▼ One of the major analytical shortcomings regularly made by EU and NATO experts today lies with exclusively seeing the European
defence project as a post-World War II (WWII) phenomenon and the EU’s Common
Security and
Defence Policy (CSDP) as mainly a post-Cold War product. No analyst has so far seriously explored the idea of European
defence predating WWII and the 20th century. Instead, since 1999 one frequently reads and hears about the ‘anomalous,’ ‘elusive’ CSDP suddenly complicating transatlantic relations. But the CSDP is hardly an oddity or aberration, and it is certainly not as mysterious as some might suggest. Drawing extensively from primary sources and predicated on an overarching evolutionist approach, this thesis shows that the present CSDP is an ephemeral
security and
defence concept, only the latest of its kind and full of potential. Drawing its deepest ideational roots from the (pre-)Enlightenment era, the CSDP leads to a pan-European
defence almost irreversibly. A common
defence for Europe is quite possible and, due to the growing impact of the exogenous (multipolar) momentum, can be realized sooner rather than later even without a full-fledged European federation.

▼ This thesis makes an assessment of the factors influencing the involvement of the Australian Defence Organisation (ADO) in homeland security roles since 11 September 2001 (9/11). This is approached on a largely empirical basis, using document analysis and case studies supported with interviews with key individuals and experts.The thesis commences with an Introduction that provides brief context for the thesis and specifies its central question as what factors have shaped the role of the ADO in Australia's response to the homeland security environment that has emerged since 11 September 2001. Chapter One provides an historical and theoretical context for the key concepts of homeland security and the challenges confronting Western governments in the homeland security arena. Chapter Two explores the implications of those challenges for Australia, before outlining the research method and providing a literature review.Chapter Three is an historical exposition of homeland security in Australia from British settlement in 1788 until 2001. The Chapter examines events in increasing detail in the 30 years immediately prior to 2001, including a detailed case study of ADO support to the Sydney 2000 Olympic and Paralympic Games, before drawing some broad conclusions on the Australian experience of the involvement of its Defence Organisation in homeland security pre-9/11. Chapter Four establishes the pre-9/11 status quo in relation to the ADOs involvement in homeland security role before analysing the general pattern of those roles. Chapter Five analyses and draws conclusions about the reasons for the ADOs pre-9/11 involvement in homeland security roles, introducing an hypothetical construct to explain causal factors. Chapter Six examines the ADOs involvement in homeland security roles post-9/11, including cases studies of ADO support to the conduct of the 2002 Commonwealth Heads of Government Meeting and the Melbourne 2006 Commonwealth Games. Chapter Seven analyses and identifies the factors led to the ADOs pattern of involvement in homeland security post-9/11, further developing the hypothetical construct introduced in Chapter 5. Chapter Seven also contains supporting case studies on the ADOs contribution to Australias national chemical, biological, radiological and nuclear response capability and on the state of New South Wales homeland security capabilities. Chapter Eight draws overall conclusions, including recommendations for Australian policy development and areas for further research. The essential conclusion reached is that the ADOs involvement in homeland security roles, both before and since 9/11, has been shaped mostly by pragmatic political and managerial considerations of governments. Developments have normally occurred in an episodic and incremental fashion in response to trigger events, although 9/11 altered this pattern somewhat by acting as a threshold event that re-calibrated demands and expectations for ADO involvement. ▼ The countries of Malaysia, Viet Nam and Indonesia are using a hedging strategy to
ensure their
security. The Philippines is pursuing a dual policy of hedging and
balancing with the US. Singapore is following a policy of hedging but is verging on
bandwagoning with the US. All countries are leveraging off ASEAN and its associated
fora as their first line of
defence. While ASEAN and its fora are adequate for dialogue
they are not effective in solving disputes among ASEAN countries or between
ASEAN countries and China. The uncertain military rise of China and territorial and
maritime disputes with China are causing South East Asian countries to feel insecure.
While China professes a policy of “Peaceful Development” its actions in 2009 and
2010 indicated a more aggressive approach to its claims over the entire South China
Sea that it now states is an area of “core Interest” to China along with Taiwan. South
East Asian countries are expanding or have plans to expand their
defence force
capability. The US is considered an important actor in guaranteeing South East Asian
security and keeping China’s territorial ambitions in check in the immediate future.
The countries of Malaysia, Viet Nam, Indonesia, Philippines and Singapore are
developing strong economic links with China but are keeping their military links at
arms length while forging closer
defence links with the US.

▼ After years of integration in other sectors, the member states decided to include foreign and
defence policy to EU cooperation. Therefore, it is now, after a few decades, a good moment to look critically at what has been achieved in this sector of EU
defence cooperation. With this reason, this thesis will approach the question, why do the member states want
defence integration to happen in smaller groups? This question can be split in multiple sub-questions. Firstly, could reaction of the member states be out of discontent of how cooperation is functioning on a EU-level? Secondly, does the EU allow the member states to continue in smaller groups, instead of moving forward as a Union? These question will be approached by using a variety of documents. For example, not only the EU perspective but also the national interests of member states and the vision of experts on
defence integration should be taken into consideration as well as useful sources for this thesis.
Furthermore by looking at theories of
defence integration in the EU, such as, Institutionalism, constructivism and realist theory, this thesis will try to find the motives for
defence integration. Using the patterns of the theory will make it easier to analyse and compare the cases that will be included in this thesis. The three selected cases are from a different scale. From cooperation on a Union-level to bilateral cooperation and integration. As a result, this thesis has to add additional information and perspectives on the integration of
defence within the EU.

Si le secteur privé est longtemps confiné à la périphérie des problématiques de sécurité, le panorama a considérablement évolué au cours des deux dernières décennies. Beaucoup de pays industrialisés comptent maintenant plus d’agents de sécurité que de policiers par exemple. Il y a en 2008 en Irak plus d’employés de sociétés militaires privées que de soldats américains. Après une mutation vers l’étatisation, la généralisation de la démocratie, l’émergence de garde-fous internationaux comme l’ONU ou l’UE, combinées à laglobalisation d’un modèle économique libéral, semblent faciliter un retour vers la privatisation de la sécurité et de la défense. A l'instar de ce qui s'est produit dans la période précédant la chute de l'Empire Romain, le recours croissant par l’Etat moderne à des forces de sécurité ou militaires privées est-t-il le prélude à sa disparition? Les Etats modernes sont-ils en train d’opérer un retour en arrière et les intérêts particuliers de l’emporter sur le bien général ? Dans un ordre économique global libéral, le régalien en France peut-il maintenir son emprise sur la sécurité et la défense, alors même que la monnaie, et peut-être bientôt la fiscalité, dépend de l’Europe ? A partir d’une approche historique et comparative, cette recherche est organisée autour de l’examen et l’ébauche de résolution de la question suivante : la sécurité et la défense sont-elles des activités comme les autres ou doivent-elles bénéficier d’un traitement particulier ?
Over the last two centuries, economic and democratic development has been closely linked to the consolidation of the Statemonopoly on legitimate violence. If the private sector has long been confined to the margins of security issues, the landscape has been considerably modified over the last two decades. Many industrial countries have now more private security officers than public law enforcement resources. In 2008, in Irak there were more private security contractors than US soldiers. Following mutation towards State control, the development of democracy, the rise of international safeguards such as UNO or EU, combined with the globalisation of a liberal economic model, appear to facilitate a move back towards the privatisation of security and defence activities. Mirroring the fall of the Roman Empire, is the increasing use of private security and military forces by the modern State a forewarning of its own demise? Are modern States “moving back to the future” and private interests overwhelming the general good? In a global liberal economic order, can France maintain its hold on security and defence when its fiduciary powers, and soon may be its fiscal ones as well, are controlled by Europe? ▼ This paper examines the relationship between Europeanisation and the recent changes of the Norwegian and Swedish security identities. Since the mid-1990s, these two countries have gone different ways, the former as an active non-member with no decision-making powers and the latter as an active participant in the development of the European Security and Defence Policy (ESDP). Concerning Norway and Sweden’s security identity, both have changed exceedingly over the years. Norway, which has valued the US and the transatlantic partnership through NATO, namely being an ‘Atlanticist’, seeks a deeper connection to the EU as a security actor over the last fifteen years, despite the authorities emphasizing that NATO remains the cornerstone for Norwegian security policy. Sweden, which maintained strongly neutral and non-aligned throughout the 20th century, was initially sceptic to partaking in the security and defence dimension of the Union. Nonetheless, Sweden, as a member, managed to change its perception of EU’s security policy through highlighting crisis management and turned out to become one of EU’s most active contributors in shaping the ESDP. This paper concludes that Norway and Sweden have seen similar outcomes concerning Europeanisation, despite holding different positions in relation to the EU. Norway has not been able to hold an influential role respecting its European integration process, even though the authorities seek to gain as much input as possible into the ESDP through associate membership. Sweden, in contrast, entered the Union with an initial negative attitude concerning the security and defence policy but has changed its perception and chosen to play an active part in the policy making process through influencing and deepening its cooperation.

▼ The conceptual understanding of security and the practicalities of national defence are interdependent. In many countries both are undergoing significant change. This work provides an international context but focuses on Australian defence, arguing that a transition is underway from old security thinking to new, and that this is evidenced by changes in policies and practical activities. The aim of this work is to demonstrate the interdependence between the current reconceptualisation of security and the practicalities of national defence. Old security thinking concerns military power relationships between states, in contrast with new security thinking, which uses a broader conceptual framework. These are described, providing benchmarks for the subsequent analysis. While it is acknowledged that change has occurred in security thinking throughout history, those developments observed since the end of the Cold War and the rise of globalisation signify a fundamental shift. To explore this shift, recent developments in the defence policies and military activities of four relevant nations are examined, providing an international context for the consideration of the primary case study of Australian defence. This case study draws on historical descriptions and empirical data to analyse developments in four spheres - Australian defence policy, current Australian Defence Force activities, recent military developments and contemporary Australian public debate. The weight of evidence supports the thesis of a transition in both security thinking, described as transitional security thinking, and ADF activities. Tensions are observed between the requirements of defending a nation against attack, and contributing to the expanding requirements of the broadened security agenda. Despite these tensions, the expansion in both security thinking and the associated activities of armed forces, is likely to continue. This expansion has important implications for Australia’s defence capabilities which are increasingly required to meet the demands of refocused national security. These demands contribute to the pressing challenges of convergence and overstretch. A strategy of integration is recommended to address these challenges and it follows the principles of whole-of-government security and sustainable partnerships. The application of these principles will require the ADF to emphasise capabilities with versatility and adaptability.

Савремени међународни односи се развијају на
темељима нестанка идеологије, прихватања идеја либерализма,
демократије и слободног тржишта. Одликује их пролиферација нових
субјеката и изразито милитаризован карактер, који је војни фактор
учинио значајним инструментом спољне политике државе и повећао
значај сарадње у безбедности. Комплексност савремених међународних
односа узроковала је специјализацију дипломатије за њене поједине
области, што је по питању креирања и реализације садржаја у области
одбране и безбедности довело до генерисања одбрамбене дипломатије.
Одбрамбена дипломатија је развојни концепт настао пре 10-ак година
кроз прилагођавање традиционалних функција и задатака војне
дипломатије према променама у савременим међународним односима.
Наведени концепт је, обзиром на кратак појавни облик, још увек
недовољно научно истражен и тематизован у страним и посебно домаћим
академским круговима. Због тога је главни циљ истраживања постављен
у виду расветљавања функционалне улоге одбрамбене дипломатије у
савременим међународним односима и синтетизовања прикупљене
искуствене грађе за неке будуће научне радове по овој теми.
Истраживање је сходно постављеном циљу усмерено ка сагледавању
структура, функција, односа и веза између два основна чиниоца
истраживања: одбрамбене дипломатије као специјализоване
спољнополитичке делатности и савремених међународних односа као
подручја њеног деловања. Истраживање је операционализовано кроз пет
основних сегмената. Први сегмент истраживања даје приказ схватања
савремених међународних односа, кроз ближе објашњење појма,
субјеката, теорија и трендова након Хладног рата. Кроз други
сегмент је сагледана појава, развој и традиционалне функције војне
дипломатије из којих је настао концепт одбрамбене дипломатије.
Фактичка појава и развој наведеног концепта, као и различити
приступи његовог практиковања, чине предмет садржаја трећег
сегмента истраживања. Идентификовање савремених токова одбрамбене
дипломатије у свету чини четврти сегмент, који, имајући у виду
постављени циљ, представља тежишни део истраживања дисертације.
Последњи, пети сегмент истраживања, односи се на формулисање модела
планирања одбрамбене дипломатије у савременим међународним
односима. Временско одређење истраживања односи се на период од
завршетка Хладног рата до данас, односно, од појаве првих
практичних активности одбрамбене дипломатије до данашњих дана.
Просторни обухват истраживања чини простор Европе и Северне
Америке, који је под уобичајеним називом познат као евроатлантски
простор. Истраживање је теоријског карактера и као такво је
оријентисано на теоријско сазнање...

Predmet istraživanja u ovom radu je izgradnja
identiteta NATO, koji danas sebe određuje kao političko-vojnu
organizaciju i već šest i po decenija, ponekad i presudno, utiče na
međunarodne odnose i bezbednosne procese u svetu. Cilj rada je da
se na osnovu teorijske i praktične deskripcije i analize procesa
konstituisanja identiteta NATO, uočavanjem različitih dometa
pojedinih teorija međunarodnih odnosa i studija bezbednosti u
opisivanju, objašnjenju i prognoziranju društvenih pojava i uloge
Alijanse u njihovom oblikovanju, pokaže dostignuti nivo izgradnje
činilaca identiteta NATO. Da bi se odgovorilo ovom zadatku, u prvom
poglavlju izlažu se osnovni koncepti identiteta i bezbednosti kao
ključnih kategorija, koje se posmatraju u dinamičnom uzajamnom
odnosu, smisao dobijaju društvenom konstrukcijom i proizvodnjom
značenja, socijalno su uslovljene i promenljive zavisno od
konteksta. U drugom poglavlju izlažu se stavovi tri uticajne
teorije međunarodnih odnosa: realizma, liberalizma i socijalnog
konstruktivizma, o karakteru, ulozi i budućnosti NATO. U trećem i
četvrtom poglavlju, teorijski uvidi iz prva dva poglavlja
primenjuju se u studiji slučaja izgradnje identiteta NATO posle
Hladnog rata, a težište analize je na promenama karaktera
bezbednosnih pretnji i odgovorima NATO koji se opredeljuje za
širenje i vojno delovanje izvan svoje teritorije. Peto poglavlje
posvećeno je analizi činilaca identiteta NATO: političkog
jedinstva, vojnih sposobnosti, razvijene institucionalne
infrastrukture i nove bezbednosne kulture. Zbirnim delovanjem grade
NATO, koji u novom multipolarnom nadmetanju za raspodelu moći i
kontrolu resursa i teritorija, predvođen najjačom silom – SAD,
nastoji da spreči opadanje, sačuva i unapredi dostignutu moć i
uticaj.

defence in the context of global
security. The issue of whether missile
defence would bolster deterrence – or undermine it – became a point of intense contestation during the Cold War between competing factions within the American
security community. One group, dubbed the Arms Control School, held that
security required agreeing to mutual destruction with the Soviet Union, which made banning missile defences essential. In contrast, another grouping known as the Nuclear Warfighters argued that missiles defences were morally and strategically necessary. The Arms Control School seemed to have prevailed by 1972 with the signing of the ABM Treaty that restricted missile
defence capabilities and codified the idea of mutual vulnerability. Over time, this treaty came to be widely held as the cornerstone of great power strategic stability. However, the concept of missile
defence was reinvigorated during the post-Cold War era, in general, and by the George W. Bush administration, in particular, between 2001 and 2008. Guided by an essentially state-centric appraisal of the
security environment, the Bush team set out to abrogate the ABM Treaty in order to deploy a global missile
defence system to counter supposedly irrational ‘rogue states’ and prevent the emergence of systemic disequilibrium. However, this rationale was questionable, and the initiative of missile
defence appeared starkly out of step with a globalising strategic environment that went beyond the protection of the state. Furthermore, deployment risked straining relations with other non-democratic great powers, namely Russia and China, which had the capacity to undermine the anticipated
security benefits of a newly deployed defensive system. Thus, this thesis seeks to address a central research question: what explains the emergence and rise of the missile
defence project in U.S. strategic thinking? This thesis argues that deployment was ultimately shaped by the combined impact of a number of overlapping and mutually reinforcing factors within the U.S. state rather than objective external realities. It also contends that the empirical record has so far largely confounded the strategic expectations of missile
defence advocates. The initial deployment proved to be rather destabilising as it created a new great power
security dilemma with Russia and China, while the
security gains vis-a-vis ‘rogue states’ appeared modest.

security and
defence shapes German
security and
defence policy thinking today; and has policy on a European level and the concept of responsibility within Germany led to the development of military capabilities within the German armed forces. This paper loosely uses discourse analysis to identify motivations and ideas that have shaped German
security policy. The paper begins with establishing the theoretical background of European
security and
defence thinking and illustrates how this is explained in constructivist and realist schools of thought. The next two sections outline the development of German policy from the Cold War till the Crimean conflict. It highlights Germany’s involvement in EU policy, conflict resolution, and the motivations within German policy thinking. The final sections directly cover the Ukrainian crisis and the rhetoric within political circles in Germany and the policy of the EU formed by the European Global Strategy in 2016. The importance of Germany in European
security and
defence cannot be overstated given the economic clout and the geopolitical situation in and around Europe today.

▼ As institutionalists have assumed, institutions are supposed to shape the behaviours of actors towards collective objectives and better prospects. For this purpose, the EU has established an institutionalised framework for developing security and defence integration. This institutionalised framework not only provides ‘rules of games’ for conducting common security and defence affairs, but is supposed to make member states become socialised and embedded in European integration. However, the role of member states cannot be ignored. In fact, the institutionalisation process from the EPC to the CSDP is affected by institutionalism and intergovernmentalism. In other words, although the CSDP has an institutionalised framework which offers rules and procedures for member states and EU institutions to implement a common security and defence policy, it also operates on the basis of intergovernmental co-operation. The different effect of institutionalism and intergovernmentalism can also be discovered through analysing the very distinct attitudes of Britain and Germany in this institutionalisation process. This thesis aims to investigate the institutional development and practice of the security and defence integration of the EU, and examine the role of member states in the process. Britain and Germany are chosen as comparative cases because these two countries have presented quite different preferences and attitudes towards the developments of European integration. This thesis concludes that although the institutionalisation process can affect member states in structuring behaviours and national interests, their political will is nevertheless the most important key to determining whether an institutionalised CSDP can fulfil the collective end of security and defence integration in the EU.

▼ This thesis deals with the circumstances that lead to a fragmented implementation of post-conflict justice and security reforms and their negative impact on institutional capacity to provide justice and security for citizens. It strenghtens the existing critique of SSR by employing liberal peacebuilding critique to examine the development of the SSR agenda within the security-development nexus mainstream and the difficulties in learning from SSR experience. The main research question concerns the factors affecting the coherence and sequencing of justice and security system reforms, and is addressed through a case study of Mozambique. The analysis identifies power dynamics surrounding formal and informal interactions that impact institutional change, and showcase the vulnerability of justice and security system reforms to co-optation by powerful international and national players. Throughout, patterns of critical juncture and path dependence are identified that have influenced the adaptation of powerful local players to external and domestic pressures which resulted in political and institutional bricolage. The thesis also looks at how the sequencing of Mozambique’s triple transition, in which economic liberalisation prevailed over peacebuilding and democratisation, shaped the post-civil war direction and pace of the defence, police and justice reforms. The 1992 peace agreement and the public sector reform programme are investigated with regards to the failure of driving substantive SSR and of imparting it coherence and sequencing in the short, medium and longer term. Finally, lessons are proposed for future reform in Mozambique, and recommendations are drawn for improving the design of strategy and implementation of SSR in general.

This dissertation examines the development of a distinct Australian foreign policy over the years 1921–57. The period under study was one of immense upheaval for Australia as the nation navigated economic crises, the threat of aggressive Japanese expansion and the sifting power distributions underway in the Asia-Pacific region as the world transitioned from British leadership to that of United States of America. Successive Australian governments carefully observed these global and regional forces, searching for a policy in response. This dissertation argues that the policy that developed was an integrated one—that is, one that sought to balance Australia’s particular geopolitical circumstances with great powers relations and, in assessing the value of these relationships, ensure that the nation’s trade, defence and diplomatic interests were served. This dissertation identifies a marked continuity in how Australia’s political elite approached foreign policy over the years 1921–57. In the midst of the economic and strategic uncertainty of the interwar years, policymakers determined the need to reorient policymaking to Australia’s immediate region and acknowledged that neither the policies of Britain nor the US completely served the national interest. The government accordingly sought to intervene in the policies of the great powers to ensure the national interest was safeguarded. This thesis traces how this geopolitically informed, interventionist approach to foreign policy went on to inform policymaking throughout the 1940s and 1950s. In doing so, this thesis identifies a comprehensive and explicitly pragmatic approach in Australia’s foreign policy tradition that has not been previously acknowledged.

▼ Defence industries have become an essential component of nations' security. This dynamic sector has experienced constant transformations since the Second World War. In recent years large national and transnational defence firms have emerged through processes of mergers and acquisitions; dual-use technologies are becoming crucial in the development of modern weapons systems; and the phenomenon of globalisation is increasing the production interdependence among nations. These new trends, however, have not altered the hierarchical structure of the global defence industry, where a reduced group of nations have a dominant role in the production, innovation and transfer of weapons systems. The decline of their domestic markets has spurred exportation strategies resulting in an increasingly competitive global arms market. The latter may facilitate some nations to develop their defence industrial bases through the transfer of technology associated with weapons systems imports; however may also exacerbate the security dilemma and the proliferation of weapons, producing a detrimental impact on regional stability. Both problems may be ameliorated through cooperative security initiatives such as arms control, and confidence and security building measures.
The study of defence industries has generally been approached from an economic perspective, relating to nations? military spending and arms trade. The less commonly used security approach addresses the security threats that stimulate
the development of arms industries and the potential effects that these may have on the security dilemma. The present study examines the global defence industry and the relations between the major arms producers and importers, the implications of the global defence industry on the security dilemma; and the prospects of arms control policies in the prevention of arms proliferation. The Asia-Pacific region is used to centre the analysis through four case studies: Singapore, Indonesia, South Korea and China, as the defence industries and military capabilities of these nations are currently experiencing substantial development, supported by the rapid growth of their economies. A comparative analysis demonstrates a lack of commitment to collective security strategies within the Asia-Pacific region which is resulting in the proliferation of arms and potentiating the effects of the security dilemma, with major implications for regional and global security.

▼ This dissertation traces military integration in Europe from the 1940s to the early 2000s in order to reveal the growth of a common European defence identity. Four factors characterize its approach. First, European defence identity is analyzed in relation to the broader path of European integration and its historical context, showing connections with key turning points in European integration, with the evolution of Franco-German relations and European-American relations, with the Cold War and subsequent Collapse of Communism, etc. Second, the dissertation applies theories of identity formation to guide the historical analysis. This approach draws attention, for example, to the important roles that borders and symbols played in European defence identity formation. Third, the thesis adopts a hybrid “top-down” and “bottom-up” approach; one side considers formal programs, policies, and institutions that promoted a European defence identity, while the other takes stock of public perceptions, actions by “rank and file” soldiers, etc. This dual approach helps to reveal more fully the complex, negotiated character of European defence identity formation. Finally, this thesis traces the growth of a European defence identity as a path of ideological and emotional change, growing commitment, and trust-building that spanned decades.

▼ Aseellisella konfliktilla on vakavia vaikutuksia väestön terveyteen. Yksi primaariprevention keino aseellisen konfliktin haitallisten terveysvaikutusten rajoittamisessa on siviiliväestön suojaaminen väestönsuojien avulla suorilta asevaikutuksilta. Suomessa on rakennettu väestönsuojia toisesta maailmansodasta lähtien ja tällä hetkellä väestönsuojapaikkoja on noin 80 %:lle väestöstä. Väestönsuojien käytön vaikuttavuus riippuu suojan teknisten ominaisuuksien lisäksi myös mm. väestön suojautumisen onnistuneesta johtamisesta ja väestön saamasta tuesta, väestönsuojien toimintaorganisaation ja suojautuvan väestön osaamisesta, sekä näihin liittyvästä varautumisesta ja valmiussuunnittelusta. Suomen lainsäädäntö antaa vastuuta väestönsuojien käytössä ja siihen varautumisessa erityisesti pelastusviranomaisille, kunnille ja omatoimisen varautumisen toimijoille.
Tämän tutkimuksen tarkoituksena oli selvittää, millä tavalla väestönsuojajärjestelmää on varauduttu käyttämään valmiuslain (1552/2011) 3 §:n 1 ja 2 kohtien poikkeusoloissa ja millaisia puutteita ja valtakunnallisia kehitystarpeita voidaan väestönsuojien käyttöä koskevassa varautumisessa havaita suhteessa lainsäädäntöön ja valtion viranomaisten suosituksiin. Tutkimuksen aineisto kerättiin kyselytutkimuksella pelastuslaitoksille ja kunnille. Pelastuslaitosten kyselyyn saatiin kokonaisotanta kaikista 22 pelastuslaitoksesta, ja kunnista vastasi 33, eli 83 % 40 kunnan otannasta. Lisäksi aineistoa täydennettiin havainnoimalla pelastustoimen väestönsuojelua koskevia tilaisuuksia sekä haastattelemalla asiantuntijoita ja omatoimisen varautumisen toimijoita. Aineiston analyysiin käytettiin sisällönanalyysiä. Tutkimuksen käyttöteoriana toimivat voimassa oleva väestönsuojia ja niiden käyttöä koskeva lainsäädäntö ja erityisesti ministeriötason ohjeistus. Aineiston analyysin suhde käyttöteoriaan oli teoriaohjautuvaa ja abduktiiviseen päättelyyn perustuvaa.
Tutkimuksen yleinen johtopäätös oli, että väestönsuojien käyttöön varautuminen vaihtelee alueittain pelastuslaitosten, kuntien ja omatoimisen varautumisen toimijoiden oman aktiivisuuden mukaan. Vaikka lainsäädäntö velvoittaa eri toimijoita varautumaan, ei kansallisella tasolla ole 2000-luvulla ohjattu tai valvottu tehokkaasti väestönsuojien käyttöä koskevan varautumisen toteutumista. Lisäksi ymmärrys aseellisen konfliktin toimintaympäristöstä ja sen erityispiirteistä vaihtelee, mikä tulee esiin erityisesti väestönsuojelun johtamisjärjestelyjen suunnittelussa. Tutkimuksen tulosten perusteella Suomessa tulisi panostaa väestönsuojien käytön suunnitteluun ja yhtenäisiin kansallisiin käytäntöihin, jotta väestönsuojien suojaava vaikutus olisi mahdollisimman suuri poikkeusoloissa. Väestönsuojien käyttöön varautumisesta ei ole tehty vastaavaa tutkimusta aiemmin ja siksi tutkimus toi merkittävää uutta tietoa väestönsuojien käyttöön varautumisen nykytilasta ja kehitystarpeista. With the statutory reforms in 2019, it is likely that the Australian Defence Force will increasingly be used. This thesis canvasses the citizen in uniform doctrine, and asks whether it is still appropriate in light of the powers and circumstances surrounding Part IIIAAA of the Defence Act 1903. Finding that it is no longer appropriate, and that an extra-legal status should exist, the thesis then addresses the question of jurisdiction for prosecutions.

▼ The Swedish Defence bill of 2015 demonstrated a rapid change in policy objectives, consequently moving away from an expeditionary force and converging into a territorial defence force. Previous research has attributed and explained the quick shift to the geostrategic unbalance that followed after the illegal annexation of Crimea in 2014. Yet, major policy changes are often years in the making, indicating that there must be additional explanations to the rapid shift. By applying a modified version of John Kingdon’s (2011) Multiple Streams Framework on the case of Sweden changing its security and defence policy, this thesis examines the policy process that preceded the official policy decision. The thesis provides further explanation to why the rapid policy change occurred by utilising qualitative content analysis. The analysis shows that the new policy was adopted due to several factors: one being the attention brought to several problems pertaining to the previous policy, another one was found in the timing between focusing events and the on-going work process of the Swedish defence commission, and lastly, strong actors within the policy field were in favour of a change in policy. The thesis concludes that the presence of several factors within the processes of politics, policy and problems enabled the rapid policy change.

▼ For a decade, the EU and NATO have both claimed to have a relationship purported to be a Strategic Partnership. However, this relationship is widely understood by both academics and practitioners to be problematic. Although not denying that the relationship is problematic, it is claimed here that the argument, whereby the EU and NATO simply do not cooperate, is very limited in its value. In fact, it is argued that the two organisations cooperate far more, albeit less efficiently, outside of the formal Agreed Framework for cooperation. According to the formal rules of Berlin Plus/Agreed Framework (BP/AF), the EU and NATO should not cooperate at all outside of the Bosnia Herzegovina (ALTHEA) context. This is clearly not the case. The fundamental aim of this thesis is to investigate how this cooperation - beyond the BP/AF has emerged. Above all, it asks, within a context where formal EU-NATO cooperation is ruled out, what type of cooperation is emerging? This thesis attempts to explain the creation and performance of the informal EU-NATO institutional relationship beyond Berlin Plus. This thesis, drawing on insights from historical institutionalist theory and by investigating EU-NATO cooperation in counter-piracy, Kosovo and Afghanistan, puts forward three general arguments. First, in order for informal EU-NATO cooperation to take place outside of the BP/AF, cooperation is driven spatially away from the central political tools of Brussels, towards the common operational areas and hierarchically downwards to the international staffs and, in particular, towards the operational personnel. Second, although the key assumptions of historical institutionalism (path dependency, punctuated equilibrium and critical junctures) help to explain the stasis of the EU-NATO relationship at the broad political and strategic level, a more complete understanding of the relationship is warranted. Including theoretical assumptions of incremental change helps to explain the informal cooperation that is now driving EU-NATO relations beyond Berlin Plus. Finally, this thesis makes the fundamental claim that the processes of incremental change through informal cooperation reinforce the current static formal political and strategic relationship. Events and operational necessity are driving incremental change far more than any theoretical debates about where the EU ends and NATO begins. Until events force a situation whereby both organisations must revisit the formal structures of cooperation, the static relationship will continue to exist, reinforced by sporadically releasing the political pressure valve expedited through the processes of informal cooperation. If the EU and NATO are to truly achieve a Strategic Partnership , it will stem from an existential security critical juncture and not from internal evolutionary processes.

En anledning är möjligtvis att utvecklingen skett fort och medfört att teorin har blivit ifrånsprungen. Det medför intresset av att studera faktorer som påverkar den svenska försvarsanskaffningen gällande valet av vem anskaffningen sker ifrån. Arbetet är en kvalitativ utforskande studie med en induktiv ansats med syfte att förstå de underliggande teman och mönster som finns bakom den svenska anskaffningsprocessen. Arbetet belyser anskaffningsprocessen relativt brett, därför används Hartleys teori byggd utifrån studier kring Ministry of defence i Storbritannien. Empirin utgörs av djupintervjuer där respondenterna representerar Försvarsmakten, FMV och politiken. Teorin används sedan för att analysera empirin, för att slutligen belysa inomvetenskapliga såväl som utomvetenskapliga utvecklingspunkter. Studien kom fram till att säkerhetspolitik och ekonomi påverkar den svenska anskaffningsprocessen av komplex försvarsmateriel i stor utsträckning. Påverkan är positiv exempelvis genom att den har spin-off effekter till övriga samhället men har en negativ effekt genom att det fördyrar anskaffningen. En framgångsfaktor gällande svensk försvaranskaffning är svenska modellen som hanterar faktorer kring soft systems engineering väl.
There is relatively little research into defence procurement and its surrounding factors, particularly in a Swedish context. One possible reason could be that development has been rapid and has overtaken theory. This raises interest in studying factors that influence Swedish defence procurement in terms of the selection of whom procurement occurs from. This paper is a qualitative investigative study with an inductive approach, the aim of which is to understand the underlying themes and patterns behind the Swedish procurement process. The paper takes a broad view of the procurement process and, therefore, Hartley’s theory is used, which is built on studies of the UK Ministry of Defence. The empirics consist of in-depth interviews where the respondents represent the Swedish Armed Forces, the Swedish Defence Materiel Administration (FMV) and the Swedish Ministry of Defence. The theory is then used to analyse the empirics, to finally illustrate theoretical as well as practical points of development. The results of this study show that defence policy and economy influence the Swedish procurement process for complex armaments to a large extent. The effects are positive in terms of some positive spin-off effects for the rest of the society, but there are negative effects because it makes procurement more expensive. One success factor for Swedish defence procurement is the Swedish model that effectively deals with factors surrounding soft systems engineering.

▼ This thesis aims to examine how and why a continental-oriented China has shifted its maritime strategic orientation and naval force structure from its coast toward the far seas in an era of interdependent international system. Generally, China is an ancient continental land power with an incomplete oceanic awareness. With the transformation after the Cold War of China’s grand strategy from landward security to seaward security, maritime security interests have gradually become the most essential part of China’s strategic rationale. Undoubtedly, the quest for sea power and sea rights has become Beijing’s main maritime strategic issue. Given China’s escalating maritime politico-economic-military leverage in the Asia-Pacific region, its desire to become a leading sea power embodying global strategic thinking means that it must expand its maritime strategy by developing its navy and preparing for armed confrontation in terms of international relations realism. Conversely, Beijing’s maritime policy leads at the same time towards globalization, which involves multilateralism and strategic coexistence of a more pragmatic kind.
This research analyses Chinese maritime strategy in the Asia-Pacific by asking: ‘Whither the Chinese maritime strategy in the ever changing Asia-Pacific security environment since the PRC was established in 1949?’ In general, contemporary China’s national security strategy is closely connected with its maritime strategy and with its comprehensive security plan for its economy, its energy supplies and its sovereignty. According to China’s view of its security environment, the traditional territorial scramble is changing from control of the land to the control of territorial waters, of maritime strategic resources, and of critical sea lanes. As a result, maritime economic competition has become a key focus for many nations. Given this, it is understandable that China’s maritime expansion from the coast to the high seas is part of its strategic approach. As a consequence, this study asks: ‘In order to shape a Sinocentric maritime security environment for China’s rising sea power, how has Beijing’s approach to maritime strategic expansion shifted from one of military antagonism toward one of strategic coexistence in the region.’
In recent years, Beijing has, purposefully, changed its maritime strategic thinking from Maoist-style coastal defence activities to offshore defence and ultimately a far sea defence. Importantly, this strategic aspiration is clear in China’s recent national defence white papers. According to the 2004 Defence White Paper of China, Beijing clearly acknowledges a shift from China’s traditional land power to a maritime power and its priority apropos the building of the People’s Liberation Army Navy (PLAN) for winning command of the high sea and for conducting strategic counter-strikes. ▼ In this thesis I study and provide insight into how national defence budgets are determined. This is accomplished through the use of both theoretical modeling and empirical analysis. A main theme running through the thesis is that a primary determinant of domestic levels of defence spending is the defence spending level of other nations. By conditioning on these global interactions in a structured way, I am able to provide meaningful estimates of the impact of various factors on national defence spending.
In Chapter 2, I examine the costs and benefits of maintaining domestic arms manufacturers during peace time. A model is developed that examines under which circumstances a country would wish to maintain domestic arms industries. The predictions of this model are tested using the historical example of Canada's lack of advanced shipbuilding facilities during World War II. By comparing the performance of corvettes and destroyers during convoy escort, I quantify the superiority of the latter over the former. A counterfactual scenario then examines the savings in terms of ships and lives that could have resulted from having invested in domestic arms industries in peace time.
Chapter 3 examines more generally how national defence budgets interact with each other in a spatial econometric framework. By creating a series of weighting matrices that qualitatively represent how countries are likely to interact militarily, I quantify the extent to which a country's relative location impacts its level of defence spending. I find that relative location is a significant determinant of defence spending, and furthermore, I am able to identify regions of both high and low defence spending spillovers.
Some countries have large domestic arms industries, whereas others largely import their military hardward. In Chapter 4, I examine, both theoretically and empirically, how this distinction and the resulting arms trade influences defence spending behaviour. I also examine the impact that a base level of security, measured by geographic and socioeconomic factors has on the choice of defence budget. Consistent with the theory, I find that there are significant differences between arms producers and importers in the way they respond to exogenous factors.

grėsmių saugumo srityje sutapimo, bet ir jų gynybos identitetų
suderinamumo. Šio darbo tyrimo objektas yra Šiaurės šalių (Danijos,
Islandijos, Norvegijos, Suomijos ir Švedijos) bendri gynybos
identitetų elementai ir galimybė jiems artėti. Darbo tikslas –

There were attempts to develop the defence
cooperation between the Nordic states often were interrupted by one
or two of the Nordic states. The end of the Cold War opened up
opportunities for new defence projects. But the Nordic defence
identities which were shaped since the Second World War, remained
the same. Therefore, Nordic states had to wait for 20 years for the
new common defence cooperation initiative to emerge. Still it is
not clear whether it will be successful, because the success of
cooperation in the field of defence development depends not only on
the overlap of parties’ interests, objectives, threats, security,
but also on the compatibility of their defence identities
compatibility. The object of this paper is the common elements of
defence identities of the Nordic states, and the possibility for

▼ The following study argues that existing historical interpretations of how and why the unification of British North America came about in 1867are flawed. It contends that rather than a movement propelled mainly by colonial politicians in response to domestic pressures - as generally portrayed in Canadian-centric histories of Confederation - the imperial government in Britain actually played a more active and dynamic role due to the strategic and political pressures arising from the American Civil War. Rather than this being a basic ‘withdrawal’, or ‘abandonment’ in the face of US power as is argued on the rare occasions diplomatic or strategic studies touch upon the British North American Act: this thesis argues that the imperial motivations were more far-reaching and complex. The British policy on union was bound up with the wish to make the provinces more responsible for defence, a need greatly intensified by the Civil War; however this imperative was meant to help preserve the North American colonies in the empire and even more vitally outside of the orbit of the United States. From the metropolitan government’s point of view Confederation had its genesis in the antebellum period and was a long-term aim - not only to secure the British North America - but even fact to counter United States hegemony in on the continent. Therefore rather than being conceived as a ‘retreat’, it was an overarching plan to challenge Federal preponderance in North America. Due to the security dilemmas arising from the Civil War the long-term nature of this scheme became unworkable and was therefore accelerated to become a short-term response to a strategic dilemma.

▼ This study explores the Swedish non-alignment policy from a European Union perspective. Spanning the period 1995-2018, i.e. from the year when Sweden joined the European Union to the present day, the study concerns the way the EU membership has affected Sweden’s defence policy. Given a variety of noted political decisions and developments, mainly in terms of Swedish defence policy propositions during the target period, the key question presents itself as follows: Does the Swedish membership undermine its possibilities to remain as a true case of non-alignment? To be able to answer this question, the study will look into the extent to which the Swedish policy can be seen as a case of Europeanization regarding its EU membership. Thus, the investigation takes as its starting-point the theory of Europeanization. Relying on a variety of previous research, the discussion uses this theory to provide a perspective of this concept as “Goodness of fit”, essentially an analytical tool for identifying processes and changes within this framework. On a practical level, this means that if the different terms and policies fit perfectly between the union and its member states, there is no need for a change. On the other hand, if there is incompatibility in this context, a process of Europeanization is likely to be identified through the lens of “Goodness of fit”. In general terms, it is concluded that the Swedish defence policy has gradually assumed more of a European identity. Arguably, the country’s official non-alignment policy raises questions for its future involvement in the union. Rather, there is indication that political rhetoric has been only one side of the coin, practical reality another. Yet, one thing is clear: it all seems to happen on Swedish terms.

▼ Through an examination of the businesses and people that support war-making, collectively known as the defense and security industry, this thesis reveals the controlling processes at work that make the business of war palatable to those who work within the industry. Three controlling processes are examined: (1) The industry’s culturally specific language; a barrier built with syntax, preventing both entry from outsiders and exit by insiders, allowing for institutionalized insanity to set in while also legitimizing the business pursuits of these companies as normal and acceptable; (2) The scientific pursuit and technology itself, supported and maintained by the exalted position the pursuit of science holds in Western society, and the assumption that technological innovation is always an intellectual and noble pursuit, which is critical to the industry’s survival; (3) The ideologies of Western liberal democracy that buttresses the industry; defined primarily by insecurity, assumed moral authority, and neoliberal capitalism/short-term self-interest. The terrorist attacks on the United States in 2001 served as a springboard for the industry to imbed itself into domestic settings, and carry-out acts of war in faraway countries without the consent of the people, thereby threatening the democratic ideals it claims to protect.

▼ This study aims to understand the security policy of the North Atlantic Treaty Organization (NATO) and investigate whether NATO’s Security Sector Reform (SSR) approach in Afghanistan was a mixed record of success and failure between 2003 and 2014. In terms of NATO’s SSR approach in Afghanistan, what worked, what did not work, and why did certain aspects of SSR fail? The analysis sheds light on the policy-relevant, logistic and doctrinal intricacies associated with NATO’s now almost twenty-year record of involvement in Afghanistan, as well as liberal institutionalism’s policy relevance. This research benefits the security policy community by asking whether NATO's SSR agenda in Afghanistan was successful, and whether its weaknesses call for the reform of its approach and execution – or its abandonment. The research findings indicate there were faults with the SSR project in Afghanistan, and modes of execution and stages of policy development were incoherent and inconsistent, but liberal institutionalism helps explain how to establish vital institutions and ensure more democratic transitions of power so that the international community and multilateral institutions like NATO remain engaged.
