Mercê da expectável aprovação do aumento da extensão da sua plataforma continental, Portugal está muito perto de se tornar num dos maiores países marítimos do mundo. Esta circunstância trará não só inúmeras oportunidades de prosperidade e aumento de influência mundial, como também diversos desafios. Encontramo-nos num século cada vez mais incerto, onde a segurança e a geopolítica coexistem de forma elaborada e, por vezes, se entrelaçam de um modo perigoso e inesperado. As relações internacionais, a segurança e a geopolítica, tal como as conhecemos hoje, apresentam-se como realidades cada vez menos estanques mas, ao contrário, mais mutáveis e interrelacionadas. Analisar e perceber a dimensão da arquitetura de segurança do Atlântico Norte, as relações de Portugal com os diversos atores deste espaço marítimo e compreender quais os contributos do país para a sua manutenção, tendo em conta a futura extensão da plataforma continental portuguesa, constituem os objetivos deste trabalho.

Result of the expected approval of the extension of its continental platform, Portugal is very close to becoming one of the largest maritime countries in the world. This circumstance will bring not only numerous opportunities to increase prosperity and global influence but also several challenges. We found ourselves in a century increasingly uncertain, where security and geopolitics coexist in a complex way and sometimes are played in dangerous and unexpected ways. International relations, security and geopolitics, as we know it nowadays, are presented as fewer watertight but rather much more mutable and inter-related. Analyze and understand the dimension of the North Atlantic’s security architecture, the relationships of Portugal with several actors of this maritime territory and understand the Portuguese contributions of its maintenance, taking into account the extension of the Portuguese continental platform, are the aims of this work.

The hydrodynamic characteristics of the surface plume produced by the outflow of the brackish Black Sea Water (BSW) through the Dardanelles Straights in the North Aegean Sea have been examined by a plethora of publications that thoroughly analyzed the characteristics of water circulation in the area. However, a significant gap exists between the results of these studies and the transfer of information to end-users operating in North Aegean Sea. Taking into account this gap a pilot online platform (Observatory) was developed at a pilot coastal Thracian Sea system, providing information and marine forecasts to users and the broad society. The platform collects, analyzes and processes historical and short-term prognostic data aiding decision-makers to formulate policies on ICZM matters engaging active citizens and the broader public into coastal zone issues, raising their awareness for coastal environmental protection, and promoting the distribution of information among coastal managers and stakeholders. The oceanographic and environmental processes in these systems are described giving real time information on sea conditions. To provide this information the platform is equipped with a series of modern coupled numerical models producing daily short-term prognostic results, which are then illustrated through maps at a wed based Geographic Information System (webGIS). Analyzing the outline of the thesis, it occurs that its first chapter reviews the existing operational oceanographic modelling efforts, and explains the objectives and the innovative elements of this work. Additionally, this chapter presents the main components of the developed platform and the interface of all interconnected models performed throughout the developed code sequence.The second chapter describes the study area (North Aegean Sea) and its essential features, as it is an area of complex topography in which a multitude of freshwater sources outflow along its surrounding coastal zone. In addition, the entry of the brackish Black Sea Water (BSW), a significant water mass for the circulation in the North Aegean Sea, together with the inflow of the higher in temperature and mare saline Levantine Intermediate Water (LIW) at the southern boundary of the region significantly affect the oceanographic characteristics of the area.At the third chapter the main features of applied meteorologic models (WRF and TAPM), the coupled hydrodynamic model (ELCOM) and the oceanographic database (myOcean) for the forecasting of coastal circulation and the distribution of oceanographic parameters such as water temperature, salinity and water density are presented. Furthermore, the interconnection of two biogeochemical models (a simple 1D water column model and a fully 3D model) developed specifically within the framework of the present thesis is explained.Chapter four describes the results produced by the high resolution numerical hydrodynamic simulation of the North Aegean Sea with the use of historical data during 2005-2009. Part I: The computer program INTRA models the collapse behavior of trusswork offshore structures with the aid of two types of elements: 'Beam-column' elements, designed to simulate bending dominated failure of structural members, and 'strut' elements, that can represent normal force dominated failure. The behavior of both types of INTRA elements has been investigated by comparison with the results of analytical solutions and of the MARC finite element program. A satisfying performance has been found for the beam-column element BEMC and the strut element ISTR. A Fortran routine has been established to generate the required input parameters for INTRA strut elements, resulting in more exact input values than can be derived with the aid of the default property generation. A parameter study has been carried out to the behavior of strut elements under conditions that may occur in the modelling of a large North Sea platform. It appears that lateral loads and imposed end rotations each may result in a maximum reduction of buckling strength of 15%, but that, however, the average reduction is much lower. Also the post-buckling strength is only modestly influenced. A plane frame pushover analysis has been performed with both the INTRA and the MARC programs. The influence of schematizations in INTRA strut elements on the overall structural beahavior appears to be acceptably small. However, serious numerical problems occurred during the INTRA analysis, resulting in a too low prediction of the ultimate load of the platform. Part II: As a preparation to pushover analysis of a complete fixed steel offshore structure, failure of the foundation has been analyzed in a qualitative way. Structure-foundation interaction is considered and some methods are treated to describe load-deformation behavior of piles loaded up to failure. Main attention is paid to methods in conjunction with the computer program INTRA. Computational rules to achieve load settlement curves for pile groups under extreme loads have been derived with the aid of modified t-z curves.
