▼ It is well known that most road construction projects in Ethiopia and Addis Ababa city are exposed to time and cost overrun or both. It becomes difficult to complete road projects in the allocated cost and time. Therefore, this research was carried out to dig-out information on the factors that cause time overrun on Asphalt road construction projects in Addis Ababa City administration. The aim of this research is to assess factors contributing for time overruns on road construction projects in Addis Ababa city Administration in the views of road construction stakeholders. Questionnaire survey was used to collect data on causes of time overrun. A total of 47 questionnaires from owner (AACRA), contractors and consultants were collected on the common factors to contribute for time overrun on asphalt road construction projects completed from 2000-2005E.c in Addis Ababa city administration by using a purposive sampling technique and analyzed using both descriptive and inferential statistics. Secondary data (asphalt road construction projects completion report) was used to know the real extent of time overrun on the projects understudied. From the result, it was found that 80% of the projects suffered time overrun. The most important causes of time overrun were found to be slow cite clearance, contractors’ financial problems, Inflation, progress payments delay by owner, inaccurate cost estimation, and delay in commencement. Spearman rank order correlation analysis was used to evaluate whether consensus of views exists between groups of respondents (owner versus contractor, owner versus consultant and contractor versus consultant). From the analysis of the results, it was found that there is no consensus of opinion between owner versus contractor and owner versus consultant respondents on the factors that cause time overrun but there is consensus between contract and consultant respondents. ▼ Road networks are increasingly expanding all over the world. Over the past decades, the buoyant economy, growing population and increasing freight volumes have created high demand for new road pavements as well as the maintenance of current road networks. The construction and maintenance of the road pavements require large amounts of aggregates. Due to considerable usage of various natural aggregates for constructing roads, these materials have started to deplete gradually. At the same time, the generation rate of solid waste in the society is increasing with the increase of population, technological development, and changes in the life style of people. The management of solid wastes has become an acute problem due to enhanced economic activities and rapid urbanization. Moreover, according to World Commission on Environment and Development (1987), sustainable development is defined as the development that meets the needs of the present without compromising the ability of future generations to meet their own needs. Therefore, referring to the importance of the sustainability and all the above mentioned issues, the utilization of recycled materials and waste materials in the manufacture of new asphalt mixtures is addressed in this research, in order to follow the sustainability concept. Using waste materials in asphalt mixtures conserves natural aggregates, reduces the impact on landfills, decreases energy consumption, can provide cost savings, and generally results in significant economic and environmental benefits. In spite of the benefits mentioned above, designing asphalt mixtures containing waste materials can be challenging and complex. In this regard, it is necessary to review a wide variety of engineering and geotechnical considerations for asphalt mixture design, as the application of wastes should not influence the structural and functional aspects of the pavements. Among various factors, which would be considered in designing an asphalt mix, permanent deformation, and stress/strain characteristics are the most important factors from the perspective of structural and geotechnical stability. Evaluation of asphalt mixtures in terms of these engineering properties is necessary as they define the structural performance and strength of an asphalt pavement. In fact, these properties influence the ability of the mix in withstanding the destructive effects of traffic and environment. In light of this, many researchers have studied the behaviour of asphalt mixtures containing waste materials through different tests and approaches to predict the performance of the asphalt surface layer under traffic load and environmental conditions. Today, there are many published reports about the application of various waste materials in construction of different layers of pavements including asphalt surface layer. The research studies have been conducted from simple and primary tests to the advanced laboratory investigations, field tests, and constitutive modelling of asphalt surface layer. Road maintenance is crucial for the purpose of retarding deterioration of pavement, which is a complex and continuous process due to the interaction of heavy traffic, environmental condition, and material aging. The combination of increased traffic and lack of appropriate maintenance causes a higher rate of degeneration in the roads. Transportation agencies need to develop a system for disseminating limited funds and decide the timing to conduct maintenance and repairs. In order to establish a cost-effective budget and achieve the optimum utilization of available resources, the agency needs to decide which maintenance treatment to use and where and when to apply it. The primary objective of this dissertation is to develop network-level pavement preservation decisions considering multiple objectives of cost and environmental impacts. This research will produce multi-objective optimization models designed to provide highway agencies with means of making road maintenance decisions among different concerns. Therefore, this study developed regression models of CO2 emissions for four vehicle types to quantify the environmental impact at the use stage. The simulated constraint boundary method (SCBM) was used as a tool to find Pareto optimal solutions for the pavement multi-objective optimization problem of minimizing agency costs and minimizing CO2 emissions by minimizing average network IRI value. This method is based on solving one objective and converting the other objective to constraint, so the decision makers need to decide first which objective should be considered as the primary objective (the objective that deserves the most attention among the competing objectives). The results show that the crack seal is still the most dominant preservation treatments compared to thin overlay although it has less effect on the reduction of IRI than the thin overlay treatment. So, the objective of minimizing agency cost controls the optimization results although the minimization of CO2 emissions was considered in the optimization process. Another method that was used in this research to achieve both objectives of minimizing agency costs and emissions is the Weighted Sum method. Weighted sum method is based on converting the two objectives into one single objective by adding both objectives together after multiplying each objective by a weighting factor. The value of weighting factor should be considerable relative to other weighting factors and comparative to its corresponding objective function. The results for the distribution of pavement preservation treatments show that less costly preservation treatments were selected for the most segments of the network when the priority of optimization was given to the objective of minimization agency cost. The treatments that have higher effectiveness on pavement condition were selected for the most segments of the network when the objective of minimization CO2 emission is the main objective compared to the other objective.

"Chip seal is one of the most popularly adopted pavement preservation strategies. A chip seal treatment is constructed by adding hot asphalt or emulsion on the surface of an existing pavement, spraying aggregates on the top, followed by roller compaction. Extensive research has led to the formulation of various chip seal analysis and design methodologies. These methods are mostly empirical in nature and depend on numerous assumptions related to chip seal microstructure and their expected behavior after compaction in field. Hence, there is a need for in-depth analysis of chip seals to develop performance-based design methods addressing the primary distresses as well as the microstructural parameters such as percent embedment and aggregate orientation. The objective of this research study was to evaluate chip seals through image-based microstructural parameters and performance tests. The results of a comprehensive experimental program lead to development of a holistic approach to chip seal design, encompassing various aspects of chip seal performance through aggregate-binder microstructural perspective. New image processing techniques were developed to understand the percent embedment and aggregate orientation behavior. Additionally, finite element analyses were performed using actual chip seal images to evaluate mechanistic characteristics (e.g., magnitudes of strains at the aggregate/binder interface) responsible for chip seal performance. Further, extensive performance tests were run in laboratory to evaluate the effect of design parameters (e.g. percent embedment, aggregate orientation) on chip seal performance distresses (aggregate loss and bleeding). The results were combined and analyzed to yield new insights into effect of microstructural parameters on chip seal performance. Furthermore, a performance-based design procedure was developed for design of chip seals. This procedure integrates the chip seal microstructural behavior and its performance." – Pages ii-iii.

In-situ evaluation of material properties is very important for estimating the structural adequacy of a pavement section under traffic loading. The fundamental material property for the AC layer in a flexible pavement is the complex modulus |E*| or the equivalent relaxation modulus E(t). In-situ |E*| can be used as a quality control tool as well as in estimation of remaining service life of existing pavements, and it is a critical input to the new Mechanism-Empirical Pavement Design Guide (M-E PDG). In this research, a method is presented to backcalculate |E*| or E(t) for the AC layer, in addition to base and subgrade layer moduli, using Falling Weight Deflectometer (FWD) surface deflection time histories. First, the deflection time histories from FWD test data were separated as the dynamic response part, and the viscoelastic response part: The time delay of each sensor is related to wave propagation through the pavement system while the shifted deflection time history without time delay can be considered as the viscoelastic response of the pavement. Second, the time delay of each sensor was used to estimate the elastic modulus of the subgrade layer, based on the wave propagation theory. Third, a forward layered viscoelastic solution was developed based on Schapery's `quasi-elastic' approximation. Finally, backcalculation was numerically done by Newton's method, and followed by the MATLAB internal function `fminsearch', to match the predicted deflection time histories from estimated modulus of each layer against the shifted measurement from the FWD test. The backcalculation results show very good agreement with the actual modulus values for both numerical examples and field FWD test data. The error in the base and subgrade moduli is generally less than 3%. The AC layer relaxation and complex modulus curves match the actual functions within the ranges of 0.0001 to 0.1 sec, and 10 to 10,000 Hz, respectively. The sensitivity analysis shows that errors in the deflection time-histories are the most significant factor affecting the backcalculated AC relaxation and complex modulus curves. Also, the layer thicknesses should be as accurate as possible.

▼ ENGLISH ABSTRACT: Flexible pavement designers have a choice of two wearing course: either asphalt concrete or surfacing seals. The latter have been widely used by several countries as their preferred wearing course over other methods, especially countries with a limited number of average inhabitants per square kilometre. Moreover, the surfacing seals were identified as an efficient cost effective road preventive maintenance technique. Surfacing seals in New Zealand, South Africa and Australia cover about 65%, 80% and 90% of their surfaced road networks respectively. The preference of surfacing seals is due to their competitive initial cost and ease of construction. In South Africa, the life expectancy of surfacing seals varies between 8 and 12 years with an average of 10 years. This has not been the case in a number of surfacing seals constructed in winter, especially when the night recorded temperature is below 10 °C. The dominant failure mechanism is ravelling (chip loss) soon after construction due to traffic loading. This chip loss is linked to the poor adhesion bond development rate in the bitumen-aggregate system during winter adverse conditions. In order to address the issue of premature chip loss the need for the development of a robust adhesion test method was identified. For that purpose, recently, researchers in the bitumen industry developed the Bitumen Bond Strength test method. This method was used in this study. This study intends to contribute to the understanding of binder-aggregate adhesion bond development for winter surfacing seals using the BBS test. Binder type, precoat type and conditioning, aggregate type and curing time are amongst the factors influencing winter seals adhesion bond performance. An experimental matrix involving three types of binder, two types of aggregate, four different precoating fluids, two precoat conditionings and two binder-curing times were then developed and investigated. Winter weather parameters affecting adhesion properties were also taken into consideration during the course of the investigation. Throughout the test, the procedure described in AASHTO TP 91-11 was followed. However, in order to enhance the control of the binder application temperature, a new method for hot applied binder sample preparation was developed as part of this study. The findings show that there is a significant difference between adhesion properties of the hot applied binders (70/100 and S-E1) and the emulsion (SC-E1). In most of the cases, the hot applied binders performed better than the emulsion. The failure mode observed was found to be linked to the condition of the precoating. The influence of the precoat type and conditioning, and effect of binder curing time were significantly highlighted. The use of a dry precoat benefited the adhesion bond strength up to around 50% relatively to the corresponding non-precoated combination. However, a decrement in the bond strength due to precoating of up to 28.7% was also observed. ▼ Pavement responses are affected by the magnitude and frequency of dynamic loads generated by vehicles, which are significantly dependent on axle configuration, pavement roughness conditions, and vehicle speed. Random amplitudes of dynamic loads are generated by rough road surface due to development of pavement distresses after initial construction. Therefore, vehicle-tire-pavement interaction model is needed for analyzing dynamic pavement responses and pavement damage to moving loads and taking pavement roughness into consideration. The first objective of the research is to analyze dynamic responses of flexible pavement structure using an integrated vehicle-tire-pavement interaction approach. A full-truck model was adopted to estimate the dynamic tire forces considering pavement surface conditions, vehicle speeds, truck configuration, and axle type and loads. A modified method was proposed to derive frequency response functions under harmonic loads using the equivalent modulus of asphalt layer at the specific temperature and loading frequency. After that, the convolution integral method was used to simulate pavement responses under non-stationary loads with random amplitudes. The impulse response method was used to calculate pavement responses induced by dynamic loads considering vehicle-tire-pavement interaction. A methodology was proposed to incorporate the impact of dynamic loads on fatigue cracking development in the framework of M-E pavement design and analysis. In addition, dynamic responses of flexible pavements induced by wide-base tires considering pavement roughness condition were analyzed through the ratio of critical pavement responses between wide-base tire and dual-tire assembly, respectively, for the potential of fatigue cracking, near-surface cracking, and subgrade rutting. Long-term monitoring of in-service pavements is used to develop pavement performance models in pavement management system. The weigh-in-motion (WIM) data help to comprehensively understand vehicular loadings on pavement performance. Previous studies mainly used traditional statistical methods to quantify pavement damage due to vehicular loading. Because of the complexity of problem, the relationship between pavement performance and influential variables may not be apparent in traditional regression models. The second objective is to use machine learning approaches, including support vector regression and random survival forest models, to quantify the impact of traffic loading on pavement performance based on field data. Multi-variable nonlinear regression method and support vector regression method were applied and compared in terms of prediction accuracy and error. Random survival forest method was used to investigate the influence of traffic loading on pavement survival life. O trabalho tem por objetivo apresentar procedimentos de projeto e execução de obras de pavimentos permeáveis visando sua aplicação prática como medidas compensatórias de drenagem urbana com a finalidade de retenção e amortecimento de picos de enchentes em cidades densamente urbanizadas. Os procedimentos propostos se baseiam na experiência adquirida para a implementação de dois tipos de pavimentos permeáveis; um com revestimento constituído de blocos intertravados de concreto e outro com revestimento de concreto asfáltico poroso, conhecido como camada porosa de atrito. Para subsidiar o trabalho uma pista experimental foi construída como área de estacionamento nas dependências do Centro Tecnológico de Hidráulica CTH na Universidade de São Paulo onde foi realizado o experimento. O local do estacionamento atua como um reservatório subsuperficial de águas pluviais sendo que sua estrutura, constituída de agregados granulares, abriga no interior de seus vazios a água infiltrada pelas camadas do pavimento. Recomenda-se, após os estudos, que os procedimentos e seqüências de atividades de projeto e execução de obras de pavimentos permeáveis sejam contemplados pelo poder público e privado como solução alternativa em diferentes empreendimentos urbanos como grandes áreas públicas ou particulares, estacionamentos, parques, quadras esportivas, passeios, calçamentos e ruas de pouca solicitação de tráfego entre outros.

The present work intents to show design and built procedures, of porous pavements; by paying attention on its practical appliances as compensatory option in urban drainage with purpose to retaining rainfall water by storage, reducing downstream flooding in cities with great urban density. The procedures here proposed are based in the know how acquired for the construction of two kinds of porous pavements: one built with interlocked concrete blocks and the other built with porous asphalt. In order to aid the present work, an experimental field was built as parking area inside the propriety of CTH Centro Tecnologico de Hidraulica in State University of Sao Paulo where the tests and experiments were made. The parking area is a reservoir structure where rain water is stored inside courses of aggregates. The storage volume is in the void space between particles of material that comes by infiltration trough the pavement layer. The commendation, after the studies, is that procedures and activities of design and build of porous pavements could be observed by government and private sector as alternative solution in many kinds of urban projects such as large public and private lots, parking areas sport fields side walks and streets, with low capacity of traffic loads, and so forth.

▼ ENGLISH ABSTRACT: Tack coats promote bonding between pavement layers. This allows the pavement structure to behave as a single unit whilst providing adequate strength. The lack of poor bonding leads to a pavement structure comprising of multiple independent (thin) layers. This in turn will be unable to withstand traffic-imposed loading potentially resulting in pavement distress. The occurrence contributes to fatigue distress such as cracking as well rutting significantly reducing pavement life. Various studies have shown that interface bonding between pavement layers (provided by tack coats) has a significant effect on pavement performance. Some of these studies also investigated pavement response due to external factors such as traffic loading, existing road surface conditions and temperature. However, it is also reported that intrinsic factors (e.g. tack coat application method) of the tack coat are found to contribute to the degree of bonding achieved. Various conventional methods are available for application of the tack coat. Alternatively, Spray Jet technology developed by the Wirtgen Group is a more modern method used to apply tack coats. The technology enables the immediate construction of the asphalt surfacing once the tack coat is sprayed onto the surface. Preliminary research shows the economical advantages of the use of the technology but some logistical disadvantages still remain when used in larger projects. Some of the intermediate disadvantages however can be outweighed by the long term benefits provided by the technology. The advantages creates the drive to employ the technology currently in smaller projects such as municipal roads. It also promotes the use of the technology on an international level. The technology is investigated by means of a two-phase project in collaboration with Pisa University. The study includes laboratory work, linear-elastic analysis and mechanistic design as part of the first phase (preliminary research study). The second phase (current study) includes the simulation of the conditions from the first phase through Finite Element Modelling in order understand the results obtained and behaviour observed. The purpose of the analyses is mainly to develop an understanding of the influence of shear strength on the pavement life and which factors influence the shear developed within the tack coat. This will provide insight on the potential advantages or disadvantages of the use of the technology. Both academic institutions considered representative pavement structures and conditions during analyses performed during Phase 1. This phase consists of two components: linear-elastic analysis and laboratory testing. A linear-elastic analysis was completed by Pisa and Stellenbosch University where two types of laboratory experiments were completed by Pisa University. Although, the results vary in terms of degree of stress observed in the pavement, all results favoured the application by means of tack coat compared to other methods. As obras de pavimentação, em geral, são de grande importância à engenharia civil, pois necessitam de grandes investimentos financeiros, em suas execuções. Cabe destacar, que a adoção de soluções equivocadas pode resultar em gastos desnecessários, obras inacabadas ou com problemas de compatibilidade entre o solo e o sistema de pavimentação adotado. Este trabalho de pesquisa apresenta um método para um estudo teórico-prático sobre o influência da umidade, da porosidade e do tempo de aplicação na mistura de base de pavimento rodoviário de solo estabilizado com cimento Portland, largamente utilizado na região oeste do estado do Paraná. A pesquisa tem como estratégia um estudo a partir de vários ensaios de laboratório e ensaios de carga em campo, em um pavimento de rodovia. O solo utilizado na pesquisa foi coletado de uma obra rodoviária, na cidade de Tuneiras do Oeste, sendo que os experimentos de laboratório e pavimento foram realizados no município de Marechal Cândido Rondon. O objetivo desse trabalho é avaliar a influência do teor de umidade, porosidade e do tempo de aplicação no comportamento da mistura de solo estabilizado com cimento Portland, para que projetistas e executores de obras rodoviárias, que utilizam este material, tenham mais subsídios e, com isso, sejam evitados casos de diminuição na qualidade e consequentemente de durabilidade, nas obras com esta solução de engenharia. Os resultados apontaram a influência da dosagem de água na resistência à compressão simples da mistura, devido à modificação desta na estrutura do solo-cimento e na hidratação do cimento. Com relação à porosidade verificou-se que quanto menos poroso o solo-cimento melhor é desempenho mecânico. Constatou-se que o tempo entre homogeneização e compactação do solo cimento é limitado, sendo que o mesmo varia conforme a dosagem da água, quantidade de cimento de cimento e de parâmetros da compactação.

The paving in general are of great importance to civil engineering, since they require large financial investments in their executions. It is worth noting that the adoption of wrong solutions can result in unnecessary spending, unfinished or compatibility issues between the soil and paving system adopted. This research presents a method to study theoretical and practical knowledge about the influence of moisture, porosity and application time on the base mixture of road surface soil stabilized with Portland cement, widely used in the western region of the state of Paraná. The research is a study strategy from various laboratory tests and load tests in the field, on a highway pavement. The soil used in the study was collected from a road project in the city of Tuneiras West, and the floor and laboratory experiments were conducted in the municipality of Rondon. ▼ This dissertation integrates and assesses in-service hot mix asphalt pavement data from several typically available but disconnected data sources to inform pavement policy and specification development. This in-service pavement data approach captures connected pavement data from different stages of pavement projects (e.g. mix design, construction, performance after completion) to better understand the relationship between actual in-service performance and mix design, structural design, and construction variables. The dissertation addresses the following research question: what is the value of the in-service pavement data approach in developing hot mix asphalt pavement policy and specifications? To test this question, the dissertation applies this approach using data from 2007 to 2017 to investigate several current Washington State Department of Transportation (WSDOT) research questions. Using the in-service pavement data approach, WSDOT pavement performance questions regarding (1) 3/8-inch versus 1/2-inch nominal maximum aggregate size (NMAS) mixtures, (2) the influence of elevated in-place density mixtures and other mixture characteristics, and (3) high-reclaimed asphalt pavement (RAP) (> 20%) versus up-to-20%-RAP mixtures are analyzed. High level findings include: (1) there is no statistical evidence to suggest a difference in performance between 3/8-inch and 1/2-inch NMAS mixtures; however, the cracking/rutting performance of 3/8-inch NMAS mixtures may be trending higher for older mixtures (ages 9-10); (2) there is no field evidence to suggest an apparent trend between elevated density and increased cracking/rutting performance; however, fine-graded mixture cracking performance may be trending higher than coarse-graded mixtures for older contracts (ages 8-10) and no contracts with a density of 94% or higher perform poorly (≤ 50 cracking/rutting condition value); and (3) there is no statistical evidence to suggest a difference in performance between high-RAP (> 20%) and up-to-20%-RAP mixtures. Ultimately, the in-service pavement data approach is a repeatable framework that can be used to better understand the relationship between actual in-service performance and mix design, structural design, and construction variables. Additionally, it is generalizable to any field with large data sets on in-service pavements (e.g. airfields, highways, etc.). Towards this end, the in-service pavement data approach and high-level findings of the WSDOT case studies may be applicable to the U.S. Air Force pavement program.
