▼ This thesis follows and builds upon a previous study at the rock engraving site of Driekopseiland (Morris 2002). The earlier findings are here contrasted with another site in the area, namely Wildebeest Kuil, as a means to highlight the variability which is a feature of the rock art of the Northern Cape as a whole. The main thrust of the thesis, which refers to a number of other rock art sites in the region, is to model the implications of this variability relative to social context and history in the precolonial past. Significant empirical obstacles, particularly the difficulties associated with dating rock art, render some aspects of the enterprise intractable for the time being. But opportunities are pursued to advance and evaluate ideas as to the social mechanisms and processes which might be implicated in the making and re-making of images on rock and in the generation of the diversity that is manifest in the rock art as it is found today. Whereas other approaches have tended to explain difference relative to social entities such as ‘cultures’ or ‘ethnic groups’, this thesis offers, as a point of departure, a critique of received concepts, reconsidering some of the fundamental metaphors and assessing the elaboration of analogies that have been used in the past. It proposes that better theoretical footholds might be those that explain variability relative to process and movement. It invokes Tim Ingold’s concept of a meshwork of dynamic relationships of people immersed in the world, of ‘entanglements’ that refer to multiple mechanisms that might explain how rock art has changed in place and time. The pertinence of these ideas is shown with reference to specific instances in the Northern Cape.As a parallel weave in this study, there is a concern over the social role of archaeology, with discussion on the burgeoning salience of rock art beyond the academy, in the heritage and tourism sectors and amongst descendants of the Khoean. The thesis gives consideration to the role of museums and research in terms of “heritage in practice,” and seeks to develop a discourse in which, following Alexander, “everything can be perceived as changing and changeable” – an underlying theme throughout the study. The thesis does not bring empirical closure to the topic but suggests a programme for future engagement, having opened up and shown the relevance of wider theoretical insights for addressing the variability in the rock art of the Northern Cape Advisors/Committee Members: Humphreys, A.J.B (advisor).

▼ At the inauguration of John G. Diefenbaker’s 1958 election campaign, the Prime Minister announced his ‘Northern Vision,’ a bold strategy to extend Canadian nationhood to the Arctic and develop its natural resources for the benefit of all Canadians. In some ways, the ‘Northern Vision’ was a political platform, an economic platform as well as an ideological platform. Invigorated by Diefenbaker’s electoral victory in 1958, the Department of Northern Affairs and National Development (DNANR) implementing the ‘National Development Policy’ in 1958 and announced the ‘Road to Resources’ program as a major effort to unlock the natural resource potential of the Canadian north. From 1958 to 1962, DNANR implemented additional northern development programs that planned to incorporate the northern territories along with Canada’s provinces, redevelop several key northern townsites, and stimulate mining activity across Northern Canada. As a result of serious government oversight and unforeseen developments, Diefenbaker abandoned his ‘Northern Vision’ and direction of northern development in 1962. Within the broader context of northern development over the past half century, the ‘Northern Vision’ produced several positive outcome which advanced the regional development of the Arctic. This thesis will examine the ‘Northern Vision’ by evaluating Diefenbaker’s political platform, the development of the ‘National Development Policy,’ and the regional outcomes of key northern development projects initiated by the Diefenbaker administration. The ‘Vision’ was never anticipated to bring about immediate results for Canadians and many objectives were eventually completed by consecutive Liberal governments. Moreover, the socioeconomic and military conditions of the Canadian north, at the time, appears to be significant factor in the implementation of this policy. This thesis also evaluates how natural resource operations propelled developments in territorial administration, housing, transportation, and fostered a wider participation of private enterprise across northern Canada. The ‘Northern Vision’ represents an overlooked period in the federal government’s administration of the Arctic and a critical event in the region’s development over the past fifty years.

▼ Over the past forty years, archaeologists have identified hundreds of Middle and Late Precontact archaeological sites in sand dune areas across the Northern Plains. Varying from isolated finds to complex multi-component sites, they represent a set of complex and integrated behaviours that to date have not been examined in a holistic manner across both time and space. This work uses the concepts of Island Theory, Historical Ecology, and Possibilism to examine the environmental, social, and spiritual/cultural roles that sand dune locations played in the lifeways of Northern Plains groups during the Middle and Late Precontact periods. This theoretical basis allows for the development of a holistic interpretation of First Nations behaviour in relation to dune environments, creating an interpretive narrative that better accounts for social, economic, political, and environmental behaviour than do previous investigations. Further, the concept of human agency as a factor in influencing the environmental conditions and physical attributes to create anthropogenic landscapes is examined. This work presents a synthesis of past work completed within dune environments, including a reassessment of past radiocarbon dates obtained from Northern Plains dune sites, as well as the history of dune usage across the study area as both resource bases and as sacred landscapes. These data are analysed along with the results of field surveys and testing programs to determine if landscape usage observed at sand dunes varies from the surrounding grasslands, as well as with palaeoenvironmental and geoarchaeological data to determine what role environmental variation played in the usage of sand dune environments. What emerges from this analysis indicates that in the Precontact era Indigenous people viewed and exploited dune environments differently than the environments that surround them. Patterns of seasonal usage, and in some cases cultural contact, are present within the archaeological record. This pattern varies, based upon the cultural group in question, and is influenced by such factors as regional climate variation, dune stabilization and hydrology, the diverse resource base that is present within dune environments, traditional subsistence practices, and the spiritual beliefs associated with aeolian environments on the Northern Plains for specific groups. Further evidence indicates that these practices impacted dune environments, transforming them in part into anthropogenic landscapes. ▼ This presentation is a history of a small community, Île-à-la-Crosse, located in an area now part of Saskatchewan, Canada. With an historic reputation for cooperation and enviable trading circumstances, its residents traditionally have determined that protection of the community ensured the best opportunities for the advancement and security of individuals. As a result of this belief, residents reinforced their own understandings of sustainability as a means to ensure personal success. The community’s fame for hosting such a set of norms grew, particularly from the eighteenth to the twentieth century, and outsiders often visited to improve their own efforts as a result of this reputation. Given the belief that community longevity assured individual concerns, many visitors quickly decided to adopt local processes even if those functions contrasted sharply from their own original beliefs. Based on these decisions, the visitors’ institutions experienced changes as well. Through this social cooperation to better ensure personal success, a culture began to develop, and so the village’s distinctive administrative and economic processes were continued through family and neighbourly ties. Some characteristics, such as multiculturalism, shared land use, complex trading activities, and sustainability, further distinguished Île-à-la-Crosse as a result. Though well aware of the village a number of parties (such as the Hudson’s Bay Company and the Canadian government), still regularly excluded the community from their deliberations because of its unique ability to supposedly need less intervention considered necessary elsewhere. These various corporate and political authorities, concerned with their own existence, instead emphasised the conditions of communities that demonstrated social hostility, monetary difficulties, and other forms of disparity. As these historic parties failing to appreciate the village’s positive components in their fullest form, historians also did not integrate the village into their narratives since they almost always focused on conflict and change in their investigations. Because of this missing analysis about Île-à-la-Crosse, historical accounts have created lacunae in our understanding and awareness not just of local but also of provincial and national issues pertaining to “development.” Today, the lack of historic and historical awareness has as well directly impacted a modern day Indigenous “land claim”. Particularly when examining “absence” and “overlap” in a space’s natural and social form, Île-à-la-Crosse’s story from its earliest existence to its present shape can finally remind us how local conditions –even before humans started living in those circumstances – can teach us about how to survive and succeed today as individuals and as part of a larger community and country. It also reminds us how we should pay more attention to peace, cooperation and interaction in both intellectual and social circles.

▼ This dissertation describes the historical processes that made farmers and rural laborers into a coherent class of wage working lumberjacks and it tracks how this class became an iconic symbol of masculinity in twentieth-century America. "Forging Titans" argues that, as rural America industrialized, the built environment and bodies of workers became parts of nature and these natural forces were mobilized to increase the scale and efficiency of production to reach industrial levels. Because lumberjacks were seen as part of nature, they became masculine icons for self-diagnosed, overcivilized, urban, corporate elites who were looking outside the city for examples of natural masculinity. This argument provides insight into a famous question in American historiography, succinctly posed by German economist and sociologist Werner Sombart in 1906: "Why is there no socialism in the United States?" Industrial capitalism left forest workers destitute and dependent, but American culture’s celebration of both their manly strength, and position in the industrial economy satisfied workers and stemmed their resistance. This dissertation is split into two sections. The first is on Work and is a social and economic history of the process of class formation in the Northern Forest. The second is on Culture and is about the ramifications of lumberjack class formation in American culture. The first chapter of the first section argues that methods of organizing labor and capital for natural resource extraction in the forests of the Northeast preceded the rise of the corporate business form. Consequently, small producers and farmers maintained control of production even as most of the nation’s other industries became concentrated and corporate. This gave loggers an independent, masculine allure but also led to technological stagnation in the depleted resource base of the pineries of the Northeast. The second, third, and fourth chapters moves the analysis into the logging camps and discusses the different factors that led to the development of the lumberjack class. High capital technological innovation was not cost-effective in this remote, rugged, over-exploited environment, so loggers used simple machines, winter weather, and muscle power to produce and transport saw logs. The work required so much muscle power that workers insisted that large amounts of high quality food be provided by operators for free. The vast quantity of food that workers ate allowed them to build bodies which could keep pace with industrial production quotas. The bodies of workers and animals became cheap, natural sources of power which could be appropriated to make profit from this overexploited resource base. During annual summer work breaks, workers spent built-up wages in hedonistic spending sprees which left them destitute by the fall season and in need of more work which they found in the woods. ▼ This study examines the development of postal services in Northern Rhodesia from 1893 to 1964 by focusing on the major transformations in the provision of the services in the territory. The study also analyses the availability and significance of postal services and the challenges encountered by the Postal Department in the provision of the services in Northern Rhodesia. It begins by giving a brief background of how pre-colonial African societies communicated before the introduction of regular postal services. Postal services were first introduced in the territory in 1893 at Abercorn in order to facilitate official communication between administrative centres. The study showed that in its initial stage of development, the Post Office was entirely concerned with the mail service. Transformations in the mail conveyance were influenced by technological advancements in the transport system. The first utilised mode of transport was the mail runner service which was later reinforced by the ox-cart, train, canoe, motor, and aircraft mails services. The study also revealed that the Post Office extended its service provision beyond handling of mails to include telegraph, telephone and wireless services to facilitate rapid communication. The extension of postal services to various parts of the country was influenced by the growth of administrative and industrial centres, where postal services were needed to facilitate communication. Therefore, postal services were more available in administrative and industrial centres, than in outlying areas where people had to walk long distances to access them. It has been argued, however, that achieving effective provision of services was not easy as the department encountered various challenges. These included boundary disputes, natural challenges and inadequate trained postal staff. Such challenges hampered the normal operations of the Postal Department in its effort to facilitate communication through provision of postal services to the public.

▼ Northern Spotted Owls (Strix occidentalis caurina) are a long-lived forest owl and range-wide declines in their numbers have resulted in the species being listed as threatened under the endangered species act. While many studies have been focused on population trends and reproductive performance of Spotted Owls from different age-classes, none have examined age related performance or lifetime reproductive success of individual owls. Using data from known age Spotted Owls on four long-term demography studies in Oregon and Washington, I conducted separate analyses to examine the functional relationship of age and reproductive success, measured as the number of young fledged (NYF), and to examine lifetime reproductive success. In my age-specific analysis, I used a mixed models approach to account for repeated measures on individual owls. I found that the standard 3-level age-class approach (1-year-old, 2-year-old, adult) often used in Spotted Owl research was a poor fit relative to curvilinear and threshold models that allowed for age-dependent variation beyond age 3. A quadratic age effect was more often supported for males, whereas a threshold effect indicating a linear increase in NYF from ages 1 to 4 was most supported in the analyses of female data. Females tended to achieve a maximum in reproductive performance at earlier ages than males, and there appeared to be a negative relationship between the age when a maximum in mean NYF was reached and overall fecundity, as reported in earlier studies. Temporal variability in numbers of young fledged at each age was best modeled with a categorical year variable as opposed to a cyclic biennial ("even-odd") year effect. Lifetime reproductive success of Spotted Owls, measured as the total numbers of fledglings and recruits produced by individuals, varied widely. For owls with relatively complete data, the number of lifetime fledglings ranged from 0 to 20 and the number of lifetime offspring that were observed as recruits within study areas ranged from 0 to 7. There was a significant positive relationship between the number of lifetime young fledged and the number that later recruited locally. Seventy five percent of females and 67% of males bred at least once. Whereas 17% of females and 16% of males produced 50% of the offspring fledged by each sex, only 9% of females and 7% of males produced 50% of the banded young that were later observed as recruits. Thirty nine percent of females and 30% of males produced no fledglings and 64% of females and 69% of males produced no local recruits. Thus while most owls fledged at least 1 offspring, most did not produce any fledglings that recruited locally during the study. Cumulative proportions of individual owls that first bred at different ages indicated that females tended to initiate their breeding at earlier ages than males. ▼ Many northern fishes display plasticity in life history and trophic ecology that can influence productivity of fisheries and bioaccumulation of contaminants, such as mercury. Cisco (Coregonus artedi), Lake Whitefish (Coregonus clupeaformis), and Northern Pike (Esox lucius) are important subsistence food fishes to Aboriginal communities on the west coast of Hudson Bay, and our understanding of the life history of these fishes is incomplete. In this study, I investigated life history and trophic ecology of Cisco, Lake Whitefish, and Northern Pike from three rivers of the Hudson Bay Lowlands. Fish of each species were classified as either non-migratory or migratory using otolith microchemistry profiles, and results indicated clear use of marine habitats by Cisco and Lake Whitefish. Whereas use of brackish-water habitats is well-documented for Northern Pike in the Baltic Sea, I present the first data indicating possible use of brackish habitats by Northern Pike in North America. The majority of Cisco (99 %) and Lake Whitefish (92 %) were classified as migratory, whereas the majority of Northern Pike (70 %) were classified as non-migratory. A mixing model (MixSIAR) applied to stable isotope ratios of sulphur (δ34S) was used to determine proportional dietary contribution of prey from marine and freshwater-derived sources for each fish species in each river. The majority of the diet of migratory Cisco (76 to 85 %) and Lake Whitefish (59 to 75 %) was composed of marine-derived nutrients/prey. Both migratory and non-migratory Northern Pike were reliant on marine-derived nutrients/prey. I estimated that up to 40 % of non-migratory Northern Pike diets were derived from marine sources; this is evidence that non-migratory Northern Pike were feeding on marine-derived resources (possibly anadromous Cisco and Lake Whitefish). Results of this study will enable better predictions of changes in species-specific life history due to climate-induced shifts in temperature and/or productivity in northern rivers and oceans. In combination with contaminant data, my results can be used to better understand how fish life history influences contaminant bioaccumulation both now and in the future.

▼ Following the end of the Cold War the Norwegian Armed Forces went through several significant periods of reform that arguably created as many problems as they solved. Despite reducing the troop numbers, bases and materiel of the Armed Forces, at the turn of the century the Norwegian Armed Forces were still not able to solve its mission or balance its budget. In the period between 2005-2014, even further reforms were set to be implemented, and the leadership of the Armed Forces felt compelled to look at new avenues to save money and retain capabilities in the process. In the following years, several studies showed that one such avenue was multinational defence cooperation (MDC), which was a method to both save money and retain capabilities. Following these studies Norway entered into two major MDC initiatives: The Nordic Defence Cooperation (NORDEFCO) initiative, and NATO’s ‘Smart Defence’ initiative. These initiatives were different in methodology and scope, but both promised significant cost savings and increased ability, if only participants committed to the initiatives. My thesis seeks to understand both how and why Norway was motivated to take part in these initiatives individually, and to understand what can be said to be the Norwegian approach to MDC in general. Though these two areas of MDC are very different, Norway’s motivation and behaviour in them contain some similarities. Traditionally, Norway has been an importer of security that wanted to maximise potential for Great Powers to come to her aid when needed. It is my argument that this is also a significant motivation for Norway’s participation in MDC initiatives. MDC can be an avenue to create bonds between nations, bonds that can be utilised, when needed, to gather support. As such, such participation is a strategy for Norway in an of itself. For MDC to have maximum effect, certain sacrifices of control and freedom of action have to be made by the participants. Norway’s behaviour in these two initiatives shows that Norway is unwilling to make such sacrifices, rendering the cooperation relatively ineffective compared to its stated ambition. As such, it it my contention that Norway’s stated goals for defence cooperation; cost savings and capability retention, are subjugated to her goals of creating bonds between nations in order to secure reciprocity and support, in the event it is needed in the future.

▼ This thesis focuses on fisheries managers’ efforts to restore native cutthroats to northern Nevada’s Pyramid Lake for recreation, and the Paiutes’ battle to preserve them as a means of livelihood. Their efforts to reconstruct the fishery revealed the implausibility of environmental restoration, but more importantly underlined the motivations necessary to attempt it. Chapter 2 describes how the Pyramid Lake Lahontan cutthroat— historically an important subsistence resource for Northern Paiutes— were initially exploited for profit in the late 1800s and early 1900s, and gradually destroyed as agricultural interests diverted the Truckee River’s water and industrial pollution contaminated the trout’s aquatic habitat. Fisheries managers in Nevada turned to artificial propagation to meet the demands of fishermen and replace the native fish industrialization destroyed. The Nevada Fish and Game Commission experimented with non-native introductions and like most of the West became proponents of rainbow trout and their recreational potential. Chapter 3 narrates a history of the Nevada Fish and Game Commission’s project to restore trout to Pyramid Lake in the 1950s and 1960s after its native cutthroat became extinct in the early 1940s. For the Commission, restoring Pyramid Lake meant establishing trout and salmon populations— native or not— to feed the growing outdoor tourism industry. While the Commission made plans to restore natural spawning runs, these were unsuccessful, and the Commission relied on stocking the lake to maintain the fishery. However, these experiments failed and eventually cutthroats from other lakes in Nevada proved better occupants of the lake. Chapter 4 describes the native cutthroat’s role in the water debate carried out in government agencies and in the courts in the 1970s and 1980s to decide whether or not water diverted from the Truckee for agriculture should be returned to the Paiutes to support their shrinking lake and dwindling fishery. Environmentalist groups like the Sierra Club joined the Paiutes in their effort to gain water that would allow for the native fishery’s restoration. Their vision clashed with that of agriculturists who feared losing water they depended on for their crops.
