▼ The purpose of this study is to assess the status of merit based recruitment and the dimension of elitism in the Ethiopian Civil Service system and their impacts on organizational performance in the case of Ministry of Civil Service, Ministry of Trade and the Ministry of Information and Communications Technology. In light of this, using qualitative approach, primary data collected through questionnaires administered and interviews conducted with secondary data from government documents, reports and proclamations reviews were used to make the paper sound. This study is limited to status of
meritocracy and dimensions of elitism in the selected 3(three) federal ministries. In these ministry organizations, there are about 749 employees with the exception of security personnel, drivers and janitors. These are selected as target population for the study and using simple random sampling, 75 people (10% of the population) were selected to fill descriptive questionnaires [out of which only 69(92%) of them completed and returned these questionnaires]. Moreover using purposive non-probability sampling, 8 respondents of top management officials from the selected federal ministries and 8 key informants from political parties, scholars and practitioners in the civil service were conducted for interview. The collected data has been analyzed qualitatively and quantitatively using statements, tables and percentages. Survey findings and document analysis show that the Ethiopian civil service has clearly stated rules calling for merit based appointment. However key informants and questionnaire respondents revealed that, practically political membership and loyalty is given weight for advertized civil service jobs. Key informants also revealed that the ruling party EPRDF has established its own network throughout the civil service system to control the civil service for its own purpose. Document analysis and key informant interview showed that, staff appraisal is most of the time not based on competence to jobs. Furthermore key informant interview and questionnaire responses revealed that, some of the political elites fused in the civil service system are less competent. Survey finding also revealed that, political dominance in the civil service system is posing impediments for the organizational performance in the selected federal ministries. The researcher has concluded that merit based recruitment, promotion, transfer and remunerations are weakly practiced. There is high dominance of political elites in the civil service. These all negatively affect organizational performance in the selected federal ministries and the Ethiopian civil service in general. The researcher has finally recommended that, recruitment should be only merit based; political interference should be avoided from the civil service.

▼ The concept of Civil Service has various dimensions. One of its dimensions relates it to the
system of personnel administrations that are applied to the government employees. The second
focuses on the government functions by the people who occupy job positions that are neither
political, juridical nor military. The third is related to employees of government ministries and
agencies.
Civil Service also takes different forms and structures in different systems of governance. In a
decentralized system, it is related to a larger extent, to the responsibilities of the decentralized
units. There are numerous benefits of the Civil Service in decentralization. It is reported that in
decentralization, Civil Service is capable of providing efficient and relevant public services to
the local conditions.
In Ethiopia, even though there were some attempts of decentralization through regionalization
of the country, where some regions were considered as autonomous, it was only after 1991 that
decentralization was taken as a major political measure. In 1991, when the EPRDF took over
political power, one of the first political measures taken was the regionalization of the country
along ethnic lines. The ethnic based regions established thus have been enjoying autonomous
status with respect to government activities that fall under their authority. The Civil Service,
hence, is one of the responsibilities of the regions. The usual tradition, where the central
ministries and agencies control and supervise the regional Civil Service activities has been no
longer the practice.

This system has its own impact upon the efficiency and
meritocracy of the Civil Service of the
regions. Accordingly, it is found that the efficiency of the regional Civil Service is undermined
after the ethnic based decentralization has been undertaken in the country. This is due to the
fact that the organization structure of some bureaus and offices does not help to achieving
efficiency. There are bureaus and offices in the regions that are established with little tasks to
perform and there are also other bureaus and offices of which the tasks are similar with others
but unnecessarily established as separate entities. Moreover, some bureaus and offices are
operating in costly and delayed implementation of Civil Service administration.
In addition, the merit aspect of the regional Civil Service is at risk because of the ethnic based
decentralization. This is due to the prevalence of ethnic and language issues and the
interference of political considerations in the operations of the Civil Service at the Regional
levels.

▼ Inequality is always relevant in political science, but often discussed without proper context. This dissertation provides an account of justified inequality in liberal societies from its philosophic origins to debates about public policy. In the first chapter, I identify a teleological conception of labor as the proper justification for inequality within the works of archetypal liberal John Locke. Locke’s account of labor as the proper mechanism of determining unequal rewards from society is built on a consequentialist argument and despite natural rights to property being based on labor, not all forms of labor are treated equally. I examine the role of the good life in Locke’s writings and how Locke favors rights claims which fit his conception at the expense of alternatives. Ultimately, illustrating that natural law is used to justify inequality as Locke’s conception of the tabula rasa of the mind is mimicked in his promotion of the ‘blank slate’ of the Earth. In the second chapter, I identify labor and individual efforts as the proper determinants of inequality within a liberal society. Then, I empirically test how foundational assessments of these individual efforts shape public opinion about the justice of inequality within twenty-three liberal democracies. My findings provide evidence that individuals who strongly believe that the inequality in their society is produced by differences in effort and ambition are significantly more likely to see inequality as just. Meanwhile, citizens who do not believe inequality is produced based on individual efforts see inequality as not justified. This illustrates an assessment of the liberal principle of justified inequality through
meritocracy; citizens who do not assess their society as being meritocratic are less likely to tolerate inequality. In my final chapter, I test the assessments of
meritocracy on redistributive policy preferences. Since redistributive policies are a mechanism for the government to step in and alter the existing distributions of wealth, I posit that citizens will be more supportive of these efforts when they do not believe
meritocracy to be working in their society. My results provide strong evidence that assessments of
meritocracy do have an impact on redistributive policy preferences.

▼ Hierarchies emerge across all human societies, resulting in some individuals holding more resources than others. Pride is a critical emotion that signals one's status in the hierarchy to the self and others. We propose that pride is also related to the rationale individuals hold for the existence of hierarchies. Different aspects of pride may underlie the explanations people use for why hierarchies exist and the criteria upon which to judge others' positions within the hierarchy. The current set of studies explore the relationship between two facets of pride and two attitudes related to hierarchy - a preference for the merit principle (PMP), which posits that resources should be distributed based on accomplishment and performance, and social dominance orientation (SDO), which posits that some groups of people are innately superior to others. Study 1 suggests that high trait levels of alpha pride, an emotion stemming from the belief that one's success is due to stable, uncontrollable factors, are associated with high SDO and low PMP. High trait levels of beta pride, an emotion stemming from the belief that one's success is due to unstable, controllable factors, are unassociated with SDO, but related to high PMP. These associations remain after controlling for alternative explanatory variables including entity beliefs, positive affect, and impression management. Study 2 manipulates experiences of alpha and beta pride in order to examine downstream effects on hierarchy-maintaining attitudes. The results of Study 2 indicate that while alpha pride is associated with increased SDO and beta pride is associated with decreased SDO, both facets of pride at the state level are associated with increased PMP. In order to begin addressing the mechanism underlying the associations between different facets of pride and hierarchy-maintaining attitudes, Study 3 manipulates attributions for failure. Results lend some evidence that the association can be attributed to motivated reasoning and a desire to preserve one's elevated status.

▼ State effectiveness in the developing world is oftentimes categorized in broad brush strokes: states are described as everything from patrimonial and weak to developmental and legal-rational. But such broad categorizations neglect the variations in effectiveness that can often be observed within a state. This is especially true for a developing state such as India, where certain government agencies are known to be effective even as many others are widely recognized as ineffective. Why are some agencies effective? I argue that the presence of
meritocracy is a key ingredient for explaining variations in effectiveness. Defined as a system of hiring and promotion based upon demonstrated ability and expected performance,
meritocracy itself is composed of two political components: the ability for an agency to make its own decisions internally (i.e. autonomy) and an organizational culture that ensures individual-level commitment to meritocratic practices (i.e. accountability). The purpose of this study is to identify how these components come about and the ways in which they must come together to engender
meritocracy, with the ultimate goal of explaining why certain agencies can be effective in an environment when so many similar agencies are not. I demonstrate my arguments through an empirical examination of government-run higher education institutions in India.

▼ Elite universities in the United States aim to admit the most qualified and competent students (meritocratic recruitment), but also prioritize admitting children of alumni via legacy programs (nepotistic recruitment). These two approaches to admissions are often at odds because the children of alumni might not be the most qualified applicants. What happens when people are forced to support an applicant who is meritocratic, nepotistic, both meritocratic and nepotistic, or neither? To examine this question, I had participants assume the role of an admissions counselor in an admissions committee tasked with picking one top student to admit. I predicted that without pressure to agree on supporting an applicant, participants would support the meritocratic applicant over the nepotistic applicants and perceive the meritocratic applicant to be more qualified than the nepotistic applicant. However, if there is pressure to agree to support a particular applicant, participants would publicly support the favored applicant but privately resent doing so. Results provided mixed support: Although pressure did not directly influence public and private endorsement, there was an indirect of pressure on endorsement measures via reactance. Pressure elicited the same psychological mechanisms (reactance and informational contamination) that help explain why people tend to favor meritocratic applicants but disfavor nepotistic applicants. I close with discussing implications of these two recruitment methods.

▼ Emotions profoundly influence beliefs about morality and justice (Haidt, 2001) and emerging research suggests that expressions of emotion communicate an individual's moral attributes to others (e.g., Brown, Palameta, & Moore, 2002). The present research examines the moral beliefs signaled by the nonverbal pride display. Pride is triggered by appraisals that the self merits high status and greater access to resources (Tracy & Robins, 2004) and pride's nonverbal expression has been shown to convey these appraisals to observers (Shariff & Tracy, 2009). Guided by appraisal-tendency frameworks of the association between distinct emotions and moral beliefs (Horberg, Oveis, & Keltner, 2010), I predicted that the nonverbal expression of pride would communicate greater support for meritocracy – the belief that social and material resources ought to be distributed according to merit – relative to egalitarianism, or beliefs that resources ought to be distributed in ways that promote equality of outcomes. Study 1 demonstrated these effects using unfamiliar male and female targets posing pride or joy in photographs. Study 2 found that individuals previously shown a photo of Barack Obama expressing pride, relative to a neutral expression, subsequently rated Obama as more likely to endorse meritocracy. Finally, Study 3 tests the validity of pride-based inferences of support for meritocracy. This study demonstrated that individuals who spontaneously expressed pride to a greater degree were more likely to advocate dividing a resource between the self and another on the basis of merit rather than equally. Moreover, consistent with Studies 1 and 2, observers rated the high-pride expressers as more likely to support meritocracy and less likely to support egalitarianism.

▼ A central question of political philosophy is this: What does justice demand of us, politically and economically? What is the just way to select our political leaders, arrange the institutions of government, and distribute wealth and income? I argue that justice is a matter of giving people what they deserve, and in the political and economic realms these deserts are usually grounded in merit. This foundational principle of meritocracy can command support across ideological lines and is deeply intuitive – as empirical research demonstrates. When it comes time to distribute a scarce resource, so long as we are free of merit-distorting biases and fair equality of opportunity has prevailed, it is hard to see, ultimately speaking, what principle other than merit could possibly guide us. Meritocracy is an alternative to the theories of justice that have dominated the debate. Egalitarians tend to think that the "fortune" of our genetic and social circumstances precludes the possibility of deserving anything at all. Libertarians rely on the free market to distribute wealth and income, but the market produces gargantuan inequalities which fail to give people what they deserve. The egalitarian and the libertarian are wrong. There is a third, better way to arrange political society – a way in which merit is the centerpiece. In Chapter One I lay the conceptual foundation for my meritocratic theory of justice. Chapter Two is my argument for meritocratic politics. Political influence ought to be wielded by people on the basis of their political knowledge – not on the basis of their popularity, or their wealth, or other irrelevant factors. In Chapter Three I consider the compatibility of meritocracy and public reason. Chapter Four is devoted to distributive justice. I argue that economic reward ought to turn on merit-based contributions to productivity, and that we should commit ourselves to establishing equality of opportunity and fighting the pernicious influences of inherited wealth, pedigree, nepotism, and cronyism. Chapter Five is an independent, epistemic argument for meritocracy. I conclude, in Chapter Six, by considering whether there are fundamental principles of justice other than desert and by providing some public policy recommendations.

▼ This research discusses the Valorization Program by Merit implemented by the State Education Board of São Paulo in 2009. The purpose is to analyze, in the context of educational policies implemented in the Education System of São Paulo, possible consequences of its introduction in the teaching career and in the dynamics of the school work, by the point of view of coordinating teachers. It explores how the notion of meritocracy in the current education policies has been materializing. In order to do so, it explains the purposes and delineation of the Program, relating them to the directives of the educational public policies of the Estate of Sao Paulo, and it analyses the opinions of coordinating teachers about the Merit Program and its possible effects in the school work dynamics. This exploratory research has utilized procedures based upon a qualitative approach, resorting to the analysis of document sources and testimonials gathered by a semi-structured questionnaire, with open and closed questions. National and International authors that have studied the evaluation theme and the teaching career subsidized the results discussion. The results demonstrate the tendency to accept the notion of fairness of the Valorization Program by Merit. The discrepancy with the Program usually refers to the adopted criteria, which reveals the acceptance of the idea of teachers accountability by their choices, trajectories and by the results reached in their lives, which make us believe that success and failure are attached to the talent and abilities of each individual. The Program, while adopting the meritocracy principle, has potential to induce discriminatory practices where only the best and the most capable must be awarded by their individual efforts. As outlined, awarding only 20% of teachers induces the division of the the most well prepared group and the not well prepared group, in addition to promoting competition and encouraging the enhancement of individualized education. Therefore, it trails in the opposite direction of a collaborative culture, which encourages values such as sharing between members of the school

▼ Income inequality is on the rise across the Western world. The reality of increasing inequalities has however not been accompanied by growing popular concern. Despite overwhelming evidence to the contrary, people increasingly believe their society functions meritocratically. Paradoxically, citizens of some of the world’s most unequal societies think of their country as the paragon of meritocracy. This dissertation is an attempt to resolve this puzzle by describing a link between people’s changing social environments and the ways in which they learn about inequality. I argue that what explains citizens’ meritocratic beliefs is the fact that the lives of the rich and poor are organized in relatively homogeneous institutions: people live in neighborhoods, go to schools, and pick romantic partners and friends that fit their education and income level. As a result, people on either side of the income divide are unable to see the breadth of the gap that separates their lives from those of others: as the gap grows larger, other people’s lives fade out of view. Hence, rising inequality paradoxically insulates people from seeing the full extent of it.

▼ This thesis presents a case study of how curriculum differentiation operates at Lincoln High School, an urban public school in the Midwestern United States with a highly regarded International Baccalaureate (IB) program. I use a mix of qualitative and quantitative methods to investigate the systems of beliefs and practices that structure Lincoln's tracking system. Like many American high schools, Lincoln has rejected the traditional practice of assigning all students to overarching curriculum 'tracks' on the basis of their measured aptitude, instead allowing students to choose between courses covering different content at different levels of difficulty in most academic subjects. The school thus offers an excellent opportunity to examine within-school stratification in light of the declining popularity of traditional tracking and the increasing degree to which students control their own coursetaking. Within-school stratification is particularly worthy of continued attention because it qualifies the mythology of the American dream, which holds that schools give students from all backgrounds an opportunity to achieve upward social mobility. I use interviews, observations, and document analysis to explore how curriculum differentiation structures academic and social hierarchies at Lincoln, what teachers and students believe about how to achieve school success and upward mobility, and how Lincoln reconciles its egalitarian ideals with the continued existence of de facto tracking. I argue that Lincoln's approach to curriculum differentiation strikes a tenuous balance between academic excellence and equity for all students. Although student choice dominates the course scheduling process, Lincoln's curriculum still bears many of the hallmarks of tracking: the IB structures a clear academic and social hierarchy of courses, and students tend to follow predictable patterns of coursetaking within each subject, with few opportunities for upward mobility. Nonetheless, teachers and students almost unanimously subscribe to the local achievement ideology, which holds that any student, regardless of prior academic achievement, can and should participate in the IB as long as he or she is willing to work hard. This radical promise of equal opportunity allows participants to characterize Lincoln as a force for equality and social justice. However, the school's continued reliance on sorting its students, even in the face of evidence that tracking reproduces racial and class inequalities, suggests that the achievement ideology serves primarily to legitimate stratification, not to undo it. These findings have important ramifications for research in tracking, detracking, and stratification, and for practice in all schools seeking to negotiate the tension between excellence and equity.

▼ This study looks at whether or not adopting intersectionality as a theoretical framework allows for a better understanding of individual’s explanations of economic mobility, rather than examining variables such as race, gender, and class as mutually exclusive from one another. The reason for this follows from the understanding that race, gender, and class can intersect to create unique views and opinions of the world and how it operates. Using the 2009 PEW Economic Mobility Survey as a secondary data source, I ran statistical regressions and interpreted the results.

meritocracy beliefs and their evaluations of pay dispersion at three fictional American organizations. The current research draws on existing theories, including tournament theory and distributive justice theory, to investigate factors that affect people’s evaluations of pay dispersion. 637 participants, recruited from Amazon’s Mechanical Turk, completed two online surveys, and rated the degree to which they believed outcomes (e.g., jobs, rewards) were (and should have been) distributed based on merit. They also reported how they felt about various levels of pay dispersion. The results indicated that individuals rated high levels of pay dispersion less positively than low levels of pay dispersion. As well, more people perceived that
meritocracy existed, the more positively they evaluated pay dispersion. This relation was mediated by people’s perceptions of equity and their perceptions of whether pay dispersion benefited organizations. The implications for research and practice are discussed.

▼ This dissertation is about the notion of merit in America. I examine what it means in American culture for a person to have merit, how we assess its role in individual lives, and whether those constructions are changing as Americans’ belief that we live in a meritocracy wavers. The project draws on analyses of mediated life stories of prominent figures from politics, sports, and business, as well as on in-depth interviews with a diverse group of 60 Americans, asking in both cases how narratives are used to explain professional and socioeconomic outcomes. What I find is an ideology that is more nuanced and less blinkered to social dynamics than is implied by popular clichés about meritocracy. American stories do not typically convey that opportunities are distributed in equitable fashion or that rewards accurately reflect performance. Rather, they describe complex interactions between individuals, systems, and circumstances, and a balance between agency and accident in life outcomes. But they demonstrate a strong commitment to the idea that this parsing of internal and external factors should and can be done, and that the result of the parsing tells us something important about the deservingness of an individual. In making their assessments, the stories use a number of identifiable storylines and standards – some of which are logically coherent, some of which are not; some of which are consistent with meritocratic principles, some of which are not – to navigate the relationship between internal and external factors and individual deservingness. I argue that the ideology of merit is powerful precisely because it is accommodating to a variety of circumstances, perspectives, and conclusions. The ideology has been evolving in recent years, as our stories give more credence to the possibility that external and systemic factors are decisive in individual outcomes. To a certain extent, the ideology has also been eroding, as a few sources question the premise that determining the role of merit in individual outcomes is feasible and important. I propose that we ought to embrace this opportunity to rethink our assumptions about merit and our ability and need to assess its role in our lives.

The purpose of this paper is to analyze the distortions or side effects and damage the implementation of meritocracy in public schools in Foz do Iguaçu, from the priority setting in municipal politics for achieving and exceeding the goals established and agreed by the government federal and municipal government to the assessment performed by an indicator called the Basic education Development Index (Ideb).As sources we used official data on school results of the students in the municipal Foz do Iguaçu education obtained the city Department of Education that municipality, as well as the reports resulting from a special committee of Ideb created by the city council. It follows that the bounded distortion and denounced by the analysis of the US
Diane Ravitch author was also present in Foz do Iguaçu, indicating that the use of large-scale assessment systems causes similar effects, wherever it is deployed.
O objetivo deste texto é fazer uma análise sobre as distorções ou efeitos colaterais e os danos da implantação da meritocracia nas escolas municipais de Foz do Iguaçu, a partir da definição da prioridade na política municipal para o alcance e superação das metas estabelecidas e pactuadas pelo governo federal e pelo governo municipal, para a avaliação realizada por meio de um indicador denominado Índice de Desenvolvimento da Educação Básica (Ideb).Como fontes utilizou-se os dados oficiais sobre resultado escolar dos alunos da rede municipal de educação de Foz do Iguaçu, obtidos na Secretaria Municipal de Educação desse município, assim como os relatórios decorrentes de uma Comissão Especial do Ideb criada pela Câmara Municipal. Conclui-se que as distorções delimitadas e denunciadas pela análise da autora norte americana
Diane Ravitche apresentam também em Foz do Iguaçu, indicando que a utilização dos sistemas de avaliação de larga escala provoca efeitos similares, onde quer que seja implantado.

Resumo: Este trabalho é um estudo de característica histórico-filosófica que busca evidenciar a relação de reforço mútuo entre o conhecimento matemático e os discursos meritocráticos - principalmente no âmbito da educação escolar - e defende a tese de que esta relação constitui um dos principais elementos que justificam a supervalorização do ensino da matemática em relação aos de outras disciplinas escolares. Para isso, buscamos, no capítulo 1, apresentar o modo como o discurso meritocrático moderno se estrutura, pondo em evidência a sua forte relação com a educação formal. Neste capítulo, mostramos também o modo como o discurso meritocrático se
utiliza do conhecimento matemático, elegendo-o e elevando-o a instrumento de poder ao conferir-lhe o papel quase exclusivo de elemento objetivo de aferição do mérito individual. Nos capítulos 2, 3 e 4 identificamos e desenvolvemos algumas manifestações relacionais, historicamente situadas, que ilustram, de modo contundente, maneiras como o conhecimento matemático é utilizado como instrumento de medida do mérito individual. De forma um pouco mais detalhada, temos, no capítulo 2, a apresentação de um estudo dedicado ao período grego antigo, período este que antecipa as características fundamentais do culto ao mérito individual moderno (através da transfiguração do longínquo termo areté) e que vai fundar - através do pensamento platônico presente n'A República - os rudimentos da relação entre o conhecimento matemático e a meritocracia. No capítulo 3, enfatizamos dois movimentos que vão defender a meritocracia como base para a reforma social. O primeiro é o projeto republicano francês do
século XVIII que, influenciado fortemente pelo pensamento iluminista, vai introduzir o exame de seleção para a École Polytechnique e constitui-lo como o principal símbolo da apologia ao mérito pessoal. O segundo é a criação do exame SAT, nos Estados Unidos da América, que também vai ser um dos signos da meritocracia escolar estadunidense do século XX. De acordo com nossas análises, tais movimentos promoveram o estabelecimento de uma política examinatória com base na qual o conhecimento matemático vai ocupar um lugar de indiscutível reconhecimento e distinção. Já o capítulo 4 é dedicado à questão do conhecimento matemático e a sua relação com os discursos meritocráticos, na conjuntura educacional brasileira. ▼ Na década de 1940, os industriais criaram escolas do Serviço Nacional de Aprendizagem Industrial (SENAI) visando preparar mão-de-obra especializada para o trabalho nas fábricas. No interior da Paraíba, essa ideologia industrial também se tornou evidente por intermédio da fábrica de tecidos situada em um distrito de Mamanguape/PB. Tal empreendimento gerava em torno de quinze mil empregos diretos, fruto da isenção do Imposto Sobre Circulação de Mercadorias (ICM), de âmbito estadual, por vinte e cinco anos, concedida pelo governador da época. Por intermédio da Legislação que implantou o SENAI e da Lei Orgânica do Ensino Industrial, a Escola de Aprendizagem que fosse mantida exclusivamente pelo estabelecimento industrial que a criou, não faria o recolhimento da contribuição compulsória devida ao SENAI, tornando-se assim, uma Escola de Isenção. Dessa forma, esses dois incentivos fiscais contribuíram para atender aos interesses da Companhia de Tecidos Rio Tinto (CTRT) e também para a criação da Escola de Aprendizagem Coronel Frederico Lundgren (EACFL). Essa Escola de Aprendizagem oferecia formação profissional destinada aos filhos de operários e tinha como finalidade a preparação da mão-de-obra para a indústria local. Assim, este estudo tem por objetivos analisar a experiência educacional dos operários da CTRT e reconstruir a história da Escola do SENAI de Rio Tinto (EACFL). Para tanto, este estudo de caso realizou os seguintes tipos pesquisa: bibliográfica, documental e de campo. A pesquisa documental encontra-se circunscrita ao período de 1944-1967 no primeiro marco temporal a criação da escola em 02 de outubro de 1944 por intermédio do acordo de isenção entre o SENAI/PE e a CTRT. A segunda data diz respeito ao fim do referido acordo de isenção em que a EACFL era mantida exclusivamente pela fábrica de tecidos. Para a coleta de dados documentais, mapeamos diários de classe, fichas de controle de alunos, avaliações, certificados e relações de turmas concluintes. Essa coleta ocorreu nos arquivos da CTRT e da Delegacia Regional do SENAI em Campina Grande/PB. Já na pesquisa de campo, valemonos de entrevistas temáticas com ex-alunos/ex-operários da escola e da fábrica, residentes na cidade de Rio Tinto, para a coleta de dados. Recorremos às ideias de Thompson, historiador inglês que tem como um de seus focos de pesquisa a categoria experiência, se articulando com a de cultura. Os resultados indicam que a EACFL, com a filosofia educacional do SENAI, implantou uma cultura escolar para a fábrica e preparava o aluno para transformar-se em um futuro operário eficiente e disciplinado, visando garantir a permanência da exploração do homem pelo capital. No entanto, essa pedagogia capitalista, que capacita para a dominação, criou contornos para fora da escola. ▼ China's unique system of hiring and promoting talented people within the state, under the supervision of the Communist Party, has been held up as an important institutional factor supporting its remarkably rapid and sustained economic growth. Jointly with Professor Peter L. Lorentzen, we explore this meritocracy argument in the context of Chinese leader Xi Jinping's ongoing anti-corruption campaign. Some question the sincerity of the campaign, arguing that it is nothing but a cover for intra-elite struggle and a purge of Xi's opponents. In the first chapter of my thesis, we use a dataset I have created to identify accused officials and map their connections. Our evidence supports the Party's claim that the crackdown is primarily a sincere effort to cut down on the widespread corruption that was undermining its efforts to develop an effective meritocratic governing system. First, we visualize the "patron-client'' network of all probed officials announced by the central government and identify the core targets of the anti-corruption campaign. Second, we use a recursive selection model to analyze who the campaign has targeted, providing evidence that even personal ties to top leaders have provided little protection. Finally, we show that, in the years leading up to the crackdown, the provinces later targeted had departed from the growth-oriented meritocratic selection procedures evident in other provinces. In addition to its motivation, I also discuss the campaign's effects on economic efficiency. The second chapter of my thesis tests the "greasing-the-wheels'' hypothesis in the context of China's residential land market. We show that China's anti-corruption campaign, aimed at removing corruption in China's monopoly land market, caused a decrease in land transaction volumes. Furthermore, not removing any form of corruption would also lead to a similar decrease. It is only necessary to remove corruption that enables real estate developers to circumvent red tape and reduce trading costs. Our findings support the "greasing-the-wheels'' hypothesis hypothesis: when an economy has a low outcome owing to some preexisting distortions, corruption could be a positive factor in that it offers a "second-best world.''

▼ Este trabalho discute a possibilidade de adoção de políticas de ação afirmativa como forma de promover a inclusão e a democratização racial nas universidades brasileiras. A partir da experiência dos Estados Unidos, onde há mais de cinquenta anos se desenvolvem tais políticas, procura fazer um paralelo entre a efetividade das ações afirmativas norte-americana e a forma como vem sendo desenvolvidos os programas de inclusão da população negra nos bancos das universidades brasileiras. Considerando que o Brasil é signatário da Conferência Contra o Racismo, Discriminação, Xenofobia e Intolerâncias Correlatas, ocorrida em 2001, e que a partir de então se compromete em adotar medidas de promoção da diversidade, o trabalho apresenta o modo como as principais universidades federais se organizaram para desenvolver suas formas de ações afirmativas, representadas pelas cotas no vestibular. Nessa perspectiva, a pesquisa se desenvolve tendo como referência teórica a lição de John Rawls, principalmente em sua apresentação do princípio da diferença, e o posicionamento de Ronald Dworkin acerca das ações afirmativas. Por outro lado, a pesquisa defende as razões que legitimam as ações afirmativas unicamente no que tange ao acesso da população negra nas instituições de ensino superior, não devendo tal política ser implantada em outra disputa democrática, sob pena de afrontar o princípio constitucional da igualdade.
The present study discusses the possibility of adopting affirmative action policies as a way to promote inclusion and racial democratization in Brazilians universities. From the experience of the United States, where there is more than fifty years has been developed such policies, seeks to draw a parallel between the effectiveness of affirmative action in north america and how the programs have been developed to include the black population on the banks of Brazilian universities. Considering that Brazil is a signatory to the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerances, held in 2001, and since then undertakes to adopt measures to promote diversity, the study shows how the major federal universities are organized to develop their forms of affirmative action, represented by quotas to the entrance exam. In this perspective, the research is developed with theoretical reference by John Rawalss lesson, especially in its presentation of the principle of difference, and the positioning of Ronald Dworkin about affirmative action. On the other hand, the research defends the reasons that legitimate affirmative action just about terms of access of black people in institutions of higher education, shouldnt such a policy be deployed in other democratic contest, failing to confront the constitutional principle of equality

O presente estudo analisa a influência de variáveis organizacionais e variáveis
individuais sobre as atitudes dos funcionários públicos face à implementação do
Sistema Integrado de Avaliação do Desempenho da Administração Pública – SIADAP -
no sector hospitalar.
Participaram 80 sujeitos pertencentes a uma unidade de saúde do distrito de
Lisboa. Os resultados obtidos permitiram evidenciar que os funcionários mais satisfeitos
com o modelo anterior de avaliação do desempenho, revogado pelo SIADAP,
apresentam uma atitude menos positiva face a este modelo. Inversamente, os
funcionários menos satisfeitos com o modelo anterior evidenciaram uma atitude mais
positiva face ao SIADAP.
Foi também analisada a acção dos sindicatos com representatividade neste
sector, na fase que antecedeu a implementação deste modelo e durante a mesma.
This study examines the impact of organizational variables and individual
variables on the attitudes of public workers at the implementation of the Integrated
Performance Assessment of Public Administration – SIADAP - in the health services.
Participated in 80 subjects belonging to an hospital at Lisbon. The results
showed that employees more satisfied with the previous model of performance
evaluation, repealed by SIADAP, have a less positive attitude in the face of this model.
Conversely, employees less satisfied with the previous model showed a more positive
attitude to SIADAP.
We also studied the action of the unions with representation in this sector in the
run-up implementation of this model and for the same.

▼ Education drives labour market outcomes and social mobility. When educational attainment is influenced by socioeconomic factors, many students from disadvantaged backgrounds are left behind. This is undesirable as it greatly reduces the human capital that could have been present in the national economy, therefore affecting the potential of economic growth. The purpose of this thesis is to analyse the impact of a policy that has the purpose of reducing the gap in educational attainment between disadvantaged students and their peers. The analysis takes place over a 12 year time span and across 22 local authority areas in Wales. The results highlight the importance in the measure of the attainment gap. The implementation of Pupil Premium can be correlated with a reduction in the gap that is defined by the proportional difference between disadvantaged students and their peers. The magnitude of the attainment gap has stayed fairly constant but overall attainment has risen significantly over the period under analysis. There is room for further study into the possibility that the impact of Pupil Premium has affected some groups of students more than others.

▼ Der Diskurs über ‚Political Correctness‘ (PC) erlangte unter anderem durch den US-Wahlkampf von Donald Trump im Jahr 2016 auch im deutschsprachigen Raum erneute Aufmerksamkeit. In der öffentlichen Auseinandersetzung werden verschiedene Ziele und Aus-wirkungen einer PC diskutiert und konträre Sichtweisen ausgebildet. Diese Sichtweisen, Vorstellungen und Interpretationen sind wiederum bedeutend für den Diskurs und in welcher Form die Diskussionsinhalte umgesetzt und gesellschaftlich etabliert werden. Ziel der vorliegenden Arbeit ist es demnach, zu ermitteln, welche Vorstellungen und Stimmungen zurzeit bezüglich PC vorherrschend sind, um ein differenziertes Verständnis über die öffentliche Meinung zu erlangen.
Durch die Analyse freier Assoziationen zu einem bestimmten Reizwort (Kern-Peripherie-Analyse) können Vorstellungen, Bilder und Interpretationssysteme als sogenannte ‚soziale Repräsentationen‘ erfasst werden. Durch einen Mixed-Method-Ansatz wurden die sozialen Repräsentationen von PC in einer Gesamtstichprobe sowie in verschiedenen Stichprobencharakteristika (Bildung, Alter, Wohnortgröße und Parteipräferenz) und nach Meritokratie-Typen qualitativ erhoben. Die Stimmung bezüglich der sozialen Repräsentationen wurde quantitativ durch Valenzen und daraus abgeleiteten Polaritäts- und Neutralitätsindizes ermittelt. Die Meritokratie-Typen wurden anhand einer Clusteranalyse identifiziert und unter-schieden sich in ihren Ausprägungen hinsichtlich der Vorstellung, dass allein Leistung für sozialen Aufstieg und Erfolg ausschlaggebend sei.
Die Kern-Peripherie-Analyse zeigte die Assoziationskategorien ‚Offenheit/Toleranz‘, ‚Gerechtigkeit‘, ‚politisch korrekte Ausdrucksweise‘ und ‚Rassismus‘ in der Gesamtstichprobe (n = 162) als stabile und bedeutungsgebende Aspekte von PC. Weitere Assoziationen, die Emotionen sowie Befürwortung und Ablehnung ausdrücken, zeigten sich peripher. Die sozialen Repräsentationen unterschieden sich je nach Meritokratie-Typ und ebenso hinsichtlich der Stichprobencharakteristika und es kann von keinem einheitlichen Verständnis von PC ausgegangen werden. Bezüglich der Valenzen zeigt sich eine differenzierte Bewertung, da die angegebenen Assoziationen positiv, negativ und auch neutral beurteilt wurden. Die Gruppe, in der ausschließlich positive bzw. ausschließlich negative Assoziationen anführt wurden, war vergleichsweise klein.
The discourse on 'Political Correctness' (PC) gained renewed attention in the German-speaking world, partly as a result of Donald Trump's US election campaign in 2016. In the public debate, various goals and effects of a PC are discussed and contrary points of view are formed. The degree to which a construct is established and implemented in society always depends on the related leading ideas and interpretations. ▼ The purpose of this research is to study the effects of self-perceived skin color on assimilatory attitudes of U.S. Latinos/as of Mexican descent. This study examines how preferential treatment based on skin color shapes the experiences of Hispanic immigrants and U.S. Latinos/as. This differential treatment, known as colorism, creates divisions within the Latino/a community, stigma, and disadvantages to some, while to others it creates opportunities and access.
Segmented Assimilation and Tri-Racial System theories are used to frame this study. Data utilized in the research portion of this study was obtained from the Latino National Survey (LNS) 2006 collected by the Inter-University Consortium for Political and Social Research (ICPSR). The desired outcome of this thesis is to highlight the impact of colorism upon U.S. Latinos/as and to bring greater understanding of this important issue.
This research finds that self perceived skin color significantly affects the views of U.S. Latinos/as of Mexican descent on attitudes of assimilation,
meritocracy and Americanism. In addition, it finds no support for a direct relationship between self perceived skin color and perceiving Whiteness as an advantage.

▼ Scholars across various disciplines concur that poverty , especially when experienced generationally, is difficult to escape (MacLeod, 2009; Bowles & Gintis, 2002; Nieto, 2005; Corak, 2006; Sawhill & Haskins, 2008). Yet, while much is known about the existence and persistence of poverty, we know less about how and why those individuals who successfully escape poverty are able to do so (Hardaway & McLoyd, 2009).
Guided by critical social and institutional theory this qualitative study, examined the experiences of individuals who grew up in generational poverty (with parents who had no high school diploma), yet became first-generation college graduates, and entered the American middle/ upper class . Specifically, this study examined the educational journeys of three African American adults, two male and one female, and one White male. Through the use of interviews and historical document analysis, this study's findings revealed that many factors served as protective processes in the lives of the participant's to support their resilient responses to adversity. I also employed the use of discursive strategies in this study to examine how the participant's explain their ability to escape generational poverty.
I argue that the participant's educational journeys are unique in that they illustrate not only how they made it out of poverty, but also that there is much to be found beyond, their simple explanations of being able to execute resilience in times of adversity, hard work and inner resources to end generational poverty. Particularly, I argue that educators and policy makers will require shifts in ideological views on the bootstrap theory or the use of individualism as the main attributing factor in helping one get out of college.

▼ Americans have long believed in upward economic mobility and the narrative of the American Dream. Even in the face of rising income inequality, and substantial empirical evidence that economic mobility has declined in recent decades, most Americans remain convinced of the prospects for upward mobility. What explains this disconnect? I argue that Americans’ media diets play an important role in explaining this puzzle. Specifically, contemporary Americans are watching a record number of entertainment TV programs emphasizing “rags-to-riches” narratives. Using detailed Nielsen ratings data and original content analyses, I demonstrate that such shows have become a ubiquitous part of the American media landscape over the last two decades. In three national surveys, I find that exposure to these programs increases viewers’ beliefs in the American Dream; for heavy viewers, this effect is as powerful as that of having immigrant parents. Experiments conducted both online and in a lab-in-the-field setting establish that these media effects are causal. Importantly, the rags-to-riches programs, with their narrative emphasis on meritocracy, legitimize income inequality and dampen public support for redistribution. My results shed light on the lingering puzzle of why public preferences for redistribution have not shifted much despite rising disparities in wealth. By boldly expanding what constitutes politically relevant information in this post-broadcast democracy, my dissertation also carries important implications for the study of public opinion more generally.

▼ In recent times, research has revealed a dynamic shift
in the perception of racial inequality in the contemporary United
States, with an increased belief that racial discrimination is a
concern of a bygone era (Hunt 2007). When they are acknowledged,
enduring racial disparities in life chances are often attributed to
differences in marketable skills and upheld by some scholars as
evidence of a meritocratic system within which minorities are
likely to succeed if they are able to overcome early disadvantages
and acquire the requisite training and credentials (Neal and
Johnson 1996). In this project, I test the argument that
equivalence on measures of academic merit – school performance and
standardized exam scores – is sufficient to assure race-blind
success at three stages of the post- high school status attainment
process: college entry, college completion, and wage attainment. I
discover that blacks and Hispanics progress through the status
attainment process at a slower pace than do whites and Asians.
Results show that academic merit strongly predicts racial gaps in
timing of college enrollment, has less impact on variance in timing
of college completion, and is a weak predictor of early-career
income disparities. I find evidence that race actually matters more
later in the post-high school status attainment process than at
earlier points when students are equated on measures of academic
success, counter to the assumptions of a
meritocracy.

O objetivo desta pesquisa do tipo qualitativa explorat??ria ?? identificar desafios e propor estrat??gias de gest??o para o desempenho com base na meritocracia, cuja problem??tica se estabelece em torno de quais as dificuldades e os desafios suportados pelos gerentes de uma unidade da Petrobras, localizada no Estado de S??o Paulo, pertencente ?? ??rea de Explora????o & Produ????o, para a
gest??o de desempenho de empregados, bem como quais a????es estrat??gicas podem ser implementadas para a melhoria das pr??ticas de meritocracia como sistema de recompensas, que s??o processos inerentes ?? gest??o de desempenho de pessoas. Poucas pesquisas examinam o impacto da meritocracia dentro das pr??ticas de gest??o de desempenho, mas pressup??e-se que o potencial de melhoria desta gest??o de pessoas ?? alto. A base te??rica da pesquisa prov??m de estudos sobre gest??o de desempenho e recompensa baseada no m??rito e o estudo emp??rico ?? baseado na atua????o dos gerentes desta unidade da Petrobras, que gerenciam quase 50% dos empregados atuando em regime de trabalho offshore, ou seja, em unidades mar??timas de produ????o situadas da Bacia de Santos em S??o Paulo e na Bacia de Campos, no Rio de Janeiro. ▼ O trabalho que ora se apresenta analisa os resultados da Regional Serrana II, localizada no município de Nova Friburgo, no Programa de Educação do Rio de Janeiro e as possíveis causas que contribuíram para o não alcance, por parte de quatro escolas, das metas estabelecidas pela Secretaria de Estado de Educação do Rio de Janeiro em 2011 e 2012. O Programa de Educação apresenta um planejamento estratégico estruturado em quatro eixos, incluindo políticas de ensino, políticas de gestão de pessoas, políticas de infraestrutura e gestão da comunicação, com estratégias de valorização de servidores através de meritocracia e bonificação por resultados, além de metas estabelecidas por meio de resultados anteriores de cada unidade escolar. A pesquisa realizou-se por meio de entrevistas semiestruturadas, questionários em escala de Likert e análise de resultados de avaliações externas realizadas com os gestores das quatro unidades escolares e com amostras de
professores. Os resultados dos estudos foram submetidos a autores escolhidos para subsidiarem o referencial teórico da pesquisa. A Regional Serrana II, nos anos de 2011 e 2012, destacou-se no ranking do estado entre as primeiras colocadas e a maioria das escolas que a compõe alcançou as metas propostas. A partir dos resultados da pesquisa, propõe-se um Plano de Ação Educacional (PAE), sugerindo a criação de um Grupo de Líderes (GL) que se destaca por ser formado por gestores que conseguiram resultados satisfatórios, por meio de uma gestão participativa e focada em resultados pedagógicos.
The results of four schools of Regional Serrana II in Rio de Janeiro Education Program are the subject of this research that aims to analyze the possible causes that contributed to not reach the goals established by the State of Rio de Janeiro Education 2011 and 2012. The research was carried out through semi-structured interviews, questionnaires on Likert scale and analysis of external evaluation
results. The work has a focus on four schools analyzing different situations and identifying the reasons that may have contributed to the poor results at the start of program implementation, inadequate communication, irrelevant leadership profile, lack of information about the program, results of expropriation and the consequent departure from the proposed goals. The research has identified different characteristics to the same program by the analyzed school communities and the lack of cohesion in the work of some teams, but also identified the search for performance improvement in one and the difference that makes a participatory and collaborative management in school management. From the analysis carried out in the four school units, we intend to make the policies formulated by SEEDUC even closer on who runs through a Managers Leaders Group's own Regional Serrana II that has to accompany the development of the program in schools surveyed disseminating their actions, exchanging

Resumo: Tratamos nessa pesquisa das políticas educacionais contemporâneas no tocante ao padrão de regulação social que imprimem aos processos de trabalho e de valorização dos professores da educação básica. Procedemos, inicialmente, a uma investigação sobre as transformações político-econômicas mundiais ocorridas nas últimas quatro décadas, com o intuito de articular a totalidade social com nosso objeto mais particular. Isso permite entender que as políticas educacionais contemporâneas não seguem uma agenda errática ou pontual, mas são estruturadas internacionalmente para atender às demandas contemporâneas da acumulação
capitalista e estão associadas a um modelo de administração estatal, conhecido como gerencialismo, inspirado no movimento político-ideológico chamado de neoliberalismo. O projeto de escolarização conduzido pelo Estado gerencialista é voltado à formação de novos trabalhadores adequados aos processos de valorização do capital, processos estes marcados por condições de trabalho flexíveis e precárias. A outra faceta marcante do Estado gerencialista é sua conivência e especialização à lógica da escassez de recursos para as "áreas sociais". Procuramos analisar o papel que políticas de limitação de recursos financeiros e gestão eficiente de resultados cumpriram na construção de sistemas de avaliação em larga escala e de responsabilização dos trabalhadores da educação. Também nos atentamos na pesquisa à como o pacote de medidas neoliberais na educação traz consigo concepções de sociedade, educação e trabalho (com destaque para o trabalho docente) expressas nos currículos, que buscam nortear
e mesmo estruturar as práticas pedagógicas. Foram analisadas as premissas sob as quais esse conjunto de medidas políticas se fundamenta através da crítica aos esforços de renovação do liberalismo empreendidos por Hayek (1899-1992). Nossa leitura crítica do livro "O caminho da servidão" (1944) é informada pela preocupação em desvendar as articulações ideológicas que fundamentam a noção de meritocracia no contexto neoliberal. Notamos uma estreita relação entre elementos ideológicos ligados ao mérito individual e à supremacia do mercado como mecanismo, por excelência, de regulação social. A partir da análise de embates surgidos em torno de políticas que, em diferentes contextos (Lei do Piso Nacional e Prova do Mérito no estado de São Paulo), reivindicam-se como de valorização docente, encontramos manifestações representativas de uma concepção liberal-meritocrática que, hegemônica na sociedade, em geral, apresenta-se também como referência fundamental para se pensar tanto as políticas

A presente Dissertação de Mestrado em Educação situa-se na linha de pesquisa “Política e Gestão da Educação”, do Programa de Pós-Graduação em Educação, da Faculdade de Educação (FAED), da Universidade Federal da Grande Dourados (UFGD), e está articulado aos projetos de pesquisa: O Plano Municipal de Educação de Dourados-MS e a gestão democrática: condições para efetivação na escola - Chamada FUNDECT Nº 02/2017 e o Monitoramento dos Planos
Municipais de Educação do MS (PROPP/UFGD). O objetivo é analisar o Plano Municipal de Educação do Município de Dourados, no estado de Mato Grosso do Sul (PME/Dourados/MS/2015-2025), em relação à Meta 19, que trata dos imperativos condizentes ao princípio da gestão democrática da educação. A metodologia está pautada na pesquisa bibliográfica, documental e de campo. Assim, para a pesquisa de campo, elegeu-se como lócus o município de Dourados, segunda maior cidade do estado de Mato Grosso do Sul (MS), especificamente a gestão educacional da Rede Municipal de Ensino. Para a pesquisa de campo, foi utilizado o instrumento questionário, na modalidade on-line, realizado com 11 gestores, de um total de 45 unidades escolares. O recorte temporal contempla os anos de 2015 a 2018. O objeto de investigação é a implantação e implementação da gestão democrática associada a critérios técnicos de mérito e desempenho, conforme dita o PME/Dourados/MS/2015-2025. A questão que sintetiza a
problematização, em relação ao objeto, é a que segue: Como está sendo implementada a gestão democrática da educação associada a critérios técnicos de mérito e desempenho? Foi criada lei específica, conforme ditam os Planos de Educação em vigência? Se sim, o que diz sobre a eleição e gestão do Diretor Escolar? Respondendo as questões que problematizaram esta pesquisa para a elaboração desta dissertação de mestrado, evidenciou-se que, após a aprovação do PME/Dourados/MS/2015-2025, o município aprovou legislação que apenas regulamenta a eleição para diretores e diretores adjuntos da REME. Além de não aprovar legislação específica, a grande maioria dos participantes da pesquisa aponta que não visualizam mudanças que tenham o intuito de promover a gestão democrática. E, ainda segundo a pesquisa, há materialização de mecanismos que tenham o intuito de promover a gestão democrática, mas, ainda apontam retrocessos.
