▼ Antarctica has been glaciated for the past 35-40 million years (Denton et al., 1991) and evidence of periodic fluctuations of the Antarctic ice sheet (AIS) during the Cenozoic are recorded in the ice sheet itself, deep sea sediments, and glacial deposits on the continent (Ingólfsson, 2004). Quaternary continental records of AIS extent is limited to few locations along the Transantarctic Mountains (TAM) and coastal continental boundaries (Denton et al., 1984; Denton et al., 1989). Records of atmospheric variation over time, glacial extents, and ice sheet responses to environmental changes are required to understand modern day forces on climate and the environment and provide a context in which to relate modern observations to the past. In this framework, this paper evaluates the geomorphic stability of Ong Valley within the Central Transantarctic Mountains (CTM) and the preservation of Pleistocene aged ice underneath an insulating lag deposit. Ong Valley in the Central Transantarctic Mountains (CTM) contains ancient buried glacier ice derived from past flow of the adjacent Argosy Glacier. The valley floor is covered with patterned ground and has three distinct glacial tills. Geomorphic and stratigraphic evidence shows that these deposits originate from sublimation of debris-laden glacier ice. Buried glacier ice is still present beneath the youngest two drifts, one of which is older than one million years. The tills above the ice record the repeated advances and stagnations of the Argosy Glacier. Cosmogenic exposure age dating of these tills provides ages, ice sublimation rates and regolith erosion rates that support the antiquity of the ice below. The oldest ice on Earth has an undisputed age of 800 Kya and is at the bottom of large ice sheets (Fischer et al., 2013). Access to it requires extensive drilling through kilometers of ice. Conversely, the ice in Ong valley is preserved beneath only 1 m of till and is over 1 million years old. Geomorphically similar ice was found in Beacon Valley, but its age (~8.1 Mya) was inferred from dating of volcanic ash above the ice (Sugden et al., 1995). Subsequent analysis from other investigators suggest that the age of the ash may not be a good indicator for the age of the ice below it (Hindmarsh et al., 1998; Ng et al., 2005; Stone et al., 2000). Concentrations of cosmogenic 10Be, 26Al, and 21Ne were measured in regolith samples collected every ~10 cm in 1 m deep vertical transects through three tills in Ong Valley. Transects reach the buried ice surface in the two younger tills. Cosmogenic-nuclide concentrations in these transects are functions of: i) the age of the till and ice below it; ii) the rate of formation of the till by sublimation of underlying ice; and iii) the rate of surface erosion of the till. In general, a young till unit will have 26Al and 10Be concentrations that are primarily a function of till age; however, over time, 26Al and 10Be concentrations reach equilibrium with erosion, sublimation rates, and radioactive decay; thus, 26Al… Advisors/Committee Members: J. ▼ There are three main problems in the current climate change negotiation, the mitigation gap, the financial requirement and the different views and perceptions of the problem ; The mitigation gap refers to the difference between the current Green House Gases (GHG) mitigation pledges by developed countries and the necessary GHG reduction recommended by the Intergovernmental Panel on Climate Change (IPCCC), this has been translated into a call for developing countries to adopt mitigation pledges and at the same time a call to expand the carbon market in a post-Kyoto commitment; The financial requirement refer to a lack of funds necessary to treat the former problem and finally exist the problem associated to the difficulties to include the different views of developed and developing countries under the ‘United Nations Framework Convention on Climate Change’ UNFCCC. So far developing countries have been participating in mitigation actions though the Clean Development Mechanism (CDM), a mechanism where developing countries sell carbon credits to developed countries. Even though in the past the CDM was more effective than expected, it has faced critics during its function; furthermore, it does not lead to net emission reductions in developing countries. The aim of this study is first make and overview of the solutions offered to current problems of CDM, second, identify parties with influence capacity over climate change negotiation, and finally to evaluate the level of support that these solutions have within parties with influence capacity over negotiations. The findings of this study show that there were no specific proposals to evolve CDM that can offer a solution to all the critiques to CDM, however alternatives to CDM that involve an expansion of the carbon market, such as Sectoral Approach, National Appropriate Mitigation Actions (NAMAs), and International Mitigation Obligation (IMO) can offer solutions to the majority of those critiques. For the second part of the study a literature review was perform over the negotiation process in the UNFCCC. It was found that the negotiation process is highly complex in nature, therefore, was preferred to study the position of NGOs which participate as observers given the more transparent position on important issues for the negotiation. Two groups of NGOs were chosen for further analysis, the Environmental NGOs (ENGOs) and the Business and Industry NGOs (BINGOs). These NGOs were more active participating in the negotiations through statements and present clear intentions to influence negotiations, also present a solid website-network organization, all together allow them to have a better chance to make their voice heard, comparing with other NGOs groups. Finally, the position of BINGOs and ENGOs converge in their main views for a future of CDM (with few differences on specific topics). They both consider that developing countries should start to declare mitigation pledges and mitigation actions. La riche contribution de la SC et des ONG palestinienne à travers son histoire, leurs contributions aux efforts en faveur de la construction de l'Etat et à la fourniture entre autres choses des services sociaux, et la recherche d'une solution autre que la solution à deux Etats qui s'effondre– ont présidé le choix du sujet de ma thèse : « La SC et la construction d'un Etat : Tendances passées, dilemmes actuels et défis futurs posés aux ONG ». En tant que concept théorique, la construction de l'Etat a connu un intérêt accru durant les dernières décennies avec le nombre croissant de sociétés touchées par des conflits. Cependant, le point focal de notre thèse n'est pas tant les théories abstraites de la construction de l'Etat que son histoire et ses aspects pratiques en conjonction et/ou à l'intersection de l'évolution de la SC et des ONG. La compréhension de la construction de l'Etat telle que promue par l'OCDE « Concepts et dilemmes de la construction de l'Etat dans des situations fragiles » imprègne et la rationalité et la méthodologie de notre recherche.

The richness of the contribution of CS and NGOs to Palestine on its history, their contribution to state-building efforts and the provision of social services among other things, and the search of an alternative solution to the flawed two-state solution to the conflict – governed the choice of the topic of my dissertation “CS & State-Building: Past Trends, Current Dilemmas and Future Challenges Faced by NGOs”.As a theoretical concept, state-building has gained prominence during the past decades with the growing number of conflict-affected societies. Yet, the focus of our dissertation was not so much on abstract theories of state-building as on its history and practicality in conjunction and/or in intersection with the evolution of CS & NGOs. The perspective on state-building as promoted by the OECD entitled “Concepts and Dilemmas of State-Building in Fragile Situations” impregnates both the rationale and the methodology of our research.

Les organisations non gouvernementales étrangères(ONG) étaient présentes pendant la guerre contre les États-Unis dans la province de Quảng Nam pour aider des victimes de la guerre. Cependant, après la libération du Việt Nam en 1975, elles ont stoppé toutes les activités en raison de la politique de l'embargo américain. Elles ont commencé à se retourner au Việt Nam à partir de la mise en œuvre de l'innovation de "Đổi mới-renouveau" en 1986. De 1991 à ce jour, les ONG se développent fortement en nombre d'organisations et en projets d'aides. Ces ONG réalisent non seulement les opérations d'aides humanitaires mais aussi elles jouent un rôle actif dans le développement durable de la province. Etant l'auteur de cette étude, avec plus de 20 ans d'expérience et de contacts de travail avec des centaines d'ONG de différents pays. Cette étude est menée avec une méthodologie de recherche: documentation, analyse des rapports; évaluation des résultats des financements des ONG; organisation de séminaires, conférences et dialogues entre les partenaires; élaboration et distribution des formulaires d'enquête auprès des bénéficiaires, des autorités locales et des représentants des ONG; travail d'enquête sur des localités dans de nombreux domaines. Les résultats de l'étude ont montré que ces organisations fonctionnent dans la plupart des domaines tels que la santé, l'éducation, la protection de l'environnement, le déminage, les aides aux victimes affectées par l'Agent Orange/Dioxine, le soutien pour les handicapés, la formation professionnelle, le développement du tourisme communautaire, les aides urgentes en cas des catastrophes naturelles, adaptation aux changements climatiques. Les ONG jouent un rôle positif au développement durable au niveau local et répondre aux besoins réels des habitants. Cependant, dans certains cas, elles mènent des activités négatives ceux qui causent des difficultés dans la gestion d'état. D'autre part, cette étude souhaite montrer la bureaucratie, la lourdeur des procédures administratives au Việt Nam.

Foreign non-governmental organizations have come to Quảng Nam province during the American War to help victims of the war. However, after the Liberation Day (1975), they ceased their operations due to the US embargo against Việt Nam. They resumed their operations in Vietnam when the Doi Moi (Renovation in 1986) was implemented. From 1991 until now these organizations have grown in terms of quantity and numbers of aid projects. They have not only performed humanitarian activities but also played an active role in maintaining sustainable development of the province. The author of this research has over 20 years of experience in meeting and working with hundreds of foreign non-governmental organizations from a number of countries. ▼ A tese propõe uma investigação no âmbito das Relações Internacionais sobre a intervenção e aplicabilidade dos projetos da Assistência Médica Internacional (AMI) nos Países de Língua Oficial Portuguesa (PALOP). A pesquisa e análise de conteúdos centra-se no período temporal compreendido entre os anos de 1987 (data da primeira missão internacional da AMI num PALOP) e 2011, com o objetivo de escrutinar os níveis de cooperação e assistência no âmbito dos Direitos Humanos. Assim são verificadas as mudanças e continuidades da intervenção da AMI nestes países, apontando as interações desenvolvidas com as comunidades locais, com as entidades governamentais, numa perspetiva de análise da sua intervenção e dos seus níveis fundamentais, no qual o voluntariado assume uma importância imprescindível. Nesta lógica, o estudo das distintas motivações destes atores (voluntários) no cenário internacional, a sua atuação de acordo com as diferentes caraterísticas de cada PALOP, acaba por apontar avanços no entendimento da realidade, desenvolvendo neste trabalho situações reais dos projetos da AMI no contexto africano, e da sua intervenção em cada um deles; “The importance of AMI intervention in the PALOP regarding volunteering and its consequences” Abstract: This project proposes an investigation through International Relations about the intervention and the applicability of AMI projects in countries where Portuguese is the official language. With the aim of analysing the levels of cooperation and assistance concerning to Human Rights this research analysis the period from the first international mission of AMI in PALOP countries in 1987 to 2011. The changes and continuities of AMI intervention in these countries are verified, pointing out the interactions within local communities, government agencies, in a prospective of analysis of their intervention and their fundamental levels, in which volunteering plays an essential role. Following this line of thought, the study of the different motivations of volunteers considering as an actor in the international arena, as well as their performance according to the different characteristics of each PALOPs country, end suppointing advances in the understanding of reality, developing in this work real situations of the projects of AMI in the African context, and its intervention in each of them. As políticas sociais, ao longo dos anos, veem se modificando de acordo com as políticas econômicas adotadas, sendo essas políticas mecanismos de reprodução da força de trabalho. Nesse aspecto, a intervenção do Estado vai se apresentar de forma diferenciada de acordo com a conjuntura e a correlação de forças entre as classes, de forma que, quanto mais organizadas, mais fortalecidas elas se tornarão. A partir dessas relações em que o Estado passa a intervir nas relações dos meios de produção e acumulação do capital, surge o terceiro setor como meio de mediação entre o público e o setor privado, ocupando cada vez mais espaços tanto na esfera pública como no privado. Com a ausência do Estado em determinados setores de ordem social emergem, no terceiro setor, as Organizações não Governamentais ONGs suprindo em muitos casos o papel do Estado nas relações sociais. Partindo dessa perspectiva, buscamos entender essa relação no campo da saúde, especificamente com mulheres, com câncer de mama e mastectomizada. Do ponto de vista social, percebemos que o câncer ainda é visto como uma doença incurável o que desencadeia uma série de sentimentos negativos afetando sua recuperação. Nesse contexto, a sociedade civil tem formado redes em apoio à saúde e a solidariedade a mulheres com câncer de mama. Através da ação das ONGs, nas mais diversas áreas, percebe-se a mobilização, a motivação de voluntários junto a essas organizações, tornando-se fundamental no apoio e na inserção de segmentos da população estigmatizadas pela sociedade.

The social politics, throughout the years, veem in accordance with if modifying the adopted economic policies, being these politics mechanisms of reproduction of the work force. In this aspect, the intervention of the State goes in accordance with to present of differentiated form the conjuncture and the correlation of forces between the classrooms, form that, the more organized, more fortified they will become. From these relations where the State starts to intervened in the relations of the means of production and accumulation capital it, the third sector appears as half of mediation between the public and the private sector, occupying each time more spaces in such a way in the public sphere as in the private one. Esta tese visa aprofundar o entendimento das dinâmicas de interação entre atores estatais e não estatais nos processos de criação, continuidade e mudança de regimes internacionais. A pesquisa se apresenta como um estudo de caso demarcado a partir da criação do novo regime internacional de proteção dos direitos de patentes, instituído em 1994 quando da adoção do Acordo sobre Aspectos dos Direitos de Propriedade Intelectual Relacionados ao Comércio (TRIPS) pelos países membros do GATT. Inclui as disputas entre as empresas farmacêuticas e o governo da África do Sul, o contencioso entre Brasil e Estados Unidos, na Organização Mundial do Comércio, e as negociações que culminaram na adoção da Declaração sobre o Acordo TRIPS e Saúde Pública, em novembro de 2001. A partir da problematização das decisões do governo dos Estados Unidos, nos vários momentos do caso, se propõe, como argumento central do trabalho, que a mídia constitui um importante elemento de ligação nos processos através dos quais atores não estatais com capacidade material reduzida exercem influência sobre atores estatais nas decisões acerca da política externa tanto no âmbito bilateral como multilateral

This thesis aims to deepen the understanding of the interactive dynamics between governmental and non governmental actors in the processes of creation, continuity, and change of international regimes. The research is presented as a case study delimited from the creation of the new international regime of intellectual property rights, instituted in 1994, when the Agreement on Trade Related Aspects of Intellectual Property Rights (TRIPS) was adopted by the GATT member-countries. It includes the disputes between the pharmaceutical companies and the government of South Africa, the controversy between Brazil and the United States, in the World Trade Organization, and the negotiations that culminated in the Declaration on the TRIPS Agreement and Public Health, adopted in November 2001. From the problematization of decisions of the United States Government, in the various moments of the case, as central argument it is proposed that the media is an important linkage element in the processes through which non state actors with reduced material capacity exercise influence on state actors on foreign policy decisions in regard to both bilateral as well as multilateral decisions

Cette thèse de doctorat en sciences de gestion interroge les impacts des collaborations entre les entreprises et la sphère non gouvernementale. Elle envisage en ce sens dans quelle mesure les ONG contribuent à la performance globale des firmes à travers leur responsabilité sociale.L’état de l’art qui porte sur les mots clés de notre sujet a permis de souligner un triple élargissement au sein des entreprises : premièrement, une ouverture de leur gouvernance qui se traduit par l’introduction de nouvelles parties prenantes dans le cœur névralgique des sociétés ; deuxièmement, un approfondissement de la performance qui n’est plus abordée uniquement sous un angle économique et financier mais également sous ses aspects sociaux, environnementaux et sociétaux ; et enfin, un développement des outils de mesure de la performance. En effet, le reporting économique est désormais complété par des rapports de développement durable. Cet élargissement des outils de mesure est parfois caractérisé par un reporting intégré qui systématise le lien entre le financier et l’extra-financier.Les enjeux de cette recherche qualitative à vocation exploratoire sont triples : il s’agit tout d’abord de comprendre l’implication des acteurs en caractérisant leur posture dans les partenariats mais aussi en faisant la lumière sur leurs motivations à collaborer. Puis, il s’agit de déterminer les modalités des partenariats qui existent entre les firmes et les ONG, en spécifiant la notion de « dialogue » et les caractéristiques des partenariats stratégiques. Enfin, il s’agit de mesurer la contribution des ONG à la performance globale en analysant ses impacts sous le prisme d’une performance quadri-axiale et plus spécifiquement en ayant recours au cadre méthodologique du Reporting Intégré.Nos travaux se sont concrétisés par l’étude documentaire et statistique de 301 entreprises ainsi que des ONG qui gravitaient autour de leur sphère socio-économique. Puis, nous avons à partir de cet échantillon réalisé 44 entretiens semi-directifs auprès d’entreprises et d’ONG et avons complété notre recherche par une étude de cas sur le partenariat stratégique entre Michelin et le WWF. Lors de cette étude de cas nous avons à la fois interrogé des parties prenantes internes à cette collaboration, comme les responsables en charge de la coopération, mais aussi des parties prenantes externes, comme le Directeur Général Délégué de l'International Integrated Reporting Council (IIRC) ou encore le Directeur Général du Syndicat des Professionnels du Pneu (SPP).

O presente estudo objetivou analisar a mediação social realizada por uma ONG de mulheres formada por habitantes do bairro em que atua. A mediação social é vista como um processo que pode contribuir à construção da cidadania em uma população em situação de vulnerabilidade social. O tema pesquisado parte do interesse em estudar mecanismos que contribuam para que as ONGs atuem como mediadoras “positivas”, de forma que, em sua intervenção sobre populações em situação de vulnerabilidade social, possibilitem a construção da cidadania ativa. A revisão teórica abrangeu dois grandes capítulos: (I) democracia, cidadania e participação política (II) possibilidades e limites das organizações não governamentais como mediadoras sociais. O primeiro subdividiu-se nos seguintes tópicos: o caminho da democracia no contexto da América Latina e do Brasil; a abordagem histórica da cidadania e a participação como dimensão da cidadania; as marcas qualitativas de fenômenos participativos e, finalmente, o papel do movimento de mulheres na construção democrática no Brasil. O segundo capítulo subdividiu-se da seguinte forma: a emergência e a caracterização das ONGs, considerando os antagonismos e as contradições que intervêm em sua existência; as perspectivas teóricas sobre a mediação social, seguidas da discussão sobre o papel das ONGs como mediadoras das demandas da população. Para tanto, estabeleceram-se como objetivos específicos: (i) compreender a perspectiva de cidadania praticada pelas mediadoras sociais locais; (ii) avaliar as marcas qualitativas da participação na mediação social da ONG. A pesquisa foi de cunho qualitativo, apoiou-se no método de estudo de caso e, para a coleta de dados, utilizou-se de observação participante, de conversas informais e de pesquisa documental. Optou-se pelo “caminho do pensamento” hermenêutico-dialético (MINAYO, 1996) para guiar a análise de dados e, para a sistematização dos dados coletados, utilizou-se a análise de conteúdo. Entre os principais resultados, encontrou-se que o processo de mediação social da ONG originária da localidade revela necessidades, contradições e tensões semelhantes às que afetam as ONGs não originárias do meio em que atuam, mas também possui vantagens que poderiam ser aproveitadas para contribuir à construção de uma cidadania de “baixo para acima”, como a legitimidade conquistada pelas mediadoras sociais locais e seu posicionamento privilegiado. Por outro lado, sinalizam-se limitações e dificuldades da mediação que, em se mantendo, podem conduzir a práticas personalistas, assistencialistas e clientelistas.

A proliferação das organizações não governamentais (ONGs) dos últimos anos fez surgir uma concorrência pelos recursos doados. Este fenômeno acontece especialmente com as doações provindas do setor empresarial. As empresas investem ainda quantias pequenas de seus faturamentos em ações sociais, no entanto começam a direcionar seus recursos pela qualidade dos projetos que as ONGs apresentam. Para a formação de uma aliança entre ONGs e empresas, ambas as organizações utilizam critérios diferentes para escolher a parceira. Uma vez realizada a escolha, existem diferentes tipos de alianças que podem resultar de essa parceria, que podem ser classificadas numa escala evolutiva em filantrópicas, transacionais e integrativas, quanto mais perto de uma relação integrativa, mais a relação se torna complexa, adquirindo maior valor. O objetivo do trabalho foi investigar quais são os critérios utilizados por empresas e por ONGs do Paraguai para escolher a sua organização parceira e quais são os tipos de alianças resultantes de essas parcerias. São descritos no trabalho os resultados de um estudo múltiplo de casos de três ONGs paraguaias e seis empresas que doam seus recursos para a execução de projetos das ONGs. A análise indica que as empresas reconhecem nas ONGs um importante trabalho de ação social e acabam tomando a decisão de se aliar com as que possuam uma boa imagem na sociedade e possam oferecer maiores garantias de confiança, seriedade e boa gestão. Por sua parte as ONGs procuram se aliar com empresas que além de recursos financeiros, consigam se envolver com as causas defendidas pelas mesmas. Na análise dos tipos de alianças se constata que das nove alianças pesquisadas, somente uma é do tipo puramente filantrópico, quatro delas apresentaram características do tipo filantrópicotransacional, e outras quatro do tipo transacional-integrativo, esse fato indica, que as alianças estão se tornando mais estruturadas evoluindo do filantropismo puro, mas ainda não chegando a uma integração total. The proliferation of the non governmental organizations (ONGs) in the last years has created a competition for the donated resources. This phenomenon happed especially with the donations coming from the enterprise sector. The companies still invest small amounts of their earnings to social actions, meanwhile companies start to direct their resources for the quality of the projects that the ONGs displayed. For the formation of an alliance between ONGs and companies, both organizations use different criteria to choose their partner. Once their choice its made, different types of alliances can result from this partnership, which can be classified in an evolutionary scale as philanthropic, transactional, and integrative. Esta tese analisa a atuação das ONGs ambientalistas no Brasil, a partir do caso específico da Usina Hidrelétrica Belo Monte, no Pará, na Amazônia brasileira, tomando como referência a inserção do Brasil nas transformações do capitalismo internacional, a partir dos anos 1990. O problema de pesquisa envolve alguns elementos explicativos: políticas ambientais do Brasil; inclusão das ONGs no terceiro setor; correntes do ambientalismo. O referencial teórico é transdisciplinar, incitando a pensar a Geografia contemporânea e suas interligações com questões políticas, econômicas e sociais. Tem como base as correntes do ambientalismo, discutidas a partir da Economia e da Ecologia Política (MARTÍNEZ ALIER, 2007): Culto ao Silvestre, Credo da Ecoeficiência e Ecologismo Popular (ou Justiça Ambiental), que emerge dos conflitos ecológicos distributivos. Sustenta-se, ainda, na perspectiva do Novo Ambientalismo (McCORMICK,1992) e na tradição da militância e denúncia. A reestruturação do capitalismo está centrada nos pressupostos críticos relacionados ao conceito de acumulação por espoliação (HARVEY, 2005, 2011). A metodologia tem orientação qualitativa, com revisão bibliográfica e coleta junto às ONGs: WWF, AGAPAN, Greenpeace, ISA e Amazon Watch, com base em dados veiculados em seus sites e blogues. Esses dados foram analisados pelo Método de Análise de Conteúdo. Dialogam com o referencial teórico e as entrevistas não estruturadas, realizadas durante um trabalho de campo em Altamira, em julho de 2014. Como resultados, percebeu-se que, em seu conjunto, as ONGs atuam nas três correntes do ambientalismo. Tiveram atuação limitada no caso Belo Monte, que corresponde a novas formas de negociações e parcerias, a partir da inclusão das mesmas no terceiro setor. À medida que avançou o processo de Licenciamento Ambiental da Usina de Belo Monte, as ONGs enfraqueceram as ações de enfrentamento (denúncia e militância), com a consolidação de práticas ligadas à corrente do Credo da Ecoeficiência e a emergência de aspectos relacionados à Justiça Ambiental. Essas atuações, no entanto, são coerentes com as transformações do capitalismo e as correntes do ambientalismo. A própria inserção das ONGs no terceiro setor surge em decorrência da lógica de funcionamento do sistema capitalista, para diminuir a força do enfrentamento. Estão, portanto, em sintonia com a funcionalidade do projeto neoliberal, no processo atual de reestruturação do capital.

This thesis examines the work of environmental NGOs in Brazil, looking at the specific case of the Belo Monte Hydroelectric Plant, in the state of Pará, in the Brazilian Amazon. Its reference is Brazil’s place in the changes that global capitalism has underwent since the 1990s. O referencial teórico utilizado como base para o estudo discorre sobre temas como o surgimento e crescimento do terceiro setor, a gestão e o processo de avaliação, e os modelos e práticas da avaliação dos projetos sociais. A metodologia utilizada na pesquisa se caracteriza como qualitativa, descritiva e exploratória. A coleta e análise dos dados foi realizada através da aplicação de questionário, que arguiu a entidade sobre o processo de avaliação dos projetos sociais realizado pela mesma. Os principais resultados encontrados demonstram que embora a ASA pratique alguma abordagem de avaliação, não está desenhada em métodos científicos e portanto sem legitimidade

This research aims to examine the general practice of evaluation of social projects of the NGO Social Action ARCHIVES (ASA) in Florianópolis, in the light of existing models. Besides the general goal were outlined some specific goals: identify the main types of evaluation of social projects, theoretical and / or already employed in public sectors, private and third sector, conduct a comparative analysis of models of evaluation of social projects identified; describe a form of assessment used in social projects monitored by the NGO ASA "ARCHIVES Social Action", and verify the applicability and adhesion in the ASA, the approaches for evaluating social projects identified. The theoretical framework used as the basis for the study discusses issues such as the emergence and growth of the third sector, management and evaluation process, and the models and practices of evaluation of social projects. The methodology used in research is characterized as qualitative, descriptive and exploratory. The collection and analysis of data was performed by the application of questionnaire, argued that the entity on the evaluation of social projects undertaken by it. The main results show that while the ASA practice some approach to evaluation is not designed in scientific methods and therefore no legitimacy

Esta dissertaÃÃo tem como objetivo investigar a prÃtica teatral que acontece em OrganizaÃÃes nÃo Governamentais (ONGs), analisando e refletindo sobre o seu significado dentro do contexto comunitÃrio. Parte de um estudo sobre as ONGs, tentando entender seu perfil histÃrico, trazendo em particular a situaÃÃo de FlorianÃpolis. Para entender a prÃtica teatral nas ONGs parte-se de um referencial do Teatro na Comunidade, que oferece parÃmetros para anÃlise da prÃtica, fundamentada numa perspectiva dialÃgica. Para entender a prÃtica teatral que acontece em ONGs nos baseamos em um estudo quantitativo, a partir de informaÃÃes, mesmo que parciais, de um banco de dados sobre experiÃncias que envolvem arte, cultura e transformaÃÃo social, tendo como pÃblico alvo a juventude; e em um estudo qualitativo, a partir de experiÃncias que tive como arte educadora em comunidades de baixa renda, de FlorianÃpolis. This dissertation aims to investigate theater practices that happen in nongovernmental organizations (NGOs), analyzing and reflecting on its meaning within the community context. It starts with a study about NGOs, trying to understand its historical profile, bringing in particular the situation of Florianopolis. The Community Theatre is used as a reference to understand the theatrical practice in the NGOs, which offers parameters to analyze the practice, based on a dialogical perspective. In order to understand the theatrical practice in NGOs, the research relies on quantitative study, based on information, despite partial, of a database about experiments involving art, culture and social transformation, directed to young people; and also in qualitative research, based on my educational theater practice with low income communities, in FlorianÃpolis. A theatre practice, devised by a group from Morro da Caixa, FlorianÃpolis, is presented as a model. Finally, I present data from an investigation that took place in 2011, about a practice of theater that took place in the NGO CEDEP in Monte Cristo neighborhood, on the mainland of FlorianÃpolis

O mercado das ONG é composto por organizações muito diversificadas que têm em comum o facto de não terem fins lucrativos. Estas organizações desenvolvem a sua actividade através de apoios externos, nomeadamente apoio estatal e donativos de empresas e particulares, uma vez que têm escassos recursos financeiros. Neste sentido, e para rentabilizar ao máximo a sua eficácia, as ONG começam a utilizar as mesmas ferramentas que as empresas com fins lucrativos, nomeadamente as técnicas de Marketing. No âmbito do Marketing Social, a Comunicação ganha especial importância, uma vez que é o meio mais eficaz para criar notoriedade e visibilidade para as ONG, dois aspectos fundamentais para garantir a obtenção de donativos e consequente sobrevivência. Deste modo, é essencial desenvolver um Plano de Comunicação com acções integradas, desenvolvidas com base em parcerias e que sejam inovadoras. Partindo deste pressuposto, e após um enquadramento teórico sobre o Marketing Social e o mercado das ONG, será proposto um Plano de Comunicação para a Fundação AFID Diferença, uma ONG portuguesa que actua na área social.

In NGO market, organizations are very diverse and most of them only have in common its non-profit nature. These organizations develop their work based on external donations, especially from the Government and privates’ purse strings, due to their lack of financial resources. In order to maximize their efficacy, NGO tend to use the same skills used by private profitable companies such as marketing techniques. In Social Marketing, Communication is becoming more and more important once it is the most efficient way to get awareness and visibility, both of them issues of extremely importance to obtain purse strings and to guaranty NGO survival. Therefore, it is essential to develop a Communication Plan with integrated and innovator actions, based on partnerships. Having this as the starting point and after a theoretical approach to Social Marketing and NGO market, a Communication Plan will be propose to Fundação AFID Diferença, a Portuguese NGO that acts in social causes.

▼ Cette thèse est consacrée à la question de l’information fournie aux consommateurs par les marchés ou les Organisations Non Gouvernementales (ONG) sur la qualité environnementale des produits. La problématique s’inscrit dans un contexte où d’une part, les consommateurs prennent davantage en compte cette dimension dans leur choix de consommation et d’autre part, les entreprises affichent de plus en plus une responsabilité sociale ou environnementale dont la réalité est souvent contestée. La remise en question progressive de la crédibilité de la certification verte mène à notre premier travail qui analyse le rôle du prix comme un moyen de communication alternatif. Le but est d'examiner comment une firme verte en concurrence avec une firme brune peut résoudre le problème d'asymétrie de l'information. Pour cela, nous développons un modèle de duopole verticalement différencié dans lequel les firmes peuvent signaler leur qualité à travers les prix. Afin de représenter une concurrence accrue sur le segment de basse qualité, nous faisons l'hypothèse que le bien brun est tarifé au coût marginal. Le résultat est extrême : il n'existe aucune situation où la firme verte peut résoudre le problème d'asymétrie de l'information. Le second travail prend en compte le rôle des ONG dans le processus informatif concernant le type des firmes. L'étude de l'interaction entre, la stratégie de signal en prix de la firme et, l'information donnée par l'ONG mène à des résultats prometteurs concernant la diffusion de l'information sur la qualité environnementale. Lorsque les consommateurs ne peuvent pas vérifier l'engagement environnemental, les firmes peuvent être défiantes à opérer des changements dans leur processus de production pour prendre en compte ces problématiques. Nous montrons comment la surveillance imparfaite peut atténuer ce problème d'aléa moral. De ce fait, nous complexifions le modèle standard de signal en prix en permettant aux consommateurs d'utiliser les résultats d'enquête sous diverses formes comme complément d'information. Avant d'envoyer un signal aux consommateurs, les firmes décident ou non de s'engager à résoudre des problèmes environnementaux. Sans le contrôle de l'ONG, les firmes ne s'engagent pas dans la résolution de ces problèmes car il est impossible pour elles d'envoyer un signal crédible via le prix. Avec le contrôle de l'ONG, il existe des équilibres dans lesquels les firmes investissent pour atténuer les problèmes environnementaux et arrivent à signaler leur choix via le prix. Dans un troisième travail nous nous intéressons à la nature de l’information émise par l’ONG. Soit une révélation accréditant la firme, soit une preuve discréditant la firme. Ces types de preuves vont de pair avec les stratégies de "championing" et de "shaming". Dans cet esprit, nous rendons endogène le choix du signal de l'ONG qui interagit avec la stratégie de signal de la firme. ▼ En las últimas dos décadas, han tenido lugar cambios significativos en la arquitectura de la cooperación internacional para el desarrollo (CID), en parte relacionados con la creciente importancia de actores e iniciativas que se desempeñan por fuera del ámbito tradicional de la cooperación liderada por los países desarrollados del llamado Norte. Nuevos oferentes de cooperación han surgido o crecido en importancia: es decir, los países en desarrollo, organizaciones multilaterales, y entidades no estatales, incluidas las organizaciones de la sociedad civil (OSC), empresas y fundaciones privadas, todos los cuales llevan sus propios marcos, agendas y modalidades de cooperación. (…). El creciente liderazgo de los países en desarrollo en iniciativas de cooperación ha despertado un gran interés y diálogo en la literatura en torno a sus particulares enfoques, contribuciones y desafíos. Aparecen tres modalidades generales de la cooperación internacional: la Cooperación Norte-Sur (CNS), la Cooperación Sur-Sur (CSS), y variaciones de la Cooperación Triangular (CTr). (…). Ante esta creciente relevancia de las OSC en este ámbito, es fundamental comprender y conceptualizar su rol como iniciadores y ejecutores de la cooperación. (…). En esta dirección, el presente caso de estudio se centra en el trabajo de cooperación liderado por la OSC del Sur “TECHO” en Haití durante el período 2010-2014. Fundada en Chile en 1997, TECHO trabaja en 19 países de América Latina y el Caribe a partir de 2010. Como un agente de cooperación tanto del Sur como no estatal, es un caso emblemático de estos cambios recientes. En 2010, tras el catastrófico terremoto en Haití, TECHO orientó sus esfuerzos hacia su vecino del Sur, estableciendo una sede de TECHO-Haití en Puerto Príncipe. Con recursos provenientes tanto del Norte como del Sur, TECHO-Haití ha trabajado intensamente tras el terremoto en la construcción de viviendas transitorias así como en la generación de capacidades locales para fomentar el desarrollo sostenible desde un enfoque de abajo hacia arriba (bottom-up). O objetivo da presente pesquisa é explorar a mobilização legal de causas políticas, a partir de um estudo de caso sobre quatro entidades de defesa de direitos brasileiras: Sociedade Paraense de Direitos Humanos - SDDH , Centro de Defesa de Direitos Humanos Petrópolis – CDDH, Grupo de Assistência Jurídica às Organizações Populares – GAJOP, e Cidadania, Estudo, Pesquisa, Informação e Ação - CEPIA. Com base predominantemente no uso da metodologia qualitativa, foram analisados relatórios de atividades anuais, revistas e folhetos, produzidos pelas referidas ONGs no período que abrange 1998 até 2010. Visando explorar os distintos formatos de atuação destas entidades no processo de defesa e construção de causas políticas, foram construídas categorias analíticas, que anunciam os principais argumentos emergentes. Os argumentos mais recorrentemente mobilizados caracterizam uma tendência de ativismo por parte das agentes das entidades estudadas. Questões de gênero, diversidade racial e vulnerabilidade social são temas tratados como sendo questão de “direitos humanos”, revelando a apropriação de distintos recursos do universo jurídico e diferentes usos do direito enquanto forma estratégica de mobilização política.

The objective of the current research is to explore legal mobilization of political causes starting with a case study about four brazilian human right’s institutions: Paraense Human Rights Society – SDDH, Petrópolis Human Rights Defence Center – CDDH, Popular Organizations Legal Assistance Group – GAJOP, and Citizenship, Studies, Research, Information and Action – CEPIA. Mainly based in the use of qualitative methodology, anual activity reports, magazines and flyers produced by refered NGOs within the years 1998 to 2010 were analyzed. With the aim of studying these institutions’ distinct performance formats in the process of putting up and defending political causes. Analytical categories were built, announcing the main emerging arguments. The most recurringly mobilized arguments feature an activism tendency by agents of the researched institutions, which are within a point of view related to Law and Feminism, gender issues, racial diversity and social vulnerability as a matter of “human rights”, prioritizing the appropriation of distinct uses of Law, as well as, resources from law universe as a form of strategic political mobilization.

▼ Esta tesis se enmarca en el Tercer Sector y más concretamente en el sector de las ONG, siendo el foco de la misma en el voluntario/voluntariado. En este sentido, se entiende por voluntario, aquella persona o entidad que dedica parte de su tiempo al desempeño de actividades en una organización, sin recibir un pago y sin mediar coerción (Torres, 2013). Ahora bien, los voluntarios son un grupo extraordinariamente diverso, en una gran variedad de contextos, por lo que la definición de voluntario es más compleja de lo que podía esperarse (Bussell y Forbes, 2002). Desde un enfoque orientado al marketing, el voluntariado ha sido entendido como un fenómeno de consumo, siendo los voluntarios consumidores (Wymer Jr. y Samu, 2002) cuyas tareas se pueden equiparar a un consumo experiencial en el que el precio con que pagan es su tiempo y esfuerzo, y la recompensa que reciben es la emoción o experiencia de la tarea prestada. Sin embargo, la alta rotación laboral del voluntario y la temporalidad de su relación con la ONG son realidades cada vez más alarmantes (Fuertes, Arroba, Flores y Jiménez, 2011). Por ello, y ante la necesidad de solucionar este problema, desde este trabajo se propone como objetivo general de la presente Tesis Doctoral un estudio más profundo para entender las motivaciones del voluntario con el fin de que las ONG puedan lograr vo-luntarios más comprometidos de manera estructural con la organización, convirtiendo las participaciones temporales en vínculos consolidados y duraderos en el tiempo. El punto de partida sería intentar responder a la pregunta ¿qué motivaciones tiene un voluntario para decantarse por consumir este tipo de experiencias que además le cuestan tiempo y esfuerzo? Por tanto, como primer objetivo de este trabajo, nos plantea-mos investigar la motivación del voluntariado, entendida esta como una variable estrechamente conectada con el beneficio percibido (búsqueda de espiritualidad, valor social, diversión, eficiencia y tiempo/esfuerzo utiliza-do) (Gallarza, Francés, Moreno y Saura, 2010). Más concretamente, se plantea el análisis de los potenciales antecedentes de la motivación del voluntario, con la finalidad última de entender sus efectos, especialmente en lo relativo a cómo potenciar relaciones duraderas ONG-voluntario a fin de disminuir la alta rotación de personal en este tipo de organizaciones. En segundo lugar, y como quiera que las ONG pueden ser clasificadas en distintas tipologías (Korten, 1990; Theunis, 1992; Vakil, 1997; Ser-vós, 2007; Bobadilla, 2017), cabe preguntarse una cuestión adicional ¿actúan las motivaciones del voluntario igual para todo tipo de organizaciones? Así, como segundo objetivo, se plantea analizar si las motivaciones del voluntario, sus antecedentes y efectos, difieren en función del tipo de ONG considerada. Ce travail de recherche s'intéresse à l'activité des associations environnementales auprès de l'Union européenne autour de l'atténuation du changement climatique. Par rapport à une littérature essentiellement issue de la science politique et de la sociologie qui traite du " lobbying ", la présente thèse se démarque par une approche explicitement communicationnelle, dans un prolongement habermassien, à travers l'entrée conceptuelle d' " activité communicationnelle stratégique ". Plus exactement, elle pose la question suivante : est-ce que cette activité communicationnelle stratégique des associations environnementales auprès de l'Union européenne n'a pas tendance à affaiblir la protection environnementale qu'elles défendent ? Le cas d'étude concerne la révision du Règlement N°842/2006 sur l'utilisation des gaz fluorés à effet de serre. Ces gaz d'origine synthétique, largement utilisés dans le secteur de la réfrigération et de la climatisation, ont un impact grandissant sur le changement climatique. Dans ce dossier européen des gaz fluorés, un petit groupe d'associations environnementales s'est retrouvé de 2010 à 2014 face à une industrie divisée entre une frange prépondérante définie comme " conservatrice ", qui souhaite maintenir les conditions de production des gaz fluorés, et une autre, qualifiée d' " alternative ", proposant des technologies alternatives à ces " gaz F ". Dans le cadre de leur activité communicationnelle stratégique, les associations environnementales ont établi des relations étroites avec les entreprises de l'industrie alternative, qui sont qualifiées de " coordination " ; le but étant de contrer l'industrie conservatrice et de mieux peser sur les différentes institutions européennes. Les résultats de recherche de ce travail doctoral sont les suivants : le rapport des associations au pouvoir de l'Union européenne est ambivalent car les consultations pilotées par la Commission européenne jouent, dans un premier temps, le rôle de déclencheur de la dynamique civique anti-gaz fluorés puis renforcent son activité civique et la protection environnementale qu'elle défend ; dans un second temps, cette institution jouera un rôle modérateur dans l'ambition environnementale des associations : ces dernières s'adapteront à son positionnement. Plus généralement, les associations environnementales se retrouvent " piégées " par les coordinations qu'elles mettent en place avec l'industrie alternative puisqu'elles défendent un argumentaire commun faisant la promotion des technologies alternatives aux gaz F : le recours à la technique et à la croissance économique, associées à ces technologies alternatives et aux secteurs qui les utilisent, constitue une impasse pour les associations environnementales et affaiblit la protection environnementale qu'elles défendent.
