▼ Research on the adoption of e-participation without considering government-citizen relationships does not generate adequate knowledge about the magnitude, patterns and factors influencing the adoption. Previous studies of the adoption of e-participation, which included Tanzania in their populations, excluded government-citizen relationships in their measurement approaches. Before this research, the significant factors of adoption of e-participation in Tanzania were not fully known as a proxy is not always accurate. This study, therefore, examines the factors which influence the adoption of e-participation in Tanzania. The focus is on e-participation, which reflects the top-down, bottom-up relationship between the government and citizens. The research methods were a survey, web content analysis and a face-to-face semi-structured interview, and the collected data were analysed quantitatively and qualitatively. Rogers Diffusion of Innovation theory informed the analytical framework. Samples, which were achieved through probability and non-probability strategies, were drawn from the populations of Tanzanian citizens, government officials, government ministries and traditional national media institutions. The findings revealed that the adoption of e-information was high, but it not total, while the adoption of e-consultation and e-decision-making was low. However, citizens deliberated on policy issues on social media pages of traditional national media institutions. Government guidance, communication standards, values, needs, and discretionary decisions were among the factors, which were associated with the adoption of e-participation in Tanzania. In e-participation research, usage of e-participation features and available information on government websites enhances an understanding of the adoption of e-participation rather than its proxy, which is the e-participation environment. Usage is critical as the evidence shows it captures the dynamic and reciprocal government-citizen relationships adequately.

▼ News delivered by a variety of media channels can impact civic agenda, public opinion, and the framing of reality in people’s life. In recent years, social media is becoming the top outlet for people to access news stories that are shared by individual users. Given the significance of news flow in social media, it is important to know what factors may influence users’ news sharing in the social media context. Specifically, the two research objectives of the present research are as follows: 1) drawing from the literature on gratification research, this study attempts to identify what motivational factors drive users to share news in social media; 2) extending the uses and gratifications theory by identifying influential factors from diffusion of innovations theory, this research provides insights on how news attributes, opinion leadership, and diffusion networks may impact news sharing in social media. To achieve the research objectives, a conceptual model was proposed on the basis of the two theories. In particular, the entire research is divided into two interrelated studies. In Study 1, hierarchical regression was employed to analyze the self-reported data collected from 318 respondents. Several interesting findings were revealed from the results. In terms of perceived gratifications, socializing was the strongest motivation in predicting news sharing, followed by status seeking and information learning. From the perspective of diffusion of innovations theory, it was found that opinion leadership, tie strength, and news liking/relevance, were significantly associated with users’ news sharing in social media. The findings demonstrated that people’s experiences with online news have been transformed from a personal activity to an interpersonal one using social media. While the use of subjective data to measure motivations from the uses and gratifications perspective is appropriate, there are concerns that the subjective data may not accurately capture the network environmental factors derived from diffusion of innovations theory. To complement the data collected via the survey which focuses on individuals’ characteristics and perceptions, the second study was conducted through analyzing secondary data harvested from social media platforms. Specifically, Twitter was selected as a benchmarking platform to provide insights on general information sharing and the network structures that evolve from online sharing behavior. Digg was selected as a news platform to examine users’ news sharing in social media. Social network analysis was applied to analyze the secondary data. It was revealed that influential factors underlying general information sharing and news sharing were different. ▼ Çağımızda bilgi daha önce hiç olmadığı kadar önemli bir toplumsal role sahiptir. Öyle ki, neo-liberal yaklaşımın tarihin sonunu ilan ederek yeni dünya düzenini tarif ettiği ve biçimlendirdiği anlamda, artık içerisinde var olduğumuz sosyal yapı, bilgi toplumu olarak adlandırılmaktadır. Dolayısıyla bilgi kavramı veya olgusu, mevcut toplumsal düzenin belirleyici ve tanımlayıcı unsuru olarak değerlendirilmektedir. Nasıl ki tarım toplumu tarımsal üretime, sanayi toplumu endüstriyel üretime bağlı olarak tanımlanıyordu ise; bilgi toplumu da üretim ve tüketim süreçlerinde bilginin belirleyici olduğu bir yapı olarak anlaşılmaktadır. Dolayısıyla bu yeni toplum düzeni, bireylerden yeni beceriler talep etmektedir. Toplumsal gelişme artık tarımsal emeğe veya sınai üretime değil, bilginin eleştirel ve yaratıcı biçimde geliştirilmesine, serbestçe erişimine dayanmaktadır. Bu bağlamda kütüphanelerin, bilgi toplumunun talep ettiği yeni becerileri, yani yeni bilgi becerilerini - eleştirel düşünceyi, yaratıcılığı, yaşam boyu öğrenme kavrayışını – bireylere kazandırmaya yönelik bir sorumluluğu olduğu ve bunu da ancak bilginin serbest dolaşımını ve bireylerin bilgiye özgürce erişimini sağlayarak yerine getirebileceği görülmektedir. Dolayısıyla, kişisel bilgi- toplumsal bilgi döngüsünün, başka bir ifadeyle, bilginin toplumsal iletişiminin, ancak düşünce özgürlüğünün meşru ve kabul görmüş olduğu koşullarda mümkün olduğu anlaşılmaktadır. Bu bağlamda kütüphanelerin ve kütüphanecilerin, sansüre koşulsuz biçimde direnmelerinin ve öte yandan her koşulda düşünce özgürlüğünden yana olmalarının günümüz toplumsal yaşayışı açısından ne denli kritik olduğu ortaya çıkmaktadır.

Social development is no longer based on agricultural labor or industrial production, rather on the critical and creative development of knowledge and on free access. Предмет ове дисертације су разлике у медијској
писмености имеђу три генерације одраслих у Републици Србији.
Генерације су назване: Послератна генерација или Генерација П
(1946-1964), Генерација Х (1965-1980) и Миленијумска или Генерација
М (1981-1995). Припадници ове три генерације могу се сврстати у
„дигиталне имигранте“ (Prensky, 2001) и заједничко им је то што су
рођени пре увођења интернета у Србију. То значи да су се на
различите начине адаптирали на дигиталне медије, уносећи одређене
генерацијске специфичности у онлајн простор. Главно истраживачко
питање од којег се у дисертацији полази је: које облике медијске
писмености развијају припадници различитих генерација у процесу
адаптације на нове, дигиталне медије и како они утичу на њихову
партиципацију у дигиталном окружењу? У истраживању су комбиноване
квантитативне и квалитативне методе. Најпре су јединственим онлајн
анкетним упитником испитани елементи медијске писмености припадника
различитих генерација. Затим је спроведено фокусгрупно истраживање
којим су идентификовани “први контакти” (Mannheim, 1952) и медијска
искуства око којих се свака медијска генерација формирала. Фокус
групе су пружиле и додатна објашњења резултата квантитативног
истраживања. Имајући у виду различите приступе медијској писмености
данас, у овој дисертацији се креће од дефиниције која медијску
писменост види као „способност приступа, анализе, евалуације и
комуницирања порукама у различитим формама“ (Aufderheide, 1997),
односно „способност приступа, разумевања, критичке евалуације и
креирања медијског садржаја“ (EC COM, 2007). Истражује се на који
начин се три генерације одраслих разликују у три кључна елемента
медијске писмености: (1) приступ медијима и медијским садржајима;
(2) критичко читање и евалуација медија и медијских садржаја; и (3)
способност креирања медијског садржаја. Будући да се медијска
писменост сматра важном за савремено грађанство, те да онлајн
„партиципативна култура помера фокус писмености са индивидуалног
изражаја на укљученост у заједницу“ (Jenkins et al., 2009: 4), у
анализу је укључено и како се те разлике IV испољавају у начинима
на који они партиципирају у дигиталном окружењу. Разлике су мерене
поређењем категоричких варијабли и приказане хи квадратом. Кључне
налазе можемо поделити у две групе: једни се односе на формирање
медијских генерација у Србији и њихове генерацијске специфичносте,
а други на разлике између њих када је у питању медијска писменост.
Најпре је, полазећи од теоријског оквира који је поставио Горан
Болин (Bolin, 2017), и овде потврђен утицај оба формативна периода
живота при формирању медијских генерација: рано детињство и касна
адолесценција. Наиме, показано је да генерације у дигитално
окружење уносе обрасце које су успоставили у периоду одрастања, а
који се односе на (1) навике у коришћењу медија, (2) разумевање
улоге медија у друштву, (3) очекивања у вези са тим улогама и (4)

▼ Information overload is a popular term intimately associated with the information society in which we are now thought to live. This two-year master’s thesis explores perceptions and experiences of this phenomenon through a quantitative study of two groups of academics; on the one hand, academically active information specialists, and on the other, active academics in general.
The theoretical framework for this study is based on Orrin E. Klapp’s notion of ‘meaning lag’ and Luciano Floridi’s concept of ‘infosphere’, to provide a context for discussing how and why information overload might develop. The relationship between information overload and ‘information literacy’ is another important point explored as part of this discussion.
An international, web-based survey directed at information specialists as well as general academics reveals that information overload is a very common experience for people active in academic settings. A number of statistics are presented regarding how, when and where information overload is usually experienced, as well as the more general information habits and perceptions of the information environment that these groups display. After comparing the two examined groups, the thesis concludes that there are, in fact, no major differences in how these groups perceive and experience information overload and their surrounding information environment. Having an academic interest and specialty in information science is thus not indicative of being able to avoid or even think very differently about information overload. Finally, some relevant research directions are proposed.
Information overload, eller informationsöverflöd, är ett populärt sätt att beskriva en av följderna av det informationssamhälle i vilket vi nu anses leva. Denna uppsats utforskar vilka uppfattningar och erfarenheter som finns av detta fenomen utifrån en kvantitativ studie av två olika grupper av akademiker; å ena sidan akademiskt aktiva informationsspecialister, och å andra sidan, aktiva akademiker i allmänhet.
Det teoretiska ramverket för denna studie baserar sig på Orrin E. Klapps begrepp ‘meaning lag’ samt Luciano Floridis tanke om en ‘infosfär’. Dessa skapar tillsammans en kontext för att kunna diskutera hur och varför informationsöverflöd drabbar oss. Relationen mellan informationsöverflöd och informationskompetens är en annan viktig beståndsdel som utforskas i denna diskussion.

aktuali kiekvienai ekonomikos raidos siekiančiai valstybei. Darbo
tyrimo iškelta problema siekiama atsakyti į klausimą, kokių veiksmų
ir priemonių reikia imtis, siekiant paspartinti Lietuvos
informacinės visuomenės plėtros procesą ir tokiu būdu pasiekti bent
ES vidurkį šioje srityje. Darbo tyrimo objektas yra informacinės
visuomenės plėtros procesas ir jo rezultatai ES valstybėse narėse.
Tyrimo tikslas – įvertinti Lietuvos informacinės visuomenės plėtros
galimybes ir perspektyvas pasivyti ES rodiklių kontekste. Darbe
keliami šie uždaviniai: išanalizuoti informacinės visuomenės
plėtros ES valstybėse narėse politiką bei teisinį šios srities
reglamentavimą; įvertinti informacinės visuomenės plėtros rodiklius
ES ir Lietuvoje, atlikti jų lyginamąją analizę. Tyrimo hipotezė:
Lietuvos informacinės visuomenės plėtros 2009 m. rezultatai
atsilieka nuo ES vidurkio dėl organizacinių ir socialinių
priežasčių. Magistro darbe iškeltų uždavinių siekiama teoriniais
bei analitiniais tyrimo metodais ir priemonėmis. Darbe pateikiama
glausta ES valstybių narių informacinės visuomenės plėtros
lyginamoji analizė: lyginamos lygiagrečios sritys, įgyvendintos
iniciatyvos, pasiekti rezultatai. Atlikta lyginamoji analizė tarp
ES valstybių narių parodė, kaip skirtingai formavosi informacinės
visuomenės plėtra Europoje, kaip netolygiai vystėsi ir vystosi šio

Development of information society is
closely linked with the country's economic development, the
development of this sector is relevant to each country seeking
economic development. The research aims to answer what steps and
measures must to be taken to accelerate the development of
Lithuanian information society process and thus to achieve at least
the EU average in this area. The research object of information
society development process and its results in the EU Member
States. Research aim – to assess the Lithuanian information society
development opportunities and prospects for the EU to catch up in
the context of indicators. The work must meet the following
objectives: to analyze the information society development in the
EU policy and legal regulation in this area and assess the
development of information society indicators for the EU and
Lithuania, the performance of their benchmark. Research hypothesis:
The Lithuanian Information Society Development in 2009 Results
below the EU average on institutional and social reasons. Master's
thesis of the tasks to the theoretical and analytical research

▼ In this study the role of the educational publisher
as an information intermediary is considered. The focus is on the
developmental role of the publisher, against the background of the
information age the world is entering today. The publishing
industry is regarded as both a vehicle for and the product of
development, which entails a twofold responsibility: the
development of society in general and the development of the
industry in particular. This study highlights the role of the
publisher in the development of society, and it is argued that the
recent changes in the education system and the language policy
potentially offer a great challenge to educational publishers in
South Africa to help create suitable educational material in order
to facilitate the successful implementation of the new curriculum,
thereby contributing to the development of South African society as
a whole. However, developments since 1994, when the new political
dispensation came into effect, have practically halted the
development input of publishers in the new education system and
created a severe crisis for the educational publishing
industry.

▼ Cultural theory is a distinct and at the same time inclusive scientific field that has been developing and evolving from the mid-19th century, acquiring an interdisciplinary character. It can be easily deduced that there is no single and coherent cultural theory, but a wide range of a variety of theories. Consequently, the challenges in the analysis of Information Society issues within the framework of cultural theory are plenty. This paper, within the framework of cultural theory, highlights the role of the library in Information Society through a study and analysis of this cultural structure as an institution thriving on networking and the creation of social capital. The object of study is the application of a collaborative model in the functions of knowledge providers as a support factor for a strong, sustainable and inclusive community. Accordingly, through urban networking a local information system promotes urban and social sustainability as well as the future growth of Information Society in relation to the environment, the economy and society. Change as far as libraries are concerned, along with their more dynamic presence within the framework of Information Society, requires synergies at the local level. The services provided by a local network highlight the role of each member-library as a constituent element of the social fabric in the city. The ideal solution that is offered is to utilize and develop a random geographical network of libraries in order to create a formal collaborative model so that interdisciplinary approaches to the role of libraries can be applied. Η πολιτισμική σκέψη είναι ένα διακριτό και ταυτόχρονα ανοικτό επιστημονικό πεδίο που διαμορφώνεται και εξελίσσεται από τα μέσα του 19ου αιώνα έως σήμερα με έντονα διεπιστημονικό χαρακτήρα. Γίνεται εύκολα αντιληπτό ότι δεν υπάρχει μία ενιαία και συνεκτική πολιτισμική θεωρία, αλλά ένα ευρύτερο φάσμα ποικίλων θεωριών. Οι προκλήσεις που προκύπτουν στο επίπεδο των αναλύσεων των θεμάτων της Κοινωνίας της Πληροφορίας εντός του ευρύτερου πλαισίου της πολιτισμικής θεωρίας είναι ποικίλες. Η παρούσα έρευνα εντάσσεται στο πλαίσιο της πολιτισμικής θεωρίας, αναδεικνύοντας τον ρόλο της βιβλιοθήκης στην Κοινωνία της Πληροφορίας κατά τη μελέτη και ανάλυση της πολιτιστικής αυτής δομής ως θεσμού μέσα από τη δικτύωση και τη δημιουργία κοινωνικού κεφαλαίου. ▼ Information asymmetry that exists between entrepreneurs and financiers can give rise to that riskaverse banks and investors waives investments in new companies as they are associated with a high risk, which leads to a financial gap. An alternative solution to this financial problem is to seek capital through equity crowdfunding. This financial tool is based on seeking external funding from a mass of people in exchange for ownership stakes. The study aims to examine how equity crowdfunding works as method of raising capital and the consequences resulting choosen capital structure. A triangulation of quantitative and qualitative method is selected. The primary data is collected through structured telephone interviews and secondary data is collected from public documents about their financial status. The theoretical framework treats the process of capital rasing for small businesses and the effects of capital structure on the basis of scientific theories, models and previous research. This study highlights that equity crowdfunding has occurred in step with the development of technology and web 2.0 technology, which helps to disseminate information and build relationships effectively. Equity crowdfunding is a way to deal with information asymmetry, problems with capital raising and agent relationships. The ability to manage relationships with many investors seem to have done that equity crowdfunding serves as a good financial supplement for the dissemination of the product. The problem with external funders seem to be handled with technological development and makes assumptions that agency theory and the pecking order theory is based on are to develop.

▼ Society is in a tumultuous state. Today’s Western
society is characterized by disillusionment, doubt, irony,
fragmentation and plurality. With the failure of Modernism and the
rise to prominence of Nihilism, Post-Humanism, Post-Structuralism
and Individualism,
society has entered a thoroughly Post-Modern
era. Over the past couple of decades humanity has increasingly
turned to
Information Technology as the great enabler. Through the
capabilities that
Information Technology offers, undreamed heights
of scientific and technological progress have been reached in an
amazingly short span of time. However, rather than uplifting and
emancipating
society, the wholesale implementation of
Information
Technology has brought with it a host of unintended and unforeseen
consequences. As with the promises of Modernism,
Information
Technology has not brought
society the Utopia that it imagined.
Information Technology rather has acted to create a universe
characterized by virtuality, constant change, indeterminacy, and an
information orientated perspective on the world. Technological
progress has not been accompanied by social progress. Through a
comprehensive literature review and an examination of both
Post-Modernism and
Information Technology, it is proposed that the
influences of
Information Technology have acted and continued to
act to promote Post-Modernism. These influences amongst others
include its displacement of space and time, its promotion of the
Information Society, its ability to create digital hyperrealities,
its destructive influence on tradition and culture, and most of all
its catastrophic/revolutionary impact on the identity. Through
these influences this paper seeks to prove that
Information
Technology acts an agent of Post-Modernism.

▼ This research examines arguments and values expressed in the debate about the Internet Corporation for Assigned Names and Numbers (ICANN) and the management of the Internet’s technical core resources, which took place during the World Summit on the Information Society (WSIS). Furthermore, it highlights how the values and argumentation of the stakeholder groups differed from each other. A comparative viewpoint between the stakeholders participating in the WSIS process was chosen because the vast amount of participants was one of the novelties with the summit. The theoretical framework of the study is founded in social constructivism. The nation state’s changing role in world politics has been viewed from the theoretical perspective of Manuel Castells’ theory about the Network society. The main method used is Chaïm Perelman’s argumentation theory. His theory has been modified and implemented in combination with the practical tools for argumentation analysis by Marja-Liisa Kakkuri-Knuutila. As a simplification there were three sides in the debate about ICANN’s role; in favour of ICANN, against ICANN, and revised ICANN. Those in favour of ICANN largely consisted of the business sector, some governments like the United States. They can be said to represent the status quo in the debate. This group mainly highlighted the importance of maintaining the stability and security of the Internet. Technical matters were prioritised over other values like the democratic, accountable, and legitimate governance of the technical core function’s of the Internet. The current organisation of ICANN was primarily opposed by developing countries. They wanted an intergovernmental or international organisation to take over the functions of ICANN. A common justification was that the Internet is a global utility and therefore it should be governed accordingly. In their argumentation they referred to abstract values like equity and justice. Those promoting a revised ICANN, had no coherent view on ICANN. Rather they were connected by a preference for a pragmatic compromise. As a simplification this group wanted the ICANN to stay the same but be reformed to the better. The results of this research reflect certain common trends within the current media policy arena, and more specifically, within the field of Internet Governance. Particularly the tension between the North and South is visible. Furthermore, the results highlight how technical matters prevail over abstract moral values.

▼ The internet is a transbordering and potentializing environment for the
information, since it
makes possible the sheering, distribution and interaction of the contents available in it.
However, this
information system may generate an opposing move when it produces an
avalanche of superficial
information which difficult the absorption criticism by the user. This
modern-liquid
society, which is characterized by short living fashionisms, creates a fluid
subject on which its habits do not become concrete, since they are so temporary that they
don t shape up. The
information also reproduces the same scenario, since the user is inserted
into a logic based on supplying
information and so it is conditioned to consume, not absorb or
transform them into knowledge, since the flow of content production does not allow it. It is in
his context that the publishing of cultural expressions come to be questioned, since they
follow a liquid
society trend. This discussion will take on topics that approach diverse cultural
expressions in Sergipe, such as cinema, theater, craftsmanship, events, memory
spaces(museums, art galleries, memorials, files, libraries, history institutes, science
academies), amongst others and will analyze the content production of the Infonet Portal,
from the reports published during April, May and June of 2008, period considered to be of
cultural turbulence in the state, due to the June Festivals (Saint john, Saint Joseph and Saint
Peter). To do so, Zigmunt Bauman s, Pierre Levy s, Edgar Morin s and Dominique Wolton s
ideas were discussed. Besides, were analyzed the characteristics of the internet and its
applicability within the portal hereby discussed in order to perceive the way the
information is
produced in the cyber culture, a movement that allows memorization, potentialization,
interaction , besides other criteria inherent to the cyberspace

▼ Comment faciliter l’intégration des TIC dans les PME ? Telle est la question que se pose le Gouvernement Colombien depuis la fin des années 1990. Sept ans après la définition de la stratégie régionale eLAC2007, et douze ans après la signature de la Déclaration de Florianópolis, nous ouvrons un espace de réflexion sur la portée des actions développées par le Gouvernement Colombien dans le but de promouvoir les TIC dans les micros, petites et moyennes entreprises, durant la période 2000-2010.L’étude des diverses sources d’information disponibles dans ce domaine, ainsi que la réalisation de plusieurs entretiens et l’application d’un instrument d’enquête, nous ont permis de définir le contexte et la problématique globale de l’intégration des TIC dans les PME à partir de trois perspectives telles que : l’orientation des Politiques Publiques TIC, l’application des programmes, et la portée de la stratégie du Gouvernement.Ce projet de recherche nous a également permis d’identifier les principaux obstacles à la participation des PME dans la Société de l’Information, et de générer une série de conclusions et de recommandations susceptibles de contribuer à l’amélioration de l’action du Gouvernement, lui donnant une chance supplémentaire d’atteindre les objectifs qui ont été fixés dans le Plan National de Développement.
How to facilitate the integration’s of the ICT in the SME? This is the question asked by the Colombian’s Government since the end of the nineties.Seven years after defining the regional strategy eLAC 2007 and twelve years after the signature of the Florianopolis’ Declaration, we open a new way of thinking about the impact of the actions developed by the Colombian’s Government in order to promote the ICT in the micros, smalls and mediums companies between 2000 and 2010.The study of various sources available in this area, together with the achievement of several interviews and the application of a survey instrument, allowed us to define the context and the global issue of the ICT integration in the SME from three points of view such as: the orientation of the Public Policies ICT, the programs’ application, and the scope of the Governments’ strategy.This research’s program helped us to identify the major obstacles in the participation of the SME in the Information Society, and to generate a series of conclusions and recommendations which can contribute to improve the Government’s action. This will give it one more chance to reach the objectives fixed by the National Development Plan.

▼ We show how ideas, models, and techniques from statistical physics prove useful for building quantitative theories of collective behavior with a focus on social systems. In the first chapter, we develop a statistical mechanics of political voting on the US Supreme Court. By building minimal models of voting behavior, we find that signatures of strong consensus and partisanship are captured by a maximum entropy model only relying on the pairwise correlations between voters. We extend this maximum entropy approach to collective voting outcomes on a Super Supreme Court, inferring how the set of historically disjoint justices from 1946-2015 might have voted with one another. When we measure how correlations decay between justices across time, we find a long, institutional timescale approaching a century, a quantitative signature of historical precedent. Beyond consensus, we find that voting blocs fracture in many possible ways, belying a common assumption that partisan intuition generalizes to the history of the court; actually, Supreme Court voting over time is immensely more complex. Then, we use minimal models to measure how sensitive collective outcomes are to perturbations to "pivotal components," akin to how majority outcomes are sensitive to swing voters. We demonstrate how to extract these pivotal components from an
information-geometric analysis of example social systems including Twitter, financial markets, legislatures, and judicial courts. Our approach presents a principled, quantitative step towards characterizing the robustness of social institutions to changes in component-level behavior. The second topic we address is about conflict dynamics. In a
society of pigtailed macaques and in armed conflict in human
society, we find remarkable, emergent regularities suggesting that conflict is dominated by a low-dimensional process that scales with physical dimensions in a surprisingly unified and predictable way. For macaque conflict, we discover a temporal scaling collapse for conflict duration distributions. This collapse indicates the presence of long-time correlations that connect early conflict events with later ones. We propose a model that explains this collapse and consider how we might predict conflict evolution. For armed conflict, we find that social and spatiotemporal properties of conflict can be unified by a reduced scaling framework, and we make initial steps towards a model that captures the dynamics of observed properties of conflict. The final topic we address is that of interpersonal coordination of motion. We describe an experimental apparatus that combines a commercial virtual reality platform, a human motion-capture suit, and a mirroring game with an avatar. We use this apparatus to show how frequency-based auditory cues enhance the ability to mirror motion. Our work lays the groundwork for future experiments: better understanding of how

information, since it
makes possible the sheering, distribution and interaction of the contents available in it.
However, this
information system may generate an opposing move when it produces an
avalanche of superficial
information which difficult the absorption criticism by the user. This
modern-liquid
society, which is characterized by short living fashionisms, creates a fluid
subject on which its habits do not become concrete, since they are so temporary that they
don t shape up. The
information also reproduces the same scenario, since the user is inserted
into a logic based on supplying
information and so it is conditioned to consume, not absorb or
transform them into knowledge, since the flow of content production does not allow it. It is in
his context that the publishing of cultural expressions come to be questioned, since they
follow a liquid
society trend. This discussion will take on topics that approach diverse cultural
expressions in Sergipe, such as cinema, theater, craftsmanship, events, memory
spaces(museums, art galleries, memorials, files, libraries, history institutes, science
academies), amongst others and will analyze the content production of the Infonet Portal,
from the reports published during April, May and June of 2008, period considered to be of
cultural turbulence in the state, due to the June Festivals (Saint john, Saint Joseph and Saint
Peter). To do so, Zigmunt Bauman s, Pierre Levy s, Edgar Morin s and Dominique Wolton s
ideas were discussed. Besides, were analyzed the characteristics of the internet and its
applicability within the portal hereby discussed in order to perceive the way the
information is
produced in the cyber culture, a movement that allows memorization, potentialization,
interaction , besides other criteria inherent to the cyberspace

With the increasing development of technology and the cyber world, a culture of social networking has been established. Social networking sites, such as Facebook™, became useful and popular tools, specifically for young adolescents, as it offers engaging opportunities to connect, communicate and interact with peers while enabling and sustaining interpersonal relationships. Given the stage of development in which they reside according to Erikson, adolescents place immense value on their social activity and connectedness, and therefore a positive self-identity and self-esteem becomes dependent on their social success. This study attempted to explore the possible psychosocial effects, specifically on the self-esteem of adolescents, who regularly interact on Facebook™. The research was conducted at an urban public school in the northern suburbs of Johannesburg. Participants for the individual interviews were selected based on how thoroughly they completed their questionnaires which I requested of this grade 10 group. From the analysis of the data, four main categories emerged namely; positive and negative influences on self-esteem, deception on Facebook™, crystallisation of identity and dangers associated with Facebook™. Consistent with recent literature regarding social networking and its effects, the results suggested that there is a definite link between Facebook™ interaction and self-esteem and that the social interactions on Facebook™ can have both positive and negative effects on the self-esteem of the individual. It is however crucial to consider the dangers and detrimental effects on both the self-esteem and the safety of individuals. Furthermore interesting features that were illuminated by the research is the concept of deception on social networking sites and individuals’ tendency to deceive and mislead based on a desire to be accepted and to avoid criticism. Lastly the idea of individuals’ identity being crystallised through their social interaction on Facebook™ came through strongly. Recommendations made based on the findings include adapting the Life-Orientation curriculum to address social etiquette and moral guidelines pertaining to online behaviour and interactions. Recommendations for future research include, amongst others, broadening the context and exploring this issue throughout the whole of South Africa and to observe differences between urban and rural areas.

▼ One of the political and economic responses to globalisation and the associated rise of multilateral trade agreements is the integration of national markets and their governance within regions. As developing economies have become increasingly integrated into the global economy, the harmonisation of policies and standardisation of regulations to create economies of scale and scope, has been one of the primary strategies to improve regional competitiveness. With the global economy underpinned by a dynamic communication infrastructure, African regional economic communities (RECs) have increasingly recognised the importance of
Information and Communication Technology (ICT) in realising the vision of regional integration, and as a major determinant of national and regional competitiveness. Despite member states' acknowledgement of the need for regional connectivity, many initiatives across Africa aimed at supporting and establishing harmonised ICT policy frameworks have not had the intended outcomes. Strategies for developing seamless regional ICT infrastructures - necessary for the achievement of universal policy objectives of improved access to, and usage of, affordable broadband services now widely demonstrated to drive economic growth - have not been realised. Through a case study of regional policy-making in the Southern African Development Community (SADC), the thesis examines the political economy underlying regional processes and structures for the development and the implementation of ICT policy frameworks, as shaped by epistemic communities. A conceptual framework is constructed as a lens through which to assess the role of capacity building as a tool in foreign affairs in the institutional arrangements within SADC countries and ICT policy outcomes in the region. This reveals the wider political, economic and more specific policy and regulatory constraints hampering the development of the
information society from a developing region perspective. Applying a hybrid methodology, empirical
information was gathered through quantitative secondary data but using qualitative methods to gather the primary evidence for the case. This evidence from multiple sources is examined through a broad political economy framework to contextualise the research problem and develop a rich narrative of regional integration efforts in the area of
information communication technologies in the Southern African Development Community (SADC). Following rigorous and extensive gathering of
information from face to face interviews following an exhaustive document analysis, detailed coding of the data and triangulation of findings enable d an analysis of how institutional arrangement s in the region -despite the accepted rationale and logic of market integration -have largely failed to achieve the intended IV ICT policy objectives stated in SADC protocols and declarations despite considerable advances in the formal harmonisation of aspects of ICT policy and regulation.

visuomenės formavimosi procesas, išanalizuoti ir susisteminti
įvairių Lietuvos ir užsienio autorių pateikti informacinės
visuomenės sampratos apibrėžimai. Atlikta Lietuvos Respublikos
teisės aktų, apibrėžiančių informacinę visuomenę ir jos plėtrą,
analizė. Nustatyta, kad būtina įgyvendinti efektyvią valstybinę
politiką informacinės visuomenės srityje, sukurti efektyvų
visuomenės informavimo mechanizmą. Įvykdytas tyrimas padėjo
išsiaiškinti informacinių technologijų paplitimą bei naudojimosi
informacinėmis technologijomis skirtumus pagal įvairius kriterijus
Mažeikių mieste ir rajone. Pateikta Mažeikių miesto ir rajono
gyventojų apklausos rezultatų analizė, atskleistos informacinės
visuomenės perspektyvos. Patvirtinta autorės suformuluota mokslinio
tyrimo hipotezė, kad informacinių technologijų teikiamos galimybės
yra svarbus faktorius, kuris įtakoja visuomenės gyvenimo gerovės
kilimą.
This master’s final paper deals with the
formation process of information society, analyzes and systemizes
the definitions of information society's conception that are
provided by various Lithuanian and foreign authors, fulfills the
analysis of legislations of the Republic of Lithuania, defining the
information society and its development. It has been established
that it is necessary to implement the effective state policy in the
sphere of information society, to develop the effective mechanism
for providing the information to the society. The accomplished
research facilitated to determine the distribution of information
technologies as well as the differences between the usage of
informational technologies according to various parameters in the
town of Mazeikiai and its region. The analysis of survey results of
the residents from the town of Mazeikiai and the region is
represented, the prospects of information society is revealed. The
hypothesis of the scientific research formulated by the author,
that the opportunities provided by the informational technologies
is the important factor which influences the rising of the public
welfare, has been proved.

mokslų ir e.valdymo studijų – sandūroje tiriama e. dalyvavimo įtaka
demokratijai apskritai ir atstovaujamosios demokratijos vertybėms,
procesams bei veikėjams. Siekiama nustatyti, kaip e. dalyvavimas
galėtų sustiprinti demokratiją, ir kaip realiai išnaudojamos e.
dalyvavimo galimybės. Atskiriems teoriniams demokratijos modeliams
pritaikant e. dalyvavimo priemones, darbe teigiama, jog tapęs
vertybiniu principu, e. dalyvavimas būtų naudingas kiekvienam
demokratijos modeliui. Naudojant aprašomąjį metodą, pateikiama
įvairių e. dalyvavimo priemonių su praktiniais pavyzdžiais,
suskirstant juos pagal e. dalyvavimo lygmenis. Pagrindinis darbo
įnašas į e. dalyvavimo studijas yra Lietuvos atvejo analizė.
Tiriant piliečių atstovų Seime ir jų atstovaujamų politinių partijų
- tarpinės grandies tarp piliečių ir valdžios – internetines
svetaines, darbe įvertinamas politikų iniciatyvumas įtraukti
Lietuvos piliečius į valdymą ir internetinių svetainių pasiekiamas
e. dalyvavimo lygmuo. Lyginamoji keturių šalių analizė parodo
situaciją Lietuvoje platesniu mastu. Prieš pateikiant darbo
išvadas, atkreipiamas dėmesys į tai, jog e.valdymo studijose dar
nėra vieningos tyrimo metodologijos, o IT vystosi ypač sparčiai.
Koreguodamos e. dalyvavimo praktiką, todėl tyrimo rezultatų
negalima apibendrinti griežtai. Tačiau teorinės analizės įžvalgos
leidžia teigti, jog Lietuvoje e. dalyvavimas dar netapęs nei
politine praktika, nei vertybiniu principu.
Connecting 2 disciplines, political science
and e.governance studies, this work focuses on the influence of e.
participation to democracy in general as well as values, processes
and actors of representative democracy in particular. To test the
possibility to strenghen democracy, the paper adjusts various means
and tools of e. participation to different theoretical models of
democracy. Moreover, descriptive analysis helps to overview the
levels and tools of e. participation existing in practice.
Theoretical analysis reveals that to positively affect any model of
democracy, e. participation needs to accommodate to internal
democratic attributes, mainly, its longlasting values, and to
integrate them with changes brought by the information society.
This work contribute to studies of e.governance through its
empirical analysis of e. participation practice and level reached
in Lithuania. A „third-party Web assessment“ (research of websites)
proposed by UN is chosen to examine initiatives of e. participation
among reperesentatives in Lithuanian Parliament and parliamentary
parties in 2007. Despite lack of organized methodology and fast
development of e. participation, preventing generalization, some
conclusions can be drawn from both Lihuanian case study and

information, since it
makes possible the sheering, distribution and interaction of the contents available in it.
However, this
information system may generate an opposing move when it produces an
avalanche of superficial
information which difficult the absorption criticism by the user. This
modern-liquid
society, which is characterized by short living fashionisms, creates a fluid
subject on which its habits do not become concrete, since they are so temporary that they
don t shape up. The
information also reproduces the same scenario, since the user is inserted
into a logic based on supplying
information and so it is conditioned to consume, not absorb or
transform them into knowledge, since the flow of content production does not allow it. It is in
his context that the publishing of cultural expressions come to be questioned, since they
follow a liquid
society trend. This discussion will take on topics that approach diverse cultural
expressions in Sergipe, such as cinema, theater, craftsmanship, events, memory
spaces(museums, art galleries, memorials, files, libraries, history institutes, science
academies), amongst others and will analyze the content production of the Infonet Portal,
from the reports published during April, May and June of 2008, period considered to be of
cultural turbulence in the state, due to the June Festivals (Saint john, Saint Joseph and Saint
Peter). To do so, Zigmunt Bauman s, Pierre Levy s, Edgar Morin s and Dominique Wolton s
ideas were discussed. Besides, were analyzed the characteristics of the internet and its
applicability within the portal hereby discussed in order to perceive the way the
information is
produced in the cyber culture, a movement that allows memorization, potentialization,
interaction , besides other criteria inherent to the cyberspace

▼ This bachelor’s thesis was commissioned by an organization, that runs business in banking and insurance sector. The commissioner is on a journey of implementing more flexible ways of work to meet the changing needs of the employees and to meet the increasing demand of the customers. The objective of this thesis was to examine the commissioner’s employees’ and managers’ hopes and expectations on flexible work and self-management and review suggestions of self-management practices, which could result in better performance and improve mutual understanding.
The chosen research method is qualitative due to its exploratory nature and it is closely linked with case study approach. The data was collected during May 2019 through observations and online surveys conducted for the commissioner’s employees and managers and analyzed using discourse method and qualitative comparative analysis method. These methods helped to study the characteristics and the contextual backgrounds of the case. The results are presented in a narrative form.
Relying on the theoretical background, the research revealed that flexible work and telework is widely used in Finnish organizations. The research also found, that the key element in succeeding at the implementation of flexible work is trust and commitment. The process is more about changing attitudes and norms, which cannot be measured short term. Therefore, it might be challenging to recognize, whether the suggested adjustments are working or not. The process requires commitment and consistency from both parties (employer and employees) and can be supported by number of practices that help to improve mutual understanding.

▼ This study is related to the situation of many internationals in Ylivieska area. During the last couple of years, students arrived from abroad to the Ylivieska area. These people face different kind of problems and tasks. The aim of this project was to try to help these people to integrate into the
society.
The project used a website, where all the necessary
information was collected. This website is available for everybody. If something is missing from the site, it is possible to contact the project leaders. Nowadays the easiest way to reach big amount of people is to use the Internet.
With the help the result of the project based on the opinion of the people who worked on it, it is possible to integrate foreign people, however it is not an easy task to achieve. It requires big amount of time, patience and probably the help of some individual, a person familiar with the processes in bureaucracy and other issues as well.

▼ Drought in Texas and California has been a long-term problem. Over the past 60 years reservoir construction has occurred to remedy the situation. Satellite imagery has been used historically to measure and monitor fluctuations in surface water reservoirs. This investigation integrates remote sensing and geographic
information system (GIS) technologies to study the impact of drought on selected surface water reservoirs in San Angelo and Dallas in Texas, and Lake Oroville in California. Expansion and shrinkage over the 2005-2016 period reveal the concrete impact that drought, along with other factors, have on the selected lakes. Fluctuations in reservoir sizes during summer and winter months throughout this period are quantified. Changes in the reservoirs are characterized and correlated against local climate data for each reservoir using multispectral imageries from Landsat-5, -7, and -8. A GIS-based density slicing approach is employed to classify the range of values of the raster cells from the near-infrared band of each image into zones of natural breaks. The year-by-year analysis shows how each lake is behaving in a diverse fashion during the study period. The San Angelo lakes changed drastically; however, changes in lakes near Dallas and also Lake Oroville follow the pattern of drought and correlate more closely to their respective local climate conditions. Surprisingly, the extreme drought in San Angelo has caused several of small lakes to disappear and they’re no longer used as fishing and boating destinations. This study demonstrates the societal benefits from incorporating remote sensing and GIS to investigate geo-environmental problems.

▼ The UK higher education sector is currently undergoing changes that will impact on the way students learn in the future. National, European and global education policy discourses underline the importance of higher education to the development of an active citizenry and as a way of sustaining economic growth. Corresponding to the rise of higher education on the political agenda there have been huge increases in the numbers of students going on to university education in the UK and further afield. These two aspects have placed a brighter spotlight on the problems the sector faces and change is stated to be necessary and desirable in order for higher education to fulfil its role in society. The growing political will to devise clear linkages between those individuals who benefit from a university education and those who pay for it, advances in information communication technologies, and the related requirements of the knowledge society, form the receptive landscape for moves towards private higher education in the UK. This thesis focuses on the particular phenomenon of corporate or private enterprise providing higher education in competition with government funding-dependent, so called public universities. The activities of private higher education, or independently-funded, non-state dependent higher education providers in the UK suggest that as the relationship between state and the academy goes through significant changes, these providers have become a sensitive issue. Different parties view the activities of private providers in very different ways; however they are viewed, the activities of these providers are a hot topic in higher education at present. Despite this interest, there are only small amounts of information available about this subsector of HE provision, or about the experiences of staff and students working at these companies. This thesis attempts to address this point by offering an overview of the current situation, referring to quantitative data and with a qualitative investigation. Whilst the concept of private versus public in the higher education sector in the UK is increasingly complex, and the context of a speeding up in the transformation of the sector means it is difficult to paint an accurate picture of such a fast moving object of enquiry, the thesis will attempt to shed some light on the activities of corporations in the higher education sector in the UK within the global context.

"Digital aggression (DA) centers on the use of information communication technologies to inflict harm on others. Although several studies to date have sought to uncover personality traits that predict DA, their findings have been quite mixed. We sought to address these inconsistencies by using real-time, in vivo, and validated questionnaire-based measures of DA. Using confirmatory factor analysis and structural equation modeling, we analyzed the associations between latent DA factors of TAP-Chat, Twitter, and Questionnaire with personality traits measured by International Personality Item Pool-Five Factor Model (IPIP-FFM) and Multidimensional Personality Questionnaire (MPQ) in an undergraduate sample (total N = 1,167 across the two samples). Low conscientiousness and high negative emotionality predicted all three DA factors, but other personality predictors were specific to particular assessments of DA and did not persist across the various measures of DA. Such findings suggest that the personality correlates of DA are more or less predictive across different contexts, highlighting potentially important differences within the broader construct of DA." – Page ii.
