▼ In 1999, an international standard ISO 17025 made the calculation of measurement uncertainty for all analytical test results mandatory. Little guidance was available. How to account for bias in measurement uncertainty was contentious. Many analytical chemistry sectors proposed different ways of including bias in the uncertainty estimate. Six different approaches were investigated: (i) Always correcting for bias; (ii) Correcting for bias when significant; (iii) Including the bias by quadrature with the combined measurement uncertainty; (iv) Including the bias by quadrature in the expanded measurement uncertainty; (v) Adding the bias to the expanded uncertainty to give an asymmetrical confidence interval; (vi) Adding the absolute bias to the expanded uncertainty. Each of these approaches was evaluated by Monte Carlo simulation. It was found that always correcting for bias and including the uncertainty of the correction had the best outcome. If this was not possible then correcting for significant bias performed better than most other approaches. However, clarification needed to be made on what constituted the bias of a test result. Was bias to be determined within a batch run, between a batch run or between laboratories? This question was answered by looking at interlaboratory proficiency data which showed that run bias was indeed the bias of an analytical test result and therefore a correction when necessary should be made on that basis. This run bias needed to be determined across the concentration range of the analysis. Performing a regression analysis of the trueness of the analytical batch run solved this problem. The uncertainty of this regression approach was determined and applied to experimental test data. A comparison of the different approaches was then determined and it was concluded that the uncertainty based on the run bias approach gave the most realistic estimate of the uncertainty of measurement. MOSFET radio-frequency characterization and modeling is studied, both with SOI CMOS and bulk CMOS technologies. The network analyzer measurement uncertainties are studied, as is their effect on the small signal parameter extraction of MOS devices. These results can be used as guidelines for designing MOS RF characterization layouts with as small an AC extraction error as possible. The results can also be used in RF model extraction as criteria for required optimization accuracy. Modifications to the digital CMOS model equivalent circuit are studied to achieve better RF behavior for the MOS model. The benefit of absorbing the drain and source parasitic series resistances into the current description is evaluated. It seems that correct high-frequency behavior is not possible to describe using this technique. The series resistances need to be defined extrinsically. Different bulk network alternatives were evaluated using scalable device models up to 10 GHz. Accurate output impedance behavior of the model requires a bulk resistance network. It seems that good accuracy improvement is achieved with just a single bulk resistor. Additional improvement is achieved by increasing the number of resistors to three. At this used frequency range no further accuracy improvement was achieved by increasing the resistor amount over three. Two modeling approaches describing the distributed gate behavior are also studied with different MOS transistor layouts. Both approaches improve the RF characteristics to some extent but with limited device geometry. Both distributed gate models describe well the high frequency device behavior of devices not commonly used at radio frequencies.

Näitä tuloksia voidaan käyttää ohjenuorana RF MOS -karakterisointiin käytettävien piirikuvioiden suunnittelussa, kun halutaan AC-ekstraktoinnin virhe mahdollisimman pieneksi. ▼ The evaluation of measurement uncertainty is an essential part of measurement and data analysis. Measurement uncertainty is itself a measure of the “goodness” of the measured data and helps the analyst to make decisions based on the data. In the turbine engine testing world, accurate measurement of fuel flow is critical. Specific fuel consumption is a combination of thrust and fuel flow and is used to calculate the allowable payload and range of an aircraft as well as the cruising speed. Naturally, test customers (engine manufacturers, aircraft designers, and operators) are very sensitive to the accuracy of fuel flow measurement. This thesis presents a statistically defensible methodology for determining the uncertainty of fuel flow measurement in a turbine engine test cell. Fuel flow in most turbine engine test applications is measured using a volumetric turbine flowmeter. The mass flow rate of the fuel flow is calculated using the SAE ARP 4990 standard. The ARP 4990 method of fuel flow calculation is complicated and involves many parameters. An analysis of the influence coefficients for each of the input parameters was performed and found that four main parameters have a significant impact on fuel flow uncertainty: flowmeter frequency, flowmeter calibration, fuel operating temperature, and relative density at a chosen reference temperature. A method was developed for deriving a statistically defensible estimate of the uncertainty for each of the elemental error sources. The elemental uncertainties were then propagated to the result using both the Taylor’s Series method and the Monte Carlo method, which yielded nearly identical results. The method presented herein will aid in the evaluation of fuel flow uncertainty at AEDC. Compared to historical practices, this method results in a significant reduction in total fuel flow uncertainty and a much higher degree of statistical defensibility. ▼ Environmental scientists increasingly use remotely-sensed images to measure how rivers develop over time and respond to upstream changes in environmental drivers such as land use, urbanization, deforestation and agricultural practices. These measurements are subject to uncertainty that can bias conclusions. The first step towards accurate interpretation of river channel change is properly quantifying and accounting for uncertainty involved in measuring changes in river morphology. In Chapter 2 we develop a comprehensive framework for quantifying uncertainty in measurements of river change derived from aerial images. The framework builds upon previous uncertainty research by describing best practices and context-specific strategies, comparing each approach and outlining how to best handle measurements that fall below the minimum level of detection. We use this framework in subsequent chapters to reduce the impact of erroneous measurements. Chapter 3 evaluates how the time interval between aerial images influences the rates at which river channels appear to laterally migrate across their floodplains. Multiple lines of evidence indicate that river migration measurements obtained over longer time intervals (20+ years) will underestimate the ‘true’ rate because the river channel is more likely to have reversed the direction of migration, which erases part of the record of gross erosion as seen from aerial images. If the images don’t capture channel reversals and periodic episodes of fast erosion, the river appears to have migrated a shorter distance (which corresponds to a slower rate) than reality. Obtaining multiple measurements over shorter time intervals (< 5 years) and limiting direct comparisons to similar time intervals can reduce bias when inferring how river migration rates may have changed over time. Chapter 4 explores the physical processes governing the relationship between river curvature and the rate of river migration along a series of meander bends. We used fine-scale empirical measurements and geospatial analyses to confirm theory and models indicating that migration and curvature exhibit a monotonic relationship. Esta dissertação aborda a implantação de um guia orientativo de incerteza de medição aplicável aos avaliadores de laboratório da Rede Metrológica RS. A incerteza de medição é um importante tema para organismos de avaliação de laboratórios, como é o caso da Rede Metrológica RS, pois consiste em um dos requisitos básicos para o reconhecimento de competência de laboratórios. Dessa forma, é fundamental garantir que todos os avaliadores possuam um nível de conhecimento adequado sobre incerteza de medição. Assim, o objetivo principal deste trabalho consiste em implantar o referido guia orientativo de incerteza, propiciando melhorias no processo de avaliação da Rede Metrológica RS. Adicionalmente, foi elaborado um fluxograma explicativo dos passos para a expressão da incerteza de medição, assim como listadas componentes de incerteza típicas para áreas de ensaio e calibração e elaborada uma check-list para auxílio aos avaliadores quando da avaliação da incerteza. A implantação do guia orientativo de incerteza dos avaliadores foi realizada segundo as etapas do ciclo de melhoria PDCA. Na etapa plan foram coletados dados que corroboraram para uma necessidade de maior qualificação do grupo de avaliadores com relação à incerteza, sendo a área de ensaios a mais carente. Na etapa do, a minuta do documento foi elaborada de acordo com tópicos previamente definidos com um grupo de especialistas, que envolveu avaliadores experientes e membros da Rede Metrológica RS, assim como especialistas em incerteza do Inmetro. Na etapa check, a minuta do documento passou pela análise crítica do grupo de especialistas consultados e na etapa act foram realizados os ajustes finais e aprovado o documento. Como resultado, foi evidenciada a melhoria do nível de conhecimento dos avaliadores com relação ao tema. Tal fato pôde ser comprovado através da aplicação de provas antes e após o treinamento no novo documento elaborado, mostrando melhoria dos conhecimentos dos avaliadores com relação à incerteza.

This work is concerned with the implantation of a measurement uncertainty guideline applicable to Rede Metrológica RS' assessors. Measurement uncertainty is a quite relevant subject for all laboratory assessment bodies, such as Rede Metrológica RS, because it consists in an elementary requirement for laboratory competence recognition. Thus, it is essential to assure that all assessors have an adequate level of knowledge about measurement uncertainty. Therefore, the main objective of this work consists in the implantation of the referred guideline, yielding improvements on Rede Metrológica RS' assessment process. Additionally, a flow-chart was elaborated to help assessors better understand the procedure to the expression of uncertainty in measurement. A list of common uncertainty sources in calibration and testing fields was prepared, as well as a check-list to help assessors carry out measurement uncertainty assessment. ▼ Abstract Despite tightened environmental legislation, spillages of petroleum products remain a serious problem worldwide. The environmental impacts of these spillages are always severe and reliable methods for the identification and quantitative determination of petroleum hydrocarbons in environmental samples are therefore needed. Great improvements in the definition and analysis of total petroleum hydrocarbons (TPH) were finally introduced by international organizations for standardization in 2004. This brought some coherence to the determination and, nowadays, most laboratories seem to employ ISO/DIS 16703:2004, ISO 9377-2:2000 and CEN prEN 14039:2004:E draft international standards for analysing TPH in soil. The implementation of these methods, however, usually fails because the reliability of petroleum hydrocarbon determination has proved to be poor. This thesis describes the assessment of measurement uncertainty for TPH determination in soil. Chemometric methods were used to both estimate the main uncertainty sources and identify the most significant factors affecting these uncertainty sources. The method used for the determinations was based on gas chromatography utilizing flame ionization detection (GC-FID). Chemometric methodology applied in estimating measurement uncertainty for TPH determination showed that the measurement uncertainty is in actual fact dominated by the analytical uncertainty. Within the specific concentration range studied, the analytical uncertainty accounted for as much as 68–80% of the measurement uncertainty. The robustness of the analytical method used for petroleum hydrocarbon determination was then studied in more detail. A two-level Plackett-Burman design and a D-optimal design were utilized to assess the main analytical uncertainty sources of the sample treatment and GC determination procedures. It was also found that the matrix-induced systematic error may also significantly reduce the reliability of petroleum hydrocarbon determination. The results showed that strict implementation of the ISO and CEN draft standards is necessary owing to the method dependence of the analyzed parameter. Care should be taken to ensure that the methods used for petroleum hydrocarbon determination are comprehensively validated, and that routine quality control is carried out in order to ensure that the validation conclusions are applicable in the daily work.

▼ The main idea of this thesis is to formulate the smooth variable structure filter (SVSF) for target tracking applications in the presence of measurement origin uncertainty. Tracking, by definition is the recursive estimation of the states of an unknown target from indirect, inaccurate and uncertain measurements. The measurement origin uncertainty introduces the data association problem to the tracking system. The SVSF estimation strategy was first presented in 2007. This filter is based on sliding mode concepts formulated in a predictor-corrector form. Essentially, the SVSF uses an existence subspace and smoothing boundary layer to bind the estimated state trajectory to within a subspace around the true trajectory. The SVSF is demonstrated to be robust to modeling uncertainties and provide extra measures of performance such as magnitude of the chattering signal. Therefore, with respect to specific nature of car tracking problems that involves modeling uncertainty, it was hypothesized that a robust estimation strategy such as the SVSF, would improve the performance of the tracking system and give more robust tracking results. Also, having the extra information provided by the SVSF strategy, i.e. the chattering magnitude signal, would lead to algorithms that could better account for measurement origin uncertainty in the context of the data association process. Further to these hypotheses, this research has focused on investigating the performance of the SVSF in the target tracking problems, advancing the development of the SVSF, and employing its characteristics to deal with data association problems. The performance of the SVSF, in its current form, can be improved when there is fewer measurements than states by using its error covariance in target tracking. As the first contribution in this research, the SVSF is formulated in the context of target tracking in clutter and combined with data association algorithms, resulting in the SVSF-based probabilistic data association (PDA) and joint probabilistic data association (JPDA) for non-maneuvering and maneuvering targets. The results are promising in the tracking scenarios with modeling uncertainties. Therefore, the thesis is then expanded by generalizing the covariance of the SVSF for the cases where the number of measurements is less than the number of states. The generalized covariance formulation is then used to derive a generalized variable boundary layer (GVBL) SVSF. This new derivation gives an estimation method that is optimal in the MMSE sense and in the meantime preserves the robustness of the SVSF. The proposed algorithm improves the performance measures and makes a more reliable tracking algorithm. This thesis explores the hypothesis that multiple target tracking performance can be substantially improved by including chattering information from SVSF-based filtering in the data association method. Merenje koncentracija radona u zatvorenom prostoru metodom ugljenih filtera se sprovodi duže od 30 godina. Postoji više varijanti ove metode, a varijanta koja se zasniva na otvorenim kanisterima i gama-spektrometrijskim merenjima (EPA metoda) ima relativno nizak prag detekcije i koristi se za kraća merenja, ali je osetljiva na promenu uslova tokom izlaganja kanistera. U ovoj tezi su metoda i njena primena detaljno opisane i izvršen pregled dostupne literature, a posebna pažnja je posvećena određivanju krivih kalibracionog faktora i faktora podešavanja i diskutovani su alternativni načini kalibracije. U dostupnoj literaturi postoji vrlo malo podataka o određivanju merne nesigurnosti EPA metode. Na osnovu merenja u školama i stanovima, određen je jednostavan model merne nesigurnosti, koji je primenjiv za najveći broj izlaganja kanistera. Takođe su određena optimalna podešavanja za gama-spektrometrijska merenja, uzevši u obzir mernu nesigurnost, jednostavnost merenja i potrebno vreme. U laboratorijskoj zgradi u INN “Vinča” je sprovedena dugotrajna kampanja merenja koncentracije radona i pokazano je kako se ova metoda može koristiti za određivanje srednjih mesečnih i godišnjih koncentracija i sezonskih korekcionih faktora. Tokom izlaganja kanistera, kontinuirano su praćeni temperatura i relativna vlažnost vazduha, što je omogućilo da se proveri uticaj ovih parametara na masu adsorbovane vode u recikliranim kanisterima i uporedi sa rezultatima ostvarenim sa novim kanisterima tokom kalibracije. Pošto su primećene značajne razlike u ponašanju kanistera, predložena je korekcija. Poređenje rezultata ostvarenih EPA metodom sa drugim metodama, kao i sa drugim laboratorijama koje takođe koriste EPA metodu, pokazalo je da je podudaranje rezultata u većini okolnosti zadovoljavajuće, ali da to nije uvek slučaj. Takvi nalazi su zahtevali da se ponovo preispita budžet merne nesigurnosti, kao i zahtevi za način postavljanja kanistera. Dodatnim merenjima i detaljnom analizom postojećih rezultata, kao i analizom dostupnih literaturnih podataka, identifikovan je niz doprinosa mernoj nesigurnosti koji nisu razmatrani u literaturi niti u prethodnim merenjima u INN Vinča. Ovi doprinosi su kvantifikovani i određene su preporuke za postavljanje kanistera u cilju smanjenja merne nesigurnosti i optimizacije metode...

▼ A recent evaluation of medical error has shown it to be the third leading cause of death in the US, following heart disease and cancer. Better reporting and decision making could tackle this, but ultimately more accurate and precise measurement, with correct interpretation could make a significant difference to this unnecessary statistic. Clinical pathology measurement platforms are complex, requiring significant standardisation efforts to reduce false positives/negatives and the impacts these have on patient safety. Cell and Gene Therapy (CGT) manufacturing processes depend upon these platforms for measurement, with Flow Cytometry (FC) used for in-process and release metrics. However, the highly subjective nature of FC data analysis requires investigation to monitor impact on manufacturing and clinical decision making. FC standardisation efforts have reduced variation from sample preparation and setup, however, no efforts have purely focused on the final post-analytical stage, to quantify the effect of subjective analysis of data files. This research has isolated this section of FC analysis, providing better measurement precision to build up a realistic uncertainty budget for FC measurements. Through a series of participant analysis studies that build in complexity, it has been shown that as FC data becomes more complex, the uncertainty contributions from inter-operator data analysis increase from 8 % to 34 %. This increase could mean the difference between a CGT treatment being provided at the right time, being discarded when it was suitable for administration, or an unsuitable treatment administered to the patient at an unsuitable time, having costly implications for all. This variation does not correlate with operator experience or use frequency of the instrument, but is influenced by data visualisation effects, requiring further investigation at a later date to reduce this impact. Image parameters for other CGT measurement platforms are also impacted by subjective data analysis, requiring harmonisation to ensure the subjectivity is quantifiable, standardised and reduces manufacturing and hence medical error impacts to the patient and therapeutic product.

▼ Testosterone is an endogenous steroid which may be abused by athletes for performance enhancement. As testosterone is naturally present in the body, identifying administration requires an ability to demonstrate whether the testosterone present in a sample has an origin outside the normal metabolic processes. Analysis of the stable carbon isotopes of urinary steroids is used to determine whether administration of synthetic testosterone has occurred.The aims of this project were to find the best approach to measurement uncertainty and decision limit estimation of urinary steroid carbon isotope ratio measurement results for sports drug testing analysis, and to determine how to minimise these measurement uncertainties. The sample preparation was studied, and the steps with the greatest potential for isotopic fractionation were optimised to minimise the introduction of measurement bias during sample preparation.A new approach for the calculation of carbon isotope ratios from Isotope Ratio Mass Spectrometer measurements was developed. The measurement uncertainty estimation was greatly simplified when using this calculation approach, compared to the more commonly used iterative calculation approaches. The optimised method was found to be rugged, accurate, and suitable for the measurement of carbon isotope ratios of urinary steroids for the detection of testosterone administration. The traceability of the measurements to the carbon isotope ratio embodied in the internationally recognised standard for carbon isotope ratio measurement results was established. When using the new calculation approach, the expanded uncertainties of the carbon isotope ratio measurement results at the 95 % level of confidence were between 1.6 and 4.0 . For a commonly used iterative calculation approach, the expanded uncertainties of the carbon isotope ratio measurement results at the 95 % level of confidence were between 2.0 and 3.9 . The estimation of the measurement uncertainty when using the iterative calculation approach was difficult, due to the complexity of the measurement function and the calculation of the sensitivity coefficients. By finding simple relationships between the measurement function input factors and the calculated sensitivity coefficients, approximations of these sensitivity coefficients were developed. These approximations gave very similar combined measurement uncertainty estimations compared to estimations made using calculated sensitivity coefficients. ▼ Noise, vibration and harshness (NVH)levels in the luxury automotive industry are used by customers as a subjective method of determining the vehicle quality. This can be achieved by adjusting the vehicle design, where simulations are used to predict the NVH behaviour. Changes can be expensive and time consuming when made after the design stage has been completed, so it is important to produce accurate simulations of the product. Variability exists to some extent in all products, even those just off the production line, however, if a high level of variability exists then only a small portion of products will meet the predicted behaviour. The aim of the project is to provide information that may lead to the reduction of variability in an automotive vehicle. This is achieved by quantifying the statistical spread of FRFs (frequency response function) in a set of nominally identical vehicles. Once overall levels have been calculated, the location of the most variable sources can be identified. Project also seeks to develop new methods of analysis for the system phase response to determine whether further information may be extracted compared to the magnitude response. There are three main themes that run throughout this thesis, with the first being the quantification of variability due to the measurement taking process which is covered in chapter 3. A novel application of a method to separate the measurement variability from the overall system uncertainty was achieved as well as the quantification of the vehicle to- vehicle variability. The second theme that runs through the study concerns the identification of variability sources. This is realised in chapter 4 and chapter 6 as a set of structural and acoustic tests on a luxury sedan door. The trim was found to be held to the door panel by a series of 11 polymer clips and 4 metal screws. The variability of small changes to a significant boundary condition at the door trim was quantified, showing that the removal of rigid clips had a more significant effect on the overall variability that if a loose clip has been removed. It was also found that clips at the corners were the most sensitive to change. The final theme outlines and tests new analysis methods on the phase and compares the statistical spread of the phase with the equivalent spread of the magnitude. Data taken from the same tests was used and for most of the cases the two results were found to be approximately the same.

▼ Air infiltration strongly impacts heating and cooling demands in buildings. However, limiting its impact to energy consumption would be prejudicial considering the many ways by which infiltration impacts indoor spaces. Air infiltration may impact the building durability by inducing excessive moisture migration and by reducing the hygrothermal performances of the insulation; the comfort of the occupants by transporting smells or causing draughts; and the health of the occupants by introducing particles from the outside. In addition, air infiltration may facilitate the spread of smoke and fire throughout rooms. Consequently, airtightness, which is the fundamental building property impacting air infiltration, is of considerable importance for the building sector. The last decade has seen important developments, generating a tremendous increase in building airtightness testing and in the number of countries implementing qualification schemes for testers. However, the fan pressurisation test, the method used to measure building airtightness, assumes a uniform leakage distribution along the building envelope. Spending all available resources in the building-performance approach reveals a paradox in the current practice: airtightness is measured at a building scale while air infiltration occurs at a crack scale. In other words, measurement of building component airtightness assumes the leakage uniformly distributed along the building envelope while the consequences of air infiltration depend on the location of different leaks. This results in a poor understanding of pressure and airflow distributions along the envelope, which is crucial to grasp the challenges facing air infiltration and airtightness. In this context, it is hypothesised that improving the methods for quantification of building component airtightness is a massive step towards a better assessment of air infiltration and its consequences. The most promising method in this context is the direct component testing that measures airtightness of building components in-situ. Other methods are not expected to be as relevant because of the large impact of supervision and workmanship on airtightness and of the lack of crack data. In this thesis, we thoroughly described the direct component testing and conducted multiple experiments to assess its effectiveness. These experiments consist of: evaluating the capability of the method to report the airflow exponent alongside the air leakage rate; quantifying the biases in airflow due to the background leakage and in pressure differences due to the pressure losses in the duct; quantifying the direct component testing uncertainty; and identifying the issues when using this method to measure building component airtightness in-situ and to determine building airtightness. These experiments demonstrate that the direct component testing can measure in-situ the leakage characteristics of an opening with high reliability (between 3% and 10% of their value).
