▼ The main objective of this study was to assess customary
land ownership, related issues and government interventions with their challenging nexus and policy implications: And a special reference was made to those peri-urban areas of Jig-Jiga town. The necessary data for the study were generated both from primary and secondary sources. Hence, in-depth interviews, key-informant interviews, focus group discussions (FGDs) and documentary reviews were the principal means of generating data from primary and secondary sources. The findings of this study confirmed that despite many challenges customary
land (farm lands, pasture lands, fenced lands) and the economic advantages derived from them; the homogeneity and other attributes of the community, particularly in terms of ethnicity and culture; and attributes of the body of rules constituting the customary
land holding system were the main factors that enabled the users to kept intact and held
land resources over many generations under their customary clan system in the study area. Thus, based on the findings of the study, merging the two systems into one has been practically impossible to the local government thereby interventions were challenged at times when customary lands needed. This is because there has been absence of a well-defined legal framework that supports the customary system in the town. Furthermore, the finding has also showed that the existing customary rules let individual clan members to exercise absolute control over their respective
land and to have more freedom to transact their
land in the informal ways. In addition, the finding indicated that government encroachments‟ to those customarily owned lands has been also devastating to the customary
land owners. Such interpositions enforced customary
land owners to transact their
land unofficially thereby paved also the way for informal
land market in the town. Therefore, harmonizing the current gap between the customary
land rights and the statutory tenure system is the only possible way out for coping up with all the challenges and problems revealed in the findings. Therefore, any intervention policy or measures that will be applied in those areas should be based on understanding and harmonizing the gap between the two
land tenure systems.

▼ This dissertation set out to evaluate the impact of land ownership and role of gender to the Filipino farmers and to investigate gender difference in agricultural productivity and technical efficiency of Malawian rural households. The first essay investigates the impact of land ownership on the productivity and technical efficiency of rice farmers in the Philippines. We use a 2007-2012 Loop Survey from the International Rice Research Institute (IRRI) and analyzed it by using a stochastic frontier function method. Results show that land ownership has a significant impact on technical efficiency. In particular, counter to the theory, the Comprehensive Agrarian Reform Policy (CARP) may have reduced the technical efficiency of leasehold farmers compared with owner operators. Additionally, results show that land area, fuel cost, fertilizer cost, irrigation cost, and labor cost are significant factors that affect rice production. We found a mean technical efficiency score of 0.79—still leaving room for improvement. Finally, educated females and farmers leasing land have higher technical inefficiency. The second essay investigates the effect of gender on rice production using the average treatment effect and farm level data from the Philippines. Results indicate that female-headed farm households, despite having limited access to land, have a higher value of rice production than their male counterparts. However, there is no significant difference between net farm incomes earned by male- and female-headed farm households. Female-headed households have higher fixed costs, consequently earning less total household income. Findings from this study indicate that women are less efficient in farming, but are more likely to adopt improved seed varieties. In addition, female-headed farm households are better at controlling farming costs. The third essay examine how gender affects technical efficiency using a case of maize production in Malawi. Maize is a staple food crop in sub-Saharan Africa. Using the third Integrated Household Survey data from Malawi and stochastic production frontier, we estimate maize productivity and technical efficiency in Malawi for male-headed and female-headed farm households, separately. Results show that, contrary to expectations, technical efficiency is 5% higher for female-headed farm households than for male-headed farm households.

▼ The study ethically assessed the impact of inequitable land ownership patterns on women’s economic and social rights in Mumbwa district. Despite more women than men being dependent on agriculture for their livelihoods, the majority of women in Zambia do not own land due to inequitable land ownership patterns. The problem is that while it is generally known that inequitable land ownership limits women’s access to livelihoods, it is not clear how much this affects their access to economic and social rights. Thus, the specific objectives of the study were: to investigate the current state of land ownership between men and women in Zambia; to establish factors that contribute to the existing land ownership patterns; and to ethically assess the impact of existing land ownership patterns on women’s economic and social rights in Mumbwa district.
A case study research design was employed using a qualitative methodology with an ethical component. With a sample size of 78, primary data was collected through in-depth interviews with 37 community members, 4 head persons, 1 government representative and 1 representative from a local Non-Governmental Organisation (NGO) called Women for Change. Four focus group discussions with 35 community members in addition to observations were also used to collect primary data. Secondary data was collected by reviewing books, journals, articles and internet-based materials. Community members and traditional leaders were selected using simple random sampling while representatives from government and NGO were purposively selected based on possession of knowledge about land ownership in the area. Content analysis was used to analyse data followed by an ethical evaluation of the study findings.
The study found that there is inequality in land ownership between men and women. Land is mostly owned by the men who also exercise greater control over its use. The existing unequal land ownership patterns were attributed to five main factors which are power imbalances, culture, land allocation practices, suppression of women and allocation of labour. Unequal land ownership impacts negatively on women and on their ability to earn enough to meet their family basic needs. Consequently, it negatively affects their ability to have adequate food and facilitate their children’s access to education.
An ethical evaluation of the findings was guided by rights theory and the ethics of care. As regards rights theory, there was discrimination of women on the basis of gender and marital status. It was observed that such a violation on women’s rights should not be tolerated as Zambia is a State Party to many international commitments that affirm equal rights to land. Using ethics of care, it was observed that land ownership for women is critical to promoting their well-being as care-givers. Compromising women’s land rights not only affects them but also affects children and the aged who are mostly under their care.

Полазећи од сложености и мултидисциплинарности
области коришћења земљишта, предмет истраживања у овој докторској
дисертацији ограничен је на промене начина коришћења земљишта и
власништва над земљиштем са аспекта просторног планирања, а
обухватио је и компоненте земљишне политике које се на ова питања
односе (право држања и коришћења земљишта, земљишна администрација,
прибављање земљишта и др.). Просторно планирање има фундаменталне
утицаје на контролисање земљишта, као легалног инструмента државе
за остваривање јавног интереса. При томе, има задатак да пронађе
баланс између права власника да користи своје земљиште и јавних
интереса, те је, у овом смислу, кључна спона између планирања,
законских оквира и власничких права и интереса на земљишту. У
дисертацији се нарочита пажња даје облицима ограничавања права
власништва над земљиштем који произилазе из интервенције државе у
циљу спровођења јавног интереса. Планирањем се успостављају обавезе
и ограничења на земљишту у погледу начина коришћења, те, по
правилу, подразумева рестрикцију права власништва (нпр. променама
власничких односа, обавезом спровођења заштите, правилима уређења и
сл.) или потпуно изузимање код промене начина коришћења за јавне
намене, што захтева и спровођење кроз евиденције о земљишту

▼ Land ownership in South Africa has long been a
source of conflict. The history of forced removals and a racially
skewed distribution of
land resources have left the new government,
which took over in 1994, with a complex and difficult legacy. The
new government has developed a
land reform programme with three
major elements to address the situation of landlessness, tenure
insecurity and poverty among black people. The three major elements
can be defined as follows: The redistribution
of
land to the disadvantaged and poor for productive and
residential purposes;
Land restitution, which
covers restitution of
land to those who had been forcefully removed
from
land after 1913 as a result of racially discriminatory laws
and practices and Tenure reform to those whose
tenure of
land is legally insecure. The
specific purpose of this study is to review the redistribution of
land in terms of the implementation of the LRAD (
Land
Redistribution for Agricultural Development) Sub-programme, which
was launched in August 2001. In the first few years of the delivery
of LRAD (2001 to 2003), the sub-programme made substantial progress
and the DLA (Department of
Land Affairs) referred to LRAD as the
DLA’s flagship redistribution sub-programme. However, according to
academics (Hall, 2003 and 2004; Jacobs, 2003; Wegeriff, 2004 and
Lahiff, 2003) and the media (Black Business Quarterly, 2006 and
Business Report: Sunday Independent, 2006), the pace of the
implementation of LRAD is also slow and the sustainability of many
land redistribution projects is poor. The purpose of this study is
to review the pace of implementation and the quality of projects
transferred through the LRAD Sub-programme in Gauteng Province.
Three main factors are identified in this study that contribute to
the slow pace of
land redistribution in terms of the LRAD
Sub-programme. These factors are the bureaucratic processes that
government follows to implement LRAD projects, the limited size of
the LRAD grants and the formation of group projects. The mentioned
critiques and the results of this study also show that there are a
variety of factors that have an impact on the
sustainability/quality of projects. These factors are: limited
financing of projects, lack of start-up capital, lack of
agricultural skills, poor design of projects, lack of post-transfer
support, group dynamics, crime, and a disregard for environmental
factors. To obtain the relevant research information for this study
a variety of documents and books regarding
land reform and the LRAD
Sub-programme were reviewed. Additional information was obtained
from the Agricultural Research Council (ARC) and AgriSA with regard
to agriculture in Gauteng. Beneficiaries from a sample of 15 LRAD
projects and three officials from the Gauteng Provincial
Land
Reform Office were also interviewed to get their opinions about the
pace of implementation of redistribution of projects through the
LRAD Sub-programme and also the sustainability of these programmes.

insecurity and poverty among black people. The three major elements
can be defined as follows: The redistribution
of
land to the disadvantaged and poor for productive and
residential purposes;
Land restitution, which
covers restitution of
land to those who had been forcefully removed
from
land after 1913 as a result of racially discriminatory laws
and practices and Tenure reform to those whose
tenure of
land is legally insecure. The
specific purpose of this study is to review the redistribution of
land in terms of the implementation of the LRAD (
Land
Redistribution for Agricultural Development) Sub-programme, which
was launched in August 2001. In the first few years of the delivery
of LRAD (2001 to 2003), the sub-programme made substantial progress
and the DLA (Department of
Land Affairs) referred to LRAD as the
DLA’s flagship redistribution sub-programme. However, according to
academics (Hall, 2003 and 2004; Jacobs, 2003; Wegeriff, 2004 and
Lahiff, 2003) and the media (Black Business Quarterly, 2006 and
Business Report: Sunday Independent, 2006), the pace of the
implementation of LRAD is also slow and the sustainability of many
land redistribution projects is poor. The purpose of this study is
to review the pace of implementation and the quality of projects
transferred through the LRAD Sub-programme in Gauteng Province.
Three main factors are identified in this study that contribute to
the slow pace of
land redistribution in terms of the LRAD
Sub-programme. These factors are the bureaucratic processes that
government follows to implement LRAD projects, the limited size of
the LRAD grants and the formation of group projects. The mentioned
critiques and the results of this study also show that there are a
variety of factors that have an impact on the
sustainability/quality of projects. These factors are: limited
financing of projects, lack of start-up capital, lack of
agricultural skills, poor design of projects, lack of post-transfer
support, group dynamics, crime, and a disregard for environmental
factors. To obtain the relevant research information for this study
a variety of documents and books regarding
land reform and the LRAD
Sub-programme were reviewed. Additional information was obtained
from the Agricultural Research Council (ARC) and AgriSA with regard
to agriculture in Gauteng. Beneficiaries from a sample of 15 LRAD
projects and three officials from the Gauteng Provincial
Land
Reform Office were also interviewed to get their opinions about the
pace of implementation of redistribution of projects through the
LRAD Sub-programme and also the sustainability of these programmes.

▼ There has been progress in terms of legislation of land ownership and women rights on the same subject in Kenya and a number of Non-Governmental Organizations and Civil Society Organizations are in the fore front promoting women land ownership. It is noted that women play an integral part in food production for their families however, land tenure system in the rural areas discriminates against women hence very few women own land. The overall purpose of this study was to establish various interventions that the state and community can adopt to ensure that women gain support in accessing owning and controlling land, an essential factor of production. The objectives of this study were to assess the influence of access to information on women land rights on women land ownership, to examine the influence of land administration patterns on women land ownership, analyse the social economic impacts of women land rights and assess the role of culture in realizing women land rights. The study focused on the factors that promote women land rights by examining the global and national context in the quest to realize women land and property rights. Relevant literature was reviewed to ascertain the state of women land ownership and study gaps were identified. The study employed descriptive survey research design that was both quantitative and qualitative in nature adopting a participatory approach. The target population was 46390. Primary data was obtained using questionnaires, Focus group discussion guides, key informant guides and literature review including observation. Statistical Package for Social Sciences was used to analyze data. 396 respondents participated through random sampling. The data output is presented in form of tables. The research findings show that access to information influences women land ownership, it also came out clear that land administration patterns contribute to realization of women land ownership, it was also found out that socio-economic as well as cultural factors influence women land ownership. Other factors that emerged included the fact that some women did not want to own land feeling that it will break family ties and the fact that women get married therefore they should not inherit land in their fathers‘ homes. It also emanated that regular training on women land rights was necessary since a good number of respondents said they did not know any women land right and even the constitutional provisions were not understood thus simpler versions should be provided. However, the same was attributed to the retrogressive culture still existing in the society. Women empowerment issue also came up as a factor leading to improved society hence allowing them to own land is one of the indicators of empowerment. Право својине на пољопривредном земљишту има
посебно место у систему вредности свих друштвених заједница, а и у
хронологији настајања и развоја својинских односа. Сматра се да су
први облици својине настали управо присвајањем пољопривредног
земљишта. Друштво је тада допустило појединцима да на том добру од
егзистенцијалног значаја успоставе власт која је омогућавала да га
користе и да другима забране да то чине. Власници пољопривредног
земљишта и данас имају ту привлегију, али је она с једне стране
ексклузивнија, а са друге, знатно сужена. Организација за храну и
пољопривреду Уједињених нација је земљиште прогласилa за
необновљиви ресурс од посебног значаја за човечанство. Институције
Европске уније су закључиле да треба омогућити државама чланицама
да уведу ограничења која би спречила његово отимање и друштвено
неприхватљиву концентрацију. Друштвена заједница штити
привилеговани положај власника, али му намеће и одређене дужности.
Право својине се више не сматра апсолутним. Суд правде Европске
уније је констатовао да оно има социјалну функцију и да може бити
ограничено у јавном интересу. За својинске односе на пољопривредном
земљишту важи посебан правни режим, много рестриктивнији од других,
који ће временом бити употпуњен новим ограничењима, условљеним
растућим потребама за храном, растом светске популације, климатским
променама, смањењем обрадивих површина и др. Реч је о променама од
изузетног значаја за читав свет. Међутим, у Србији 50 година није
објављена ни једна свеобухватна научна студија на ту тему, а
празнина постоји и у страној литератури. У овој докторској
дисертацији је право својине на пољопривредном земљишту анализирано
у целости, као специфичан правни институт који се интензивно мења.

истраживања.

▼ This thesis examines Scottish community land ownership through the lenses of power and community. It asks what impact Community Land Initiatives (CLIs) have on power relations, particularly at local level; and, if and how their conception as “community” initiatives affects that. These questions are addressed through in-depth qualitative case studies of two emerging CLIs on the Isle of Skye, in the context of the wider community land movement. The thesis finds that one of the CLIs studied have contributed some measure of additive empowerment to local residents. These are increasing in significance and social reach as the scale of asset ownership and associated development projects expands. The other is at an earlier stage in terms of land ownership, but has some collective power through a focus on the cultural and convivial aspects of community that has considerable local resonance. It is also clear that, where CLIs acquire land and assets, they shift visible power from landowners to community groups. They also are beginning to shift cultural perceptions of who and what land is for. However, despite some efforts by activists to address them, power relations at local level shape participation in CLI decision-making spaces. These are closely connected to experiences and ideas of community at local level. More broadly, the thesis shows how CLIs owe their power both to organising at local level, and to a network of relationships with actors elsewhere, including funding and support agencies. Maintaining and balancing all these relationships can be challenging. As an in-depth but narrowly focussed case study, this thesis aims at exploring these issues, rather than producing definitive judgements about the entire community land movement. The final chapter therefore situates the thesis in the context of other studies of this movement, and within the wider literature on power and development. It concludes with suggestions for further research and testing of the ideas it has developed.

land question in South Africa is a recurrent debate in today’s political and socio-economic atmosphere, so too is the discourse about the rights of women to
land inheritance. While the South African Government is making efforts to ensure that the rights of women to
land inheritance are protected, women still remain marginalized. They continue to be confronted with numerous cultural injustices and other harmful practices that conflict with the Constitution of the country as well as with international treaties and agreements to which South Africa is signatory.
The thesis examined the gendered politics that are involved in
land inheritance amongst the Zulu Speaking widowed women in KwaZulu-Natal. The study focused on the experiences of the Zulu speaking widows who are members of WWOSA which is a non-governmental organisation based in the Northern part of KZN in Richards Bay. Even though the focus is within WWOSA, the study reviewed other relevant and related literature on widowhood rituals and
land disinheritance globally, seeing asit is not uniquely South Africa phenomenon and is quite prevalent in other parts of the African continent. Therefore, to investigate the phenomenon and the politics involved in the
land inheritance by the Zulu speaking widows, the study sort to answer the following questions: What are the traditional practices surrounding
land inheritance for widows in KZN Province? What are the constitutional provisions related to
land inheritance for widows? What is the role of the Department of Rural Development and
Land Reform (DRDLR) in implementing
land reform gender policy? How does the DRDLR partner with other stakeholders in
land access and distribution issues? The study adopted a qualitative research approach to address the aforementioned questions, which included in-depth interviews with WWOSA and sourcing relevant secondary data like documents from DRDLR, newspaper articles, published books and journals to mention a few.

For the land consolidation process in
Lithuania analysis was evaluated the changes of farmland in

▼ The social and economic particularities of family farms have captured researchers’ attention for many years; but rural scholarship still lacks a clear, analytical sense of how and why family farms are organised in the ways that they are. This thesis critically examines the internal logics underpinning the socio-economic organisation of Australian farms. It adopts Johnsen’s (2003) conceptualisation of farm enterprises as three-way coalitions between farm businesses, farm households and the respective property holdings. Changes to the Australian agricultural property regime are used as the lens through which to observe how the organisational logics of farm enterprises are recalibrated in response to environmental policy reforms; specifically, the separation of land and water titles. Despite the obvious economic significance of separating land and water titles, the impacts on farm organisation remain under-researched. Hence, this thesis uniquely brings together scholarship on family farming with that of water reforms. A qualitative research method – farm life history – is used to generate narratives of the development of 40 farms in Victoria, Australia. Twenty-one of these are from an irrigation district where land and water titles have been separated, and nineteen from a dry land region unaffected by the reforms. The interpretive chapters comprise an analysis of the ways in which the ownership configurations of farm businesses, land and water assets embody farmers’ aspirations for building wealth and maintaining autonomy. These aspirations are jointly articulated in the concept of ‘structuring for serendipity’, which elevates the notions of risk, uncertainty and security as critical drivers shaping farm-level responses to contemporary conditions. The thesis concludes that the organisational forms observed within the Australian agricultural sector ultimately represent farmers’ pursuit of a sense of security in a constantly changing and uncertain countryside.

▼ The study has been prompted by the gap that exists regarding gender and
land in Zimbabwean fiction. The study therefore seeks to interrogate the gender and
land ownership discourse in Shona fiction in relation to the current conflict of access to
land by race, class and gender. The study therefore examines the following fictional works; Feso (1956), Dzasukwa-Mwana-Asina-Hembe (1967), Pafunge (1972), Kuridza Ngoma Nedemo (1985), Vavariro (1990) and Sekai Minda Tave Nayo (2005). Of significance is the fact that the selected fictional works traverse the different historical periods that Zimbabwe as a nation has evolved through. Apart from analysing the selected fictional works, the study also collected data through open-ended interviews and questionnaires to triangulate findings from the fictional works. The selected fictional writers present the different experiences of black Zimbabweans through
land loss and the strategies taken by the indigenous people in trying to regain their lost heritage, the
land. The exegesis of the selected fictional works is guided by Afro-centred perspectives of Africana Womanism and Afrocentricity. Findings from most of the selected fictional works reveals the selective exclusion of blacks, both male and female, from accessing
land and other vital resources from the colonial right up to post-independence periods in Zimbabwe. The study observes that Shona traditional culture accorded both genders the requisite space in terms of
land ownership in the pre-colonial period. The study also establishes that colonialism through its numerous legislations stripped black men and women of the fertile
land which they formerly collectively owned. The study also establishes that disillusioned black men and women worked extremely hard to regain their lost
land as reflected in the unsanctioned
land grabs as well as the government sanctioned Fast Track
Land Reform Programme. Recommendations for future research include the expansion of such research to include works of fiction in other languages as well as different genres. Future
land policies stand to benefit from the inclusion of women in decision making since women the world over have been confirmed as workers of the
land. This is likely to deal with the gender divide regarding
land ownership patterns both within and outside Zimbabwe.

▼ Based on primary sources pertaining to the village of Zhaitan, this thesis studied the economic transition of households in a village in the south of Anhui Province as they went through the revolutions, political movements and reforms of the twentieth century. The transition was divided into four periods, corresponding to four of the chapters of this text. The first period was from 1927 to 1949, on which I depicted the household economy in a village that had not yet experienced intervention by the powers of the state; the second period was from 1949 to 1962, during which the Land Reform and the cooperative movement were the most significant revolutions in the rural area. The third period was 1963–1978, when the commune system was adjusted in response to the failure of the Great Leap Forward and was continued stably from then on. The last period was the reform period which ran from late-1978 until 1992. During this period, the collective system was abandoned and state control on the rural economy was gradually loosened. In the course of transition of the household economy in Zhaitan, I focused on the conflict between the growing population and the limited resources of the village. Before the 1949, the solution was to go into businesses outside the village; in the 30 years after 1949, under the framework of the collective system and the control of the state command, the peasants managed to develop labour-intensive production to meet the needs of the growing population; in the reform period after 1978, with the overall withdrawal of state intervention in rural areas, the tension was finally released through the market and the development of industry. The experience of Zhaitan reveals that the change of land ownership did not make a difference to the economic condition of most households if the land area was much less than what was needed. It also shows that the collective system of agriculture, however, could promote agricultural production, and thus brought about positive effects on the condition of each household through centralised management of the labour force and the land. Last, but not least, the overall boost to rural household economy is relient on the development of the industry to complete the transfer of rural workforce from the agriculture.

▼ Prior to Mabo (No. 2) the legal imaginary of terra nullius
enabled the creation of a property system as if the pre-existing
land rights and interests of the Aboriginal peoples simply did
not exist. Ever since the High Court of Australia’s landmark
decision in Mabo v State of Queensland (No. 2) (1992) and the
Australian Parliament’s enactment of the Native Title Act 1993
(Cth) there are two legally recognised and distinct systems of
land ownership, use and tenure operating in Australia: one older
(over 60,000 years), the other much younger (only 230 years).
While Mabo (No. 2) dismissed the convenient legal fiction of
terra nullius as the basis for establishing Australia’s
sovereignty, the decision set the ground rules for the legal
recognition of the pre-existing land rights of the Aboriginal
peoples of Australia, which the High Court termed native title
rights and interests. Every positive determination of native
title is therefore, an affirmation of Aboriginal law and custom
and their sovereignty that was present prior to 1788. But Mabo
(No. 2) gives rise to several ‘troubling disjuncts’,
including the High Court’s ambivalence about fracturing the
‘skeletal principles’ of Australia’s sovereignty and the
outright denial of Indigenous peoples’ sovereignty, the
Crown’s monopoly power to extinguish native title rights and
interests, and their inalienability.
The Aboriginal peoples of Australia continue to assert they never
ceded their sovereignty, their land was stolen from them without
their consent, extinguishment is alien to their law and custom.
As such, the Settler state’s assertion of ownership and
sovereignty over land has no legitimacy under their law and
custom. Aboriginal peoples’ persistent desire is that the two
systems of law and custom relating to land be accorded an equal
and non-discriminatory status. This is not mere historical or
symbolic posturing. They want to use their property rights to
engage in the economy on their terms and at their choosing.
Their position is supported by various international human rights
instruments.
This PhD thesis explores the possibilities of supplanting the
prevailing orthodoxy with a coherent policy and praxis framework
for a mutually respectful coexistence between two culturally
distinct forms of land ownership, use and tenure based on parity,
mutual respect, reciprocity and justice.

▼ Housing assets have long been the most important assets in household portfolios. Therefore, understanding the long-run trends of the key indicators in the housing market is important for understanding household housing tenure choice and asset allocation, evaluating household welfare, and analyzing financial stability. My thesis consists of three chapters accounting for the changes in homeownership rates, cross-city distribution of prices and rents, and aggregate housing prices in the United States for the past several decades.
Chapter 2 focuses on the decline in the homeownership rate among young households since 1980. I find that while some of the college graduates merely postpone home purchases, a considerable fraction of non-college graduates have become long-term renters. I show the diverging ownership decisions between college and non-college graduates is driven by changes in the income distribution, due to an increasing population share of college graduates and unbalanced income growth among young and middle-aged college graduates. My findings suggest that low-income, non-college graduates are facing an affordability problem.
Chapter 3 focuses on cross-city variation in the two shelter costs: prices and rents. Since owning and renting are the most prevalent options to obtain housing services, understanding the joint distribution of prices and rents across cities has important implications on the ownership decisions and life quality in each city. I first document three stylized facts about the distributions of prices and rents across cities in the U.S.: (i) prices are more dispersed compared to rents across cities; (ii) the dispersion of house prices has increased more than the dispersion of rents from 1980 to 2010; (iii) prices and rents are highly correlated in both levels and growth rates. As most owners live in detached houses while most renters live in apartments, this chapter examines the implication of the difference in land use between houses and apartments on these observations. I develop a city-level housing tenure choice model where owner-occupied houses take more land to build compared to rental apartments. I calibrate the model to house prices, rents, and the fraction of households living in houses for each of the largest 181 cities in the U.S. in 1980. Feeding in the model population, income, down payment requirement, and residential land supply in 2010, I show the model can account for 82% of the large increase in house price dispersion and 56% of the increase in rent dispersion from 1980 to 2010.
Chapter 4, which is co-authored with Yifan Gong, investigates the contribution of four demographic-related factors i.e. changing fertility, rising life expectancy, urbanization, and international immigration, on the growth of the aggregate housing price since 1970. sistemos pertvarkymas arba pavertimas kita. Jos tikslas – iš naujo
sukurtoms žemės ūkio ir kitoms ūkinėms struktūroms pritaikyti
atitinkamas teritorines formas, tai yra sudaryti sąlygas ir
teisines garantijas jų sėkmingai veiklai. Reforma vykdoma
valstybės, kaip išimtinio žemės nuosavybės teisės subjekto
iniciatyva, jos nustatyta tvarka. Šio darbo tikslas – apžvelgti
kiek padaryta žemės reformos darbų didžiuosiuose Lietuvos
miestuose. Šie darbai išskirti pagal grupes į: žemės grąžinimą
natūra; perduoti neatlygintinai esamų namų valdų ar kitai
paskirčiai naudojamus žemės sklypus; perduoti neatlygintinai
nuosavybėn naujus žemės sklypus individualiai statybai ar kitai
paskirčiai; atlyginant vertybiniais popieriais, pinigais ir kitais
būdais Išnagrinėjus informaciją apie nuosavybės teisių į žemę,
mišką, vandens telkinius atkūrimą ir žemės reformos darbų vykdymo
eigą Lietuvos miestuose nuo 2006 m. liepos 1 d. iki 2008 m. liepos
1 d., nustatyta, kad Lietuvos kaimo teritorijose iki 2009 m. sausio
1 d. nuosavybės teisės atkurtos į 3,9 mln. ha žemės, arba 97,5 %
prašymuose nurodyto ploto. Tuo tarpu miestuose nuosavybės teisės
atkurtos į 27191 ha žemės, arba 63,9 % prašymuose nurodyto ploto.
Daugiausia nuosavybės teisių į žemę atkurta didžiuosiuose Lietuvos
miestuose: Šiauliuose, Klaipėdoje, Marijampolėje ir Alytuje. Tik
Vilniuje, Kaune ir Panevėžyje šių darbų yra atlikta mažiau. Be to,

Land reform - this is an essential framework
for land use or conversion to another. Its aim - to set up
agricultural and other economic structures to the natural forms, it
is to create conditions and legal guarantees of their success.
Reform of the State, as the exclusive subject of land ownership
rights initiative, its procedures. The article analyses the data of
restoration of property rights to land, forest and water resources,
and the progress of work of the land reform in the cities of
Lithuania from July 1, 2006 to July 1, 2008. The aim of the
research article is to survey to what extent work of the land
reform is done in major cities of Lithuania. It is divided into the
following groups: land returned in kind; free transfer of the
holdings of existing homes or other uses for parcels of land;
transfer of ownership of the new free land plots for individual
construction or for other uses; paying by securities, using stock,
cash or in other way. It was estimated that by January 1, 2009
property rights recalled to 3.9 million ha of land, or 97.5% of the
indicated areas of Lithuanian rural areas in the applications.
Meanwhile, property rights are restored into the land of 27191 ha
in the cities, or 63.9% of the indicated areas in the applications.
Most of the property rights for land are restored in the biggest
Lithuanian cities such as Šiauliai, Klaipėda, Marijampolė and
Alytus. Only in Vilnius, Kaunas and Panevėžys of these works are

▼ Food insecurity remains a global health challenge especially for poor areas in developing countries. One of the ways through which access to food can be boosted for the rural dwellers is through access to land, as agriculture is the leading source of income for agricultural-based economies. Little attention, however, has been given to how land ownership arrangements of rural dwellers can affect their food security in Ghana. The study therefore examined the relationship between land ownership arrangements (owned, rented, or rent-free lands) and food security using household dietary diversity as a measure for the latter. Based on previous studies, dietary diversity was measured by categorizing households on the basis of a composite index score on unique food groups consumed into low and high dietary diversity. Bivariate and multivariate analyses were then used to examine the effects of dietary diversity on land ownership arrangements, as well as other socio-demographic and physical characteristics of households. The data source was the Climate Change, Women in Agriculture and Food Security Dataset by the Regional Institute for Population Studies (2016) which sampled 559 households in in four agro-ecological zones of rural Ghana. Results showed that age, occupation and educational level of the household head, as well as the number of dailymeals of the household were significant predictors of high household dietary diversity. However, the agro-ecological zone, sex, status (marital and migration) of the household head, along with the land ownership arrangements and use of irrigation facilities by the household were not significant predictors of household dietary diversity. The study therefore did not establish any relationship between land ownership arrangements and dietary diversity (the measure of food security). The study recommends that external factors which may influence food security should be extensively studied in rural Ghana in order to improve individual and household dietary diversity.

▼ This study focuses upon elements of continuity and change in the developing landscape of the parish of Baschurch in north Shropshire during the period c.1550-2000. In considering a relatively neglected part of the English rural landscape, the writer examines whether landscape change in this area was unique or mirrored experiences in neighbouring parishes and the county as a whole. Shropshire as a county is understudied in terms of its landscape history and so this research project aims to redress this balance, whilst at the same time contributing to the growth of knowledge regarding rural landscape studies generally. The writer examines the themes of population, farm and fieldscape, land use, settlement and buildings, and transport. Analysis draws upon a wide range of documentary sources including a large collection of probate inventories, existing primary and secondary literature and oral testimonies, alongside an examination of structures and features in the present landscape. Analysis reveals the diverse nature of the landscape of the parish. It exhibits varying patterns of landownership, enclosure, field systems, land use and settlement. Research shows that in some instances experiences mirror those exhibited by neighbouring parishes: for example with regard to the enclosure of open arable lands, the rise of dairy farming and the emergence of settlement in areas of former woodland. Overall, this research demonstrates the importance of landownership during the sixteenth to nineteenth centuries in influencing the extent of landscape change. Landowner involvement affected field systems, farm size, land use, settlements and emerging transport networks. Research shows that single landownership of a township has often led to landscape change, whereas change has occurred more slowly, or has been inhibited, in areas exhibiting multiple landownership. This study reveals that during the twentieth century the role of the dominant landowner as a major influence on the landscape has been superseded by local government planning departments. Although subject to landowner involvement, the importance of transport developments in understanding landscape change is also highlighted. In addition to enhancing our knowledge of the rural landscape of north Shropshire, this research project reveals that through its varying patterns of landownership, field systems and settlements, the parish of Baschurch is a microcosm of the west midlands and borderlands landscape as a whole.

▼ This work analyses the impact of landownership on the physical development and other factors affecting settlements in south-west Cheshire between 1750 and 2000, seeking to demonstrate the hypothesis that landownership was the overriding influence on settlement growth or decline. To assist in this the work also addresses the related problem of how most accurately to analyse landownership in townships. It therefore presents an original methodology using the Herfmdahl-Hirschman Index (HHI) in an historical context to determine the amount of landowner concentration in a township. The use of HHI as a measure of landownership concentration (indicating the extent of large landowner control) is presented as a more accurate, easy to use, quantifiable method of analysis than the traditional distinction between 'open' and 'closed'. Following a demonstration of HHI's superiority over the traditional terms using examples in south-west Cheshire, HHI is used to analyse the effect on settlement development of landownership trends in the area. HHI is then used to analyse the effect of dominant landowners on the main population trends, transport infrastructure, farming, enclosure and twentieth-century planning and legislation in relation to settlement development in the area. HHI supports the main conclusion that decisions made by large landowners and subsequently planners in south-west Cheshire had a continuous and profound effect on settlement patterns and development from the mid-eighteenth century up to the end of the twentieth century. The intervention and influence of the major landowners and twentieth-century planners hindered settlement growth. Landowners had both a direct influence on settlement development through the buying and selling of land and an indirect influence through their role in determining the transport infrastructure and their bequest of a prevailing pattern of land use, which in turn was preserved via modern planning decisions. Following the decline of major landowners during the early twentieth century, planning laws restricted building in agricultural areas with the aim of preserving agricultural land. Analysis of land tax records in conjunction with HHI shows that although landownership consolidation took place, the number of smaller landowners was maintained and even increased in places and such building as took place was focussed on the increasing number of smaller plots. HHI also demonstrates the discernible trend that in south-west Cheshire the settlements that were the larger, more open settlements of the eighteenth and nineteenth centuries were those that increased in size both physically and in terms of population throughout the period while the smaller closed settlements tended to stagnate or decline. ▼ The housing affordability literature has had much to say on the underlying trends and influences on housing affordability over time. However today there remain only a few studies that examine the influence of land-use regulation on housing affordability. Even more uncommon is a focus on the distributional impact of such regulation on housing affordability by race and income, and across space within metropolitan areas. Moreover, the models commonly used in the literature often omit important covariates and are at great risk of significant left-out variable bias. Utilizing a cross-sectional regression design analyzing existing Wharton Residential Land Use Regulation Survey data, land use regulation survey data developed by Pendall, Puentes, and Martin (2006), and 1980-2014 Decennial Census and American Community Survey data, this dissertation charts recent housing affordability trends and illuminates the impact of various kinds of exclusionary land use regulation on housing affordability by housing tenure, race, and income.

▼ Among the several events that have shaped UK’s present , the British colonial empire could be one of the most significant ones. With the North Sea as Britains new passage to the world the British thalassocracy created one of the biggest colonial empires that lasted over three centuries. At its colonial peak, the imperial empire had occupied 24% of the Earth’s
land area with 23% of the world’s population . Trade and exploitation of resources in the new colonies became the understructure of this empire. While UK’s proximity to the North Sea on the global scale facilitated the exchange of food and raw materials on the local scale it encouraged the growth of a complex system of internalised waterways and ports providing a lot of trade opportunities for the mercantile traders. During this time, food trade linked its colonies and the metropolis via complex bilateral and multilateral shipping routes of the North Sea, laying the foundation for the development of some of UK’s biggest cities today - London, Bristol,Manchester, Liverpool etc. Food therefore, was not just an adjunct to the British imperial might but fundamental to it . At the core of the colonial expansion was the concept of
land appropriation that encouraged new forms of landuses . This act of reappropriating
land was happening simultaneously at two scales - the global scale, where
land in the colonies was being utilised to produce food products and raw materials, and on the domestic scale where
land was being reappropriated to introduce new forms of industrial typologies. Within the city privately owned
land was progressively sold or rented out to speculative house builders and merchants to build small scale mills factories , while on the other hand the small scattered strips of agricultural
land in the rural were being enclosed and privatised to introduce large scale manufacturing industries. Over the years this gradual appropriation of rural
land has led to its depopulation and has facilitated the decline of the small farmers, leaving valuable arable
land in the hands of private owners. Today, the decline of the small farms and the progressive privatisation of rural
land has led to a severe lack of occupational and living diversity and has also dispossessed the rural of its means of agricultural sustenance . Large number of privatised rural farms in UK have shifted to commercial or animal based farms forcing the outsourcing of its increasing food demands to its former colonies. Currently 43% of the total food consumed by UK is imported by 2050, with a population of 75 million this number is predicted to go up by another 20%. ▼ ENGLISH ABSTRACT : The right to exclude is portrayed either in a strong-absolute sense or a qualified sense. According to the South African doctrinal notion of ownership, ownership and the right to exclude are exercised and protected insofar as the law permits. The law sometimes grants non-owners access rights to land without the landowner’s prior permission or consent and this places substantial limitations on the right to exclude.
The research problem addressed in this dissertation pivots on the relationship between exclusion and access rights. It provides an overview of the theoretical and doctrinal perspectives on the existence of limitations in the form of access rights, deriving from different sources and for different reasons, and considers possible justifications for the limitations.
This dissertation shows that there is a wide range of limitations originating from different sources, with the result that limitations are to be expected and cannot be seen as exceptions. In this regard, the dissertation considers the justification issue from a constitutional perspective to determine whether it is necessary to justify all limitations on the right to exclude. From this perspective, justification for a limitation is not based on normative grounds, but instead focuses on the authority and reason for the limitation and its effect on the affected owner. The point is that limitations on the right to exclude are normal in a legal and constitutional system within which property functions and of which limitations are part. Case law and examples dealing with the conflict between exclusion and access rights indicate that exclusion of non-owners is not always the preferred outcome and that it is not prioritised abstractly. This suggests that the right to exclude is relative and contextual in nature.

▼ In this thesis, I explore the political possibilities
opened up on Scotlands Isle of Eigg in 1997 when the
then-landlord-owned island was bought out in a community
ownership
scheme that has empowered islanders to step outside of conventional
western property
ownership, and begin to engage with the island as
what Asch calls a relational other. I argue the island is best
understood as a Deleuzian assemblage, an entity greater than the
sum of its parts, that is perceived and related to by the islanders
as an agential companion deserving of love and care. This
perception engenders a rejection of western dominance-based
thinking and generates more productive ways of moving forward, in
the face of irreversible human-generated climate change, for
western humans. The mode of relating to
land on Eigg is reminiscent
of indigenous lifeways and offers hope that more just relationships
to the
land may be possible for us all.

▼ The growing recognition of the importance of forests in the environment led many developed (donor) countries around the globe to provide aid or grants to developing countries for forest development projects. However, the sustainability of these forest development projects often faces uncertainty. A common problem is conflict of interests between the state, private companies and indigenous peoples, particularly in relation to land rights. Traditional aid was oriented towards neoliberal development (commercialization) which depended to a large extent on individual property rights and this can conflict with indigenous people’s customary land ownership and non-commercial use of forests. The Bukidnon forestry project in the Philippines involves, a government owned or controlled corporation assisted by the New Zealand government, establishing a demonstration commercial re-forestation project with commercial production plantation forestry. The Bukidnon Forests Incorporated (BFI) is the corporation established by the Philippines and New Zealand to achieve this goal. However, since its establishment indigenous peoples’ claims to forest land access and ownership has strengthened.
This study has explored the challenges facing Bukidnon Forests Incorporated (BFI) and Ancestral Domain/Ancestral Land (AD/AL) claimants as they endeavour to achieve their respective goals. It has also looked at the concerns, needs and interests of BFI and AD/AL claimants purposely to find mutually beneficial arrangements for both parties once BFI’s current land rights expires in 2016.
The results of the study indicated that successful establishment and development of a man-made forest plantation is possible in once-denuded and marginalized grassland in the Philippines. However, the government style in managing commercial forest plantation is ineffective in terms of attaining its commercial viability; the long-term sustainability of the project is also uncertain primarily because of insecure land ownership and tenure rights. Moreover, the concept of establishing a large scale industrial tree plantation is in conflict with the objectives of AD/AL claimants in terms of how their ancestral land are being developed. However, alternative institutional arrangements may offer mutually beneficial solution for both BFI and AD/AL claimants.

▼ Stormwater runoff is one of the biggest challenges to water pollution control for the reason that this pollution source causes water quality decreases in the U.S. Interest is now growing in green infrastructure which refers to stormwater management system mimicking nature by soaking up and storing water. It involves innovative strategies for addressing the stormwater management problem. Decision-making processes about green infrastructure implementation can be guided by a green infrastructure suitability analysis. ArcGIS tools can provide the necessary planning platform for visualization, modeling, analysis, and collaboration. Analytical hierarchy process provides a strong evidence for the weight of each criterion in decision making process. So this research is aiming at developing an appropriate methodology by adapting analytical hierarchy process for green infrastructure suitability analysis in Gainesville, and creating a visualized green infrastructure suitability map, integrated with ArcGIS technology, to highlight areas most suitable for green infrastructures to facilitate green infrastructure implementation for stormwater management. ▼ Since the widespread European settlement, the Minnesota River Basin has undergone dramatic changes in hydrology. The resulting increases in streamflows and the erosion of near-channel features contribute a large amount of sediment to the downstream rivers. In spite of some hydrologic alterations caused by climate change, researchers like Schottler et al.(2014) indicated that it was the local
land-use effect, such as artificial drainage, that mainly increase the streamflow in most of Minnesota River tributaries. A recent study by Mitchell (2015) showed that the establishment of Water Retention Sites (WRS) had significant effects on reducing peak flows and sediment loading rates in Le Sueur River Watershed, a subbasin of Minnesota River Basin, and therefore could be a feasible and effective strategy for sediment management. However, implementing WRS at all of the identified potential sites is obviously a cost-inefficient proposition. Ninety percent of areas of the Le Sueur River Watershed locate in the Western Corn Belt Plains Ecoregion with 82% under agricultural cultivation, which indicates significant opportunity costs associated with agricultural revenue. In addition, the negotiation with landowners to convert their
land into wetlands can be encumbered and time-consuming. For the purpose of reducing the conflicts between sediment reduction and economic development in the Le Sueur River Watershed, this study focused on the cost-effective implementation of WRS by optimizing both the spatial distributions of WRS and the timing to switch
land-use from agricultural cultivation to WRS, from the perspective of landowners facing uncertainty in agricultural net returns. The methods applied in this study include real options analysis and optimization. To better illustrate the opportunity costs of
land conversion from agricultural cultivation to WRS, we utilized the real options model to examine the critical easement payment that would induce farmers to sign the leasing contract. Then we used the results of real options analysis to modify Hansen et al.(2015) wetland costs model to estimate the variable costs of WRS implementation. Two optimization models applied in the study were benefit-to-cost ratio ranking and spatial optimization. Based on the costs estimations and the sediment reduction coefficients, which are the meta-modelling results from Mitchell's (2015) simplified the hydrological model, we ranked all WRS according to their benefits (sediment reduction) relative to costs ratio for cost-efficient sites selection. In aware of the significance of the transaction costs, we built a spatial optimization model by developing “landowner clusters” for WRS cost-efficient spatial placement. Both of the benefit-to-cost ratio ranking model and the spatial optimization model displayed advantages in achieving economic and environmental objectives, compared with WRS strategies not paying careful attention to the implementation costs.
