▼ If enterprise is human, capital just like blood. No matter what healthy or falling ill, blood may not stop flowing. Each enterprise may face financial question. If enterprise want to get enough money. To handle the loan with the bank is the most common way. Enterprise must accord its own actual situation to choose financial way. Thereâs no rule can follow, only depends on shareholder rights and interests, or financial efficiency. In general, the company has the good future or in debt ratio quite low condition, almost will choose direct loan to bank. In contrary, business is in highdebt ratio , or its operation faces transformation, choose equity financing must be the easy way. In other way, economic indicators is also important parameter in getting financial support. If interest rates will get higher in the next few months or next year, issue bonds must be the smart way. In addition to, stock exchange-listed or OTC, is also feasible way. After stock exchange-listing , stock can be traded freely. Therefore, Companies can obtain financing at reasonable prices, also can Improve financial transparency and company credit rating In future, after China and Taiwan signed a cross-strait financial supervision Memorandum ï¼MOUï¼and ECFAï¼Companies have more choice to issue stock in mainland China, Taiwan or Hong-Kong. According to the study, select different markets Listed, have different benefit. Stock in China, company can get higher PE ratio, also can raise funds in hard currency. The most important is, can establish enterprise brand and domestic access in mainland China. Stock in Taiwan, the greatest advantage is familiar with the market. Application must be efficiency. Stock in Hong Kong, the greatest advantage is the internationalization of securities markets. Each stock market has its own advantage, also have its own weakness. ▼ Background Donor financing in conjunction with national policies works through the existing health system to impact the uptake of MNCH interventions. However within countries, other key factors such as individual and household behaviors, the political economy, and the macroeconomic environment also influence the uptake of interventions. Demonstrating the relationship between increased financing and increased coverage can provide a platform for policymakers and other stakeholders to refine and appropriately target their health programs. Methods This complex relationship between financing and coverage was analyzed using: 1) A multi-country analysis examining the impact of official development assistance on the change in coverage levels of MNCH interventions; 2) To further contextualize the results of the multi-country analysis, a systematic review was performed to identify the different metrics used in computing coverage change; and 3) Individual-level factors related to utilization of maternal health services was examined among women of varying socioeconomic status in Nigeria. Results The multi-country analysis examining the impact of official development assistance (ODA) on coverage levels of MNCH interventions positive associations. The systematic review found that the method of computing change is important in coverage change estimates; and this can impact findings and future research directions. Furthermore, the trend of coverage rates within a country and the baseline rate is also important. Lastly, predictors of maternal health service utilization among Nigerian women were maternal education and employment. Conclusion This analysis has shown that ODA to maternal and child health can be effective in increasing the coverage rates of MNCH interventions. These results are important and present a preliminary attempt to understand this complex relationship between financing and the uptake of health interventions. In addition, the coverage change metrics utilized are important can have a significant impact on the results of coverage change analyses. Lastly, in our analyses that examined individual level factors associated with maternal health service utilization, maternal education and employment are shown to be important factors associated with utilization regardless of socioeconomic status. Understanding the dynamics between individual level predictors and the uptake of interventions is important to ensure that those in need are appropriately targeted for health interventions. ▼ The way political parties mobilize funds for their activities is recognized as an essential determinant of their internal democratic politics. This study examines the financing of political parties in Ghana. It is based on the hypothesis that the dependence of political parties on some wealthy members of society for funding affects their capacity to achieve internal democracy. The study obtained primary data from a total sample of 1,111. This was made of a survey of 1,006 card holding members of four political parties, (the National Democratic Congress, New Patriotic Party, People’s National Convention and Convention People’s Party), which are consistently represented in Parliament; 105 interviews conducted with ordinary and executive members of political parties, public institutions and civil society in Ghana; and the relevant financial records of political parties provided by the Electoral Commission. The data analysis was guided by the rational choice institutional theory which sees members of political parties as rational political actors who provide funding to, or withhold funding from, political parties based on their calculation of the potential political and economic benefits. Three key findings were uncovered by the study. First, contextual variables including the political environment, the economic status of citizens, the socio-cultural environment, and organizational factors have accounted for the inability of political parties to mobilize resources from their grassroots members. Second, party financing has, therefore, relied heavily on some wealthy members of society who use their power to control, to their advantage, the internal democratic politics of the parties. Third, neopatrimonial politics has emerged within political parties, where poor members sell their votes to wealthy politicians during the election of party representatives. Based on the findings, the study recommends some form of state support, building capacity for effective party organization and enforcement of the rules and regulation governing funding of political parties to enhance democratic politics in Ghana.

▼ This dissertation assesses the importance of a specific debt instrument, the Certifi- cate of Obligation in the state of Texas. It conceptualizes the Certificate of Obligation as a type of contractual debt that enables local governments to finance their capital projects. This dissertation is guided by three research questions: (1) What are the various types of debt instruments employed by local governments and what are their relative advantages? (2) How prevalent is the use of a specific debt instrument such as Certificates of Obligation? And why would some local governments prefer to issue them while others do not? (3) To what extent does the local institutional environment, e.g., the executive authority of city managers in the council-manager form of government, affect debt financing behaviors of local governments? To examine the first research question, we created a typology to represent four ideal types of borrowing methods: (1) Contractual Debt, (2) Voter Approval/Special Tax Debt, (3) Guaranteed, and (4) Non-Guaranteed Debts. The typology examines whether or not the state mandates the referendum requirement for the use of each of these debt instruments, and at the same time determines whether each debt instrument is secured by multiple or single revenue sources. Using data we collected among municipal governments in Texas, we conducted two empirical analyses. The first analysis tests the hypothesis that Certificates of Obligation have higher borrowing costs compared to GO bonds, since a GO bond is often issued under the pledge of the bond issuers’ full-faith credit and taxing authority. We employed a two-stage least square analysis to test the general proposition in the state of Texas. Based on 741 Certificates of Obligation and GO bonds issued between 2008 and 2011, our analyses show that Certificates of Obligation are likely to incur True Interest Costs (TIC) similar to those of GO bonds. The second analysis explores factors explaining the use of Certificates of Obligation in 225 Texas charter cities. Based on Heckman’s two-stage, we found that a local government’s decision to issue Certificates of Obligation to be partly explained by the characteristics of local population, i.e., median household income, population growth, and the percentage of senior citizens living in the jurisdiction. In the case of GO bonds, we found that population size, property tax rate, debt burden, and the percentage of population with at least a college education, to be an important determinant of GO bonds. The volume of GO issuance by local governments was also related to the level of regional competition, i.e., government density. Additionally, we found that local political institutions matter and that they affect debt financing behaviors of local governments. O motivo desta dissertação deve-se à crescente preocupação com o financiamento das Pequenas e Médias Empresas (PME), derivado da crise financeira internacional vivida nos últimos anos e da implementação dos Acordos de Basileia III. As PME constituem a essência da economia portuguesa, devido ao emprego e inovação que proporcionam, sendo o acesso ao financiamento uma questão fulcral para o seu desenvolvimento. Atualmente, o acesso ao crédito bancário (principal fonte de financiamento das PME portuguesas) encontra-se mais próximo de regressar à normalidade, no entanto, permanecem dúvidas sobre a possibilidade destas empresas se financiarem da mesma forma que o fizeram no passado, nomeadamente em termos de maturidades e de montantes, sendo que estas dúvidas conduziram à procura de alternativas de financiamento para estas empresas. Na presente dissertação analisam-se as caraterísticas associadas às PME, os fatores em que baseiam as suas decisões financeiras, assim como as determinantes associadas ao seu financiamento. São também abordados os principais instrumentos de financiamento de origem externa ao dispor das PME portuguesas, especialmente as diversas soluções proporcionadas pelo Crédito Bancário, Capital de Risco, Financiamento Mezzanine e Mercado de Capitais, procurando apresentar-se as vantagens/desvantagens mais importantes associadas a cada instrumento.

The reason for this dissertation is due to the growing worry about financing Small and Medium Enterprises (SME), caused by the international financial crisis felt during the last years and by the implementation of Basel Agreements III. The SMEs are the essence of the Portuguese economy, due to the employment and innovation they bring to economy, being their access to financing a major issue to their development. Nowadays, the access to banking credit (the main source of financing the Portuguese SME) is closer to return to normality, nevertheless, there are still doubts about the possibility of these companies of being able to finance themselves the same way they did in the past, mainly in terms of maturities and amounts and these doubts led to the search for financing alternatives to these companies. In this dissertation are analysed the characteristics associated to SMEs, the factors the financial decisions are based on, as well as the determinants associated to their financing. The main external financing instruments available to the Portuguese SMEs are also addressed, specially the various solutions given by the Banking Credit, the Venture Capital, the Mezzanine Financing and the Capital Markets, trying to present the most important advantages/disadvantages associated to each instrument.

本文选取当前在学界和业界关注度较高的“新三板”企业作为研究对象，从融资效率和融资偏好角度实证了新三板企业当前的运行状况，补充了资本结构和融资效率的研究文献。利用二元选择回归以及分位数回归方法，探究了内部融资、债务融资以及权益融资偏好的影响因素。本文发现：1）对于内部融资，企业资产负债率越低、经营能力越强、盈利能力越好、抵押品越少以及公司成长性高的企业更倾向于使用内部融资，资产负债率对内部融资的负面影响边际增大；2）对于债务融资，资产负债率越低、盈利能力越好、经营能力越强、抵押品越多、公司成长性高的企业更倾向于使用债务融资；3）对于权益融资，盈利能力较差、经营能力较弱的企业更倾向于使用权益融资，而资本结构以及公司成长性对权益融资没有影响。分位数回归也发现，盈利能力、现金状况、总资产周转率、资产流动性、非债务税盾、民营企业以及公司成长性等变量对权益融资的影响较为稳定，提示公司的特征变量对权益融资并没有明显的主导作用。在融资效率上，本文也发现：1）于2012年挂牌新三板的企业整体融资效率不高，DEA融资效率为有效的企业占比仅为10%左右；但融资效率在逐年持续改善，表现出一个较好的发展势头。并且，对于做市转让的企业来说，2014年由协议转让改为做市转让以后，融资相对有效的企业数量增长明显快于协议转让企业，表明采用做市转让的企业融资效率优于采用协议转让的企业。2）市场整体融资规模并未达到挂牌企业的需求，导致一半以上企业尚未达到最优的生产经营状态，仍需要资金来增加生产资料的投入，以扩大生产规模获取规模收益。对于做市转让的企业来说，在2014年由协议转让改为做市转让以后，规模报酬递增的企业数量占比下降更快，表明做市转让制度要比协议转让制度从融资效率角度更能满足新三板企业的融资需求。

O Acesso ao financiamento é de extrema importância para o funcionamento das empresas, especialmente as pequenas e médias. Com tal pretendemos estudar, para as pequenas e médias empreas portuguesas, porque factores é ele afectado. Analisando o "Survey on the Access to Finance of Enterprises" de Outubro de 2014 a Março de 2015, pretendemos compreender o panorama actual do acesso ao financiamento em Portugal, e os factores chave que implicam a uma diminuição do financiamento disponível e consequentemente a que as empresas Portuguesas tenham grandes problemas de financiamento. O nosso estudo do "survey" mostra-nos que em Portugal o acesso ao financiamento está a melhorar, sendo de momento o problema menos premente das empresas. No entanto, a maior parte das empresas ainda se demonstram bastante preocupadas, havendo espaço para melhorar. Nos nossos modelos aferimos que características como tamanho, idade e estrutura de controlo das empresas não afectam o acesso ao financiamento como seria de esperar, mas outras variáveis como o histórico de crédito, problemas de procura interna e a importância de algumas fontes de financiamento afectam o acesso a este pelas empresas.

Access to finance is extremely important so firms can perform well, especially small and medium enterprises, so it is important to study which factors affect the access to finance for them. Analyzing the Survey on the Access to Finance of Enterprises of October 2014 to March 2015 we intend to understand the current outlook of the access to finance in Portugal and the key factors that leads Portuguese firms to low financing availability and therefore high financing problems. Our study of the survey shows us that in Portugal the access to finance panorama is improving, now being the last problem that worry firms, but there is still a great concern for most of the them, so there is room for improvement. In our models we can also see that such characteristics as size of the firm, age and ownership structure do not affect finance access as commonly stated, but other variables as credit history past record, intern demand problems and relevance of some sources of financing really affects the finance access for firms.

Dentro do tema mais amplo do financiamento político, os objetivos desta tese são explicar o surgimento, a disseminação e os efeitos do financiamento público de partidos e campanhas eleitorais. Um dos principais achados desta tese é a constatação de que o modelo de financiamento político varia em função do sistema eleitoral. Em países com sistemas majoritários há uma tendência à adoção de financiamento exclusivamente privado; por outro lado, é possível dizer que o financiamento público é uma característica dos países com sistemas proporcionais, tamanha a sua predominância nesses países no início do século XXI. Além disso, o tipo de financiamento público também varia de acordo com o sistema eleitoral: em sistemas proporcionais é mais presente um tipo de financiamento público que utiliza critérios alocativos baseados no tempo passado, que tende a propiciar uma perpetuação do status quo ante partidário. Em sistemas majoritários, ao contrário, quando existe financiamento público, geralmente são utilizados critérios alocativos baseados no tempo presente, cujo efeito sobre a competição eleitoral é menos pronunciado. Esses achados sustentam a hipótese de que o financiamento público é adotado em sistemas proporcionais como instrumento de restrição do mercado eleitoral em benefício dos partidos mais estabelecidos.

Within the ample theme of political finance, this dissertation aims to explain the emergence, dissemination and the effects of public or state financing of political parties and campaigns. One of the main findings of this dissertation is that models of political financing vary according to electoral systems. In majoritarian system countries there is a tendency towards the adoption of a purely private model of political financing, whereas it can be said that public financing is a feature of proportional system countries given its prevalence in such countries in early 21st century. Furthermore, types of public financing also vary according to electoral systems: proportional countries tend to utilize allocation criteria on the basis of a previous moment, leading to a perpetuation of the party system status quo ante. When there is public financing in majoritarian countries, the allocation criteria are usually based on present time, which has a less pronounced effect on electoral competition. These findings support the hypothesis that public financing is adopted in proportional countries as an instrument to achieve a restrictive effect on the electoral market, benefiting more established parties.

Šiame magistro darbe atskleidžiama diskutuotina ir nemažai problemų kelianti politinių partijų finansavimo teisinio reglamentavimo pusė bei tiriamas tokio reguliavimo efektyvumas. Magistro darbo tikslas pateikti objektyvią politinių partijų finansavimo Lietuvoje analizę, kas galbūt pasitarnautų kuriant ir priimant naujus teisės aktus politinio finansavimo srityje. Autorė, aptardama Lietuvoje ir užsienio šalyse susiklosčiusią praktiką, pateikia konkrečių aplinkybių, susijusių su politiniu finansavimu, analizę ir siūlymus. Šiame magistro darbe ieškoma atsakymų į klausimus, iškilusius analizuojant tokias pagrindines sritis: kaip užtikrinti skaidrumą politinių partijų finansinėje veikloje? Kokios reikalingos prielaidos, kad teisinis reguliavimas būtų efektyvus? Kokio lygmens valstybinis finansavimas užtikrintų paramą politinėms partijoms? Kadangi yra studijuojami teisės aktai, reglamentuojantys politinių partijų finansavimą, šiame magistro darbe siekiama išsiaiškinti politinių partijų svarbą demokratinėje valstybėje bei pagrįsti tokių partijų finansinės veiklos teisinio reglamentavimo tikslingumą. Tai leidžia suprasti teisės aktų, reguliuojančių politinį finansavimą Lietuvoje, siekius bei išsiaiškinti, kokios problemos kliudo pasiekti šiuos tikslus. Pagrindinės problemos Lietuvoje, visų pirma, apima politinių partijų finansinės kontrolės ir finansavimo skaidrumo trūkumus, antra, politinių partijų nesąžiningą konkurenciją ir finansinius barjerus, trukdančius tokiam sąžiningumui... This master‘s paper uses controversial issue of party financing as an example to explore the effectiveness of a particular regulation. The aim of the paper is to give an objective overview of the issue of political party financing in Lithuania that may be worth while elaborating and before adopting new regulations in this sphere. Author discusses the situation in Lithuania and other countries thus giving the analysis and recommendations for particular circumstances of party finance in country. In this master’s paper main further-used concepts are analysed, looking for answers to questions like: how to ensure the transparency of the funding of political parties? What are the preconditions for regulation to be effective? How far should public funding be used to support political parties? As legislation on financing of political parties is studied, the master’s paper searches for main ideas about political parties and the notion what is the aim of financing regulation. Consequently, the answer allows formulating the aim and objectives of party finance regulations introduced in Lithuania, and seeing the main problems obstructing the reaching of the aim.
