This thesis discusses the role of sector-specific regulators in the rapidly changing telecommunications industry. In particular, it studies the access pricing policy which provides the optimal balance between static and dynamic efficiency that better reflects the changing regulatory goals in a highly variable economic and technological environment. In fact, there are three distinct phases in the evolution of the telecommunications markets which directly affect the optimal mixture of regulatory policy. These phases are: (i) the migration from a state monopoly market to a competitive telecommunications industry which reflects the past regulatory goal of achieving static efficiency; (ii) the migration from service-based competition over copper access networks to service-based competition over NGA networks which reflects the current regulatory goal of inducing NGA investments without distorting competition; and (iii) the migration from service-based to facilities-based competition over NGA networks which reflects the future regulatory goal of promoting dynamic efficiency. It is obvious that a different regulatory policy is required to be applied in each migration phase in order to fulfill the desirable investment and competition outcomes. This thesis models the regulatory intervention in the telecommunications market and derives the access pricing policy that achieves the efficiency goals of each migration phase. In particular, this thesis shows that: A)When the only goal of regulators is to achieve static efficiency, they should simply set the input prices at the incumbent’s marginal cost of producing the upstream input since cost-based access prices lead the entrant to undertake the productively efficient make-or-buy decision which is also socially optimal.B)The feasibility of the socially optimal NGA investment outcome is not only affected by the demand and cost structure, but also by the perceived regulatory uncertainty which is related to regulators’ incentives to deviate from high access prices by setting a cost-based access price in order to maximize social welfare once NGA networks have been deployed.C)The current and the future regulatory goal of promoting dynamic efficiency through facilities-based competition are closely related, and hence, a combined regulatory policy should be applied. As a result, it proposes an innovative regulatory approach which can induce an efficient migration path towards facilities-based competition over NGA networks.

▼ Ground motions from earthquakes are known to be affected by earth's surface topography. Topographic effects are a result of several physical phenomena such as the focusing or defocusing of seismic waves reflected from a topographic feature and the interference between direct and diffracted seismic waves. This typically causes an amplification of ground motion on convex features such as hills and ridges and a de-amplification on concave features such as valleys and canyons. Topographic effects are known to be frequency dependent and the spectral accelerations can sometimes reach high values causing significant damages to the structures located on the feature. Topographically correlated damage pattern have been observed in several earthquakes and topographic amplifications have also been observed in several recorded ground motions. This phenomenon has also been extensively studied through numerical analyses. Even though different studies agree on the nature of topographic effects, quantifying these effects have been challenging. The current literature has no consensus on how to predict topographic effects at a site. With population centers growing around regions of high seismicity and prominent topographic relief, such as California, and Japan, the quantitative estimation of the effects have become very important. In this dissertation, we address this shortcoming by developing empirical models that predict topographic effects at a site. These models are developed through an extensive empirical study of recorded ground motions from two large strong-motion datasets namely the California small to medium magnitude earthquake dataset and the global NGA-West2 datasets, and propose topographic modification factors that quantify expected amplification or deamplification at a site. To develop these models, we required a parameterization of topography. We developed two types of topographic parameters at each recording stations. The first type of parameter is developed using the elevation data around the stations, and comprise of parameters such as smoothed slope, smoothed curvature, and relative elevation. The second type of parameter is developed using a series of simplistic 2D numerical analysis. These numerical analyses compute an estimate of expected 2D topographic amplification of a simple wave at a site in several different directions. These 2D amplifications are used to develop a family of parameters at each site. We study the trends in the ground motion model residuals with respect to these topographic parameters to determine if the parameters can capture topographic effects in the recorded data. We use statistical tests to determine if the trends are significant, and perform mixed effects regression on the residuals to develop functional forms that can be used to predict topographic effect at a site. ▼ A site-based fully-nonstationary stochastic model for strong earthquake ground motion is developed. The model employs filtering of a discretized whit-noise process. Nonstationarity is achieved by modulating the intensity and varying the filter properties in time. The formulation has the important advantage of separating the temporal and spectral nonstationary characteristics of the process, thereby allowing flexibility and ease in modeling and parameter estimation. The model is fitted to recorded ground motions by matching a set of statistical characteristics, including the mean-square intensity, the mean zero-level up-crossing rate, and a measure of the bandwidth, all expressed as functions of time. These characteristics represent the evolving intensity and time-varying frequency content of the ground motion. Post-processing by a second filter assures zero residual velocity and displacement, and improves the match to response spectral ordinates for long periods.The proposed stochastic model is employed to develop a method for generating an ensemble of synthetic ground motion time-histories for specified earthquake and site characteristics. The stochastic model is fitted to a large number of recorded ground motions taken from the PEER NGA database. Strong ground motions recorded on firm ground with source-to-site distance of at least 10 km are selected. Fitting to recorded ground motions results in sample observations of the stochastic model parameters. Using this sample, predictive equations are developed for the model parameters in terms of the faulting mechanism, earthquake magnitude, source-to-site distance and the site shear-wave velocity. For any specified set of these earthquake and site characteristics, sets of the model parameters are generated, which are in turn used in the stochastic model to generate an ensemble of synthetic ground motions. The resulting synthetic accelerations as well as corresponding velocity and displacement time-histories capture the main features of real earthquake ground motions, including the intensity, duration, spectral content, and peak values. Furthermore, the statistics of their resulting elastic response spectra closely agree with both the median and the variability of response spectra of recorded ground motions, as reflected in existing prediction equations based on the NGA database. The proposed method can be used in seismic design and analysis in conjunction with or instead of recorded ground motions.The method of ground motion simulation for specified earthquake and site characteristics is extended to simulate orthogonal horizontal ground motion components. Two stochastic processes are considered, each representing one component. Assuming statistical independence between the underlying white-noise processes, the two horizontal components are simulated on a set of orthogonal principal axes, along which the components are statistically uncorrelated. L’objectif de ces travaux de thèse est la conception et le développement d’un système de caractérisation tridimensionnelle de pièces forgées de grande dimension portées à haute température. Les travaux se basent sur de nombreuses thématiques telles que l’acquisition tridimensionnelle, l’extraction, la segmentation et le recalage de primitives 3D. Nous présentons tout d’abord les limites des systèmes de caractérisation de pièces forgées cités dans la littérature. Dans la deuxième partie, nous présentons la réalisation du système de caractérisation de pièces forgées, constitué de deux scanners temps de vol (TOF). Nous présentons également le simulateur de numérisation par scanner TOF qui nous permet de nous affranchir des contraintes industrielles (temps, difficulté de manœuvres) pour positionner les deux scanners. La troisième partie est consacrée à l’extraction des primitives 3D. Nous avons traité deux types de primitives : viroles et sphères avec deux approches différentes : méthode supervisée et méthode automatique. La première approche basée sur une méthode de croissance de région et de contour actif, permet d’extraire des formes extrudées complexes. Des problèmes d’ergonomie du système nous ont conduits à développer une deuxième approche, basée sur l’image de Gauss et l’extraction d’ellipse, qui permet l’extraction automatique de formes cylindriques ovales ou circulaires. Nous présentons également quatre méthodes d’extraction automatique de sphères basées sur des approches heuristiques : RANSAC (RANdom SAmple Consensus), algorithme génétique et algorithme génétique par niche. Dans la quatrième partie, nous étudions les différentes approches de recalage de données 3D traitées : le calibrage basé sur les cibles artificielles et le recalage fin basé sur l’algorithme ICP. Pour conclure, nous présentons la réalisation d’un système complet de caractérisation tridimensionnelle de pièces forgées de grande dimension. Ensuite, nous comparons les performances et les limites de ce système avec les systèmes de caractérisation cités dans la littérature.

The main objective of this Phd project is to conceive a machine vision system for hot cylindrical metallic shells diameters measurement during forging process. The manuscript is structured by developing in the first chapter the state of the art and the limits of hot metallic shells measurement systems suggested in literature. Our implemented system which is based on two conventional Time Of Flight (TOF) laser scanners has been described in the same chapter along, chapter two, with presentation of its respective numerical simulator. Simulation series have been done using the digitizing simulator and were aimed to determine the optimal positions of the two scanners without any industrial constraints (time, difficulty of operations). The third part of the manuscript copes with 3D primitives extraction. ▼ The objective of this thesis is to improve the physical understanding of earthquake ground motion characteristics related to source, path and nonlinear site effects and our ability to model those effects with engineering models. This was achieved through four research studies consisting of: (1) calibrating broadband simulation procedures to remove previously recognized sources of bias in distance attenuation and standard deviation; (2) enhancing a site database used for assigning site parameters to ground motion recordings, particularly with regard to the level of rigor and transparency with which the database is populated; (3) leveraging a state–of–the–art ground motion database and recent simulation–based studies to develop a nonlinear site amplification model suitable for use in <underline>g</underline>round <underline>m</underline>otion <underline>p</underline>redictions <underline>e</underline>quations (GMPEs) and relatively simplified building code applications; and (4) developing GMPEs that provides mean and standard deviation of ground motion intensity measures in active crustal regions.The high–frequency component of the simulation procedure considered in this study combines deterministic Fourier amplitude spectra (dependent on source, path, and site models) with random phase. Significantly too–fast distance attenuation bias identified in prior work has been removed by increasing the quality factor (Q). We introduced random site–to–site variations to Fourier amplitudes using a log–normal standard deviation ranging from 0.45 for M < 7 to zero for (M8 to achieve dispersion terms that are more compatible with those from empirical models but remain lower at large distances (e.g., > 100 km).Site database work was performed within the context of the NGA–West 2 project. Starting with the site database from original (2008) NGA project (last edited in 2006), we provided site classifications for 2538 new sites and re–classifications of previous sites. The principal site parameter is the time–averaged shear wave velocity in the upper 30 m (V_s30), which is characterized using measurements where available, and proxy–based relationships otherwise. We improved the documentation and consistency of site descriptors used as proxies for the estimation of V_s30, developed evidence–based protocols for Vs30 estimation from available proxies, and augmented estimates of various basin depth parameters.Site factors typically have a small–strain site amplification that captures impedance and resonance effects coupled with nonlinear components. Site factors in current NEHRP Provisions are empirically–derived at relatively small ground motion levels and feature simulation–based nonlinearity. ▼ The Next-Generation Attenuation (NGA) projects provide uniformly-processed ground motion data from earthquakes recorded in different tectonic settings and regions around the world. Since 2008, three separate NGA projects have been developed: NGA-West and NGA-West2 for shallow crustal earthquakes in active tectonic regions like California; and NGA-East for stable continental regions like central and eastern North America. Currently, the NGA-Subduction project is under development, focusing on gathering data for regions affected by subduction-zone earthquakes like the Pacific Northwest (PNW) and Alaska regions of North America, Japan, Taiwan, Mexico, and South America, among other areas.As part of the effort of assembling and characterizing the ground motion dataset for South America, this thesis describes the development of a Chilean ground motion database for the NGA-Subduction project. First, the tectonics and seismicity of South America are discussed to highlight the importance of these subduction-zone earthquakes, with a particular emphasis on Chilean events. Subsequently, an overview of the seismic data providers in Chile is presented, describing the evolution of the different institutions and seismic networks that have recorded ground motions in the country. In addition, prior works on ground motion datasets and ground motion modeling for South America and Chile are introduced and briefly described. The importance of regional considerations in the development of global models, particularly with respect to path terms, is emphasized by comparing attenuation features observed in past work on the 2010 M 8.8 Maule Chile and M 9.0 Tohoku Japan events. A significant effort was made to collect and characterize required metadata to accompany the ground motion database, including source, path, and site information. This thesis is primarily focused on presenting the development of parameters describing seismic sources. To date, the NGA-Subduction event catalog for the South American region consists of 826 earthquakes that extend from 1985 to 2016, 689 of which have been recorded in Chilean territory. The moment magnitude ranges from M 2.5 to M 8.8. In terms of number of recordings, the data obtained in Chile (4,213 time histories) represents approximately 68% of the total dataset in South America. The event database is controlled by interface and instraslab earthquakes, having 404 and 223 events respectively, with considerably fewer shallow crustal and outer-rise events. When possible, seismic sources are defined using suitable finite fault models (FFM) from the literature. Processes are introduced here to interpret published FFMs in a way that the most salient portion of the fault plane is used for site-to-source distance calculations. These processes improve upon those that had been used previously and have been adopted elsewhere in the NGA-Subduction project (e.g., Japan). ▼ EXECUTIVE SUMMARY The Prime Minister has committed government to increasing the consideration of wellbeing across all policy, with an expectation that policy processes and priorities will evolve to better achieve wellbeing outcomes and enable greater governmental accountability for those outcomes. The policy infrastructure supporting this commitment is under development, and arguably includes four key initiatives at this time: • The Living Standards Framework (LSF), which aims to provide a high level framework for measuring and analysing intergenerational wellbeing; • Whānau Ora outcomes, which aim to articulate dimensions of Māori wellbeing and that Te Puni Kōkiri has recommended an overlay of the LSF; • Indicators Aotearoa, led by Statistics New Zealand, which aims to identify a comprehensive suite of wellbeing indicators; • Various departmental and issue specific approaches to identifying the dimensions of wellbeing, many of which include a distinct or integrated reflection of tikanga Māori. It appears these four types of work are being progressed in parallel, with less than optimal co-ordination between the work streams, as well as ambiguity about the respective objectives and potential operation of the frameworks. This report aims to provide a view on a potential relationship between the prominent frameworks: the LSF, Whānau Ora and He Ara Waiora. He Ara Waiora emerged as an issue specific wellbeing framework, specific to the tax system, but has since evolved into a framework that aims to reflect a mātauranga Māori sourced approach to the concept of wellbeing that can be implemented as a comprehensive framework to measure and analyse intergenerational wellbeing. The report argues that while all three frameworks have merit as a way of understanding, measuring and analysing wellbeing, we believe there should be consideration of using He Ara Waiora as the parent framework that the LSF, Whānau Ora and Indicators Aotearoa are integrated within. Our rationale includes: • That the LSF, while it is supported by OECD precedents, has a reductive and fragmentary approach to identifying the dimensions of wellbeing. We consider a framework that provides aspirational direction, while also including practicable elements to guide policy development, is preferrable. • We consider that He Ara Waiora provides such direction to the concept of wellbeing, and importantly, provides guidance as to the inter-relationship between the dimensions of wellbeing. • We strongly emphasise that it is not possible to retain the integrity of mātauranga based approaches to wellbeing if the LSF is the parent framework, due to the inherent relationality within mātauranga that the LSF will inevitably and improperly disaggregate. • We also recognise that adopting He Ara Waiora as a parent framework for wellbeing would be a bold step for Aotearoa New Zealand, but we consider that if carefully approached it would be of high value to all New Zealanders. ▼ • The Youth Development Strategy Aotearoa (YDSA) has been pivotal for the youth development sector since its launch in 2002. It has provided the foundation for youth development practice and qualifications. It has also been prominent in youth research but it is in need of an update to better align with the needs of contemporary young people in Aotearoa New Zealand. • This Aotearoa-based youth development arotake tuhinga (literature review) attempts to address critiques of the YDSA and its accompanying literature review, Building Strengths, (2002) particularly with respect to their Western orientation. To ensure kaupapa Māori was integral to this work, we created a framework based on concepts discussed in Māori models of youth development. The scope, structure, and focus of this arotake (review) was guided by research-engaged “critical friends” who were consulted in the process. • This arotake is only one component of the activities that form a broader review of the YDSA. It encompassed Te Ao Māori (Māori world) through the use of te reo Māori and Māori frameworks; Kaimahi (workers) through an online survey and regional consultations with young people and people who work with young people across the country with additional hui for Māori practitioners; Taiohi (young people) through two focus groups; one for young people and one for Pacific Island youth practitioners and young people; and a survey on young people’s perceptions of wellbeing; and Mātauranga through this arotake and an evidence review of the youth development landscape. • Six Māori concepts provide the organising frames for the youth development literature we reviewed. Each is described in relation to the six existing principles of the YDSA although they do not directly correlate in each case. They are Whakapapa (interconnectedness through time and space); Mauri (one’s inherent potential and life spark); Mana (one’s inherent authority and integrity); Manaakitanga (generosity and care for collective wellbeing); Whanaungatanga (relationship building and connection); and Mātauranga (knowledges). • We have come a long way in the past 17 years with respect to producing youth development research. Research about and with young people in Aotearoa New Zealand has burgeoned. It is rich, diverse, and exciting. We have benefitted from large-scale quantitative, qualitative and mixed methods projects, theoretical and conceptual articles, books, and numerous theses from multiple disciplines, all forms of which were considered in this arotake. Given such a range, we limited the scope of this arotake to Aotearoa research published from 2002 onwards that was focused on young people aged 12–24 years and their development or wellbeing. A “living” bibliography of research we identified will be housed on Ara Taiohi’s website and additional research can be added.

▼ Māori (the indigenous people of New Zealand) cultural values in relation to resource management within New Zealand, are often co-joined with a preservation framework. The practical implication of this, places identity as a discrete object from evolving society, philosophy, and business practices. Within the current (2012-2015) neo-liberalist focus of New Zealand policy development, the normalized view is that increasing economics and employment better equips Māori to determine their pathway forward. The risk in this assessment is that the overall framework of trade and societal values is not acknowledged as being embedded within a cultural paradigm. In discounting cultural knowledge, potential opportunities for assisting resource management issues that are specific to New Zealand society and place, are not pursued. This thesis and creative body of work discusses the eco-philosophical, and community connective values of mātauranga Māori, and considers how the science-communication of these might be improved, and also contextualized within resource management development processes. Innovations in cultural communication are discussed via analysis of a range of Māori involved in identity politics, through research, science and design fields. What are the societal implications of design and communication actions? Through my research an appropriate kaupapa Māori methodology has been developed for understanding Māori identity within the landscape (this includes the wider environmental eco-system connected to the land). Alongside this, I have focused on the technical tools of mapping and photography as effective mediums to augment communication of Māori connection to place, these are used extensively throughout the thesis to illustrate the discussion. The creative component explores a specific case study of Taipōrutu, my whānau farm on the East Coast of New Zealand, the concept of a ‘Kaitiakitanga Plan’ has been produced as a base to work towards a more culturally integrated method of farm management. ▼ This research sought to propose a personnel selection model encompassing the influence of cognitive intelligence, ability emotional intelligence, trait emotional intelligence, and personality on job performance. Using a quantitative cross-sectional research design, the researcher investigated the interrelationships between the variables relevant to the study using a convenience sample of N = 299 that consisted of Zimbabwean supervisory and professionally qualified and experienced specialists of different ages and genders, and from different job tenures, and job types. To get a true picture of the relationships between the predictor and criterion variables, the interaction (moderating) effects between the sociodemographic variables (age, gender, job tenure, and job type) and the predictor variables (cognitive intelligence, ability emotional intelligence, trait emotional intelligence, and personality) in predicting the criterion of job performance were also examined. The researcher used correlational and inferential multivariate statistical analysis (structural equation modelling, regression analyses, and tests for significant mean differences) to test the research hypotheses. The results from the study indicated that cognitive intelligence was the best predictor of job performance, followed by ability emotional intelligence, and then by personality. Trait emotional intelligence could not account for any variance in job performance. The results showed significant interaction effects between personality and job tenure (judging-perceiving personality types) and job types (extraversion-introversion personality types) in predicting job performance. Significant sociodemographic mean differences in the levels of the predictor variables were also identified. The identified predictive powers of the variables, the interaction effects between the identified sociodemographic and the predictor variables in predicting job performance, and the significant sociodemographic mean differences in the levels of predictor variables need to be considered for personnel selection practices in order to understand the nature of variables that may enhance or inhibit job performance.
