▼ This study focuses on the role that land reform
policies have played and are continuing to play in promoting
women’s sustainable development in South Africa. The Land Reform
Policy and its related Programmes which aim to provide equitable
access to land have gathered strength after 1994 and intend to
promote participation and involvement of women, youth and people
with disabilities. To this effect the study has investigated the
effectiveness of the Land Reform Policy and the Programmes with
specific reference to women beneficiaries. The topic of the thesis
refers to the Land Reform Policies as opposed to only one Land
Reform Policy (The White Paper on South African Land Policy of
1997) which was introduced with the aim of integrating the then
three existing policies which were later renamed programmes;
Redistribution, Tenure Reform and Restitution. The Land
Redistribution Programme is based on the
Provision of Certain Land
Rights for Settlement Act, 1993 (Act 126 of 1993) and Section 25
(b) (5) of the Constitution, 1996. The programme provides for the
description of land for settlement purposes and
financial
assistance to people acquiring land for agricultural purposes. The
Land Tenure Reform Programme is based on the Upgrading of Land
Tenure Rights Act, 1993 (Act 112 of 1993) and Section 25 (b) (6) of
the Constitution, 1996. This programme is aimed at availing and
providing security of tenure in different ways to its
beneficiaries. The Land Restitution Programme has its basis on the
Restitution of Land Rights Act, 1994 (Act 22 of 1994) and Section
25 (b) (7) of the Constitution, 1996. The Restitution of Land
Rights Act, 1994 (Act 22 of 1994) provides for the restitution of
rights in land to those dispossessed of land in terms of racially
based policies of the past. This thesis will therefore make
reference to the main Land Reform Policy (WPSALP, 1997) and the
Redistribution Programme and its sub-programmes. The role of
government has been quite critical in the establishment and
implementation of the Land Reform Policies. This is fundamental
especially because land reform is a national mandate. There is
proven necessity that each government sphere must play its role and
support each other towards achieving this call. There is potential
to achieve beyond what has been achieved to date if all spheres of
government and the relevant stakeholders put enough effort into
this and land reform is placed centrally in all government spheres.
Formal agreements are necessary between the three spheres of
government on ensuring that land reform is implemented successfully
and benefits its targets beneficiaries. The study revealed that
previous policies and legislations purposefully neglected and
isolated women as beneficiaries of any developmental initiatives.
The study proved that women are still regarded as the main provider
of support to their families and yet have little say in land
matters. The way in which the inferiority of women was inculcated
was evident in the manner in which women were complacent with their
lifestyles…

gebruikers van klein maatskappy finansiële state in Suid-Afrika,
gebruikersgroepe van klein maatskappy finansiële state in
state in Suid-Afrika voldoen nie. Die vereistes van die
rekeningkundige standaard, IFRS for SMEs, wat gedurende 2007 in
belangrik. Gebruikers van klein maatskappy finansiële state vereis
gebruikers daarvan voorsien. ENGLISH: The objective of

▼ This study is an analysis of administrative governance in
South Africa post 1994, aiming at investigating the effects the
change of administrative governance from decentralisation to
recentralization had on service delivery and
provision of education
at provincial, regional and circuit levels of Mpumalanga Department
of Education. This study adopted a qualitative research approach in
gathering and analysing data. For data collection, interviews,
documentary analysis, literature review were used. During the
period 1994-1999, there were many administrative and governance
problems that were experienced at district and circuit, levels of
education
provision. These problems included, lack of resources,
poor communication, poor coordination and lack of support and this
led to the abolition of districts, introduction of regions and
restructuring of circuits. Research findings have revealed that
there has been an improvement of service delivery and education
provision since the introduction of regions. Regions have been
given more administrative and governance powers by the Head Office
than it was during the district era. Regions have devolved and
delegated certain powers to circuits and this has improved the
administration in many circuits. However, there are also challenges
that have been brought by this arrangement such as lack of office
space for regional personnel, racial discrimination,
insubordination and lack of support by some of the members of
Regional Management Team, poor communication, lack of physical
resources at circuits and schools and work overload on the part of
circuit managers. As a result of these challenges administration at
circuit and regional levels still needs to be re-aligned in order
to ensure efficiency and delivery of services in education within
the province. This recommends that among others Mpumalanga
Department of Education should improve the circuit’s structure by
introducing extra personnel to offload circuit mangers with many
responsibilities. Circuits without circuit offices should be
supplied with their own buildings. Communication between the
four-tiers of education administration should be revisited and more
resources should be provided for circuits. Curriculum implementers
should be based at the circuits in order to be abreast with the
reality of education
provision on the ground. However Schools were
not targeted for by this study, therefore further investigation at
school levels in terms of the effects of the shift from
decentralisation to recentralisation have to be undertaken.

▼ The statistical distribution of
financial returns
plays a key role in evaluating
Value-at-Risk using parametric
methods. Traditionally, when evaluating
parametric Value-at-Risk,
the statistical distribution of the
financial returns
is assumed
to be normally distributed. However, though simple to implement,
the Normal distribution underestimates the kurtosis and skewness
of
the observed
financial returns. This dissertation focuses on
the evaluation of
the South African equity markets in a
Value-at-Risk framework. Value-at-
Risk is estimated on five
equity stocks listed on the Johannesburg Stock Exchange,
including
the FTSE/JSE TOP40 index and the S&P 500 index. The
statistical distribution of the
financial returns is modelled using
the Normal
Inverse Gaussian and is compared to the
financial
returns modelled using the
Normal, Skew t-distribution and Student
t-distribution. We then estimate
Value-at-Risk under the
assumption that
financial returns follow the Normal
Inverse
Gaussian, Normal, Skew t-distribution, Student t-distribution
and
Extreme Value Theory and backtesting was performed under each
distribution
assumption. The results of these distributions are
compared and
discussed.

▼ Resource scarcity and resource abundance along with a
mindset of scarcity or abundance was researched within an
innovative environment. The methodology involved the use of four
different scenarios within an experimental context. This enabled
the researcher to present different environments to the
respondents. The researched results analysed the effects that
resources as well as mindset types had on innovation. It was found
that decreasing amounts of
financial resources and collaborations
with suppliers and customers increased the confidence of innovation
being successful. The research results also indicate that abundant
mindsets did not necessarily increase the rate of innovation.
Although the abundant mindset definitely played a role in affecting
the amount of resources being used in the different environments,

▼ The
financial sector has been identified as playing a
crucial role in the advancement of sustainable development, as it
provides capital that drives industrial activities and economic
growth. In recognition of this role and the need to manage
environmental and social risks, ten private, international lending
institutions developed and adopted a set of voluntary guidelines in
2003, which became known as the Equator Principles. This study aims
to assess the factors that influence the adoption of the Equator
Principles by South African
Financial Institutions. To achieve
this, a qualitative research in the form of semi-structured
interviews with industry specialists and representatives of four
large banks - was undertaken. South African
Financial Institutions
cited the following as the main driving factors in deciding to
adopt the Equator Principles: improvement in risk management and in
chances of partaking in syndication loans with other Equator
Principles Finance Institutions; and acquiring funding from
Development Finance Institutions. Concerns over potential loss of
business, as well as increased scrutiny by civil society were
raised as constraining factors to the adoption of the Equator
Principles. Further research needs to be undertaken in order to
determine the actual costs and benefits of adopting the Equator
Principles, since South African Finance Institutions have only
recently adopted them.

▼ An underlying premise of this study was that the formal
financial sector has an important role to play in the process of
assisting the development of South Africa’s disadvantaged
communities, especially those living in poverty. The study explored
the construct of
financial inclusion and sought to understand what
measures are being taken by South African
financial services
institutions to optimise
financial inclusion. Through secondary
data analysis, the study investigated instances of the construct in
other geographies and sought to compare and contrast what was being

The study concluded that while the lower segments of the market are
relatively unchartered territory for South African
financial
services organisations, the strategies that are being employed to
service these markets seem to be a combination of strategies that
are being employed in other geographies around the world. Based on
evidence from the analysis of the various geographies and
face-to-face interviews with industry practitioners from some of
the larger
financial services organisations in South Africa, the
study proposed some additions to the way in which product
development processes are carried out within
financial

▼ This study assesses challenges of
financial service
providers, specifically banks, microfinance institutions, long term
insurers and short term insurers, at the base of the pyramid with
respect to affordability, acceptability, availability and awareness
in Nigeria. This was done through a questionnaire posed to base of
the pyramid consumers in Nigeria. Loyalty to
financial service
providers was examined to determine what the drivers of loyalty are
in the base of the pyramid market. These drivers differ per
financial service and need to be viewed separately by each of the
industries within the
financial services sector. It was found that
most base of the pyramid consumers do not participate in
financial
services due to acceptability, showing that the products and
services provided by these institutions are not meeting the needs
of the base of the pyramid consumers. Affordability also plays a
role in base of the pyramid consumers not taking out
financial
services products. This indicates that
financial services providers
need to come up with new products and services with appropriate
pricing models in order to service this market. Other factors, such
as trust, also play a role in the
financial services sector in base
of the pyramid consumers in Nigeria.

▼ This study assesses challenges of
financial service
providers, specifically banks, microfinance institutions, long term
insurers and short term insurers, at the base of the pyramid with
respect to affordability, acceptability, availability and awareness
in Nigeria. This was done through a questionnaire posed to base of
the pyramid consumers in Nigeria. Loyalty to
financial service
providers was examined to determine what the drivers of loyalty are
in the base of the pyramid market. These drivers differ per
financial service and need to be viewed separately by each of the
industries within the
financial services sector. It was found that
most base of the pyramid consumers do not participate in
financial
services due to acceptability, showing that the products and
services provided by these institutions are not meeting the needs
of the base of the pyramid consumers. Affordability also plays a
role in base of the pyramid consumers not taking out
financial
services products. This indicates that
financial services providers
need to come up with new products and services with appropriate
pricing models in order to service this market. Other factors, such
as trust, also play a role in the
financial services sector in base
of the pyramid consumers in Nigeria.

Rehabilitation centre for children with cerebral palsy
is the proposed project undertaken in this dissertation. This theme
was chosen after the author had been involved with New Hope School
in fundraising projects for the past 3 years. The author recognized
the need of a dedicated
rehabilitation facility for children with
cerebral palsy as well as better accommodation for
rehabilitation
purposes. Spending time with cerebral palsied children, the need
for basic education becomes evident. Over protectiveness from
parents could prevent these children from sensory experiences,
which can only be evolved through touching, smelling, seeing
hearing and tasting. This early childhood experience of sensory
development usually involves play. Play is the ultimate form of
exploration for any child and when disabled, free play is usually
non-associative with everyday activities. Without free play,
children will have a handicap in natural development of social,
mental, physical and sensory skills. Through harmless play, even a
lion cub learns to become a hunter. The aim of this project would
be to create a center where play would be used to rehabilitate
children with cerebral palsy. New Hope School is situated in the
Menlopark area, Pretoria. The proposed site for the
rehabilitation
centre would be consolidated to the north western corner of the
existing school grounds and thus engaging this project as an
addition to the existing New Hope School. The architecture used,
should be of simplistic nature which merges the interiors of the
building with nature. By achieving this, the children would get a
basic form of sensory development while rehabilitating in the
building. Copyright

▼ South Africa is a country fortunate in possessing a
well developed
network of paved roads that provides a basic and
often overlooked
facility for the social and economic welfare of
the country. However,
an accute shortage of funds available for
pavement
rehabilitation is
endangering the integrity of this
network, making continuous research
for improved and more
economical
rehabilitation procedures necessary.
I believe that
this thesis, provides in a need for improved techniques,
as a
uniform approach is advocated, incorporating the best available
procedures applicable throughout the country.
In compiling the
document, specific attention was given to current South
African
practice, ensuring that the recommended procedures are based on
the use of readily available equipment and techniques familiar to
engineers in this country. Guidelines to all the main stages of
rehabilitation
investigations are contained in a logical and
systematic procedure
of investigation, evaluation, analysis,
rehabilitation design and
finally. economic appraisal of
applicable options. In the process full
use is made of past
pavement behaviour and pavement condition, thereby
making possible
an early assessment of additional information needed.
Although
evaluation and analysis procedures are suggested for use, no
formal method in this regard is excluded, provided the method is
relevant
to the case and information obtainable will benefit the
analysis in
terms of the probable influence on the best
rehabilitation strategy to
follow. By assessment of the value of
information obtainable, much
emphasis is placed on the optimum
utilization of available resources in
designing the best
applicable remedy to an existing problem.
This procedure is
demonstrated by the inclusion of a study that I
undertook in
co-ordination with the Transvaal Roads Department for the
NITRR.
This case study demonstrates the applicability of the various
evaluation, analyses and
rehabilitation design methods, and the use
of
decision trees in an economic analysis to select the best
applicable
rehabilitation option. In conclusion the consequences
of implementation to date are investigated.
Recommendations for
further research and possible improvements for
future revisions of
the recommended procedure are finally looked at.

▼ A key question in behavioural finance is why prices
in
financial markets change. The field of behavioural finance
evolved in an attempt to understand better and explain how
cognitive errors and emotions influence investors' decision-making
processes. Behavioural finance is the study of the psychological
effects of market events on investors that affect finance
decisions. It is not a new field of study, but more emphasis has
been placed on this field of finance in the past two decades.
Behavioural finance explores the irrational nature of investors'
decisions. The primary objective of the research was to provide an
understanding of the psychological impact of people on prices in
financial markets. The secondary objectives are
to provide a brief history of behavioural
finance; to show that there are alternatives
to the efficient markets theory; and to
demonstrate the impact of popular models on
prices. The report was compiled based on a
literature study on the topic of behavioural finance. The purpose
of the literature study was to provide sufficient information to
meet the objectives of the study as set out above. The following
sources were used: published
articles; textbooks; and
the Internet. The efficient
market hypothesis and the CAPM are challenged by behavioural
finance. Prices of speculative assets do not always reflect
fundamental values. The perceptions of investors play an important
role in the determination of prices. Hence, when there are market
crashes on the equities markets, the contagion effect amongst
investors should not be underestimated. It is shown in this report
that portfolio insurance is an important contributing factor to the
magnitude of any crash on equities markets. Dividends are an
important determinant for the fundamental value of shares. This
contrasts with the revenue model that is used to value new economy
shares, such as Internet companies. It is also clear that investors
expect to receive a dividend. In this report, various theories
strongly suggest investors' preference for dividends. These include
the self-control and prospect theories, regret-aversion and the
clientele effect. Changes in dividends affect share prices. A
decrease in the dividend of a company is a clear signal to
investors that the share price is overvalued. Movements in share
prices are therefore at least partially the result of changes in
dividends. Investment strategies that can be followed by investors
include the following: It may help to acquire
closed-end fund shares at the listing of a new fund. The research
shows that initially closed-end funds trade at a premium of up to
ten per cent, but within 180 days, the premium evaporates and the
fund starts to trade at a discount. The
optimal strategy for sophisticated investors is a strategy that
involves market timing with increased exposures to shares that have
fallen, and decreased exposure to shares after they have risen in
price. Individual investors…

that BEE is the only factor that has a positive influence on the
outcome of the turnaround. This study is of use in identifying
factors are useful to take into account when considering turning
around a firm. The results of the study differ with most of the
literature reviewed. Copyright

▼ This report examines the effect that the legal and
financial corporate location choices made by corporations have on
company performance. These corporate location choices are
investigated for stand-alone companies, and for companies that form
part of Multinational Enterprises (MNEs). A further distinction is
drawn between companies that hail from developed and developing
markets. The study examines data from the perspective of the
company, and uses 4,308 listed companies found in the following
sectors on Bloomberg, namely: Mining, General Retailers,
Telecommunications, and Pharmaceuticals, and finds evidence that
both the legal and
financial home chosen by a company has a
significant impact on company performance, and that distributing
legal and
financial homes opportunistically amongst developed and
developing markets lead to markedly improved company performance.
The research finds that generally MNEs outperform national
companies; companies with a corporate function located in a
developed market outperform companies with corporate functions
located in developing markets, and lastly that increased corporate
function dispersion is associated with increased performance, with
the bulk of the benefit delivered by opportunistically location the
legal home in a developed market.

▼ Corporate finance literature suggests that the capital
structure decision has played a pivotal role over the years in
driving the establishment and growth of firms. There is also a body
of evidence that
financial markets take a keen interest in firm
performance, especially for those listed on the stock exchange.
There is no empirical evidence that there is a causal relationship
between capital structure and the firm’s performance despite the
importance of the two concepts in corporate finance. This study uses
the debt/equity ratio as a proxy for capital structure and a
selected few
financial ratios to represent attributes of firm
performance (e.g. profitability and shareholder value) in
investigating the relationship between the two in the South African
context. The results based on stock exchange data as input are
inconclusive but they lay a foundation for potential future
research. Interesting insights are drawn from using some
limitations identified in the literature to try and explain why the
results are the way that they are.

▼ This study had a two-fold purpose. Firstly, to establish
whether a model utilising a number of non-
financial variables in
conjunction with a model based on
financial variables is able to
provide a more accurate company
financial distress model than a
model based on
financial variables only. Secondly, to reinforce the
theoretical foundation of company
financial distress and failure
through an examination of existing studies in order to enhance
insight into the
financial distress and failure phenomenon. A
phased approach was applied to identify a sample of 95 companies
listed on the JSE. A questionnaire comprising 14 questions, divided
into five broad categories based on the strategic capability of a
subject company was employed. The published Director’s Report was
used to evaluate the questions on a zero to five-point scale over a
10-year observation period. The relationship between the
questionnaire test results and the De la Rey K-Score for the
subject companies was tested utilising the Cramer’s V statistical
test. The Cramer’s V test is a chi-square based measure of nominal
association yielding a value between zero and one. A movement
towards one indicates a strengthening relationship, in this
instance, between the non-
financial test result and the De la Rey
K-Score. A movement towards zero is an indication of a weakening
relationship. A limited test result in favour of a strengthening
relationship was insufficient to prove that the primary objective
of this study has been achieved. The secondary objective was
achieved in view that this was an exploratory study. It is, against
this background, that empirical research is recommended in order to
prove that a model combining
financial variables with true
non-
financial variables should provide a more accurate company
distress prediction model.

▼ This research project identified principles of practice
management as applied to the personal
financial planning process.
The purpose of this research was to establish principles that
Financial Planners could use to improve service delivery to the
individual. In broad terms this is known as practice management and
this research attempted to develop a greater understanding of
practice management and provide a basis for further research on the
subject. To do this in a meaningful way the research had two
structured phases. The first phase was a theoretical study that
provided the basis for the design of a research instrument. The
second phase was an empirical study that was done on the responses
received on the research instrument to establish principles of
practice management. The research successfully identified four
components and twenty principles of practice management, as well as
three demographic drivers of income and succeeded in meeting the
research objectives.

▼ Stochastic Portfolio Theory (SPT) as a methodology
aims to move away from
the e cient market hypothesis which was
developed mainly as a way of explaining
the relationship between
risk and returns. SPT attempts to explain
stock market behaviour
using only the assumption of a logarithmic model of
stocks, which
is widely used in derivative pricing and hedging. This provides
a
potential tool for portfolio management and an alternative to the
commonly
used mean-variance approach of Markowitz. The aim of this
dissertation is to
provide an overview of the foundations of
Stochastic Portfolio Theory, the consequences
for portfolio
construction and behaviour and apply these concepts
to the South
African Equity Market.

▼ As the rise of globalisation continues to pressurise
companies to improve performance, there is a lot of hype
surrounding Six Sigma’s abilities to do so. After all, for
managerial techniques to be credible, they need to improve profit.
It is therefore concerning that to date only one empirical study
examines the role of Six Sigma on performance and it finds mixed
empirical results. This study aims to replicate the preceding study
over a more recent time period and include the impact of sector on
performance. This study examined 43 Six Sigma firms listed in the
United States and their
financial results for a four year period
from 2004 to 2007, compared to 43 homogenous firms that formed a
control group. The results for five operational and five
financial
measures were tested using analysis of covariance to see whether,
given equal initial levels of the measure, the Six Sigma firm would
outperform the control firm after four years. The main contribution
of this study is to show how little Six Sigma contributes to
financial and operational performance overall. Companies looking to
implement a Six Sigma initiative should be cognisant of this before
investing in high initial investment costs.
