This dissertation represents a comprehensive study of the decision processes within the procurement of Public Private Partnerships (PPPs). The PPP style of contract is a complex but effective method for the delivery of much needed infrastructure and services for governments around the globe. The prime advantage is the use of private capital, minimising the burden on government coffers and the tax payer. This research focuses on the methodologies and maturity levels of PPPs on a multi-national scale. Critical success factors and failure mechanisms identified in previous projects were reviewed, based on the procurement and implementation of the contract itself rather than on the provision of infrastructure or a service. This research identifies gaps in the extant literature and practices within the delivery of PPPs, and develops a ‘lessons learned’ framework to guide the research and to close the gaps for future projects. This research principally adopts a content analysis methodology. It involves a mixed-methods approach, incorporating qualitative and quantitative reviews of the survey and a semi-structured interview protocol, augmented by in-depth case study analysis. The area of risk management and ownership within the PPP project presents itself as a common theme throughout the research. This area represents an opportunity for improvement throughout the contracting process, from feasibility to construction. The rules of assignment of risk to the entity that is best prepared to manage that risk have blurred. This adds undue complexity to a project that is already convoluted by nature. The culmination of the study offers a new model that can be used to increase the opportunity for success in the delivery of projects. This model focuses on the management of the contract. PPPs are unique in the way that they are financed and in the financial models that are employed during their delivery and through life service; however, the contract and management thereof share the same principles.

▼ O sistema de saúde pública na República Popular da China tem vindo a ser sujeito a
mudanças significativas. Entre elas, a introdução do sector privado é um fator importante para
o sucesso e desenvolvimento do sistema. A conjugação das exigências internas com a situação
internacional aumenta a atenção sobre as Parcerias Público Privadas (PPP) cujo sucesso e
prossecuçãode objetivos depende não somente da complementaridade dos recursos existentes
quer no sector público quer no privado, mas também da confiança mútua e do grau dessa
confiança, pelo que, nos últimos anos, o estudo da governação das PPPsse tornou num
assunto de interesse para a academia e para a prática.
Quando se discute a cooperação inter-organizacional, as principais linhas de investigação
existentes são a teoria dos custos de transação e o estudo da confiança. A primeira assume que
as pessoas tendem a ser oportunistas, o que aumenta os custos de transação. Contudo, através
de arranjos na estrutura de governação e de mecanismos contratuais, todos os parceiros
podem obter garantias e deste modo reduzir esses custos. Entretanto, os autores que estudam a
confiança, acreditam que ela pode eliminar o oportunismo e aumentar a eficiência da
cooperação e indicam um conjunto de fatores que conduzem à confiança. Estas linhas de
investigação têm porém alguns constrangimentos e, para os obviar, emergiu recentemente
uma linha de investigação integradora.
Esta tese defende a gestão da confiança e sugere que as
PPPs deverão realçar a fiabilidade dos
parceiros e também o facto de a confiança provir de uma boa gestão, deixando de enfatizar os
custos de transação. Em comparação com o estudo da confiança em sentido estrito, a gestão
da confiança valoriza as ações positivas dos parceiros em detrimento da boa vontade da sua
motivação intrínseca, evitando deste modo eventuais insuficiências. No enquadramento
teórico a tese analisa a influência de antecedentes tais como os ativos específicos de
relacionamento, a reputação da empresa ou a comunicação sobre confiança. Analisa também a
influência da confiança nas variáveis consequentesincluindo o desempenho, envolvimento e
relações de longo prazo e propondo um modelo teórico para o desenvolvimento da confiança
mútua nas
PPPs.
Tendo como objeto de estudo uma situação de reabilitação psicológica pós terramoto na
China, a tese verifica a relação estrutural entre antecedentes e a confiança assim como a
relação estrutural entre a confiança e os efeitos da cooperação através de casos de estudo e
análise estatística. Propõe hipóteses sobre a relação entre cada antecedente e a confiança e
sobre a relação entre a confiança e efeitos cooperativos. A tese discorre ainda sobre o
significado dos resultados para a academia e para a prática. Os resultados estatísticos indicam
que a arquitetura de gestão da confiança é lógica, apoiada empiricamente e explicada de uma
forma adequada. Teoricamente a tese não propõe somente uma arquitetura sistemática de
gestão mas também confirma influências intermediárias de fatores psicológicos na gestão.

▼ This study examines the framing of the right to education through the discourse of the Government of India and two key non-state actors. Specifically, it addresses two research questions using word frequency data and applying content and frame analysis. The first question examines the discourse of the Right of Children to Free and Compulsory Education (RTE) Act 2009, its alignment with the right to education, and framing of non- state participation in education. The second question examines the discourse of two non- state actors with opposing views on privatisation in order to assess their use of `rights talk' to promote education, and determine whether education privatisation and rights are mutually exclusive. The discourse of each actor is compared to a framework of the right to education to determine how it aligns or diverges from this model. The findings of this study provide insight into how RTE Act is interpreted by different actors.

▼ Highways have become a symbol of modern America (Levinson, 2004), and infrastructure investment plays a pivotal role both in short-term and long-term economic growth and in job creation. In the US, it represents 16% of the gross national product, and every dollar of public investment in highways has a net rate of return of 22 cents, and every billion dollars of federal highway investment generates 47,500 jobs (AASHTO 2003). In response to the inabilities to raise government revenues in the US, aging infrastructure systems, and high construction and O/M costs, infrastructure development has steadily become a collaboration work between the public and private sector. In liberalized infrastructure markets, various governance structures are being tested for application of public-private partnerships (
PPPs or P3s) strategies in infrastructure development (Estache, 2004). This thesis aims to review the key complex PPP issues in transportation renewal projects in the US that adopt
PPPs. While
PPPs can be applied to a range of agreements, the PPP projects to be studied and analyzed in this paper will be limited to those involving complex financing, design, construction and long-term operation and maintenance of transportation infrastructure of at least 10 years. These issues are examined in the context of six case studies in six different state across the US by means of interview and archival record. Findings resulting from this work suggested that
PPPs have been increasingly implemented by departments of transportation in the US as a mean to tape into private resources. In addition, this research identified four key complex PPP issues in transportation projects as such Economic issue, Procurement issue, Risk Issue, and Governance issue. States have established a dedicated organizational unit to facilitate the use of
PPPs, for example High Performance Enterprise (HPTE) in Colorado and Innovative Project Delivery Division in Virginia, but there exist no standards or best practices in the United States for procurement, concession terms, or risk-sharing.

▼ Public-private partnerships (
PPPs) for the delivery of transportation infrastructure are said to offer increased efficiency resulting from the private sector’s life-cycle approach to design and construction. While the literature on
PPPs endorses such efficiencies, studies don’t provide empirical support for that claim. The goal of this thesis was to assess that notion.
Four tasks were carried out to explore that issue. First, a literature review
searched for evidence of such efficiencies and methodologies to evaluate them. Second, a simple methodology to evaluate the life-cycle cost-efficiencies of the public and private sectors was proposed. Third, since most PPP projects in the U.S. are recent and currently
subject to routine operations and maintenance (O&M), indicators to compare those costs were proposed as well. Fourth, a case study compared the routine O&M costs of a PPP and of those of a system of publicly developed and managed tollroads.
The literature review found no empirical evidence of superior O&M cost-efficiency of
PPPs, and also, that most studies focused on design and construction cost and schedule overruns. While some studies assessing performance and/or efficiency were at times theoretical and not likely employed in practice, one methodology is proposed to evaluate life-cycle cost-efficiency. The case study results showed that the concessionaire was more cost-efficient in terms of operating expenditures (OPEX) per mile (-60%) and per lane-mile (-53%) than the system. The public system was more cost-efficient in OPEX per vehicle-miles travelled (97%), number of toll transactions (332%), and toll revenue (20%). However, those three indicators depend on traffic volume which during the study period was overwhelmingly greater on the public system.
While the case study showed cost-efficiency differences between the public and private sectors, additional research is needed to empirically test the hypothesis of greater efficiency of the private sector. The proposed framework can be used, but adequate data and further assumptions about O&M costs are needed; for that, it is recommended that more comprehensive case studies be performed to obtain detailed empirical data. A better understanding of the differences in cost-efficiency between publicly and privately managed roads will help decision-makers minimize the life-cycle cost of their investments.

▼ A presente tese tem por propósito contribuir para uma política de planejamento no campo da educação a distância (EAD). Para isto concebe uma proposta multi-modelo de referência lastreada na definição de estratégias em espectro de alta complexidade, que considera uma seqüência de procedimentos sistematizados nas seguintes fases: (i) Determinação das necessidades de informação, em duas etapas: (a) identificação dos fatores críticos de sucesso (FCS) e (b) identificação das áreas de informação; (ii) Determinação das competências, em três etapas: (a) determinação dos conhecimentos, (b) determinação das habilidades, e (c) determinação das atitudes; (iii) Determinação dos graus de avaliação de competências; (iv) Determinação das estratégias em redes de conhecimentos. Evidencia-se a aplicação a um estudo de caso nas concessões rodoviárias no Brasil, na perspectiva das parcerias público-privadas (PPPs). A consecução da pesquisa foi por meio da intervenção de especialistas e um grupo pequeno de estudantes de um programa de EAD (MBA) aplicado às PPPs. A coleta de dados foi por meio de um formulário semi-estruturado, do tipo escalar, em uma matriz de julgamento, com a intervenção de especialistas. Vários instrumentos de apoio foram utilizados na elaboração da modelagem, com vistas a reduzir a subjetividade dos resultados alcançados: escalagem psicométrica - Lei dos Julgamentos Categóricos de Thurstone (LJC), Multicriteriais-Compromise Programinng, Electre III, e Promethee II; Análise Multivariada; Krigagem, Redes Neurais Artificiais (RNA); Redes Neurofuzzy. Os resultados produzidos mostraram-se satisfatórios, validando o procedimento proposto para EAD. Procedimento este, fundamental na definição de programas destinados para planejar a capacitação de recursos humanos a distância, bem como para a constituição de outros elementos do capital intelectual em políticas de EAD.
This thesis intends to contribute to the planning guidelines in the field of distance education (DE). Thus, it develops a multi-model reference proposal supported by the definition of a highly complex spectrum of strategies that considers a sequence of systematic procedures in the following phases: (i) Determining the information needs in two stages: (a) identification of the critical success factors (CSF), and (b) identification of the information areas; (ii) Determination of competences in three stages, determining: (a) knowledge, (b) skills, and (c) attitudes; (iii) Determination of the degree of competence evaluation; and (iv) Determination of strategies in knowledge networks. There is the application to a case study of the road concessions in Brazil, within the perspective of public-private partnerships (PPPs). PPPs in order to co-create value for governmental and business organizations and the society remains constrained. We contend that the characteristics of publicness, heterogeneity and collective actions in
PPPs will inevitably result in situations that self-interests of individual organizations are placed above the public welfare; such phenomena are seen as âsocial dilemmas.â From a perspective of value-based strategy, we further argue that, social dilemmas between public and private organizations can be reduced using a platform that provides information accessibility and transparency, with which mutual dialogue and negotiation is facilitated; we term it as a âvalue co-creation platformâ. Drawing on a case study of Pier 2 Art Centerâs cultural innovation, we identified and analyzed three types of social dilemmas occurring in the cross-sector partnerships between Bureau of Cultural Affairs Kaohsiung City Government and operators of Pier 2 Art Center: cooperating dilemma, sharing dilemma and evaluating dilemma. We found these dilemmas were mitigated in the value co-creation platform, successfully generating economic and social value. The findings permit us to develop theoretical and managerial implications.

The overall aim of this thesis was to examine the perceptions of public and private sector stakeholders in social infrastructure Public-Private Partnership (PPP) schemes in order to develop a framework of risk factors. The theoretical framework developed from reviewing relevant literature is tested against organisational data from Australian companies who bid for PPPs and further refined via case study data from current Australian PPP projects. The outcomes of the comparison are discussed and project specific risk factor frameworks are established. Public Private Partnerships (PPPs) are long-term contractual arrangements between the public and private sectors, whereby resources and risk are shared for the purpose of developing public infrastructure. The last three decades have seen the evolution of PPPs as an alternative procurement method to traditional methods of delivering public infrastructure. Constant and competing demands for public sector investment for new infrastructure has prompted Australian governments to increasingly turn to the private sector to form partnerships in the construction, ownership and operation of infrastructure assets. This has become a major challenge for all stakeholders, as government alone cannot meet provision, however, the emergence of PPPs provides an alternate means for developing infrastructure at a rate that maintains and allows growth without directly impacting upon the government’s budgetary constraints. The concepts of PPPs are without doubt extremely complex arrangements, which bring to the construction sector risks not experienced previously. The majority of key historical work into risk factors of public-private sector joint ventures has been within the field of BOT (Build-Operate-Transfer) and BOOT (Build-Own-Operate-Transfer) projects. In Australia, BOT and BOOT are early forerunners of procurement methods that are now commonly defined as PPPs. The research addresses a knowledge gap in the analysis of the various phases of PPP schemes, particularly for the provision of ‘social’ infrastructure projects. Although few PPP schemes have reached the transfer stage of the cycle, due the common 20-30 year operational period, there are sufficient projects in their operational phase to facilitate such analysis. There is considerable growth potential for PPPs given that the New South Wales Government has developed policies to expand the application of PPPs to include social infrastructure. A key argument for Governments to procure projects using PPPs is that the process would deliver better overall value for all the stakeholders, including the broader community. Social infrastructure projects are characterised as generally being smaller in scale than economic infrastructure projects and, by their very nature, also tend to be complex, particularly in terms of ongoing involvement with the community. PPPs) are today considered an integral avenue for the pursuit of Kenya’s sustainable development agenda. They are seen as a vehicle through which the government involves the private sector in its development agenda to assist in the provision of public goods and services. The international development community continues to promote
PPPs as a model for sustainable development too. Nonetheless, our understanding of the contributions of
PPPs for sustainable development is limited. The academic streams on the topic hold rival claims, which further impedes our understanding of the limits and contributions of
PPPs for sustainable development. Therefore, it is essential to understand the theoretical implications of
PPPs applied on a practical context. Through a case study comparison of two PPP projects in Kenya, this thesis finds that
PPPs are not inherently effective or ineffective for sustainable development, but that bottom-up people-first objectives can significantly contribute to local sustainable development, to a national development agenda and the SDGs more broadly. This bottom-up approach, as opposed to the more generally used top-down approach, allows for a more effective and efficient PPP process due to political support and community engagement. Furthermore, the thesis finds that next to PPP design, the political economy of a country can significantly influence the overall effectiveness of
PPPs. This means that that future
PPPs should take into account the political economy context of the country and its sectors, as well as bottom-up approaches, to optimally contribute to sustainable development.

PPPs) in renewable energy offer an opportunity for the public and private sectors to pool resources and share risks to complete utility-scale projects that would not be feasible otherwise. Though documented in other countries,
PPPs are not widely used in the United States to their full potential, as such, research on renewable energy
PPPs in the United States is lacking. As attention to
PPPs grows with the national interest in renewable energy, determining factors that help predict success of such partnerships—as well as defining what a successful partnership is—becomes important to practitioners in the public and private sectors that are interested in implementing
PPPs for future renewable energy projects. Drawing from primary (interviews) and secondary (reports, news articles) sources, this article discusses a comprehensive definition of
PPPs in the context of renewable energy, offers a framework for predicting the success of a partnership, and contributes to the evolution of the term “success”.

public-private partnerships (
PPPs) have emerged as a significant
tool for infrastructure growth in developed countries under the
aegis of the reforms agenda associated with policy framework of the
new public management (NPM) aiming at improved efficiency,
effectiveness and economic gains. Such partnerships are considered
as a policy innovation in the case of the developed countries which
has also been adopted in the case of the developing countries
through a process of policy diffusion. This diffusion process is
often perceived to be coercive in nature and is facilitated by
international financial institutions (IFIs) / donor agencies which
act as policy transfer agents for the developed countries. Despite
such policy reforms and the growing need for social and economic
infrastructure,
PPPs have found limited applicability in the
developing countries owing to their complex nature, inability to
conform to local contexts and difficulties in satisfying divergent
interests of stakeholders. In this context, current research is
aiming at analysing the nature and process of diffusion of
PPPs,
local contextual factors and key drivers for adoption of
PPPs in
developing countries. Besides, critical success factors (CSFs) for
PPPs in developing countries and stakeholder perceptions thereof
are also being examined for implementation of PPP projects. For
this purpose, a mixed research methodology was used to undertake a
case study of
PPPs in Pakistan employing semi-structured interviews
and questionnaire survey for collecting qualitative and
quantitative data. The thematic analysis of qualitative data tends
to agree with the findings of the literature review that
PPPs are a
policy innovation of the developed countries which occurred under
the influence of the NPM agenda and IFIs/ donors have a role to
play in the diffusion of such reforms agenda into developing
countries. But research findings suggest that endogenous factors
(associated with local context) have more significance than
exogenous factors (reflecting the role of IFIs/ donors and nature
of diffusion process) towards influencing the policy adoption of
PPPs in developing countries. Further, eight principal factors
comprising of related CSFs have also been derived through
quantitative data analysis reflecting the perceptions of all
stakeholder groups involved in PPP projects. These factors included
governance of PPP projects, the stakeholder engagement during the
planning process, risk and financial management, enabling
socio-economic environment, proactive stakeholder management during
lifecycle of the PPP project, well developed legal framework,
efficiency gains – trust and public acceptance, and affordability
of service for the end users. A perception analysis for different
stakeholder groups reveals that there is not much difference in
perception of participants towards the level of significance of
these CSFs from the perspective of a single stakeholder group, but

However, governments alone can no longer deliver the much needed projects mainly because of lack of money, but also due to the lack of technical skills and a changing type of citizenry. In today’s world, governments have to consult the market place to efficiently and optimally deliver the much needed infrastructure. The case for Public-Private Partnerships being better than the options of government run projects or fully privatized projects is that Public-Private Partnerships offer real advantages in three major areas: 1) risk benefits (financial, legal and project related benefits), 2) management and communication benefits (within the partnership but also importantly between both partners and the general public), and 3) the value addition to the public common good.

public-private partnerships (
PPPs) and their applications to
transportation infrastructure projects in post-socialist Poland.
Poland’s transition to a neoliberal economy gave infrastructure
development a chance to test
PPPs. They in turn allowed
transnational corporations, like PricewaterhouseCoopers (PwC), to
invest in an emerging market in Central-Eastern Europe (CEE).
Research was conducted through a six month internship with
PwC. During the time of my internship and
empirical research, key stakeholders for both public and private
entities felt
PPPs were becoming more efficient and productive. The
issue of mutual benefit, however, was stifled by the lack of
agreement on common interests. At PwC, I
performed tasks that required me to work alone or with other
interns,permanent staff members, and clients. My responsibilities
included creating general presentations about
PPPs, researching the
progress of current investments and examining the feasibility of
potential ones. These experiences contributed to my ability to
assess the accomplishments of Polish
PPPs.

▼ O presente trabalho tem por objetivo inicial demonstrar a natureza jurídica das parcerias público-privadas (Public-Private Partnerships)
PPPS instituídas pela Lei Federal n. 11.079, de 30 de dezembro de 2004, e verificar, em conseqüência, alguns aspectos da sua constitucionalidade que vêm sendo bastante discutidos nos meios acadêmico, empresarial e institucional. Sustentaremos que se trata de instituto de natureza híbrida, misto de normas de contratação administrativa e normas de direito financeiro, englobando nessas últimas aquelas relativas ao sistema legal de garantias conferidas ao parceiro privado pelo parceiro público. Investigaremos a constitucionalidade da veiculação do tema Parceria Público-Privada por lei ordinária federal, já que, em se tratando de instituto de natureza híbrida com grande número de normas de finanças públicas , estaria em princípio sujeito à veiculação por Lei Complementar Federal, nos termos do artigo 163 da Constituição da República. Faremos, para tanto, uma digressão sobre o princípio federativo, as normas de estrutura da Constituição e a sistemática constitucional de repartição de competência legislativas. Analisaremos a conformação legal da concessão patrocinada e da concessão administrativa, expondo os traços legais fundamentais dos novos institutos. E por fim, no que respeita à concessão administrativa, estudaremos a possibilidade constitucional dessa modalidade. ▼ The aim of the PhD thesis was the study of the dynamic behaviour of Public-Private Partnerships (PPPs) at a national level. The methodological approach used for this scope is System Dynamics (SD). Initially, an extensive literature review took place to capture the issues associated with PPPs and their performance. The review revealed that market demand or usage volume is a critical parameter of economic viability either in user-pay PPPs or in authority-pay PPPs. Moreover, the literature review showed that most studies relevant in risk management of PPPs, describe causal influences either at a generic level or using a specific approach that case-oriented studies provide. Then we developed two SD models based on the functional separation of PPPs: PPP projects with authority payments (Authority-Pay SD Model) and PPPs with user payments (User- Pay SD Model). Each SD model was analysed to assess financially and socially sustainable management strategies of the national public-private partnership (PPP) programmes. Sustainability is defined as the long-term ability of the actors involved -i.e., public and private sectors and society- to sustain operating PPPs and benefit from them. Causal-loop diagrams revealed the interrelationships among system components and demonstrate that the management of national PPP programmes constitutes a complex dynamic system. The causal-loop diagrams were next transformed into stock-and-flow diagrams to simulate the influence of interrelationships and feedback loops among physical, financial, and social sectors. The SD models were developed using the simulation programming language of Powersim 2.5c. Each SD model was tested for its validity according to the principles of the SD theory. The SD models passed all tests successfully. Extensive simulation experimentation with each SD model took place to estimate the impact of changes in exogenous variables (parameters) on the sustainable development of PPP programmes. A total of twenty parameters were selected to test the statistical significance of each on the system’s sustainability for example, the available labour force, income tax, and cost of private capital for PPPs, construction cost overrun, and time delay in construction. The parameters were categorised into the following thematic groups: socio-economic environment, project characteristics, financial environment, government policies and risks. Analysis of Variance revealed the statistical significance of each parameter on the system’s sustainable terms. A comparative assessment of the effects between the two SD models was then discussed. Ιn the final stage of the dissertation, both SD models are proposed as methodological tools designed to contribute to strategic decision making by governments aiming to implement PPP programmes.

PPPs) has faced deteriorating
credit conditions during the financial crisis. This has ultimately decreased the competitiveness of
PPPs
compared to traditional public procurement. This study aims to find out in how far and under which
conditions the forfaiting model which is predominantly used in Germany can be an alternative financing
model for
PPPs. For this purpose both models were compared to identify each model’s advantages and
disadvantages. Furthermore, analyzing the financing patterns of
PPPs in German building construction from
2002 to 2013 allowed further conclusions about the feasibility of forfaiting. It was found out that most of the
German
PPPs are financed by forfaiting. However, large projects are preferred to be financed by project
finance. With the outburst of the financial crisis there was an evident increase in financing under forfaiting.
Credit and market conditions related to project finance worsened considerably. Hence, it is assumed that
projects initially planned to be financed by project finance have been dropped and/or alternatively financed
by forfaiting. Overall it was found out that forfaiting is an alternative financing model for
PPPs, not only in
times of crisis.

▼ Shaoul et al. (2012) state that the accounting, scrutiny and oversight of Public Private Partnerships (PPPs) remain areas of concern. Also, there have been calls for a more socio-technical and multidisciplinary approach to accounting and governance studies (Broadbent, 2012; Broadbent and Guthrie 2008), especially in relation to the empirical study of PPPs (Hodge et al., 2010). This thesis responds to these calls in part by drawing on Giddens’ structuration theory to examine the financial accountability and governance concerns that are created in PPP joint venture structures. The empirical work focuses on the health sector, which is identified as one of the sectors inundated by PPP activities, particularly in the UK (Treasury, 2012; Whitfield, 2010). It adopts a case study approach, based on qualitative methodology, which involves documentary analysis of secondary data and interviews in relation to two PPP schemes under the Local Improvement Finance Trust (LIFT) scheme in the UK’s health sector.The thesis investigates: the extent to which the corporate structures of the LIFT scheme do complicate financial accountability and governance including external scrutiny; the extent to which the LIFT scheme does enhance partnership working between the public and private sector partners; the structures in financial accountability and governance in the LIFT scheme; the human agents that provide agency in financial accountability and governance in the LIFT scheme and; whether and in what ways structures and human agency in financial accountability and governance interact in the LIFT scheme and what the implications are.The thesis finds firstly that the complex corporate structure of the LIFT scheme is very complicated and the joint venture mechanism cannot be relied upon to deliver transparency of reporting. Secondly, as limited companies, all financial reporting follows private sector accounting regulations and Company Law and there is minimal disclosure in terms of information available to the general public. This is worsened by lack of information sharing between partners as evidenced in one case study group. Thirdly, there was considerable inconsistency in the reporting due to multiplicity of interpretive schemas between the two case study groups. Fourthly, there was considerable change in the reporting due both to changes in accounting regulations and changes in organisational structure and interpretive schemas throughout the period. Fifthly, there is lack of continuity of public sector oversight and monitoring as the public sector, in practice, restricts its activities to pre-operational phase and limited oversight after construction phases. Moreover, partnership working is very difficult in the context of profit seeking under the LIFT structure. ▼ Recent years have seen an upsurge of interest from governments and development
organisations in adopting the Public Private Partnership (PPP) approach when developing and
operating ecotourism projects. A PPP is a contract between a public sector institution and a
private party, in which the private party assumes substantial financial, technical and operational
risk in the design, financing, building and operation of a project (South African National
Treasury 2004). Countries such as India, China and Kenya have developed numerous projects
through
PPPs. Protected Areas have followed suit in adopting the PPP approach, to be able to
focus on their core business, namely conservation. To date, relevant research on PPP
ecotourism projects, specifically pro-poor tourism approach is fragmented, limited in scope,
and lacks examples that can assist practitioners in embedding pro-poor tourism principles in
the PPP methodology. Academically, studies are largely evaluations that compare progress
against projects’ defined objectives or broad based sustainable tourism goals. However, this
study is an assessment of a tourism development from a pro-poor tourism perspective. Thus,
this study interrogated the extent to which ecotourism PPP at De Hoop is pro-poor.
Furthermore, the study sought to establish if rural local communities living in and near De
Hoop PPP benefit and how their benefits can be enhanced. Pro-poor tourism indicators are used
in this study as a theoretical base to evaluate De Hoop PPP.

▼ Availability Payment Public Private Partnerships (
PPPs) are long-term contracts where the private sector is allocated responsibilities of designing, building, financing, operating and maintaining the highway on a public project. In return to their services the private sector is reimbursed through a performance-based predetermined payment plan. As per this plan, the private sector is entitled to receive predetermined payments called Maximum Availability Payments (MAPs) throughout the concession term (operations and maintenance phase). Thus the MAP amount and the length of concession term would have a major influence on the overall project cost since any inappropriate increase or decrease to these terms will heavily influence the project outcomes. This mandates the public agencies to diligently design MAPs and concession term but review of practices shows that the public agencies have been relying on unwarranted traditional methods to finalize these terms. Furthermore, very few researchers have worked towards designing the concession term and all the previous works have considered the payments and concession term as independent variables. Last, the timing and cost of post-concession maintenance costs have never been considered before while designing payment structure and concession term.
This research work introduces a hybrid model developed by blending the stochastic dynamic programming model with multi-objective linear optimization principles that would allow the public sector to determine the upper limit of availability payments and concession term. This model ensures that public sector's cost saving objective and private sector's financial stability objective are satisfied simultaneously. The model also integrates post-concession maintenance cost structures and thus enables this model to include the effects of post-concession maintenance costs into the design. This model also allows inclusion of the effects of variation in private sector's financial condition and performance uncertainty in the design process. The research includes a case study focusing on Caltrans' Presidio Parkway Project and covers analyses that provide valuable insights about the design of Availability Payment
PPPs. The analysis also quantifies and identifies the factors that affect payments and concession term in Availability Payment
PPPs.

▼ The aim of this dissertation is to investigate the possibilities of PPP implementation in health sector in Greece. The historical route of health infrastructures, its funding, the current state of the health system and corresponding infrastructures are presented, especially in Northern Greece. A brief description of the philosophy of PPPs, the experience of implementing similar projects, abroad and in Greece, is given. Reference is made to general characteristics, expected benefits, disadvantages, critical success factors of PPPs. Current institutional framework is described and the specificity of the Health sector is highlighted. Despite the reservations, important projects were auctioned in the Health sector pursuant to Law 3389/2005, without finally concluding contracts. The administrative and financial capacity of public and private sectors is the next issue. Of particular importance in the Health Sector is the maintenance of the provision of equal health services to all, in accordance with the Constitutional requirement. The evaluation of any changes takes into account the specifics of the Health sector, but also their impact on clinical practice. An analysis of the methods, used to approach the issue, is given. A very important parameter for successful implementation of PPPs is their social acceptance. The results of three surveys are presented for the attitude of hospital executives - private sector & health service users, towards the PPP application for renewal of health infrastructure in Greece. The PROMETHEE II method is applied for prioritization of necessary interventions for the upgrading of hospital infrastructure in Thessaloniki. Finally, a method is proposed, using artificial neural networks, for a quick assessment of the attitude of health service users towards the question of extensive use of PPPs for the renewal of health infrastructure. Investigation of these issues leads to the following conclusions: Positive attitude of public health executives, with reservations. Disagreement over extensive use of PPPs. Agreement of private sector executives, with reservations for extensive use of the method. Social reactions are summed up in a negative light on the implementation of PPPs in health, noting that the critical success factors of such an endeavor are not met, with an emphasis on public sector unpreparedness and funding difficulties, while concerns are raised about potential health care costs. PPP projects in Health show significant difficulties, they are considered high risk. The risks of failure increase with extensive use of the model. PPPs should therefore only cover part of the system. Adequate safeguards are required for the duration of private sector involvement, effective safeguards for infrastructure availability, a strong public sector, a culture of cooperation & a stable policy. ▼ Risk allocation is one of the main sources of efficiency gains in public-private partnerships projects (PPP). Resting on this evidence, this dissertation has as a main goal to assess and analyse the risk allocation in PPP projects in Brazil. To reach this purpose it is used the case study of the MG-050 Highway PPP project contract. The contract analysis seeks to identify the risk allocation strategy intended by the Minas Gerais government and to make a comparision between this strategy and the international practices and principles. This analisys takes in count too the brazilian federal PPP Law (Law 11.079/2004) which delineates the brazilian partnerships model. From the case study, its possible to identify an effort to apply the main risk allocation principles to the contract. However, there are some critical points that could create difficulties to the contract performance
A adequada alocação de riscos é uma das principais fontes de eficiência nos projetos de parcerias público-privadas (PPPs). A partir dessa constatação, esta dissertação tem como principal objetivo avaliar e analisar a alocação de riscos em projetos de PPP no Brasil. Para tanto, é utilizado como estudo de caso o contrato de PPP da Rodovia MG-050, através do qual se busca identificar a estratégia de alocação de riscos pretendida pelo governo mineiro e em que medida essa estratégia se aproxima de práticas e princípios já consagrados pela experiência internacional. A Lei 11.079/2004 (Lei das PPPs), através da qual o modelo brasileiro de parcerias está delineado, também é considerada no estudo de caso. Da análise empreendida, identifica-se um empenho do Poder concedente em transferir riscos ao parceiro privado segundo princípios empregados, principalmente, pela experiência inglesa e australiana. Os investimentos públicos nacionais e regionais são essenciais para garantir o desenvolvimento infraestrutural e a modernização da provisão de serviços públicos. Todavia, perante o atual contexto de restrições orçamentais e de acentuado endividamento do setor público, os Governos de diversos países têm apostado em alternativas inovadoras de montagem e realização de iniciativa pública, que rompem com as práticas de financiamento e investimento público convencionais. As Parcerias Público-Privadas (PPPs) constituem um paradigma.
A opção pelas PPPs, em detrimento da contratação tradicional, não deve mover-se, apenas, por razões de mera engenharia financeira. Mais importante, as PPP devem ser consideradas pelas vantagens proporcionadas em termos de criação de Value for Money. Isto requer a clara comprovação das vantagens, na perspetiva do dispêndio de dinheiros públicos, em relação a outros modelos de contratação.
As mais-valias associadas às PPPs de criar uma capacidade acrescida de realizar projetos e de gerar ganhos de Value for Money para o erário público estão diretamente relacionadas com a abordagem de partilha de risco entre os parceiros, particularmente com o maior ou menor grau de otimização, ao nível de cada projeto. A alocação ótima de risco depende das condições específicas de cada lugar - políticas, económicas, sociais, legislativas e geográficas.
Conscientes da importância da distribuição do risco na eficiência das PPPs, académicos e instituições nacionais e internacionais procuram encontrar as melhores estratégias para a alocação dos riscos. O objetivo consiste em dotar os decisores políticos das ferramentas mais fiáveis e adequadas a uma correta tomada de decisão no que diz respeito à alocação de riscos em projetos de infraestruturas.
Com este trabalho pretende-se contribuir para ampliar os conhecimentos neste campo, através da análise da forma como foi feita a alocação de riscos na única PPP rodoviária da Região Autónoma dos Açores, a concessão rodoviária em regime sem custos para o utilizador (SCUT) na Ilha de São Miguel, bem como dos encargos que a mesma acarreta para as Contas Públicas da Região.
Para o efeito, foi elaborada, com base no respetivo contrato de concessão, a matriz de alocação de riscos. Concluiu-se que a distribuição dos riscos, no caso da SCUT na ilha de São Miguel, foi feita em consonância com as preferências internacionais de alocação de risco, obedeceu aos princípios de distribuição de riscos previstos na legislação portuguesa e respeitou as boas práticas referidas pelo Tribunal de Contas nesta matéria.
No que diz respeito aos impactos desta PPP nas Contas Públicas Regionais constatou-se que os encargos contratualizados em 2014 e em 2015 corresponderam a 0,7% do Produto Interno Bruto Regional, valores estes que, por si só, expressam o peso desta PPP nas contas públicas regionais.

▼ Public-Private Partnerships (PPPs) involve a combination of two motivators: (1) profit for the private sector; and, (2) efficiency and savings for the public sector. This approach, which has become increasingly popular as a way of procuring and maintaining public infrastructure, is being adopted by many governments around the world. However, employing the PPP approach is not always positive and depends on each country context. This study investigates the principal factors for PPP implementation in a developing country (Vietnam). It explores their criticality using a mixed quantitative and qualitative methods sequential explanatory strategy. The study also uses a confirmatory factor analysis technique to address the potential drawbacks of the conventional mean value analysis method, and adopts a two-dimensional importance analysis approach to illustrate the co-variances among factors. The differences between North and South Vietnam, and between the public and private sectors concerning the importance of these factors, are additionally investigated in this study.
The results of this study confirm 37 from a pool of 84 factors suitable for PPP implementation in Vietnam, of which 23 important factors are identified and explained. This study also indicates four additional success factors in the context of Vietnam, including Stable government policies, Support from civilians, Attention and care of top leaders, and Coordination between relevant governmental departments and Ministries. In addition, the study’s findings prove the suitability of the adoption of the PPP approach in the Vietnamese context. Although no evidence was found for the significant differences between the public and private sectors on the importance of these factors, the results indicate a significant difference regarding the importance of the success factor Stable macro-economic condition between North and South Vietnam. Apart from the economic aspects, other elements were found to significantly contribute to the differences of PPP implementation between the two regions. These include: political aspects; infrastructure and weather conditions; and, cultural and human matters. Considering a combination of the most critical factors for PPP implementation in Vietnam obtained from the integration of the quantitative and qualitative findings, this study proposes an ideal model of the principal factors contributing the success of PPP implementation in Vietnam at the early stages of the PPP process. Compared with the results obtained in other countries, this study further indicates 13 important factors, irrespective of different jurisdictions. The remaining 10 factors are considered differently among the countries, depending on each country context.

▼ Given the increasing proliferation of public-private partnerships (PPPs) in both developed and developing countries, and the huge challenges that are often associated with establishing and managing them, and ensuring that they achieve their objectives, it is important to understand multiple aspects of their operation. Whilst the structural and economic aspects of PPPs have long been recognised and researched, the relational aspects of PPPs remain under-researched. This thesis is a contribution to addressing this gap in the literature. It uses a dimensional approach to understand the nature of inter-organisations relationships (IORs) in PPPs and considers the factors that shape these relationships. It also investigates whether a particular pattern of relationships is needed for PPPs to deliver more than could have been achieved by each partner working alone (synergistic benefits). These issues are studied empirically in three educational PPP programmes in Pakistan. In two of these, not-for-profit organisations ‘adopt’ state schools. In the third, the state funds private sector schools on the condition that they offer free education to students and achieve threshold quality standards. A case study methodology is used and an integrative conceptual framework, derived from a wide-ranging literature review, is used to guide both data collection and analysis. The research finds that partners’ motives for entering into a PPP play a dominant role in shaping inter-organisational relationships. These motives are, in turn, influenced by a range of contextual and organisational factors. Inter-organisational relationships can be broadly characterised as collaborative, contractual, cooperative or conflictual. Whereas much of the existing literature emphasises that collaborative relationships are a prerequisite for PPPs to deliver synergistic outcomes, this research finds that these outcomes are also present in PPPs characterised by cooperative relationships. However, inter-organisational relationships in PPPs are not static; they develop and change over time. These changes result from a dynamic interplay between contextual factors, organisational factors, partner motives and the perceived outcomes of the partnership. The research reported in the thesis makes a number of contributions to knowledge. It sheds new light on the relational aspects of PPPs and offers a new conceptual framework for explaining and investigating inter-organisational relationships, which integrates insights from the largely separate literatures on PPPs and inter-organisational relations. It counters an apparent pro-collaboration emphasis in the existing PPP literature by documenting and explaining the benefits associated with cooperative relationships. Public-Private Partnerships (PPPs) have increasingly been recognised as a key strategic policy for delivering public infrastructure services in developing countries. PPPs as an important part of the effort of the governments in developing countries are also expected to reduce the burdens on their budgets and excessive debt. With proper management controls, a PPP could further generate efficiency, effectiveness, innovations, and achieve value for money objective in the delivery of public services. However, the progress of PPPs in developing countries has been slow, often failing to achieve value for money objective. In many occasions, PPPs in these countries were either held up or terminated before proceeding to the physical development stage. The aim of this thesis is to examine the use of management control systems by public partners to minimise risk associated with PPPs with special reference to Sri Lanka. The thesis adopts ?thesis by publication? format and includes three research papers with specific objectives. The study finds that public partners use control archetypes, namely market, bureaucratic and clan, with control strategies, namely performance evaluation and trust, to minimise relational risk and performance risk in different combinations in different phases of PPPs. The study also reveals that while five contingent factors suggested by transaction cost economic theory are highly relevant in the context of PPPs in Sri Lanka, the institutional environment and the power differential also influence public partners? choice between various control archetypes. Further, the thesis provides evidence suggesting that the PPP policy innovated in industrialised countries was diffused into Sri Lanka with coercion from international aid organisations (IAOs) through the conditionality attached to financial assistance. The findings of the study contribute to literatures on PPPs, public policy, and new public management in general and management control in particular. The findings also have implications for governments in developing countries, IAOs, managers in both public sector and private sector organisations.

▼ This dissertation examines the implementation of public private partnerships (PPPs) in Greece and globally. More specifically, the dissertation discusses extensively general information about PPPs in Greece, as the legislative framework, the historical progress of implementation and enforcement, to the modes of funding of projects, the main categories, forms of PPPs and phases of training of this relative conventions and concretisation, but also the fundamental beginnings, analyzes further the institution and goes on relating Greek data with European and other international experience, having first made specific reference to the existing overseas situation for PPPs (Public-Private Partnerships PPPs).The most commonly applied ways and methods of study and evaluation of particular investment forms are identified and are presented with accuracy and sufficiency, with localisation and analysis of the existed risks in the project’s life-cycle. The life-cycle includes the conceptual, planning, implementation and closure phases, in which the most critical issue is the funding and financial uncertainty during the initial phases of a PPP project. Specifically, as presented in most PPP cases, the funding risk is a crucial parameter of risk negotiation and management, since it signals the start of the implementation phase and has a great impact in the project’s financial return as well as in the social acceptance issue. Further, in order to evaluate in detail and documented the usefulness or not of the implementation of PPPs in Greece, the dissertation examines the "Construction and Maintenance of seven (7) new Fire Stations' project, which is the first PPP contract in Greece, and includes the funding, design, construction, maintenance and technical management of six Fire Services and a Fire Station. This project is examined under two contract options, which are the conventional funding from the public investment budget and the PPP option that includes the funding from the private investor. Through this comparison, it is concluded that the PPP option provides the desired Value for Money (VfM) not only for the private sector’s financial return, but also for the project’s financial sustainability. Following these results, there are three specific evaluation tools, which are included within this dissertation. These are computational methods that are developed and applied to different PPP cases, in order to demonstrate that they can be effectively applied to other PPP projects. Finally, the results arising from the Thesis are discussed and useful conclusions as well as future research issues are presented.

▼ This multiple case study examined corporate
involvement in Japanese public elementary schools through 3
corporate programs. In 2005 the Basic Law of Food Education,
Shokuiku Kihon Ho was enacted. This law promotes food education as
a national movement and encourages food makers to become actively
involved with the public sector to provide food education programs.
Major food makers approached public elementary schools as part of
their corporate social responsibility (CSR) activities. Purposeful
sampling was selected, and programs from 3 companies were
identified as cases. This researcher conducted email interviews
with 35 elementary school teachers and 3 company spokespersons to
examine their motivations, implementations, advantages and
disadvantages of the programs, benefits to the company, and changes
in teachers’ perceptions of the companies, if any.
The findings first include sources, including
governmental, from which teachers initially learned about the
programs. Second, the primary reason for program use was food
education. Third, the 3 corporate programs studied appeared to be
very successful in obtaining publicity in the schools. Two out of 3
companies had their products present in the classroom and also gave
their products as gifts. Fourth, teachers were satisfied with
corporate programs because they gained professional knowledge, rich
materials, and experience-based activities for children. Fifth, the
major disadvantage was scheduling. Few teachers recognized that
corporate programs effectively influenced the knowledge of teachers
and children. Sixth, teachers’ perceptions of the companies were
positively changed after experiencing the programs.
Teachers were impressed with professional
knowledge and they tolerated corporate promotions. This study
included implications: School policies and professional development
are needed to address commercial activity and insure that the
children’s knowledge would be balanced.

▼ This dissertation investigates the advantages of procuring capital-intensive infrastructure services via Public-Private Partnerships (P3s or
PPPs) – cost and time savings and; innovation and high levels of efficiency – accounting for these advantages by reference to the underlying legal provisions and principles that facilitate them; and in this process highlights two significant directions in which Canadian P3 law, policy and practice has evolved – the enactment of P3 legislation and/or the formulation of non-statutory P3-related policy; as well as the establishment of legal institutions that promote and/or facilitate P3 procurements. The dissertation also addresses key arguments raised against P3s, by reference to aspects of Canadian law, policy and P3 practice. The research methodology comprises a detailed review of legal and non-legal sources. The implication of the research findings is that, given the foregoing developments in Canadian P3 law, policy and practice, the key arguments canvassed against P3s are overstated and lacking in merit.
