political business
cycles focused primarily on developed economies before it began considering a basket of both developed and developing economies. This study seeks to expand the existing literature by pursuing two objectives using Brazil, Russia, India, China and South Africa (BRICS) as locations of the study. The first objective is to examine the presence (lack thereof) of
political business
cycles in the BRICS trading block for the period 1994 to 2014. The second objective of this study is to examine the effect that
political business
cycles (if present) have on the sovereign credit ratings that the BRICS countries receive from credit rating agencies. Credit rating agencies make use of a combination of
political, social and economic factors to determine the ratings assigned to various countries. The credit ratings assigned to countries by these agencies play an important role to international lenders as they use these ratings to make decisions on the interest rates they charge to different sovereigns. Based on the first objective, the findings from this study show that there is weak evidence of electorally timed interventions in BRICS economies over the period of 1994 to 2014. These findings are inconsistent with the predictions of
political business cycle theory which suggests that incumbent politicians take advantage of the information gap between them and voters by implementing economic changes closer to an election year in order to exude competence and to increase their chances of reelection. However, further analysis based on the second objective shows that elections in BRICS countries are not viewed negatively by credit rating agencies. Hence, unlike in other developing countries, the BRICS countries are not likely to be downgraded during or after election years. Consequent to these findings, this study supports the notion that the government’s influence on the fiscal and monetary policy variables across BRICS is not concentrated nor overly exerted around election periods and that the BRICS countries’ institutions are regarded by rating agencies as independent and up to relevant international standards.

▼ Despite a large literature on
political cycles, many theories and empirical results conflict with one another. I address this disconnect through three interrelated contributions. I first conduct an extensive quantitative survey of the
political budget cycle literature through a meta-analysis. I find that overall there exists a positive, though substantively small
political budget cycle effect. Second, I examine how incumbents may use alternatives to fiscal manipulation, such as the passage of redistributive policies, since these send a key signal to voters. Third, I examine how incumbents may not only time fiscal manipulation, but control their placement spatially. This ties in the
political budget cycle literature with the literature on distributive politics. Although these findings call into question some of the existing views of
political budget
cycles, they show that
cycles manifest themselves in alternative fashions.

This work-project complements the existing studies on the linkage between financial
investments returns and the political cycles, by relating Treasury bond returns and
Presidential cycles. Previous research shows that stock market tends to behave better
during Democratic presidencies, and in this work it is shown a compatible result, with
long-term Treasury bonds having higher absolute, and excess returns during Republican
Administrations. This difference is not explained by business cycles and there are no
significant differences in risk, as measured by the volatility of returns, between the two
political cycles. Empirical evidence is also found showing that there are better economic
and financial conditions to invest in T-bonds' markets during Republican than during
Democratic Administrations.

▼ This dissertation provides three empirical studies of industry performance related to
different financial market cycles. Popular belief holds that industries provide systematic
cyclical performance. Such systematic performance would present a challenge to basic
assumptions of market efficiency. The three industry cycles investigated are sentiment
cycles, political cycles, and business cycles.
The first study investigates the interaction between three popular investor-sentiment
measures and industry performance. Investor sentiment has a widespread and systematic
effect on industry performance. Similar to prior market studies, investor sentiment
predicts short-term industry mispricing. Predictable long-term industry reversals are
weaker. Moreover, the effect of investor sentiment is widespread, with limited evidence
of cross-sectional industry differences. Unlike prior market studies, there is no evidence
of a relationship between investor sentiment and industry characteristics that serve as a
proxy for valuation uncertainty. Lastly, an industry rotation strategy based on investor
sentiment generates marginal outperformance, which turnover and transaction costs
would consume. Results generally show that investor sentiment has a market-wide
effect, questioning its usefulness in timing industry investments.
The second study examines industry returns for presidential election cycles. Risk adjusted
industry returns provide no evidence of political cycles previously documented
in the U.S. stock market. In spite of the existence of market-wide effects, realized
industry returns exhibit neither systematic nor persistent outperformance related to a
president’s political affiliation or the year of a president’s term. Expected industry
performance is equally unaffected by political cycles, exhibiting no systematic response
to presidential elections and indicating that the market does not systematically price a
president’s political affiliation in industry returns. The study’s results question the
popular belief that certain industries systematically perform better under Democrats or
Republicans and provide evidence that political cycles are solely a market-wide
phenomenon best explained at a macroeconomic level.
The third study investigates industry returns for systematic business-cycle
performance. Popular guidance holds that sectors/industries provide systematic
performance and that business-cycle rotation strategies generate excess market
performance. The study tests these two fundamental assumptions of popular rotation
strategies. Initially, the study assumes investors can perfectly anticipate business cycles
and implement conventional sector rotation. However, there is no evidence of
systematic sector performance where popular belief anticipates it will occur. At best,
conventional sector rotation generates 2.3 percent annual excess returns. This
performance quickly diminishes after an allowance for transaction costs and incorrectly

cycles, follow the same pattern. One cycle will rise as the leading and dominating factor but will end when a new cycle begins. In the case of Mexico, the regime of ex-President Enrique Pe??a Nieto's (EPN) term came to an end December 2018 and a new one rose after the inauguration of President Andres Manuel Lopez Obrador (AMLO) as its leader. This new cycle allows President AMLO (or any other democratic leader) to change any previous work from the last administration and introduce his own agenda. This paper will discuss the neostructuralist stand of President AMLO in light of the review of certain policies on: free trade, investment, government involvement in the economy and social welfare policies implemented during the first twenty months of his regime (December 2018 - July 2020). As a comparison, the same set of policies will be reviewed during the neoliberal administration of Enrique Pe??a Nieto (2012-2018). As President AMLO only encompassed twenty months of his presidential term.

▼ The purpose of this study is to explore the effect of electoral politics on macroeconomic and distributive policy in East Asian “developmental states” using empirical evidence from South Korea. Based on existing theories of
political budget
cycles (PBCs) and distributive politics, this study examines how democratization affects the pattern and degree of
political budget
cycles and targeted spending. Contrary to the bureaucracy dominance thesis in developmental state theory, I argue that authoritarian leaders in Korea had incentives to manipulate macroeconomic conditions before elections to increase the ruling party’s urban representation. The incentives for PBCs and targeted spending under authoritarian rule were, of course, smaller than that under democracy, but the constraints on PBCs and targeted spending were also smaller under authoritarian rule. I find that PBCs occurred in Korea before and after democratization and that democratization did not affect the degree of PBCs in statistical terms. Based on these findings, I conclude that the increased constraints (checks and balances) offset the increased incentives (electoral competition) after democratization. This study also pays attention to the institutional variables that shape incumbent’s preference regarding tactical allocation: the N=2 Single Non-Transferable Vote (SNTV) system under authoritarian rule adopted to increase ruling party’s urban representation; the five-year single term presidency under democracy that led the president’s goal to focus on preempting early lame-duck status and obtaining a graceful retirement. Based on the analysis of the institutional effect on identifying target group, I demonstrate that the main target for the incumbents during the authoritarian period was swing voters in urban areas, while the main targets for the incumbents during the democratic period were both the incumbent’s core support group and opposition backers.

▼ This thesis is about how elected politicians stay in power and about some of its economic and social consequences, fundamental political economy questions. It takes advantage of the decentralized political structure in the Philippines to test models of voter and politician behavior. In doing so, it contributes to the literature on clientelism and retrospective voting. In Chapter One, I assess the impacts of targeted government transfers on a local incumbent's electoral performance. I use the randomized roll-out of a CCT program in the Philippines where a number of municipalities are tightly controlled by political dynasties. In a competitive political environment, incumbent vote share is 26 percentage-points higher in municipalities where the program was implemented in all villages than in municipalities where the program was implemented in half of them. The program had no impact in municipalities with low levels of political competition. In Chapter Two, I test for the presence of political business cycles in Philippine municipalities over the period 2003-2009, a context where according to the literature such cycles are likely to be observed. I find robust evidence for the presence of political business. This effect is only present when I use quarterly data and vanishes when I aggregate the data at the yearly-level. The difference is not merely driven by a decline in statistical power due to aggregation: point estimates for the overall effects are 7 times larger when I use quarterly data than when I use yearly data. This discrepancy can be explained by a drop in employment post-election that dilutes the yearly effects. In Chapter Three, we estimate the impacts of being connected to local politicians, either currently in office or in opposition, on occupational choice. We use a large administrative dataset collected between 2008 and 2010 on all individuals in 700 Philippine municipalities along with information on all candidates in the 2007 and 2010 municipal elections. We rely on local naming conventions to assess blood and marriage links between households. Using individuals connected to successful candidates in the 2010 elections that did not run in 2007 as a control group, we find that connections to current office-holders increase the likelihood of being employed in better paying occupations. Individuals connected to candidates that were close to being elected in 2007 are less likely to be employed in better paying occupations.

▼ Num contexto sócio económico a decisão e as escolhas políticas são uma
preocupação constante quer para os políticos intervenientes e participantes da vida
activa política, mas acima de tudo para os cidadãos eleitores, que procuram o seu
melhor bem-estar económico e social. Estes últimos, acima de tudo pretendem
quando exercem o direito ao voto, conseguir a realização dos seus objectivos
pessoais ou de grupo. Ora, por sua vez os eleitos visam satisfazer os interesses dos
eleitores mas também garantir a sua reeleição e, para tal, adoptam políticas com esse
objectivo. O interesse mútuo permite um encontro/conflito de interesses que por vez
se verifica de difícil explicação e entendimento.
O poder local usa os recursos que tem ao seu dispor, nomeadamente, as
transferências recebidas da Administração Central para a execução das suas
políticas. O processo de afectação das transferências aos municípios baseia-se em
legislação e regras que visam a imparcialidade na sua distribuição pelos diferentes
municípios, a base são o número de habitantes e as necessidades estruturais
existentes em cada região.
Da União Europeia (UE) surgem vários tipos de fundos estruturais, sendo que, para
estes é necessária a realização de uma candidatura, normalmente firmada através da
elaboração e submissão de um projecto, com regras específicas e pormenorizadas.
Como as referidas candidaturas dependem da vontade e iniciativa dos eleitos, este
estudo visa identificar se existem efeitos eleitoralistas e influências partidárias na
afectação dos fundos comunitários, bem como, se os anos no poder dos autarcas
influenciam o volume de transferências comunitárias recebidas pelo município. O
modelo oportunista dos ciclos económicos vai ser testado empiricamente.

▼ The aim of this thesis is to contribute to the empirical research that studies the interactions between economics and politics. In democratic regimes the set of economic policies adopted, is decided through elections where various interests either collide or ally in favor of different politico-economic outcomes. The importance of the economy in voter’s decision making process, is identified as a factor that can have distortive effects on incumbents’ behavior before elections as those who are opportunistically driven, have the incentive to manipulate fiscal policy to enhance voters’ well-being and improve their re-election prospects. Α number of studies shows that significant and robust results in favor of this hypothesis exist. This thesis investigates whether there are other instruments and channels, besides fiscal policy, that can be used by opportunistically motivated politicians as instruments to enhance their re-election possibilities. Moreover, we study the institutional aspects upon which the emergence of such opportunistically induced effects is conditioned. In our study we employ econometric techniques in the context of dynamic panel data analysis and the areas under investigation include the level of product market regulation and the degree by which state participates in economic activity through state owned enterprises. These two areas are subject to governments’ decisions and can generate rents for certain parts of the electorate. Additionally, we examine the presence of electoral effects on composite indices that capture broader institutional and legal aspects. Finally, we investigate the existence of politically induced effects at the level of sub-national governmental entities where greater institutional homogeneity can be found. For this, we study for electoral effects on fiscal policy and public hiring for the case of Greek municipalities. Our answers document that evidence of pre-electoral manipulation can be found in the areas under examination with our results depending upon various institutional factors including the ones already identified in the relevant political budget cycles literature and others that we first incorporate in the analysis of political-economic cycles. For the case of Greece’s local governments our evidence reveal the presence of politically induced cycles both in local finances and municipal employment.

▼ This dissertation analyzes voting behavior and presence of
political cycles in India. While such exercises have been carried out extensively in the context of developed countries and established democracies, there have been few studies on similar behavior in developing countries and new economies. The focus on India in this study may provide valuable insight into this literature in an area that has been largely ignored. Our findings suggest that
political manipulation of taxes, grants and expenditures are prevalent at both the national and sub-national levels; though they are tempered by the nature of partisanship. However, while these manipulations may be economically inefficient, they are politically very strategic as incumbents seem to focus on manipulating those items for which they can claim sole responsibility. Indian voters seem to be fiscal conservatives, as they penalize increases in most items of expenditures and generally reward reductions in taxes. Evidence of yardstick effects in taxes is also presented. We find that a higher degree of ‘clarity of responsibility’ also fosters stronger economic voting effects. Voters seem to be cognizant of the division of functional responsibility between the two levels of government (the center and the state) and they evaluate their performance independently. Also, we find results consistent with the notion that the central government is responsible for the overall health of the economy as voters seem to penalize the central incumbent for increases in inflation and reward them for steady growth while being indifferent to such outcome variables while voting for the state level incumbent. The policy implications of such findings are also briefly discussed. It is a matter of grave concern if incumbents tailored policies to provide them with the biggest
political payoff. This may lead to differences in economic development across states and the incidence of expenditure and tax changes may fall unfairly on the most vulnerable people of the society. There are also important insights on assignment of responsibility and the ‘how’ of
political interference which would aid us in building more comprehensive
political economy models that are closer to reflecting reality than purely economic models commonly used today.

▼ En época electoral tanto partidos como políticos de turno manipulan el gasto público como mecanismo de mejorar o mantener su nivel de apoyo electoral. Este trabajo prueba que la habilidad que tienen los políticos en el poder para manipular la composición del gasto público en Colombia está condicionada por algunas características contextuales como la competencia política, el tamaño del mercado electoral, y la percepción ciudadana respecto a la eficiencia de la gestión del político en el poder. A partir de evidencia para el caso colombiano, este estudio amplía la literatura sobre Ciclos Electorales Condicionales del Presupuesto(CEP) proponiendo una nueva y diferente forma de estudiar los ciclos subnacionales. Usando datos para más de 1000 municipios en Colombia entre 1988 y 2011, concluye que una competencia política más fuerte, un mercado electoral más amplio y una peor percepción de eficiencia de la gestión del político de turno por parte de los ciudadanos, lleva a mayores niveles de gasto dirigido en años electorales.

▼ The objective of this study is to analyze the political-economic cycles in the Brazilian states from 1995 to 2008. The hypothesis that was considered was that the cyclical behavior in public spending caused by politically motivated election and / or party. The theoretical framework used was developed originally in the work of Downs (1957) and Nordhaus (1975). The assumptions of the model of political opportunism and Hibbs (1977) the assumptions of the model party. In the 80s of last century, the work of Alesina (1987) and Roggof and Sibert (1988) incorporated the original models the concepts of rational expectations and asymmetric information. Was made a econometric tests to check the influence of the electoral calendar and the party ideology on the conduct of public spending. The econometric model was used panel data GMM estimator with dynamic system. The results showed that the state increase spending in election years and is set down in post-election years, showing an opportunistic behavior by governments. The results also showed the expenditures implemented by the governments of different party ideologies had different behaviors, left-wing parties promote further expansion of public spending. The completion of the work is in the process of choosing the state public expenditures are both political and partisan cycles.
O objetivo deste trabalho é analisar os ciclos político-econômicos nos estados brasileiros no período de 1995 a 2008. Foi considerada hipótese de existência de comportamento cíclico nos gastos públicos ocasionados por motivações políticas eleitoreiras e/ou partidárias. O marco teórico utilizado foi desenvolvido originariamente nos trabalhos de Downs (1957), Nordhaus (1975) e Hibbs (1977) os dois primeiros estabeleceram pressupostos do modelo de oportunismo político e o terceiro instituiu os pressupostos do modelo partidário. Na década de 80 do século passado, os trabalhos de Alesina (1987) e Roggof e Sibert (1988) incorporaram aos modelos originais os conceitos de expectativas racionais e assimetria de informação. A partir das referências teóricas foram aplicados testes econométricos para verificar a existência de influência do calendário eleitoral e da ideologia partidária sobre o comportamento dos gastos públicos. O modelo econométrico utilizado foi de dados em painel dinâmico com estimador MGM Sistema. Os resultados das estimações demonstram que os gastos públicos estaduais aumentam em anos eleitorais e se ajustam em anos pós-eleitorais, evidenciando um comportamento oportunista por parte dos governantes. Os resultados também demonstraram que os gastos executados por governos de ideologias partidárias diferentes apresentam comportamentos diferentes, partidos de esquerda promovem uma maior expansão dos gastos públicos. A conclusão do trabalho é que no processo de escolha dos gastos público estadual há simultaneamente ciclos políticos e partidários.

▼ O objetivo deste trabalho é analisar as características dos gastos públicos executados pelos chefes do poder executivo municipal e que tendem a agradar aos eleitores. Analisamos o comportamento dos gastos municipais fluminenses de 1998 a 2006, englobando, portanto as eleições municipais de 2000 e 2004, a fim de detectar comportamentos cíclicos na condução da política fiscal (orçamentária) e seus reflexos contábeis no que tange ao calendário eleitoral. Através de uma abordagem contabilometrica de dados e painel analisamos rubricas específicas do Orçamento e Balanços públicos e municipais, a fim de detectar possíveis manipulações de caráter eleitoral executadas pelos governantes. Os resultados sugerem que, para os municípios do estado do Rio de Janeiro, o calendário eleitoral exerce influência (estatisticamente) significativa sobre o comportamento dos prefeitos, mesmo descontando o efeito específico do que ocorreu em cada município (a população ou a localização geográfica, por exemplo). Estas manipulações cíclicas também aconteceram em alguns itens da despesa nos anos de 2002 e 2006, indicando uma movimentação política das prefeituras, a fim de contribuírem com seus partidos nas eleições para Governador, Presidente e Congresso Nacional.Os resultados também sugerem que os prefeitos realizam superavits financeiros nos anos anteriores às eleições para "descarregarem" este excesso noa no elelitoral, provavelmente através da abertura de créditos adicionais. No que tange à inscrição de restos a pagar, o resultado sugere uma preocupação dos prefeitos candidatos à reeleição com o ônus das dívidas contraídas (ou mesmo com as exigências da LRF), tornando fiscalmente mais conservadores. Os resultados sugerem certa manipulação eleitoreira na Dívida Ativa, visto que, o ano eleitoral (2000 e 2004) acontecem menores inscrições (ou redução por baixa, prescrição, etc.) de devedores na dívida ativa municipal. A despesa com transporte aparece como uma rubrica que mais sofre com o corte nos gastos em detrimento de outros de maior visibilidade. A coincidência partidária entre prefeito e o presidente e/ou governandor apresenta uma relação inversa, ou seja, pertencer ao mesmo partido destes significa uma redução dos gastos municipais, indicando uma espécie de "pacto de ajuste fiscal"entre estes níveis de governo. Para diversas variáveis estudadas foram encontradas evidências estatisticamente significativas para a variável LRF, indicando a importância da Lei de Responsabilidade Fiscal no comportamento dos gestores públicos.

▼ Esta dissertação teve como objetivo examinar a existência de ciclos políticos
eleitorais na América Latina no período democrático recente. Mais especificamente
examina-se a influência dos ciclos eleitorais sobre os resultados macroeconômicos
latino-americanos no período 1994-2011, que foi marcado pela globalização e pela
consolidação da democracia na região. Para tanto, esta pesquisa baseou-se em dados
secundários de dezoito países da América Latina – Argentina, Bolívia, Brasil, Chile,
Colômbia, Costa Rica, Equador, El Salvador, Guatemala, Honduras, México,
Nicarágua, Panamá, Paraguai, Peru, República Dominicana, Uruguai e Venezuela – e
teve o intuito de verificar se as teorias dos ciclos político econômicos forneceriam uma
resposta para o padrão encontrado nestes países no período analisado de 1994 a 2011.
Os resultados obtidos pela pesquisa não identificaram influência do período eleitoral
sobre as variáveis selecionadas, contrariando as expectativas teóricas do modelo
oportunista. No que diz respeito às expectativas do modelo partidário, os resultados não
foram conclusivos, sendo significantes apenas em alguns modelos econométricos e para
algumas orientações ideológicas. O padrão encontrado aponta ainda uma relevância das
variáveis de abertura econômica e variação no preço de commodities, indicando que a
globalização destas economias vem impactando em seus indicadores macroeconômicos,
apontando que a globalização e a integração dos mercados financeiros vêm favorecendo
a disciplina fiscal ao punirem estratégias oportunistas.

In this work the discussion is focused on the empirical test of the presence of opportunistic
cycles in municipal budgets of Poland and Spain. In the view of progressive decentralization
of public sector, the research is extended by the examination of fiscal autonomy effect. Panel
data analysis provides an evidence on electoral cycles in the categories of spending
considered in the literature as invisible to the electorate. In particular, local incumbents
seeking re-election signal higher competence through manipulation of spending policies
associated with social support, environmental protection, public safety and administration.
Further research indicates that electoral cycles in Spain are intensified by limited authority of
councillors determined by transfers from the central government. The main findings suggest
that distribution of fiscal power to sub-national governments may mitigate the effects of
political budget cycles.
Neste trabalho a discussão centra-se no teste empírico à presença de ciclos oportunistas nos
orçamentos municipais de Espanha e Polonia. Com base na progressiva descentralização do
sector publico, a investigação estende-se também ao tratamento dos efeitos da autonomia
fiscal. A analise de dados de painel fornece evidencias da existência de ciclos eleitorais nas
categorias de gastos públicos consideradas na literatura como invisíveis ao eleitorado. Em
particular, governos locais que procurem a reeleição apresentam uma maior evidência de
manipulação de politicas de gastos públicos associados atividades como apoio social,
proteção ambiental, segurança publica e administração. A investigação indica ainda que os
ciclos eleitorais em Espanha são intensificados em concelhos com autonomia limitada e
determinada por transferências vindas da administração central. Os principais resultados
sugerem que a transferência de poder para os governos locais pode mitigar os efeitos dos
ciclos políticos nos respetivos orçamentos.

▼ Este trabalho segue atentamente as teorias oportunistas do modelo de ciclos
político-económicos e a sua adequação às eleições para a Assembleia da Republica durante o
período 1985-2009.
Estas teorias foram testadas para as variáveis macroeconómicas, bem como ao
nível de indicadores orçamentais de despesa pública em função dos atos eleitorais
legislativos, tendo sido utilizado como base a série longa do Banco de Portugal (BdP):
“Quarterly Series for the Portuguese Economy: 1977-2011”, bem como os resultados
eleitorais disponibilizados pela Comissão Nacional de Eleições.
Não se encontraram evidências de existência de políticas oportunistas no caso da
inflação e do desemprego para a totalidade do período. Foram encontrados indícios de
oportunismo pontual em variáveis da despesa pública, nomeadamente no Consumo Público e
Transferências Internas, tendo sido dada maior relevância a atos eleitorais onde o incumbente
se apresenta a votos tendo beneficiado de uma legislatura completa no Governo.
A investigação concluiu que modelos centrados em variáveis orçamentais podem ser
usados para aprofundar o impacto dos ciclos eleitorais nas políticas públicas. Estes modelos
possuem alguma sustentação ao longo da serie apesar das restrições resultantes da
instabilidade politica portuguesa e ciclos económicos complexos durante o período em
analise.
This work follows closely the theories opportunistic model of political-economic
cycles and their suitability for election to the Assembly of the Republic during the period
1985-2009.
These theories were tested studying the behavior of macroeconomic and fiscal
indicators of public expenditure as the Legislative elections approached. The long series the
Bank of Portugal (BoP): "Quarterly Series for the Portuguese Economy: 1977-2011 " and the
election results provided by the National Elections Commission, where used as the initial
dataset.
There was no evidence of the existence of political opportunists in the case of inflation
and unemployment for the entire period. Having found no evidence of the existence of
political manipulation regarding inflation or unemployment for the entire period, we
proceeded in adapting the model of opportunistic economical-political cycles to variables of
public expenditure, particularly in quarterly annual rate of public consumption, and internal
transfers where punctual evidence of opportunism in public spending, was detected Having
focused our attention in those elections in which the Incumbent is running for office having
served a full term in Government, the investigation concluded that models based on fiscal
variables can be used to measure the impact of electoral cycles in public policy.
These models have some support along the series despite the restrictions resulting
from political instability and economic Portuguese cycles during the period under review.

This study provides a unique comparison between Polish and Spanish local governments with respect to the impact of various political factors on the size and composition of public expenditure. In particular, it aims at verifying the existence of political business cycles as well as partisan effects in the analyzed states at the subnational level. Additionally, the role of fiscal autonomy in shaping the spending decisions and its effect on the magnitude of opportunistic behavior of mayors are also investigated. For the purpose of an empirical research, panel data analysis is applied and a set of equations is estimated separately for each of the countries. Apart from examining total expenses, the level of expenditure on public goods perceived as potentially highly visible to the voters is also considered. The results confirm the hypothesis of an increased spending, both in the aggregate terms and in particular categories, during the pre-election periods. Also, in Poland and Spain higher degree of fiscal authority granted to lower tiers of public administration corresponds to a decrease in the size of public sector. Finally, an evidence of an intensified opportunistic behavior of politicians in the light of greater fiscal autonomy is found.
Este estudo apresenta uma comparação única entre os governos locais de Espanha e Polónia no que diz respeito ao impacto dos vários fatores políticos na dimensão e composição da despesa pública. Em particular, o estudo centra-se em verificar a existência de ciclos políticos bem como de efeitos partidários nos países sobre análise, a um nível local. Adicionalmente, o papel da autonomia fiscal enquanto elemento influente nas decisões sobre gastos públicos e no grau de oportunismos dos decisores políticos são também investigados. Para o propósito da analise empírica, é utilizado dados de painel e o grupo de equações é estimado de forma separada para cada um dos países. Para além de analisar a despesa total, o nível de despesa em bens públicos percebido como potencialmente elevado pelos votantes é também considerado. Os resultados confirmam a hipótese de um nível crescente de despesa publica, tanto em termos agregados como em categorias particulares, durante os períodos pré-eleitorais. Também, em Espanha e na Polónia um grau elevado de autonomia fiscal garantida para os nível baixos da administração pública corresponde a um decréscimo do tamanho do sector público. Finalmente, são encontradas evidencias de intensificação do comportamento oportunista de políticos em ambientes de maior autonomia fiscal.

housing policy and community development. Chapter 1 examines
whether a 1992 Act that forced Fannie Mae and Freddie Mac to
purchase loans from underserved populations contributed to the
subprime mortgage crisis. Chapter 2 examines whether programs that
provide housing assistance to homeless people can reduce chronic
homelessness. Finally, chapter 3 examines whether municipal
governments manipulate fiscal policy in election years.
The 1992 “GSE Act” mandated that a specified percentage of
Fannie Mae and Freddie Mac purchases come from underserved
populations. A number of prominent observers have pointed to the
GSE Act as a root cause of the recent housing crisis. Chapter 1
evaluates the link between the GSE Act and relaxed mortgage market
standards. Using loan application-level data from the Home Mortgage
Disclosure Act, I analyze whether the GSE Act’s affordable housing
goals altered mortgage lending or purchasing decisions. To identify
this effect, I use a regression discontinuity design that exploits
arbitrary cutoffs used to determine whether a loan satisfies the
GSE Act goals. I find that the GSE Act’s affordable housing goals
had little to no effect on mortgage lending or purchasing.
Additionally, using census tract-level data, I find no relationship
between the GSE Act’s affordable housing goals and increased
foreclosures, vacancies or other housing outcomes. These results
suggest that the 1992 GSE Act had a negligible effect on the recent
mortgage market crisis. Chapter 2 examines
whether programs that provide housing assistance to homeless people
can reduce chronic homelessness. I analyze data from the Department
of Housing and Urban Development for 130 communities across the
U.S. over the period 2005 to 2007. Because the amount of federal
money allocated to a community to combat homelessness may depend on
unobserved characteristics of that community, I estimate a fixed
effects model which examines the effect of new federal homeless
funding on chronic homelessness. I find that increased funding for
homeless programs can reduce chronic homelessness. A $1 per capita
increase in federal homeless funding is associated with a 1.80
person, or 2.8%, decrease in the number of chronically homeless per
100,000 population. An analysis of new funding to specific types of
homeless programs indicates that programs that provide long-term
housing and services to homeless people with disabilities drives
this relationship. These results indicate that the first-year cost
of moving one chronically homeless person into permanent supportive
housing is $55,600. Chapter 3 examines whether
municipal governments manipulate fiscal policy in election years.

▼ L'objet de la présente thèse concerne l'étude de l'impact économique de trois modalités démocratiques, à savoir (i) l'agenda électoral, (ii) l'affiliation partisane des dirigeants en place dans un cadre de multipartisme, et (iii) les changements de gouvernance constitutionnellement définis. Afin d'introduire notre étude, nous décrivons la relation qui existe entre les modalités démocratiques et la démocratie directe d'une part et la politique budgétaire d'autre part, aux Etats-Unis sur la période 1790-2014 dans l'Introduction Générale. Dans le Chapitre 2 nous étudions l'effet authentique et potentiellement néfaste des
cycles politico-budgétaires. Notre méta-analyse suggère que les dirigeants nationaux manipulent effectivement le budget dans un but de réélection mais l'ampleur du phénomène est largement exagérée par la littérature. Toutefois, le biais de publication mis en lumière s'est significativement réduit lors des 25 dernières années de recherches. Dans le Chapitre 3 nous étudions comment l'affiliation partisane des gouverneurs américains affecte le statut de pauvreté des immigrants, aux Etats-Unis, sur la période 1994-2014. Pour ce faire, nous comparons le niveau de pauvreté des immigrants dans les Etats gouvernés par les Démocrates au niveau de pauvreté des immigrants constaté dans les Etats gouvernés par les Républicains. En accord avec la littérature sur l'affiliation partisane, nous trouvons que les immigrants ont plus d'opportunités de sortir de la pauvreté sous les Démocrates que sous les Républicains. Une analyse formelle de médiation révèle que nos résultats empiriques sont médiatisés par un meilleur accès au marché du travail et possiblement de meilleures rétributions du travail, pour les immigrants. Dans le Chapitre 4 nous cherchons à vérifier l'évolution des notations souveraines lors des périodes d'inauguration des nouveaux dirigeants sur un échantillon de 18 pays d'Amérique Latine et des Caraïbes ayant des systèmes présidentiels. A partir de données de panel journalières s'étendant du 1er janvier 1994 au 31 décembre 2014, nous trouvons que les notations souveraines sont de meilleure qualité durant les périodes d'inauguration anticipées comparées aux autres périodes d'inauguration. En outre, nos résultats montrent que durant ces périodes d'inauguration anticipées, les notations sont encore meilleures lorsque le dirigeant entrant (i) est économiquement de droite, (ii) dispose d'un diplôme universitaire d'un pays de l'OCDE, (iii) a un parcours professionnel traditionnel, (iv) a une approche non populiste, et (v) dispose de marges électorales de victoire importantes. Il apparaît également un biais de genre potentiel à la faveur des nouveaux dirigeants de sexe masculin. En prenant avantage d'un modèle de durée et de régressions de Cox – modèle à risque proportionnel, nous mettons en lumière que les périodes d'inauguration des dirigeants affectent également la probabilité instantanée de dégradation des notations souveraines. ▼ In this dissertation, I examine the explanatory value
of the concept of “generations” and the role of
political
generations in foreign policy and international politics. In the
wake of the attacks on September 11, 2001, the economic recession
of 2008, the “Arab Spring,” and the “Occupy Wall Street” movement,
debates over the emergence and possible effects of new generations
have increased dramatically. Yet, despite the fact that several
scholars in the field of International Relations have either
pointed towards the potential importance of generational processes
or even used the notion of generations in their own research the
concept has not been conceptualized in a systematic manner. The
dissertation fills this gap in the literature in two steps. First,
I resolve the definitional problems surrounding the concept of
generations by arguing that a generation in its most abstract form
constitutes a temporal unit of analysis that locates individuals or
groups in the process of time. This temporal location is
constituted by the nexus of individual life stage (i.e. age) and
collective history and it fundamentally shapes the
political
worldviews of those who occupy it. Based on the concept of
generations, I develop a theory of
political generations, which I
define as cohorts in the age of youth that develop a generational
consciousness and distinct
political worldview in response to a set
of formative experiences.
Political generations become either
“radical” or “traditional,” depending on whether they perceive
their formative experiences as evidence of the failure or success
of the prevalent
political culture. Whereas radical
political
generations will strive for
political change, traditional
political
generations will reproduce the culture of their predecessors. I
argue that radical and traditional
political generations alternate
across time and thereby explain
cycles of change and stability in
foreign policy and/or international politics. In the empirical
chapters, I apply this theoretical framework to explain
cycles of
change and stability in foreign policy and at the level of the
international system. The first empirical chapter shows that
cycles
between radical and traditional
political generations explain (1)
periods of foreign policy change and stability and (2) the timing
of shifts between extrovert and introvert foreign policy moods in
the United States from roughly 1900 until 2008. In the second
empirical chapter, I argue that
political generations have become
increasingly transnational phenomena due to the spread of mass
media and changes in communications technology. Focusing on Western
civilization, the chapter shows that increasingly transnational
political generations have constituted a main causal mechanism for
the diffusion and
political evolution of liberalism over the course
of the last century and have played an important role in the
construction of the “West.”

▼ La présente thèse de doctorat propose une étude empirique des liens existant entre la sphère politique et la gestion des services publics locaux en France. Les municipalités sont confrontées à un choix lorsqu’elles doivent administrer leurs services publics : elles peuvent fournir un service en régie ou l’externaliser, et ainsi conclure des contrats avec le secteur privé. Dans un premier temps, ces arrangements conclus entre des entités publiques et privées sont analysés, et l’influence des motivations électorales des maires sur les renégociations contractuelles est révélée. Dans un second temps, les facteurs influençant les choix des maires entre gestion directe et externalisation sont étudiés. L’idéologie des maires successifs d’une ville apparaît comme un déterminant fondamental de la proportion de services publics gérés en régie. Enfin, le recours simultané à la régie et à l’externalisation pour un même service public est analysé, et il apparaît que ce choix est davantage stratégique que politique. Cette thèse de doctorat contribue à améliorer notre compréhension de la gestion des services publics locaux, et établit l’importance des facteurs politiques dans l’étude de cette dernière.
This dissertation offers an empirical investigation of the links between the political sphere and the management of local public services in France. When they administer public services, local governments can decide either to provide a service in-house,or to externalize its management, and therefore conclude contracts with private entities.First, these public-private contracts are analyzed, and the major influence of mayors’ electoral motives on contractual renegotiations is revealed. Second, the drivers of the choice between internal provision and externalization of public services are studied. The political affiliation of successive mayors is found to be a major determinant of the proportion of public services provided in-house. Finally, the decision to provide one public service using simultaneously in-house provisionand externalization is studied, and it appears that this choice is more motivated by pragmatism rather than ideology. This dissertation contributes to add knowledge to the understanding of the management of local public services, and highlights the importance of political factors in the study of the latter.

▼ Os ciclos econômicos são amplamente estudados, e segundo Schumpeter os ciclos de crescimento trazem mudanças estruturais na economia, ou seja, acarreta em mudanças na produção de bens da economia. Portanto este trabalho busca compreender através da metodologia da matriz insumo produto, calculada para a economia brasileira de 1994 à 2009, como os ciclos econômicos influenciaram a relação entre os setores da economia nacional, se houve mudanças na utilização de insumos e mudanças nos multiplicadores de emprego e renda dos setores. Assim, pode-se observar os ciclos econômicos de cada setor da economia brasileira e estudar a relação entre as atividades desses antes e depois do ciclo econômico. Foram utilizados para o cálculo das mudanças na economia pelos ciclos políticos, as matrizes nacionais criadas por Guilhoto, do ano 1995 até 2009, ou seja, passando por dois governos do presidente Fernando Henrique Cardoso e dois governos do presidente Lula. Pode-se observar que o governo Lula foi melhor nos multiplicadores calculados, principalmente renda e emprego, pois a grande maioria dos setores apresentaram variação positiva no período. Um dos setores que mais se destacaram foi o setor de agropecuária obtendo elevados números nos multiplicadores e nos índices de ligação entre os setores. O Histórico da matriz insumo produto assim como os trabalhos utilizados que utilizaram a mesma metodologia aparecem para corroborar com o objetivo do trabalho de medir as mudanças setoriais na economia brasileira ao longo do período acima mencionado.
Economic cycles are widely studied, and according to Schumpeter the cycles of growth bring structural changes in the economy, that is, it leads to changes in the production of goods of the economy. Therefore, this work seeks to understand through the methodology of the matrix input product, calculated for the Brazilian economy from 1994 to 2009, how the economic cycles influenced the relationship between the sectors of the national economy, if there were changes in the use of inputs and changes in the employment multipliers And income from sectors. Thus, one can observe the economic cycles of each sector of the Brazilian economy and study the relationship between their activities before and after the economic cycle. The national matrixes created by Guilhoto from 1995 to 2009 were used to calculate the changes in the economy through the political cycles, that is, passing through two governments of President Fernando Henrique Cardoso and two governments of President Lula. It can be observed that the Lula government was better in the calculated multipliers, mainly income and employment, since the great majority of the sectors presented positive variation in the period. One of the sectors that stood out the most was the agricultural sector obtaining high numbers in the multipliers and in the indexes of connection between the sectors. ▼ The relationship between the Angkorian Empire and its capital is important for understanding how this state was sustained. The empire’s political economy is studied by analysing data from Pre-Angkorian and Angkorian period inscriptions in aggregated form, in contrast to previous studies which relied mainly on detailed reading of the texts. The study is necessarily broad to overcome the constraints of having relatively few inscriptions which relate to a selected range of topics, and are partial in viewpoint. The success of the pre-modern Khmer state depended on: its long-established communication and trade links; mutual support of rulers and regional elites; decentralised administration through regional centres; its ability to produce or acquire a surplus of resources; and a network of temples as an ideological vehicle for state integration. The claim that there was a centrally controlled command economy or significant redistribution of resources, as for archaic, moneyless societies is difficult to justify. The mode of control varied between the core area and peripheral areas. Even though Angkor did not have money, it used a unit of account. Despite being an inland agrarian polity, the Khmer actively pursued foreign trade. There are indications of a structure, perhaps hierarchical, of linked deities and religious foundations helping to disseminate the state’s ideology. The establishment of these foundations was encouraged by gifts and privileges granted to elite supporters of the rulers. Contrary to some views, Angkor was not excessively rigid or unusually hierarchical and autocratic when compared with contemporary analogous states. Its political economy is marked by three simultaneous cycles indicative of changing power relationships: cycles of royal inscriptions; of non-royal inscriptions; and fluctuating control over peripheral territories. Its processes and strategies were sufficiently flexible for it to endure as an empire for approximately six centuries, despite internal and external disturbances.

▼ Abstract : This thesis investigates the consequences of windfall revenues in developing countries with a specific focus on the linkages with public finance and
political economy. First, I consider two different but closely related aspects of public finance which are taxation and public spending. Regarding the
political economy side, I analyze how resource windfall shocks can affect
political selection. Chapter 1 investigates the causal effect of natural resource rent windfalls on tax revenue collection effort in developing countries both with theory and data. The dependency on natural resources is an obstacle to the sustainability of government revenues especially in developing countries. This paper firstly investigates whether resource windfall shocks cause less tax effort in developing countries. Second, it explores the potential mitigating role of the progressivity of the tax system. In this regard, a dynamic framework predicts that a resource-rich country with a progressive income tax has more incentives to invest in its ability to raise tax revenues. The intuition is that the progressive tax system allows the government to collect more taxes (especially on high incomes). My empirical analysis covers a sample of 57 developing countries over the period 1981-2005. I tackle the endogeneity of natural resources rents by using an instrumental variable approach. I construct a countryspecific natural resource price index and exploit its growth rate as an instrument. The results show that an increase in resource rent windfalls of 1 leads to a reduction in domestic tax revenues by 0.25. My point estimate is remarkably close to the estimate found in a previous work based on the United States. Yet, at a level of progressivity equivalent to twice the sample average, an increase in resource rent windfalls of 1 reduces domestic tax revenues by only 0.14. These findings suggest that income tax reforms toward progressivity may help resource-rich developing countries enhance their fiscal capacity. Chapter 2 examines the effect of elections on public spending behavior in developing countries with an evaluation of the causal effects of particular fiscal institutions which are fiscal rules (“permanent constraint on fiscal policy in terms of a summary indicator of fiscal performance”). Many developing countries have adopted fiscal rules but the weak enforcement capacity of these countries may cast a doubt on the ability of these rules to improve fiscal discipline. This chapter estimates the causal effect of fiscal rules on
political budget
cycles in a sample of 67 developing countries over the period 1985-2007. We exploit the geographical pattern in the adoption of fiscal rules to isolate an exogenous source of variation in the adoption of national fiscal rules. Based on a diffusion argument, we use the number of other countries in a given subregion that have fiscal rules in place to predict the probability of having them at the country level. ▼ Why and under what conditions do governments borrow before elections? This thesis aims to shed light on this question by exploring governments' incentives that give rise to political budget cycles, i.e. fluctuations in the budget balance during election times, under different political, institutional, and economic contexts. The argument will be developed in three stages. First, the thesis will explain why politicians may choose to use debt strategically to win elections and discuss and evaluate different models that can explain political budget cycles. One model, a moral hazard type competence model is, as will be shown, particularly suited for this study. It will be extended in stages two and three. The second stage will look at the benefits and costs from public debt, with a particular emphasis on the likelihood of re-election (government popularity), party system polarisation, and sovereign risk. Sovereign risk increases the cost of borrowing and thus dampens the magnitude of political budget cycles; the effect of government popularity on strategic debt is conditional on the degree of polarisation. The third stage will take the motives to borrow as given and examine the effectiveness of debt as a strategic instrument. The less voters attribute responsibility for fiscal policy to governments, the less effective debt is as a strategic instrument. Economic volatility, regulatory density, and economic openness, this thesis argues, reduce this effectiveness and in turn the political budget cycle. Similarly, coalition government reduces responsibility associated with individual coalition partners, and thus the strategic value of public debt - yet this effect is moderated by the distribution of cabinet portfolios. The argument in this thesis is based both on formal models and on empirical, time series-cross sectional, analyses. It is arguably the most comprehensive treatment of political budget cycles and adds to an increasing literature on the contextual determinants of fiscal policy.

▼ O escopo deste trabalho foi compreender a gramÃtica polÃtica de Acarape (CearÃ) a partir do
estudo dos ciclos polÃticos, das trajetÃrias de suas principais lideranÃas e das disputas locais
pelo poder. Na ausÃncia de grupos polÃticos homogÃneos e hegemÃnicos na nova
municipalidade, que se autonomizou em fins da dÃcada de 1980, buscou-se analisar os
caminhos e mecanismos utilizados por lideranÃas polÃticas locais a fim de construir e
fortalecer seu poder de mando de modo a alcanÃar a chefia do executivo municipal. O foco foi
a forma como o mÃdico Franklin VerÃssimo (e porque ele) se inscreveu no campo polÃtico
fragilizando o poder de mando de lideranÃas que hà 20 anos conseguiram manter afastados
outros (novos) atores dos espaÃos polÃticos de concorrÃncia, conservando seus quadros
dirigentes praticamente inalterados. O recorte temporal abrangeu o intervalo entre os anos de
1988 (primeira eleiÃÃo municipal de Acarape pÃs-emancipaÃÃo) a 2016, no qual buscou-se
identificar a composiÃÃo das facÃÃes polÃticas, suas estratÃgias eleitorais e a alternÃncia no
executivo local. O percurso metodolÃgico do trabalho envolveu, alÃm de levantamento
bibliogrÃfico, a utilizaÃÃo de entrevistas, o acompanhamento de postagens de polÃticos nas
redes sociais, o exame de dados disponibilizados pelo Tribunal Regional Eleitoral (TRE-CE),
anÃlise documental e observaÃÃo de eventos pÃblicos e cenÃrios (prÃ)eleitorais em Acarape. O
primeiro capÃtulo contextualizou a luta pela emancipaÃÃo de Acarape no cenÃrio da
redemocratizaÃÃo brasileira dando Ãnfase aos personagens que protagonizaram o processo
polÃtico. Dialogando com a perspectiva de ciclos polÃticos longevos na contemporaneidade, o
segundo capÃtulo traÃou a genealogia do poder em Acarape reconstruindo as bases de recursos
eleitorais das principais lideranÃas e as estratÃgias polÃticas e simbÃlicas utilizadas para se
legitimarem (e se manterem) no poder. O Ãltimo capÃtulo abordou os operadores de entrada do
mÃdico no cenÃrio polÃtico acarapense e a inauguraÃÃo de um novo ciclo polÃtico a partir da
construÃÃo de uma nova chefia polÃtica e de uma profunda reorganizaÃÃo das facÃÃes
polÃticas. O exemplo de Acarape pode revelar tendÃncias gerais na medida em que aponta para
dependÃncia de municÃpios em relaÃÃo ao governo estadual, transfigurada no adesismo,
interferindo no esvaziamento das oposiÃÃes a nÃvel local e na produÃÃo de ciclos de domÃnio
de grupos polÃticos longevos. Espera-se contribuir para desenvolvimento de agendas de
pesquisas que contemplem a anÃlise polÃtica municipal, sobretudo, no CearÃ, de modo a
promover uma atualizaÃÃo de categorias que sÃo caras aos estudos do poder local.

▼ O presente trabalho tem como objetivo analisar o comportamento fiscal dos municípios paulistas frente a fatores de ordem política, quais sejam, o calendário eleitoral e as diferentes ideologias dos partidos políticos, entre os anos de 1989 e 2001, englobando assim três eleições municipais. Por meio do método de econometria de dados em painel, através do qual são analisados componentes específicos do orçamento público municipal, são encontradas evidências de impulsos positivos de despesa municipal nas eleições de 1992 e 1996. Por sua vez, no que diz respeito aos partidos políticos na gestão dos municípios, os resultados apresentam evidências de uma diferença mais contundente do PFL e do PTB em relação ao PT, o partido de referência.
This dissertation analyses the fiscal performance of São Paulo state municipalities, between the years of 1989 and 2001, considering the influence political factors, such as the electoral agenda and the different political parties ideologies. The period includes three municipal elections. Based on panel data econometric methods, specific components of the public municipal budget were analyzed. Evidences of positive impulses in municipal expenditures were found in the election years of 1992 and 1996 and, for the political parties, it is found evidences of significant differences of the parties PFL and PTB relative to PT, the reference party, in the management of municipal budget.
