There Used To Be Nowhere To Eat In This Town: Restaurant-led Development In Postindustrial Philadelphia This project examines the roles that restaurants have played in the revitalization and reconceptualization of postindustrial Philadelphia. While many studies of Philadelphia after 1945 focus heavily on race relations, politics, deindustrialization, large-scale renewal, or historic tourism, analyses of restaurants as spaces of consumption and experience have been conspicuously absent in the historiography. This project elevates the history of restaurants to determine how they allowed Philadelphia to cope with the many challenges of deindustrialization, the flight of human and monetary capital, and the rise of competing suburban centers of gravity. The research procedures for this project included readings and analyses of secondary works centered on urban history, foodways, and histories of consumption; readings of food magazines, trade journals, menu collections, cookbooks, guidebooks, restaurant reviews, and restaurant design works; the conducting of oral interviews with many participants and employees of the restaurant, real estate, and public relations industries; archival research in Philadelphia, New York, and Wilmington, DE; market analyses of the restaurant industry both locally and nationally; and many hours of personal observation in Philadelphia's restaurants. Situating restaurant-led development within the postindustrial city required considerable personal debate. The basic premise was that after factories closed and suburban malls drained Philadelphia of its retailing strength, restaurants became new factories in the experience economy. Deciding on which restaurants to focus and how neighborhoods were altered by them proved challenging. Ultimately, a combination of specific restaurant genres and selected neighborhoods seemed the most feasible strategy. "The New Urban Dining Room" considers how sidewalk cafes, one of the most popular phenomena in Philadelphia, regenerated public space and reflected changing tastes for urban experiences. Stemming from European traditions and influenced by the postwar romance of La Dolce Vita, Philadelphia had in 2010 more than two hundred sidewalk cafes. Many people equated dining al fresco on a busy street or plaza with the good life. American cities, namely New York and Los Angeles, contained sidewalk cafes as early as the 1950s. But Philadelphia and its residents preferred the intimacy of homes or the elite seclusion of hotel dining and supper clubs. Coupled with those traditions, the development of sidewalk cafes produced years of legal battles and cultural divisions. Once those battles subsided and the political divisions mended, sidewalk cafes grew exponentially in Philadelphia, clearly indicating a new appreciation for public urban experiences. ▼ This study explores the role of cities in sustainable energy development through a governance-informed analysis. Despite the leading position of municipalities in energy sustainability, cities have been mostly conceptualized as sites where energy development is shaped by external policy scales, i.e. the national level. A growing body of research, however, critiques this analytical perspective, and seeks to better understand the type of factors and dynamics that influence energy sustainability within a multi-level policy context for urban energy. Given that particular circumstances are applicable across cities, a context-specific analysis can provide insight regarding how sustainable energy development takes place in urban areas. In applying such an analytical perspective on urban energy sustainability, this study undertakes a qualitative case study analysis for the city of Philadelphia, Pennsylvania, by looking at four key local policy initiatives relevant to building energy efficiency and solar electricity development at the municipal government and city-wide level. The evaluation of the initiatives suggests that renewable electricity use has increased substantially in the city over the last years but the installed capacity of local renewable electricity systems, including solar photovoltaics, is low. On the other hand, although the city has made little progress in meeting its building energy efficiency targets, more comprehensive action is taken in this area. The study finds that the above outcomes have been shaped mainly by four factors. The first is the city government's incremental policy approach aiming to develop a facilitative context for local action. The second is the role that a diverse set of stakeholders have in local sustainable energy development. The third is the constraints that systemic policy barriers create for solar power development. The fourth is the ways through which the relevant multi-level policy environment structures the city's possibilities on sustainable energy. In this context, the study identifies four areas of policy recommendation that could enhance Philadelphia's prospects for energy sustainability: integrated municipal energy planning; stable financing for market development; enhanced actor interactions; and multi-level policymaking that facilitates local action. These policy directions could be of interest to a broader body of metropolitan cities regarding their efforts in sustainable energy development. Advisors/Committee Members: Warren, Robert.

First, history in its traditional iteration of narrating and recounting of past events should be protected from human oblivion. Second, certain histories are referenced by and within certain physical places, objects, and locations – and vice versa. Therefore, to preserve those physical places, objects, and locations is to preserve the histories that they signify or embody. This ethic was established into American law by the National Historic Preservation Act of 1966 (NHPA). This law provided lawful guidelines for the preservation of historic sites, primarily by creating the State Historic Preservation Offices (SHPO) and the National Register of Historic Places (NRHP). Nineteen years after the passing of NHPA, in an incident seemingly unrelated to historic preservation, the City of Philadelphia’s police department dropped two C4 bombs on 6221 Osage Avenue, the home and headquarters of the Philadelphia-based Black liberation group MOVE (which is not an acronym). After the bombing literally ignited the entire Cobbs Creek neighborhood ablaze, Mayor Wilson Good staved off fire department intervention and ordered emergency responder to “let the fire burn.” By the next morning, approximately sixty-one homes were burned to the ground, eleven MOVE members were found dead, including five children, and more than 250 people were left homeless (Assefa and Wahrhaftig, 1988). Thirty-one years after the bombing, even with the reconstruction of the entire Cobbs Creek neighborhood, there is no formal physical reference to the historic event at the site via of a memorial or plaque. Considering the recent passing of the 50th anniversary of the NHPA and the 30th anniversary of the MOVE bombing, I intend to investigate present-day interaction between the preservation law and the historic event (or lack thereof) as a rhetorical situation. Specifically, I establish “historic places on the National Register” as a rhetorical genre, then I examine the site of the MOVE bombing as an example of this genre, before finally discussing the implications relevant to historic preservation as an ethic and profession and the intersection between race, place, and public memory. In doing so, I intend to answer the following research questions: RQ1: How does the National Register limit or expand the public’s understanding of racialized violence and marginalized histories? RQ2: How can the National Register of Historic Places help or hinder understanding of the MOVE site? In the spirit of reflexivity, I acknowledge that this thesis is itself a rhetorical act. Through this genre criticism, I do not necessarily argue that the site of the MOVE bombing must be recognized by the NRHP. Instead, I assert that the current preservation ethic privileges cultures and histories that have physical references. One of the stock assumptions that inhabits our understanding of the history of 19th- and early 20th-century immigration to an industrializing America is the wretchedness of the new immigrant laborers. The waves of new Americans from impoverished rural zones of emigration that swept into the nation were thought to be simple, rural people of limited skill for an advanced economy, unschooled in the norms of civic life, ignorant of democratic processes. Oscar Handlin was the original architect of this view; he saw the new ethnic groups as unsophisticated pre-moderns, and, as "peasants, they had not the background or skills to make their way in the economy of the New World." Whatever progress the new ethnic groups achieved in cultural and civic matters was attributable to learning and adapting to American influence, a process of assimilation that instilled social discipline in personal and public life and an appreciation for American democracy. This study challenges this assumption and relocates the locus of investigation overseas, to transnational sources of civic life in the pre-emigration lands of Ireland and South/Central Italy to explain the rapid rise and proliferation of ethnic voluntary associations in the late 1800s, early 1900s. The empirical universe is the Irish and Italians of Philadelphia; the time frame is 1880-1920, and the social site of investigation and analysis is the vibrant community life of ethnic voluntary associations the Irish and Italians constructed. This study also challenges a reading of the Irish associations in Philadelphia as little more than neighborhood clubs peopled by an aspiring upper strata of the Irish American community reaching for bourgeois values. This work suggests that the associations were populated by the working class, many born in Ireland, that substituted an ethic of solidarity for individual achievement values, a communal opposition to symbols of past oppression and agents of privilege. The Irish Americans of Philadelphia had cultural advantages prior to emigration, and they capitalized on this stock of common knowledge absorbed in native Ireland to transfer the norms, methods and moral codes of behavior from the Irish Friendly Society to the Irish American Beneficial Association of Philadelphia. However closely the Irish of Philadelphia followed the original transatlantic model, they ultimately molded their own style of ethnic association that elevated humanitarian communal values and constructed their civic life on a scaffolding of stable financial reasoning backed by a solid group discipline. The region of Abruzzo in South/Central Italy sent a disproportionate share of its rural people to Philadelphia in a massive chain migration that formed the Italian colony of South Philadelphia in the early 1900s. The Abruzzesse were a mountainous people defined by their rocky hilltop topography and a hard heritage derived from eking out an existence working rocky soil or shepherding; this was a mobile population cultured in the tradition of seasonal migration…

Dance

'Community' is a multivalent concept, subject to a plurality of contexts and constructs that can alter and shift its meaning. As a dance artist, I have encountered myriad understandings and manifestations of 'community' through dance practice, and perceive an intrinsic relationship between dance and 'community.' A 'West African' dance class in Philadelphia — designated as a 'community-based' class by the instructor — provides a rich opportunity to excavate this relationship. The class, one of several offered throughout the city, is located in West Philadelphia. It is an intergenerational class attended by a diverse demographic of participants (race/ethnicity, gender, profession, class, age, ability, etc.) with an array of motivations and goals for participating in class (as made evident through conversations and interviews). All are welcome to attend, regardless of previous experience or skill level in 'West African' dance. My dissertation is a qualitative research study that examines participant experiences and interpretations of 'community,' with attention paid to the socio-cultural/political context of 'West African' dance in the United States, specifically in Philadelphia. Methodologically, this study is situated in sensory ethnography, philosophically oriented in community based participatory research, and draws from phenomenological strategies towards gathering lived experience data. Lived experiences of 'community' are placed in conversation with literature concerned with theories and constructions of 'community' from a range of disciplines, as well as texts that interrogate the historical, sociocultural and political contexts which frame 'West African' dance within the United States. As a member of this particular 'West African' dance class, I situate my own experiences within that of the collective, migrating inward and outward between personal reflection and participant narratives. As such this investigation lies at the intersection of subjective, intersubjective, and cultural knowledge.

▼ Historians’ traditional narrative regarding religious freedom in the colonial period and early republic focuses on Protestants and sometimes Catholics to the exclusion of other religious groups; the literature also emphasizes the legal dimensions of freedom at the expense of its cultural manifestations. This study, conversely, demonstrates that Jews, the only white non-Christian minority group in early Pennsylvania, experienced freedom far differently than its legality can adequately explain. Jews, moreover, reshaped religious freedom to include religious groups beyond Protestant Christians alone. But such grassroots transformations were neither quick nor easy. Like most of the Anglo-American world, William Penn’s “Holy Experiment” excluded Jewish émigrés and other non-Protestants from citizenship and full participation in civil society. Jews, though, played active, not passive, roles in redrawing the boundaries around freedom. Jews participated in the secular marketplace, enlightenment culture, and newspaper politics, which normalized Jews and Judaism in public life and forged important relationships between Jews and economic and political patrons of cultural and political authority. Although Jews contended with prejudices, their activities in the public square and relationships with patrons granted them enough influence among enlightened elites to demand wider parameters for their public religious expressions and political participation. After about 1800, Jews enjoyed full religious freedom, cultural integration, and citizenship, but waves of nineteenth-century Jewish migrations revived dormant anti-Jewish and anti-Semitic sentiments. Despite pervasive prejudice that sometimes negated their statuses in civil society, Jews utilized cultural institutions to refashion their reputations, honor, and respectability in the eyes of their Protestant neighbors. As activists, not victims, Jews sat in the vanguard of the cultural transformations that made a meaningful religious pluralism in antebellum culture a reality.

Background: Since the 1990's, overdose prevention programs have trained individuals how to identify and respond to a drug overdose as well as teach how to administer naloxone, an opioid antagonist. Between July 2006 and March 2011, Prevention Point Philadelphia (PPP) has trained 505 injection drug users (IDUs) in overdose prevention and there have been 142 overdose reversals reported.Objectives: The current study describes IDU's perceptions of witnessing and/or experiencing an overdose and the reasons for administering or not administering naloxone in response to an opioid overdose.Methods: Eleven IDUs were interviewed at PPP's syringe exchange sites. Data from eight interviews was useable and added to the existing participant database. For the purpose of this study, quantitative data from 48 trained and untrained participants was analyzed. A total of ten transcripts were coded and analyzed using Atlas.ti software.Results: Participants were mainly male, white and in their late 30's. They reported witnessing an average of 20 overdoses in their lifetime. Of the 48 participants, 35 reported having experienced at least one overdose in their lifetime. Participants reported being aware of the risk of overdose and how it is a part of a lifestyle associated with drug use. Some participants reported changing their drug use, including who they use with and where they purchase drugs. Only two participants reported administering naloxone at the most recent overdose. Barriers to administration included: not being trained at the time of the overdose; not having the naloxone kit; and not wanting to make the victim feel sick or angry. Motivating factors for participating in the training included past overdose history and wanting to save a life.Conclusion: For IDUs, witnessing and/or experiencing an overdose may not serve as a motivating factor towards seeking treatment or changing drug use. Future studies should examine the implications of viewing overdose as a normal occurrence in the lives of IDUs. Findings from this study demonstrate that various factors influence an individual’s decision to administer naloxone. Future harm reduction services should consider incorporating incentives and peer-education to reach this at-risk population more effectively.

Background: Family planning services and preconception care have been identified as essential to preventing perinatal HIV transmission. Data from the Philadelphia Fetal Infant Mortality Review/HIV (FIMR/HIV) project and the Preconception Counseling and Contraception Provider Survey suggest underutilization of contraception and infrequent discussions of preconception counseling by providers with their patients. Objectives: This project investigates the relationship between provider knowledge and the discussion of pregnancy planning and contraception and explores the impact of this relationship on perinatal HIV transmission in Philadelphia. Methods: 21 cases of perinatal exposure from the FIMR/HIV project were reviewed and 10 Ryan White Care physicians, nurse practitioners and nurses were interviewed using semi-structured interviews. Interviews were transcribed, coded using theme identification and analyzed for commonalities and differences across themes. Results: Cases indicated that 52.4% of women did not use contraception and 38.1% of pregnancies were unplanned. Providers reported both facilitating and inhibiting factors such as family planning on site and social chaos/stigma influencing access to care for women of childbearing age with HIV in Philadelphia. Aspects such as time and competing elements in the patient-provider discussion are barriers to consistent discussion. In addition, respondents reported that discussions occur annually, at varied rates and/or when initiated by the patient. Providers reported no knowledge of formal preconception counseling guidelines. Conclusion: Results illuminate the need to examine perinatal HIV prevention in the context of psychosocial factors experienced by women of childbearing age with HIV in addition to improved coordination of care, enhanced referral systems and development of rigid guidelines for preconception counseling content.

▼ Background: Treatment of latent tuberculosis infection (LTBI) is of ever-increasing importance in developed nations attempting to eliminate tuberculosis. LTBI occurs after infection with M. tuberculosis bacterium that is contained by the immune system and suppressed to the latent stage. Cases of LTBI can convert to active Tuberculosis disease, especially soon after infection and if the body becomes immunecompromised. While treatment of LTBI can encounter many challenges including length of treatment, absence of symptoms of clinical illness, potential adverse reactions to treatment and lack of knowledge about risks of LTBI, successful treatment of LTBI can reduce the risk of developing active TB disease by 90%. From a public health perspective, treating individuals with latent TB infection can be effective to reduce the spread of infection and incidence of active TB within the community.Objectives: Main study objectives include evaluating the difference in completion rates for the main treatment regimens, and considering the influence of risk factors on completion of LTBI treatment: Evaluating the difference in treatment completion rates for LTBI patients treated with isoniazid (INH) compared to rifampin (RIF); Analyze the influence of risk factors on completion of LTBI treatment; Assess the duration of treatment and time to dropout using a Survival Analysis.Results: Overall, treatment was successfully completed for 81.5% of the sample. Among Pediatric cases the completion rate was significantly higher, with nearly 90% of pediatric patients completing treatment compared to 70% of adults. In stratified analyses, being treated with the 4-month RIF regimen (OR 1.951, 95% CI 1.272, 2.994) and being female (OR 1.882, 95% CI 1.268, 2.793) were significant predictors of treatment completion in adults. In the pediatric subset only age was found to have a significant association with successfully completing treatment, with the oldest pediatric cases, from 15 to 18 years old, having a decreased likelihood of completion (OR 0.329, 95% CI 0.128 to 0.847) compared to those 0 to 4 years of age.Conclusions: Among adults in the sample, those treated with RIF had a higher completion rate as compared to INH, indicating that for the adult population RIF may be a preferred treatment for LTBI. Among pediatric cases no association was seen between treatment type and completion. The most significant limitation was that of missing and incomplete data, such that conclusions drawn from this analysis around factors impacting treatment completion, including treatment administration type, should be drawn cautiously, if at all. Missing data limited our ability to identify significant associations between clinical and behavioral indicators and treatment completion, as have been seen in the literature. My dissertation, "Covering Suburbia: Newspapers, Suburbanization, and Social Change in the Postwar Philadelphia Region, 1945-1982," uses the Philadelphia metropolitan area as a representative case study of the ways in which suburban daily newspapers influenced suburbanites' attitudes and actions during the post-World War II era. It argues that the demographic and economic changes that swept through the United States during the second half of the twentieth century made it nearly impossible for urban daily newspapers to maintain their hegemony over local news and made possible the rise of numerous profitable and competitive suburban dailies. More importantly, the dissertation argues that, serving as suburbanites' preferred source for local news during the 1950s, 60s, and 70s, enabled the suburban newspapers to directly influence the social, cultural, and physical development of the suburbs. Their emergence also altered the manner in which urban newspapers covered the news and played an instrumental role in the demise of several of the nation's most prominent evening papers during the 1970s and early 1980s, including Philadelphia's Evening Bulletin. This dissertation contributes to the growing body of innovative scholarly studies examining the development of America's suburbs during the post-World War II era; works which have placed suburbanites at the center of national debates regarding public housing, integration, and urban sprawl, but, to this point, have ignored the central role that suburban newspapers played in influencing how people who had only recently moved to the rapidly growing suburbs understood and reacted to these issues through their coverage of local events. In its totality, my dissertation provides a counter to the prevailing scholarly emphasis on the mass media's power and argues that local suburban newspapers played a primary role in shaping suburbanites' ideals, attitudes, and actions during the postwar era.
