▼ This thesis argues that the English School (ES) has a unique contribution to make to the notoriously problematic theorization of the international and transnational politics of Southeast Asia (SEA). It examines four key political areas – the nature of interstate relations; the community-building plans of the Association of Southeast Asian Nations (ASEAN); the involvement of regional civil society in ASEAN processes; and the influence of a range of transnational non-state actors on regional dynamics – and contends that a pluralist ES perspective can tackle some of the discursive problems these issues raise, while also suggesting a different way of seeing and talking about SEA.
No claim is made that the ES offers a total or exclusive answer to the problems of interpreting SEA’s politics, or that it cannot benefit from further input from regional data or other bodies of theory. Indeed, the thesis invokes the need for an ongoing region-theory dialogue. But while the ES’s input is not sufficient, it is certainly an important – and thus far underexploited – part of any regional interpretation, and no picture of SEA is complete without the perspective it brings.
In some areas, ES-derived narratives already offer valuable alternative framings. They can bridge the gap between power-related and community-related interpretations of SEA’s international politics, and provide a wholly different perspective on relations between ASEAN and regional civil society, by demonstrating that these actors are involved in an incipient process of institutionalization. In other areas, ES narratives stand to gain considerably from continued observation of the region. They speak to the dilemmas inherent in moves to build an “ASEAN Community”, but as yet understand a liberal route to solidarism better than the mixed route ASEAN is taking, and while they contextualize and reimagine the dynamics linking a wide range of state and non-state actors in SEA, they can go only a certain distance down this road.
Overall, however, the ES projects a different picture of the region. Its holism, combined with its ability to recognize, defend and validate conceptual “in between” spaces, allow it to capture and synthesize aspects of SEA’s international and transnational politics that are grasped only incompletely by other theoretical approaches, enabling a more nuanced, integrated – and sometimes more positive – interpretation of the region’s dynamics.

▼ I investigate the extent to which sociological theories of global integration helpexplain variation in countries’ carbon intensity of well-begin (CIWB) over time. TheCIWB approach provides a way to simultaneously measure a country’s sustainability interms of both environmental and human well-being. This is a burgeoning area of inquirywith much focus on the role of economic development; yet, looking at the effects of otheraspects of global integration is relatively unexplored for the CIWB. I evaluatecomplementary theoretical propositions drawn from neoinstitutional world society /world polity theory and from the political economic theory of ecologically unequalexchange. I utilize statistically rigorous longitudinal modeling techniques to analyze datafrom 81 countries for the period from 1990 to 2011. I also look at subsets of more andless developed countries and compare production and consumption based measures of theCIWB when applicable. With this project I address core sociological issues of inequality, human well-being, and development, I explore areas of inquiry in environmentalsociology related to sustainability and the production of carbon dioxide emissions, and Itest theoretically derived hypotheses from comparative international sociology. I findworld society / world polity integration is only associated with a reduction in the CIWBin more developed nations, and only when using the production measure for CO2emissions. In less developed countries this form of integration is associated with anincreasing CIWB. I find that while the main effect of economic integration is to reduceivthe CIWB of nations over time, this relationship is becoming less negative with time, especially for less developed countries, even becoming positive in the later years of theanalysis indicating economic integration is beginning to increase the CIWB in some lessdeveloped countries. In terms of ecologically unequal relations of exchange I findevidence to support this theoretical perspective, especially at certain points in time, forless developed countries as the theory suggests. This research aims to contribute to abetter understanding of the complexities of global sustainability in an unequal globalsystem.

THE STRUCTURAL PRE-CONDITIONS FOR THE EMERGENCE OF ASEAN PUBLIC SPHERES.

▼ This study centers on the following question: do the political, civil
society organizations, and media infrastructure conditions exist for the emergence of ASEAN public spheres? Based on the reconstructed theory of Habermas’ and Angela Crack’s public sphere, I have employed the following definition of ASEAN public sphere: a transnational site of deliberation in which civil
society organizations reach an understanding about issues of common concern in ASEAN according to the norms of publicity. I have identified some patterns from three distinct structures that may converge to explore the emergence of ASEAN public spheres. Firstly, the prime site of the Southeast Asian regional governance consisting of the ASEAN Summit, ASEAN Community Councils, and ASEAN Secretariat – referred as “triple power helix” – has, to a certain extent, become open to the people’s input. Secondly, the emerging “ASEAN Community” project that is coupled with the rise of trans-boundary concerns has also paved the way for the consolidation of transnational civil
society and discursive publics in ASEAN. As a reservoir for the grassroot opinion- and will-formation, the civil
society in ASEAN – particularly the annual ASEAN People’s Forum event – has been recognized as indispensable in terms of its norms of publicity and political efficacy. Thirdly, the cross borders communicative infrastructure – mainly Internet-driven – conversely has proven to be a significant supplement to the mainstream media in the Southeast Asia in two ways. The first is that they provide ample opportunity for the grassroot formation as well as the mobilization of free and critical public opinion towards ASEAN across the region. Secondly, they challenge the “manipulative” and “manufactured consent” that tends to be propagated by the mainstream pro-political authority and pro-market media. Despite the prevailing supremacy of ASEAN’s political elites, as well as the interstate ICT cleavages in the region, I argue that a relatively conducive milieu has developed in which ASEAN public spheres can indeed emerge.

▼ This dissertation offers a single case in-depth analysis of factors precluding civil
society from democratizing African polities. Synthesizing existing literature on Rwanda, I first undertake an historical search to trace the origins and qualities of civil
society in the colonial era. This effort shows, however, that the central authority—commencing before the inception of the Republic in 1962—consistently organized civil
society to buttress its activities, not to challenge them. Next, using ethnographic research, I challenge conventional economic and institutional accounts of civil society’s role in democratization. I show that institutional change and the economic clout of organized groups are marginal and transient in effect, and hence possess considerable limitations to democratize state and non-state-groups relations. I argue that the Genocide and its historical materials, social and economic precariousness, and neo-patrimonial power configurations have erected a prevailing political culture that still conditions how Rwanda’s state-
society relations are imagined, realized, and challenged. Conversely, just as that political culture has lengthened the reach of the state into
society, limiting the potential autonomy of civil
society, it has also been the basis for rebuilding the
society, restoring the state’s authority, and enacting major state-building oriented reforms. Consequently, for CSOs to induce a liberal democratic order in domestic politics, subsequent activism will require long-term strategic and organic investment of actors into the dispersed, parochial strands of democracy first, not into ongoing confrontational, yet fruitless, political warfare that hinders social capital formation and that civil
society is not yet equipped to win.

▼ This thesis examines the prolific increase of non-government organisations (NGOs) and their involvement in
international law-making. NGO is an amorphous term incorporating various entities established by private initiative as opposed to state or state-like bodies. The thesis begins by examining the emergence of such private groups from the late 18th century within
international law-making forums, an area traditionally restricted to sovereign states alone. The advent of globalisation fostered the ability of private citizens to confront mutual concerns with state governance across transnational networks. Proposals during the first half of the 20th century to legitimise this NGO activity by endowing NGOs with
international legal personality proved unsuccessful, though the ability to recognise national legal personality across states has come to be protected by some binding and non-binding
international legal instruments. Presently, with the sole exception of the
International Committee of the Red Cross, NGOs do not have
international legal personality and are unlikely to gain it in the near future.
Nonetheless, NGOs increasingly interact with states, inter-governmental organisations (IGOs) and judicial bodies. The thesis seeks to establish the role NGOs fulfil by considering selected examples post-World War II where NGOs have successfully engaged in state-based deliberations. The institutional mechanisms of several IGOs, regional organisations, and
international judicial bodies are also examined, along with the practice of several national courts dealing with matters of
international law. These show that, for the most part, IGOs and judicial bodies frequently provide for consultation with NGOs. However, this is ultimately discretionary and in practice the likelihood of a NGO being able to formally participate within such institutions varies greatly. States retain control and exclude NGOs that may be overly partisan or confrontational.
From the institutions examined several themes emerge. NGOs are increasingly permitted to participate at the
international level where the NGO is impartial, transparent and provides expertise, concern, or representation of otherwise ignored interests specifically related to matters being dealt with by the relevant
international institution. While there is no guaranteed right to participate, the value of transparency and accountability NGOs bring to
international law-making means they play an important role at the
international level, which may expand in the future.

▼ While internationalization in higher education is
widely documented, little research has been conducted on how
internationalization efforts at the 28 Jesuit colleges and
universities in the United States have been operated. Through three
exploratory case studies at Boston College, Saint Louis University,
and the University of San Francisco, administrators, faculty
members, and students were interviewed to address questions of
rationales, strategies, outcomes with respect to
internationalization, in relation to the Jesuit mission.
Information from institutional websites and Jesuit documents served
to round out the analysis of global engagement at Jesuit higher
education institutions in the United States. Informed by the
literature, the study draws on data collected from the 24
semi-structured interviews including individual and focus groups of
international and study-abroad students. The study employs the
conceptual framework of three pillars of internationalization at
home, abroad, and through partnerships, provided by De Wit, Howard,
Egron-Polak, & Hunter (2015). The findings show the growth of
Jesuit institutions in the United States in the number of their
internationals students, more concentration on global curricula,
more opportunities for study abroad, and promotion of
international
partnerships. However, the study illustrates that Jesuit colleges
and universities in the United States are still more regional or
national institutions and are involved in internationalization at a
preliminary stage of the process with ad hoc and fragmented
strategic plans. The thesis ends with recommendations for more
global collaboration and frequent assessment among Jesuit entities
in order to sustain their operation and continually pursue the
international mission of their Jesuit tradition, for a more
balanced approach between the business/reputation model and the
mission model, for more faculty and
international students support,
and for more attention to
international alumni.

▼ To explore the complexities of refugee labor market integration in Sweden, the research performed a multi-level analysis of refugee labor market integration: from the perspective of civil
society (meso-level) and from that of the refugee (micro-level). Sweden was ideal for this task because historically, it has been Europe’s most generous welfare state and during the height of the crisis, received the highest number of refugees of any European Member State (163,000 or 1,600 per 100,000 people).
The research was guided by two primary research questions: First, how have the roles of the state and civil
society adjusted over time in relation to the process of integrating refugees, especially since the founding of the first integration policy in 1975? Second, how are resources actually provided by each element of
society, and accessed by the refugees themselves? Analytically, the research first performed a historical institutional breakdown, separating Sweden’s integration policy by sociopolitical and economically significant junctures: 1970-1990, 1990-2010, and 2010-present day. Subsequently, seventy first-person, semi-structured interviews were conducted with political-elites, civil
society representatives, and refugees from different sending countries, who arrived no earlier than 2000. The findings suggest that while civil
society is becoming more systematic in its operations, its utility remains under-utilized. Next, meeting human capital requirements (e.g., country specific and post-secondary education and training) does not guarantee employment. Instead, given the alteration of its labor market, it seems social capital may play a more significant role in determining employment outcomes for refugees. In other words, it seems difficulties in accessing employment for refugees are more attached to institutional constraints than they are human capital itself. Finally, given the visible segregation and low refugee labor market participation, the research supports the assumption that a highly accessible and comprehensive welfare state may not be the most efficient socioeconomic orientation for integrating refugees.

▼ The purpose of this research is to identify and analyze the effects of the 2009 post-election state crackdown on the Iranian Women’s Movement. Varying narratives of how the crackdown affected women’s activism necessitate a better understanding as to how this social movement negotiates periods of repression. An examination of accounts and actions by women in Iran reveal this Movement to be fluid, adaptable, and resilient, utilizing different structures, strategies and tactics depending on the current political environment. This study demonstrates the ability of Iranian women to develop creative solutions for public engagement in repressive moments, including through everyday acts of resistance and by practicing cultural activism. Women in Iran work to transform culture in order to impel the state to make changes to discriminatory laws. Prevailing social movement theories help to explain some characteristics of the Iranian Women’s Movement, but a more complex model is required to account for dynamic gendered social movements in non-Western, authoritarian contexts. This study reveals some of the theoretical gaps for explaining the way gender based movements navigate public space for activism under authoritarian regimes.

▼ Over the past decade,
international nongovernmental organizations (INGOs) have become increasingly active in authoritarian regimes as they respond to emergencies, assist with development, or advocate for human rights. Though these services and advocacy can challenge the legitimacy and power of the regime, many autocratic states permit INGO activities, and INGOs continue to work in these countries despite heavy restrictions on their activities. In this dissertation, I theorize that the relationship between INGOs and autocrats creates a state of amicable contempt, where each party is aware that the other both threatens and supports their existence. After outlining the theory, I explore the factors that determine when autocracies will constrict the legal environment for INGOs through de jure anti-NGO laws and the discretionary implementation of those laws. I combine a set of statistical models run on a cross-sectional dataset of 100 autocracies between 1991–2014 with case studies of Egypt, Russia, and China to test the effect of internal risk, external threats, and reputational concerns on the de facto civil
society regulatory environment. I find that autocracies constrict civil
society regulations in response to domestic instability and as regimes become more stable and cohesive. I also find that autocracies constrict civil
society regulations in response to external threats to the regime, including the pressures of globalization. I find no evidence of an effect from reputational concerns. I then use results from a global survey of 641 INGOs to test the determinants of
international NGO behavior. I find that the conflict between principles and instrumental concerns shapes INGO behavior and influences its relationship to its host government. Finally, I combine the survey results with case studies of four INGOs—Article 19, AMERA
International, Index on Censorship, and the
International Republican Institute—to analyze how INGOs respond to two forms of government regulation. When facing gatekeeping restrictions designed limit access to the country, I find that INGOs rely on their programmatic flexibility to creatively work around those restrictions. When facing restrictions aimed at capturing INGO programs, organizations rely on their programmatic flexibility to protect against changes to their core principles and mission.

▼ Since the end of the Cold War, the development of Japan’s foreign policy has shown a great level of relevance to regional and
international security affairs. Regional instability and conflict in regions such as Asia, Eastern Europe and Africa, the onset of the global war on terror from 2001 onwards, and the recent rise of China in economic and security terms, have all continued to attract scholars and practitioners at home and abroad in analysing and understanding Japan’s foreign policy stance regarding these issues. More fundamentally, although it is not a new phenomenon, portrayals of Japan’s regional and
international roles continue to serve as an essential element of their research interest. Researchers in this field often concern themselves with the following question: what sort of self-image of statehood is Japan trying to perceive and demonstrate in a changing
international society? Indeed, the study of identity is of central importance to the field of Japanese studies.
Recent research regarding the study of Japan’s identity in the security sector has focused either on the continuation of a long-lasting identity as a “peace state”, or an increasing change towards a more “internationally proactive state”. However, it overlooks evolving and mixed elements of such an identity from a broader historical perspective, and leaves questions with regard to the dynamics of identity construction. Literature regarding the emerging phenomenon of Japan’s involvement in peacebuilding indicates a promising direction for the examination of this aspect, but so far it underexplores the relationship between Japan’s identity and peacebuilding. Within a framework of qualitative research, this thesis investigates how Japan has constructed its identity as a “peacebuilding state”. It employs a framework to analyse a process of the construction of identity consisting of three aspects: articulation of self-perception by narratives (what Japan represents itself as by narratives); action commensurate with the narrative self-perception (how Japan acts in an effort to demonstrate that its representation fits Japan); and social recognition (how other members of the
international audience recognise Japan’s self-perception and related actions).
This research examines political discourse, media sources, opinion polls, and in- person interviews with key figures related to peacebuilding, and argues that the construction of Japan’s identity as a peacebuilding state has taken place in three ways: comprehensive peacebuilding efforts on the ground in a troubled region; taking a leadership role in
international forums related to peacebuilding; and implementing human resource development for peacebuilding at home. It provides an alternative insight into the study of Japan’s identity in security sectors, and reinforces theoretical and empirical aspects of the relationship between identity and peacebuilding in the context of Japan.

▼ Recent neuroscientific research has begun to explore the neural mechanisms of social behavior, ranging from more basic processes, such as social learning, to more complex social decisions, such as moral judgments. While these studies provided valuable insights into some of the relevant mechanisms, important issues have remained unaddressed. For instance, some of the formal learning principles have not been explored in the social domain. Further, it is not clear how different brain regions communicate with each other during moral decision making. Most importantly, how can individual differences in behavior and disposition prove useful in addressing these questions? The dissertation consists of three studies that aimed to close these gaps. The first study investigated whether an efficient learning principle, which applies to individual learning, also applies to social learning. This principle is expressed by the blocking effect that refers to the phenomenon that a novel stimulus is blocked from learning when it is associated with a fully predicted outcome. I employed a social variant of the blocking paradigm and used functional magnetic resonance imaging (fMRI) to address the question whether the blocking effect manifests itself when individuals learn about others’ rewards in a social context. I demonstrate that blocking does indeed occur in the social domain and it does so to a similar degree as in the individual domain. On the neural level, individual differences in the degree of social blocking relate specifically to activations in the medial prefrontal cortex (mPFC). Thus, while the same efficiency principle applies to reward learning in the individual and social domain, the mPFC plays a central role in implementing it specifically during social learning. The second study investigated circumstances that prevent the blocking effect and instead lead to learning. Previous research on individual learning has shown that a change in both the value and the identity of a reward results in unblocking, that is learning, rather than blocking. I examined whether and how this would occur in a social context and employed a social variant of the unblocking experiment to assess learning driven by changes in the reward recipient. I found that participants who normally block redundant learning in the standard blocking paradigm show unblocking when the reward recipient changes. Moreover, the degree of recipient-specific unblocking was higher in less empathic and less prosocial participants. This suggests that value- matched learning is sensitive to the reward recipient and that individual differences in unblocking may relate to social traits. In the third study I examined how individual differences in moral disposition influence behavior and neural correlates during decisions concerning honesty. Specifically, I used fMRI to study the influence of “protected values”, which supposedly shield moral decisions against economic considerations, when honesty is economically costly. With increasing economic costs I find that…

▼ Pariah status in international society denotes an international social hierarchy and differentiation of states caused by power differentials between state groups along the material and normative spectrums. From the late Qing era to the present day, China’s engagement with international society has largely been marked by a sharp fall from the ‘Middle Kingdom’ to a pariah, followed by a recent rise to great power status. This thesis traces and analyses China’s experience as a pariah in international society since 1839, and explains China’s responses to the normative boundaries and behavioural standards set by members of international society. To this end, this thesis addresses two themes. Theme One (Chapter 1, 2, 3, 4) provides an account of the sociological history of pariah state, on which basis it conducts an empirical study on China’s pariah past. Theme Two (Chapter 5) brings in a sociological account of status to understand the fall and rise of states (particularly that of China), and to explain state responses to the normative boundaries alongside their status change in international society. Moreover, it challenges the material-power based power transition theory on China’s rise and destiny, and argues for an alternative status-led account. In general, this thesis resonates greatly with English School theorists and social constructivists in terms of the understanding of and approach towards international relations. In a broad sense, it adopts a combined sociological and historical approach towards the study of the international, specifically that of pariah and status. The main contentions of this thesis are: first, pariah is a social, relational and historically contingent term. Pariah states are socially made through a process of rule making, rule-application, and behaviour-judging, with the rule-makers being those who are positioned at the higher ends of both material and normative power spectrums. The criteria for pariah are not fixed, but subject to change as they are conditioned by the changing international normative/material structures and dynamics among actors. Second, state status has both material and social implications in international society. It derives from the internal/domestic attributes of the state as well as the external/international. The attainment of status hinges upon material power capacity, state identity, behavioural legitimacy, and international perception thereof. Third, empirically, the fall and rise of China in international society is not merely a process of China’s material power decline and elevation relative to others, but was also accompanied by its social mobility downward and upward. China’s responses to the international normative boundaries are not purely determined by material power incentives. Instead, it is the complex interplay between the material and the social that accounts for China’s constant struggle between compliance with the standardised behavioural codes prescribed in the standard of civilisation, and attempts to contest them by inserting its own…

▼ International marketers must learn how to match product and process transformation requirements to localised cultural predispositions, as not all cultures are equally disposed towards novel innovation or improving existing technologies.
In this thesis, the original unification of prior histological investigations and first application of quantitative analyses of reflective and structural equation models, newly confirmed that a comprehensive understanding of cultural predispositions in society at large and in the workplace, is necessary and indispensable, in guiding the rightful assignment of global new product-process development tasks. Moreover, the affiliation between cultural antecedents and final product-process outcomes was shown not to be a direct relationship, as formerly assumed: Instead, cultural predispositions, based on newly revealed societal syndromes, were unmistakably found to act to foster or impede knowledge building (i.e., knowledge sharing and creative synergies) and knowledge discovery. Thus, in this thesis, for the first time, knowledge building was unambiguously shown to; intermediate the relationship between cultural antecedents and final new product-process development outcomes.
Key societal models, established in this exploratory research, were developed for multiple cross-societal applications. However, for first measurement, significant to the twenty-first century product and process development, Anglo-Western society and Han-Chinese society were selected to test an original societal syndrome archetype comprised of the primary dimensions of Vertical Power Ethos, Horizontal Altruism and Conventional Orthodoxy. ‘First measures’ were made, in ‘seminal’ and quantitatively exploratory research, to reveal Han-Chinese general superiority in replicating known technologies and making minor incremental changes to enhance known technologies. Alternatively, Anglo-Western society was typically more talented in developing first generation (often high transformation) or intermediate transformation product-processes, which require higher levels of lateral knowledge sharing and involvement of out-groups.
Extensive structural equation modelling confirmed original societal syndromes. A new intermediation primary path model and accompanying moderators were statistically validated. Armed with a new knowledge of societally-based predilections, towards either progressing highly novel product-process innovation or forms of innovation aimed at improving traditional practices; based on particular needs, global companies, with various products and components, such as Boeing Inc. and 3M, can now benefit, from a more informed basis for assignment of their product-process development tasks.
Unifying socio-cultural studies and histological accounts enabled study of cultural antecedents, providing a more integrated theoretical qualitative discipline-wide model than previously available. Development of a dynamic structural design (archetype) comprised of original societal syndromes, elucidates for theorists the…

▼ Which forms of political association promote
peace? Peace is usually connected with cosmopolitan unity or the
oneness of humanity. My exploration of the relative benefits of a
society of states and the pluralistic orders it creates for peace
challenges this view. In this dissertation, I
examine Hannah Arendt’s thoughts on political association.
Extensive engagements with three different institutional models
characterize Arendt’s work: the nation-state (in The
Origins of Totalitarianism), the ancient polis (in
The Human Condition), and the modern republic
(in On Revolution). My study traces the main
features of these models and shows how Arendt’s interest in and
understanding of constitutional law and participatory politics lead
her to reject both abstract legalism and all-too-concrete
nationalism. In my view, Arendt’s writings evince an acute
awareness of how difficult it is to balance the domestic need for
robust political participation, public spirit, and care for a
particular political “world” with the need, at the inter-state
level, to create and maintain a framework of
international law. I
argue that Arendt’s political theory does not founder on this
tension. Arendt underlines the need to maintain a tense equilibrium
between these two poles, which is required if we are to avoid the
cosmopolitan privileging of
international law and institutions
above all else. Similarly, such a tense and consciously maintained
equilibrium enables us to avoid the nationalist conclusion that, in
order to be self-governing, a state must possess more or less
unfettered sovereignty. In order to back up
these assertions, I investigate Arendt’s novel idea of federalism
and her notion of how a constitutional regime can be “augmented and
preserved.” Arendt’s concepts of constitutional augmentation and
federalism allow us to bridge the gap between domestic and
international politics. Indeed, her thought suggests the
possibility of re-conceiving of states in a way that does justice
to both intra-state and inter-state relations. The potential result
is something neither idealistic cosmopolitan theory nor
conventional realist theory can offer: a nuanced and
well-articulated model of a pluralistic
society of
states.

▼ This study examined the worldwide diffusion and institutionalization of lifelong learning between 1996 and 2015.Using data from UNESCO National Reports on Adult Learning and Education, this study documented the diffusion patterns and
investigated factors that influenced the diffusion of lifelong learning policies. The study found that 73% of countries (N=151) adopted lifelong learning policies between 1996 and 2015. The result also revealed that the adoption of lifelong learning
rapidly increased during the earlier period (between 1996 and 2007), and then the growth rate leveled off during the later period (after 2007). Many European countries adopted lifelong learning policies during the earlier period; however, a number of low
and low-middle income countries in Africa, Latin American, and the Caribbean also adopted lifelong learning policies during this period of time. Among various policy components including basic education, vocational education, adult education, and
lifelong learning, 39% of countries adopted at least one out of the four components, while 33% adopted more than one of the policy approaches. Basic education and adult education were two components adopted by the largest number of countries. The results
of event history analyses of factors that influenced the diffusion process showed that economic and political development had positive effects on the diffusion of lifelong learning policies but only during the earlier period (from 1996 to 2007). In
addition, global and regional density, organizational linkage to world society, and participation in international meetings showed positive effects on the diffusion of lifelong learning, specifically during the later period (after 2007). These findings
support the relevance of both modernization theory and sociological institutionalism in understanding the diffusion of lifelong learning. Lastly, the findings suggest that although international organizations play critical roles in disseminating the
overarching policy framework of lifelog learning, the way in which the discourse is interpreted and translated into policy varies, depending on national contexts.

▼ This study makes a contribution to the distinction between Gemeinschaft and Gesellschaft models of
society at the regional level by investigating the understanding of the Romanian governmental elites with respect to the EU and the EU's Second Pillar. The findings of the study suggest that the conscious recognition of common culture and common values help distinguish between system and
society at the regional level because they imply adherence to a common political identity. It is widely agreed in the ES that an
international system develops an
international society and when states engage in mutual recognition of "sovereign equality" an
international society exists. The case of Romania shows that the EU is a pluralistic
international society divided in decision-making between the core and the periphery in which political criteria serves for mutual recognition. Political criteria defined by the application of the rule of law and anti-corruption measures as well as by the common understanding of Western democratic culture and Western political values seem to hinder Romania from acquiring a distinctive voice in EU decision-making. Political instability continues to be a perennial concern for Romania despite EU membership. This study highlights that political instability results from an inadequate understanding of EU common political values underpinning the principles of western style democracy. The findings also indicate that before 2007 Romanians described the connection with the EU in sentimental, common historical ties in contrast to after 2007, when Romania's Accession Treaty and the Treaty of Lisbon were increasingly invoked in context of equal recognition status hence highlighting contractual ties with the EU.
The study is framed by the
international society and uses an interpretive methodology associated with
international society to highlight that at the regional level culture and values give meaning to
society and help the common understanding of members of
international society to pursue common interests. Adherence to common EU political culture and values are imperative for political stability in Romania and for harmonizing Romanian elites' mentalities in political and security practices with those of other EU members. A useful recommendation emerging from the findings is that
international society should be examined further in context of power and prudence in order to understand how the existence of common interests, rules, norms, and values of the Union members influence the distinction between the
international system and
international society.

▼ Cyberwar challenges future endeavors of state security. As technological capability has improved, and access to information has become more widespread the importance of the issue in today's ever-globalizing world grows each day. A primary objective is to evaluate the place of cyber-warfare against nation-states and any repercussions under an international law paradigm. Utilizing an English School perspective, emphasis will be applied to the argument that disruptive circumstances could come to fruition if international conventions are not created to bring consensus and order among nation-states on this subject. This study hypothesizes that a future application could be an agreement under international law, beyond current regional cooperative initiatives. Since cyber-related attack is a relatively new development, the issue lacks adequate historical context. In addition, since state behavior is a major contributor to the interpretation of international law, the matter is in need of a clear delineation of the norms that define the phenomena and what acceptable responses might entail. Case study analysis will highlight recent examples of state behavior and cyber-related attacks and sabotages.

▼ Due to the political, economic, and technological changes brought on by the processes of globalization, since the mid-1990s, civil society groups have increasingly chosen to target corporate actors. This thesis focuses on the circumstances under which civil society groups have chosen to target corporate actors in addition to and instead of states. How corporate actors respond to activist demands and the factors that shape how they approach corporate social responsibility and the environment are also examined. This thesis uses a political economic opportunity structure approach to understand the relationship between civil society groups and corporate actors. While activist networks are increasingly targeting corporate actors, they also continue to target the state to achieve their objectives. This two prong strategy has been effective for activist networks because it allows them to take advantage of weaknesses found in both political and industry opportunity structures. However, while the impact of activist networks is shaped by the structural environment in which they operate, activist networks also create new opportunities through the strategic use of frames and tactics to draw attention to and create support for the issues with which they are concerned. Two case studies involving the global environmental movement and corporate actors are examined in this thesis. The first case study focuses on a global network of activists opposed to genetically modified organisms (GMOs) and the network’s interactions with states and a variety of corporations in their campaign to prevent the introduction of GMOs into the environment. The second case study examines the activities of a network of activists concerned about the environmental impacts of electronic waste (the e-waste network). The e-waste network sought to ensure the proper disposal of electronic waste and increase the sustainability of the electronics industry through the targeting of states and corporations.

▼ This dissertation argues that during the nineteenth century, the journey to London revealed a world undergoing systemic change as industrialisation steadily eroded the traditional rhythms of the countryside in favour of urban modernity; indeed, London is regarded as a synecdoche for the forces shaping the wider world. This work uses tourist narratives to London as investigative tools to examine the ways in which individuals comprehend the modern changes occurring around them, as represented by the British capital, and does so in a comparative fashion, investigating the British Empire, the United States, Britain itself, and continental Europe. In so doing, it addresses two questions: first, whether one’s acceptance or rejection of modernity was predicated upon specific social and national preconditions; and second, whether the idea of nineteenth-century modernity was itself a non-universal construction dependent upon a variety of socio-cultural outlooks. The evidence for this study is drawn from the published and unpublished narratives of tourists from the four different contexts mentioned above, and divided into four chapters to focus upon each group. This study is grounded in a theoretical context which establishes a correlation between the methods used to interpret the city’s spaces, and the methods used to interpret modernity more generally. I conclude that the changes occurring from the interaction between global modernity and local culture were regarded with ambivalence and uncertainty, judgments influenced by London’s impact on the visitors mentioned above. The city gives a physical dimension to the travellers’ imagined fears, benefits, or concerns over future progress. Victorian London is thus one focus for a transformation affecting large segments of the nineteenth-century world, illustrating that modern industrial changes were ultimately perceived as being ambiguous and ambivalent forces.

▼ The relationship of civil
society to the state is rarely antagonistic and at most times supportive. The political regime and civil
society are taken to be interdependent social structures that interact through hegemonic, supportive and socially constructed dimensions. Given this interdependency, when does civil
society challenge authority or does its efforts rise to the level of a people's power revolution? When does it act to dismantle the political regime or seek to reconstruct it? This project attempts to shed light on how civil
society mobilizes a people's power capable of challenging political authority through the story of its ongoing struggles to pursue social objectives in Zimbabwe in the 1990s.
Since 1980, the Zimbabwe African National Union (Zanu) controlled the only post-colonial government Zimbabwe has known. Drawing from its revolutionary credentials it set out to finish the interrupted war for Zimbabwean Independence. This objective resonated with civil
society less and less over time as groups began to see Zanu's promises as hollow and its corruption and patronage systems as the primary obstacle in accomplishing their objectives. This development is explored through a grassroots empowerment movement, the Organisation of Rural Associations for Progress, the widespread protests in 1997 catalyzed by the Zimbabwean Congress of Trade Unions and the efforts to rebuild the constitutional order spearheaded by the National Constitutional Assembly.
The story points to at least three civil
society strategies to locate power within the people and counter political power: 1) constructing political alternatives within the existing regime, 2) mass withdrawal of support for the authority of the regime and 3) reconstruction of the social contract. Nevertheless, civil
society did not succeed in dismantling the political regime, hampered by the continuing capacity of the state to exert hegemonic control, remove the pillars of civil
society support and exploit polarized values within civil
society.
Despite the terrible destruction of social and economic fabric of the country by the political struggles of the 2000s, the ongoing development of democratic values and the diminishing importance of the interrupted revolution can provide a glimmer of hope for the future transformation of the country.

▼ This paper is a law thesis that is based on a combined theoretical framework of Green
Legal Theory (GLT) and Theories of
International Regimes (TIR). GLT has a broad
conception of ‘law’. It is based on the argument that ‘laws’ exist at different levels and in
different forms, and that ‘legal laws’ are themselves manifestations of regulatory
dynamics that are embedded in institutions and processes; and cultural logics that
generate and support those laws. TIR examines the negotiation, development, formation,
and sustenance of
international regimes. The paper is a critical analysis of, especially, the
combined effects of capitalist laws and the liberal democratic system of state-based
governance. This allows me to highlight the underlying factors/dynamics that are
responsible for the continuing inability to address climate change because of the
mandated pursuit of energy security (i.e. the regulatory imperative). The analysis
revolves around four key global actors, which are the multinational corporations (MNCs),
the state, civil
society (Non-governmental Organizations), and global institutions. First, I
discuss the growing economic and political powers of MNCs in a liberalized and
deregulated system, and establish the need for a better regulatory system. Second, I
criticize the territorial sovereignty principle and deconstruct the contemporary system of
national governance, while highlighting the need to relax the Westphalian system for
global constitutionalism. Third, I analyze two approaches to globalization, and make a
case against ‘globalization from above’ while arguing for ‘globalization from below’. I
also highlighted the crucial role non-governmental organizations have begun to play in
global governance. Fourth, I make a critical analysis of inter-state relations in global
institutions to show the underlying factors that have compromised the level of
cooperation needed to address the conundrum. Finally, based on all of the issues that I
analyze in the paper, I propose some foundational principles, and a specific strategy, that would help to propel the needed re-form in global governance, to help to restore its
ability to address global problems

▼ This thesis examines the political impact of Salafi-Wahhabism in contemporary Bosnia-Herzegovina (BiH) since the El Mujahed Brigade of mujahedeen introduced this puritanical Saudi form of Islam during the 1992-1995 War that broke apart the Socialist Federal Republic of Yugoslavia (SFROY). This study employs tenets of the English School of
International Relations and utilizes a historical analytic approach to identify durable features of Bosnian Muslim religious economic activity, Bosnian education, and Bosnian political processes to answer the research question: what kind of influence has Salafi-Wahhabism had on BiH
society and government since the end of the 1992-1995 Balkan War? Emergent evidence captured by these variables suggests a momentum of Salafi-Wahhabism influence is developing that may undercut the sovereignty of BiH and possibly impede its European Union membership bid. As a result of this rising Wahhabi influence in several facets of Bosnian
society, the aggregate level of Islamism in the country is also likely increasing.

▼ This study examines the role of the European Union (EU) in the process of managing corruption in the post-communist world. Throughout the post-communist transitions, which began in 1989, the EU has been consistent in putting a strong emphasis on the problem of corruption. As part of the transitions, there were many attempts at abating corruption domestically, most of which were expressed in the creation of institutions and legislation. Yet such attempts had varying effectiveness, and outcomes were not always expected nor predicted by scholars and policy-makers. Internationally, the EU expected that conditionality, which offered EU membership in exchange for compliance with EU- promoted anti-corruption norms, to be an effective mechanism to address high levels of corruption in the post-communist world. Yet, evidence demonstrates that membership incentive did not always correlate with strong performance. Countries such as Georgia, without the prospect of membership, often outperformed countries that had a membership incentive in addition to strong sanctions and conditions. This study sets out to explain these puzzles and to identify the conditions under which the EU had the most leverage over domestic anti-corruption reforms. Based on a comparison of EU's efforts of three countries - Bulgaria, Georgia, and Montenegro - and employing a combination of qualitative and quantitative data gathering techniques, the study makes two arguments. First, anti-corruption institutions were more successful in managing corruption where civil
society was included in the process of institution-building, and later in the process of monitoring and reforming these institutions. Second, the study argues that the EU had more leverage over domestic anti-corruption reforms where it engaged non-state actors (non-governmental agencies) in a political dialogue and where a process of social learning started before membership conditionality. When this condition was present, the EU created a like-minded domestic partner capable of championing EU-promoted norms and supplying the EU with feedback and knowledge necessary to adapt conditions, incentives, and sanction to the local context and better address domestic corruption. The study contributes to our broader knowledge of post-communist transitions, Europeanization, and the scope and limits of
international organizations' impact on domestic politics. In examining the development of civil
society, it explains the role that civil
society played in post-communist transitions. In examining the interaction of domestic civil
society and
international organizations, it contributes to the general understanding of the mechanisms and extent to which external actors can impact complex domestic issues.

elevados.
estadio II, 27% no estadio III e 12% no estadio IV.

▼ The United Nations (UN) has invested increasing levels of effort in recent decades to cultivate a more effective, diverse and democratic institutional culture via the inclusion of and interaction among
international civil
society organizations (CSOs) and nongovernmental organizations (NGOs) to supplement the traditional role of states as the primary transnational actors. The principle vehicle for the UN-civil
society dynamic is the consultative status (CS) program within the Economic and Social Council (ECOSOC), wherein a diverse range of nearly 5,000 transnational organizations ostensibly participate.
This research examined patterns of participation and the nature/level of CSO/NGO involvement within the UN, with particular focus upon ECOSOC. In examining participation patterns, the research identified patterns related to geographical/proportional representation among developed and developing regions and world regions in general and also as related to policy/issue areas represented. In terms of involvement, the research sought to assess the types and degree of contributions being made by CSOs/NGOs in association with the UN. To address both areas, the research employed a two-prong methodology including (1) a detailed analysis of the UN’s online integrated Civil
Society Organizations (iCSO) database and (2) a comprehensive survey questionnaire mailed to a randomly-selected sample of 10% of all organizations holding consultative status with UN-ECOSOC.
The findings challenge the assumption that UN association with
international civil
society has realized pluralist ideals in that substantial variations were found to exist in the representation of policy/issue areas, with some areas far better represented than others. Perhaps more importantly, the research revealed that only a minority of organizations in the ECOSOC-CS program appear to be actively/regularly engaged with the UN, with a large minority of CS-accredited organizations engaged only periodically or to a more limited extent, and a substantial minority not participating/interacting in any way. Rather than exemplifying pluralism within the constructivist tradition, findings imply support for liberal institutionalist theories in that decades-long expansion of IGO influence has facilitated a corollary expectation of expanding
international civil
society and an associated expectation of linkages between transnational governance and democratic institutions on the one hand and transnational civil
society on the other as a standardized norm.

▼ This work has by object to examine the thematic of the Security Councils reform and the pretensions of Brazil, to contribute in a comprehension of a subject so interesting, relevant and urgent to the International Society and the United Nations. The Organ in question is responsible for the monitoring of international peace and security, being the principal organ of the United Nations, monopolizing the capacity of adopting coercive measures of the Organization, which are the sanctions and the use of the Force, to any Estate-Member that disrespects the principles and purposes of the UNs Charter. However, this Organ, very important for that the UN can manage and stabilize the International Society, needs reforms in its structure, that preserves an obsolete composition of fifteen members, being five permanents with right of veto, beyond the regulamentation and the amplification of its attributions, so that the UN can develop conjoined with its members each purpose and principle included in its Constituent Treaty. The UNs Security Council reform is also a subject very defended by Brazil, although it doesnt have a foreign policy well defined allowing to have a major international force than it actually has and that prejudices the country in its pretensions, which arent very well defined too. It is the State-member of UN that for ten times occupied the elective seats of the organ, beside of Japan, that is the one that more occupied the function of elective member of Security Council. Its activism during its biennials always was for promoting the pacific ways of controversies instead of taking more rigid measures, which are the sanctions and the authorized force of the Security Council to prevail its purposes, pleading a seat as permanent member and the amplification of the number of permanent and elective members to equilibrate the forces inside the organ. The research will be developed in three parts: to explore the generality of the International Society and of the United Nations to insert the UNs Security Council; to develop and to discuss the UNs Security Council reform; and to debate the interests that the Brazil has about this Organ.
