▼ ABSTRACT: The overall aim of this doctoral research is to evaluate the reform of the
public sector implemented by governments across the European Union during the last decades, with a particular focus on those policies associated to the
New Public Management (NPM) doctrine. This research aims to contribute to our understanding of the impact of
public sector reforms by integrating regional and national analyses and to the development of future
public sector reform strategies by drawing lessons from the past. We focus, therefore, on reforms implemented at the national and regional government levels, and on those sectors whose reform has significant consequences for social cohesion, such as healthcare. Our results suggest, overall, that NPM-related policies were not as beneficial as predicted by NPM advocates. Although there will be multiple occasions where market-based mechanisms, such as outsourcing and/or the use of
Public-Private Partnerships, led to improve
public sector performance, our findings clearly point that, within our research context, it did not happen. In this light, our findings support, we believe, the increasing claim among the scholarly community to move beyond NPM practices and develop a
new theory of
public service delivery more focused on citizens as service users instead of citizens as service consumers.

▼ This study investigates the use of and changes to accounting technologies in the context of New Public Management (NPM). This principled approach to public management has placed great emphasis on business style practices with the enduring goal of getting public sector organisations to run more efficiently, effectively and with greater accountability. NPM has been a pervasive agenda for public sector organisations, particularly in western democracies, and has therefore been subject to significant academic and professional scrutiny. The investigation of NPM rationales in practice has revealed discrepancies between intended and actual outcomes and has exposed differing rhetorical stances (cf. Bisman 2008; Broadbent and Laughlin 1997; Christenson and Laergreid 2001; Dixon 1996; Edwards and Ezzamel 1995; Falconer 2006; Guthrie et al 2003; Lapsley 2008, 2009; Mir and Rahaman 2006; Pollitt 2000). This study therefore seeks to investigate whether similar dissonance exists in the context of a reforming education sector in the Australian state of New South Wales (NSW), a contemporaneous context which, although highly topical, has not been the subject of significant accounting research. In so doing, the study attempts to identify/investigate contextual factors and the antecedents of NPM, many of which surfaced during the reforming era of Australian public administration in the late 1980s and early 1990s. It will be shown that NPM contrasts greatly with the previous approach to public administration known as ‘modern bureaucracy’.
From a methodological perspective, the study emanates from a constructivist ontological foundation, thus the subject of social inquiry is acknowledged to possess contextual specificity. Accounting technologies are regarded as purposive devices capable of guiding social action and defining the roles of the various actors present in the researched organisation. The philosophical and theoretical underpinnings tethered to this ontological foundation reinforce the methodological framework for the study. Qualitative field research was selected to gain a better understanding of the phenomena in question. One NSW public school was selected for conducting the field research in order to substantiate the convincing arguments of the study. Research conducted in the field consisted primarily of interviews with relevant school staff members as well as from the researcher’s individual observations and the use of archival.
It is found that, though the researched organisation eschewed many NPM principles in favour of a more traditional approach, recent reforms have impressed significant changes to accounting technologies such as devolved budgeting, the introduction of an enterprise resource planning system and the future transition to accrual accounting. ▼ Background: The last decade has had many changes within the management of organisations in the public sector and several public sector organisations have implemented New Public Management. This has lead to research becoming more emphasised in universities lately, mostly because international ranking systems put more weight to it. At the same time recent literature underestimates the contribution of citizenship behaviour to public organizations and the wider society. This opens up to an interesting debate on how New Public Managament affects academic citizenship. Purpose of the study: The purpose of this study is to investigate the impact of New Public Management on academic citizenship at the University of the Witwatersrand in South Africa. It will explore how certain characteristics of New Public Managementaffect academics ability to perform academic citizenship. This study will also look at the practical implications for the university. Methodology: In order to conduct this study a qualitative approach was chosen. The research design is a single case study that focuses on one specific setting, in this case the University of the Witwatersrand in Johannesburg, South Africa. The empirical data was gathered through interviewing 10 academics at the university with semi-structured interviews. Conclusion: The conducted study has shown that New Public Managament does affect academic citizenship. The study shows that certain New Public Management characteristics affect the academics ability to perform academic citizenship, which leads to it being pushes a side to a certain extent. The implications of academic citizenship being pushed a side affects both the university and the students as well as the contribution to the society.

▼ Syftet med uppsatsen är att kritiskt granska och analysera hur New Public Management kan påverka en statlig institution och förändra organisationen. I början av uppsatsen presenteras olika exempel på hur konceptet New Public Management har blivit en utgångspunkt för stora förändringar i tre utvalda statliga institutionerna. Resultat baseras på olika forskningar. Därefter beskrivs ursprunget av New Public Management och de viktigaste kännetecken av konceptet. Kännetecken är till och med underlag till intervjuguiden för alla intervjuer samt även dokumentanalysen. Förutom detta framställas möjliga konsekvenser av reformerna efter New Public Management har implementerats i en organisation. Mitt empiriska material är intervjuer med Kriminalvårdspersonal som innehar en högre befattning och dokument samt rapporter från Kriminalvården. Dessutom använder jag dokumentanalysen. Dokumentanalysen baseras på olika rapporter och andra publikationer från Kriminalvården som finns publicerad på organisationens hemsida. Delvis ingår även interna dokument i analysen. Jag använder mig även av litteratur för att kunna förklara bakgrund och teorier som har betydelse för analysen. Efter presentationen av materialet följer analysen där alla kännetecken av New Public Management konceptet blir jämfört med Kriminalvården aktuella situationen samt organisationens pågående förändringsarbete under de senaste åren. Frågan om hur mycket och på vilket sätt reformerna har påverkat Kriminalvårdens arbete idag försöks att framställa. Slutsatsen är väl att mycket av New Public Management konceptet försöks att omsätta i verksamheten. Det finns tydliga bevis för olika kännetecken, fast Kriminalvården har delvis misslyckas, exempelvis med sitt personalarbete och i detta samband ekonomin. Förändringsprocessen är alltså inte avslutat än.

▼ Over the past several decades, local governments have provided
public services through a dynamic process including direct
public delivery and market contracts. These
public service delivery modes have been influenced by the dominant paradigms in contemporary
public administration such as
New Public Management (NPM) and
Public Value
Management (PVM). This study aims to examine factors influential in choosing
public service delivery modes in local governments. Influential factors are divided into three main categories. The first category is
public values as perceived by
public managers. The second category is related to organizational environments. The third category is associated with characteristics of
public services. This study focuses on
public service delivery in County and City governments in Virginia. In order to test hypotheses, I use two sets of data: a survey and the U.S. Census. First, the survey measures
public values, organizational environments, and
public service characteristics. The survey population consists of 95 Counties and 39 Independent Cities in Virginia. The total number of County Administrators and City Managers who responded to the survey was 70. Second, the U.S. Census provides demographic information. In analyzing data to address research questions, I use descriptive analysis and a binary logistical regression model. Findings indicate that the more County Administrators and City Managers perceive the importance of efficiency and customer orientation values from
New Public Management in determining
public service delivery modes, the more local governments choose contracting out. In contrast, the more County Administrators and City Managers perceive the importance of fairness, political accountability, and employee safety values from
Public Value
Management in determining
public service delivery modes, the more local governments choose delivery by
public.

▼ When Tony Blair's New Labour administration took control in 1997, it sought to establish a programme of organizational, performance, and democratic reform. Initially badged as the modernizing government programme, it was later developed in the Best Value regime for local government, which imposed a centrally-controlled performance regime on all local authorities. This was characterized by a managerialist regime of external inspections, league tables, and reliance on extensive performance management, overseen by the Audit Commission. One of the first acts of the 2010 Coalition government was to dismantle this regime, along with announcing the abolition of the Audit Commission. This research sought to examine the legacy of the 1997-2010 performance regime on six English local authority case studies, identified via a deviant case analysis. An examination of the literature developed a conceptual model of seven dimensions of reform, and the research used an exploratory approach to examine the legacy of the performance regimes through a range of qualitative interviews and focus groups. The inductive analysis of interview data found that financial austerity dominated the local government environment, and the impacts of these cuts were felt across the entire group of case studies. These savings requirements had effectively broken the expectation of continuous improvement explicit in the Best Value duty what we refer to here as the death of improvement . Authorities were reducing staffing, which resulted in the loss of expertise and skills. They were also scaling back many universal services through managed decline , and deregulation of performance regimes was stimulating divergent responses to performance management arrangements, as well as influencing the relationship between politicians and performance management, and central performance staff and departmental staff. There were challenges raised around the residual inspections, largely restricted to social care and education, and how these interacted with central performance team models. The discussion develops a three-part model of performance as a system of governance , which integrates three key areas of theoretical and empirical development: performance management frameworks, accountability, and value for money. This allows four main contributions to knowledge: The concept of public value for money , Further development of our understanding of multiple forms of accountability A new model of performance management zones that articulates different roles for performance management at points within the organization A categorisation of the main changes in reform paradigms It concludes that understanding the values underpinning public sector reforms through a range of interpretive lenses is essential to fully comprehending the impact of reforms at three levels: conceptualization, operationalization, and implementation. ▼ Tämän tutkielman tarkoituksena on tutkia sosiaalityön vaikuttavuutta ja selontekovelvollisuutta sosiaalityöntekijöiden näkökulmasta. Viimeisten vuosikymmenten aikana sosiaalityössä on alettu mitata enenevästi vaikuttavuutta. Samaan aikaan sosiaalityöntekijöiden selontekovelvollisuus on lisääntynyt. Vaikuttavuus ja selontekovelvollisuus on tässä tutkielmassa ymmärretty käsitteiksi, joiden avulla sosiaalityöntekijöitä hallitaan. Tutkielman tarkoituksena on selvittää, miten sosiaalityöntekijät kokevat vaikuttavuuden ja selontekovelvollisuuden sekä saada esiin toista tietoa sosiaalityöntekijöiden puheesta.
Aineistona tutkielmassa on käytetty kirjoitustehtävävastauksia, joissa sosiaalityöntekijöiden tuli kertoa omasta näkökulmastaan, mitä vaikuttavuus heidän mielestään on. Lisäksi tutkimuksessa on käytetty teemahaastatteluja, joissa sosiaalityöntekijöiltä kysyttiin ammatillisista jännitteistä. Molemmat aineistot on analysoitu käyttämällä teoriaohjaavaa sisällönanalyysia, joka tässä on tarkoittanut aineiston teemoittelua.
Tutkielman tulokset osoittavat, että sosiaalityöntekijät määrittelevät vaikuttavuuden asiakaskeskeisesti. He ovat myös kriittisiä vaikuttavuuden mittaamisen suhteen. Selontekovelvollisuuteen liittyvien käytäntöjen nähdään rajoittavan sosiaalityöntekijän työtä ja vievän aikaa pois asiakastyöstä.
Tutkielman johtopäätöksenä on, että sosiaalityön vaikuttavuuden mittaamiseen kaivattaisiin lisää asiakasnäkökulmaa ja laadullisuutta. Selontekovelvollisuus tulisi myös ymmärtää laajemmin selontekovelvollisuudeksi asiakkaiden suuntaan, jolloin sosiaalityöstä voisi tulla asiakaslähtöisempää.

▼ Tämän päivän korkeakoulujen odotetaan olevan tehokkaan tuloksellisia ja kansainvälisesti kilpailukykyisiä toimijoita. Tavoitteisiin pohjaten korkeakoulutuksessa on toteutettu New Public Managementin (NPM) mukaista reformia. NPM-opin taloudellisuuden, tehokkuuden ja vaikuttavuuden tavoitteisiin pyritään hyödyntämällä tulosjohtamista. Tulosjohtamisella tarkoitetaan organisaation sisäistä prosessia, jossa pyritään tulostavoitteiden avulla varmistamaan organisaation tuottava ja taloudellinen toiminta.
Tässä fenomenografisessa tutkimuksessa tavoitteena on selvittää millaisia käsityksiä ammattikorkeakoulujen kansainvälisten asioiden parissa työskentelevällä hallintohenkilökunnalla on NPM:n mukaisesta tulosjohtamisesta. Tutkimuksen teoreettinen viitekehys on koottu korkeakoulukontekstissa ja se muodostuu NPM:ää, tulosjohtamista sekä korkeakoulujen kansainvälisyyttä käsittelevästä kirjallisuudesta. Tutkimuksen empiirinen aineisto on kerätty neljästä eri ammattikorkeakoulusta sähköisesti avoimilla kysymyksillä sekä teemahaastatteluilla.
Aineistosta nousi neljä eri tapaa käsittää NPM:n mukainen tulosjohtaminen; toiminnan laadun varmistajana vs. uhkaajana, organisaation rakenteiden ja henkilöstöpolitiikan uudistavana vahvistajana vs. hajottajana, trendikkään arvokkaana yrittämisen vapautena vs. annettuna kilpailemisen mallina, vuorovaikutuksena ja motivointina vs. byrokraattisena mittaamisena. Erilaiset tavat käsittää NPM:n mukainen tulosjohtaminen tiivistettiin neljään käsityskategoriaan: neutraali käsitys (toimintoympäristön valitseva realiteetti), positiivinen käsitys (korkeakoulujen toimintaedellytyksien vahvistaja), negatiivinen käsitys (korkeakoulujen toimintaedellytyksien uhkaaja), kehittävä käsitys (kehittyvä ja kehitettävä oppi).
Vastaajien käsitysten mukaan korkeakoulujen tulosjohtaminen on johtanut joihinkin positiivisiin muutoksiin mm. prosessien selkeydessä ja toiminnan laadun kehittämisessä. Toisaalta tuloksellisuus- ja tehokkuusajattelun nähdään ajavan vääränlaiseen mittariohjaukseen, henkilöstöresurssien liialliseen tiukentamiseen, korkeakoulujen väliseen ja sisäiseen kilpailuun ja tätä kautta työviihtyvyyden ja työssä jaksamisen heikkenemiseen. Vastaajien mielestä tulosjohtamisessa on vielä kehitettävää. Sitä toteutetaan liian byrokraattisen teknisesti; tavoitteita ja mittareita asetetaan ja niiden seurannasta vastuutetaan mutta vuorovaikutuksellisuuden, sitouttamisen ja tulospalkitsemisen suhteen ollaan vielä alkutekijöissään. Tutkimuksen mukaan alaisilla ei ole tulosjohtamisesta yhtä selkeää kuvaa kuin päälliköillä. Lisäksi kansainvälisen toiminnan arvostus jää usein yhä edelleen juhlapuheiden tasolle; ymmärrys siitä, miten kansainvälinen toiminta voi vaikuttaa positiivisesti korkeakoulujen taloudelliseen tulokseen tai edesauttaa korkeakoulujen toiminnan laatua, ei vielä läpäise koko korkeakoulua. Den här uppsatsen undersöker hur frivårdsinspektörer inom den svenska kriminalvården upplever sin arbetssituation utifrån förekomsten av NPM-principer. Fem frivårdsinspektörer intervjuades utifrån tre temata som är kopplade till NPM - mål, kontroll och utvärdering. Undersökningen visar att verksamheten tycks ha förändrats påtagligt under den tid intervjupersonerna arbetet inom kriminalvården och att dessa förändringar kan kopplas till uppkomsten av NPM. Delar av arbetets organisering beskrevs som positiv för såväl kriminalvårdens anställda som för dess klienter. Kritik framfördes dock gällande hur verksamhetens måluppfyllnad mättes. Respondenterna menade att detta skedde på ett missvisande sätt och att det kvalitativa, klientnära arbetet sällan uppmärksammades eller utvärderades.

▼ Äldreomsorgen har fått kritik i massmedia under den senaste tiden vilket har bidragit till flera omorganisationer som skett sedan 1990-talet. Omorganisationerna har vuxit fram ur ett nytt styrningssätt som går under begreppet New public management (NPM), som fokuserar på styrning, uppföljning och redovisning. NPM har många influenser från det privata näringslivet och förändringar som skett har bland annat inneburit att verksamheterna arbetar för en ökad effektivisering av organisationen, mål- och resultatstyrning samt ökad kvalitet. Syftet med uppsatsen är att undersöka hur styrningen som är i linje med NPM beskrivs av chefer på olika organisatoriska nivåer inom äldreomsorgen i Stockholms stad. Frågeställningen som besvaras i uppsatsen är hur verksamhetscheferna respektive enhetscheferna beskriver att styrningen som är i linje med NPM har påverkat verksamheterna samt deras arbetssituation. Teorier om byråkrati, postbyråkrati samt NPM används som referensram i uppsatsen. I tidigare forskning presenteras hur NPM påverkar olika delar i den offentliga sektorn, både i Sverige och internationellt. Studien har en kvalitativ ansats och insamlandet av det empiriska materialet har utförts genom åtta semistrukturerade intervjuer. Resultatet visar att de intervjuade cheferna upplever att NPM påverkar verksamheterna samt arbetssituationen för enhetscheferna och verksamhetscheferna. Resultatet indikerar att svaren från informanterna är liknande kring hur NPM påverkar verksamheterna men att arbetssituationerna påverkas med vissa skillnader mellan verksamhetscheferna och enhetscheferna. Verksamheterna har påverkats genom att det blivit en uppdelning av organisationen i en så kallad beställar- samt utförardel och en större konkurrensutsättning på grund av privatiseringar. Gällande arbetssituationerna upplever enhetscheferna ett ökat ekonomiskt ansvar och fler arbetsuppgifter. Verksamhetscheferna upplever bland annat ett ökat arbete med mål- och resultatstyrning samt fler uppföljningar.

▼ This paper is about if municipal council's ideology affect steering in the municipalities of Vellinge and Fagertsa. Vellinge has for a long time been governed by Sweden's conservative party Moderaterna. Fagersta has for a long time been governed by Sweden's left party Vänsterpartiet. The main question of the paper to be answered is as follows: Is there a relation between the steering in municipalities and the ideology of the governing parties? The hypothesis is that there is a connection between what ideology the party that governs has and how the municipalities are being governed. The question is being answered by an idea analysis. Two ideal types are being used to compare the two steering alternatives New Puplic Management and Traditional Bureucracy with the two municipalities. The conclusion is that there is a connection though it is rather weak. It is also clear that the steering is being affected not only by the governing parties ideology but also by the state. ▼ Syfte: Syftet med studien är att undersöka hur New Public Management påverkar de professionella inom universitetsvärlden. Metod: Studien har genomförts med en kvalitativ ansats. Empiriskt material har samlats in genom en så kallad self-report inom professionella i universitetsvärlden. Resultat & slutsats: New Public Management har visat sig ha en negativ effekt på de professionella inom universitetsvärlden. Vi fann att NPM ses som en bromskloss för universitetets utveckling eftersom kunskapen som de professionella besitter inte tas till hänsyn. Istället har pengar och makt blivit ett större fokus jämfört med tidigare då professionalitet hade en större roll. Självreglering är viktigt för att autonomin inte ska tona bort, detta har bidragit till en speciell chefskultur som påverkar de anställda. Vår slutsats är att NPM hämmar de professionellas utveckling. Studiens bidrag: Vår studie har bidragit till en större förståelse av NPM och de professionella inom en verksamhet som bedrivs av detta. Flera faktorer är av betydelse och vår studie visar på att självreglering är av vikt för att de professionella ska kunna utöva sin kunskap på dess rätta professionella sätt. Vi hoppas på att vår studie bidrar till mer förståelse för de professionella och kan leda till en bättre miljö i verksamheten mellan de professionella och administratörerna. Förslag till vidare forskning: Vi föreslår att samma studie utförs på fler respondenter för att få större kunskap kring studien samt betona chefernas åsikter och erfarenheter. ▼ Vi hör idag mycket om hur skola, vård och hemvård inom den offentliga sektorn allt mer kritiseras för sitt arbete. En del väljer att säga att New Public Management, en ny styrreform som svept över världens offentliga organisationer, är anledningen. I denna uppsats är syftet att undersöka en kommunal hemvårdsorganisation i Sverige som genomgått ett antal förändringar som påverkat många delar av verksamheten. Genom att uppmärksamma New Public Management och dess tillhörande komponenter såsom strävan efter kostnadseffektivitet och formen av en företagsmodell har en studie förts kring hur förändringen påverkat organisationen, och om den skapat några utmaningar. Studien bygger på Nyinstitutionella teorier som behandlats av Göran Ahrne och Apostolis Papakostas[1]. Även relationella organisationsteorier av Meyer & Rowan[2] samt DiMaggio & Powell[3] har haft en betydande grund för analysen. Med ansats i detta teoretiska material har använts en kvalitativ metod och det har genomförts en intervjustudie verksamma personer inom hemvårdsorganisationen. Det studien har visat är att en del organisationer är mer känsliga för förändring än andra. Vidare spelar förutsättningarna för organisationen stor roll, och det visade sig att en förändring är beroende av att dessa finns. Att organisationer börjar likna varandra allt mer idag visade sig i studien då den studerade organisationen tvingas balansera ett upprätthållande av kärnverksamheten men samtidigt vara innovativ och konkurrenskraftig med begränsade förutsättningar.

▼ Denna studie syftar till att genom kvantitativa och kvalitativa metoder studera hur omsorgsgivarna inom äldreomsorgen uppfattar den psykosociala arbetsmiljön. Media har gett en negativ bild om arbetsmiljön där det påstås att omsorgsgivarna har en hög arbetsbelastning som resulterar i att de ständigt känner sig stressade och inte känner att de kan ge patienterna kvalitetstid. Vi vill undersöka om detta överensstämmer med verkligheten och om de resultatdrivna styrverktygen som råder inom den offentliga sektorn påverkar utfallet. Vi vill veta ifall styrningen indirekt influerar omsorgsgivarna genom att de får minskat handlingsutrymme och därmed försämrad psykosocial arbetsmiljö. Vårt underlag för denna studie är baserad på 176 enkätsvar från nio verksamheter i Stockholms län samt åtta stödintervjuer. Resultatet visar att omsorgsgivarna uppfattar deras psykosociala arbetsmiljö som dålig. De visar även på en påtaglig skillnad i psykosocial arbetsmiljö mellan kommunal och privat regi, där omsorgsgivarna inom den kommunala sektorn är mest missnöjda. De största skillnaderna hittar vi i hur omsorgsgivarna känner att de hinner ge patienterna den tiden som de behöver samt om de uppfattar att de har tillräckligt med personal för att utföra ett kvalitativt arbete. En anledning till detta missnöje kan bero på styrningsverktyget New Public Management introduktion i den kommunala sektorn.

▼ The point of this essay is to study a municipal owned company with the use of a case study on Höganäs Omsorg AB. Two theories has primarily been used which is New Public Management, which favors economic value, and Public Value Management, which favors social values. The two different theories have been applied on the municipal owned company to see how social and economic values are balanced in its governance. Höganäs Omsorg AB is a young municipal owned company where many parts of its organizational structure is still in development. The parts of the municipal owned company that still are in development are primarily within the economically favored theory New Public Management. In these early stages of the enterprise the social values have taken a greater place of the two values. It shows from how social aspects are present in every move the enterprise makes as economic values will have to take a slight step back occasionally to give space. One of the main reasons behind that social values has been favored within the enterprise is most likely thanks to that leadership positions in the municipal owned company and the municipality is held by the same individuals.

På 1990-talet skedde kraftiga reformer inom offentlig sektor i syfte att göra den offentliga sektorn mer lik den privata. En ökad grupp av äldre och omfattande reformer har gjort chefernas arbete inom branschen mer komplex. Massmedia har framställt en bild av att äldreomsorgen under 2000-talet har befunnit sig i en stor kris i takt med den ökade privatiseringen och utvecklingen av New Public Management, vilket i sin tur ställer högre krav på cheferna. Syfte: Studien vill skapa förståelse för hur chefer inom äldreomsorgen ser på chefskap respektive ledarskap samt på krav som kan kopplas till deras roll som chefer. Studiens ambition är att ur ett individperspektiv bidra med en större förståelse för de krav som ställs på dagens chefer och komplexiteten i samband med deras chefskap. Metod: Tolkande förhållningssätt med en kvalitativ ansats, där semistrukturerade intervjuer använts för att samla empiri. Resultat/Slutsats: Chefskap och ledarskap som begrepp har genomgått omfattande förändringar. Chefskapet har blivit mer komplext i och med att rollen har förändrats och kraven har ökat. Detta till följd av ökade regleringar och kontroller i sviterna av New Public Management som till stor del kännetecknas av administration. Trots en distinkt skillnad mellan ledarskap och chefskap dras slutsatsen att krav finns på att dessa roller ska samverka och i ökad grad kommer att behöva göra det. Viktiga element i chefspositionen i enlighet med respondenterna är; coachning, motivering och stöttning av medarbetarna vilket motsvarar deras definition av ledarskap. Utifrån detta går det att dra slutsatsen att det idag inte längre räcker att agera som en traditionell chef som styr utan i chefskapet ska också ledarskapet inkluderas.

▼ The purpose of this thesis is two-fold. This study investigates the effects new public management (NPM) reforms have on public servants in one particular agency. The results of this investigation suggest that one of the reform programs, customer service orientation, appeared to be of concern to public servants affecting their motivation and morale. This led to further research with the aim to explore a likely relationship between customer service orientation and motivation. Therefore, the two research problems investigated in this thesis are:
1. What, if any, effects do new public management reforms have on public servants?
2. Does an organisation’s customer service orientation have an impact on public service motives and if so, how?
Answers to these questions are important for the implementation and management of reform programs and for the effective and efficient performance of public service organisations. Motivation in particular is a critical component for job satisfaction, organisational commitment, and good citizenship behaviour, and as such has important ramifications for the organisation’s performance, culture, and ultimately its customers.
The study starts with in-depth interviews with employees from one public service agency that experienced major reform processes. The findings of this first part of the investigation indicate that public servants were indeed affected by the reform process and although they had high expectations of the reforms at the onset, they were quickly disillusioned. The main areas of concern were found to be customer service, morale, and motivation. To explain the interview data two existing constructs are used. The customer service construct includes information-based, culture and philosophy-based, and service and interaction-based interpretations of customer service orientation (CSO), whereas the motivation construct is based on public service motives (PSM) and explains rational, normative, affective, and self-sacrifice motives. The findings suggest that public servant’s perception of their organisation’s customer service orientation had an impact on their motivation and morale.
The second phase of this study uses these findings to investigate this proposition on a larger scale across a number of different public service organisations. First, a conceptual model has been developed, based on the two constructs used in the previous phase of the study. Twenty hypotheses are posited in an attempt to explain the impact of customer service orientation and its individual dimensions on public service motives and its individual dimensions. An online survey provided 314 usable responses that were analysed using a partial least squares structural equation modelling (PLS-SEM) technique. This method has soft distributional assumptions useful for exploring and developing theory. ▼ Public sector management work contributes directly to political systems of western democracy. This contribution has far-reaching consequences for the public sector, other sectors and citizens. From the 1980s public sectors have experienced significant reforms by successive governments across Anglo-American polities. Such reforms and the contemporary management ideas on which they were based, including new managerialism and ‘new public management’ (NPM) travelled, were translated and transformed, some accepted and others rejected. These reforms have changed the public sector, but how these reforms have influenced and changed the constitution of public sector management work is less clear. This research sought to understand ‘how do current and former Departmental Secretaries in the Australian Public Service (APS) constitute public sector management work, in the context of evolving reforms?’ using a qualitative case study. What it finds is that Departmental Secretaries constitute public sector management work to suit the institutionalised, governmental, bureaucratic and political domain of the public sector, in which they work, rather than the market-oriented managerialism or new public management advocated by reformers. This research makes an original contribution to public administration theory and also to a lesser extent to new institutional theory as it pertains to the travel of ideas.

▼ Hensikt: Hensiktenmed studien var å undersøke forutsetningene for å være faglig leder for anestesisykepleiere i dagens norske helseforetak. Metode: Studien ble gjennomført med en kombinert metodikk: 1) Spørreundersøkelse med et skjema som forfatteren selv utviklet til alle førstelinjeledere for anestesisykepleiere i norske helseforetak,totalt77, med 80,5 % svarfrekvens. Datable analysert med kvantitative metoder.2) Halvstrukturerte individuelle intervju med syv ledere, strategisk utvalgt, både kvinner og menn, i alle landets fire regionale helseforetak, som det ble gjort en kvalitativ innholdsanalyse av. Resultat: I denne studien fant man at mange andre presserende oppgaver for lederne gjør at faglig ledelse ofte blir nedprioritertog delegert til andre, som fagutviklingssykepleierne. Lederne har et betydelig fokus på helsefremmende ledelse. Lederrollen er belastende, til tider slik at helsen påvirkes. Det er liten interesse for og nærmest ingen konkurranse om lederjobben. Av lederne er forholdsvis mange menn. Konklusjon: På grunn av de endrede rammebetingelsene,som følge av blant annet enhetlig ledelse og helseforetak,har lederrollen endret seg. Den har gått fra å stort sett være faglig leder til stadig mer personalledelse og administrative oppgaver. Lederne har i høy grad tilpasset seg de nye kravene, ogfungerer på mange måter som hybridlederemedettydelig fokus på helsefremmende ledelse.Anestesisykepleiefaget ivaretas gjerne av fagutviklingssykepleierne. Aim: This study aimed to investigate the conditions being a professional leader of nurse anesthetists in Norwegian public hospitals today. Method: Thestudy used a combination of quantitative and qualitative methods, including a survey questionnaire constructed by the author and distributed to all first-line managers of nurse anesthetists in 77 Norwegian public hospitals, with a response rate of 80.5 %. The questionnaires were analyzed by quantitative methods. The author also conducted semi-structured individual interviews with seven strategically chosen leaders, both women and men, at hospitals in Norway’s four health regions. The interviews were analyzed using qualitative content analysis. Result: The results showed that leaders give less priority to professional leadership, largely due to many other urgent tasks, and frequently delegate this part of their leadership role to others (e.g., nurse anesthetists working with professional development). In leadership roles, nurse anesthetists focus on health promotion. They describe their managerial role as burdensome, at times even affecting their health. both New Public Management (NPM) theory and New Social Movement
(NSM) theory, this thesis explores increasing religiosity in
education delivery in secular Turkey. Particularly, it investigates
the ways in which two Islamic religious groups, the Gulen Movement
(GM) and the Iskenderpasa Cemaati (IC), engage with education as a
result of neoliberalization in both the public sphere and public
administration. Islam, and especially the Islamic Social Movements
(ISMs), play an important role in politics and in the
socio-economic spheres; therefore, it is necessary to consider
their growing role in the delivery of public services such as
education not only in Muslim countries, but also in secular
societies. Since education is defined as a public service which has
a significant role in the creation of social capital (Putnam,
1993), these movements increased their interest in education
systems in order to make their own voice heard during the process
of education delivery, or in other words, the creation of social
capital. This research combines three different research methods:
1) documentary analysis of official papers from the public
administration reforms, government archives, the GM and IC’s own
reports and web pages, the Organisation for Economic Co-operation
and Development (OECD) and World Bank reports on the Turkish
education system; 2) in-depth interviews conducted with parents,
teachers and alumni of GM an IC schools; 3) focus group analysis
conducted with graduates from the IC and the GM schools. The data
collected from the documents and field research suggest that in
Turkey, NPM, which was applied to privatized public services and
the deregulated public sphere, has created opportunity spaces for
Muslims and ISMs to move upward in the social stratification
ladder. The result is the emergence of an ISM controlled education
service. The GM and the IC are the best examples of this
process.The researcher used the GM and the IC as examples of a
collective case study. Although both the GM and the IC have emerged
in a similar socio-political and economic environment, in which
there is an increasing trend of Islamisation in the social
structure and neoliberalization in the economy and politics, these
movements responded differently to the same changes. The GM has
managed to integrate into the new conditions and produced a similar
discourse to NPM. Therefore, rather than establishing an Islamic
order, the GM focused on political, social and economic wealth by
opening education institutions. However, by demonstrating a
traditional form of Islam, the IC shows the other face of religious
groups in Turkey. For this reason, the researcher refers to the GM
as a ‘movement’ and the IC as a ‘cemaat’. Additionally, by being
visible in the public sphere and producing a neoliberal discourse,
which is parallel with NPM doctrines, the GM managed to develop
educational governance that increases secular and pious families’

▼ The aim is to study the empirical relevance of performance management systems in the public sector, based on the performance management systems framework. A qualitative approach was chosen, making three case studies of Swedish municipalities by conducting personal interviews. The municipal chief executive, municipal CFO and a financial manager at a department were chosen at every municipality, providing us with diversified as well as accurate information. The interviews were based on the PMSs framework developed by Ferreira and Otley (2009), giving a broad and detailed description of the systems. This information, together with the theoretical framework, was then processed, leading up to the analysis and conclusions. Pursuant to the new public management, performance management is a relatively new concept in the public sector. The three studied municipalities all have relatively new PMSs, showing that this area is empirically relevant to study. As expected, the municipalities displayed both positive and negative sides of their systems, described in more detail in the paper. The PMSs framework is considered a useful tool in this study, making it relevant in the public sector. Still, both benefits and drawbacks are found, presented together with possible improvements.

Higher education reforms in Finland and internationally have in the past decades favored market-orientation and performance measurement. More perspectives to study governance are needed. The research question guides to look for an assumed on-going shift between the recent theorized governance models of New Public Management (NPM) and New Public Governance (NPG), which act as the theoretical framework. This research delves into the institutional logics behind decision making and outspoken political goals. Major concepts are governance, steering, institutional logic, practical reasoning, and agency. The steering activities are made according to institutional governance logics. Institutions are continuously constructed and upheld through the discursive behaviour of the actors, and agency is understood as the actors' possibilities to affect the practical reasoning and the institutional logic of the institutional system. The contents of the selected policy documents regarding the funding and contractual steering are used as the data, and the analysis is based on a categorization of the practical reasoning and the theoretical framework. The findings from the data and the analysis reveal a variety of logical elements. The logical elements of NPM are in a dominant role in most parts of the funding model, and a shift to a stronger grip of NPM is seen. The elements of NPG are emphasized in parts related to measuring research and other publications, evaluating the societal influence of HEIs, and in the reasoning of the contractual steering. The research design proved to be sufficient and appropriate for a detailed analysis of higher education governance and is recommended for the following research in the same area.

▼ The purpose of this research is to shed light to the complex relationship of the international alumni and the Finnish higher education institutions (HEIs). This is done by identifying what tasks and roles are designated to the international alumni by the Finnish HEIs in general and specifically regarding education export. The theoretical framework of the research consists of the New Public Management (NPM) and the New Public Governance (NPG) -models.
The research was conducted as a series of semi-structured qualitative interviews. The empirical data consisted of the transcribed interviews of the seven elite-informants from two higher education institutions chosen as the research cases. The data was analysed using the inductive methods, first by approaching it with an empirical data-driven approach and then with a theory-driven approach.
Research concerning international alumni and the roles and tasks designated to them had not been conducted in Finland before and this inspired the decision to choose this topic. This research indicated three key roles, customer, stakeholder and partner, and nine tasks that the HEIs designate to the international alumni. The identified nine tasks, such as education ambassador and source of leads, can create competitive advantage to any HEI with a functioning international alumni network.
The NPM and NPG models provided lenses to recognise what roles and tasks the case-study HEIs designated to the international alumni and why these were chosen. The research showed that the case-study HEIs operated under the premises of the theoretical frame. The international alumni operations in the case-study HEIs are underdeveloped and in preliminary stages, but nevertheless add value to the HEIs and their education export efforts.
The results of the research can be used to develop HEIs alumni operations and education export efforts as well as basis for policy changes, such as a Ministry of Education funding mechanism measuring the development of international alumni operations or as a strategic focus where HEIs could distinguish themselves and gain competitive advantage against other HEIs. Further qualitative research can include the development of alumni net-works, the perspective of alumni regarding the identified tasks and roles, the Ministerial policy changes regarding international alumni and the regional effects international alumni might have in areas where the HEIs are located.

▼ L'enseignement supérieur saoudien connaît des évolutions importantes depuis les années 2000. Elles ont notamment conduit à la création d'une nouvelle institution publique : la Commission nationale d'évaluation et d'accréditation de l'enseignement supérieur. Cette réforme est intervenue après que l'enseignement supérieur saoudien a été défini comme un problème public, à la suite des attentats du 11 septembre 2001. L'action publique élaborée par cette institution s'est construite à partir de l'appropriation de notions et d'outils empruntés < l'extérieur de l'Arabie saoudite, notamment les « acquis de l'apprentissage ». Ce recours à l'international a induit un renforcement de la proximité de l'enseignement supérieur saoudien avec le monde hégémonique (Etats-Unis et Europe). L'analyse de l'introduction de cette réforme dans une université - Alpha Uni - montre l'impact de cette politique publique sur cette organisation : les tensions et les opportunités qui sont créées, la redistribution du pouvoir entre certains acteurs, la recomposition de certaines relations professionnelles. Cette analyse donne un aperçu de l'intrication entre réforme instrumentale, processus de bureaucratisation et modalités de gouvernement. La réforme de l'enseigne ment supérieur saoudien par l'évaluation et l'accréditation apporte un éclairage sur la mise en œuvre du New Public management (NPM) dans un pays où cette doctrine n'a pas été élaborée. Dans un gouvernement où sont mises en œuvre des formes de contrôle politique et moral, la diffusion du NPM, en développant un contrôle formel sur les enseignants par la prolifération des écrits et des procédures, a contribué à desserrer le contrôle politique.
Saudi higher education has undergone major changes since the 2000s. They led in particular to the creation of a new public institution: the National Commission for Academic Assessment and Accreditation. This reform came after Saudi Arabian higher education was defined as a public problem, following the attacks of September 11, 2001.The public action developed by this institution was built from the appropriation of notions and tools borrowed from outside Saudi Arabia, including "learning outcomes". This international appeal has led to a strengthening of the proximity of Saudi higher education with the hegemonic world (United States and Europe). The analysis of the introduction of this reform in a university - Alpha Uni - shows the impact of this public policy on this organization : the tensions and opportunities that are created, the redistribution of power between certain actors, the reorganization of certain professional relationships . This analysis provides an insight into the intricacy of instrumental reform, the process of bureaucratization and the modalities of government. pokyčių, siekė viešojo valdymo procesų efektyvinimo ir teikiamų
paslaugų kokybės gerinimo. Dėl įgyvendinimo priemonių parinkimo ir
tinkamos aplinkos stokos, NVV sąlygojo daug disfunkcijų, kas
įtakojo koncepcijos evoliucionavimo būtinybę. NVV evoliucionavo į
naująjį viešąjį valdymą, kuris iškėlė efektyvumo ir demokratiškumo
derinimo problemą, socialinės gerovės užtikrinimo svarbą. Viešojo
valdymo modernizavimui reikalinga derinti įvairias teorines
koncepcijas ir ieškoti tinkamiausių įgyvendinimo priemonių bei
galimybių.
Master‘s work exposed the main causes of
NPM, basic principles and dysfunctions, explained the evolution
process from NPM to the new public governance, analyzed the new
public management features, necessary conditions and posibility for
successful implementation. These processes influence the public
policy formation and implementation, public members‘ status and
country‘s economic and social situation. There were reviewed
factors of NPM‘s emergence, analyzed NPM concept, the basic
principles and interference of implementation, considered the
evolution process from NPM to the new public governance and the NPM
origins, specificity and the set of elements. There were discussed
about new public governance properties in these days and
implementation problems as well as problems‘ solutions and
capabilities. NPM, managerial principles aiming in the public
sector, determined the range of public management changes, pursue
the public management processes, improving the efficiency and
quality of public services. Due to measures of implementation and
the lack of appropriate environment, NPM influence some
dysfunctions, which caused a necessity of conpet‘s evolution. NPM
has evolved into the new public governance, which elevated the
problem of efficiency and democracy coordination and importance of
social welfare. To modernize public management there is necessary
to combine different theoretical concepts and search for the most
appropriate implementation‘s measures and
opportunities.

▼ The aim of the study is to gain an understanding regarding the implementation of New Public Management in the public sector’s human service organizations. New Public Management (NPM) originates from the private sector and began at the early 1980s to permeate the public sector. NPM had a huge breaktrough and currently form many organizational bases and structures in the public sector. The implementation of NPM in public organizations has resulted in various problems. Old structures were demolished to be replaced by new structures, which resulted in a change of circumstances for everyone involved in the organization. The study has a qualitative approach and was designed as a case study. To obtain empirical material I used semi-structured interviews. I analyzed the empirical material using New Public Management, which is included in the new institutional theory. The result made it visible that public reforms are inevitable. Organizations are dependent on its environment and as the environment change the organization must change with it to survive. The result also showcased the conflict, affected by the reform, in which difficulties with leadership, communication, employees’ involvement and adaptability arose. Preventing these negative effects requires an organization that is structured in a way that advocates change and reforms.

▼ In the context of the worst economic shock that the world has experienced for eighty years, the
New Zealand Government has announced a campaign to establish "a more focused, efficient and productive
public service" (Whitehead, 2009). As the emphasis of managing the performance of the
public service swings away from effectiveness and outcomes back towards efficiency and outputs, the practical and underlying tensions of managing within individual agencies remain. This research explored these tensions in relation to the performance measurement and
management practices in three of
New Zealand's
public service agencies, namely Work and Income,
Public Prisons and the Community Probation Service.
For each of these agencies, the official performance
management models as defined in relevant legislation and the agencies' external accountability documents (primarily their statements of intent and annual reports) are described. Note is also made of the 'formal' frameworks encoded within each agency's computer applications. These frameworks are then compared to an analysis of interviewees' descriptions of the performance measurement and
management practices in use within those agencies.
A framework by which the official, formal and in use performance
management models within
public service agencies may be better understood and aligned is then explained. This model utilises a competing values framework composed of two axes. The first of these, the rationality of control is explained in terms of the nature of the major functions involved, the ease with which they may be measured and managed, in what forms information is represented and the nature of the rationality employed. It is argued that these factors support models that exist along a continuum that extends from the use of regulative control to control based on shared understandings.
The second axis reflects the locus of control and is explained in terms of the political saliency and perceived complexity of the agency's core functions, the extent to which sensegiving activities are internally and/or externally driven (Maitlis, 2005), and the extent to which
management invest in the agency's
public capital. These factors are used to explain a continuum on which agencies experience more or less operational autonomy and
management discretion.
The combination of these factors produces four possible models that may be described as:
an administrative control model with a principal focus on managing inputs;
a rational goal model employing the language of (quasi) markets and a principal focus on outputs;
a multiple constituency model that acknowledges the shared responsibility for outcomes and a need to establish 'joined up' mechanisms with other agencies within government and the community; and
a professional service model that seeks to manage specific targets and focuses on the processes or activities that managers manage.
This model is then applied to each of the case study agencies to reveal the, at times competing, forces that shape performance
management practices.

financial fraud control requires all Commonwealth
agencies to comply with the Commonwealth Fraud Control
Guidelines (Attorney-General's Department and Australian
National Audit Office, 2004). The focus of this research
is the implementation and adoption of the Commonwealth
Fraud Control Guidelines in Australian public
organisations over the period 2008-09; 2009-10; and
2010-11. The implementation of the Commonwealth Fraud
Control Guidelines has taken place in the public sector
since the Australian Government launched its Guidelines
in 2002 (Attorney-General's Department, 2011). These
Guidelines came as a part of the new direction in the
Australian public sector, which is known as New Public
Management (NPM), in order to improve government
performance and enhance financial public accountability.
The aim of this study, thus, is to report on the extent
of compliance with the Commonwealth Fraud Control
Guidelines by Australian Commonwealth Government
Organisations, to determine if these Guidelines
contribute to the discharge of public financial
accountability. Research Design: This
relatively small study applies a qualitative content
analysis to annual reporting of selected Australian
public agencies. Content analysis is used in this study
to explore the relationship between the Commonwealth
Fraud Control Guidelines and their application, if any,
by Australian agencies over the period 2008-09, 2009-10,
2010-11. It intends also to identify the extent to which
such application has helped to enhance performance and
financial public accountability. The
theoretical orientation adopted in this study is built on
Institutional Theory. Institutional theory is mainly
built on the view that organisations are social systems
(Scott, 2001) and thus it is employed as a theoretical
frame to find out why organisations adopt particular
practices, policies, and procedures (DiMaggio &
Powell, 1983; Meyer & Rowan, 1977), and also to
explain their actions that are driven by environmental
pressures (Scott, 2001). Institutional theorists
emphasise that organisations are not only productive
bodies, but also social and cultural systems (Scott,
2001). The use of institutional theory as the overall
orientation to this study would give a lens through which
the collected data can be explored. Thus, it serves as an
analytical framework to explore the findings that emerged
using the tools of content analysis of various public
agencies’ documents. Findings: The
