Le conflit à Gaza de l’hiver 2008-2009 paraît au premier abord comme un conflit entre Israël et le Hamas palestinien. Mais la presse en a fait un conflit à dimension régionale et internationale. La presse s’est plus orientée vers les sujets de géopolitique et des relations internationales. Les journaux étudiés explorent pratiquement les mêmes thèmes, mais ne partagent pas toujours les mêmes conclusions. L’une des caractéristiques de la couverture faite par la presse est l’intervention des points de vue dans l’information.Les journalistes mettent souvent en évidence leurs prises de position. Du point de vue de la théorie des Relations internationales, l'action européenne, égyptienne et parfois même iranienne est dictée par une approche réaliste des relations internationales favorisant le dialogue et le partage des intérêts. Alors que l'action des États-Unis de l'époque de George BUSH fils à une approche idéaliste, idéologique et rigide qui exclut tous les acteurs étatiques ou non étatiques de la résolution de ce conflit. Le conflit s’est déroulé dans un contexte international privé d'autorité suprême qui impose l'ordre, l'ONU n'ayant qu'un rôle humanitaire lors de ce conflit. Le conflit prend une dimension autre que politique, une partie des intervenants soulignent une dimension religieuse, voire l’enjeu de civilisation.La presse manque de recul et d’analyse historique. Elle ne contextualise pas les évènements. C’est une constatation sur le conflit israélo-palestinien en général. En fin, la presse accorde une part importante au conflit à Gaza malgré la désaffection d’un nombre de plus en plus élevé de Français. Ce constat pousse la presse à donner de moins en moins de visibilité à ce conflit.

The conflict in Gaza in the winter of 2008-2009 seems at first primarily as a conflict between Israel and the Palestinian Hamas. But the press has given it regional and international dimensions. The press is more oriented towards the subjects of geopolitics and international relations. The newspapers studied generally explore the same subjects, but do not always share the same conclusions. One of the characteristics by the press is the intervention of the viewpoints in information. Journalists frequently expose their positions. From the point of view of International Relations theory, European, Egyptian and even Iranian action isdictated by a realistic approach to international relations for dialogue and distribution of interests. While the action of the United States (from the time of George BUSH son) is an idealistic approach, ideological and rigid which excludes all actors (state and non-state) from the resolution of this conflict. The conflict took place in an international context deprived from supreme authority that imposes order. UN has an only humanitarian role in that conflict. The conflict takes on a dimension other than political. Part of the authors gives it a religious dimension, even the issue of civilization. Press has an deficiency of perspective and historical analysis. It does not contextualize the events.…

▼ Despite the many current conflicts in the Middle East and the world, the Israeli- Palestinian conflict is still one of the most significant conflicts of the modern era. The reasons for this include the history and violence of this conflict and the lack of practical solutions for it. The significance of this conflict is reflected in its prevalence in many disciplines, such as political science and media studies. Related literature shows that Australian media coverage of this conflict has not been investigated thoroughly. Hence, this study attempts to bridge this gap in literature, aiming to identify how Australian media portray the Israeli-Palestinian conflict. A sample of mainstream Australian print and online media was analysed. The sample included News Corp media (The Australian, the Herald Sun and news.com.au), Fairfax newspapers (The Age and The Sydney Morning Herald) and two news websites, Australian Broadcasting Corporation (ABC) and Crikey. This study draws on Entman’s (1993, 2002) concept of framing as a crucial technique used to shape an event or issue, reflecting the power embedded in media texts. The Australian media corpora (consisting of 862,093 words) were created by uploading 1,201 news articles to online linguistic tool, Sketch Engine. These news articles, published in the sample of Australian media from January 2014 to June 2015, were examined using corpus-based analysis. By using critical discourse analysis (CDA), a small sample of the data was analysed to investigate the Australian media portrayal of the Israeli war on Gaza during July and August 2014. The study shows that conflict and responsibility frames were more prominent than other frames, such as human interest and victim frames. This is due to the Australian media’s reliance on officials’ voices. These media relied on Israeli voices over Palestinian voices, and United States (US) voices over Australian voices. Consequently, by avoiding words such as occupation, resistance, victim and massacre, Australian media representations of the Israeli-Palestinian conflict reflect power of voices within media discourses. The Australian media tended to legitimise Israeli attacks on Gaza and to delegitimise Hamas’s rocket attacks on Israel. This emerged through highlighting Israel’s right of defence, representing Israeli attacks on Gaza as a retaliation to Palestinian rockets, and foregrounding Palestinians and suppressing or backgrounding Israel as actors. The justification of Israeli actions resulted from media reliance on Israeli and pro-Israeli sources and voices. This justification was also relevant to acknowledging Israel as a state, Palestinians as stateless people and Hamas as a terrorist organisation and a nonstate actor. This study found that both Israeli and Palestinian casualties were represented in terms of numbers or statistics, and occasionally individualised. ▼ One of the most controversial wars in contemporary history, both in terms of the ideological powers behind it and its continued struggle for over 60 years, is the Palestinian-Israeli conflict. The most recent outburst of the conflict, commonly known as the Gaza War, has attracted extensive global media coverage. Employing an interdisciplinary approach, the thesis incorporates an extensive content analysis, to chart patterns and regularities within a large corpus of four broadcast media (namely BBC Arabic, BBC World, Al-Jazeera Arabic and Al-Jazeera English). It then integrates a more interpretative discourse analysis, to investigate the cultural ideas evoked linguistically and, to a lesser extent, visually throughout the coverage. Assuming a qualitative stance, it also draws upon focus groups conducted in Jordan and England to examine the public s knowledge and understandings of the events on the ground, in addition to their evaluation of both organisations levels of objectivity and impartiality. To allow for a comparative dimension, the thesis develops two frames of analysis that systematically looks at two recurring themes and scrutinises their discursive strategies and functions in the construction of meaning and ideology. These include Provocation, which examines questions of responsibility and culpability; and Proportionality which embraces matters of legitimacy and authority in relation to the humanitarian aspect of the war. The findings indicate that the actions of a protagonist may be deemed legitimate with regard to provocation, but illegitimate with regard to their proportionality. The peculiar circumstances of the war pushed the media in the direction of greater separation from the predominant ideologies ensued by the Israeli Army. It suggests that both networks lack a coherent discursive strategy at the level of the lexical in their reporting of Gaza. The empirical findings also confirm that meanings devised by viewers are pertinent to their behaviours, attitudes and beliefs. This conceptualisation formulated three readings shaped by political, cultural and social formations: an oppositional (counter-hegemonic) reading, a dominant reading and a subliminal (sub-conscious) reading.

Kurzfassung Diese Masterarbeit untersucht, wie Europäische und Palästinensische InteressenvertreterInnen friedensfördernde Maßnahmen der EU im Kontext des Israel/Palästina Konflikts wahrnehmen. Als konkret erwählte Maßnahme fokussiert die Masterarbeit auf die sogenannte „West Bank First“-strategie der EU. Diese wird seit den Palästinensischen Wahlen 2006 verfolgt und zielt darauf ab, durch Synergieeffekte der Demokratie-, Sicherheits- und Wirtschaftsförderung im Westjordanland Frieden herbeizuführen. Aufbauend auf diesen drei Bereichen der Strategie, analysiert die Meisterarbeit Wahrnehmungen der Interessenvertreterinnen in den Bereichen Wirtschaft, Demokratie und Sicherheit. Dabei wurde erstens angenommen, dass Erwartungshaltungen an die Strategie die Wahrnehmung dieser beeinflussen. Zweitens wurde erwartet, dass sowohl der EU als auch der Palästinensische Datensatz negative Wahrnehmungen der Strategie wiederspiegeln. Die erste Annahme wurde betätigt, die zweite hingegen widerlegt. Entgegen den Erwartungen hat sich herausgestellt, dass die EU ihre Strategie weitgehend neutral bzw. positiv wahrnimmt, während Palästinensische VertreterInnen ein negatives Bild der Strategie aufwiesen. Dies ist darauf zurückzuführen, dass die EU sich mit einer Akzeptanzhaltung im Rahmen der Strategie bewegt, während Palästinensische Vertreter eine Reform der Strategie bzw. Änderung der EU Haltung zum Israel-Palästina Konflikt als notwendig wahrnehmen. Underschiedliche Wahrnehmungen deuten daraufhin, dass Schwächen der Strategie wahrgenommen bzw. erlebt werden. Daher ist es für die EU notwendig, sich die Strategie nochmal näher anzuschauen und im Zweifelsfall Änderungen vorzunehmen, um nicht bloß als kurzfristiger „Symptombehandler“ wahrgenommen zu werden, sondern aktiv zur Entwicklung in Richtung Frieden und Zweistaatenlösung beizutragen.

Abstract This master thesis focuses on the perceptions of the European Union’s (EU) peace building efforts in the Israeli- Palestinian conflict. In particular, the thesis analyses EU and Palestinian perceptions of the EU’s West Bank First-strategy, which was developed after the Palestinian elections 2006 and refers to EU peace building efforts to create economic prosperity, security and democratic governance in the West Bank. The analysis of both the EU’s self-image (internal perceptions) and Palestinian perceptions (external perceptions) is based on recent interviews with EU and Palestinian stakeholders. Consistent with the goals of the strategy, I investigate perceptions of the economic, security and democratic outcomes of the strategy in Palestine. I suggest that expectations on the strategy might influence the perceptions and that differing perceptions of the strategy may indicate shortcomings. Due to criticism experienced on the ground in Jerusalem as well as in literature, I expected the perceptions of both parties to be negative. ▼ The 2008 Israeli war on Gaza, with its large scale destruction and loss of human life, required a large scale intervention by international donors (transnational aid actors) to support Gaza’s recovery and reconstruction efforts. However, the highly isolated and impoverished Strip was under the control of the de facto Hamas government, which is considered a terrorist movement and boycotted by the international community. Hence international donors had to find other local partners with whom to collaborate, bypassing the de facto Hamas government. In a fragile and conflict-ridden context like the Gaza Strip, where the de facto Hamas government faces isolation and lacks international recognition, understanding how international donors influenced the reconstruction and recovery policy agenda and its implementation is very important. Using the Transitional Actors Influence (TAI) framework, this study examines what mechanisms international donors employed to influence domestic policy, and what the perceived impacts of their policy interventions were. These mechanisms influenced the roles and relationships of international donors, civil society organizations (CSOs) and government. The TAI framework provides an opportunity to examine how, because of the importance and significance of donor funding relative to domestic government budgets, donors’ influence in these fragile contexts essentially weakens the veto power of legitimate, democratically-elected veto players. The research also examined donors’ decision-making processes and preferences and their overall impact on the existing governance structures in the Gaza Strip. With boycott policies in play, international donors were unable to work directly with the elected de facto government (veto player). At the same time, international donors were obliged to continue their aid to prevent a further humanitarian crisis from escalating and a total collapse of the peace process. International donors chose to work with CSOs as an alternative to working with government to avoid direct cooperation and contact with the de facto Hamas government. Therefore, CSOs acted as intermediaries between the government and international donors. Moreover, since recovery and reconstruction projects were delivered with limited involvement from government (as a result of the no-contact policy), the situation raises questions about how relevant the concepts highlighted in the “governance without government” literature are to this fragile country context. “Governance without government” refers to “the involvement of non-governmental actors (companies, civil society) in the provision of common goods through non-hierarchical coordination” (Börzel 2010, p.8). The findings from this research indicate that involving the non-governmental sector is not a solution for the weak government problem. The limited presence and influence of government led to many undesirable outcomes resulting from poor policy coordination and the absence of a comprehensive vision for the future. ▼ This sociological study explores the past and current higher education (HE) experience of educationalists at Gaza’s universities and how this experience may be evolving in the shifting socio-political context in the Arab World. The thesis is motivated by three questions: 1. What are the perspectives of academic staff in the Faculties of Education at Gaza’s universities on their own past HE experiences? 2. What are the perspectives of students and their lecturers (academic staff) in the Faculties of Education at Gaza’s universities on students’ current HE experiences? 3. How do educationalists in the Faculties of Education at Gaza’s universities perceive the shifting socio-political context in the Arab World, and what current or future impact do they think it will have on the education context at Gaza’s universities? To examine these questions, I conducted an inductive qualitative study. Using 36 in-depth, semi- structured interviews which lasted between (90-300 min), I collected data from educationalists (15 academic staff; 21 students) at two of Gaza’s universities. Due to difficulties of access to the Gaza Strip, the participants were interviewed via Skype from Cambridge. Informed by the literature review, and triangulated with other research activities, such as reviewing participants’ CVs, browsing universities websites, and keeping a reflective journal, a thematic analysis was conducted on the interview data. Theoretically, although this study has benefited from conceptual insights, such as those found in Paulo Freire’s Pedagogy of the Oppressed and in Pierre Bourdieu’s work on symbolic violence, it is a micro-level study, which is mainly data driven. The findings of this research show that in the past, educationalists were relatively more passive in terms of shaping their HE experiences, despite efforts to become resilient. In the present, students and their lecturers continue to face challenges that impact negatively on their participation and everyday life at Gaza’s universities. However, how the HE experience will evolve out of this context in the future is uncertain. The Arab Spring revolutions have had an influence on Gaza HE institutions’ campuses as they have triggered more awareness of students’ grievances and discontent. Because of some political and educational barriers, however, students’ voices are a cacophony; they remain split between “compliance” and resistance (Bourdieu, 1984, p. 471; Swartz, 2013, p. 39). Previously, Sara Roy (1995) rightly indicated a structure of “de-development” in the Gaza Strip (p.110). The findings from this research show that the impact of occupation and of the changes in the Arab World on the educational context in Gaza are more complex than previously thought. There is a simultaneous process of construction and destruction that is both external and internal to educationalists and which undermines academic work at Gaza’s universities. ▼ This sociological study explores the past and current higher education (HE) experience of educationalists at Gaza’s universities and how this experience may be evolving in the shifting socio-political context in the Arab World. The thesis is motivated by three questions: 1. What are the perspectives of academic staff in the Faculties of Education at Gaza’s universities on their own past HE experiences? 2. What are the perspectives of students and their lecturers (academic staff) in the Faculties of Education at Gaza’s universities on students’ current HE experiences? 3. How do educationalists in the Faculties of Education at Gaza’s universities perceive the shifting socio-political context in the Arab World, and what current or future impact do they think it will have on the education context at Gaza’s universities? To examine these questions, I conducted an inductive qualitative study.
