▼ With an increasing focus on creating more compact, sustainable and liveable cites, the use of one particular part of our cities is being rethought - the use of roads. The dominance of cars for much of the last century has fixed attitudes and practices around road space use and management. It is likely therefore that policies seeking to reallocate road space to new, more sustainable and liveable uses will face barriers. Innovation is therefore not only required in thinking about how we use roads, but also about the processes by which changes to road space use are implemented. The current research examines five case studies which temporarily change the use of roads, and analyses the ways in which the use of temporary projects provides an innovative process to implement reallocation of to road space to new uses. The research findings reveal a number of innovative features of the process of change associated with using temporary projects. By nature, temporary projects create a test environment for new road uses. This enables greater risk-taking, as the change is not 'locked in'. It is argued that these conditions alter attitudes to proposed change, making the community, planners and politicians less apprehensive and open to exploring possibilities. Interestingly, this experimental and less risky environment allows new players to contribute to changing the use of roads: the community, including businesses, and also people from non-transport disciplines, such as urban designers and architects. Allowing for involvement of new contributors fosters innovation; new ideas are born as new viewpoints are brought to bear on changing the use of roads. Inherent in taking a 'temporary' approach is seeing if a change to road use actually works and finding out what the community thinks about it. This supports improved community engagement as well as stronger participation in government decision-making and active involvement with urban change. Designs made of temporary materials enhance flexibility and responsiveness, as designs can be tweaked in response to feedback and monitoring. In addition, interviewees experimenting with this approach describe a number of unanticipated advantages for government related to the process. These findings should spark more debate, research and experimentation with 'temporary' processes

▼ Since the birth of the automobile in 1886, its popularity amongst people has risen dramatically owing to the freedom, comfort, speed, safety and unique designs offered by this mode of
transport. 2014 saw approximately 71.15 million units of new vehicle sales globally, showing that private car usage is still on the rise. Rapid degradation of the environment and slumped economic growth can be attributed to the automobilecentric
transport system. Raised environmental and social awareness has driven campaigns to promote greener modes of
transport instead, such as public and nonmotorised transportation. This has seen the introduction of BRT systems in South African cities however; fully integrated
transport systems are yet to be achieved. Thus there is a dire need for a design support tool that is adequately capable of processing built environment characteristics in the development of a BRT feeder network that is fully appreciative of the influence of NMT and the urban fabric, and is thus appropriate to the needs of the community it is trying to serve. This study comprised the application of two Spatial Multi-Criteria based methodologies in which a list of built environment characteristics and public
transport demand formed the inputs for the analyses. The analysis produced a composite suitability map for each approach, in which each pixel represented the appropriateness of having a BRT feeder route located in that respective pixel. Routes between O-D pairs identified were solved by carrying out a least cost path assessment based on the mean impedance values along the existing road network. The routes developed were compared to the MyCiTi feeder bus routes using Key Performance Indicators established in this research to determine whether this study was successful in producing an enhanced BRT feeder route planning tool. Apart from one route, the set of feeder routes developed for each approach were exactly the same with the second method producing lower average impedance values per kilometre thus it was deemed stronger. When compared to the MyCiTi feeder routes, similar operational efficiencies were achieved with respect to average travel time, coverage and directness. However; the study methodologies provided a greater level of NMT planning inclusion and consideration of environmental factors. Furthermore; it achieved this in a systematic and transparent manner, providing immensely powerful benefits for transportation planners in the public sector. This study was successful in demonstrating that SMCA combined with the Network Analyst tool in ArcGIS has the ability to enhance the quality and appropriateness of BRT feeder routes, whilst achieving acceptable operational efficiencies. The results could further be improved by incorporating more data on local NMT trends and behaviour. Furthermore; this tool can be applied to solving pedestrian, bicycle and other public
transport routing problems.

▼ With the recent unprecedented growth of many African economies,
infrastructure investment has been flooding into the continent. Two key areas experiencing large growth in
infrastructure development are the
transport and energy sectors. This trend also continues to hold true in the South African development framework. The theme of this thesis encompasses both subjects of energy and transportation
infrastructure which feature prominently in the countries development plans. When energy is discussed in South Africa, it is usually in the context of power generation and electricity distribution. This study focuses on another key component of the energy sector in the form of liquid fuel. Most of this energy is consumed for transportation purposes. The energy consumption of the
transport sector in South Africa is large, totalling around 28% of Total Final Consumption (TFC) in the national energy balances. The bulk of this energy demand (97%) is in the form of liquid fuels, accounting for 84% of the national liquid fuel demand. This thesis focusses on the investigation of a Multi Criteria Decision Analysis (MCDA) model, which can be used to aid decision makers in the planning and assessment of liquid fuel transportation projects. A key feature of this thesis is the incorporation of a stochastic analysis in the MCDA model. There are two key motivations for assimilating a stochastic analysis in this investigation. The first one is the evaluation of incorporating such an analysis in an MCDA, as opposed to a more traditional sensitivity analysis. The second motivation is to assess the value of employing stochastic analysis as an input method for analysing a decision problem, where comprehensive field data can be substituted for a relevant range of simulated data. This thesis proposes a model which integrates the MCDA and stochastic analysis in the hope that it would provide a faster and more cost effective alternative for assessing certain liquid fuel transportation problems.

▼ This thesis derives and validates Performance Indicators for Safe Mobility for Older Road Users in Urban Areas. Performance Indicators are objective, auditable parameters, which when used as a set can provide additional information to decision-makers about the operation of the transport system. Great Britain, in common with many countries across Europe has an ageing population. The proportion of older people who hold a driving licence and have the use of a car is also expected to rise, with future generations of older people travelling further and more frequently than previous generations. Older road users are already over-represented in traffic fatalities, particularly in urban areas. Measures to protect older road users from risk in traffic will be of crucial importance as the population ages. However, against this background the need remains for them to access key facilities such as shops, leisure activities and health care. Maintaining independent mobility is essential in maintaining mental and physical health. Traditionally, outcomes-based measures such as accident or casualty figures have been used to monitor road safety. Techniques such as hotspot analysis have identified locations on the road network where accident numbers are high, allowing modifications to road infrastructure to be designed and implemented. Using outcomes measures alone however, it is difficult to ascribe improvements in accident or casualty figures to particular policy interventions. Moreover, the effect of road safety interventions on other related policy areas mobility being one is impossible to assess without access to detailed, disaggregated exposure data. To make fully informed policy decisions about infrastructure design and how it affects older users, a better understanding of the linkages between safety and mobility is required. Performance Indicators offer the possibility to look at these linked policy objectives within a single framework. Focus group data was used in conjunction with the results of previous studies to identify the infrastructure features which present a barrier to older users safe mobility in urban areas. These included factors which increased risk, such as wide carriageways, complex junctions and fast-moving traffic, and factors which hindered mobility, such as uneven or poorly maintained pavements, poor lighting and traffic intrusion. A thematic audit of infrastructure in a case study city (Coventry) was undertaken, in order that the incidence of such infrastructure could be recorded. It was found that in many areas of the city, safe mobility for older road users was not well provided for, with the majority of locations having barriers to safety and/or mobility for both drivers and pedestrians. The audit data was then used to calculate a set of Performance Indicators, presented via spider graphs, which describe the degree to which the infrastructure caters for the safety and mobility of older drivers and pedestrians. ▼ Traffic square and station Marconiplein, the project site, has become a cacophony of highly controlled and isolated traffic domains which one wants to passage and exit as quickly as possible. Like many other metrostation in Rotterdam the passage of time dominates the passage of place and the notion of the station as real-estate prevails over it being a public landscape. This project translate an agency for architecture to merely materialise the real-estate for traveling consumers into an interest and potential agency for landscape and infrastructure to establish a more shared and public experience amongst strangers. The proposal re-establishes a sense of place, of arrival somewhere specific and significant. Crucial approaches to establish this are (1) a re-organisation of the site based on the re-introduction of historically present qualities and characteristics and (2) both the act of clearing and the clearing as physical interior to experience. In the proposal Marconiplein has become both park and station linked to bigger networks of transport and green fragments on a much bigger scale. Is has become a central public space, cleared from transport systems and framed by a bridge and tree canopies. The bridge and trees provide a functional route and shelter between all transport platforms whilst acting as decor of movement unfolding behind, up and underneath it. A carpet of different ground floor materialisations address different uses and complexities as a critical means of operating without fences, walls or buffer zones. Canopy and carpet together create a clearing and a series of different urban interiors around it that address the very different urban fragments surrounding the site. It has become a place where the station and parks benefit from and open up to each-others surprise and quality.

▼ This thesis seeks to analyse the institutional framework guiding Russia’s growing interest in Arctic development. In particular, the research aimed to answer the question: How much agency do the constituent entities of the Russian Federation have in the socio-economic development of the Arctic? The focus of the research is on
transport infrastructure, the reason being that Arctic development hinges on the creation of an effective
transport system so that other, more lucrative economic interests can be accessed and exploited. The research engaged with the legislative and strategic documents of both the federal authorities and the regions through a doctrinal analysis of policy mechanisms.
The thesis contends that regions do have significant agency in the development of
transport infrastructure, in so far as said
transport infrastructure forms a part of the Support Zone mechanism. In doing so, the thesis shows that the Arctic regions enjoy the independence necessary to identify areas of economic interest in their regions, formulate a cluster of development projects, implement a corresponding program, and monitor the program’s progress. Additionally, the thesis was able to identify the limits of regional agency, which exist depending on the importance of a given socio-economic development project to the federal authorities. We see this determinant in practice in the hierarchical distinction between the Northern Sea Route and the land-based
transport systems (including river and air
transport). Due to the geopolitical potential of the Northern Sea Route, it occupies a place of supreme importance in Arctic development, and is therefore governed by the Centre. In contrast, land-based
transport systems are principally of national, and economic importance, and thus their development is delegated to the regions.

▼ The thesis introduces us in the study of the airport, inside the area of the aviation law in the one that has its origin across an objective study, while
infrastructure, with the clear motivation of going deeply into the analysis of the juridical nature of the airport dividing from its origin, in which there was understood that they were a consequence, from a perspective juridically politics, of the administrative sovereign activity of the States, for which they imposed in their respective territories the regulation on safety and in general, quite the relative one to the different aspects of control of the air activity.
Heteronim circumstance that it leads us to concluding in the effective autonomy of the aviation law, recognizing its characters of internationality and politicity.
The existence of aerodromes and airports explains not only for needs of practical and technical order, but also for reasons of political, tributary order, of safety, etc., provided that to the States always they were interested in possessing the control of entry and exit in the different parts of its territory of the aircraft, passengers and goods, principally in the international frame.
One tries to contribute to the juridical community the elements of analysis on the evolution of the airports from a chronological perspective that between other aspects allows us to harmonize the concept of airport, installation or airport establishment (between other used names), with the most wide, current and developed that today we name an airport
infrastructure (with everything what it endures).
There can not be obviated the significant economic importance of the airports and their impacts in the zones in which they are located or serve. However, to target the airport from a technical - operative perspective takes us a fancy more complex if we depart from such concepts as airport market, competition, privatization or models of management, all of them clearly orientated to their economic slope

▼ The society depends on transportation, both for goods and passengers. The future increase of transport volumes in combination with limited capacity of infrastructure can therefore become problematic. The shipping industry has an unexploited capacity and inland waterways can thus contribute to a sustainable transport industry. The purpose of the study was to investigate the possibility of using inland waterways for transports in Sweden. The thesis was built upon an exploratory study in order to identify the barriers and possibilities associated with traffic under the new directive (2006/87/EG) on inland waterways in Sweden. Furthermore, potential benefits that could arise and to whom they could be accrued was investigated. In order to gain understanding and retrieve information on the topic interviews were conducted with different stakeholders. The result of the interviews showed that barriers were related to high initial costs, difficulties in minimizing risk and transport buyers’ resistance to change transport mode. Furthermore it was concluded that the risk of the new directive only becoming a change in theory, and not in practice increased the longer it took for traffic to start. The possibilities were found in the fact that there is increasing transport demand that the current infrastructure cannot handle, thus new solutions have to be developed. Political decisions in terms of competition for different transport modes could also provide incentives for transport buyers to investigate other transport solutions. Further the result showed that the public welfare in, terms of lower socio-economic costs and less impact on the environment, would benefit from a shift to transporting cargo on inland waterways in Sweden. The study does not provide any comprehensive investigation of the new directive on inland waterways. Nor has any calculations regarding profits and costs been performed.

▼ Infrastructure organisations are operating in an increasingly challenging business environment as a result of globalisation, privatisation and deregulation. Under such circumstances, asset managers need to manage their infrastructure assets effectively in order to contribute to the overall performance of their organisation. In an external business environment that is constantly changing, extant literature on strategic management advocates a resourced – �]based view (RBV) approach that focuses on factors internal to the organisation such as resources and capabilities to sustain organisation performance. The aim of this study is to explore the core capabilities needed in the management of infrastructure assets. Using a multiple case study research strategy focusing on transport infrastructure, this research firstly examines the goals of infrastructure asset management and their alignment with broader corporate goals of an infrastructure organisation. It then examines the strategic infrastructure asset management processes that are needed to achieve these goals. The core capabilities that can support the strategic infrastructure asset management processes are then identified. This research produced a number of findings. First, it provided empirical evidence that asset management goals are being pursued with the aim of supporting the broader business goals of infrastructure organisations. Second, through synthesising the key asset management processes deemed necessary to achieve the asset management goals, a strategic infrastructure asset management model is proposed. Third, it identified five core capabilities namely stakeholder connectivity, cross-functional, relational, technology absorptive and integrated information management capability as central to executing the strategic infrastructure asset management processes well. These findings culminate in the development of a capability model to improve the performance of infrastructure assets.

▼ The research presented was initiated to understand the gaps in strategic planning decision making on transport infrastructure which affect the resilience of communities during a disaster. A comprehensive literature review not only captured the outcomes of published work on this topic but also the government publications and other documents which capture the planning processes as well as transport corridor planning and traffic management. A critical analysis of literature identified major gaps in the planning process reported by researchers as well as practitioners. The list of gaps were categorized in to four key areas as land use planning, transport corridor planning, road design and other areas. Out of these land use planning and transport corridor planning were identified as major areas and were focused on for further analysis. Analysis of the gaps in decision making associated with land use planning and development was conducted through a detailed analysis of two case studies and a questionnaire to capture expert opinion of local government officials operating in disaster-prone areas. Outcome of these was identification of two major areas where erroneous decisions are made as land use rezoning approvals and land use approvals in high-risk areas. The list of gaps were validated using triangulation of data from the four case studies (two from literature and two sourced from Victorian local government sources) and the expert opinion. Analysis of the transport corridor planning and traffic management was conducted by the analysis of a case study area in Geelong city council using intersection analysis, traffic flow analysis using SIDRA software under normal operating conditions and also emergency evacuation conditions. Outcome of this study was consolidation of gaps in transport corridor planning which affect the disaster resilience of communities. After consolidating the gaps in decision-making practices in the two selected areas of governance, possible decision-making frameworks were analysed to understand prioritisation of the gaps. It was observed that due to the complexity of the information required, a three tiered approach is the best where you can use a qualitative risk ranking approach, a quantitative risk ranking method or expert opinion to prioritise the gaps identified for action. The list of validated gaps identified in this research will provide the gap between ideal case and existing case and will be a starting point to identify actions required to enhance disaster resilience of communities through enhanced transport planning.

▼ This research provides an investigation into the impact on the North Island freight infrastructure, in the event of a disruption of the Ports of Auckland (POAL).
This research is important to New Zealand, especially having experienced the Canterbury earthquake disaster in 2010/2011 and the current 2012 industrial action plaguing the POAL. New Zealand is a net exporter of a combination of manufactured high value goods, commodity products and raw materials. New Zealand’s main challenge lies in the fact of its geographical distances to major markets. Currently New Zealand handles approximately 2 million containers per annum, with a minimum of ~40% of those containers being shipped through POAL.
It needs to be highlighted that POAL is classified as an import port in comparison to Port of Tauranga (POT) that has traditionally had an export focus. This last fact is of great importance, as in a case of a disruption of the POAL, any import consigned to the Auckland and northern region will need to be redirected through POT in a quick and efficient way to reach Auckland and the northern regions. This may mean a major impact on existing infrastructure and supply chain systems that are currently in place.
This study is critical as an element of risk management, looking at how to mitigate the risk to the greater Auckland region. With the new Super City taking hold, the POAL is a fundamental link in the supply chain to the largest metropolitan area within New Zealand.

companies and integration of the existing transport systems of
different countries into one glo- bal system thus forming
international transport corridors that ensure faster mo- vement of
vehicle flows (as well as material goods, i. e. cargoes) between

Disertacijoje tiriamas investicijų į
Lietuvos sausumos transporto infrastruktūros prioritetinę plėtrą
pagrįstumas. Pagrindiniai tyrimų objektai yra: Lietuvos transporto
sektorius, logistikos centrų ir transporto terminalų vieta Lietuvos
transporto bei verslo sistemoje, jų ekonominė įtaka verslui. Šie
objektai yra svarbūs tiek socialiniu, tiek ekonominiu aspektais,
nes išvystyta, patraukli vežėjams transporto infrastruktūra
padidina tranzitinius krovinių srautus, skatina vystymąsi eilės
šakinių ūkio subjektų. Todėl disertacijoje tiriant logistikos
centrų ir transporto terminalų reikšmę ir poveikį verslui ir
Lietuvos ūkio plėtrai formuojamos teorinės ekonominės logistikos
centrų ir transporto terminalų bei jų jungiamųjų grandžių plėtros
prielaidos ir metodiniai sprendimai. Darbo tikslas: Disertaciniame
darbe tyrimo tikslas yra ištirti hipotetinę naujų transporto
grandžių ir terminalų reikšmę bei poveikį verslui, suformuluojant
teorines ekonominės prioritetinės infrastruktūros ir
tarpterminalinių vežimų plėtros prielaidas bei metodinius

Mais, cette morphologie s’est révélée contraignante d’une ville pour la croissance urbaine d’une ville qui prétend aujourd’hui rejoindre le rang de métropole. Au cours de son histoire, les relations entre le port et la ville ont pris de formes multiples souvent compatibles parfois opposées voire contradictoires, inversant les relations de domination. Alger, capitale d’un pays de 40 millions d’habitants a toujours été un laboratoire des politiques urbaines de la période coloniale aux différentes constructions institutionnelles de l’Algérie indépendante, en dépit d’un appareil statistique déficient. Mais, l’espace algérois est aujourd’hui confronté à des défis de grande ampleur avec une croissance anarchique difficilement contrôlée de sa population, une fragmentation des espaces urbanisés et des contraintes de déplacements difficilement soutenables.Si des infrastructures routières et de transports collectifs sont programmés et progressivement réalisés par les Plans successifs, leur articulation avec les zones bâtis et les lotissements construits pour permettre l’éradication des bidonvilles n’apparait pas marquée par une très grande cohérence. De même la localisation des différents équipements collectifs, qui semble plus relever d’opportunités foncières, ajoute à la complexité du tissu urbain. Toutefois, sous cette apparente complexité, apparaissent des logiques urbaines profondes qu’il convient de mettre en évidence et de modéliser
Algiers port and city’s exceptional history is driven by its remarkable site nestled on a rocky spur. Revealed.Yet this morphology constrained the urban growth of a city that could pretend joigning the ranks of large metropolis. During its history port and city relationship took multiple forms, frequently compatible yet sometimes divergent and even opposed, leading to inversing domination status of both actors. Algiers capital of a 40 million inhabitants state, has always been a laboratory of urban politics since the colonial era to the institutional constructions of independent Algeria, regardless of deficient statistical tools. However, the space in Algiers is confronted to great challenges due to an anarchic growth of its population, fragmented urban spaces and unbearable motion constraints. If road and collective transportation infrastructures are growingly programed and achieved by successive plans, their articulation with built-up areas and housing developments with the aim of eradicating slums does not seem to be really coherent. Furthermore, the location of communal amenities which seem to be relating to real estate opportunities, adds to the complexity of the urban fabric.However, under this apparent complexity, arise deep urban logics that should be highlighted and modeled.

This dissertation is analysing validity of
investments into development of the land transport infrastructure
in Lithuania. The fol-lowing main subjects have been researched:
transport sector in Lithuania, the place of prioritized logistic
centres and transport terminals within the transport and business
system, the effect of them on business economy. These subjects
influences both, social and economic aspects since a well-developed
transport infrastructure being attractive for carriers may increase
the flows of transit cargoes but also start stimulating development
of different objects of economy. Therefore, by analysing the
effects and influences of logistic centres and transport terminals
on business and economy development in Lithuania, in this
dissertation I have formulated some theory based economic
assumptions and methodic solutions towards the development of
logistic centers and transport terminals as well as their
connecting chains. The objective of the research: to analyse the
significance and influence of new transport chains on both,
business and economical development of Lithuania as well as
enunciation of theory based economic assumptions and methodical
solutions for the development of prioritized infrastructures and
transport terminals. The work comprises introduction, three

principai ir praktinis jų taikymas realizuojant kompleksinius
miesto transporto infrastruktūros projektus ir pateikiami nauji
projektų finansų vadybos temų komplekso vertinimai, panaudojant
autoriaus sukauptus duomenis projektų vadybos veikloje. Darbas
aktualus tiek naujoms federacinėms Vokietijos žemėms, tiek naujoms
ES šalims – Lietuvai ir Latvijai, kur miesto transporto
infrastruktūra netenkina šiuolaikinių miesto gyventojų judrumo
poreikių ir būtina transporto infrastruktūros plėtra. Praktika
rodo, jog kompleksiniams miesto transporto infrastruktūros
projektams dėl daugelio juose dalyvaujančių šalių yra būdingos
esminės projekto organizavimo ir projekto finansavimo formavimo
problemos, kurios galiausiai lėtina projekto įgyvendinimo eigą ir
didina projekto išlaidas. Realizuojant miestų transporto
infrastruktūros plėtros projektus, jų finansų valdymas gana
sudėtingas dėl parengtų projektų nepakankamo finansavimo, o taip
pat skirtingų finansavimo šaltinių tikslinio lėšų panaudojimo
koordinavimo. Darbo tikslas – sukurti metodus, algoritmus ir
kompiuterinę programų sistemą, kuri leistų projektų vadovams
operatyviai spręsti projektų finansų valdymą visuose projektų
įgyvendinimo etapuose. Siekiant šio tikslo, būtina išspręsti šiuos

Finance management during implementation of
urban transport projects is rather complicated because of
insufficient financing and it needs coordination because of number
of financial sources. The aim of the study – develop methods,
algorithms and computer programs, which enable project mangers to
solve finance management issues during all project phases. The main
tasks to achieve the goals are: 1. To analyze financial issues and
difficulties during implemented urban transport infrastructure’s
projects, and to evaluate factors having influence on finance
management during all project phases. 2. To evaluate influence of
possible changes in project’s structure or part of the project on
general project’s expenses. 3. To estimate, where it is possible to
allocate various financial sources to separate project segments. 4.
To develop algorithms and computer programs, which enable project
mangers to evaluate economical, technical project works and its
price. 5. Under insufficient financing or strict restrictions, the
additional financing sources should be provided or extend of works
should be decreased, part of these works relocated to
further-coming projects.

▼ The built environment has been pinpointed as a significant influencing factor in determining choice of travel to work. Characteristics of the built environment can either hinder or enhance opportunities for active living. Current low active living mode shares within New Zealand and the health problems associated with a sedentary population has resulted in research into interventions to reverse vehicle dominated transport systems. This research investigates the influence of the built environment on active living through comparing provisions for active living in Dunedin’s statutory and non-statutory planning documents with international best practice cities. Key Informant interviews expand on the findings of this document analysis. A literature review details five characteristics of the built environment that are common across those cities, and describes methods that are used to improve active transport rates, thus encouraging active living.
This research concludes that current provisions within the Dunedin planning framework with respect to active living are positive and encouraging. However several changes could help the city improve its active travel mode share rates to levels seen in international best practice cities. In particular, walking and cycling infrastructure requirements for new developments and filling in missing connections in the walking and cycling network are two possible changes to the Dunedin planning framework to achieve better active living mode share rates. The research concludes by providing recommendations for changes to the Dunedin planning framework with respect to the five built environment characteristics. Dunedin is well poised to become a successful active living city and through recommended changes to the planning framework, the city could develop comparable active living mode share rates to successful international best practice cities.

▼ T he aim of this work is to analyze the evolution of transport, focusing on the development of the Air Transport Industry in Recife/PE and its impact on regional Tourism development. It also describes the Air Transport Industry and its impacts on the development of Tourism; analyses the tourism flow in Recife for the period 1995-2005 and the evolution of the air transport offer in the region; links the increased offer of air transport to the transformations in airport capacity in Recife; and analyzes the basic air transport infrastructure in Recife. The methodology used was a case study with thematic analysis, using qualitative &quantitative research. The study is justified by the lack of relevant studies on this theme. Thus, it seeks to determine the quality of infrastructure of air transport in the municipality of Recife, and its influence for the development of tourism
O presente trabalho tem como objetivo analisar a evolução do transporte, em específico o desenvolvimento do sistema de transporte aéreo em Recife/PE e sua influência no desenvolvimento do turismo regional. Busca também descrever a evolução do transporte aéreo e suas implicações no desenvolvimento do turismo; Analisar a evolução do fluxo turístico em Recife no período de 1995 a 2005 e a evolução da oferta de transporte aéreo na região; Relacionar a evolução de oferta de transporte aéreo com as transformações de capacidade aeroportuárias em Recife; Analisar a infraestrutura básica de transporte aéreo em Recife. A metodologia utilizada foi a de estudo de caso com análise temática utilizando pesquisas qualitativas e quantitativas. A pesquisa se justifica pela falta de estudos relevantes na área. ▼ Este trabalho realiza um exercício de planejamento estratégico de transportes com foco na infraestrutura de escoamento da produção agrícola da região Centro-Oeste do Brasil. O trabalho parte da compreensão dos fundamentos do planejamento estratégico da infraestrutura de transportes, avalia o pretenso planejamento brasileiro e compreende porque ele não é de fato um planejamento estratégico. A compreensão da multidisciplinaridade dos objetivos do planejamento orienta um tratamento multicritério. A partir da definição de objetivos o autor aplica o método Analytic Hierarchy Process (AHP) e elenca, através de indicadores, uma ordem de prioridades na execução de um conjunto de obras na região. A partir do exercício simplificado orienta um trabalho de maior envergadura em termos de escopo e metodologia que deveria ser feito para um efetivo planejamento estratégico de infraestrutura de transportes para Brasil.
This study develops an exercise of strategic planning of a transport system for the handling of agricultural products of Brazil\'s Midwest. The work begins by exploring the concepts underlying the strategic planning of a transport infrastructure. Thereafter, it assesses the document presented by the Brazilian government as the national transport system strategic planning, and argues that this document does not fulfill the characteristics of a typical strategic planning. The consideration of the diverse objectives of the strategic planning requires a multi- criteria approach. The author lists several general objectives to guide the transport system strategic planning and employs the Analytic Hierarchy Process (AHP) to define the priority ones. The most relevant objective is then used to rank the main infrastructure works in the region. The exercise developed in this study suggests that to develop an effective strategic planning of the Brazils transport system, a broader and deeper work in terms of scope and methodology must be undertaken.

▼ To avoid drastic climate change, strong reductions in CO2 emissions are required. Carbon capture and storage (CCS) is a potential mitigation measure. With CCS, CO2 from industrial and energy related sources is captured from flue gases and subsequently transported with pipelines and / or ships to geological storage reservoirs. The main objective of this thesis is to analyze promising
transport configurations taken into account economics, safety considerations, and effect of uncertainty on the development of a CO2
infrastructure. The purpose of this thesis is to provide in-depth insights needed to support the development of continental, national or regional CO2 infrastructures. In this thesis, different methods are applied, including: - Optimization modelling for assessing the most cost-effective
transport configurations; - Quantitative risk assessment for assessing the economic and spatial consequences of safety regulations; - Real option theory for calculating the value of flexibility and analyzing the influence of uncertainty on the investment decision and lay-out of a CO2
transport infrastructure. In five different chapters, the costs, optimal
transport configurations, consequences of safety regulation and implications of uncertainties for CO2
infrastructure development are investigated. This leads to the following main conclusions: - Dense phase CO2
transport is in most cases the best option. For onshore pipelines, the optimal inlet pressure is 9-13 MPa and pumping stations are advised every 50-100km from an economic point of view. - CO2 ship
transport has hardly a flexibility value from a chain perspective compared to offshore CO2 pipeline
transport. - Uncertainty is a main barrier for companies to invest in CCS. Consequently, uncertainty leads to a lower implementation rate of CCS. - Uncertainty hampers the development of an integrated CO2 network and increase the average
transport and storage costs considerably. - Dense liquid CO2
transport is safe if it is well organized and additional risk mitigation measures are not required to comply with safety regulation. In contrast, additional risk mitigation measures are required for gaseous CO2
transport and these increase the costs up to 15%. - From a system perspective, gaseous CO2
transport is only advised for small volumes over limited distances.

▼ Transport infrastructure is a critical ingredient in economic development at all levels of income. It supports personal well-being and economic growth. Transport infrastructure plays a role as a capital input into production and wealth generation. The purpose of this study is to examine the factors that affect the effective transport infrastructure accounting with the following objectives, to examine the role of valuation (allocation of cost) and depreciation in transport infrastructure accounting, examine the role of maintenance, repairs and operations in transport infrastructure accounting, examine the role of proper financial reporting in transport infrastructure accounting. A case study of Nairobi County has been conducted to accomplish this. The method is based on a qualitative approach applied the descriptive survey design. A total of 50 interviews were conducted. The interviewees possess different positions within the company, ranging from the top management down through the junior staffs. The study concludes that Maintenance and repairs, proper financial reporting, valuation and depreciation affect transport infrastructure accounting. Having established the factors that affect transport infrastructure accounting, the study recommends that organizations should update their departmental asset valuation and depreciation registers regularly for effective recording keeping and ideal asset valuation. The study also recommends proper financial reporting by organizations to ensure the availability of useful financial statements that are accurate, faithful to the financial circumstances and can be produced in time to help the decision-making process.

▼ ABSTRACTPublic Private Partnerships or PPPs are
being increasingly preferred by governments across the world for
filling the
infrastructure deficit, as they are claimed to provide
access to private capital, and bring private sector efficiencies in
provisioning of public services. In India too, a distinct policy
shift towards PPPs in various sectors has been observed accompanied
by a high degree of reliance on such partnerships to upscale the
transport infrastructure. A growing body of literature however
reveals serious flaws in the claims of economic superiority,
effectiveness and profitability of the PPPs. They are being
questioned on various accounts of transparency, accountability,
equity, and excessive profiteering by the private partners. This
gives rise to an advocacy for the enhanced role of the State in
governance of PPPs. In this background, this research explores the
nature of division of roles and responsibilities, allocation of
risks and sharing of benefits by the State and the private partners
within the PPPs in the context of road
transport sector in India.
It further examines the extent of investment of resources by the
private partners in the projects. The factors shaping PPPs in road
transport in India are also examined. This research suggests
measures to strengthen the structures and mechanisms within the
public and private partners to improve public
infrastructure within
the PPP framework. In order to achieve the research aims, and to
gain a deeper perspective of the governance issues of PPPs from
different administrative levels, two national and two state
highways (one in construction while the other in operational stage
in both cases) along with an intra-city
transport project, part of
which is already operationalised, were selected for the study. This
study is rooted in critical realism according to which
understanding of any social phenomenon can be achieved through
study of the underlying multi-layered structures and mechanisms
which cause the phenomenon. Research findings reveal that while PPP
projects in highways largely followed the theoretical model of
PPPs, the urban transportation project was found to be
substantially deviating from a general PPP model discussed in the
literature due to the unique requirements of urban
transport
infrastructure in India. The widely accepted argument of PPPs
bringing in private capital to public services has been debunked by
the Ahmedabad Bus Rapid Transit System (ABRTS). The project is
substantially funded by the national and state governments due to
limited incentives for the private sector to invest in these
projects under BOT mode. The under-developed capability within the
private sector in urban transportation projects in India resulted
in unbundling of services rather than one private agency providing
all of them. The local urban body has retained several risks as it
more suitably located to bear them more efficiently.In the PPPs in

sistemos problemų įvardijimas, tiriant, ar diegiamos
infrastruktūros modernizavimo priemonės kelia susisiekimo sistemos
lygį mieste. Teorinėje dalyje aptariama susisiekimo sistema mieste,
jos sandara, supažindinama su technine infrastruktūra, globaliomis
susisiekimo infrastruktūros problemomis, analizuojama lietuvių ir
užsienio autorių literatūra. Analitinėje dalyje supažindinama su
Vilniaus miesto susisiekimo sistema. Atliekama jos analizė –
automobilizacijos ir taršos lygis, eismo intensyvumas, saugumas,
viešojo transporto darbas, tiriama susisiekimo infrastruktūra:
gatvės, eismo reguliavimas. Analitinės dalies pabaigoje įvertinama
Vilniaus susisiekimo sistemos analizė, suformuluojamos ir

The main objective of this work – analysis
of Vilnius urban transport infrastructure and identification of
main problems in transport system while investigating if measures,
which are introduced to upgrade infrastructure, raise
transportation level in the city. In theoretical part transport
system is discussed: architecture, technical infrastructure,
problems of global transport infrastructure, Lithuanian and foreign
authors‘ literature is analyzed. Analitical part gives an
introduction to transport system of Vilnius city. City‘s transport
analysis is made – level of pollution and motorization rate,
density of transport, safety, operation of public transport;
transport infrastructure is analyzed – streets, traffic control. At
the end of analytical part Vilnius transport system is assessed,
infrastructure problems are identified. In designed part author
explores how introduced improvement measures effect transport
system in Vilnius. Based on the analytical part‘s findings, current
improvements of Vilnius transport system, is presented. After
examination of analytical and experimental results final

▼ Effective climate change adaptation requires adequate assessment of the wider environmental, social and economic impacts of a climate change adaptation response and identification and mitigation of the practical issues associated with its implementation. The M25 motorway network: London’s ring road and associated trunk roads is used as a case study for testing the various methods and tools for assessment and implementation of climate change adaptation. This study interviews technical experts and stakeholders to assess the suitability of the proposed process and individual response actions, identify practical issues and facilitate future implementation. The impact of climate change on public
infrastructure will be significant and has the potential to cause widespread disruption, as evidenced by historical weather events. Therefore the management of a critical
infrastructure asset such as the M25 proved to be a useful test case.
The study found a risk-based decision-making framework to be the most effective for climate change adaptation, given the scale at which the case study was set and the existing systems in place. This finding was supported by a pilot risk assessment of the implications of climate change for all maintenance and operational activities associated with the M25, which led to the development of a climate change adaptation strategy and action plan for the asset.
Several methods and tools are discussed in the quest to identify suitable tools for decision making and assessment of the wider impacts of adaptation. Strategic Environmental Assessment (SEA), which has proven effective for aiding decisionmaking at the strategic level was widely discussed, but the strategic assessment approach was found to be best facilitated in the form of sustainability appraisal. The tool fits well in combination with an adaptive management approach to implementation under conditions of high uncertainty, which ensures that the adaptation response remains flexible and cost effective. These findings were supported by interviews.
Stakeholder interviews uncovered general support for adaptation to climate change, as well as concern for a number of practical issues associated with the development and implementation of a climate change adaptation strategy. The interviews allowed for discussion of measures to address such issues, for example change management, data management and problems associated with the existing institutional structures and inter-organisational relationships. These were worked through individually to identify potential mitigative responses.

▼ Transport infrastructure development is a crucial part of regional and national long-term growth strategies. The planning and implementation of
transport infrastructure is key to regional development as it allows governments to promote the competitive advantages of the local market (e.g. labour and logistics costs) and to attract entrepreneurs and investors. However, the cost of these projects is a major issue, thus it is crucial to carefully examine project proposals before selection. Cost-benefit Analysis (CBA) is a conventional technique used for this purpose that allows decision-makers to prioritise promising investment candidates based on economic and social merit. Even though CBA has been widely applied in the evaluation of
transport infrastructure projects in both developed and developing countries, it still has limitations. Scholars have identified a range of CBA issues occurring across technical, financial, socio-economic, and environmental groups of factors, but the central problems of CBA including stakeholder engagement and evaluation method selection remain unanswered. The Constructive Research Approach (CRA) was selected for this project because it is a research methodology for producing solutions that can be demonstrated through their implementation. CRA was implemented using five main steps. The first step was the identification of the relevant practical problem via the researcher’s experience and direct feedback from experts. The next step focused on obtaining pre-understanding of the research topic through a survey of CBA literature from 1844 to 2018 in order to structure the CBA schools of thought and to identify cost-benefit factors and the associated methods used for their evaluation in
transport infrastructure projects. The third step was to construct two main artefacts: the skeleton of the stakeholder-centric CBA framework and its quantitative assessment system. Refinement and validation of the CBA framework followed. During framework development, five research seminars with colleagues in the ECIC were organised and then seven in-depth interviews with experts were conducted for validation purposes. Moreover, the quantitative aspects of the stakeholder-centric CBA framework were optimised by using the Visual Basic programming language to develop a computer application, termed CBAFS, to implement the framework and to perform CBA assessments. The key outcome of the research program, a stakeholder-centric CBA framework, allows practitioners to identify key stakeholders and to elicit their actual needs before identifying cost-benefit factors and associated methods for evaluation. The stakeholder-centric CBA framework provides a specific process consisting of seven steps for combining ‘hard’ and ‘soft’ systems approaches. The iterative cycle of the framework invokes soft systems approaches to tackle the issue of stakeholder engagement. ▼ This dissertation is written in the context of sustainable urban development, the importance of transport infrastructure and railway stations as a potential growing structural element in the on-going urban redevelopment of the city. The base of this claim is that through effective land use and good connectivity to other modes of transport railway stations becomes an important mean to influence the use of common and environmental friendly means of transport. They are an important component both for the functional value of the transport system and the access to the city. In reverse they also create a link to the region and a therefore a doorway to a wider market of work, business, leisure and service. The purpose of this thesis is thus to study and show how a national infrastructure project affects the urban development on a local level. Every infrastructure development is unique and its impact can be viewed through different perspectives and on different geographical levels. In general a large infrastructure project will lead to a change in accessibility that may which may affect the localization of activities and land use development. In addition it can be followed by an impact on the economic and socio-spatial conditions as well as have environmental consequences. The target for this study is the expansion of the south railway line which is a national railway line running from Malmö to Stockholm. It has a central distributing role in the southern regional parts of Sweden. The south stretch between Lund and Malmö is the most trafficked railway line in Sweden, burdened with intense local, regional, national and international traffic. This makes a potential lack of capacity limiting for a continuous growth and an important matter in a local, regional and further on national perspective. The local impact of the South railway line is examined by studying the prospects of an additional train station in the south periphery of Lund in the district of Klostergården to evaluate its practical use and spatial consequences. The general question is, in a local perspective, how to best make use of the current infrastructural change and how will this affect the future development of the district? The result is illustrated through a design proposal of the station and its surrounding area. The design work is of a schematic character, which means that the design will show, through diagrams and low detailed plans, the elements and functions of the area and how they are connected. It gives an idea of how the area can be structured and organized in terms of infrastructure, plots, functions and open spaces. In addition to a possible location and form of the train station, possible measures to reduce noise, vibration and the barrier effect are presented as a starting point for a continued urban development. ▼ The charging of electric vehicles is a new market that is emerging, partially from existing markets. The emergence of such new markets requires the definition of new roles and responsibilities. Such a ‘market model’ describes the market roles (e.g. owner, operator etc) in terms of responsibilities and interactions between roles (processes). However, the development of an abstract market model for a future market is complicated since the dynamics of future markets are difficult to imagine, let alone understand. The use of simulation games is a proven method to deal with such complexities but is never applied on market model design. Here we report the complexity of and challenges to market model design based on expert interviews. Second, the novel E-CITY 2020 simulation game was developed to examine the contribution of gaming simulation to market model design for Dutch energy related markets. The game simulates a preferred market model for the charging infrastructure in a fictive city in 2020. E-CITY 2020 resulted in an increased insight in the dynamics and interactions in a new market from different perspectives (operator, customer, etc) for both designers and participants of the intervention. Second, we found that a gaming simulation creates a shared understanding of the future market model. Finally, we identified requirements for success for implementing the market model. In conclusion we find that simulation games are an effective tool to overcome complexities in market model development. Also recommendations for developing gaming simulations for market models are made.

Bicycle parking facilities is a highly relevant field within sustainable urban development. If done
right it can contribute to increased travels by bicycle which in term contributes to winnings in
both health, environment and economy.
The main goal of this project was to give guidance to the municipality of Varberg in the choice of
bicycle parking solutions and the layout of the parking areas at Varberg’s new train station. This
was done by a great variety of methods. The most prominent ones have been observations of
existing solutions and bicycle parking areas, surveys that reached out to the potential users and
interviews with cyclists in the real context of a station area. Throughout the process, people in
the bicycle industry have been consulted as well as urban planners and non-direct users of the
bicycle parking.
The result of the thesis is a plan of the layout of the bicycle parking areas at Varberg’s new
station area as well as recommendations on which products to use. The layout of the area entails:
a clear overview, good accessibility for all visitors, a guidance of how to use the different
solutions and thus, leading to an orderly looking parking area. Furthermore, another part of the
outcome is an individual parking box module that can easily be adapted to the need of securer
parking at a specific location.

▼ This dissertation is a collection of papers analyzing the effect of
transport and credit
infrastructure on the agricultural and non-agricultural sectors. Chapter 1 uses a partial equilibrium framework to isolate the effect of rural
transport infrastructure improvement. It obtains an unbiased estimate of
transport improvement on high yield variety technology adoption, a mechanism by which
infrastructure improvement can affect agricultural return. It finds that although transportation
infrastructure improvement significantly increases acreage for high yield variety rice, the acreage for local variety rice does not decrease but remains constant post improvement. The findings suggests there
transport improvement needs to be complemented with other measures to yield complete adoption of improved agricultural technology.
Chapter 2 improves upon Chapter 1 and uses a rural market equilibrium framework to analyze the effect of rural
transport infrastructure on agricultural productivity under perfect and imperfect markets. This chapter, using a theoretical model derives scenarios, (involving relative credit elasticity in the agricultural and non-agricultural sectors and elasticity of total stock of labor and capital in the rural market), under which agricultural productivity will be enhanced or deteriorated in the short run and long run under perfect and imperfect market scenarios. It empirically examines the effect of
transport improvement on conditions that determine its effect on agricultural return and finds that
transport improvement may increase, decrease or keep agricultural output constant depending on its effect on stock of capital and labor in rural markets.
Chapter 3 analyzes the role of access to finance in promoting the efficiency and growth of micro-enterprise activities and role of access to finance in participation of micro-enterprises. It finds that access to finance is a significant constraining factor in the growth of micro-enterprises and that the returns to capital invested in micro-enterprises are significantly higher than the interest rates charged by some of the micro-finance institutions that borrow from the government at low rates. The findings of this chapter indicates that there are big gains to be realized from expansion of access to credit to micro-enterprises at reasonable interest rates through the existing network of micro-finance institutions.
