▼ The City of Seattle faces the threat of a major earthquake in the near future. Unreinforced masonry buildings, or URMS, are visually appealing, represent the City’s rich history, and often provide low cost commercial spaces in some of Seattle’s most dynamic neighborhoods, such as Pioneer Square, Chinatown International District, and Columbia City. While pre-1940s brick buildings are intrinsically tied to each area’s sense of place, culture, and history, they also act as a public safety hazard in the event of an earthquake. The purpose of this study is to examine how Columbia City and Hillman City building owners perceive the proposed retrofit mandate and proposed financing options presented by the URM Committee in the 2017 document, Recommendations from the Unreinforced Masonry Committee to the City of Seattle. The research shows that the City of Seattle proposed retrofit is cost-prohibitive to building owners in the Columbia City and Hillman City commercial cores. The proposed mandate may cause increased gentrification and displacement of small property and business owners. Public and private sectors will have to work together to find creative financing solutions to resolve the issue.

▼ As housing costs across Seattle steadily rise, both homeowners and renters consider moving outside of the city in search of cheaper housing, often sacrificing convenient access to transit, jobs and amenities. This study utilizes an informal group of homeowners in Seattle’s Central District called “Keep Your Habitat” to understand gentrification-induced displacement pressures and propose options for residents to resist displacement. This study employs a mixed methods approach, combining quantitative analysis of neighborhood demographics and housing market trends with qualitative interviews with neighborhood stakeholders to understand displacement pressures and resistance in the Central District. Finally, this research proposes several options to prevent displacement of vulnerable homeowners in the Central District, including property tax relief, more equitably distributing growth and supports for homeowners seeking to lease space within their home. Keeping residents in neighborhoods that they have called home for decades with good access to amenities and transit is a critical
planning goal that strives to prevent displacement and re-segregation as more affluent household move back to inner city neighborhoods.

▼ The latter half of the twentieth century has seen a dramatic change in the way modern Australian suburbs develop. In as little as 40 years, the Australian home has transformed from modest cottages to conspicuous palatial rendered houses often referred to as McMansions. The impact of this shift has resulted in a reconfiguration of the suburban landscape, as open spaces on blocks of land are no longer synonymous with the traditional backyard, but are reduced to residual ribbons of green circumscribing the perimeter fence.
This shift has occurred in a period of increasing awareness of the environmental challenges created by resource depletion, climate change and rapid urbanisation. Yet as architecture, planning and design professions embrace and promote sustainable development practices the built outcomes are suburban homes that are larger than ever with fewer people per household than in any other point in Australia's history.
The major consequence of this shift is twofold. Firstly, the goals of planning and development professions to achieve a more sustainable urban form appear to be in contrast to the design and development of detached dwellings in suburbs. Secondly, as a result of this shift, the socio-cultural view of the home and the suburb has also changed. This thesis asks what these spatial changes reveal about our attitudes towards the suburb, the home and living in a world that is at odds with the environmental challenges we face. It explores how the suburb has altered as a socio-cultural space in the early twenty-first century.
Recovering suburbia reflects on planning and architecture's role in reframing the suburb from what Boyd referred to as the mundane aspects of creature comforts and irritatingly austere approach to architecture' (Boyd, 1963, p.192), to todays pervasive view of new conspicuous forms manifested through a real estate lens.
This thesis examines the recovery of a suburb, after bushfires in 2003, through a landscape lens. It presents the landscape as a conceptual framing tool to explore how society negotiates the appropriation of space and formation of community in a suburban context. It seeks to understand how this case study dramatises some of the changes occurring in western suburban cities undergoing suburban renewal and uncovers contemporary understandings of land, landscape, property and home. In turn it proposes that landscape's role in framing the twenty-first century suburban city has diminished in our pursuit of a sustainable urban form.

▼ Previous policy studies have demonstrated that affordable housing residents who live in neighborhoods with racial and economic integration, community investment, and access to amenities are more likely to experience improved well-being. The Moving To Opportunity (MTO), Gautreaux, and Low-Income Housing Tax Credit (LIHTC) programs have best practices to increase neighborhood opportunity at affordable housing sites. This thesis analyzes primary policy documents to compare national best practices with those presented by an advocacy report and a Housing Element for Long Beach, California. The potential outcomes of applying such best practices in Long Beach are compared using GIS. The study finds policies conflict and converge in both guidelines and spatial outcomes. Finally, modifiable area unit problems may affect demographic-based guidelines. More research on amenities quality and neighborhood integration is needed.

▼ By the year 2050, about three quarters of the world’s population will live in cities. Most cities are developed by state or federal governments; however, some cities are developed for the purpose of private interests that plan the city. While the concept of private companies planning and sometimes even owning cities is not a new development, there seems to currently be a rise in this trend, with communication corporations such as IBM, Google, Intel, and Cisco now taking advantage of this growing market. Known as “smart” or “wired” cities, this new privatized way of planning communities allows major communication corporations to play an important role in shaping the future of our communities. Google, IBM, and Intel are all playing a role in planning the future of Portland, Oregon. By analyzing documents such as planning ordinances, financial reports, and government transcripts, as well as conducting interviews with city planners and corporate employees, this study found that many of the “smart” city efforts being undertaken by these communication corporations are intimately tied to their efforts to bring the Internet of Things (IoT) to fruition. Ultimately, the main goal of these efforts is to utilize urban communication technologies (UCTs) to gather data about community members by tracking their activities. In this emerging personal data economy, identities are the main commodity being fetishized.

▼ Forests are essential to the livelihoods of billions of people worldwide. In addition to furnishing valuable resources for both subsistence and commercial uses, they provide critical environmental services, including soil conservation, water supply, recreational opportunities, biodiversity preservation, and carbon sequestration and storage. A new market-based paradigm for forest conservation based on payments for ecosystem services (PES) has emerged alongside state-led and community-based models. Various PES schemes have been introduced in order to harness the potential of regional and global markets to provide financial incentives to communities, private landowners and governments to protect and plant forests. This doctoral dissertation examines the impacts of two international market-based responses to the pressing global environmental problems of deforestation and climate change—sustainable forest management certification and forest carbon trading (REDD+)—on the governance and wellbeing of the forests and communities that rely on them. Are these market-based conservation schemes compatible with local forest management priorities and needs? Do they exacerbate or alleviate existing governance issues and inequities? Do they promote inclusive and deliberative policymaking processes? In other words, can they fit into national and local contexts in ways that reinforce effective decentralized forest governance, especially the autonomy, rights, and livelihoods of forest communities? Focusing on Nepal, a country with a strong tradition of community-based forest management, this research probes these questions using two complementary empirical cases: (1) a study of SFM certification and REDD+ projects in Dolakha District; and (2) an assessment of national policymaking processes for REDD+. This facilitates an assessment of the implications of these globalized PES schemes for the future of decentralized forest governance in Nepal and other countries with community forestry initiatives.

This thesis also asks whether Millennials in Los Angeles will be able to afford homes and how the cultural narrative of the American Dream affects preferences. In order to answer these questions, twenty in person interviews are conducted with residents of Los Angeles in which they are asked about their values and preferences regarding housing, and the economic factors they are currently facing. This thesis finds that participants are struggling to navigate through economic factors such as student loans, a changing labor market, urbanization, high cost of living, stagnating wages, and high housing prices. This thesis finds that participants are experiencing low self-efficacy when it comes to finances, which seems to be a proportional reaction to the current economic climate. This thesis also finds that most participants want to own homes, however, in reality very few will be able to afford to buy homes in Los Angeles and will have to rent indefinitely. Lastly, this thesis finds that participants are rejecting the old American dream and that their preferences and values are different from baby boomers', however the housing market has not yet evolved to meet the demand of those changing preferences.

▼ Promotion and practice of multilingualism is of infinite need in a country with such history as South Africa. The need to promote, preserve and maintain languages grows each and every day due to the possibility of languages fading away until they become non-existent. The best system to maintain, preserve and promote all languages existing in a country is to utilize them in a multilingual sense. This is what each mission statement of the three major universities in the Western Cape Province promise; they claim to contribute to multilingualism by encouraging the use of and development isiXhosa, English and Afrikaans as languages of learning and teaching at the institutions. This study set out to investigate the practice of multilingualism in the three universities of the Western Cape considering the quantity and quality (of isiXhosa translation) in the linguistic landscapes. The findings show uneven promotion of the three official languages in all three universities in both the number of signage found and the quality of the translation, and sometimes incomplete translation of isiXhosa signage. At the University of the Western Cape and the University of Cape Town, English proved to be the most favoured language in comparison to Afrikaans and isiXhosa. This tradition of favouring languages was the same at Stellenbosch University, only the language of prestige was different; Afrikaans. Thus among other things the study recommends that
policy makers within the three universities should ensure that linguistic landscapes do not just display all three languages, they should make sure that the languages are distributed evenly. Most significant, all the target text should be translated properly. In essence, the universities should employ trained language practitioners for all language related matters.

▼ Performance measures play an important role in transportation
planning, project prioritization and decision-making. Metropolitan
Planning Organizations (MPOs) have been tasked by the Moving Ahead for Progress in the 21st Century (MAP-21) federal transportation legislation to develop short- and long-term transportation plans that include performance measures. Measures required by legislation are standard, uniform indicators for specific projects and entire metropolitan regions, and lead to MPOs implementing performance analysis serving as evidence of the productive use of taxpayer dollars and providing public accountability. Agencies are in the process of responding to federal rulemaking in implementing and incorporating the required safety, infrastructure, congestion, system reliability, freight, and environmental performance measures. This dissertation research includes a nationwide survey and four urban transportation
planning case studies. A survey response of 183 (45%) of the 405 MPOs across the country reveals when agencies began collecting federally mandated performance measures as well as additional non-mandated measures, how performance measures link to regional and state goals and priorities, what factors currently may impede agencies from adopting performance-based
planning practices, and where agencies appear to be looking for examples, best practices, and data sharing. Only 12 out of the 183 responding agencies reported using all of the federally required measures. Larger MPOs are generally adopting more measures and introducing them earlier, and agencies located in the Northeast and Western states (where many of the larger regions are located) are generally ahead of regions in the South in implementing performance-based
planning. Medium-sized MPOs show no discernible trend in responding to the federal requirements and have not adopted as many additional non-federally mandated performance measures as larger MPOs. Many agencies reported a lack of resources – both monetary and in personnel – contributing to their inability to quickly and efficiently adopt new data-driven practices. Four case studies provide examples of best practices. Case studies reveal the varying levels of coordination between MPOs and state DOTs. Agencies demonstrating best practices in incorporating performance-based
planning into their long-range plans in recent years are only now including the methods in short-term Transportation Improvement Programs (TIPs). The survey results and case studies provide the most comprehensive data and research to date of MPO response to the MAP-21 performance measure mandates indicating state of the practice across the country and present best practice models.

one of the United States' fastest growth rates for nearly a
century. Supported by a mild climate and cheap, available land, the
magnitude of regional land development contrasts with heady
concerns over energy use, environmental sensitivity, and land
fragmentation. This dissertation uses four empirical research
studies to investigate the historic, geographic microfoundations of
the region's oft-maligned urban morphology and the drivers of land
development behind it. First, urban land use patterns are linked to
historical development processes by adapting a variety of spatial
measures commonly used in land cover studies. The timing of
development - particularly the global financial crisis of the late
2000s, and the impact of varying market forces is examined using
econometric analyses of land development drivers. This pluralistic
approach emphasizes the importance of local geographic knowledge
and history to empirical study of urban social science while
stressing the importance of temporal effects. Evidence is found
that while recent asset market changes impact local land
development outcomes, preferences for place may be changing too.
Even still, present-day neighborhoods are heavily conditioned by
the market and institutional conditions of the historical period
during which they developed, while the hegemony of low-cost housing
on the urban fringe remains.

▼ The goal of this research is to understand the role, influence, and attitudes of downtown Atlanta business elites on downtown redevelopment policies. The downtown business elites has dominated the local politics of Atlanta for decades in order to achieve their redevelopment objectives. This research investigates the behavior of Atlanta business elites on downtown redevelopment policies from 1950s to 2000s in light of the 1996 Summer Olympic Games experience. This research explored the interplay between Atlanta's downtown business elites and the city elected officials as well as other interested parties in order to analyze the power and involvement of elites on the urban
policy-making process. This study is grounded in urban regime theory to analyze how the business elites of downtown Atlanta attempted to transform Atlanta from a regional-national hub into an international city using the city's hosting of the Olympic Games as a convenient vehicle to implement their vision. First, the author lays out the picture in 1950s by introducing the regime actors in Atlanta and by explaining how the regime was shaped and has evolved over decades. Next, the author investigates how the business elites used the Olympics as a convenient vehicle to implement their own vision for downtown redevelopment. Finally, the author discusses the short- and long-term impacts of the Olympics on downtown Atlanta redevelopment. By establishing a connection between the Olympic bidding idea, Olympic legacy, and the changing role of downtown Atlanta business elites in urban
policy-making process, this study contributes to the body of literature in urban politics by linking the regime theory and mega-event literature to expand the understanding of Atlanta's local political power structure and the city's
policy dynamics in light of the 1996 Olympic experience. The results indicate that the regime in Atlanta has changed since its creation because of several internal and external factors, including the relative decline of downtown Atlanta, growing and attractive competitive suburbs, and changing demographics. Local growth advocates have promoted Atlanta first as a regional, then a national, and finally an international city. The Olympic bid was a logical result of the existing regime in Atlanta seeks to transform the city into a world-stage player. Downtown Atlanta business elites sought to use the Olympics as a convenient strategy to create an international city image, reverse the declining trend of office and retail businesses in downtown, and to increase the primacy of downtown Atlanta over growing suburbs in the region. The elites seized the opportunity presented by a potential Olympic hosting in Atlanta to make promises and implement a vision that revitalizes certain downtown areas. ▼ In this dissertation I explore the relationship of mobile cloud computing with transportation planning and travel behavior through two related research questions. My first research question asks: how has planning practice, in relation to technological change, sought to mediate individual work location practices in the United States? I address this question through historical analyses and literature review, showing how work location has been an interest of planning practice in the United States since its inception, by way of zoning, land use transport modeling, and telework. I frame the history of “telecommuting” advocacy in the United States as a case of strategic niche management, which supported a limited reconfiguration of work location practices. Finally I consider the representation of telework through three phases of computing infrastructure: centralized computing, personal computing, and mobile cloud computing. My second research question asks: how does the adoption of mobile cloud computing affect work location decision making and travel outcomes among workers in a multimodal metropolitan regional context? I address this question with primary and secondary empirical data, including an analysis of American Time Use Survey data, and an original survey and set of interviews conducted in the New York Metropolitan area. Findings at the national level show that teleworking from home is growing in the United States since 2003 and is associated with reduced overall travel time and reduced likelihood of participation in peak hour travel. Primary interview research shows how computing infrastructure is part of the context of telework decision-making, and that under mobile cloud computing, workers use platforms for team collaboration, formal policies give way to informal flexibility, and workers choose location based on tasks at hand. Primary survey research shows that the use of mobile cloud computing platforms is associated with reasons for telework that represent greater personal autonomy. In the conclusion of this dissertation I point to a practical application of findings for informing incentive-based approaches to managing travel demand, and argue that computing infrastructure is an increasingly fundamental part of the scientific and technical knowledge that planners must relate to the public domain, creating both challenges and opportunities for the discipline.

▼ The governance of urban transport involves a complex amalgam of intergovernmental actors, revenue sources and normative justifications. In recent decades, there has been a clear shift toward decentralized approaches to urban transport investment. This devolution of responsibility supports the development and deployment of new governance strategies that rely heavily on sub-regional implementation strategies and that justify urban transport in terms of economic development, not mobility impacts. This dissertation provides a grounded view of the devolution of urban transport planning through an in-depth case study of the implementation of a modern streetcar investment in Kansas City, Missouri. Using a combination of institutional analysis and phronesis, it illuminates the antecedents of local governance strategies, like value capture and non-profit governance, and shows how local conditions and history are shaping transport policy in unanticipated ways. While new governance strategies support enhanced investment, they also shape who benefits from new investments. In the Kansas City case, policies in the streetcar’s proximity emphasized the importance of lifestyle diversity and nurturing the development of an emerging arts community but eschewed notions of race and income diversity in ways that reflect and exacerbate the city’s dismal history of segregation. Devolution is facilitating new governance arrangements that reflect local conditions but, as this case shows, these new strategies may also be setting urban transport on a troubling institutional trajectory that – without intervention – will only lead us away from equitable and inclusive cities.

▼ Since the beginning of economic reform in 1978, China has entered a rapidly growing period where technology innovation has become the new boosting engine of promoting economic development. With the burgeoning of emerging industries in China, the demand for innovation talents is rising greatly. Due to the great gap between Chinese mega cities and other cities in the field of innovation activities, people who possess these tech and innovative skills tend to concentrate in several mega cities, which intensifies housing affordable issue in these areas. And in return, housing affordability become an obstacle for innovation development. In order to improve the living conditions of talents and optimize the environment for innovation activities, local governments have formulated a variety of talent housing policies.
As an important part of mitigating the housing burden for certain group of people, the purpose of this study is to explore if talent housing policy can affect regional innovation development and what are the impacts. This study incorporated a mixed-methodology research design to first, analyze the development and current situation of talent housing policies, and secondly explore how talent housing policy impact regional innovation activities by running several regression models using quantitative statistics. Finally, policy suggestions have been proposed based on above analysis. The research result illustrates that talent housing policy affects regional innovation development positively and this relationship can inform policy makers, urban planners, and public officials on better implementing housing policy to attract talented people.

▼ In November of 2012 the citizens of Washington State voted to legalize the cultivation, processing, sale, and use of recreational marijuana. As legalization unfolds, the experiences of local governments will inform the development and implementation of effective land use regulatory mechanisms. The study population for this research was all 23 jurisdictions within the five most populated counties that had adopted interim or permanent recreational marijuana land use ordinances. Content analysis methodology was used to explore how counties and municipalities were addressing legalization. Local land use ordinances were evaluated using six indicator categories derived from the literature on other controversial land uses: Fact Base, Goals, Definitions, Locational Control Policies, Operational Control Policies, and Other. With no past experience and facing an uncertain legal environment, wide differences existed in how these local governments have approached recreational marijuana legalization. By documenting their pioneering work, this research will assist future planners and
policy makers to develop effective mechanisms for regulating the emerging legal recreational marijuana economy in their communities.

▼ In the last twenty years, anchor institutions such as universities and academic medical centers have been addressing societal problems in building a more democratic, just, and equitable society (Taylor, 2013). Anchor institutions are those nonprofit or corporate entities that, by reason of mission, invested capital, or relationships to customers or employees, are geographically tied to a certain location (Porter, 2002; Taylor, 2013). This study sought to understand what organizational capacity is needed by urban universities in order to undertake large-scale neighborhood revitalization efforts. This study used qualitative research methods to examine the University of Chicago’s Washington Park Incubator project, established in 2011, and Johns Hopkins University’s East Baltimore Development Initiative, established in 2001. Through 22 interviews with executive and senior university officials, leaders of community-based organizations and neighborhood residents, this study sought to answer two research questions: What strategies do anchor institutions use to seed, support and sustain their anchor initiatives? What are the barriers or complexities to forming sustainable agreements and cohesion around partnership collaboration? This study found that IHE anchors use three critical strategies to sustain their work: the role and actions of a university’s president, the role of the board of trustees, and the use of community boundary spanners as leaders of partnerships. A major barrier to sustainability and a primary challenge to achieving cohesive partnership agreements with partners is historical mistrust. The findings were situated within a university real estate investment model (Austrian & Norton, 2005), an engaged institutions leadership model (Sandmann & Plater, 2009), and a framework for community boundary spanners (Weerts & Sandmann, 2010) to explain how these models impact the sustainability of IHE anchor initiatives. Conclusions drawn from this study will equip urban college and university executive and senior leaders and operational administrators as well as community leaders with insight into how to sustain anchor institution partnerships.

policy case study of Bolivia's Zero Malnutrition Program addresses gaps in understandings of the promises and pitfalls of rational and adaptive forms of public problem solving in low-income countries. I argue that pleas to shift social change processes toward more responsive strategies must first understand why rational management strategies continue to dominate. Alternatively, we need to identify concrete adaptive strategies
policy actors can, and actually do implement in practice. I consider these questions in Bolivia from the perspective of national planners who design policies, mid-level supervisors who manage programs, and frontline staff charged with program delivery. Using a grounded theory approach, methods included participate observation, document review, secondary data analysis, semi-structured interviews, "scuttlebutt informants", "itinerant actors" and action research. My findings suggest that rational
planning behavior may often be a reaction to complex social change processes - coping mechanisms - instead of an approach
policy designers intentionally plan or impose on implementers. Alternatively, where practitioners approach the task with a more "adaptive" mindset, I argue that considerable guidance, commitment and, paradoxically, strategy, are necessary. My dissertation begins to add specificity to what we can tell practitioners who desire to apply adaptive strategies and what planners can do to structure
policy designs differently. Findings also offer lessons for theory related to
policy planning and implementation. Ultimately, I advance the idea of "developmental administration" for crafting the necessary support systems, capacity-building approaches, and deliberative mechanisms that can intentionally build the ability to facilitate, build learning and continuously reinforce adaptive responses.

subject of increasing academic attention, particularly in the areas of mode choice, benefit analyses, and discussions of policies/treatments, much less attention has been devoted to actually studying how communities have made decisions about whether and what they’ll implement in regards to bicycle infrastructure. “
Policy entrepreneurs” are theorized as actors centrally responsible for either creating an opportunity or capitalizing on an opportunity to pair a public problem with a
policy solution. A survey instrument solicited directly the participation of the 200 most populous municipalities within the United States. Using a variety of analytical tools (and merged data sources) as well as a novel matching methodology for the selection of case studies, it was possible to identify interesting and broadly informative relationships, which were explored further via the case study comparison. 20 case interviews were conducted across 6 case study cities as a complement to the survey project. Individual
policy entrepreneurs and their role or qualities were not significant quantitatively or qualitatively, despite being regularly present. However, having a network of supportive actors (including strong champions/
policy entrepreneurs) played a critical role in making projects happen and at larger scales. Advocates and planners may be more successful by being attuned to these networks and political contexts and taking advantage of open “windows” of engagement. Alternatively, these windows can be opened ‘manually’ through grant applications, developing relationships, hosting trainings or speakers, and more. Lastly, city population was also associated with implementation, suggesting underlying factors to be explored in the future.

▼ This thesis discusses the governmental institutional dynamics that structure the formulation and coordination of spatial policy within the federal Canadian intergovernmental system and presents methods to improve it. The research utilises the three traditions of new institutionalism - historical, rational choice and sociological - to develop a crosscutting assessment of intergovernmental spatial policy coordination. An embedded case study approach is then used to discuss intergovernmental spatial policy coordination between the governments of Canada, British Columbia, Alberta and Saskatchewan. Research findings highlight the uniqueness of the institutional environments that exist within each government, and to a lesser extent each department, which structure policymakers’ understandings of intergovernmental spatial policy coordination. Policymakers demonstrate a distinct awareness of spatial issues, but they are often constrained in their ability formally to articulate this in the development of public policy, particularly in relation to intergovernmental interactions. The decentralised federal nature of Canada is shown to be a highly influential reason for this, with issues of history, equity, politics and strong regional government cultures playing important roles in impeding intergovernmental spatial policy coordination. The thesis explores these constraints, discussing how both formal and informal institutional structures interact to discourage the use of spatial policy, and discusses the ways in which intergovernmental spatial policy coordination could be enhanced in the specific context of Canada. The institutional framework developed in this research is shown to be a useful method for conceptualising the competing federal principles of unity and diversity in the study of intergovernmental spatial policy coordination. Ultimately this thesis argues that while intergovernmental spatial policy coordination is poorly developed in Canada, policymaker awareness of spatial issues influences the decision-making processes employed to develop and coordinate public policy.

▼ In recent decades, many Metropolitan Planning Organizations (MPOs) – federally mandated transportation planning agencies in urban areas with populations of 50,000 or more – have become active sustainability planners, integrating their regional transportation plans with land use strategies, and addressing wider impacts upon the regional economy, social equity, and natural environment. MPOs have taken up this stance to address mandated responsibilities that have widened over time, such as for addressing air quality problems and incorporating public and stakeholder input, and as a re-interpretation of their main traditional responsibility, namely to manage transport mobility within regions. Facing a tightening vise of environmental and fiscal constraints, these MPOs have focused on improving accessibility, rather than mobility, through coordinated transport-land use strategies to improve “location efficiency,” for example, through promoting infill, mixed-use development located near transit stations. Because this approach requires closer coordination of land use and transportation planning than traditionally pursued, these MPOs have become more activist agencies in working with local governments and their land use policymaking authority. Their work provides a basis for slow but steady advancement of a new sustainability paradigm for transport policy.MPOs, however, face a severe disjuncture between the forces compelling them to advance sustainability goals, on the one hand, and institutional barriers that severely inhibit their ability to accomplish them, on the other. Long-standing governing arrangements in the US federal system sever authority over the elements of growth management that many MPOs now seek to integrate more fully. Constituted mainly as voluntary associations of local governments, MPOs lack independent authority; they control few resources autonomously, and provide instead a coordinating role for long-range transportation investment planning.In spite of the obstacles, some MPOs are experimenting with institutional innovations to integrate transportation and land use planning more effectively, providing a major contribution to sustainability policymaking, which depends on developing new and effective modes of governance for public goods management across all sectors of the economy, including for transportation and land use. Thus, MPOs are at the center of both opportunities and obstacles for advancing sustainable planning practices in the US. This dissertation evaluates how conflicting dynamics of path dependent institutional arrangements for growth management affect sustainability planning by MPOs. It provides a historical institutionalist account of the evolving role and planning strategies of MPOs since their inception in the 1970s, considering why and how some MPOs have begun to address sustainability concerns, and the opportunities and obstacles they face. ▼ Since the nation’s first Five-Year Plan in 1951, the Government of India has focused attention on increasing the country’s housing supply, particularly for low-income households. The nature of housing policy has shifted over the years, however, with the most recent period focused on developing a private housing market through governmental support of mortgage finance institutions and the establishment of a housing finance regulator. Despite these efforts, recent estimates place India’s housing deficit at close to 19 million units with tens of millions of the nation’s population living in slums. There has been limited research that has traced the evolution of India’s housing policy since 1951, precluding our ability to understand the persistence of unmet housing demand and the proliferation of slums.This dissertation fills this gap by examining how low-income housing policy is shaped in India at three scales: 1) the global, 2) the national, and 3) the local or household scale. It argues that this multi-scalar approach to examining housing policy is necessary in order understand the factors that shape specific policy regimes. In India, international flows of capital collide with nationalistic goals of “slum-free” cities to produce specific policy actions, which again are shaped by the particulars of households’ decisions about where they choose to live and why. The dissertation is organized as follows. Chapter 1 introduces the low-income housing challenge in India, describes the three housing policy paradigms that dominate global housing policy discourse and praxis, and provides a review of how housing is funded in India. Chapter 2 approaches low-income housing policy at the global scale, applying theories of policy diffusion to make the case that low-income housing policy in India is shaped by funding flows and knowledge-sharing from international actors. This chapter traces shelter lending from the World Bank Group, the single largest outside provider of development capital for housing to India, and examines the degree and type of influence the Bank has had on India’s approach to low-income housing. This analysis reveals that India is most susceptible to policy shifts that reflect the World Bank’s own policy objectives when it is most in need of outside funding. When India’s financial position is strong, housing projects are seen as attractive investments by the World Bank Group’s private sector arm and serve to provide momentum for India’s own housing policy objectives. Chapter 3 is situated at the national scale and examines the role of policy frames in India’s public discourse on low-income housing in shaping the specific policies of different planning eras. The analysis applies a mixed-methods approach to reading the housing-related chapters in each of India’s twelve Five-Year Plans. ▼ The general goal of this research is to address the question, what makes consensus
work in resource management decision-making? Its purpose is to identify success factors
for employing the consensus decision-making model specifically in land use
planning; to
examine the models incepted by the government of British Columbia during the period
1992-1995; and to investigate the application and effectiveness of the models as actually
employed in integrated resource
planning in British Columbia. The specific objective is to
develop a general diagnostic framework for evaluation, based on indicators and success
factors derived from a review of pertinent literature; from interviews with stakeholder
participants in these processes; through review of government documentation, and through
interviews with government officials who design and manage those processes.
Four general success factors for public involvement were derived from the
literature: Integrity; Explicit Objectives; Early Stakeholder Identification; and Strategic
Communication. These are then examined in this research in the context of consensus.
Government documentation provides a historical background of the development of
integrated resource management in the province. It is shown that British Columbia’s
resource-based economy is cyclic and it is postulated that environmental policies and
proactive
planning tend to swing with economic cycles. Increasing environmental conflict
in the 1990’s led the governments of the day to embrace innovative
planning methods,
including provisions for public involvement at the degree of shared decision-making, or
consensus processes with affected stakeholders. Consensus was employed at the regional
level with the establishment of the Commission on Resources and Environment (CORE) in
1992, and even earlier at the sub-regional scale with Land and Resource Management
Planning; and at the community level with Local Resource Use Plans, administered by the
Ministry of Forests. No provision for evaluating these processes was outlined; existing
evaluations consisted of summative reports prepared by process managers or facilitators.
Interviews with
policy and senior managers of government contributed another
success factor to be tested, that of Management Style. Additional success factors were
compiled through a pilot study, government reports, and previous evaluations, such as the
CORE Vancouver Island survey. In-depth interviews were conducted with 50 managers
and participants of consensus processes at all three levels, in eight
planning regions of the
province. As interviews of participants proceeded, any new factors which emerged were
also added to the list below.

▼ This thesis discusses the governmental
institutional dynamics that structure the formulation and
coordination of spatial
policy within the federal Canadian
intergovernmental system and presents methods to improve it. The
research utilises the three traditions of new institutionalism -
historical, rational choice and sociological - to develop a
crosscutting assessment of intergovernmental spatial
policy
coordination. An embedded case study approach is then used to
discuss intergovernmental spatial
policy coordination between the
governments of Canada, British Columbia, Alberta and
Saskatchewan.Research findings highlight the uniqueness of the
institutional environments that exist within each government, and
to a lesser extent each department, which structure policymakers’
understandings of intergovernmental spatial
policy coordination.
Policymakers demonstrate a distinct awareness of spatial issues,
but they are often constrained in their ability formally to
articulate this in the development of public
policy, particularly
in relation to intergovernmental interactions. The decentralised
federal nature of Canada is shown to be a highly influential reason
for this, with issues of history, equity, politics and strong
regional government cultures playing important roles in impeding
intergovernmental spatial
policy coordination.The thesis explores
these constraints, discussing how both formal and informal
institutional structures interact to discourage the use of spatial
policy, and discusses the ways in which intergovernmental spatial
policy coordination could be enhanced in the specific context of
Canada. The institutional framework developed in this research is
shown to be a useful method for conceptualising the competing
federal principles of unity and diversity in the study of
intergovernmental spatial
policy coordination. Ultimately this
thesis argues that while intergovernmental spatial
policy
coordination is poorly developed in Canada, policymaker awareness
of spatial issues influences the decision-making processes employed
to develop and coordinate public
policy.

▼ In Libya, rural-urban migration and rapid population growth were intensified by the discovery of oil and brought the polarization by the big cities. This polarization has become a major issue of problems within the urban spatial planning, particularly in the case of Tripoli and Benghazi. In order to resolve these, the Libyan government had since attempted various efforts to alleviate these urban pressures through both indirect national policies and explicit spatial development strategies. The aim of the study is therefore to produce a critical evaluation of Libyan spatial policies by the government between 1970s and 2006 and to offer insights into how Libya could benefit from a balanced urban system. Both secondary and primary data were explored.
This research has identified some merits of a number of spatial policies by the government as well as some major issues and weaknesses of these polices. Although government policies did have some effects in reducing the polarization by the two large cities, the issue of over dominance and the consequent urban problems still largely remained the same.

▼ This paper utilizes survey data to compare several non-survey methods of modeling the economic impacts of biofuels plants. It examines differences in the input coefficients derived from the survey versus the trade coefficients generated through the non-survey methods. It finds that of the three non-survey methods examined, the Swenson (2006) scenario input coefficients most closely represent those found in the survey based on the performance of the non-survey scenario input coefficients in a variety of statistical tests. Further, it examines the economic impacts (multipliers) generated by these scenarios compared to those generated from the survey. Based upon statistical tests of the multipliers, the Swenson scenario’s estimated impacts most closely represent the impacts derived from the survey.

▼ The research investigated the differential effect of language of teaching and learning (LoLT) on learner performance in relation to learners' first language (L1) (isiXhosa) compared to their second language (L2) (English) by researching a sample of comparable primary schools that followed one of two LoLT models; either: • An early-exit transitional LoLT model, which employed isiXhosa as LoLT until Grade 4, where a transition to English LoLT occurred; or • A straight-for-English LoLT model, which made use of English as LoLT from Grade 1 and throughout all grades. The research was conducted in two parts, A and B. Part A indicated which LoLT model was associated with higher learner performance, and Part B determined the extent to which Part A's findings reflected LoLT model implementation, as well as the ways in which this implementation affected performance. Part A quantitatively compared the performance of 14 714 (average dataset size) learners in 2012 and 2015 Western Cape Education Department (WCED) Systemic Testing of Language and Mathematics from 135 (average dataset size) National Quintile (NQ) 1–3 schools which followed different LoLT models cross-sectionally and longitudinally. Comparisons drawn by the research were tested for statistical significance. Part A found that: • Grade 3 learners in L1 LoLT contexts performed better than Grade 3 learners in L2 LoLT contexts. • The performance of learners in the early-exit transitional model of LoLT declined after the point of transition to L2. • Learners who had had more years of exposure to L2 LoLT performed better in Grade 6 when taught and assessed in the language than learners who had had fewer years' exposure to the language as LoLT. Part B qualitatively studied a sample of 5 schools from Part A identified from each of the LoLT models, visiting them to investigate how LoLT model implementation affected learner performance. 11 teachers were surveyed using comparative rating scale response item questionnaires and 14 teachers as well as members of school management were interviewed using structured interview schedules. Part B found that: • Particularly where English was LoLT, the greatest challenge was teachers' and learners' inability to use the LoLT in order to teach and learn. • Teachers and learners typically employed mixed-language-use practices to communicate during lessons that deviated from the LoLT, constituting LoLT non-implementation to the extent that LoLT descriptors were inaccurate. • Schools designated as following a straight-for-English model were unintentionally implementing a rough dual-medium (two-way immersion) LoLT model which outperformed schools following an early-exit transitional LoLT model by Grade 6. • The transition of LoLT from L1 to L2 at Grade 4 in early-exit transitional models was non-conducive to educational outcomes from the point of transition onwards. ▼ This thesis aimed to investigate whether there is a gender bias in the way teachers discipline boys and girls. The study was conducted in an affluent school in Cape Town and consisted of 113 participants, 97 students (48 boys and 49 girls) and 16 teachers and staff (6 males and 10 females). The data showed that although teachers assume they are being gender neutral in the way they respond to misdemeanors committed by boys and girls, in reality, this is not the case. However, even though the biases of the teachers are largely unconscious, the students were very much aware of the biased nature of the teachers. The data also revealed that male and female teachers react and respond differently when they discipline boys and girls and that male teachers focus more on serious offenses whereas female teachers focused on the less serious offenses.

▼ Differentiation has become a crucial
policy driver in higher education systems that attempts to respond to global pressures for a highly skilled labour force, employ new technologies and adapt to unpredictable or volatile global product markets and rapid technological change. In order to be globally competitive, nations have to place knowledge production, accumulation, transfer and application at the centre of their national development strategies. This study investigates the case of Lesotho, a relatively small African country with a colonial past that has left a lasting imprint, both enabling and constraining, on many aspects of its education system. The aim of this explanatory case study was to identify differentiating trends within Lesotho's higher education system, focusing on two institutional types: the polytechnic and the university. These institutions were investigated at both institutional and programme level. The research question was "How differentiated is the polytechnic-university binary division in the public sector higher education system in Lesotho?" The sample for the study comprised two schools and two faculties at the polytechnic and the university respectively. One programme under each school or faculty was investigated.

▼ The School Cluster System (SCS) reform was introduced in Namibia from 1996 under the auspices of the Basic Education Project. The SCS entails the organising of schools into groups for educational, management and administrative purposes. In the framework of the SCS
policy schools are grouped according to their geographical proximity and the curriculum they offer in order to work together as a collective network, one school in the group being selected as the core school, or Cluster Centre. There are varying goals for the promotion of the SCS
policy depending on context, but close examination of the international literature reveals that the most widespread arguments for this
policy are based on assumptions that a SCS seeks to enhance education quality through localised decision-making, interschool cooperation and community participation in education. One of the key assumptions of the SCS reform is that it seeks to achieve cost-effectiveness by allowing schools to pool educational resources. The focus on the SCS
policy in the last two decades, in particular in the developing countries, appears to be closely linked to the ongoing efforts of achieving the internationally set goals of the 1990 World Declaration on Education for All (EFA) within a context of financial austerity. In this study, the purpose was to investigate how educational professionals perceive and understand the goals and the implementation of the SCS
policy in the Caprivi region of Namibia. The study aimed to explore the views and experiences of the case study participants regarding the effectiveness of the SCS in relation to the goals of decentralized management and local support for rural schools. The study examines the views and experiences of implementers of the SCS in a rural context, including the challenges faced by the implementers in the process of implementation.
