▼ Public schools are in crisis, as educators and legislators seek to provide high quality education to diverse students in a measurement-driven environment. The public educator's moral imperative is to assure that all children are literate when they leave school so they can thrive in our democracy (Dewey, 1944; Freire, 1998a; Giroux & Giroux, 2004). Yet, the achievement gap persists, as poor African-American and Latino students under-perform as compared to white middle-class students (Ladson-Billings & Tate, 1995). Additionally, public school teachers are predominately middle-class and White, while they teach increasingly diverse children of poverty. In legislation, student assessment, teacher licensure, and research-based curricula have taken center stage. Teacher
evaluation is noticeably absent (Danielson, 2002; Iwanicki, 1990; No Child Left Behind Act, 2002). Teacher
evaluation is static and mired in politics; it has not historically helped improve school (Peterson, 2000). Investigating teacher
evaluation's potential as an overlooked tool to improve teaching for all teachers and students in public school is urgent in this climate. As Stronge and Tucker (2003) asserted, "Without capable, highly qualified teachers in America's classrooms, no educational reform process can possibly succeed" (p. 3). This problem-based learning dissertation addresses a real problem in practice: how to make teacher
evaluation meaningful for high-performing teachers. This study explores Wood's (1998) call for a move from traditional to transformative
evaluation. Ten high performing teachers field-tested a self-
evaluation handbook. They explored study options designed to help them critically reflect on their own teaching, connect with students, reflect, and set new goals. This work shows promise to help teachers and students engage in a more democratic, caring and loving public place we call school. This work is timely. After all, "When all is said and done, what matters most for students' learning are the commitments and capacities of their teachers" (Darling-Hammond, 1997, p. 293).

▼ Vaccination programs can provide an effective means to control infectious diseases at a population level. Evaluating the impact of these programs after implementation can be complicated by limitations of routine surveillance systems and lack of routine testing to confirm diagnosis, as well as natural fluctuations in disease rates over time. This thesis provides a structured explanation of statistical methods and how they can be used to address the epidemiological challenges in assessing changes in burden of disease as a result of vaccination programs. It explores statistical approaches to the
evaluation of vaccination programs at a population level, using rotavirus vaccination in New South Wales (NSW), Australia, as a case study.
A summary of the key features that need to be considered when trying to detect any changes in the burden of infectious diseases due to vaccination is given. An assessment of the impact of the Australian rotavirus vaccination program, introduced in 2007, on hospitalisations and emergency department (ED) presentations of children aged under five years for all-cause gastroenteritis in NSW from July 2001 to June 2013 was conducted. Previously published methods that separate these hospitalisations and ED presentations into those due to rotavirus and those that are not are compared. A simulation study is used to explore these methods in controlled scenarios to determine the most appropriate method for these data.
The Australian rotavirus vaccination program had an almost immediate impact and led to a fifty and sixteen percent reduction in the rate of hospitalisations and ED presentations for acute gastroenteritis within the first 2.5 years. These declines were mostly attributed to a decline in the size of the seasonal peak. The methods to determine rotavirus cases from all-cause gastroenteritis cases had different strengths and limitations and the derived estimates varied. No robust method was identified from the simulation study for our data. Each method that relied on using weekly counts of positive rotavirus laboratory tests to estimate rotavirus-attributable cases underestimated the true number of rotavirus cases when their assumptions held.
The
evaluation of the
effectiveness of vaccination programs requires the use of rigorous statistical methods to ensure the robustness and validity of findings. Appropriate statistical methods that account for temporal trends are needed to provide a detailed understanding of any changes in disease burden observed. While this thesis focused on rotavirus disease burden in NSW, Australia, many of the concepts discussed are applicable to other infectious diseases.

organisational performance, is a much researched area of interest.
This study focuses on those leadership skills and behaviours that
possibly could increase leadership
effectiveness at the senior
level of leadership. This is a qualitative research project and the
data has been collected using a combination of a qualitative
questionnaire and in-depth interviews, conducted with highly
qualified individuals with extensive leadership development
experience. The research showed a significant relationship between
leadership skills and leadership
effectiveness and revealed that
certain behaviours impact leadership
effectiveness at the senior
level. In addition it confirmed that leadership skills and
behaviours that increase leadership
effectiveness could be both
continuous and discontinuous in nature when transitioning from the
middle management to the senior level. Within the context of
sub-Saharan Africa, adaptability and learning agility are
especially important behaviours for leadership
effectiveness at the
senior level. The research also showed that interpersonal skills is
the most important skill group to be developed when transitioning
to the senior level and, of these, political and cultural
sensitivity emerged as the most important interpersonal skill for
leadership
effectiveness at the senior level.

▼ The goal of this mixed method sequential study was to investigate the extent of the shared understanding between teachers and administrators in one suburban New Jersey high school of the behaviors and qualities of teachers rated as highly effective under the six standards of the Stronge Teacher Effectiveness Performance Evaluation System. This study also explored whether a relationship existed between effectiveness ratings for Teacher Practice and Student Growth scores. After briefly summarizing the history of teacher supervision, the literature review examined the four major New Jersey teacher evaluation systems and the use of value-added models in determining teacher effectiveness. In the quantitative correlational phase of this study, teachers and administrators completed a web-based survey rating the effectiveness of teachers in written scenarios and a classroom observation video against the six Stronge performance standards. Teacher Practice and Student Growth scores were also extracted from the district's evaluation database. In the qualitative phase, a purposeful sample of teachers and administrators were interviewed using a semi-structured questionnaire concerning their perceptions of the behaviors and practices of highly effective teachers. Triangulation was established through the integration of the results from the thematic analysis of the coded interview transcripts and the statistical analysis of the survey and the teacher evaluation score data. This study provided an opportunity for teachers and administrators to observe and rate the effectiveness of the same teacher using the same evaluation framework. Differences were found between teachers and administrators in their perceptions of the practices of effective teachers. The most significant disparities among teachers and administrators themselves were evident in the standards for Assessment of/for Learning and Professionalism. Analysis of the evaluation database scores suggested a minimal relationship existed between Teacher Practice and Student Growth. Recommendations were presented for teachers, administrators, researchers and other policy makers regarding the use of value-added student growth measures to determine teacher effectiveness. Suggestions were made for developing a shared understanding of the qualities of "highly effective" teachers. Proposals for further research were offered to replicate and expand the findings of this study.

▼ The purpose of this study was to (a) develop an
evaluation instrument capable of rating students' perceptions of the instructional quality of an online course and the instructor’s performance, and (b) validate the proposed instrument with a study conducted at a major public university. The instrument was based upon the Seven Principles of Good Practice for Undergraduate Education (Chickering & Gamson, 1987). The study examined four specific questions.
1. Is the underlying factor structure of the new instrument consistent with Chickering and Gamson's Seven Principles?
2. Is the factor structure of the new instrument invariant for male and female students?
3. Are the scores on the new instrument related students’ expected grades?
4. Are the scores on the new instrument related to the students' perceived course workload?
The instrument was designed to measure students’ levels of satisfaction with their instruction, and also gathered information concerning the students’ sex, the expected grade in the course, and the students’ perceptions of the amount of work required by the course. A cluster sample consisting of an array of online courses across the disciplines yielded a total 297 students who responded to the online survey. The students for each course selected were asked to rate their instructors with the newly developed instrument.
Question 1 was answered using exploratory factor analysis, and yielded a factor structure similar to the Seven Principles.
Question 2 was answered by separately factor-analyzing the responses of male and female students and comparing the factor structures. The resulting factor structures for men and women were different. However, 14 items could be realigned under five factors that paralleled some of the Seven Principles. When the scores of only those 14 items were entered in two principal components factor analyses using only men and only women, respectively and restricting the factor structure to five factors, the factor structures were the same for men and women.
A weak positive relationship between students’ expected grades and their scores on the instrument was found (Question 3). There was no relationship between students’ perceived workloads for the course and their scores on the instrument (Question 4).

▼ Previous studies have suggested that joint sealing
practices may significantly enhance concrete pavement ride quality
and structural performance. Presented herein is a performance
report for the U.S. 50 Ohio High Performance Concrete Pavement
(HPCP) Joint Sealant Experiment near Athens, Ohio. The experimental
concept and data analysis for this project conforms to guidelines
established in the on-going Strategic Highway Research Program
(SHRP) sealing
effectiveness initiative. The development of a
performance inspection plan for consistent collection of data
related to the
effectiveness of various joint sealants installed at
the test site is described.
Evaluation activities performed between
the Fall of 1999 and the Spring of 2000 are detailed. The
performance of the concrete pavement system is also documented by
tracking development of structural distresses, ride quality
consistency and through mechanistic
evaluation of several features
affecting concrete pavement performance. Several recommendations
for future investigations are formulated based on the
evaluation
and mechanistic results.

▼ Information Retrieval systems are widely used to retrieve documents that are relevant to a user's information need. Systems leveraging proximity heuristics to estimate the relevance of a document have shown to be effective. However, the computational cost of proximity-based models is rarely considered, which is an important concern over large-scale document collections. The large-scale collections also make collection-based evaluation challenging since only a small number of documents are judged given the limited budget. Effectiveness, efficiency and reliable evaluation are coherent components that should be considered when developing a good retrieval system.This thesis makes several contributions from the three aspects. Many proximity-based retrieval models are effective, but it is also important to find efficient solutions to extract proximity features, especially for models using higher-order proximity statistics. We therefore propose a one-pass algorithm based on the PlaneSweep approach. We demonstrate that the new one-pass algorithm reduces the cost of capturing a full dependency relation of a query, regardless of the input representations. Although our proposed methods can capture higher-ordered proximity features efficiently, the trade-offs between effectiveness and efficiency when using proximity-based models remains largely unexplored. We consider different variants of proximity statistics and demonstrate that using local proximity statistics can achieve an improved trade-off between effectiveness and efficiency. Another important aspect in IR is reliable system comparisons. We conduct a series of experiments that explore the interaction between pooling and evaluation depth, interactions between evaluation metrics and evaluation depth and also correlations between two different evaluation metrics. We show that different evaluation configurations on large test collections, where only a limited number of relevance labels are available, can lead to different system comparison conclusions. We also demonstrate the pitfalls of choosing an arbitrary evaluation depth regardless of the metrics employed and the pooling depth of the test collections. Lastly, we provide suggestions on the evaluation configurations for the reliable comparisons of retrieval systems on large test collections. On these large test collections, a shallow judgment pool may be employed as assumed budgets are often limited, which may lead to an imprecise evaluation of system performance, especially when a deep evaluation metric is used. We propose an estimation framework for estimating deep metric score on shallow judgment pools. With an initial shallow judgment pool, rank-level estimators are designed to estimate the effectiveness gain at each ranking. Based on the rank-level estimations, we propose an optimization framework to obtain a more precise score estimate.

▼ Este estudo objetivou avaliar a efetividade de uma Tecnologia Social de Capacitação Profissional para intervenção com vítimas de violência (TSCP-VS) mediante efeitos indiretos e o impacto no trabalho dos profissionais capacitados. A avaliação por meio dos efeitos indiretos investigou o impacto da TSCP-VS sobre os níveis de burnout, demanda, controle e apoio social. O impacto da TSCP-VS no trabalho dos profissionais capacitados foi avaliado por meio dos índices de impacto do treinamento no trabalho e dos níveis de transferência de aprendizagem. Foi investigado se os índices de burnout e as características do trabalho avaliados estavam relacionados aos níveis de impacto e transferência de aprendizagem. Foi utilizado o delineamento quasi-experimental. O grupo intervenção (G1) foi formado por 32 profissionais que concluíram a TSCP-VS. O grupo comparação (G2) constituiu-se por 24 profissionais que não participaram da TSCP-VS. Os participantes foram avaliados em três momentos. Referente ao G1, foi observado um aumento nos índices de exaustão emocional e baixa realização profissional de burnout, sendo que os níveis de despersonalização mantiveram-se estáveis. Os níveis de demanda, controle, autoridade decisória, uso de habilidades, e apoio social de G1 também permanecerem estáveis. O G2 apresentou um aumento nos índices de baixa realização profissional e despersonalização de burnout, os níveis de exaustão emocional mantiveram-se estáveis. Foi observada uma redução nos níveis de controle e de sua subdimensão autoridade decisória, sendo que os níveis de demanda, uso de habilidades e apoio social mantiveram-se estáveis. Ademais, foram observados altos índices de impacto e transferência de aprendizagem entre os participantes do G1, sendo que estes índices não se relacionaram aos níveis de burnout e as características do trabalho avaliadas. Os altos índices de impacto e transferência de aprendizagem sugerem que a TSCP-VS constitui-se como uma estratégia a qualificação dos profissionais de psicologia que trabalham em serviços públicos.
This study objective to evaluate the effectiveness of a Social Technology for Professional Qualification for intervention with victims of violence (TSCP-VS) through indirect effects and the impact on the work of professionals. The evaluation of indirect effects investigated the impact of TSCP-VS on levels of burnout, demand, control and social support. The impact of TSCP-VS at trained professionals’ work was assessed by training impact’s indices at work and levels of transfer of learning. It was investigated whether the levels of burnout and job characteristics evaluated were related to the levels of impact and transfer of learning. It was utilized the quasi-experimental design. efektyvumas. Pirmojoje darbo dalyje aptariami lietuvių ir užsienio
autorių nagrinėjami teoriniai ekonominio efektyvumo sampratos
aspektai. Antrojoje darbo dalyje atliekama ūkių finansinių rodiklių
analizė, įvertinama ūkių finansinė būklė. Atliekama trijų ūkių
rodiklių lyginamoji analizė, bei palyginimas su šakos rodikliais.
Trečiojoje darbo dalyje, jau apskaičiuotų santykinių rodiklių
pagrindu, skaičiuojamas integruotas veiklos ekonominio efektyvumo
indeksas, kuris leidžia įvertinti kiekvieno ūkio efektyvumo lygį,
lyginant tarpusavyje bei su šakos rodikliais. Taip pat įvertinami
efektyvumo indekso ir efektyvumą įtakojančių išorinės aplinkos
veiksnių ryšiai. Siekiant įvertinti ūkių veiklos perspektyvas,
atliekamas bankroto tikimybės prognozavimas. Atlikto tyrimo
rezultatų pagrindu parengiama žemės ūkio subjektų ekonominio
veiklos efektyvumo vertinimo schema.
Master's work examined the three farms
Radviliskis economic efficiency. The first part discusses the
Lithuanian and foreign authors examined the theoretical aspects of
the concept of economic efficiency. The second part of the farm
financial analysis of the indicators, assess the financial position
of households. It also carried out in three farms in benchmarking
analysis and comparison with industry indicators. The third part is
already calculated based on ratios calculated on the
cost-effectiveness of integrated performance index, which allow
each farm to assess the degree of efficiency when compared with
each other and with industry indicators. It also assessed the
efficiency index and efficiency of external environmental factors
affecting communication. In order to assess the prospects for farm
activity carried out by the bankruptcy prediction. The survey
results prepared on the basis of agricultural economic entities
operating effectiveness of the scheme.

▼ Health technology assessment (HTA) is a
multidisciplinary process that assesses and evaluates the economic,
clinical, social, and ethical impacts of health care technologies.
HTA incorporates number of areas of expertise including clinical
research, epidemiology, health services research, economics, and
psychometrics. The field has rapidly expanded in the last decade
and played a crucial role in improvement of the quality of
healthcare. ❧ This three‐paper dissertation demonstrates two common
approaches of economic
evaluation in HTA: Paper 1 and 2 are
cost‐benefit analyses (CBAs), with cost data obtained from
cost‐of‐illness (COI) studies and health outcomes data from
systematic evidence review or clinical trials, to compare between
different healthcare programs or interventions. Paper 3 is a COI
study conducted from a third‐party payer’s perspective with cost
data directly collected from administrative claims databases used
for health care payment. The cost data from one or more such
sources often are combined with data from primary clinical studies,
epidemiological studies, and other sources to conduct the CBAs,
cost‐
effectiveness analyses and other analyses that involve
weighing health and economic impacts of a health technology.
Compared to the COI analysis, CBA provides additional evidence that
can be used to determine the best prevention intervention or
treatment with respect to the disease studied, which can assist
policy makers to fund the interventions or to evaluate completing
public health programs (e.g., immunization, newborn screening, and
water purification).

effectiveness in higher education is challenging. Given the number of stakeholders and the reasons for assessing teaching
effectiveness creates additional challenges. Yet when tying teaching
effectiveness to successful student learning outcomes and combining those interests to a case study project, the views of faculty, administrators, and students provided insights and contributed to the body of knowledge of faculty members' performance. Through three manuscripts, we explore defining and assessing a teaching
effectiveness process in a case study, using Student Evaluations of Teaching instruments to provide feedback on teaching
effectiveness, and the role students' written comments may play in course and instructor feedback. From analyzing student course surveys to creating qualitative and quantitative instruments with the input of faculty members, teaching
effectiveness must ensure successful student learning outcomes. The journey to define and assess teaching
effectiveness in higher education was an arduous one presented through three manuscripts. Each manuscript provides insights for new and established faculty members. The first abstract presents a case study at a Research I: Doctoral University. Through a research assistantship and partnering with a department challenged to define and assess teaching
effectiveness for higher load faculty members, three instruments were developed to determine best practices of effective teachers. The second abstract used quantitative methods and research to assess students' feedback on faculty members' teaching. And the third abstract used qualitative methods to assess themes in written comments from students'
evaluation of teaching surveys.

▼ This mixed-methods study examined the extent to which teacher performance and student performance measures correlated, and to understand which specific practices of mathematics teachers in Grades 3-5 related to student performance. Research was conducted at five elementary schools in a large, urban north Texas school district. Data sources included component scores and recorded evidence from observation rubrics, interviews with campus administrators, and value-added modeling (VAM) student growth scores. Findings indicated a modest relationship between teacher performance levels and student performance levels. Lack of access to individual teacher VAM data, per district policy, might have impacted the strength of the relationship. Interviews with administrators and an examination of the evidence cited in the observation rubrics identified specific practices associated with highly rated mathematics teaching. Differences in administrators’ experience levels with both mathematics instruction and the observation instrument might have influenced rubric scores and the level of specificity shown in evidence statements.

Vaikuttavuuden syntymekanismi nähdään tutkimuksessa tasapainotetun mittariston ja realistisen arvioinnin viitekehyksessä, jossa visioon ja strategiaan kytkeytyvät henkilöstö-, prosessi-, asiakas- ja vaikuttavuusnäkökulmat ovat generatiivisessa kausaalisuhteessa keskenään, millä tarkoitetaan sitä, että hyvällä henkilöstön aikaansaannoskyvyllä on vaikutusta prosessien sujuvuuteen ja asiakaslaatuun sekä edelleen vaikuttavuuteen. Vaikuttavuuden ja vaikutusten arvioinnissa käytetään sovelletusti realistista arviointia. Realismilla tarkoitetaan realistista näkemystä konteksteista ja taustalla olevista mekanismeista.
Tutkimuksen empiirisenä kohteena on reumapotilaan, sydänpotilaan ja tekonivelpotilaan hoitoketjut. Tutkimusaineisto koostuu hoitoketjujen asiantuntijoille ja potilaille tehdyistä 110 haastattelusta sekä reumapotilaille tehdystä kyselystä (n=76). Haastattelut toteutettiin teemoittain realistisen haastattelun metodologialla. Haastatteluaineistosta analysoitiin teoriaohjaavalla sisällönanalyysilla hoitoketjujen konteksteista mekanismeja, jotka mahdollistavat tai estävät/vaikeuttavat vaikuttavuuden syntymistä. Näistä mekanismeista muodostettiin kriittisiä menestystekijöitä, joita pitää arvioida. Kyselyaineisto käsiteltiin SPSS-ohjelmalla.
Reumapotilaan, sydänpotilaan ja tekonivelpotilaan hoitoketjujen olosuhteissa eli konteksteissa sekä vaikuttavuutta tuottavat mekanismit että kriittiset menestystekijät ovat hyvin hoitoketjusidonnaisia, minkä vuoksi kaikille yhteistä vaikuttavuuden arviointimittaristoa ei ole mahdollista rakentaa.
Keskeisenä tutkimustuloksena onkin, että eri diagnoosiperustaisiin hoitoketjuihin on rakennettava omat vaikuttavuuden arviointijärjestelmänsä. Vaikutukset ja vaikuttavuus on tärkeä erottaa toisistaan. Vaikutuksilla tarkoitetaan yksittäisiä tapahtumia hoitoketjussa ja vaikuttavuudella vaikutusten kokonaisuutta. Vaikutuksia arvioidaan käytännön tasolla potilaan kanssa yhteistyössä ja vaikuttavuutta strategisella tasolla. Vaikutuksia ja vaikuttavuutta tulisi arvioida tavoitelähtöisesti. Tavoitteet rakennetaan hoitoketjun lisäksi sekä yksittäisiin toimenpide-, hoito- ja kuntoutustapahtumiin että hoitoketjun kriittisiin menestystekijöihin.

evaluation of faculty in geography departments in the United States. As demands for accountability for teaching
effectiveness continue to emerge from many groups, it has become increasingly important for geography departments to develop systems that not only provide teaching
effectiveness data to these groups that are aligned with the recommendations for best practices regarding the
evaluation of teaching
effectiveness from the literature. Using the theoretical framework of the theory of organizational culture, this mixed-method study investigated aspects of the teaching
evaluation systems at geography departments in the United States. This research was particularly focused on any geographical or department-level differences among the departments included in the study. The quantitative findings of this research showed that geographical differences are minimal, but there were significant differences among geography departments regarding the value placed on quality teaching by institution and department, as well as the total number of
evaluation methods. The qualitative analysis revealed that there had been a substantial lack of consultation of the teaching
evaluation literature in developing these systems, resulting in considerable variability among the teaching
evaluation systems. The qualitative analysis also showed a significant lack of agreement between faculty and chairpersons regarding numerous aspects of the teaching
evaluation systems.

effectiveness of the Adult Rehabilitation Center in Rn: elements for a discussion aimed to evaluate the
effectiveness of rehabilitation services that institution, reference in the State of Rio Grande do Norte, has directed its patients, more specifically those who have had a stroke and therefore are disabled ones. From the standpoint of methodological conduction, it was prioritized a qualitative and empirical theoretical research which was carried out from the following courses: literature references with authors who are the themes pertaining to rehabilitation, inclusion, public policy
evaluation, health policy and disability; documentary research through Regulation of Technical Procedures, files, records, informative booklets that were of great importance to the knowledge of the institution, as well as its functioning and dynamics of field research that was materialized with the managers, rehabilitation staff and Center s users, through the application of semi-structured interviews as a tool for data collection. The information obtained was analyzed from the critical analysis of discourse. As a result, it was identified some technical, administrative and financial difficulties which have obliterated the
effectiveness of services provided, such as: lack of many professionals to meet existing demand, poor quality of equipment and the physical structure, limits on autonomy management as a result of dependence along with the SESAP/RN; besides the excessive bureaucratization in the administrative processes compromising Center s problem-solving needs. ▼ This study examines the general and specific effect of
the installation of closed-circuit television (CCTV) on crime and
disorder at three sites in Cincinnati, OH. This research analyzes
CCTV from the situational crime prevention perspective that the
installation of CCTV might alter the behavior of potential
offenders by blocking their opportunities to offend. The study also
integrates CCTV with the routine activities approach by examining
whether CCTV operates as a manager or a guardian. Additionally, the
study expands the previous literature by analyzing the impact of
CCTV on disorder. To capture the impact on disorder, this study
uses police calls for service data to measure the impact of CCTV at
monitored locations before and after the installation of the
cameras. Bivariate regression models were calculated for specific
and composite calls for service. The installation of CCTV resulted
in a general reduction in all calls for service and in particular a
decrease in disorder calls for service. Unlike British research,
little support was found for reductions in specific types of crime.
Some of the findings may be influenced by the differences in the
set up and utilization of CCTV between the two countries. This
research also indicates that CCTV could be better described as a
manager than a guardian.

▼ This study found that the performance appraisal process, in particular, is an instrument of the performance appraisal system that contributes tremendous value to planning and implementation. The research found that the performance appraisal process in the City of Cape Town can be improved through addressing the process and improving the approaches followed by the managers in daily appraisals, which can be done by following the complete process and including all the steps it involves, and by having a positive attitude towards the performance appraisal process. This mini–thesis also provides a set of conclusions and recommendations for the performance management and performance appraisal system, particularly regarding appraisal process enhancement. It is hoped that the lessons learned through this study will inform current practices and provide information for future research at local government level.

▼ Research asserts that learner performance in South African schools is in a state of crisis. While many more learners’ post-1994 in South Africa have physical access to education, very few have epistemological access. The quality of the education learners receive is polarised along socio economic lines. This crisis has its roots in the legacy of colonialism and apartheid, and as such, there is a need to transform the education system to ensure equal opportunity for all learners, and ultimately economic growth and security for the country. One of the explanations offered for the crisis in learner performance is the poor teacher education system. However, there is a paucity of research in teacher education generally in South Africa, and specifically in relation to pre-service teachers. Furthermore, little attention has been given to how initial teacher education could contribute to the promotion of a social justice agenda with the intention of transforming the South African schooling system. This research seeks to understand how the expectations, scaffolding and assessment of preservice teachers’ teaching practices can be utilised to promote social justice during the Teaching Practice (TP) component of initial teacher education. In answering the research question, I analyse data and literature to identify a set of key valued functionings of quality praxis that preservice teachers ought to be provided the capability to realise, at the level of achieved functioning. This is a qualitative case study located in the interpretive paradigm. The case under study is: quality teaching practices of pre-service teachers. This case is bound by context (initial teacher education in South Africa) and setting (the pre-service teacher in the classroom). Two South African Higher Education Institutions (HEIs) were selected through purposive sampling and their respective Teaching Practice (TP) documentation was analysed. Focus group interviews were conducted with five lecturers involved in TP at one of the HEIs. The theoretical framework of the study used to guide the analysis of the data was underpinned by a social justice perspective on quality education. Given that a social justice perspective does not have analytic tools, I view quality pre-service teachers’ teaching practices as praxis and utilise the capability approach as a mechanism for identification and description of valued functionings and capabilities that contribute to quality praxis. There are four significant findings in my research. Firstly, there is consistency with regards to the valued functionings and capabilities across the TP documentation of the two participating HEIs. In other words, the conceptions of a capable pre-service teacher are similar. Secondly, if social justice goals are to be realised, greater clarity of the valued functionings needs to be evident in the TP documentation. (IQMS), Collective Agreement Number 8 of 2003 of the Education Labour Relations
Council. This research was conducted against the backdrop of IQMS implementation
in South African schools since 2005, and explored answers to the following
questions: How do teachers experience the implementation of the IQMS (a form of
evaluation)? To what extent does the IQMS contribute to the support, development
and growth of teachers? Has the implementation of the IQMS had any positive
impact on the quality of teaching and learning in schools?
The data for the research were collected in 39 schools in Paarl and surrounding
areas. The findings of the research study are based on a quantitative (questionnaire)
investigation in the framework of an interpretive and positivistic paradigm.
The results of the research showed that a significant number of teachers experience
the goal and implementation of the IQMS as problematic. This leads to the
conclusion that the implementation of the policy has not necessarily contributed to a
fundamental improvement in the quality of teaching and learning in the participating
schools. This conclusion is also based on the lack of meaningful and ongoing support
and assistance that respondents receive before and after the evaluation process.
The findings of this study correspond with those of international studies on the same
topic, and indicate that teachers face universal problems, particularly with regard to
the implementation of evaluation policies. This study could contribute to further
research on the topic.

onderrigvaardighede en vakkennis te verbeter, en sodoende doeltreffende en goeie
onderrig en leer in die hand te werk. Een manier om toe te sien dat dít in Suid-
Afrikaanse skole werklikheid word, is die instelling van evalueringsbeleid, oftewel
die Geïntegreerde Gehaltebestuurstelsel (GGBS), soos dit in die dokument
Integrated Quality Management System (IQMS), Collective Agreement Number 8 of
2003 van die Raad op Arbeidsverhoudinge in die Onderwys vervat word. Hierdie

▼ In this thesis, I explore the topic of chief executive officer (CEO) compensation in UK publicly traded firms. My objective is threefold. First of all, I investigate debt-holders‟ reaction to CEO compensation in terms of the cost of debt financing. Secondly, I examine the possible link between CEO compensation and expectation management. Thirdly, I examine whether and how the interactive relation between CEO career horizon and compensation package affects a firm‟s research and development spending.
Multiple regression is employed in this thesis to investigate the causal relationship between these above mentioned aspects I‟m interested (the cost of debt, expectation management and research and development spending) and CEO compensation. I consider all major compensation components for a typical CEO in UK publicly traded firms: defined benefit pension, bonus, restricted shares, traditional stock options and performance-vested stock options. The accumulated equity incentives, such as ownership, are also examined.
My major findings are as follows. First of all, I find that an increase in defined benefit pension and bonus in CEO compensation are associated with a lower bond yield spread, while an increase in stock options and ownership intensifies it. Secondly, I document that CEO equity incentives that will be vested in the following year are positively associated with the probability of employing expectation management to meet or beat financial analysts‟ forecasts about a firm‟s reporting earnings. Thirdly, I demonstrate that older CEOs will not spend less in research and development expenditures in general. However, older CEOs with more defined benefit pensions and ownership are reluctant to engage in such an investment.

My results generate several implications for CEO compensation research. First of all, I show that debt-holders rationally incorporate the information of CEO compensation about risk-taking and risk-avoiding incentives when pricing a firm‟s publicly traded debts. Secondly, I provide the evidence that CEO compensation motivates top managers to manipulate information disclosure by employing expectation management for personal gains. Thirdly, the joint influence of CEO career horizon and compensation package on a firm‟s research and development spending is highlighted. CEO compensation motivates a short-sighed and risk-averse investment policy when top managers have a short career horizon.
The first novel contribution in this thesis is the coverage of CEO pension, which is overlooked by the most of previous literature on compensation studies. Secondly, I provide the evidence that the popularity of expectation management in the UK, which is well documented in the literature, can be partly explained by CEO compensation. Finally, the interactive relation between CEO compensation and career horizon on a firm‟s investment policy is re-examined. effectiveness of the Adult Rehabilitation Center in Rn: elements for a discussion aimed to evaluate the
effectiveness of rehabilitation services that institution, reference in the State of Rio Grande do Norte, has directed its patients, more specifically those who have had a stroke and therefore are disabled ones. From the standpoint of methodological conduction, it was prioritized a qualitative and empirical theoretical research which was carried out from the following courses: literature references with authors who are the themes pertaining to rehabilitation, inclusion, public policy
evaluation, health policy and disability; documentary research through Regulation of Technical Procedures, files, records, informative booklets that were of great importance to the knowledge of the institution, as well as its functioning and dynamics of field research that was materialized with the managers, rehabilitation staff and Center s users, through the application of semi-structured interviews as a tool for data collection. The information obtained was analyzed from the critical analysis of discourse. As a result, it was identified some technical, administrative and financial difficulties which have obliterated the
effectiveness of services provided, such as: lack of many professionals to meet existing demand, poor quality of equipment and the physical structure, limits on autonomy management as a result of dependence along with the SESAP/RN; besides the excessive bureaucratization in the administrative processes compromising Center s problem-solving needs. ▼ Summary: The purpose of this non-experimental study was to determine whether teacher
cognitive and behavioral agility relates to student achievement as measured by their
value-added model (VAM) score and their performance evaluation measured through the
Marzano instructional practice (IP) framework, and whether that relationship is
moderated by contextual variables. Cognitive agility, measured through the Strategic
Thinking Questionnaire for Teachers (STQ T TM), refers to the leader’s ability to use their
repertoire of thinking skills. Behavioral agility, measured with the Strategic Leadership
Questionnaire for Teachers (SLQ T TM), relates to the leader’s ability to use a wide array of
leader influencing actions. Teacher VAM score is the percent of the teacher’s students
that met or exceeded a statistically predicted score on the end of year assessment.
Teacher IP scores were also collected and were based on classroom walkthroughs, and
other factors, conducted by their respective school-based administrator(s). The study included 75 teacher participants at the middle and high school levels
and used correlational, linear regression, moderator, and mediation statistical analyses.
The research findings indicate that cognitive agility continues to be a significant predictor
of behavioral agility and that both cognitive and behavioral agility were significantly
related to VAM or IP in teachers over the age of 50. Additionally, VAM scores
significantly increased through the use of reframing and IP scores increased when
utilizing bridging leader actions. However, it was also found that VAM scores were
negatively correlated to the managing leader actions in the total population.

▼ Summary: The purpose of this study was to determine if teachers who use thinking and
leading actions have higher student achievement as measured by the teacher’s Value
Added Measure (VAM) score. A quantitative non-experimental design investigated the
relationships between teacher cognitive and behavioral agility and student achievement.
Cognitive agility, measured through the Strategic Thinking Questionnaire for Teachers
(STQT ), refers to the leader’s ability to use their repertoire of thinking skills. Behavioral
agility, measured with the Strategic Leadership Questionnaire for Teachers (SLQT ),
denotes the leader’s ability to use a wide array of leader influencing actions. Teachers
were surveyed and the data were analyzed through correlation and multiple regressions to
determine the relationship among the variables.
Although the cognitive and behavioral agility was not correlated with a teacher’s
VAM score, the results indicate that teachers do perceive themselves as leaders in their
classrooms. Educational leadership certification, higher degrees, and years experience of a teacher did moderate the relationship between local VAM and both cognitive and
behavioral agility. The sub-scales of systems thinking and transforming of the survey
instruments also were significant to the results. Theoretically, this study contributes to the
teacher leadership literature, focusing on the classroom teacher and their effect on student
achievement. Practically, with educational accountability changing the landscape, school
districts should train teachers to engage in leadership skills, reward teachers for earning a
Master’s degree in leadership, and work to retain high quality teachers who are leaders
within their classroom. Greater student achievement could be the result.

▼ Summary: This study problematizes teacher education, and its accreditation guidelines as set
forth by the Council for the Accreditation of Educator Preparation. The analysis herein
conceptualizes teacher education as contextually contingent on sociocultural
metanarratives, as functioning paradigmatically through consensus and gatekeeping
mechanisms, and as a structure existing within a matrix of discipline and surveillance that
is designed to perpetuate status quo power dynamics. This conceptualization grounds
dominant teacher education modalities within a specific meta-theory orientation.
Through this analysis, the author also explores an alternative conceptualization of
teacher education that appeals to the educative power of contextual awareness,
ontological sensitivity, and democratically recursive pedagogical and relational
processes. Such a conceptualization reflects an alternative meta-theory orientation. For the purposes of this analysis, the author employed textual analysis of sampled
website literature from Teacher Education Programs in six geographic regions within the
United States. This textual analysis was grounded in the aforementioned
conceptualizations and was intended to reveal meta-theory orientations as expressed in a
program’s official text.

▼ It is imperative that issues that lead to poor implementation of quality programs be addressed effectively to enable Australian companies to compete more effectively in highly competitive global markets. The development of a methodology to assess the strengths and weaknesses of the quality system in an organisation could thus be of value to organisations to enable them to rectify weaknesses and compete more effectively on the basis of customer value creation through quality enhancement. Creating value for the customer through quality is accepted as an important component of the competitive strategy of organisations throughout the world. Its relevance and significance is well reflected by the importance attached to the “quality imperative” not only by organisations but also by governments, international agencies, and business associations. The breakthrough gains that can be made through a well-implemented Total Quality Management (TQM) program have prompted the development of award systems such as the Deming Prize, the Baldrige Award, the European Quality Award the Japanese Quality Award, and the Australian Quality Award, which also serve as frameworks for self assessment and improvement. The purpose of this study is to establish pathways to achieve optimum business outcomes using the Quality Management Assessment Framework (QMAF) model with ICT as an enabler and to formulate guidelines for managers. The main research question is as follows. How do the categories which contain the TQM elements including information communication technology (ICT) in the model of the Quality Management Assessment Framework (QMAF) directly and indirectly affect the performance outputs of an organisation, namely business outcomes (business results and customer and stakeholder value)? Based on a study of popular quality frameworks, an integrated approach for assessing quality management practices at the organisation level is proposed. Explicit attention is then paid to the role that information and communication technology (ICT) can play in upgrading quality management practices. ICT is seen as an enabler that, through its influence on the elements of the proposed framework, can accelerate the movement of an organisation towards ICT supported quality management and strengthen an organisation’s operative technological capability. The model consists of the following major TQM elements: leadership; strategy; quality culture; benchmarking; customer focus; partnering; education and training; empowerment; total quality tools; continuous improvement; business processes; information/knowledge/communication; business results plus feedback; and customer value plus feedback. Professional development is an area in which New Zealand schools invest large amounts of resources. In education today there is a strong focus on accountability. New Zealand schools are required to provide evidence in their charter document to the Ministry of Education to show that their spending is allocated appropriately within their organisation. The expenditure of time and funding on professional development is a significant part of any school’s budget. The
evaluation of professional development is therefore vital to meet accountability requirements. Effective
evaluation is necessary to establish the link between professional development and the impact on both teacher practice and students’ achievement and learning. There is limited research in New Zealand focused on professional development
evaluation in a primary school setting. The purpose of this research was to investigate the
effectiveness of professional development
evaluation in New Zealand primary schools.
A mainly qualitative research methodology was used for this study. Two research methods, interviews and questionnaire, were used to collect the data. Four Auckland primary schools were involved in the study. Interviews were carried out with four leaders who were responsible for professional development in their school and in this study 56 participants from the four schools took part in the questionnaire.
The findings revealed that all of the research schools espoused that their
evaluation focus was primarily on the impact professional development had on teacher practice and students’ achievement. The leaders were reflective and some were open to improving their
evaluation practice. The findings showed that there was limited use of research and/or models to support
evaluation practice in the schools. The findings suggested that complex
evaluation models are inaccessible for schools to use without adaptation from a theoretical level to practical use in a school. The main recommendations from this research are for schools to carry out a self review of their current
evaluation practices and for leaders to have opportunities to investigate alternative
evaluation approaches used by other schools.

▼ Prostate cancer (PCa) incidence, internationally, has steadily increased since the latter half of the twentieth century as with the prevalence of other cancers. (Jemel et al, 2008; Jemel et al, 2011) It is recognised that increased incidence of PCa is partially driven by widespread use of prostate specific antigen (PSA) testing as a screening mechanism. (Drummond et al, 2010; Etzioni et al, 2002) The PSA test, a blood test measuring protein in the prostate, was discovered by Dr. Robert Ablin in the 1970’s as a way of monitoring PSA levels post-treatment for purposes of preventing relapse; Dr. Albin now refers to the test as ‘a hugely expensive public health disaster.’ (Albin R, 2010) He is not alone in this assertion as the use of PSA testing has sparked continued debate internationally; not only is it argued the PSA test has inadequate levels of cancer detection properties, but evidence highlighting a mortality benefit as a screening mechanism for PCa is limited and open to much debate. (Ilic et al, 2013)
Between 1994 and 2005, the use of PSA testing in primary care in the Republic of Ireland (RoI) increased fivefold; with estimates up to 2012 suggesting a twelvefold increase since 1994. (Drummond et al, 2010; NCRI, 2014) The use of widespread PSA testing in the RoI has contributed to high, measured incidence of PCa and in 2006 and 2008 the RoI had the highest measured incidence in Europe; in 2012 PCa incidence in the RoI was the 4th highest across Europe and the 10th highest globally. (Ferlay et al, 2010; Jemal et al, 2011; WCRF, 2014) The impact of increased PCa detection both on resource utilisation and quality of life (QoL) are not fully understood in the RoI and internationally; similarly, the rationale behind the levels of testing in the RoI compared to the rest of Europe is unclear. The costs of PCa care however, are substantial with a recent study estimating the economic burden of healthcare costs associated with PCa in the RoI at €51 million for 2009. (Luengo-Fernandez et al, 2013) Financial costs are only one piece of the puzzle, albeit the most explicit piece; the impact of over-diagnosis (the diagnosis of a condition or disease more often than it is present, or in the case of PCa when diagnosis has increased health risks compared to non-diagnosis) on QoL has not been assessed to date in the RoI and limited knowledge of this area is available internationally.
Due to the multi-faceted dimension of the costs and consequences of using PSA testing (as opposed to not), a full economic analysis of PSA testing as a mechanism for the secondary prevention of PCa using population-based data, country-specific costs and utility weights was pivotal in the RoI. The collection of analyses presented in this thesis attempted to provide robust information on costs and outcomes of PSA testing for the detection of PCa in order to address a pressing public health issue in the RoI which currently has a limited evidence base.
