▼ This study analyzes the existence and political history of Kumpulan Militan Malaysia (Malaysia Militant Group-KMM); the most spectacular Muslim militant group to recently emerge from Malaysia. Using an interpretive framework derived from typology of radicalism, this study exposes the roots of the group and its transformation into a militant movement. Based on extensive fieldwork, numerous interviews and in-depth research of related documents, this study demonstrates that the existence of KMM cannot be dissociated from Afghanistan’s global Jihadist campaign. This study analyzes the activities of KMM in the context of radical Islam in the South East Asia region and its wider connection, particularly with the Jemaah Islamiyah (JI). Findings from fieldwork research conducted with active and ex-members of KMM and JI are presented to find the answer to the question pertaining the involvement of these two groups in terrorism activities in Southeast Asia. Southeast Asian contemporary social and political scenarios have been build-up from a long history of rebellious freedom fighters against colonial super-powers. In addition to nationalism, Islamization has also played a significant role in establishing freedom movements in the 1940s and 1950s. Systematic pressure under colonial powers and harsh policies implemented by ultra nationalists to these groups resulted in a series of rebellions and defiance such as what happened in Indonesia, Southern Thailand and the Southern Philippines. Historical facts led to radicalism in these countries, which are important for gaining a better knowledge about Muslim radicalism in Southeast Asia also presented in this thesis. The ‘typology of radicalism’ - the transformation from ‘nominal believers’ to activists, extremists, radicals and terrorists is explained in this research. Understanding Islam and their willingness to perform Jihad as was carried out in Afghanistan has had a significant impact on today’s militants. Finally, this research suggests the best methods for overcoming radicalism and diffusing KMM and JI’s threat in Southeast Asia. Advisors/Committee Members: Veitch, James, Hawk, Gary.

▼ The rise of the 21st Century Islamic extremist movement, which was mobilised by the al-Qaeda attacks of and responses to September 11, 2001, heralds a new period in the history of terrorism. The increased frequency and intensity of this type of terrorism affects every nation in the world, not least Australia. Rising to meet the challenges posed by terrorism is the field of terrorism studies, the field which aims at understanding, explaining, and countering terrorism. Despite the importance of the field, it has been beleaguered with criticisms since its inception as a response to the rise of international terrorism. These criticisms specifically aim at the field's lack of objectivity, abstraction, levels of research, and levels of analysis. These criticisms were the impetus behind the adoption of the methodology of this thesis, which offers the distinct ability to understand, explain, and forecast the way in which terrorists interact within covert cells. Through social network analysis, this thesis examines four terrorist cells that have operated in or against Australia. These cells are from the groups Hrvatsko Revolucionarno Bratstvo (Croatian Revolutionary Brotherhood), Aum Shinrikyo (Supreme Truth), Lashkar-e-Taiba (Army of the Pure), and Jemaah Islamiyah (Islamic Community) and operated between 1963 and 2003. Essentially, this methodology attempts to discover, map, and analyse the interaction within the cells during the covert stage of their respective operations. Following this, the results are analysed through the traditional social network analysis frameworks to discover the internal dynamics of the cell and identify the critical nodes (leaders) within the cells. Destabilisation techniques are subsequently employed, targeting these critical nodes to establish the most effective disruption techniques from a counter-terrorism point of view. The major findings of this thesis are: (1) that cells with a focus on efficiency rather than covertness were more successful in completing their objectives (contrary to popular belief); and (2) betweenness centrality (control over the flow of communication) is a critical factor in identifying leaders within terrorist cells. The analysis also offered significant insight into how a Jemaah Islamiyah cell might operate effectively in Australia, as well as the importance of local contacts to terrorist operations and the significance of international counter-terrorism cooperation and coordination.

▼ Why do states meet some terrorist threats through a collective effort, whereas at other times they respond separately, selecting from a variety of strategies? This dissertation advances an English School explanation arguing that the nature of the threat – systemic or non-systemic – posed by the terrorist entity accounts for the manner states respond: when a terrorist entity poses a threat only to the sovereignty and interests of specific states, countries will choose their policies from a range of available strategies. Interstate cooperation will be only one such option and, if taken, it is expected to be limited. However, when the terrorist challenge represents a threat to the existence of the state system, the members of the international society, under the leadership of its strongest powers, are expected to engage in a collective response at a level atypical of "normal politics." I test this theory using case studies, the prominent of which concerns the response to the al Qaeda-led jihadi movement. The jihadis' ideology, their attitude toward the fundamental principles and institutions of the international society, and approach to the use of weapons of mass destruction, render the global jihadi movement a threat to the international society. The nature of this threat became evident subsequent to 9/11 and led the international society, under the leadership of the American hegemony, to collectively rise to defend the state-based system. This collective action confirms and seeks to strengthen the primacy of the state in world politics. It relies on the principles of state sovereignty, states' mutual obligations, building state capacity and interstate cooperation, to fend off the jihadi threat while reinvigorating the international society. The operation of these four principles can be observed in the anti-terrorism financing regime, and the regime to deny non-state actors access to weapons of mass destruction. Together they are contributing to the creation of a worldwide infrastructure to combat the terrorist threat. This study also raises questions about state and religious logics as competing organizing principles for international relations, the role of hegemony in providing collective goods and U.S. foreign policies.
