Studien behandlar den nya strandskyddslagstiftningens tillämpning gällande landsbygdsutveckling i strandnära lägen som infördes 2009/2010. Lagstiftningen infördes för att stimulera den lokala och regionala utvecklingen genom att skapa arbetstillfällen eller attraktiva bomiljöer i områden med god tillgång till strandområden med låg exploateringsgrad. Enligt en tidigare rapport över kartläggningen av hur strandskyddslagstiftningen tillämpas i Sverige, påvisades skillnader i tillämpningen av strandskyddslagstiftningen både regionalt och lokalt. Syftet med studien är att undersöka hur lagstiftningen tillämpas i Västra Götalands län. Utifrån en jämförelse av Länsstyrelsens och kommunernas argument och beslut undersöktes vad som ansetts förenligt med strandskyddsbestämmelserna i miljöbalken samt vad som ansetts strida mot dem. Syftet med studien är även att undersöka om syftet med lagstiftningen tillgodoses samt om det påvisats några skillnader i tillämpningen. Studien gjordes huvudsakligen med hjälp av en kvalitativ metod men även en kvantitativ metod användes för att göra en sammanställning med olika kategorier av alla LIS-områdena i Västra Götaland. Slutsatsen visar på att både Länsstyrelsen och kommunerna brister i sina motiveringar angående LIS både vad gäller översiktsplan och beslut i senare skede. Slutsatsen visar dessutom på att syftet med LIS inte uppfylls fullt ut i dagens tillämpning i Västra Götalands län. Ett bättre kunskapsunderlag för kommunerna och Länsstyrelsen behöver tas fram för att ge en bättre vägledning om hur de ska tillämpa LIS.

This study is about the new legislation that deals with countryside development in areas that are close to shores (LIS) that introduced in 2009 /2010. The legislation was introduced to stimulate the local and regional development by creating jobs or attractive living environments in areas with good access to beach purview with low development rate. According to earlier reports on the mapping of the shoreline protection laws applicable in Sweden, where there are differences in the application of shore protection legislation both regionally and locally. The purpose of the study is to examine how the law is applied in the county of Västra Götaland. Based on a comparison of the county administrative board and municipalities 's arguments and decisions examined, what was found compatible with shoreline protection provisions of the Environmental Code and what is considered to be against them. The purpose of this study is to investigate if the purpose of the legislation is met and if it detected any discrepancies in the application. The study was done mainly using a qualitative method, but also a quantitative method was used to make a compilation of various categories of all LIS areas in Västra Götaland. Syftet med strandskyddet är att trygga allmänhetens tillgång till stränder samt skydda djur- och växtliv. I Sverige föreligger strandskydd vilket innebär att det krävs dispens för att vidta särskilda åtgärder inom strandnära lägen. Skyddsområdet är i normalfallet 100 meter från strandlinje, men kan utökas till 300 meter av länsstyrelsen. Bestämmelserna för strandskydd ändrades 2009. Härigenom infördes en möjlighet för kommuner att upprätta områden för landsbygdsutveckling i strandnära lägen (LIS). Syftet med LIS är att stimulera den lokala och regionala utvecklingen i områden som har god tillgång till fria strandområden. LIS-områden väljs ut av kommunen och ska anges i, eller som ett tillägg till deras översiktsplan. Områden för LIS måste långsiktigt främja utvecklingen av landsbygden. Dessa områden får endast ha liten eller ingen betydelse för strandskyddets syfte. Inom dessa LIS-områden kan kommunerna bevilja strandskyddsdispens. Kommunens beviljade strandskyddsdispenser skickas till länsstyrelsen som bedömer om kommunen följt bestämmelserna för strandskydd i miljöbalken. Eftersom lagstiftningen är relativt ny, har inte alla kommuner påbörjat eller slutfört arbetet med LIS-områden i eller som ett tillägg till sin översiktsplan. Examensarbetets syfte är att belysa hur planarbetet med LIS-områden i Norrland fungerat, vilka åsikter kommunerna har gällande LIS, samt hur många strandskyddsdispenser som givits inom dessa områden. Med Norrland avser vi Norrbottens, Västerbottens, Jämtlands, Västernorrlands och Gävleborgs län. För att uppnå studiens syfte har en enkätundersökning genomförts. Enkäten skickades till alla de kommuner som färdigställt LIS-områden i Norrland. Totalt har 8 av 46 kommuner i Norrland antagit LIS-områden i eller som ett tillägg till sin översiktsplan. Av dessa 8 kommuner har 6 stycken svarat på genomförd enkät. Studien visar att endast 48 strandskyddsdispenser har beviljats i dessa 6 kommuner. Det finns utifrån enkätens resultat inget samband mellan hur länge kommunerna haft LIS-områden och hur många strandskyddsdispenser som beviljats. Vi kan däremot konstatera att de kommuner som haft mest kontakt med kommuninnevånare är de kommuner som beviljat flest strandskyddsdispenser. Hälften av de kommuner som svarat på enkäten anser att lagstiftningen för LIS är otydlig. Kommuner har haft synpunkter på att det inte är angivet i lag hur många och stora kommunens LIS-områden får vara. Många kommuner i Norrland har en lång strandlinje samt ett lågt bebyggelsetryck. De stora ytorna i Norrland gör det svårt för kommunerna att utse lämpliga LIS-områden där invånarna vill bygga. Vi tror att fler kommuner i Norrland skulle ha antagit LIS-områden om de ansett det var ekonomiskt fördelaktigt. Vi ifrågasätter om kommuner med låg andel bebyggelsepåverkad strandlinje borde ges ytterligare lättnader för beviljande av strandskyddsdispens.

Laboratory information systems (LIS) are an established IT-support system currently used by clinical laboratories. Traditional methods in clinical laboratories are improved through LIS and automation. Such changes generate more efficient and productive clinical laboratories, allowing faster diagnosis. This study evaluates how a LIS can increase efficiency, ensure patient safety, and improve analytical quality in the laboratory processes. A literature review was made as first-step and used to generate deeper knowledge about the origin of LIS and traditional methods within the clinical laboratories. A qualitative, interview-based investigation with eight interviewees primarily from clinical laboratories was used to evaluate LIS. The study showed that an LIS must support laboratory workflow to ensure patient safety and analytical quality management. During the creation of LIS, present and expected national guidelines must be considered. Economically and socially sustainable LIS should be considered in the transition of an updated or new LIS. Further studies should investigate all clinical laboratories and vendors.

Laboratorieinformationssystem (LIS) är etablerade IT-supportsystem inom dagens kliniska laboratorier. Traditionella metoder i de kliniska laboratoriema forbättras idag med LIS och automatisering. Denna förändring skapar mer effektiva och produktiva laboratorier för att ge patienten en snabb diagnos. Syftet med studien var att utvärdera hur LIS kan öka effektiviteten, siikerstiilla patientsiikerheten och forbiittra den analytiska kvaliteten i laboratorieprocessen. En litteraturstudie gjordes som ett första steg och användes for att skapa djupare kunskaper om LIS ursprung och traditionella metoder inom kliniska laboratorierna. En kvalitativ intervjubaserad utredning gjordes med hjälp av åtta informanter huvudsakligen fran kliniska laboratorier för att utvärdera LIS. Studien visade att LIS ska stödja laboratoriernas arbetsflöde for att säkerstiäla patientsiikerhet och analytisk kvalitetshantering. Under skapandet av LIS maste nuvarande och forviintade nationella riktlinjer overviigas. For ett hallbart LIS bor ekonomisk och social hallbarhet overviigas i overgangen till ett uppdaterad eller nytt LIS. Ytterligare studier bor undersoka alla kliniska laboratorier och leverantorer.

Denna uppsats undersöker hur olika aktörer inom politik och juridik ser på landsbygdsutveckling i strandnära lägen, så kallade LIS-områden, som syftar till att bidra till landsbygdskommuners ekonomiska och demografiska utveckling i strandnära områden. Det empiriska materialet består uteslutande av domstolsreferat från Mark- och miljööverdomstolen samt riksdagsdebattprotokoll mellan åren 2012–2019 som analyserats kvalitativt. Sammanfattningsvis verkar naturvärden spela en liten roll vid juridiska överväganden om strandskyddsdispenser i strandnära lägen. Däremot används naturen och landskapet som argument för politiska ståndpunkter för eller emot ett förändrat strandskydd. En annan slutsats som kan dras från analysen är att länsstyrelserna i många fall hamnar i kläm mellan juridik och politik när man överprövar strandskyddsdispenser i landsbygdskommuner. Slutligen förefaller den allmänna politiska viljeriktningen i riksdagen idag gå mot att kommunerna delegeras mer makt till självbestämmande kring byggande i strandnära lägen och att strandskyddet kommer att bli alltmer selektivt i framtiden.

This essay explores how various actors within politics and law look upon rural development at waterfront locations, the so-called LIS-areas, which aims at contributing to the rural municipalities’ financial and demographic development in riparian areas. The empirical material is exclusively based on court reports from the Land and Environment High Court in Sweden and debate records from the Swedish Parliament between 2012-2019 which have been analysed qualitatively. In summary, nature seems to play a small role in court decisions about exemptions from the riparian law. However, nature and scenic landscapes are being used as political arguments for or against exemptions from the riparian law. Another conclusion from the analysis is that the Swedish County Boards are pushed into a tight corner between law and politics when they retry exemptions from the riparian law in rural municipalities. Finally, there is a common political direction of will, in the Swedish Parliament today, towards delegating more power to the municipalities for deciding on building in riparian areas and that beach protection will become more selective in the future.

▼ The present thesis attempts to describe the Knowledge Management (KM) field in terms of its relevance to the Library & Information Science (LIS) professions. The methodology employed was a combination of qualitative and quantitative approaches including administration of a web-based survey and the conduct of in-depth interviews targeted at LIS professionals. The results emerging from the research revealed very positive feedback from the LIS community in regard to attitudes towards KM. Not only did LIS professionals consider KM to be a viable option but also, they saw positive implications for both individuals and the professions as a whole in terms of opportunities for new career options in KM. Their view of KM was broader than what would be encompassed by either librarianship or information management. This was clear from the breadth of their perspectives, which extended to the consideration of such aspects as intangibles and human capital. LIS professionals regard their skills as being relevant to the practice of KM. Although they believed that KM was essentially a management phenomenon, they also believed that it was a field in which LIS professionals should seek to extend their involvement. Evidence of such involvement reveals that LIS professionals in general, have been largely engaged in the information management side of KM. Although LIS professionals were making a contribution to the general level of KM, their involvement in more senior positions tended to be a matter of exception rather than of rule. Only 3.5 per cent of all respondents to the questionnaire were operating as leaders of KM. Interviewing knowledge managers from a LIS background revealed that a number of personal attributes may have been significant to the success of this transition. These included a facility in human networking, and an appreciation of the value of lifelong learning, along with ambition and a willingness to take risks. The possession of a non-LIS qualification along with their LIS qualification was also characteristic of people holding senior roles in KM. Although the LIS professionals agreed that libraries could make a strong case to be the launching point for KM initiatives, they did not support the argument that libraries should be the leaders of KM in their organizations. To some extent this has been a matter of competence, and also of the traditionally unflattering image of libraries. This has in some cases led to name changes and the reorganization of functions. Among the implications of these results for LIS professionals would be the need to extend their focus from one based on information objects to one based on people aspects, to adopt a holistic view of their organizations, and to increase their levels of business knowledge. The contribution of LIS professionals to KM potentially can be enhanced through developments in education for LIS. The shift from print to digital information has a high impact on all components of the academic library system in India especially the users, services and the staff. Though information is considered as an important resource, the use of ICT tools to collect and disseminate information has been in a slow pace in majority of the University libraries This may be due to various factors like insufficient funds, inadequate staff trained in handling computers and software packages, administrative concerns etc. In Kerala, automation has been initiated in almost all University libraries using library automation software and is under different stages of completion. There are not much studies conducted about the effects of information communication technologies on the professional activities of library professionals in the universities in Kerala. It is important to evaluate whether progress in ICT has had any impact on the library profession in these highest educational institutions. The aim of the study is to assess whether the developments in information communication technologies have any influence on the library professionals’ professional development, and the need for further education and training in the profession and evaluate their skills in handling developments in ICT. The total population of the study is 252 including the permanently employed professional library staff in central libraries and departmental libraries in the main campuses of the universities under study. This is almost a census study of the defined population of users. The questionnaire method was adopted for collection of data for this study, supplemented by interviews of Librarians to gather additional information. Library Professionals have a positive approach towards ICT applications and services in Libraries, but majority do not have the opportunities to develop their skills and competencies in their work environment. To develop competitive personnel in a technologically advanced world, high priority must be given to develop competence in ICT applications, library management and soft skills in library professionals, by the University administrators and Library associations. Library science schools and teaching departments across the country have to take significant steps to revise library science curriculum, and incorporate significant changes to achieve the demands and challenges of library science profession.

▼ It is estimated that about 60-75 million lightning occur annually, killing an average of 132 people every year in Brazil. The Northeast region of Brazil (NEB) accounts for 18% of the total deaths in the national territory. Considering the population of all Brazilian regions, the state of Piauí presented the highest mortality rate (1.8 deaths per million); which is higher than the country’s total rate (0.8) and the NEB rate (0.5). Studies have shown that lightning formation is associated with the collision between ice particles (crystal and graupel) in the presence of supercooled water droplets in regions with strong updrafts. Therefore, the objective of this study is to evaluate lightning spatial and temporal distribution in NEB, as well as to investigate the relationship between lightning and cloud microphysics, during the period from 1998 to 2013. Data from two orbital plataforms were used: i) Lightning Imaging Sensor (LIS), TRMM Microwave Imager (TMI) and Precipitation Radar (PR) from the Tropical Rainfall Measuring Mission (TRMM) satellite to provide information on the occurrence of total lightning (intracloud and cloud-to-ground) and vertical content of the atmosphere (hydrometeors, precipitation rate, rain type); ii) Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER), on board of Terra platform provide the ground elevation data, to verify the influence of topography on lightning rates. The analysis was performed monthly, seasonaly and general spatial distribution . The general spatial distribution was based on Cluster Analysis and aided the identification of the greatest points of lightning occurrence (hotspots). Finally, the lightning was analyzed according to the quantiles technique, finding the characterization according to the microphysical characteristics of clouds. In the NEB territory, it was registered great spatial and temporal variability in the lightning rates, with mean varying from 0 to 44.5 flashs.km-2 .year-1 . All the hotspots are located in Piauí, Maranhão states and west region of Bahia. The topography of NEB seems to act as a facilitator of the convective process, by the increases of intense updrafts formation, an essential factor for the generation of electric charges inside the thunderclouds. The cluster analysis together with the investigation of the characteristics of each of the hostspots allowed to infer that the Intertropical Convergence Zone (ITCZ) and Mesoscale Convective Systems (MCS) are the systems most associated with lightning in NEB territory, being the lightning hotspots characterized as occurrence sites of these systems. ▼ Under 2009 och 2010 infördes nya bestämmelser gällande strandskyddet i Sverige vilka delvis syftade till att främja utvecklingen av landsbygden genom att tillåta vissa lättnader i strandskyddet. Det är genom denna lagändring som kommunerna numera har möjlighet att i sin översiktsplan eller genom tematiska tillägg peka ut områden för landsbygdsutveckling i strandnära lägen (LIS). För delar av landet gäller vissa begränsningar där kommunen bör vara mer restriktiv vid utpekande av LIS än i landet i övrigt. Detta gäller bland annat kring Vänern, Vättern, Mälaren och Siljanområdet i områden där det finns en stor efterfrågan på mark, alltså ett bebyggelsetryck. Det råder emellertid stor osäkerhet kring vad som egentligen avses med högt bebyggelsetryck. Detaljerad kunskap om det faktiska exploateringstrycket eller exploateringsintresset inom nuvarande strandskyddszon saknas på lokal nivå, vilket gör tillämpningen och bedömningen problematisk. Det huvudsakliga syftet med detta arbete är att undersöka hur bebyggelsetrycket hanteras och bedöms i samband med den kommunala planeringen av LIS. Syftet är även att belysa den problematik som kan uppstå då begreppet används i gällande strandskyddslagstiftning och hur bedömningen eventuellt skulle kunna underlättas. I arbetet studeras Mora kommun och Karlstad kommun mer ingående med avseende på hur de hanterat och bedömt bebyggelsetrycket i samband med den kommunala LIS-planeringen. Båda de studerade kommunerna ligger intill någon av de större insjöarna i Sverige och berörs därmed av restriktionen för LIS i det fall ett bebyggelsetryck råder. De frågeställningar som arbetet ämnar ge svar på är: • Hur hanteras och bedöms bebyggelsetrycket i samband med LIS-planeringen? • Behöver bedömningen av bebyggelsetrycket underlättas och i så fall hur? • Hur påverkas strandskyddets syften av svårigheten att bedöma bebyggelsetrycket och kommunernas hantering av begreppet? Resultatet visar att bebyggelsetrycket både bedömts och hanterats i samband med planeringen av LIS, men att det inte varit den mest styrande parametern för lokalisering. Istället har frågor om hållbarhet, så som förtätning och kollektivtrafikförsörjning, till stor del varit de viktigaste styrparametrarna för hantering av bebyggelsetrycket och för lokalisering av LIS. Sammantaget visar även resultatet att det föreligger ett behov av att underlätta bedömningen av och förtydliga syftet med det i lagstiftningen angivna begreppet bebyggelsetryck. Snarare än att från ett statligt håll försöka definiera begreppet, är slutsatsen som dras i detta arbete att det framförallt krävs en bättre lokal kunskap om bebyggelsetrycket inom nuvarande strandskyddszon samt om friluftslivets utnyttjande inom strandskyddade områden. Detta skulle kunna bidra till att intresseavvägningar underlättas och att eventuella konflikter lättare kan förutses. Om det egentliga bebyggelsetrycket är svårt att bedöma eller förutse, vilket resultatet av detta arbete pekar på, blir det också svårt att avgöra…

▼ I Sverige ser vi våra stränder som en resurs. Det är en resurs för verksamheter kopplat till vattnet, men det är även platser där människan kan komma för rekreationssyften och aktiviteter. Det var under 1900-talet som detta uppmärksammades genom politiken. Medborgare flyttade in till de större tätorterna, arbetade hårt i fabrikerna och behövde därmed platser för återhämtning. För att säkerställa att stränderna bevarades infördes strandskyddet i lagtexten, vilket hindrade all byggnation från strandlinjen 100 meter in mot land samt 100 meter ut i vattnet. Flyttströmmarna in mot de större tätorterna fortsatte och detta på bekostnad av landsbygden. Det började ske en avbefolkningen av landsbygden vilket väckte en oro hos politiken. En stagnation av landsbygden var inget de önskade. Som reaktion på detta infördes bland annat år 2010 möjligheten för kommuner runt om i landet att i samband med översiktsplanen peka ut områden för landsbygdsutveckling i strandnära läge (LIS). Inom dessa områden anser kommunen att en exploatering av bostäder eller andra verksamheter kopplat till vattnet skulle kunna bidra till en utveckling av landsbygden. Syftet med denna uppsats är att undersöka effekterna av LIS-verktyget, vilket har styrt till ett tvådelat syfte. Dels att undersöka kommunala tjänstemäns samt politikers inställning till och tillämpning av planeringsverktyget LIS. Dels att fånga medborgares drivkraft till att bosätta sig inom ett utpekat LIS-område. För att ge svar på syftet har en fallstudie gjorts på Nässjö kommun. Som metod har det genomförts intervjuer med en politiker och en tjänsteman på en samhällsplanerarnivå samt tre hushåll på en medborgarnivå. För att strukturera upp analysen har två teman identifierats genom "grounded theory". Temana kopplar an till uppsatsens syfte och frågeställningar. Sammantaget finns en positiv inställning till LIS-verktyget på samtliga nivåer. Drivkraften till att bosätta sig inom ett LIS-område kan härledas till olika push- och pull-faktorer. Dock återfinns i analysen och slutsatserna att samtliga hushåll innan flytten har haft sociala kopplingar till ett strandnära läge.
