This thesis investigates problems both in gambling theory and in stock option models. In gambling theory, we study the difference between the Vardi casino and the Dubins-Savage casino. In the simple Dubins-Savage casino there is only one table in which a sub-fair gamble is available fixed odds ratio, r and the problem is to change a fortune of size f to a fortune of size 1 with maximum probability before going broke. Vardi proposed the casino where there is available a table for each odds ratio r. Since the Dubins-Savage casino can be duplicated in the Vardi casino, it is clear that the Vardi casino will provide a bigger probability to achieve the goal than the Dubins-Savage casino. A main result of the thesis is to show that the advantage of the Vardi casino is surprisingly small. This implies the surprising conclusion that it does not really help the gambler to have a variety of gambles available, and raises the question of why casinos in the real world have such a variety of gambles. In particular, the optimal probabilities of the Vardi casino and the Dubins-Savage casino with odds ratio r = 1 (red-and-black) agree to three decimal places. We further conjecture that the largest difference between the Vardi and the Dubins-Savage optimal probabilities occurs at f = 1/3. The thesis also studies the two classic stochastic models involved in finance and economics, the additive Bachelier model and the multiplicative Black-scholes model. Both models have advantages and shortcomings. Chen et al [6] introduced a general class of models with decreasing-return- to-scale indexed by a parameter interpolating between the additive (θ= 0) and the multiplicative (θ= 1) cases. We study the American and the Russian option under the decreasing-return-to- scale models and give the optimal policy of each option for these new models. The two parts of the thesis are related through the fact that gambling is involved in each case, this despite the fact that investors often prefer to believe there is no gambling involved in their activity. Of course gamblers often believe this as well. Furthermore, among the stocks with the same negative drift, in order to maximize the probability to achieve a particular amount of fortune to survive for the gamblers problem of stocks (see [29] [30]), they need to buy those stocks with big volatilities (odds ratios).

The focus in this thesis is on the mathematics underpinning the system rather than details such as how to decode on-line sites. What now follows is a summary of the thesis in more detail: Much of the research into poker has built on the concepts developed by Von Neumann [27] and Borel [4]. Game Theory concepts have been developed and used in conjunction with cutting edge techniques such as Neural Networks to develop playing algorithms in a similar way to which games such as Chess or Checkers have been solved. These techniques are not necessarily gambling related, even though poker is usually played as a gambling game. The problem with the Game Theory approach is that analysis of full scale poker rapidly becomes intractable. Prominent researchers in the Game Theory approach ([3], [18], [21],[20],[2], [1]) have recognised this and much of the subsequent research has centred around reducing the size of the problem to be solved. Derivation of a Game Tree for a reduced problem was also the approach adopted by von Neumann and Borel. This approach has been successful and can be summarised as finding an exact solution to an approximating problem. Methods seeking approximations to the full problem that retain the properties of the real problem have been developed and are ingenious. In this thesis a different approach has been used. Instead of seeking approximating problems which may be solved exactly, approximate solutions to the full problem are sought. Regression techniques have been used to find approximate solutions to the full problem. Rather than try to tune a strategy engine using Neural Networks to solve the problem in a human-like way, the population variance in preferences (as measured by coefficients) has been measured and past data for given contexts is used to estimate where on the population distribution of preferences a particular context resides. The resulting system still "learns", but in a different way to a Neural Network. The play has been reduced to a sequence of actions which are chosen to maximise profit expectation. This has much in common with financial market trading where a sequence of trades is likewise chosen to maximise profit. The Game Theory approach also maximises profit expectancy, but because that approach necessitates analysis of a computationally intractable Game Tree, the expectation actually maximised is that of an approximating problem. In a sense the approach adopted here is the opposite of the approach adopted by the authors mentioned above in that they seek exact solutions to an approximating problem whereas this research seeks approximate solutions to the exact problem.

▼ Subject of this thesis is creation of graphical user interface, internal data representation of going game progress and design and implementation of player artificial intelligence bot for a game of The Settlers of Catan in the basic version of the game. One part of the motivation behind the idea is the fact that while the game already has several computer implementations, none of them can so far be a challenging opponent for an experienced player. Another reason is that analysis of player decision making process presents a nontrivial problematic that can bring valuable knowledge when studies from artificial intelligence point of view. Creation of graphical user interface and internal representation of ongoing game aren't focus of this project, they however are necessary step to allow for proper verification of bot functionality and revealing possible issues that need to be addressed. First section presents overview of application of artificial intelligence in the field of board and tabletop games, both as case studies for a verification of algorithms with wider application and with the purpose of challenging and overcoming ability of human player. This section also lists a brief history of the game and highlights its characteristics, focusing on those relevant to potential bot design. End of this section the summarises goals and planned steps of this thesis. Next section brings more focus on individual areas of artifical intelligence theory, highlighting those that can be used for the analysis of problematic at hand. The suitable options of specific approach to the bot design are also mentioned here, giving brief review of their usual primary use and their respective strengths and weaknesses. Third section further explains the Settlers of Catan game itself. Introduces individual game mechanics, game board components and their function as well as the means of player interaction and point scoring. This is followed by more detailed description of individual game steps, overviewing the decisions players are making during each of them and their impact on successful gameplay. Further emphasis is given on the trading, as it represents the cooperative aspect of the game and thus doesn't require one player's optimal choice but the ability to find consensus between players. Lastly this section mentions commonly used game strategies and possible flow of the gameplay between them. Following section focuses on design of the planned application, intended distribution of functionality between individual components - graphical user interface, data representation of the game and framework of the player bot. Followed by explanation of their respective details and expected issues that need to be resolved. Next up is overview of the possible ways of bot design in order of implementation priority. La chance est une notion hétérogène en droit administratif. Les manifestations de ses différentes acceptions sont en effet nombreuses tant le hasard, les probabilités et le risque auxquels la chance renvoie sont riches d’applications concrètes. Les effets de ceux-ci sont donc également, et sans surprise, très variés, de sorte que la perméabilité du droit administratif est à leur égard teintée de singularité selon qu’ils sont respectivement considérés comme bénéfiques ou néfastes. Ainsi, les probabilités sont l’illustration de ce que la chance peut être un outil utile au juge administratif dans le prononcé de ses jugements, tandis que le hasard et le risque renvoient tous deux à la survenance d’événements ou de phénomènes imprévisibles qui cherchent à être évités. Malgré toutes les subtilités déployées par la chance en droit administratif, celle-ci se révèle néanmoins comme une notion dont l’unité apparaît au stade de l’étude de sa fonction. La chance est alors une notion fonctionnelle qui a vocation à être de plus en plus employée par le juge administratif pour améliorer l’indemnisation délivrée aux administrés, tant d’un point de vue qualitatif que quantitatif.

Chance is an heterogeneous notion in administrative law. The manifestations of its different meanings are indeed quite abundant in the sense that the coincidences, the probabilities and the risk that chance refers to are full of tangible applications. Their effects are equally, and unsurprisingly, very varied which means that the permeability of administrative law towards them is quite unique, depending on whether they are considered to be beneficial or adverse. So, probabilities illustrate how chance can be a useful tool for the administrative judge when pronouncing a judgment, whereas coincidences and risk both reflect back on the occurrence of events or unpredictable phenomenons which one would aim to avoid. Inspite of all the subtleties deployed by chance in administrative law, it nevertheless seems to be a notion, the unity of which appears to be at the study stage of its function. Chance is then a functional notion, the vocation of which is to be used more and more often by the administrative judge in order to improve the compensation awarded to citizens both from a qualitative and quantitative point of view.

▼ Evolutionary game theory has recently emerged as a key paradigm in various behavioral science disciplines. In particular it provides powerful tools and a conceptual framework for the analysis of the time evolution of strategic interdependence among players and its consequences, especially when the players are spatially distributed and linked in a complex social network. We develop various evolutionary game models, analyze these models using appropriate techniques, and study their applications to complex phenomena. In the second chapter, we derive integro-differential equations as deterministic approximations of the microscopic updating stochastic processes. These generalize the known mean-field ordinary differential equations and provide powerful tools to investigate the spatial effects on the time evolutions of the agents' strategy choices. The deterministic equations allow us to identify many interesting features of the evolution of strategy profiles in a population, such as standing and traveling waves, and pattern formation, especially in replicator-type evolutions. We introduce several methods of decomposition of two player normal form games in the third chapter. Viewing the set of all games as a vector space, we exhibit explicit orthonormal bases for the subspaces of potential games, zero-sum games, and their orthogonal complements which we call anti-potential games and anti-zero-sum games, respectively. Perhaps surprisingly, every anti-potential game comes either from Rock-paper-scissors type games (in the case of symmetric games) or from Matching Pennies type games (in the case of asymmetric games). Using these decompositions, we prove old (and some new) cycle criteria for potential and zero-sum games (as orthogonality relations between subspaces). We illustrate the usefulness of our decompositions by (a) analyzing the generalized Rock-Paper-Scissors game, (b) completely characterizing the set of all null-stable games, (c) providing a large class of strict stable games, (d) relating the game decomposition to the Hodge decomposition of vector fields for the replicator equations, (e) constructing Lyapunov functions for some replicator dynamics, (f) constructing Zeeman games -games with an interior asymptotically stable Nash equilibrium and a pure strategy ESS. The hierarchical modeling of evolutionary games provides flexibility in addressing the complex nature of social interactions as well as systematic frameworks in which one can keep track of the interplay of within-group dynamics and between-group competitions. For example, it can model husbands and wives' interactions, playing an asymmetric game with each other, while engaging coordination problems with the likes in other families. Azartinių lošimų srityje nurodomi svarbiausi socialiniai pokyčiai, keliantys naujus reikalavimus nagrinėjamų santykių teisinam reglamentavimui. Remiantis Lietuvos Respublikos ir pasirinktų užsienio šalių (Austrijos, Belgijos, Didžiosios Britanijos, Lenkijos, Šveicarijos ir kitų šalių) norminių teisės aktų bei kitų šaltinių analize išskiriamos specialios azartinių lošimų reguliavimo priemonės. Vertinamas šių priemonių bei jų taikymo būdų atitikimas suformuluotiems reglamentavimo uždavinių įgyvendinimo reikalavimams (suformuluotam bendrajam idealumo kriterijui). In this graduation work the nature of gambling, specific character of it and the influence of gambling to the society is being disclosed. Also, the special regulation of gambling is being justified and the main goals of such special regulation are being formed as well as the requirements to the implements of these goals. In the area of gambling games the main social changes that brings new chalenges for gambling regulation are being pointed. The law and special sources of gambling in Lithuania and other countries (Austria, Belgium, United Kingdom, Poland, Switzerland and others) is also being analyzed. Acording to the mentioned analysis, the special instrumentalities of gambling regulation are being parted. After that, the parted instrumentalities of gambling regulation are being considered to the formed general perfect gambling regulation criterion. Finally, according to the author's conclusions, an abstract, descriptive model of gambling perfect gambling regulation is being proposed. In this model principled attitudes, orientational guidlines of gambling regulation in modern democracy are being proposed.

▼ This dissertation comprises three essays in experimental economics. The first investigates the extent of strategic behaviour in jury voting models. Existing experimental evidence in jury voting models shows subjects largely act in accordance with theoretical predictions, implying that they have the insight to condition their votes upon their own pivotality. The experiment presented here tests the extent of these abilities, finding that a large portion of subjects behave consistently with such insight in the face of several variations on the basic jury voting game, but largely fail to do so in another, perhaps due to the difficulty of extracting informational implications from counterintuitive strategies. The second investigates the extent to which hypothetical thinking - the ability to condition upon and extract information from hypothetical events - persists across different strategic environments. Two games of considerable interest in the experimental literature - jury voting games and common value auctions - each contain the feature that a sophisticated player can simplify the problem by conditioning upon a hypothetical event - pivotality and winning the auction, respectively - and extract from it information about the state of the world that might affect their own behaviour. This common element suggests that the capability that leads to sophisticated play in one should lead to the same in the other. This paper tests this connection through a within-subject experiment in which subjects each play both games. Little evidence is found that play in one relates to play in the other in any meaningful way. Finally, the third, co-authored with Evan Friedman, investigates the nature of errors relative to Nash equilibrium play in a family of two-by-two games. Using data on one- shot games, we study the mapping from the distribution of player j’s actions to the distribution of player i’s beliefs (over player j’s actions) and the mapping from player i’s payoffs (given beliefs) to the distribution over player i’s actions. In our laboratory experiment, subjects play a set of fully mixed 2 × 2 games without feedback and state their beliefs about which actions they expect their opponents to play. We find that (i) belief distributions tend to shift in the same direction as changes in opponents’ actions, (ii) beliefs are systematically biased–“conservative” for one player role and “extreme” for the other, (iii) rates of best response vary systematically across games, and (iv) systematic failures to maximize expected payoffs (given beliefs) are well explained by risk aversion. To better understand the belief formation process, we collect subject-level measures of strategic sophistication based on dominance solvable games. We find that (v) the player role itself has a strong effect on sophistication, (vi) sophistication measured in dominance solvable games strongly predicts behavior in fully mixed games, and (vii) belief elicitation significantly effects actions in a direction consistent with increasing sophistication.

▼ The primary focus of the present study was an evaluation of the effectiveness of games when used in college-level mathematics classes in the United Arab Emirates (UAE). A mixed-method approach involved surveys, interviews, observations of classes and narrative stories.As a first step, a sample of 352 students in 33 classes from three colleges in Abu Dhabi (the largest emirate in the UAE) responded to two surveys. The first, a modified version of the What Is Happening In this Class? (WIHIC) questionnaire, was used to assess students’ perceptions of the learning environment. Five of the seven WIHIC scales were selected for use in my study, namely, Student Cohesiveness, Teacher Support, Involvement, Cooperation and Equity. One scale, from the Constructivist Learning Environment Survey (CLES), Personal Relevance, was also added. The second survey, used to assess students’ attitudes, involved two scales: one to assess students enjoyment of mathematics classes (from the Test of Science-Related Attitudes (Fraser, 1981); and one to assess students’ academic efficacy (modified from the Jinks and Morgan’s (1999) Student Efficacy Scale). Both the WIHIC and attitude scales were modified to improve their suitability for use in the UAE and relevance to the present study, and then they were translated into Arabic.The data were analysed for the modified WIHIC and attitude scales to check their factor structure, reliability, discriminant validity, and the ability to distinguish between different classes and groups. In terms of the validity of modified WIHIC and attitude scales when used with college-level students in the UAE, the factor analysis results attested to the sound factor structure of each questionnaire. The results for each modified WIHIC and attitude scale for alpha reliability and discriminant validity for two units of analysis (individual and class mean) compared favourably with the results for well-established classroom environment instruments.A one-way analysis of variance (ANOVA) for each modified WIHIC scale was used to investigate its ability to differentiate between the perceptions of students in different classrooms. The ANOVA results suggested that students perceived the learning environments of different mathematics classrooms differently on the modified WIHIC scales. In general, the results provided evidence of the validity of the modified WIHIC in describing psychosocial factors in the learning environments of college-level students’ mathematics classrooms in the UAE.The sample of 352 students was also used to examine the strength and direction of associations between the six learning environment scales and the two attitudes scales using simple correlation and multiple regression analyses. ▼ Educational games have been demonstrated to increase engagement and engagement has been demonstrated to increase achievement. Therefore, the researcher attempted to investigate how to better measure engagement and refine the measurement of engagement in this study. To frame the engagement, three domains of engagement – behavioral, cognitive, and emotional– are analyzed in detail to be able to examine the qualities of each type. Moreover, three game attributes –clear goals, immediate feedback, and balance between challenges and skills- are presented and discussed as fundamental features of virtual manipulatives and educational games used in this study to make an impact on students’ engagement. To measure effects of educational games and virtual manipulatives on three domains of engagement, the researcher designed an engagement survey that examines each domain separately with their sub-domains. The Cronbach’s alphas for engagement pre-test and post-test were found .89 and .91 respectively. In this pre-test and post-test quasi-experimental design, four fifth-grade classrooms (N=86) from four schools in southwest Virginia were assigned as three experimental groups and one control group. In the first experimental group, participants played an educational game called Candy Factory and in the second experimental group, the students played another educational game called Pearl Diver on iPod Touch for eight days consecutively, for 20 minutes each. In the third experimental group, participants performed activities with virtual manipulatives, whereas in the control group, participants did paper-and-pencil iii drills for the same duration. All of the groups studied on the same topic, fractions. According to the results of ANCOVA, experimental group students’ engagement scores were found significantly higher than control group students’, F(1,80)=11.568, p=.001. When three domains of engagement were analyzed, significant differences were found among all three domains between experimental and control groups. When the researcher conducted separate analysis for educational games group and virtual manipulatives group, students who played educational games were also found significantly different than control group students in terms of all three domains of engagement and general engagement, F(1, 58)= 8.883, p=.004. In addition to this, students who did activities with virtual manipulatives showed significantly higher engagement than students who did paper-and-pencil drills in control group, F(1, 46)= 7.967, p=.007. Statistical difference was found in emotional and cognitive engagement while the results showed no significant difference in behavioral engagement between virtual manipulatives and control group students. Therefore, the three game attributes were considered as the main determining factors to engage students more to the content. Advisors/Committee Members: Evans, Michael A. ▼ Students and teachers are facing challenges in teaching and learning fractions. The concepts related to fractions, ratios, and proportions are learned in primary school to cast a solid foundation in proportional reasoning for the understanding of more-advanced mathematics in the secondary school curriculum. In the Numeracy Development Project (NDP), a New Zealand school mathematics professional development project, more effort is called for in the areas of fractions and proportion due to the unsatisfactory performance of students and the difficulty of advancement at the higher year levels in these areas. Games are noted as being a useful tool in teaching mathematics and adopted as one type of activity in the NDP to create an enjoyable environment for effective classroom teaching. Although teachers and parents agree that games help to improve children’s knowledge and students also find learning through playing games is fun, there is still doubt on what and how students learn about mathematics through playing games. Nevertheless, researchers have agreed on the value of games for learning mathematics. The aim of this study is to develop an interactive computer game on fractions, and investigate the learning of fractions that follows as a result of playing the game. A pilot study was conducted to test the manipulation of fraction cards to develop a theoretical framework for the computer game. The computer game focuses on comparing sizes of fractions in an environment that enables players to visualize representations of fractions, manipulate parts of fractions and apply their knowledge of fractions. The developed computer game was used in the main study and used to collect relevant data to identify the effects of the game in learning fractions. The improvement of students after playing the computer game was identified by comparing the results between pre and post tests and pre and post maths tasks. In particular, changes in students’ strategies for comparing sizes of fractions in the mathematics tasks were examined. Finally, questionnaires were used to determine if students enjoy learning through the game. This study investigates students’ learning of fractions in three categories of mathematical ability, namely high achievers, average students and cause-for-concern students. High achievers improved on the use of numerical strategies while average and cause-for-concern students improved on the use of representations of fractions. The improvements in ordering fractions after using the game demonstrate its benefits. This is consistent with the notion of promoting the use of games as educational tools for learning. Based on the findings of this study, a framework of students’ strategies is developed to present a developmental picture of students’ fractional thinking. Suggestions are given to teachers to move students to more sophisticated strategies and develop their mathematical concepts based on their current mathematical thinking. ▼ This thesis investigates the prediction of forces and moments in the static and dynamic planar motion mechanism (PMM) simulations of ship manoeuvring problems using the open-source Computational Fluid Dynamics (CFD) software package, OpenFOAM. Three well-established ships are used to investigate the static and dynamic PMM simulations: the Wigley hull (an analytical geometry), the DTC hull (a commercial ship), and the DTMB 5415 (a warship). The numerical simulations are performed using the InterFoam (for static cases) and InterDyMFoam (for dynamic cases) packages in OpenFOAM, which are incompressible multiphysics CFD solvers based on the volume of fluid (VOF) method to account for the multiple phases in a continuous regime (without needing to track the discrete air-water interface); the turbulence is modelled using Reynolds Averaged Navier-Stokes (RANS) approximations. The pressure and velocity are decoupled using the PIMPLE algorithm. The semi-implicit variant of multi-dimensional limiter for explicit solution (MULES) is used to solve the VOF Equation. Implicit schemes are used for time marching: local Euler scheme for steady cases; Euler scheme for unsteady cases. Two types of meshes are used in the current simulation: body-conforming mesh (generated by Pointwise) and castellated mesh (generated by snappyHexMesh tool). The castellated mesh is non-body conforming and generated via successive mesh refinement and adaptation using open-source software. A dynamic mesh technique is used in dynamic PMM simulations. Despite the lower accuracy of the castellated mesh generation method and the mesh deformation in dynamic PMM simulations, the results show an overall good agreement with experimental data and published numerical results. The relative errors remain small – for most of the static and dynamic cases under consideration – after a grid convergence study. There are three specific cases in which the error is significant: (1) at a high Froude number; (2) at a large drift angle; (3) for the specific combined yaw and drift case. In conclusion, the numerical method is capable of predicting force and moment coefficients for static and dynamic PMM simulations with good accuracy outside the three specific cases when the error is non-negligible.

This study aimed to investigate, the daily school classes for children from the elementary school I in a public school in the city of Vitória da Conquista BA, the ratio of the Games with the construction of mathematical concepts. This study of the qualitative in nature has the theoretical support in many authors, whose production contributions bring about the Games and the teaching of Mathematics: Boyer (1974), Brenelli (1996), Brougère (2000), Chateau (1987), D Ambrosio (1998), Huizinga (2007), Kishimoto (2007), Kamii (2003a), Machado (1991a), Piaget (1975), Santos (2000), Vygotsky (1984), among others. From the methodological point, the emphasis is on-site observation, with photographic record, interviews with educators of the classes selected for the survey and with a focus group, as if looking down the list of games with the Teaching of Mathematics. It is in this study the relationship between the Games and its educational role of learning in the teaching of mathematics in the school, presenting conceptual reflections on that relationship. The study provides an understanding of mathematics experienced in the classroom, and enables educators those reflections on their teaching practices in the classroom. The analysis of the findings of the research allowed the identification of the importance of educational games in the Teaching of Mathematics and its contribution in the construction of concepts in this area, also, to reflect on how the games are developed in the classroom, which are often applied as games, exercises and not as Games construction.

Do ponto de vista metodológico, privilegiou-se a observação in loco, com registro fotográfico, entrevistas com as educadoras das turmas selecionadas para a pesquisa e um grupo focal, analisando como se estabelece a relação dos Jogos com o Ensino da Matemática. Destaca-se neste estudo a relação existente entre os Jogos e sua função pedagógica de aprendizagem no ensino da Matemática no contexto escolar, apresentando reflexões conceituais em torno desta relação. A legalização e a regulamentação dos jogos de fortuna ou azar, em Portugal, a partir de 1927, permitiram o estabelecimento de uma zona de jogo permanente no Estoril, Concelho de Cascais. Contudo e a partir de 1914 já se antevia a transformação do Estoril, pela implantação de uma “estância marítima, climática, termal e desportiva” a nível internacional, viabilizada por uma vasta operação urbanística, na qual, entre outras infra-estruturas turísticas, se integrava a de um casino. A sua inauguração, em 1931, contribui, através de impostos e contrapartidas, para a execução de diversas e relevantes obras, que concorreram para o desenvolvimento do Concelho de Cascais, como hotéis, estabelecimento de banhos de mar, piscinas, restaurantes, golfe, ténis, parque, entre outras. Na década de 80 do século XX, reconhecendo-se já o Concelho de Cascais como um destino turístico nacional e internacional de excelência, e dadas as carências sociais e turísticas do mesmo, entendeu o Estado atribuir e aplicar parte das percentagens das verbas auferidas quer pelo imposto especial do jogo quer pelas obrigações contratuais, em infraestruturas primárias indispensáveis, como o saneamento básico da Costa do Estoril, aumento do número de campos de golfe, um Palácio de Congressos, museus, revitalização de estruturas pré-existentes e a construção da Escola Superior de Hotelaria e Turismo do Estoril, entre outras. Na mesma década, a influência desta zona de jogo fez-se também repercutir nos municípios limítrofes de Oeiras, Sintra e Mafra que, de igual modo, auferiram de verbas atribuídas pelo Estado, advindas das concessões de jogo, permitindo assim a dinamização daquelas zonas.

In Portugal, from 1927 onwards, the legalization and regulation of chance games allowed the establishment of a permanent gaming zone in Estoril, in the municipality of Cascais. However, from 1914 onwards, the transformation of Estoril was already predictable as a consequence of the establishment of an international “maritime, climatic, spa and sports resort”. The latter was materialized through a major urban planning project which included, amongst other tourism infrastructures, a casino. The casino inauguration, in 1931, contributed by means of taxes and other financial returns to the completion of several relevant works and equipments which fostered indelibly the development of the municipality of Cascais, namely in terms of the construction of hotels, sea bathing complexes, swimming pools, restaurants, golf courses, tennis courts and parks, among others. In the 1980s, the municipality of Cascais was already widely recognized as an outstanding national and international tourism destination. Nonetheless, given the social needs and tourism-related constraints of the municipality, the state decided to invest whether a part of the special gaming taxes or contractual obligations on essential primary infrastructures.
