This study seeks to explain and understand the Nuclear Non-Proliferation Treaty (NPT) newlinein world politics. The Treaty was signed in 1961 and entered into force in 1970. Since newlinethen, the NPT evolved into the global non-proliferation regime consisting of about 190 newlinemember-states by the beginning of this century. The Treaty set three objectives: (1) newlinenuclear non-proliferation, (2) nuclear arms control and disarmament, and (3) civilian newlinenuclear cooperation. newlineOn the one hand, it is widely regarded that the NPT is the most successful case of an newlineintemational security regime, and an indispensable foundation of the nuclear nonproliferation newlineregime and intemational arms control and disarmament efforts. It is difficult newlineto deny the positive role of the NPT to stop (reverse or delay) nuclear proliferation, and newlineits contribution to intemational security as a whole. On the other hand, the Treaty has newlinebeen intensively criticized for its discriminative nature and function at the NPT Review newlineConference since the 1970s. Non-Nuclear Weapon States, together with India, criticizes newlinethat five Nuclear-Weapon States especially the US and Russia do not make progress in newlinetheir nuclear arms control and disaHl1ament obligations. Although the 1995 NPT REC newlinesuccessfully decided its indcfinite extension, the NPT-based non-proliferation regime has newlinebeen increasingly facing problems and losing legitimacy and trust to deal with further and newlinenew proliferation challenge today . newline newlineThis study analyzes the NPT to seek answers to the questions about (1) its evolution and newlinedynamics, (2) its role and function, and (3) its meaning and relationship to the newlinefundamental dilemma of order versus justice in world politics. For this purpose, this newlineresearch uses three IR theories (Reaiism, Liberalism, and Grotianl Intemational Society newlinetheory). Based on theoretical and phiiosophical pluralism, comparative theoretical newlineperspectives/approaches shed light on various aspects and meanings of the subject issue.

Este trabalho aborda o Problema da Mochila Compartimentada que é uma variação do clássico problema da mochila e pode ser enunciado considerando-se a seguinte situação hipotética: um alpinista deve carregar sua mochila com possíveis itens de seu interesse. A cada item atribui-se o seu peso e um valor de utilidade (até aqui, o problema coincide com o clássico Problema da Mochila). Entretanto, os itens são de agrupamentos distintos (alimentos, medicamentos, utensílios, etc.) e devem estar em compartimentos separados na mochila. Os compartimentos da mochila são flexíveis e têm capacidades limitadas. A inclusão de um compartimento tem um custo fixo que depende do agrupamento com que foi preenchido, além de introduzir uma perda da capacidade da mochila. O problema consiste em determinar as capacidades adequadas de cada compartimento e como esses devem ser carregados, maximizando o valor de utilidade total, descontado o custo de incluir compartimentos. Neste trabalho propomos um modelo de otimização não linear inteiro para o problema e algumas heurísticas para sua resolução, para as quais apresentamos os resultados computacionais obtidos. Uma aplicação prática que surge no corte de bobinas de aço, sujeito à laminação é detalhada.

This work approaches the Compartmentalized Knapsack Problem which is a variation of the classical knapsack problem and it can be stated as the following hypothetical situation: a climber must load his/her knapsack with a number of items. Two numbers, an weight and a utility value are given for each item (so far, the problem coincides with the classical integer Knapsack Problem). However, the items are of different classes (food, medicine, utensils, etc.) and they have to be packed in separate compartments inside the knapsack. The compartments are flexible and have limited capacities. Each compartment has a fixed cost that depends on the class of items chosen to load it and, in addition, each new compartment introduces a loss of capacity of the knapsack. The Compartmentalized Knapsack Problem consists of determining suitable capacities of each compartment and how these compartments should be packed. The objective is to maximize a total utility value paid off the cost of the compartments. The problem can be modeled as an integer non-linear optimization problem and we have designed some heuristic methods for its solution, for which we present a computational study. A practical application arises in cutting steel rolls subject to a lamination process.

▼ This thesis presents the findings from a detailed study of possible barriers to adoption of Pointof-Care Testing (POCT) within hospital-based healthcare. The issues concerned have been identified and categorised from a systematic review of the published literature over the period 2000-2016. The opinions of clinicians working in the UK have been obtained via face-to-face interviews and an online survey tool using semi-quantitative techniques by way of subsequent analysis. These data have then been compared with the outcomes from interviews with those employed in the US healthcare system. Based on these findings, a more targeted appraisal of the opinions of international Clinical Bioscientists was then undertaken. Overall, the central aim of the work was to categorise and better understand the core issues that have been identified as impeding the clinical uptake of POCT in both the UK and internationally. Importantly, the focus of the work was on how the most significant barriers can be overcome based on this new understanding of the circumstances. There is a clear disconnect between the opinions of those responsible for operating POCT and those responsible for test data quality assurance, i.e. the Clinical Bioscientists, regardless of location. In particular, it was found that this relates mostly to specific quality-related issues, including the complexity of regulatory requirements and control of diagnostic testing. While economic issues were generally found to impact most significantly upon POCT adoption, it is indicated that the role of the medical insurer within the US healthcare system acts as an additional hurdle as compared to the situation in the UK (NHS). Based on the research findings described herein a number of recommendations are made for overcoming the various barriers to POCT adoption in hospital-based healthcare, including; development of a sufficient evidence base for the clinical/economic benefits; development of regional procurement strategies; improved connectivity to the patient record systems; improved training processes; increased central laboratory service support, and; improved quality assurance processes.

▼ This thesis draws attention to the role of international law and norms in constituting different normative categories of membership in international society. Particular attention is paid to the notion of state crime, which can be seen to underlie the practice of international norm-enforcement and which is in tension with the traditional understanding of sovereignty. This tension is highlighted in contemporary international society, which is increasingly defined by the principles of universality and the rule of law. The politics and potential problems of normative boundary-drawing are viewed in light of the English School theory of International Relations. The theoretical framework allows the identification of certain criteria for assessing the appropriateness of international norm-enforcement in a given case. The research question is concerned with the extent to which such criteria are met in case of the UN Security Council sanctions on Iran, and the implications of this for the future strategy in the Iranian nuclear issue, and also for the non-proliferation regime and international society more generally. The research material consists mainly of speeches held by UN Security Council members and Iran in 2006—2009, which are interpreted hermeneutically, based on the theoretical framework and the background discussion. A key finding is that the punitive approach in the Iranian nuclear issue has not only been unsuccessful in promoting non-proliferation, but it has also intensified the underlying political conflicts and created obstacles for finding a compromise solution. It is argued that a clarification of goals and conflict management approach is needed to deal with the dispute. This, however, requires a paradigm shift on two levels: on the one hand, the US and Iran should overcome enmity in their bilateral relations, and on the other hand, the demands and assumptions behind the UN Security Council and other sanctions should be reconsidered. More specifically, a new approach requires moving away from the analogy of crime and policing to a more symmetrical notion of dispute settlement among states. The Iranian case shows that non-proliferation cannot be achieved only through governance and coercion, especially in cases where the legal process of norm-enforcement disguises an escalating political conflict. What is needed instead is conciliatory diplomacy and impartial recognition of security dilemmas, which can be extremely difficult in a situation where the legitimacy of the potential proliferator has been questioned through normative exclusion.; Väitöskirja käsittelee normeihin perustuvaa ulossulkemista kansainvälisessä politiikassa. ▼ Nuclear weapons are seemingly permanent fixtures in international relations. Although nuclear abolitionists and actors within the Nonproliferation Treaty (NPT) and the International Atomic Energy Agency (IAEA) have taken significant steps towards designing a world without nuclear weapons, the longstanding realist logic that suggests nuclear disarmament is nonviable has born more fruit. On the other hand, some proponents of realism have suggested global nuclear disarmament is feasible, given that certain international instabilities are stabilized and that special care is taken during diplomatic negotiations. This presents an opportunity to test these predictions using fuzzy cognitive mapping, a computational modeling technique that identifies problems, their stakeholders, and stakeholders’ components in order to determine scenarios that solve complex disputes in ways that benefit the system as a whole. This study identifies two problems regarding nuclear disarmament. First, nuclear weapon states are resistant to giving up nuclear weapons, despite agreements to disarm. This problem follows realist logic. Second, the role that the IAEA plays in safeguarding special nuclear materials while guaranteeing states’ rights to nuclear technology is contrasted by states’ interest in maintaining levels of secrecy. These two problems constitute a “mess” that this study analyzes. Synthesis between the problems requires that solving one does not make the other worse. Therefore, this study tests various scenarios and finds that, given present-day international instabilities are stabilized, nuclear disarmament is feasible if three conditions are met: First, a global disarmament agreement must not unreasonably affect states’ sovereign rights outside of the agreement. Second, states outlying the NPT must be brought into the negotiations. Finally, present states with nuclear arsenals adopt the IAEA’s Comprehensive Safeguards Agreement with the Additional Protocol as a measure of good faith. A final factor suggests states’ rights to the technology inevitably means states should have an ability to re-proliferate in the event of future international instability that threatens global security. Once these steps are taken and technological rights guaranteed, this model suggests global nuclear disarmament is possible. Advisors/Committee Members: Jesse Richman, Regina Karp, Patrick Hester.

▼ Objective: The promotion of self-management support for people with LTCs is a health policy priority across the UK (LTCAS 2008; DoH 2012). Self-management support is designed to change and improve care for people with LTCs, who form an increasing proportion of the population requiring healthcare and treatment. For health organisations models of care, which support self-management, require greater emphasis on person-focused rather than disease-focused manifestations of health and represents a new model of care delivery requiring changes in practice. Current research demonstrates that health policies are increasingly complex, involve multiple organisations and often fail to translate into effective practice (Noyles et al. 2014). The deficit between what works and what happens in practice is referred to as the “implementation deficit” (Pressman and Wildasky 1984) and traditionally it has been difficult to breakaway from the idea that the policy process is best viewed from the top-down (Barett and Fudge 1981). However, there remains a need to understand the processes of implementation, which takes account of the variation, the multiple layers and interactions which takes place between policy-maker and -implementer as policy becomes practice (Hupe 2011). Implementation of self-management is a contemporary focus in UK health policy and this thesis explains what processes are used to implement self-management policy for people with LTCs into everyday practice in one health board. Methods: A case study approach was used to investigate the policy process with data collected using thirty-one semi-structured interviews with policy-makers and regional and local policy-implementers plus eight hours of observation of national and regional policy meetings. To provide context to the implementation process data also included thirteen policy documents. Data analysis used the retrospective application of NPT as a theoretical framework with which to explore the implementation processes. NPT is an emerging theory that is being promoted as a means of understanding implementation, embedding and integration of new ideas in healthcare (McEvoy et al. 2014). The application of NPT focuses on four mechanisms, termed work (May and Finch 2009: 547), which promote incorporation of new ideas in practice. These areas of work are coherence, cognitive participation, collective action and reflexive monitoring (Mair et al. 2012). Findings: The findings suggest that there are a number of important influences operating behind or as part of the policy implementation process. These included the need for a shared understanding, getting stakeholders involved to drive forward policy, work promoting collaboration and participation was the most detailed and important in the process of policy implementation; the course of policy was affected by factors which facilitated or inhibited stakeholders acceptance of self-management; and NPT fosters key analytical insights. [pt] Um sistema de TV Digital (TVD) é definido por um conjunto de especificações que determinam as tecnologias envolvidas na codificação, transmissão, recepção e apresentação de conteúdos, incluindo a especificação da aplicação (programa não-linear), seus vários objetos de mídia e metadados relacionados. Nesse cenário, o suporte a aplicações é realizado por uma camada intermediária de software, ou middleware, posicionada, no ambiente de recepção, entre o código das aplicações e a infra-estrutura de execução (plataforma de hardware e sistema operacional). O projeto e implementação de um middleware para receptores de sistemas de TVD trazem uma série de desafios. ▼ AbstractIII-essay in political science by Christoffer Harnell, autumn -08. Supervisor: Malin Stegman-McCallion. ”Nuclear Disarmament - USA and the Soviet Union 1960-2002” This essay is about USA and the former Soviet Union and their nuclear disarmament. The purpose is to explain why and when the two states begun their nuclear disarmament, as well as what caused the start of the process. The essay investigates how well the two states have followed the NPT-Treaty’s article of nuclear disarmament. The article says that the states who have signed the NPT-treaty shall work for an disarmament of their nuclear weapons. The arguments are that a state’s nuclear disarmament starts because of a previous action or happening, the new development of a disarmament-theory, the essay aims to proove this.Both the United States of America and the Soviet Union show evidence that they have started their nuclear disarmament after a previous action. USA started their nuclear disarmament in the period 1966-70 because of the former American minister of security Robert McNamara and his U-turn in the aggressive war politic and the former president Nixon and his ambition to lower the heat between USA and the Soviet union by signin the ABM-Treaty. The Soviet Union started their nuclear disarmament many years later in the period of 1986-1987, the cause of this, it is believed, is the nuclear explosion in Chernobyl and the former president of the Soviet Union Michail Gorbatjov’s ambitions to end the war in the world and disarm the nuclear weapons, not just between USA and the Soviet Union, but in all states. USA has followed the NPT-Treaty’s article of nuclear disarmament well, one reason for this is that, they started the disarmament before they signed the NPT-Treaty in 1968. The Soviet Union, however, has followed the NPT-treatys article of nuclear disarmament less well and did not start their nuclear disarmament until 1986-87, even though they signed up for the NPT-Treaty in 1968. The NPT-Treaty will probably still be relevant in the future for the nuclear disarmament, but how well the world’s states will follow it, the future will tell. The nuclear disarmament in this two states has been caused by a previous action and the new developed disarmament-theory is avaliable for further disarmament research.

▼ This book examines causes of the ineffectiveness of donor-promoted public sector reforms in developing countries. It focuses on the problems of incorporating local knowledge in the design and implementation of aid programs, which termed the “Local Knowledge Syndrome” (LKS). The LKS exists when aid policies and programs do not tailor to recipients’ unique context and needs, and rely on reform assumptions and formal models imported form select developed countries. It can also exist when aid policies focus exclusively on reforming formal organizations and institutions and neglect informal practices. The quality of knowledge and ideas that inform foreign aid donors can seriously affect the course of aid programs in the public sector, and consequently aid effectiveness. In terms of theoretical contribution, the “LKS” explanation in this book stresses a blind spot in economic analysis of foreign aid ineffectiveness. A major part of this book is a discussion with the leading scholars of the public choice perspective( PCP ,)who argue that aid is harmful to recipient countries .One of PCP’s explanations is that the self-interest in donors often works against the altruistic objectives of aid assistance and that this promotes corruption and ineffective of aid interventions .In this study, however, I show, by using the case of Dutch-Yemen development co-operation, that self-interest is only part of the explanation. More important, I argue, is that donors in fragile states often intend to build recipients ’governance systems, but lack the knowledge of how to do that. Helping fragile states becomes increasingly necessary, not just because morality demands it ,but for reasons of global security. Yemen is a “fragile state”, It faces plenty of challenges, such as poverty, corruption ,social and political unrest ,and security. It is a spawning ground for global threats like terrorism, drug trafficking, environmental devastation, and disease. The country has received almost US18 $ billion of aid commitments from different donors to develop the capacity of the state and its public sector. However, Yemen has yet to witness improvements in terms of development outcomes with meaningful impact on security and stability . The second explanation of PCP is that a poor policy environment ,such as weak institutions and corruption, is the main cause of shortcoming in foreign aid programs. However, it is not a poor policy environment but poor aid policies that are the main problem. Aid policies are often formulated with a lack of a synthesis, research and institutional analysis, and thus misinterpret the policy environment. This book shows that failure to incorporate Local Knowledge in the design and implementation of development projects is a crucial factor to explain the failure of these projects. I focused on the education sector reform as more than 40% of Dutch foreign aid goes directly to the education sector at all levels. A partir do momento em que os dois cogumelos atômicos espalharam-se as cidades japonesas, a inclusão da ameaça nuclear em conflitos interestatais passou a ser preocupação obrigatória das nações que disputariam áreas de influência diante a Guerra Fria. Estimulada por essa preocupação, a comunidade internacional tomou diversas medidas durante os últimos 50 anos para restringir o uso dos armamentos nucleares. O Tratado de não-Proliferação Nuclear (TNP) foi uma das principais iniciativas para atingir esse fim. Seus artigos determinaram a proibição do desenvolvimento e da aquisição de armamentos nucleares após 1967, além de incentivar o desenvolvimento da tecnologia nuclear civil e o encorajamento do progressivo desarmamento dos Estados.Os acordos firmados no final da década de 60, entretanto, não foram capazes de prever o avanço da tecnologia nuclear. From the moment the two atomic mushroom clouds spread in the sky over the Japanese cities, the inclusion of the nuclear threat in interstate conflicts has become a mandatory worry to the nations that would struggle for influence areas during the Cold War.Stimulated by these worries, the international community has taken several measures over last 50 years in order to curb the use of nuclear weapons. Tous les États sans discrimination ont un droit inaliénable de développer les utilisations de l'énergie nucléaire à des fins civiles, à condition de ne pas détourner ces utilisations pacifiques vers des armes nucléaires. Cependant, il est accordé à cinq pays le droit de posséder ces armes, à savoir les États-Unis, la France, la Russie, la Chine et le Royaume-Uni. Autour de cette position, un vif débat à la fois juridique et éthique a été soulevé. En effet, pour ses opposants, le nucléaire représente un risque durable et non maîtrisable par la science. Les accidents nucléaires majeurs, les déchets radioactifs et le détournement du nucléaire à des fins militaires sont des risques ingérables et d‟une gravité exceptionnelle. En revanche, les défenseurs de cette énergie la présentent comme sûre, voire partie prenante du développement durable. Selon eux, le nucléaire est un moyen fiable de lutter contre le réchauffement climatique et aussi une solution à la pénurie énergétique à laquelle le monde est confronté. En examinant et analysant la fiabilité et la crédibilité de tous les arguments allant à l‟encontre et en faveur de cette industrie, on constate que la licéité et la légitimité du recours à l'énergie nucléaire sont mal fondées. Par conséquent, nous estimons qu‟il est nécessaire de dépasser le nucléaire par la conclusion d'une convention internationale posant l'interdiction progressive mais complète du nucléaire.

All states without discrimination have an inalienable right to develop the uses of nuclear energy for civilian purposes, provided they do not divert these peaceful uses to nuclear weapons. However, five states have been granted the right to possess these weapons, that is : United-States, France, Russia, China and United-Kingdom. Around this position a fierce debate, both legal and ethical, has been raised. Indeed for its opponents nuclear represents a persistent risk that is non controllable by science. Major nuclear accidents, radioactive wastes and the use of nuclear for military purposes are unmanageable risks of exceptionnal serious gravity. On the other hand, the proponents of this energy present it as safe, even as part of sustainable development. According to them, nuclear is a reliable means to fight global warming and is also a solution to the energy shortage the world is facing. When analyzing the reliability and the credibility of all arguments for and against this industry, it can be noticed that the lawfulness and legitimacy of the use of nuclear energy are ill-founded. Therefore, we believe there is a need to go beyond nuclear with the conclusion of an international convention dealing with the progressive but comprehensive nuclear ban.
