1. Okajima, Shigeharu. Essays on the effect of environmental policies in Japan.

The first part of the dissertation entitled “Energy Intensity in Japan”, discusses the causes of the increase in Japan’s energy intensity, defined as energy consumption divided by GDP since the early 1990’s. The significant reduction in Japan’s energy intensity ceased in the early 1980’s and has even slightly increased since the early 1990’s, indicating that Japan seemingly has reached the limits of its ability to improve energy use. However, further analysis at prefecture level and sector level provides additional insight on energy intensity trends. Our result indicates that the non-uniform energy intensity trends between prefectures are attributed to a high variability in energy efficiency. At sector level, we estimate the income elasticity of energy consumption in each sector and find that a structural change in energy consumption behaviors occurred in all sectors at different time points. More importantly, the structural changes occurred in 1981 in the industrial sector and in 1988 in the commercial sector are presumably responsible for the deterioration of Japan’s energy intensity since the early 1990’s. The second part of the dissertation, entitled “The Demand for Residential Electricity”, estimates the residential electricity price elasticity in Japan. The Japanese government has not imposed a residential electricity tax because the price elasticity of electricity consumption has been considered to be very low. However, there has been little study to provide empirical evidence for the consensus. This paper is intended to fill the gap by estimating the residential electricity price elasticity in Japan. In order to avoid dynamic panel bias, we use the Arellano-Bond estimator to estimate the residential electricity price elasticity. The results show that the estimated price elasticities of residential electricity consumption are -0.1963 in the short run and -0.2298 in the long run at national level. These estimates predict that contrary to the consensus, an increased electricity tax may reduce residential electricity consumption in Japan both in the short run and long run. The decline in electricity consumption in the long run, however, may not be as large as expected in previous studies.The third part of the dissertation, entitled “The Effect of Green Contract Law in Electric Power Procurement Auctions”, examines the impacts of green contracts in electric power procurement auctions. Since electricity prices were higher in Japan than in most developed countries, the Japanese government started electric power procurement auctions in 2000. However, it is hard to tell that Japanese electricity prices are low enough for two reasons. One is the low participation rate in the auctions. The other is the environmental regulatory compliance costs that push up suppliers’ marginal costs. In order to meet the Kyoto Protocol, the Japanese government enacted the green contract law in 2007, which restricts the participation of those companies with substandard emissions control technology. The purpose of this thesis is to analyze how the world market price of crude oil, coal and natural gas affects the demand of and dependency on energy imports from the Russian Federation of key European countries[1]. We achieve our objective through econometric estimations of import demand equations concerning imports from the Russian Federation of crude oil, coal and natural gas for seven EU key countries during 1990-2014.Three out of twenty-one models were found to be statistically significant for both the spot price- and income elasticity. The spot price elasticities for the models where: coal import demand for Finland (-0.49), crude oil import demand for Italy (-0.44) and the Netherlands (-0.42). The income elasticities for the aforementioned models were found to be: Finland (2.58), Italy (5.85) and the Netherlands (7.62). The remaining models were statistically insignificant presumably due to different internal structures in the data or due to the assumption of perfect substitute model. Syftet med denna uppsats är att analysera hur världsmarknadspriset på råolja, kol och naturgas påverkar den europeiska efterfrågan på och beroendet av energiimport från Ryssland. Ekonometriska uppskattningar av importefterfrågan för råolja, kol och naturgas som produceras av Ryska Federationen för sju EU nyckelländer kommer att produceras. Huvudsyftet är att uppskatta elasticiteter hos importefterfrågan som kännetecknar de handelsförbindelserna mellan Ryssland och sju EU nyckelländerna med avseende på de tre energiresurser.  Tre av tjugoen modeller visade sig vara signifikanta för både världsmarknadspriset och inkomstelasticiteten. Följande variabler och elasticiteter för priset var signifikant; Kol Importefterfrågan för Finland (-0,49), Olje Importefterfrågan för Italien (-0,44) och Nederländerna (-0,42). Inkomstelasticitet för de nämnda modellerna estimeras vara; Finland (2,58), Italien (5,85) och Nederländerna (7,62). Den statistiska insignifikansen hos de övriga modellerna härstamma troligtvis från den interna strukturen på datat eller antagandet om den perfekta substitut modellen

In this dissertation, the effects, accruing from the imposition of energy taxes levied invarious sectors (residential, transportation and industrial sector) in Greece, are beingexamined. For this purpose, we used partial equilibrium models and cointegration techniquesin order to assess the energy demand for the period 1970-2003. On the basis of theseestimates (elasticities) we make forecasts for energy demand and carbon dioxide (CO2)emissions in the coming years (2004-2015).The empirical results show that the harmonization of the energy taxes to the minimumproposed levels as suggested by the European Directive 2003/96/EC (reference scenario)implies a significant increase of total CO2 emissions which may lead to a deviation from theKyoto target (+25% for the period 2008-2012). The results do not alter substantially if taxesare equal to the European Union average level (optimistic scenario). However, the restrictionof CO2 emissions to the Kyoto target can be achieved only by the implementation of severetaxation (environmental scenario). These empirical findings indicate that environmentaltaxation can be used as an instrument for combating CO2 emissions only with a combinationof other environmental (market based) instruments (i.e tradeable permits, subsidies, fees,administrative decisions, regulatory measures, etc).The The contribution of this thesis to the economic science is related to: i) the extension of a loglinearpartial equilibrium model (using new variables, capturing the impact of natural gaseither with the inclusion of a broken trend from 1997 onwards or with the use of dummyvariables, assessing the impact of comparative analysis of alternative econometriccointegration techniques) ii) the fully harmonization of the level of energy taxation in Greeceto the proposed levels by the European Directive (2003/96/EC).

Η παρούσα διατριβή, εξετάζει το ρόλο και τη σημασία των περιβαλλοντικών φόρων στην κατανάλωση ενέργειας σε διάφορους τομείς της ελληνικής οικονομίας (οικιακός, μεταφορικός και βιομηχανικός τομέας). Για το σκοπό αυτό εκτιμήθηκε μέσω υποδειγμάτων μερικής ισορροπίας, η τομεακή ζήτηση ενέργειας για τη χρονική περίοδο 1970-2003. Οι εκτιμήσεις που προέκυψαν ως προς το μέγεθος των ελαστικοτήτων ενέργειας, χρησιμοποιήθηκαν σε ένα δεύτερο στάδιο για τη διεξαγωγή προβλέψεων σχετικά με τη διαχρονική εξέλιξη της κατανάλωσης ενέργειας και των εκπομπών διοξειδίου του άνθρακα την περίοδο 2004-2015. Από την ανάλυση των αποτελεσμάτων προκύπτει ότι η εναρμόνιση των περιβαλλοντικών φόρων ενέργειας στα ελάχιστα επίπεδα που θέτει η Κοινοτική Οδηγία 2003/96 (σενάριο αναφοράς), συνεπάγεται σημαντική αύξηση των συνολικών εκπομπών διοξειδίου του άνθρακα και κατά συνέπεια απόκλιση από το στόχο του Κιότο (+25% την περίοδο 2008-2012). Ανάλογα ευρήματα προκύπτουν και από τη σύγκλιση της ελληνικής ενεργειακής φορολογικής πολιτικής στο μέσο ευρωπαϊκό επίπεδο (αισιόδοξο σενάριο).
