в България през период от повече от двадесет години: от 1992 г. до 2013 г. Защитава се хипотезата, че популизмите в България катализират “пълзяща революция”. Тя поставя под съмнение социалните йерархии и каналите за политическо представителство, произтичащи от “дворцовия преврат” от 1989 г. Причина за това е диалектиката между институционализацията на популистката идеология като аналитична рамка за разбиране на политическите и икономически процеси и невъзможността за нейната реализация от партиите, формирани около лидерите, които я изповядват.

▼ Why do some autocrats redistribute resource rents through high welfare spending, while others do not? Conventional wisdom suggests that authoritarian leaders unconstrained by institutions and with unlimited access to resource wealth would siphon off these funds for themselves and rent-seeking elites at the expense of delivering goods to citizens. Yet, welfare spending levels among the world's petroleum-rich authoritarian and hybrid regimes indicate that some rulers are more inclined than others to "share the loot" with the larger citizenry. This dissertation provides a theory of redistributive social spending in mineral-rich authoritarian regimes, using the cases of Russia, Kazakhstan and Azerbaijan. I analyze health, education and social security spending in each country from 2000-present, leveraging variation across cases as well as within each case over time. In Azerbaijan under Heidar Aliev (1995-2003) and Ilham Aliev (2003-present), there is little evidence of desire on the part of the government to engage in redistribution. Welfare expenditures have remained consistently low as a percentage of GDP and decreased drastically over time as a percentage of total government spending. By contrast, welfare expenditures in Russia under Vladimir Putin (2000-present) have increased substantially since the early 2000s, driven largely by new social policy initiatives aimed at increasing pensions, salaries for health and education workers, and expanding categories for direct cash transfers and benefits to citizens. Finally, Kazakhstan under Nursultan Nazarbaev (1991-present) occupies a middle position between these two extremes.I find that variation in social spending is explained by differences in elite cohesion. Different degrees of unity and conflict among political and economic elites affect the autocrat's sense of security about his position. When elites are divided, the level of threat to the autocrat is high. In order to counterbalance this threat and guarantee security, the autocrat buys the loyalty of allies in society through high social spending. The public becomes an important beneficiary of the redistribution of resource rents, and provides the autocrat with legitimate support. The autocrat then leverages this societal allegiance to deter threats by potential opponents. Conversely, when the elite is unified, the level of threat to the autocrat is low. In the absence of potential challenges from within the elite, the autocrat does not depend on societal allies to ensure the continued stability of his position, so welfare spending remains low. Due to the broad empirical and theoretical significance of redistribution under authoritarianism, this explanatory approach makes both substantive and theoretical contributions to the study of authoritarianism and the "resource curse," and is applicable to mineral-rich non-democratic regimes in the Middle East, North and sub-Saharan Africa and Latin America.

▼ My dissertation explores ethical and political issues related to “intellectual elites.” At minimum, intellectual elites are persons intellectually better off than non-elites. Elites tend to know more, have higher natural aptitudes for knowledge acquisition, and reside in epistemically favorable environments. Such elites motivate conceptual and ethical questions which my dissertation attempts to answer. Conceptually, I delineate what makes someone an elite and how to distinguish elites from non-elites. Ethical issues I discuss include the moral responsibilities of elites and the relation between morally admirable qualities and the epistemically advantageous. Other broad themes addressed throughout the work include characteristics of intellectual elites; what might constitute praiseworthy interactions between elites and non-elites, and how social institutions can and should influence intellectual norms. political survival of local
elites in order to explain the uneven effects of decentralization on Latin American and Caribbean participatory democracies. This theory rests on the key proposition that the success or failure of decentralization is a function of the choices made by local
political elites regarding decentralization and their own
political survival strategies, and the corresponding response made by citizens, who as principals find themselves newly empowered but also more vulnerable to agency loss. In this study, I address three major questions: (a) What factors explain different degrees of citizen support for decentralization? (b) What are the general effects of state decentralization on participatory democracies? (c) Why can two remarkably similar decentralization policies produce extremely different
political outcomes?
To answer these questions, I query the 2008 AmericasBarometer data set created by the Latin American Public Opinion Project that includes responses from 37,035 interviews in 22 countries in Latin America and the Caribbean. I also study public opinion data from 18,583 face-to-face interviews carried out between 2003 and 2008 in 46 Argentinean municipalities by the Programa de Auditoría Ciudadana. Finally, I make use of results from four focus groups and 24 semi-structured interviews with local
elites carried out in two Argentinean municipalities. Results from these various methodological approaches show that: (a) Citizens will support decentralization after they have fulfilled their basic needs in terms of health wealth and education (b) As decentralization increases, local
elites will discourage citizen participation in institutions that can credibly threat their permanence in power, (i.e.
political parties), with greater rigor. Consequently, as decentralization increases, citizens will engage in mobilized modes of participation, (i.e. public protests) (c) Decentralization policies will produce participatory democracies in territories where citizens instead of local authorities exert the most significant pressures for the implementation and functioning of local institutions. In general, these findings highlight the need to incorporate local contextual elements into our assessments of when, where, and how to implement decentralization reforms.

▼ In this study, the Bourdieusian concepts of species of capital and habitus are applied to the field of elites. Although sociological research has examined the reproduction of Chile’s elites, there is little empirical evidence as to how different forms of capital operate within them. Based on a survey of the country’s elites, this thesis examines the effect of different forms of capital (cultural, social and political) on access to strategic positions in the legislative and executive branches of government. It focuses on the political elite in the 20 years between 1990, when military dictator Augusto Pinochet handed over the presidency to Patricio Aylwin, his democratically elected successor, and 2010, the end of President Michelle Bachelet’s first government. At least three points are germane to this analysis: (1) understanding the nature of the party elites during the political transition; (2) describing and explaining the main aspects of the party elites’ background and social resources, including their family networks (independent variables); and (3) exploring the effect of those variables on individuals’ chances of achieving strategic positions in the political field, comparing the legislative and executive branches as represented by deputies and ministers (dependent variable).
The data was obtained through a survey of 386 members of the nucleus of the Chilean political elite, enquiring about their social, academic and family background, social resources and professional and political careers, among other topics. The empirical analysis includes network analysis of family capital and six logit models for three periods: 1990-2000, 2000-2010 and 1990-2010. The results indicate that age, gender and variables related to cultural, social and political capital are relevant for becoming both a deputy and a minister, but with opposite effects. Only family capital has a significant effect in the same direction for the two branches of government. However, the effects of the variables vary when differentiating by period. The originality of the research lies in the collection and analysis of new empirical data that throws light on a subject of longstanding speculation .

▼ The French State, and political elites operating within it, have a long tradition of involvement in the production, management and even the control of language and culture. This has been - and remains - important in terms of the construction and definition of a State-led model of French identity. Against this background, the present thesis examines conceptions of French identity held by political elites, the agents of the State, in relation to language and cultural issues prominent on the policy-making agenda in the 1990s. The thesis specifically considers the possibility that elite visions of identity may be changing under the influence both of new approaches to French cultural policy-making introduced from the 1980s by the Socialists, and specifically the Ministry of Culture led by Jack Lang, and of a series of potentially destabilising challenges to French models of cultural policy and identity which have been debated in the 1990s. In order to examine these issues, the thesis takes three case studies, focusing on political debates in the public arena surrounding a number of language and cultural policy issues which have been perceived as symbols of French identity. The regulation and promotion of the French language, audiovisual broadcasting policy and the Internet are selected as case study areas, which reveal these perceptions, and point to anxieties about identity in the debates which surround them. Thus these debates are used as a means of reexamining contemporary elite perceptions of French identity. This examination is carried out through the close reading of contributions to the debates, made by political figures of significance in each case study area. The term 'political elites' is used in the sense of Pareto's definition (1935, in Parry, 1969, pp. 34,46) of the elite as a 'governing elite', composed of all political 'influentials', whether or not they act for the State, as part of a government, or indirectly as part of the wider polity, in opposition. The cases tudiesd emonstrateth at elite conceptions of identity in France of the 1990s, whilst disturbed by contemporary challenges to French cultural policy-making, did not change in any fundamental way. Instead, they illustrated a reversion to traditional, rigid conceptions of identity, rather than the welcoming of more dynamic and hybrid ones.

▼ A wealth of research shows that presidents and even cabinet ministers disproportionately favor their home regions and districts. This phenomenon is variously called distributive politics, clientelism, or regional favoritism. But what explains how power is distributed across the districts of a country to begin with? Extant explanations of cabinet formation focus on bargaining—leaders allocate portfolios strategically—but fail to consider long-term factors.
Leveraging novel data on the
political elites of 16 former British and French colonies in East and West Africa, I find that some districts are represented in postcolonial governments (1960-2010) much more than others, even after adjusting for population (chapter 1). By combining historical records and geospatial data, I show that this regional
political inequality derives from unequal colonial investments in primary education rather than from other investments, levels of development, ethnic characteristics, or pre-colonial factors. I argue that post-colonial ministers are partly a byproduct of civil service recruitment practices among European administrators, which focused on literacy. Early education shaped post-independence politics through colonial institutions. It helps explain elite production and reproduction.
How did colonial states allocate their investments (chapter 2)? I show that geography led some places to become centers of pre-colonial coastal trade, which later increased colonial investments not only in infrastructure but also in health and education. The importance of alternative explanations such as natural resources, disease environment, or pre-colonial ethnic characteristics is surprisingly small. Although the context was highly extractive, pre-colonial commerce also helps explain the limited within-colony inland diffusion of non-extractive investments (education and health).
Finally, I provide evidence that non-extractive colonial investments are positively associated with current economic development across districts in East and West Africa (chapter 3). I uncover the role of
political elites as a missing link between early human capital investments and current development. Thus,
political elites become a mechanism that bridges the literatures on colonial legacies and distributive politics. The two are usually disconnected, yet regional favoritism is embedded in longer processes of
political elite formation. My results complement and, in some dimensions, upend our understanding of
political and economic underdevelopment.

▼ Based on a novel database of kinship relations among the political elites of Chile in the nineteenth century, this thesis identifies the impact of family networks on the formation of political factions in the period 1828-1894. The sociological literature theorising the cleavages that divided elites during the initial phases of state formation has focused on three domains: 1) The conflict between an expanding state and the elites; 2) the conflict between different economic elites; and 3) the conflict between cultural and ideological blocs. This thesis develops a fourth approach referred to as Florentine, which builds on a tradition of historical and sociological research focused on the Italian city-states of the Renaissance. The Florentine approximation is elitist-focused and relational: elitist-focused because it imputes overwhelming power to the oligarchy vis-à-vis other groups in society, and relational because its analytical leverage comes from identifying the effects of networks on political outcomes. The most influential tradition in Chilean historiography sees nineteenth-century politics as shaped by the state-oligarchy opposition. Other approaches highlight the importance of economic sectors and ideological cleavages. In contrast, this thesis presents data demonstrating the importance of the family. The principal political conflict in nineteenth-century Chile consisted of neither the state versus the oligarchy, nor the mining versus the landed elites, nor the Liberals versus the Conservatives, but of elite families fighting other elite families. To develop this argument, this thesis utilised an original database with information on the family relations among all 1449 Parliamentarians, Presidents, and Ministers in the period 1828-1894. These data were combined with information on the electoral performance of all Parliamentarians over six decades. The analysis sought to infer the alignment of families during the civil wars of 1829, 1851, 1859 and 1891. Using social network analysis techniques, kinship clusters were identified, and the resulting groups were then contrasted against the electoral data. If a family cluster was well represented in Congresses immediately before the onset of violent conflicts, it was inferred that the family supported the pre-conflict regimes; where a family bloc increased its representation in post-conflict Congresses, it was concluded that its allegiance was with whatever administration took power after the conflict. Once the political allegiance of families was coded this way, substantive differences in the social status, geographic origin, and political party affiliation of the inferred sides were examined. If they did not differ substantially on these accounts but were differentiated by kinship, then it was concluded that the cleavage explaining the conflict at hand was familial. ▼ This thesis examines the past century of wildfire management of the coastal pine savanna in Belize. Combining political ecology with historical geography, it draws on archival evidence, interviews, and ethnographic enquiry into an international development project in Belize. It considers contemporary approaches that seek to use prescribed fire with the participation of local communities in relation to past practices. The Belizean savanna has long been shaped by human fire use. Its flora is ecologically adapted to fire. Yet fire has been repeatedly cast as a problem, from c. 1920, by British colonial and, later, USA foresters, and, most recently, by international and local non-governmental nature conservation organisations. Informed by different schools of thought, each of these organisations has designed programmes of fire management as a form of conservation and/or development. Yet little has changed; Belize's diverse and growing rural population has continued to use fire, and the savannas burn, year upon year. While the planned aims and methods differed, each programme of fire management has, in practice, been similarly structured and constrained by its genesis within colonial or international development. Funding for fire management has been inconsistent and has favoured 'expert'-led technocratic approaches that could not address the specific context of wildfire in Belize. Each programme has been shaped by a specifically Belizean ecology and politics, in excess of its definition of the fire 'problem' and 'solutions' to it. Powerful political elites and fire users in Belize have not granted the same authority to technical experts, nor have they seen clear incentives for the fire management that these experts envisaged. Belize's political elite has sought to retain control over land and resources, even at the expense of policies (including those of fire management) they officially endorse to satisfy international funders. This analysis highlights that, when examining environmental management, it is important not to isolate study of ideology and discourse in plans and policies, but to also attend to the conditions of their materialisation in practice.

▼ Based on a novel database of kinship relations among the political elites of Chile in the nineteenth century, this thesis identifies the impact of family networks on the formation of political factions in the period 1828-1894. The sociological literature theorising the cleavages that divided elites during the initial phases of state formation has focused on three domains: 1) The conflict between an expanding state and the elites; 2) the conflict between different economic elites; and 3) the conflict between cultural and ideological blocs. This thesis develops a fourth approach referred to as Florentine, which builds on a tradition of historical and sociological research focused on the Italian city-states of the Renaissance. The Florentine approximation is elitist-focused and relational: elitist-focused because it imputes overwhelming power to the oligarchy vis-à-vis other groups in society, and relational because its analytical leverage comes from identifying the effects of networks on political outcomes. The most influential tradition in Chilean historiography sees nineteenth-century politics as shaped by the state-oligarchy opposition. Other approaches highlight the importance of economic sectors and ideological cleavages. In contrast, this thesis presents data demonstrating the importance of the family. The principal political conflict in nineteenth-century Chile consisted of neither the state versus the oligarchy, nor the mining versus the landed elites, nor the Liberals versus the Conservatives, but of elite families fighting other elite families. To develop this argument, this thesis utilised an original database with information on the family relations among all 1449 Parliamentarians, Presidents, and Ministers in the period 1828-1894. These data were combined with information on the electoral performance of all Parliamentarians over six decades. The analysis sought to infer the alignment of families during the civil wars of 1829, 1851, 1859 and 1891. Using social network analysis techniques, kinship clusters were identified, and the resulting groups were then contrasted against the electoral data. If a family cluster was well represented in Congresses immediately before the onset of violent conflicts, it was inferred that the family supported the pre-conflict regimes; where a family bloc increased its representation in post-conflict Congresses, it was concluded that its allegiance was with whatever administration took power after the conflict. Once the political allegiance of families was coded this way, substantive differences in the social status, geographic origin, and political party affiliation of the inferred sides were examined. If they did not differ substantially on these accounts but were differentiated by kinship, then it was concluded that the cleavage explaining the conflict at hand was familial. ▼ This dissertation investigates the problem of oligarchic state capture in postcommunism. It shifts the analytical emphasis from state capture previously conceptualized as a form of corruption to state capture defined as a form of temporary control established by members of the new wealthy
elites (i.e. oligarchs) over the
political institutions of the transitional state. In Chapter 1 (“What do we know about state autonomy during transitions to market?”), I review the existing literature on state autonomy and state capture. Drawing on the state-centered literature, in Chapter 2 (“The oligarchic intermezzo”), I construct a theoretical framework explaining the onset, unfolding, and end of oligarchic state capture. The framework centers on the concept of oligarchic intermezzo, a brief period of oligarchic dominance, describing a situation in which one or several of the wealthiest individuals in the country exercise control over the state. As such, the intermezzo represents an episode of state autonomy deficit in the evolving relations between the state and the postcommunist economic
elites. In Chapter 3 (“Revisiting the nomenklatura capitalism hypothesis”), I rely on a novel dataset of approx. two hundred biographies of the wealthiest individuals in the post-Soviet region to test the nomenklatura capitalism hypothesis. In Chapter 4 (“Using crisp set Qualitative Comparative Analysis (QCA) to identify the structural determinants of oligarchic state capture”), I detect the configurations of structural conditions leading to oligarchic state capture across post-communist countries. Two paths lead to the presence of the oligarchic intermezzo, while three distinct configurations result in its absence. Given the presence of both equifinality and causal asymmetry, I use the QCA results to select four cases suitable for an in-depth analysis of the causal mechanisms leading to oligarchic state capture. In Chapter 5 (“Oligarchs and state threats: from perfect information to signaling games”), I design and analyze three game structures – a perfect information game, an imperfect information game, and a signaling game. They reflect the dilemmas of weak states, when faced with powerful oligarchs. Thus, states endowed with varying degrees of strength (i.e. capacity) and oligarchs will interact differently depending on the cost of the credible threat incurred by the state and the subjective probability beliefs regarding state strength held by the oligarchs. In Chapter 6 (“Oligarchs in power: a structured, focused comparison of the Russian and Latvian intermezzos”), the influence of oligarchs on the state is investigated through a structured, focused comparison of the Russian (1996–1998) and Latvian (2006–2011) cases. ▼ Abstract: This thesis examines the construction of Palestinian politics in the light of the relationship of two axis of analysis, namely, the nature and the evolution of the dynamics in the matrix of power of Palestinian politics and the dynamics produced by the Palestinian-Israeli conflict. It was contended that the fragmentation and the power struggle among Palestinian
elites are important factors to explain the development and the dynamics in the Palestinian
political field. The different configurations of forces among Palestinian
political elites obstruct the formulation of common strategies of action and, as a result, they have a direct impact on the progress towards Palestinian independence. At the same time, it was argued that the Palestinian-Israeli conflict, being the occupation of the Palestinian territories its main component, caused a progressive socio-economic and
political deterioration in Palestinian community. The Oslo Process fomented the expansion of Israel occupation of the Palestinian territories and brought up series of negative impacts to the Palestinian community. Lastly, it was seen that all of these developments stemming from the conflict placed strong influence on the mobilization patterns of Palestinian

▼ This research paper examines the assistance of US government to Azerbaijani government on democracy between 1991-2009. First, definitions of democracy will be discussed. Second, democracy is demonstrated in all possible ways and it does not reflect one position on an issue, but rather each expression reflects a particular understanding and meaning of democracy. The democracy is studied according to the following categories: pro-democracy, neutral and anti-democracy or critical of the US democracy. Third, the assistance of the US to promote democracy in Azerbaijan. Particularly, my interest lies in US government aid to the Azerbaijani state. Moreover, I use a comparative analysis of Azerbaijani elites, culture and strategic environment and their implication to sustain democracy in Azerbaijan. My aim is to analyze how the country is reacting to US promotion of democracy in particular. I am interested in how US interpret democracy in Azerbaijan? I am looking to see what messages are being used for the Azerbaijani audience by Azerbaijani government on reacting to US democracy promotion. I employed both quantitative and qualitative data in my thesis as research material. My purpose is to discuss the theoretical concepts of the thesis (democracy, political elites and political culture) and fill the gap by combining the theory with the political context of Azerbaijan. I aim to design a new theory to fit the political realities of the Caucasian Azerbaijan and demonstrate how the Azerbaijani elites and political culture contribute from the US governmental assistance on democracy in Azerbaijan. Thus, the empirical part explains the case of Azerbaijan within a new build theory-comfortable democracy that examines strategic environment of Azerbaijan and its democratization process and geopolitical significance. The theory of comfortable democracy discusses some strengths and weaknesses of political elites and political culture and geostrategic environment in terms of democratisation. Most importantly it explains the result of US assistance on democracy in Azerbaijan. In conclusion, Azerbaijan is a gray-zone country with a different semi-authoritarian sub-model. The theory of comfortable democracy better explains the US assistance on democracy of Azerbaijan. The results of the quantitative analysis shows that the effect of USAID democracy assistance has not played an essential role in promoting democracy in Azerbaijan in the period 1992–2009. However, the qualitative research demonstrates a positive impact of foreign assistance on democracy compared to the quantitative research of this thesis. In particular, both the US administrations and Azerbaijani government claim that Azerbaijan achieved a certain level of democracy and that there are positive democratic results.

A dissertação centra-se no estudo das elites políticas e procura dar continuidade ao estudo
de Teixeira (2009) sobre o período entre 1990 e 2003, concentrando-se em caracterizar
através de vários indicadores a elite parlamentar portuguesa entre 2005 e 2011, período ao
longo do qual se realizaram três eleições legislativas em Portugal (2005, 2009 e 2011),
bem como debater os fenómenos de cristalização e circulação dessa mesma elite. Além
disso, a investigação procurou também estabelecer comparações entre os resultados
obtidos referentes ao período 2005-2011 com as conclusões obtidas por Teixeira (2009)
sobre o período 1990-2003. A dissertação estabeleceu a seguinte pergunta de partida:
existem alterações significativas em termos de caracterização, cristalização e circulação da
elite parlamentar portuguesa ao longo do período 2005-2011 face ao período 1990-2003
analisado por Teixeira (2009)? A investigação utilizou diversos indicadores (género, idade,
profissão, vínculo partidário, reeleição e renovação) para analisar e caracterizar os
candidatos e os eleitos à Assembleia da República dos partidos com representação
parlamentar. A investigação concluiu que a elite parlamentar portuguesa é homogénea e,
não obstante sua evolução em aspectos muito específicos, não existem alterações
significativas de caracterização, cristalização e circulação da elite parlamentar portuguesa
ao longo do período 2005-2011 face ao período 1990-2003 analisado por Teixeira (2009).
The master thesis focuses on the study of political elites and seeks to continue the study of
Teixeira (2009) about the period between 1990 and 2003, focusing on characterization
through various indicators the Portuguese parliamentary elite between 2005 and 2011, a
period over which took place three legislative elections in Portugal (2005, 2009 and 2011),
as well as to discuss the crystallization and the circulation of Portuguese parliamentary
elite. In addition, the research also sought to draw comparisons between the results
obtained by Teixeira (2009). The dissertation has established the following question: are
there significant changes in terms of characterization, crystallization and circulation of the
Portuguese parliamentary elite over the period 2005-2011 compared to the 1990-2003
period analyzed by Teixeira (2009)? The research used various indicators (gender, age,
occupation, party ties, re-election and renewal) to analyze and characterize the Portuguese
parliamentary elite and concluded that the Portuguese parliamentary elite is homogeneous
and, despite its evolution in very specific aspects, there are no significant changes in
characterization, crystallization and circulation of the Portuguese parliamentary elite over
the period 2005-2011 compared to the 1990-2003 period analyzed by Teixeira (2009).

elites exert (in)direct actions to suppress or to disseminate (un)favorable information (Besley & Prat, 2006; Corneo, 2006). The importance of media capture at critical junctures, such as electoral processes, has been decisive. When media is captured the voting decisions of individuals are affected by the information they received (Besley & Prat, 2006a, p. 721; Enikolopov, Petrova, & Zhuravskaya, 2011). This is particularly relevant in Central America, where most people’s information about
political parties, ideologies and politics comes from the media (Becerra, Mastrini, & D’Alessandro, 2009; Rockwell & Janus, 2003; Sandoval García, 2008). Also, literature on
elites has demonstrated how elections are crucial in business elites’ strategies, especially when their power derives from the control they exert over the state (Acemoglu & Robinson, 2006; Bull, 2014; Durand, 2016). Thus, media capture is crucial for
elites during elections because that is the time when their influence may be jeopardized. This research analyzes and explores how and to what extent
elites in Central America capture the media when they feel threatened during elections. It studies media capture strategies before and during the 2014 presidential elections in Costa Rica and El Salvador. The study offers a fresh perspective on
elites and their strategies, and their interactions with counter-
elites and media networks. In the rest of this research, I show that
elites have different strategies at their disposal for media capture and that their chances to successfully do so drastically increase when they are more cohesive and when there a network in place that constrains opposing voices. This, in turn, strongly augments their capacity to influence the society. In Costa Rica, coordinated media capture occurred because
elites were cohesive, and the type of networks woven by
elites and media are so called elitist. On the contrary, in El Salvador, the fragmentation of
elites since 2009 and a pluralist media network turned media capture into an arena of fierce dispute among
elites and counter-
elites. This research employs a mixed method approach with the primary goal of building upon and complementing each method. Analysis and data collection methods techniques included interviews with
elites that provide new empirical evidence on the strategies’
elites employed to capture the media. Historical analysis to understand the historically grounded explanations of elites’ cohesion. Finally, Social Network Analysis (SNA) was a tool to map and uncover the ties among
elites and media.

▼ The experience and history shaped by various
political groups in the modern history of Taiwan has left a significant mark in the hearts of the islandâs citizens. Ever since the 1990âs, even the KMT, a party that had always regarded China ethnicity as the essence of localization, has gradually altered its insistence towards a less constrained attitude. As a result of this, the difference in national identity and the notion of culture emerges, leading Taiwan into an era of liberated ideas about national identity.
Lee Teng Hiu was the first citizen elected president of Rublic of China, Taiwan. He was brought up during the Japanese occupation, but accepted the radical
political changes brought by the national government after the war. During his
political career, he had experienced colonial, autocratic, authoritative, and democratic government systems. The combination of Japanese, Chinese, and American education during his academic pursuit had opened up his unique perspective of the world. Profoundly influenced by Kitaro Nishitaâs topical philosophy, the samurai spirit of Nitobe Inazo, Christian doctrines, and Marxism and Hegelâs logical thinking, Lee found the motivation to authenticate his principles. In fact, the personal biography of Lee himself, is pretty much a representation of the modern history of Taiwan.
Because Lee is one of the most influential
political elites in the history of Taiwan, his notion of the awareness of Taiwan and his comprehension and treatment of Mainland China also had a profound influence on the people of Taiwan in terms of their memories of history and collective identity. Thus, to understand how this collective identity had developed and transformed throughout the history of Taiwan, it is essential to scrutinize Leeâs awareness of China, and the origin of his learning.
This research seeks to discuss the formation of Leeâs concept of identity, whether or not the key of this identity has evolved, and how that sense of identity has roamed. This will be done through the analysis of the Taiwanese social structure during Leeâs upbringing, restoring the Taiwanese society during the Japanese occupation of the Taisho and Showa dynasties, where the origin of his historical perspective on Mainland China came from, and also his concepts and experiences during adulthood. Lastly, the same notion of identity of his contemporaries will be compared in order to comprehend the origin of influence of the identity of Taiwan in Lee. After all, this sense of identity of the
political elites will conceptualize, theorize, and the electoral issues will continuously influence the public notion of national identity. Thus, the clarification of the eliteâs notion will allow the understanding the identity at a subterranean level.

▼ Au Chili, l’usage des réseaux sociaux a suscité un discours utopique et technologique fort, qui a particulièrement influencé les mobilisations sociales apparues ces dernières années en même temps que des applications comme Facebook et Twitter. Avec 17 millions d’habitants – 4e pays en nombre de comptes de réseaux sociaux per capita – l’histoire politique chilienne s’est distinguée par un processus particulier, toujours accompagné d’un usage singulier des moyens de communication.L’intérêt porté à l’usage effectif des réseaux sociaux par l’élite politique chilienne et à son effet sur la pratique démocratique découle de ce contexte. La thèse s’est donné pour objectif d’approfondir la connaissance de cet usage en périodes d’élections. On a privilégié des approches exploratoires pour observer les traces laissées par l’élite sur le réseau. De là, on a suivi le fil de l’instrumentalisation des médias à des fins électorales. Une partie des informations les plus importantes ont été recueillies lors d’entretiens personnels avec des membres de l’élite politique, parmi lesquels des candidats à la présidence de la république. Les conclusions ont permis d’identifier des usages distincts, liés à la place de l’acteur politique dans la lutte pour le pouvoir. On a pu établir également une analogie avec ce lien en considérant d’autres moyens de communication dans une perspective historique. Enfin, on a relevé des indices de rationalité instrumentale qui pourraient entraîner la normalisation des pratiques et la marchandisation de cet espace social, ce qui produit évidemment des effets sur la pratique démocratique au Chili.
The use of social networks in Chile has arise a strong utopian and technological speech, which has particularly influenced social mobilizations during the last years. At the same time, the country has witnessed the emergence and development of social applications as Facebook or Twitter. With 17 millions of inhabitants, Chile - which is credited to be the 4th country of the world having more use of social networks per capita- has had in its recent history a distinctive democratic process which has characterized by a special political use of mass media. The interest shown by the chilean political elite towards the social media in the recent years is having an effect over the democratic practice. Hence, this thesis had the purpose to deepen the knowledge of this type of use during electoral process. Exploratory approaches were favored to observe the virtual footprints of the elite on the social media. Then, we followed the traces of instrumentalization of mass media with electoral means. An important part of the information gathered was risen from personal interviews with presidential candidates. The conclusions permitted to identify different types of uses, linked to the emplacements of the political actors within the struggle for institutional power. ▼ This research investigates the voter-leader nexus by examining the extent to which public
opinion mirrors the political attitudes and pronouncements of political elites in Australia.
While aggregative-pluralist scholars regard voters as holders of exogenous preferences and
political elites as aggregators of these preferences, neo-elitists regard public opinion as
actively shaped and manufactured by competitive elites seeking election to political office.
These perspectives, while both compelling, are mutually exclusive. Using the 2010 Federal
Election campaign as a case study, the research employs a mixed methods approach to
compare the plausibility of the two perspectives. The empirical part involves: (a) comparison
of the structure of voters’ political attitudes with those of parliamentary candidates drawing
upon the 1990 - 2010 Australian Election Studies and Australian Candidate Studies; and (b)
qualitative analysis of the dynamics of leader-voter interaction through the use of innovative
‘political logs’ kept by participants during the 2010 election campaign.
The quantitative analysis confirms the neo-elitist proposition that Labor and Coalition elites
polarise more strongly on left-right issues than on authority issues, a finding that holds across
the 20-year sampled period. The qualitative analysis shows that while participants generally
have high levels of political awareness, their political autonomy is low – as their information
is sourced from leaders and parties, and voter agendas increasingly correspond with those of
leaders toward the end of the campaign.
This study finds that Australian democracy is far more elite-driven than is currently
acknowledged. I conclude that contemporary democracy is characterised by an asymmetrical
and elite-dominated social process of persuasion in strategic competition for control of the
state. My research contributes to political sociology, demonstrating that political logs offer a
valuable supplement to surveys by allowing researchers to examine the dynamics of the
voter-leader nexus.

▼ This dissertation examines how states shape civil society. The past two decades have seen a resurgence of scholarly interest in associational life. Some researchers place liberal civil society at the heart of democratic transformation and consolidation. Others question such claims, citing examples of authoritarian states supported by dense but illiberal associational landscapes. Yet there is a lack of research on the development of associational life. Responding to this gap in the literature, I ask what forces shape civil society and in particular its liberal or illiberal character? Despite the paucity of scholarship focused on factors that mold civil society and its character, significant amounts of research have engaged questions of how the economy and political institutions shape liberal and illiberal political outcomes. Drawing on the implicit, and in a few instances explicit, claims found in disparate debates about the relationship of the state and market to civil society, I construct various state-centered and market-driven explanatory approaches of the development of liberal and illiberal civil societies. On the one hand, economic interest or market-driven approaches claim that capitalist development drives the emergence of classes, the self-organization of which promotes the development of liberal civil societies and the consolidation of democratic states. On the other hand, institutionalism and state-centered approaches argue that states, not markets, shape the character of civil society. I examine these competing explanations of civil society and its character through an analysis of how economic development and state policies of cultural tolerance and political inclusion shaped civil society and its regional variation in pre-WWI regions of the former Lithuanian-Commonwealth (1795-1914) and of interwar Poland (1918-1939). Through a historical-comparative and narrative, mechanism-oriented, analysis, I propose a state-centered explanation of civil society that focuses on elites’ conflicts, interests and the strategies that elites can apply in pursuit of those interests. I agree with economic interest approaches that economic development, particularly the growth of capitalist markets, promotes conditions favorable to the emergence and growth of associational life. However, I argue that the state, specifically the degree of political inclusion or exclusion of local elites and of the ethno-cultural autonomy or repression of the masses, plays a central role in shaping the liberal or illiberal character of civil society. The end of the 18th century marked the division of the Polish-Lithuanian Commonwealth by Russia, Prussia (the German Empire after 1871) and the Habsburg Empire (Austria-Hungary after 1867). ▼ This thesis seeks to explain the phenomenon of party switching (or floor-crossing) in the understudied case of the Canadian House of Commons. It uses Müller and Strøm’s “Policy, Office or Votes?” framework at the individual level of analysis and a mixed methods approach that combines document analysis and econometrics to assess the effects of individual and institutional variables on the decision to switch parties. The results inform a wider discussion regarding individual political behavior as well as the role, influence and evolution of political parties in the Canadian state. The research demonstrates that the electorate is adept at recognizing opportunism and tends to respect MPs who switch parties on principle while punishing those that switch for more self-centered reasons.
