▼ Findings showed that one of the program metrics (teach clients three marketable skills) was significantly associated with overall ratings of program quality. The validity of this individual program element as an indicator for evaluating program quality is supported by the results of a regression analysis. The findings failed to support the thesis that employment programs that address learned helplessness are rated higher than employment programs that do not address learned helplessness. Among these decision makers, there is a preference for program activities that focus on job experience and skill development.

▼ Finance -function has been in the center of changes during the past decades due to the increasing competition, globalisation, overall changes in the business environment and the constantly developing technology. It is noticed that internal accounting, especially CFO and controllers have strengthened their position with regards to organisations core businesses and strategy. Whereas finance is still a support function, which needs to be done in most efficient and cost saving manner. Hence, there can be acknowledged a paradox in the prevalent circumstances where finance balances between the roles of isolated routine based supporter and key strategic influencer. A strategic performance measurement framework enables organisations to consider the both roles of finance. In addition to the desired efficiency and cost savings the increasing role in organisations core businesses and strategy can be enhanced.
The research around the area of strategic performance measurement is multi-faceted and widely acknowledged. There are studies from various perspectives from designing and implementing to avoiding the drawbacks of performance measurement. Link between the measurement system and organisations strategic objectives is strongly recommended, however the link is often missing and performance measurement system is established only on operational level. In addition, the change towards team-based work and its different requirements is also acknowledged in performance measurement research.
The aim of this Master's thesis is to examine finance's role in organisation and its strategy and to construct a strategic performance measurement framework for the function. A constructive research approach was applied by combining the data gathered by interviewing 9 specialists from the area and the existing research from the phenomenon.
The construction; strategic performance measurement framework consists three different perspectives; personnel, financial and processes, from where the finance can be measured and enhanced its efficiency. Management, the main customer group of finance, is guiding the framework together with organisational strategy. In order to exploit the framework in its full potential, it is vital to first evaluate and examine the role, position and expectations of finance in an organisation and then consider the actual linkages and objectives from organisational strategy. In addition to strategic perspective, the framework can also be used for enhancing operational efficiency of finance.

▼ Performance of the board of directors of organizations has been of great concern in the business world today as we have lately had instances of corporate failures and company closures due to the lack of mechanisms to check on the activities and performance of BOD whose role is to oversee and maximize investors‟ resources. SACCOs have in the recent past been faced with governance issues that have led to misappropriation of funds and even collapse. Therefore, due to greater need for accountability by shareholders, government entities and general public, the management boards have to evaluate their performance so that it aligns with the organizations performance in enhancing profitability, membership growth, asset and investment increase. Several studies have been conducted to show the impact of performance measurement system on profitability of SACCOs, none has specifically shown how the board performance measurement practices impact on the financial performance of SACCOs in Kenya. A descriptive survey study was conducted to gain empirical data to help fill the existing gap. The study consisted of a census of 7 managing directors of deposit taking SACCOs in Mombasa County, Kenya. Data was collected through structured questionnaires. Data obtained were edited, coded and analyzed using descriptive statistics in the form of frequency, percentages, mean and standard deviation with the aid of statistical package for social sciences (SPSS) version 20 computer software. The inferential relationship was imputed using the Pearson‟s regression analysis. The findings showed that deposit taking organizations have adopted some of the performance measurement practices to appreciable levels. It has been seen that these practices have had a positive impact on the financial performance of the SACCOs. For example there has been a positive increase in the net surplus and assets of the organizations. It is therefore recommended that the Board of Directors reviewing their policies to include inculcation of these practices in their periodic performance this will enhance their individual responsibility and also as the management board. Similarly, this will enhance the level of transparency and accountability among BOD of SACCOs.

▼ Pressure on companies to show evidence of compliance with sustainable requirements is increasing. Performance measurement systems (PMSs) assist managers in making such choices that optimize sustainability within supply chain operations. At the same time, companies’ supply base is growing globally and incurring an increase in one of the most visible parts of a supply chain's environmental impact - transportation. The difficulty lies in obtaining standardized data of sustainable impact by transportation. Thereby, ability to show compliance by measuring and evaluating the sustainable performance of transportation is problematic. This report thus addresses the issue of data availability and quality and its impact on ability to measure and evaluate performance in transportation. Further, the objective is to investigate what critical aspects to consider in order to manage environmental performance in a measurement system of logistics. A case study at Company X, a globally dispersed company within the manufacturing industry has been conducted in order to bring clarity to the questions posed. A framework of founding steps in the development of a PMS with the inclusion of environmental sustainable aspects has been developed from previous research to assess the findings against. The analysis carried out show evidence of availability and quality of data heavily hindering development of Sustainable Performance Measurement Systems (SPMS) by inclusion of environmental aspects. The fundamental aspects in need of consideration are summarized by; commitment and technical support, data availability, management of data and design of measurements. Further there lies a critical factor within management of measurements. This study contributes to practitioners with guidance from developed framework to assess critical factors. The theoretical contribution lies within the investigation of obstacles in need of consideration in development of SPMS, a present under-research area, especially in an industry context. ▼ The impact of a firm’s internationalisation efforts on its performance is a core concern in the field of international business research. The question concerning the relationship between these two variables follows explicitly or implicitly as a corollary to the various established international business theories that seek to explain the motives, determinants and processes of firm internationalisation. In a real sense the predicted performance impact of internationalisation serves not only to inform strategic decision-making on the different aspects of the internationalisation process but also to rationalise the very endeavour of firm internationalisation itself. Indeed, benefits from internationalisation are expected to accrue to the firm and be reflected in some manner on a key performance indicator (or set of performance indicators), serving as an incentive (or disincentive) for the firm to embark on the process of internationalisation and absorb all its inherent costs and risks. Thus, the centrality of the relationship between internationalisation and performance in the field of international business firmly establishes it as a, if not the, “big question” in international business research (Peng, 2004). It is implicit in all endeavours under the international business research umbrella (Glaum & Oesterle, 2007), and certainly explicit in all international strategic management decision-making. Unfortunately, however, more than 50 years of research in international business and close to 40 years of research specifically focused on the relationship between internationalisation and performance have consistently yielded inconsistent results. An examination of the internationalisation-performance studies conducted over the past 40 years yields critical clues to the sources of the persistent disagreement in the literature. This thesis specifically highlights one specific factor that can contribute to explaining the inconsistencies in the literature thus far: that is, the fundamental lack of agreement on the appropriate internationalisation and performance measures to employ. The current study thus comprehensively evaluates the various internationalisation and performance measures in the extant internationalisation-performance literature, representing research conducted over 40 years in the field of international business. Finding the extant measures to be wanting, the study then proceeds to propose the Internationalisation Coefficient (IC) as a more theoretically grounded measure of firm internationalisation that better captures the conceptualisation of the firm and of the phenomenon of internationalisation in international business theories. Unlike extant measures of firm internationalisation, the proposed IC brings to light both firm-specific attributes and international environment-specific attributes and compares the locational dispersal of these two attributes. ▼ The aim of this study was to assess the performance management and development system, its implementation, practices, values and its relevance to the performance of the Nkqubela TB Hospital. The study explored how the institution implemented a performance management and development system and assessed the extent of policy compliance. An assessment was conducted into how the staff viewed, reacted and behaved with regard to the implementation through secondary data. This study also assessed whether or not the performance management and development system still was a viable tool to assess performance and/or if it was still relevant in attaining the objectives of the organisation. An assessment was also conducted into checking whether or not performance management motivated employees as its main purpose from a theoretical perspective versus current practices in the public sector, however, the focus of the study was the Nkqubela TB Hospital. The study also assessed the challenges encountered or experienced during the implementation of the performance management and development system at the Nkqubela TB Hospital. It adopted a qualitative approach and a desktop analysis was conducted. The study also assessed whether or not staff were being or had been trained in order to improve their development and the performance of services at the Nkqubela TB Hospital. As public administration is based on theories, this study also examined performance management from a theoretical perspective in relation to current practices at the Nkqubela TB Hospital. This research study significantly highlighted or discovered that training, communication, feedback and the proper implementation of performance without favouritism were important aspects and that it had to be noted for good governance. The research also revealed that a performance management and development system enabled employees to better understand the relationship and correlation between the strategic goals and objectives of the department, employees’ key performance areas and alignment with the vision of the organisation. Lastly, managers and supervisors should apply the performance management and development system to identify good and poor performance, and act appropriately through development, as well as recognising and rewarding good performance.

▼ A rede móvel Long Term Evolution (LTE) é uma tecnologia que está a ser fortemente implementada, não só em Portugal mas no resto do mundo. A adoção do LTE deve-se em grande parte à maior capacidade e à baixa latência oferecidas, para além de ser expansível ao
LTE-Advanced.
O trabalho apresentado tem por objetivo a análise do desempenho de uma rede LTE piloto e comparar os resultados com o teoricamente expectável.
Foi adotada uma metodologia de planeamento em LTE e comprovada através das medidas empíricas realizadas. Dessas medições são também sugeridos dois novos modelos de propagação para LTE nos 2,6 GHz. Para distâncias inferiores a 1 km sugere-se o modelo
LTE-PL. Para distâncias superiores a 1 km foi feita uma adaptação ao modelo Okumura-Hata para que se aproximasse aos resultados obtidos.
Das medições efetuadas observou-se que em boas condições rádio, os débitos bináriossão bastante próximos dos máximos teóricos. Além disso foi obtido o desvio padrão em LTE de uma área Urbano Denso de 12 dB. Foi ainda possível definir uma margem para as perdas de penetração in-car de 2,7 dB.
Efetuou-se uma análise de vários Key
Performance Indicators que permitem avaliar o desempenho do LTE, tendo também sido definidas categorias de qualidade de serviço. Por último foi avaliado o impacto da velocidade e da distância, pelas medidas realizadas.

▼ Performance measurement is the buzzword in today’s business world. This mechanism has become an essential tool in online marketplace to identify victors and losers. Apparently, virtual stores are searching for decision-oriented performance measures to aid them in addition to identifying strengths, weaknesses, threats and opportunities make sound strategic and operational decisions as they compete with their peers. In that paradigm this study attempt to measure performance of virtual stores using decision-making associated variables sternly to evaluate the impact of the variables or indicators on strategic and operational decisions. To achieve this purpose, the study used an evaluation framework to identify drivers which have a significant and positive effect on strategic and operational decisions. The study surveyed 100 internet users in Goteborg of a randomly selected four virtual store (EBay Amazon.com, Yahoo and Buy.com). The results identified three major dimensions: website, product and services and promotion. These dimensions share many common aspects with decision making determinants derived within the context of online market industry. Conversely, these dimensions have unique characteristics inherent in the online marketing environment. The study revealed a significantly positive relationship between the variables on operational and strategic decisions. The conclusion is that the fact that performance measures are assessed to firms’ business activities both operational and strategic decisions initiatives begin with defining users’ needs and preferences, and their related performance variable. If the virtual store understands what dimensions users use to judge quality, they can take appropriate actions to monitor and enhance performance on those dimensions and remedy service failures. performance and find regressions, many
developers use automated
performance tests. However, the test results often
contain a certain amount of noise that is not caused by actual
performance
changes in the programs. They are instead caused by external factors like
operating system decisions or unexpected non-determinisms inside the
programs. This makes interpreting the test results hard since results that
differ from previous results cannot easily be attributed to either genuine
changes or noise.
In this thesis we use Mozilla Firefox as an example to try to find the
causes for this
performance variance, develop ways to reduce the noise and
present a statistical technique that makes identifying genuine
performance
changes more reliable.
Our results show that a significant amount of noise is caused by memory
randomization and other external factors, that there is variance in Firefox
internals that does not seem to be correlated with test result variance, and
that our suggested statistical forecasting technique can give more reliable
detection of genuine
performance changes than the one currently in use by
Mozilla.

▼ Performance measurement (PM) systems are commonly known for both their potential to enable significant improvement in organizational
performance and success as well as the difficulty of actually obtaining these results. A review of the literature suggests that most applications of PM systems prove to be less effective than the design suggests or, in some cases, may fail to be institutionalized. While there have been many recent advancements in this area, the focus from researchers has been primarily on the design and use of these systems. More recent research suggests that the problem with these systems may be the execution and implementation of the system rather than the design. In response, researchers have investigated both enablers and barriers (more generally referred to as success factors) for PM systems. They generally assert that being aware of these factors and attempting to mitigate their effects increases the likelihood of system success and enables practitioners to realize the full potential benefit from these systems. While significant research has been conducted in this area, review of the literature suggests that there is little consistency among the studies with no consensus among researchers concerning terminology or definitions of factors. Analysis of the published literature suggests that this area is at a relatively early stage of maturity with many significant opportunities for further advancement of the research area. In this work, the existing published literature was synthesized and a comprehensive set of 29 potential success factors was identified, along with corresponding definitions. In addition, five distinct dimensions of PM implementation success were identified from the literature synthesis. These literature review results were used to design a survey questionnaire to assess actual organizational practice in an empirical field study. An exploratory factor analysis was conducted to refine the constructs corresponding to potential success factors and implementation success outcomes. The resulting final variables were investigated using regression analysis to identify the factors most strongly associated with each dimension of implementation success.

▼ Nowadays, due to increased competition caused by globalization and high rates of innovation supply chains continue to have shorter life-cycle products. More liberal return policies, increasing enforcement of take-back laws, heightened environmental regulations, increase in financial returns, good corporate image, increasing customer demands, have made enterprises face the challenges of strategically managing the returned and discarded products. Therefore, handling of product returns has led the reverse logistics activities to be effective and efficient. Efficiency of reverse logistics is achieved by reducing the waste, recapturing recovered value, reducing inventory investments, and optimizing the collection networks. Reverse logistics effectiveness allows enterprises an opportunity to improve competitiveness by building consumer confidence through handling of returned products, liberalized returns policies, operations of take-back networks, and green aspects of
performance. But due to the intrinsic complexities of reverse logistics operations, such as uncertainty in quality, quantity, and timing of returns, makes the product returns process more complicated. The present literature on reverse logistics focuses on the factors that support the enterprises to manage and optimize their operations to remain competitive, but does not reflect upon the comprehensive
performance measurement on how enterprises have to measure their reverse logistics activities. To contribute to the field, this research is carried out to study the
performance measurement in reverse logistics enterprise to fill the gap in the literature. This dissertation presents a CRLEPMS - Comprehensive Reverse Logistics Enterprise
Performance Measurement methodology to facilitate
performance measurement and decision making for the enterprise involved in reverse logistics. It examines different
performance measurement attributes and criteria for measuring reverse logistics
performance. It investigates the inner and inter relationships among different criteria of attributes and also among clusters of attributes applying DEMATEL, FANP and AHP MCDM methods. Further, the enterprise computes the comprehensive overall
performance index in order to benchmark its
performance with best in class practices. The application of the CRLEPMS methodology provides the enterprises with a real world viewpoint of what and how
performance attributes and measures impact the comprehensive overall
performance index, so that they get feedback and continuously improve their product returns practices.

The focus of this thesis is to determine if there exists a set of dynamically available dominant, operational, ex-post performance measures for owner managed SMEs (small and medium enterprises). There is a predominance of performance measurement literature that focuses solely on corporate strategy with little or no literature speaking to advance operational performance. This thesis focuses on SMEs and the identification and application of performance measures for the daily operational decision making of an SME owner manager. The majority of the research developments in relation to manufacturing have examined idealised corporate strategy models that bear little relation to the resource constraints and constrained problems that are experienced in SMEs. Few of these developments are inter-changeable among large enterprises and fewer still are suitable for SMEs.
The concepts contained in this document were developed through a review of literature and a methodology that involves significant practitioner input through case studies, a survey, a workshop and direct action research within 2 SMEs. SMEs spend the majority of their time dealing with operational concerns revolving around availability of time, money and people. SME owner managers require a method to adequately monitor and control operational concerns before they focus time and money on dealing with strategy. This research focuses on 3 objectives that will contribute to SME management capability; the identification of a set of dominant performance measures, the application of dominant performance measures and the validation of those measures in a more global context. These objectives must be fulfilled in order for the owner manager of an SME to introduce performance measurement in a manner that will promote the opportunity for better management and decisions without the introduction of additional time constraints.
The research outlined in this thesis facilitates the identification, application and validation of 6 top-level ex-post dominant performance measures of common concern for SME owner managers. The approach that this thesis takes is to engage with owner managers directly to make the research as relevant as possible to real world environments. These owner managers were engaged using various methods including workshops, case study interviews, surveys and action research. This research was then validated with statistical significance using a combination of action research and a simulation model. This overall approach created a closed loop around experienced SME owner managers, whose primary concern is ‘Fire fighting’ with limited resources and multiple time conflicts. These dominant operational performance measures are designed to help reduce ‘Fire fighting’ through immediate information availability enhancing the opportunity for improved decision making. It will provide an opportunity for owner managers to spend less time on operational issues and to focus more on the strategic direction of the SME.

▼ California is the only state to entitle individuals with developmental disabilities to the services and supports required to live independent and productive lives. Fulfilling the entitlement has proved challenging for the California Department of Developmental Services (DDS), however, as California must demonstrate fiscal prudence, while still providing the right to entitlement to individuals with developmental disabilities. To address this issue, California established
performance contracts to measure how well the DDS is meeting its government mandate.
This thesis aimed at answering multiple questions, regarding the DDS
performance contracts. First, what is the DDS currently measuring in its
performance contracts? Second, what do the existing measures tell the reader about how well the department is performing? Lastly, are there any
performance measures that the department should be measuring that it is not?
This thesis evaluated the DDS??? 2009
Performance Contracts and Year-End Reports, measuring data, from each, against the mandatory rights of individuals with developmental disabilities, established by the Lanterman Act. A review of the
performance measures determined how well the DDS is meeting its organizational goals and objectives.
Findings and Implications
The 2009
Performance Contracts sufficiently informed the public that the DDS meets its organizational goal of providing less restrictive living options to individuals with developmental disabilities. Yet, the study indicated that the DDS does not incorporate quality measures into its
performance contracts. Additionally, the study suggested that while the DDS???
performance contracts may use some adequate measures to determine how well the department is achieving the expectations set forth in the Lanterman Act, the department lacks
performance measures and data in a number of important areas. This suggests that the DDS would benefit from developing quality
performance measures for all the mandatory rights outlined in the Lanterman Act. If the
performance contracts adequately measure the department???s
performance, the DDS can essentially take data from the
performance contracts to create cost-saving ideas and service delivery improvements in collaboration with its clients.

▼ One of the main responsibilities of an organisation's top management is the development of its strategy. Once the strategy has been determined, it is key to stick to the planned route or, if the circumstances so require, to adjust the course (Simons, 1990). It is, therefore, essential for management to receive feedback as to whether the adopted strategy is successful. If an organisation has entered into strategic collaborative partnerships with suppliers in order to realise its objectives, the performance of these suppliers also provides important information. After all, the result of the own organisation will then coincide with the suppliers' performance.
Their performance can be evaluated by periodically measuring the critical aspects of their service provision. This requires a set of indicators that provide a picture of each supplier's performance. The approach taken by Neely, Adams & Crowe (2001) considered the interest of all the main stakeholders. However, which of the stakeholders are important or how they should be involved in the development of the set of performance indicators itself remained unanswered. In this study, a methodology was developed that provides insight into the interests of various stakeholders in a transparent manner and contributes to the development of an accepted set of performance indicators in a strategic collaborative partnership.
The stakeholders' acceptance of the performance indicators selected is essential if the implementation of performance measurement is to be supported. The transparency of the decision-making process also allows the client to account for its actions towards the stakeholders - which fits in with corporate social responsibility.
In order to develop the aspired methodology, a first prototype was created. This prototype was subsequently tested in a typical work situation in order to gain practical experience and eventually arrive at a methodology that can also be applied in other situations. The test revealed some issues that needed improvement. These can be used as input for a following, better prototype. A brief evaluation took place after the test. The results indicated that the prototype did provide insight into the interest of the various stakeholders in a transparent manner. Most participants in the evaluation also believed that the use of the prototype contributed to the development of an accepted set of performance indicators.
The evaluation did not show, however, that the use of the prototype created more understanding and trust between the stakeholders. According to Vosselman & Van der Meer-Kooistra (2009), control and trust mutually affect one another. This study included only a few moments of contact between the stakeholders, for the creation of the set of performance indicators concerned was merely a first step towards performance measurement. ▼ Performance management has become vital in any organisation in order to ensure a competitive advantage for organisations in the ever changing environment. The Balanced Scorecard (BSC) system, used as a performance management and a performance measurement tool, will ensure that organisational goals and strategic targets are achieved if it is implemented and applied effectively. The BSC system is a management tool that can be used to transform strategy into action. The use of the BSC system was seen as a problem as used within ArcelorMittal South Africa (AMSA). This paper includes a literature study on the BSC system as well as an empirical study regarding the application of the BSC system in a steel organisation. Literature on the BSC advises that the objectives, measurements and targets should be aligned with the organisation's strategy and vision to ensure improved long-term performance. In order to ensure alignment to all levels in the organisation the top level scorecard needs to be cascaded to lower levels to ensure that the right strategic goals are followed. The BSC system has a high number of benefits when implemented and applied effectively. An empirical study done at ArcelorMittal's Rolling department on people in different divisions, people on different job levels, people in different age groups and people with different years of service, indicated more or less the same average responses on specific BSC related issues. In general, it was concluded that the BSC is not effectively applied with in Rolling, mainly because of communication issues, a forced distribution approach by senior management, and compensation linked to performance discrepancies. Although the average ratings on BSC related questions came out on fairly average ratings, the majority of people indicated, that the BSC system is not transparent enough, nor is it applied effectively. Various specific conclusions and recommendations were made in order to identify and improve the progression of the BSC system at Rolling going forward.

▼ Provision of an understanding of the complexes and implications associated with building performance measurement in relation to supporting the organizational objectives by Tanzania facility managers.
The study involved the use of questionnaire sent to both public and private organizations and literature reviews in Tanzania with the aim of developing the process associated with the assessment of building performance and the way to improve its operational processes.
The study observed that BPM practices are affected by managers control over the buildings facilites because there are no specific procedures that guide the formation of BPM process due to lack of Government attention to this growing industry. The other major finding of the study is that managers concentrate mostly on the financial performance instead of the operational performance of the building, which was contrary to the expectation of this study.

▼ Manufacturers have in recent years become more and more aware of the benefits of offering more comprehensive value propositions. As the economic climate changes, more manufacturers are trying to capture value further downstream in the value chain by providing services. The field of performance management has been extensively adopted in production and the benefits of performance measurement have been widely praised both in literature and in business. The literature on performance management has also extended into service management and how to manage service performance. But how can performance measurement and performance measurement systems be implemented when the line between products and services becomes more and more unclear? Over a twenty week period, the researchers have studied, analyzed, and observed the procedures at Scania CV’s maintenance development and delivery organization. The study was conducted on Scania’s premises in Södertälje, Sweden. Scania’s Preventative Maintenance Development group develops and sets the requirements for the preventative maintenance programs Scania offers to its customers. The group had a desire to track and measure what effects changes made in the maintenance program have on the customer’s life cycle profit. At Scania’s Preventative Maintenance Development group, there is a developed performance measurement system, MPI-model, consisting of maintenance performance indicators (MPIs). The current MPI-model, however, lacks practical applicability. The master thesis has aimed at investigating how the MPI-model could be implemented in the preventative maintenance development by researching what criteria are set in literature for performance measures, how existing resources can be employed, and how performance measurement systems can be used. Apart from conducting a case study, in order to investigate how performance measurement systems could be implemented, an extensive literature review was also conducted to provide the necessary theoretical knowledge. The result of the study was a proposed three-step model that clarifies the requirements for the implementation of a performance measurement system.

▼ The organisation under study is a global liner shipping company. It has about 170 modern ships, close to 7.4 million twenty-foot Equivalent Unit shipped each year. The company has 9,300 employees working at 360 sites in 120 countries. Though the organisation under study has been in existence for many years, the company has been working without evaluating its informal formal
performance management system to ascertain if the system was effective to ensure that employees’
performance contributed to the realisation of the goals and objectives of the company. Therefore, the assessment of the informal
performance management system at the organisation under study is important in ensuring that the company achieves its organisational vision and set of objectives.
The study, therefore, aims at assessing the
performance management system at the organisation under study. A case study research design was used as a research blueprint and a qualitative research method was employed in the study to uncover and understand the employees’ perceptions of the
performance management system at the organisation under study using in-depth interviews. The data collected was analysed using the thematic analyses method.
The main findings revealed that the
performance management system at the organisation under study was quite effective because of the tools used to measure employee
performance including having different forms of
performance feedback provided to employees, provision of rewards, implementation of amendments to objectives, as well as the considerable understanding of objectives.
It is recommended that for the informal
performance management system at the organisation under study to yield better results, it should be managed by an administrator and monitoring team. This will ensure that the
performance is measured fairly and in line with
performance management guidelines,
performance feedback is conducted on an ongoing basis, both financial and non-financial rewards are provided to employees, objectives are assessed frequently to ensure that they are in line with the changing business environment and communication is promoted at all levels of employees. These recommendations may enable the organisation under study to have an effective
performance management system that will allow employees to achieve their set objectives.

performance (Kerlinger & Lee, 2000) is not unique to specific managerial and non-managerial jobs, this opens up the possibility of developing generic managerial and non-managerial competency models simply because it becomes easier to assemble a sufficiently large sample to convincingly empirically test the model. This in addition then also opens up the possibility of developing and validating generic managerial and non-managerial prediction models.
The question is whether industry should be expected to develop and empirically test explanatory structural models that explain variance in managerial and non-managerial
performance. Myburgh (2013) argued that they should not. Moreover, Myburgh (2013) argued that the inability of the discipline of industrial psychology to develop a generic non-managerial
performance model has, let down the practice of industrial psychology. Myburgh (2013) consequently took the first step towards building a generic non-managerial structural competency model by proposing a
performance structural model in which she mapped twelve generic non-managerial competencies on eight generic non-managerial outcomes. She, however, did not empirically test her proposed non-managerial
performance model. She in addition developed and psychometrically evaluated the construct validity of the Generic
Performance Questionnaire (GPQ). The GPQ attempts to assess the level of competence that employees in entry-level non-managerial position achieve on the competencies that comprise the generic non-managerial
performance construct (Myburgh & Theron, 2014).
The objective of the current study is to continue with the research where Myburgh (2013) left off towards the development of a valid comprehensive non-managerial individual employee competency model. The primary objective of the current study is to re-examine the
performance structural model proposed by Myburgh (2013), to modify the model if this is deemed necessary and empirically test the fit of the model as well as the statistical significance of the paths in the model (provided adequate fit has been achieved). Re-examining the

▼ This master’s thesis investigates procurement performance measurement in a global manufacturing company. Procurement itself is seen as a growing trend in traditional manufacturing industry. It provides many opportunities for companies but also brings new challenges. Performance measurement offers tools to manage procurement risks and to further improve its performance.
The research is conducted as a case study for an organization aiming to develop company’s procurement performance measures and measurement practices. Company’s many procurement performance measures have become obsolete and thus not used anymore. The measures used were perceived to be unreliable by many means, which indicates that the examination was needed around the topic.
First, the current state of procurement performance measurement in the company was examined, followed by recognizing different needs and expectations towards procurement, and finally designing new performance measures to respond the identified needs. The data was mainly collected via half structured theme interviews, but some background material was also gathered via observing and examining case company’s explicit material.
The developed procurement performance indicators were divided into three categories: supplier performance measures, daily purchasing performance measures and overall procurement performance measures. The measures used in evaluating supplier performance are used in supplier relationship management and supplier selection purposes, for example. Again, the daily purchasing performance measures guide the everyday activities of the operative procurement and help them to improve their performance on an operational level. In turn, the overall procurement performance measures illustrate the lag outcome of the procurement function.
Many challenges in the procurement performance measurement were recognized during the research. Procurement performance measurement were left with minimal attention, because the employees focused on serving the material needs of the company instead of getting reliable information from the performance measures. The existing measures collected data from the information system, where the purchasing information was usually out of date. Many pitfalls were also recognized in the current measures, but so far, the unreliability of the measures was rather accepted than fixed.
The opportunities of the performance measures were discovered to be minimally recognized inside the case organization. The unmaintained measures indicate that the performance measurement was underrated among the procurement. Procurement’s internal stakeholders named many needs that they have for the procurement, and many of the interviewees had a clear vision of what measures procurement should utilize. Many types of performance information were perceived to be interesting, but the measurement purposes have so far been left undefined. ▼ In the last century, researchers have studied how performance management systems could be applied effectively to achieve both financial and non-financial performance. This approach was a direct response to the need for strategic measurement systems to measure the performance of the organisation. As a results, various approaches were developed. And Amatola Water Board opted to adopt the Balanced Scorecard as its strategic measurement system. It contains outcome measures and the performance drivers of outcomes, linked together in connectedness relationships, and thus aims to be a proactive control system. Furthermore, the balanced scorecard is developed for use not only as a strategic measurement system but also as a strategic control system. Its purpose enables the departmental and personal goals to be aligned to the organisational strategy. The purpose of this research study was to first examine the extent to which there is a connectedness relationship between strategic performance and business performance. Secondly, the research study examined the extent to which the strategy is understood by all in the organisation. Thirdly, the study also examined the extent to which the performance management system is consistently applied. Finally, the study examined the extent to which performance is recognised and rewarded. Lastly, the research study discusses the empirical results and suggests some improvements to the performance measurement and management system. The researcher chose a quantitative approach to conduct the study. The quantitative approach was influenced by the positivistic research paradigm. A simple random sampling technique was used due to its probability that each unit in the population has an equal chance of being included in the sample. And a questionnaire was used as a data collection instrument. The instrument was anchored to a five (5) point Likert scale the Likert scale required the respondents to indicate their level of agreement with the statement. The statements ranged from strongly disagree to strongly agree. And the data collection instrument consisted of Thirty Five (35) questions. Regarding the pilot study, it was however not conducted for this research. The researcher acknowledged that a pilot study helps the researcher to determine how the questions are interpreted and understood by the respondents, but also indicated that it is only due to limited resources that the researcher omitted to conduct a pilot study. One Hundred and Thirty (130) questionnaires were distributed and one hundred and twenty seven (127) were returned achieving a response rate of ninety six (96) percent. And both Statistical® and SPSS® programmes were utilised for extraction of data for recognised reliability and validity. This can be seen from the fact that South and South East Asian countries’ textile and clothing exports to the United States of America have increased in recent years. Some Asia countries include India, Indonesia, Bangladesh, Thailand and Philippines were in the top ten positions of the US clothing importers in 2005. Scholars looking at Asian countries note that they possess plentiful human resources, rapid development in information, communication, knowledge and talent and rapid economic growth. It is not difficult to understand that Asia is becoming an important battlefield for global businesses. With all the potential advantages Asia provides, apparel sourcing will continue to grow in Asia. Customers now have better choices because the gap between supply and demand has decreased and competition has increased. Customers have begun demanding more features and better service. Because of the need to meet rising demand for consumer products, the productivity of an enterprise is no doubt an important performance measure. Good supply chain performance in manufacturing companies is important for achieving competitive advantage. Logistics plays an important strategic role in the supply chain. Logistics management has developed rapidly in recent decades as an essential business management strategy. It is imperative for businesses to develop performance measurement systems in logistics that provide feedback for timely responses, as well as monitoring and enhancement.
This research explores Vendor Logistics Performance and develops a performance measurement tool – the VLPM tool for logistics management to enable Asia’s apparel industry to sustain and enhance organisations’ competitive advantages. A case study research methodology was adopted to address each of the research questions. Participants from three different sectors of Asia’s apparel industry were interviewed. The participants came from a sourcing company, a vendor and a third party logistics service provider. The data obtained were then analysed to show the pattern of the results for each of the four questions and two sub-questions developed in the literature review and also for new findings that were not planned from the literature review. The research findings were compared with the extant literature to identify the contributions that the research makes to understanding how and why VLPM needs to be developed and how it is of benefit to organisations.
This research contributes to the body of knowledge of logistics management and continuous improvement through the important contribution of VLPM and provides a proposed theoretical model for vendor logistics performance measurement. This research examined how performance measurement systems (PMSs) are used by Fijian small and medium enterprises (SMEs) in the tourism industry, specifically in the accommodation sub-sector. The study has three main research objectives: 1) to determine the influence of a number of factors (environmental uncertainty, ownership (by ethnicity), size and strategy) on the use of PMSs by Fijian SME tourism firms; 2) to examine how Fijian small and medium enterprise (SME) tourism firms use PMSs; and 3) to investigate the influence of the use of PMSs on four organisational capabilities (i.e. teaming of resources, organisational routines, entrepreneurship and innovativeness) and overall organisational performance. A new comprehensive theoretical framework was developed for this study, by drawing on three existing frameworks and/or theories, namely contingency theory, Simons’ levers of control (LOC) framework and resource-based theory (RBT).
This study adopted a mixed-methods approach using semi-structured interviews and online and postal surveys. Interview data was analysed using NVivo (version 10), whilst survey data was analysed using Structural Equation Modeling with Partial Least Squares (PLS) method. The results showed that the four contextual factors examined (perceived environmental uncertainty, ownership (by ethnicity), size and strategy), all influenced the use of PMSs, diagnostically and interactively and either directly or indirectly. This study found that the use of PMSs had influenced organisational performance indirectly, by way of organisational capabilities, namely the teaming of resources and planning and control routines.
This research contributes to the advancement of the management accounting literature on PMSs in SME tourism ventures, in a developing nation context, using a novel theoretical framework. Practically, this research provides SMEs with an enhanced understanding of the circumstances in which different uses of PMSs are appropriate, to support effective business management. The study’s findings also have implications for policy-makers related to SME development and growth in the tourism industry.

One place these leaders can turn to make the organizational, program, and process improvement needed is its workforce, its people. This resource, its human capital, is increasingly recognized as a driver of organizational
performance and success. Public sector leaders need the learning and accountability provided by human capital
performance measurement and reporting to improve service efficiency, effectiveness, and impactfulness. This study examined recent research to see if there were common human capital
performance indicators and
performance reporting systems that could form the basis of standardized
measurement and reporting. What was found was, while no standardized indicators or systems are in place, there is a good foundation with some initiating steps having been taken. Common groupings or themes of human capital indicators were uncovered including ones addressing organizational strategy impact, talent management, engagement & wellness, and workforce awareness. A balanced scorecard approach was often used as the
performance reporting method to deliver these indicators. Maturity in both the human resources profession and
performance reporting, along with further research, is needed to advance the concept of a common human capital
performance indicators and
performance reporting system.

▼ Science parks (SPs) have evolved over time and
their spectrum of roles and activities has broadened (Nosratabadi
et al., 2011). From accidental developments in the 1950s (Charles
and Uyarra, 2010) they became popular policy instruments across the
world (Oh and Kang, 2011). They have gained international
reputation and major institutions such as the European Commission,
the European Investment Bank and the United Nations have become
increasingly interested in evaluating success of SPs. However, the
literature casts considerable doubt on the success of SPs. Various
methodologies used to assess the additionality of parks have
focused on assessing the
performance of park firms rather than
evaluating SPs' own activities and actions. As SPs have matured, a
few academics have highlighted the need for them to achieve the
status of financially sustainable businesses (Goldstein and Luger,
1991; Allen, 2007) and to ensure that they constantly measure
progress towards their strategic goals (Davies, 2013). However,
measuring progress towards goals within the SP sector is not a
straightforward task (Vila and Pages, 2008; Escorsa and Valls,
1996; Nosratabadi et al., 2011). The goals may vary depending on
park shareholders who have different agendas and expectations
(Luger and Goldstein, 1991). Moreover, unique features that
distinguish SPs from typical property management organisations make
their
performance measurement even more complex. Allen (2007)
demonstrates that mature or so called third generation SPs show
characteristics in common with knowledge intensive organisations
(KIOs). This observation led the researcher to review the
literature and look for other evidence to argue that SPs should be
considered as KIOs. Consequently, a new definition of a
contemporary SP is offered in this thesis, and a new approach to
performance measurement is proposed. This PhD encapsulates the
outcomes of the action and survey research carried out between 2010
and 2014. The research took the Luger and Goldstein (1991) view a
step further, aiming to develop a better understanding of what a
successful SP means to public, private and university owners as
well as to client companies, i.e. what they consider as success
factors for SPs and how to measure progress towards these success
factors. The outcome of the participatory work was an initial
performance measurement system (PMS) which was tested at Manchester
Science Park, completed and validated at survey research stage.
Furthermore, the survey research findings demonstrate that there is
a significant discrepancy between what the SPs already measure and
what they think is important for them to measure (what they
selected as key
performance indicators for their organisations).
The research offers a distinct approach on how to measure
multi-dimensional
performance using a theory grounded PMS in a
knowledge intensive and multi-owner organisation, being a SP.

Abstract
Purpose:
Under the influence of the New Public Management the public sector had become more
goal-and results-oriented. This has led to the increase of the use of performanceinformation.
Concepts such as performance-indicators, performance measurement and
performance management were introduced. Also agencies like the NVWA, our subject in
this investigation, are a result of the New Public Management Movement (NPM). The
pressure at the NVWA is increased for better performance and more accountability to
stakeholders. The purpose of this research is to contribute to the theory of the use of
performance information.
Design/methodology/approach:
The central question of this research is:
Are the objectives and perceptions of the performance information use the same between
designers and users or do we see a difference?
Data was collected through a case study. The study was conducted at a public
organization, called the Netherlands Food and Consumer Product Safety Authority
(NVWA. The NVWA is an agency under the Ministry of Economic Affairs.
Information was collected through semi-constructed interviews and also through content
analyzes of important documents. Results are classified in the 8 goals for using
performance information, as formulated by Behn (2003) and the perceptions of
performance-information according to the study by Pierce & O’dea (2003).
Findings: some research findings are:
· There is a significant difference between designers and users about the budgeting
goal mentioned by Behn (2003).
· Users and designers agree upon four of the goals mentioned by Behn (2003): control,
motivate, celebrate and learn.
· Between users (higher and middle management) there is a difference between two of
the goals mentioned by Behn (2003): promote and improve.
· There is no uniformity over the perception of performance information between the
designers and users as mentioned by Pierce & O’dea (2003).
· There is no uniformity over the perception of performance information between the
users (higher and middle management) as mentioned by Pierce & O’dea (2003).
Research limitations/implications:
The generalizability of this study is limited, because of the chosen methodology
(imbedded case study) and the type of the organisation (agency).

ABSTRACT
Purpose: Public bodies in the Netherlands have worked hard over the past few decades setting up and improving internal P&C systems (Aardema, 2007). These systems are also used to generate information on performance. However, t actual use of these data by managers is not self-evident . Research has shown that mere availability of data does not imply that these data are actually used. In view of the developments in the field of youth care, it is relevant to assess if and why performance information is used by youth care management. In practice, the actual use of performance information in order to influence decisions or to improve services is less self-evident and even less well-documented. (Hatry, 2008).
Design / methodology / approach:
The main question of this survey reads as follows: How is performance information used by youth care managers and what are its effects?
Data were collected by way of a multiple case study. In this survey, six providers of youth care services in the province of Gelderland were surveyed by way of an in-depth interview.
Findings:
The results of the survey largely confirm the picture that existed previously with respect to the limited use of performance information in the field of youth care. Performance information is used for evaluation, control and improvement. To this end, only input and output data are used. However, in the interest of youth care it is also important to assess the actual appropriateness of a treatment. In order to assess the appropriateness, outcome information is needed. This was not found in the cases studied. By an increase in competition with respect to youth care supply and the current liberty of action on the part of municipal authorities with respect to the procurement of youth care it is to be expected that, in future, organizations will make more use of performance information.
Research limitations / Implications:
The generalizability of case studies is limited, so making a large-scale investigation would be advisable. If any statements are to be made with respect to the effects a longitudinal survey would be a possibility. If statements are to be made with respect to causality, experimental research could be taken into consideration (with pre- and postintervention assessments, procedures, test and control groups). Furthermore, it is clear that youth care organizations currently find themselves in a phase of transition. This means that much time and energy is devoted to the ongoing reorganizations, but also that there is less time available with respect to the use of performance information. Comparative research in a couple of years or in a different domain of the public sector is to be recommended.
