Estudo das políticas públicas de emprego para juventude no Brasil desenvolvidas no período neoliberal. Parte-se do entendimento de que os jovens atingidos pelas atuais políticas de emprego são os jovens marginalizados da estrutura social, pois estes além de vitimados pela falta de emprego, são destituídos de garantias de direitos nos campos da saúde, da educação, do lazer, da cultura e etc. Analisa-se historicamente o aumento do desemprego dessa população no cenário de crise do emprego e de fragmentação das políticas sociais. Recuperam-se as reflexões existentes no Brasil sobre os fatores determinantes do desemprego da população jovem, agravado ao longo dos anos 1990. Resgatam-se, historicamente, as demandas sociais juvenis no Brasil desencadeadas ao longo dos anos 1985 a 2005, período delimitado entre a primeira intervenção internacional sobre a temática de vulnerabilidade social dos jovens e a criação da Secretaria Nacional da Juventude no Brasil. Tecem-se considerações acerca de algumas políticas de emprego elaboradas para o conjunto geral da população vitimada pelo desemprego, inauguradas pelo PLANFOR em 1996, pautados, sobretudo, no pressuposto de escassez de mão-de-obra qualificada para atender as novas exigências do mercado de trabalho, devido o processo de reestruturação produtiva. Disserta-se que face à insuficiência de oportunidades de trabalho, as ações desenvolvidas mesmo que sejam de cunho ativo acabam assumindo um caráter compensatório, visto que se fundamentam na ideologia da qualificação como solução para o enfrentamento do desemprego desse segmento da população. Conclui-se, sob a ótica defendida por muitos autores, que as atuais políticas públicas para os jovens são insuficientes para reduzir os níveis de desemprego dessa população, pois, estas se deparam com limitações estruturais expressas nas escassas oportunidades de trabalho resultantes do caminho seguido pela economia nacional e do processo de reestruturação produtiva cujos efeitos abrangem o conjunto dos jovens brasileiros, mesmo os de melhor posição social, ou maior escolaridade. E por fim, demonstra-se que mesmo em períodos de recuperação e crescimento econômico os jovens não experimentam respostas imediatas em termos de inserção no mercado de trabalho, daí advém a perspectiva dessas políticas em qualificar para o desemprego.

▼ Context, Objectives and Entrepreneurship Intervention In the context of labour market issues, unemployment rates constitute, undoubtedly a major concern, especially under an economic and financial crisis situation, such as the currently faced by many European countries, since 2008. Unemployment rates are an important structural indicator, displaying both economic and social dimensions. An increase of unemployment might imply a loss of talent and unique human capital out of the labour force, culminating in social exclusion, disintegration and substantial raise of government expenditures (social benefits and ALMPs). Nowadays, stimulating entrepreneurship through active labour market policies is widely recognized as manner of combating unemployment and improving innovation and job creation. The primary role of the present research is to infer whether a entrepreneurship training contributes to employment, full-employment and self-employment rates of targeted individuals. Therefore, it includes the measurement of 4 main groups of outcomes: 1). Networking and job’s offers applications; 2). Employment, self-employment’s plans, full-time employment and job seeking strategies; 3). Complementary training and pro-activity 4). Confidence and optimism levels. The scope of analysis was focused on the emerging reality of the Portuguese unemployed people with graduate degrees, despite remaining unemployed for an uncertain length of time and in what extent entrepreneurship training programmes contribute to reduce the unemployment rates among the participants and to engage them on creating their own businesses. Nevertheless, more than merely analysing the impact of training on employment or self-employment likelihoods, this intervention aims at understanding if individuals who benefited by the program change positively their behaviour relative to networking and job offers applications, due precisely to that participation. The acknowledge of the best labour policies to mitigate structural unemployment, to correspond to unemployed needs and characteristics and to enhance a better match between labour’s supply and demand is determinant on current days. This necessity, at the moment, is not only applied for low-skilled workers, but also, in an increasing rate, to high-skilled workers. These last ones are in general much less targeted to training programs than the low-skilled individuals. Most of active labour market policies are developed and provided to the most disadvantaged groups who face the greatest barriers and incentives to become employed. Therefore, a research gap in what respects the best labour market policies concerning this particular group of unemployed still remains to explore. Cette thèse porte principalement sur l’impact des politiques d’emploi sur l’économie informelle en Algérie. Dans le premier chapitre, nous tentons de faire le point sur les problèmes de définitions et de mesures quantitatives de l’économie informelle en essayant d’établir un cadre d’analyse standardisé permettant de réduire les conflits méthodologiques. Dans le deuxième et le troisième chapitre, nous estimons le poids réel du secteur informel et de l’emploi informel sur le marché du travail. Nous décrivons aussi les personnes qui travaillent de manière informelle. Dans le quatrième chapitre nous étudions leurs motivations et les raisons d’être de ce type d’emploi. C'est-à-dire nous chercherons à savoir s’ils relèvent d’un processus d’exclusion sociale ou bien d’un choix délibéré. Nous nous interrogeons aussi sur l’hétérogénéité de ces emplois. Dans les deux derniers chapitres nous cherchons à savoir dans quelle mesure les politiques d’emploi en Algérie ont contribué à la réduction de l’économie informelle et le chômage en Algérie respectivement. À la lumière des résultats obtenus précédemment mais aussi sur la base d’autres expériences, nous testons des mesures de politique économique. This thesis focuses on impact evaluation of employment policies on the informal economy in Algeria. In the first chapter, we look to definitions and quantitative measures of the informal economy. We try to establish a standardized framework of analysis to reduce methodological conflicts. In the second and third chapters, we estimate the weight of the informal sector and informal employment in the labor market. We also describe those who are working in the informal economy. In the fourth chapter, we study their motivations and the reasons for this type of jobs. We look whether they are involved in a process of social exclusion or make a deliberate choice. We also discuss the heterogeneity of these jobs. In the two last chapters we examine if the employment policies in Algeria have contributed to reduce informality and employment. In the light of our results but also based on other experiences, we test economic policy measures. To do this we use data bases from household employment surveys conducted by the National Office of Statistics (ONS) from 1997 to 2013.

▼ O desemprego atrai enormes atenções e fortes preocupações levando a que a procura de estratégias pelo emprego, em particular na atual conjuntura, seja um desígnio central de qualquer projeto ou discurso político ou de sociedade. Esta investigação pretende, neste quadro, encontrar as ligações entre políticas educativas e empregabilidade e, mais genericamente, considera o impacto da educação no emprego. Vem na sequência da evolução do pensamento económico que visa privilegiar o investimento na educação para o desenvolvimento económico e que culmina com as teorias de desenvolvimento endógeno de economistas modernos como Philippe Aghion. O autor procura, através de uma análise sistémica do emprego, as ligações entre educação e empregabilidade, e analisa consequências do e no Currículo e da e na Supervisão Pedagógica. Os mecanismos de ligação entre a Educação e o Emprego consubstanciam-se em políticas educativas para a empregabilidade que poderíamos considerar como políticas de emprego de uma 3ª geração – após as políticas passivas de proteção no desemprego e as políticas ativas de fomento da economia - que se caracterizam por agir junto da empregabilidade das pessoas quer em antecipação do mercado de trabalho, – introduzindo a prospetiva estratégica - quer em retificação das necessidades da economia e visam agir sobre um leque alargado de intervenção. Youth face a lot of problems when trying to enter and sustain in the labour market after high education. According to statistical data, youth unemployment rates are significantly higher in comparison with common unemployment level in all European countries. Level of youth integration into the labour market in Lithuania is one of the lowest in the context of Europe. Institutions of European Union and member states implements measures, initiatives and programs in order to improve youth situation in employment after education as soon as possible. Comparative overview of youth employment situation in Lithuania and Finland reveals data of implemented international surveys in youth employment field and highlights differences between selected countries. Qualitative research seeks to reveal what kind of difficulties youth in Lithuania face when trying to enter the labour market and how implemented youth employment policies helps to combat with these obstacles.

Jaunimas, įgijęs aukštąjį išsilavinimą, susiduria su daugeliu problemų siekdamas įžengti ir įsitvirtinti darbo rinkoje. Statistiniai duomenys rodo, kad jaunimo nedarbo lygis yra ženkliai didesnis už bendrąjį nedarbo lygį visose Europos šalyse. Lietuva Europos kontekste atsiduria vienoje iš paskutinių pozicijų pagal jaunimo integracijos į darbo rinką lygį. Europos Sąjungos institucijos ir valstybės narės įgyvendina priemones, iniciatyvas, programas, kuriomis siekiama suteikti jaunimui daugiau galimybių įsilieti į darbo rinką kuo greičiau po mokslo laipsnio įgijimo. Lyginamoji, jaunimo užimtumo situacijos Lietuvoje ir Suomijoje, apžvalga pateikia tarptautinių tyrimų duomenis jaunimo užimtumo srityje ir atskleidžia pagrindinius skirtumus šalyse. Kokybiniu tyrimu siekiama išsiaiškinti su kokiais sunkumais jauni žmonės susiduria, siekdami įsilieti į darbo rinką, baigę aukštąjį mokslą Lietuvoje ir kaip šalyje įgyvendinamos politinės priemonės padeda šiuos sunkumus įveikti.

Depuis une à deux décennies, l'âge est perçu comme un critère arbitraire pour encadrer des parcours individuels qui se singularisent. Cette mise en cause s'est cristallisée dans l'adoption de lois qui interdisent la discrimination sur l'âge sur le marché du travail, en 2001 en France et en 2006 au Royaume-Uni. Ce sont les tensions qui se font jour autour de cette moindre légitimité de l'âge que nous interrogeons dans ce travail de thèse. Pour ce faire, nous avons procédé à l'analyse des politiques qui encouragent les chômeurs âgés à se maintenir sur le marché de l'emploi. dans une démarche comparative, nous avons étudié ces politiques, le contexte dans lequel elles interviennent, nous avons analysé la manière dont ces politiques sont mises en oeuvre et, enfin, nous avons rencontré les chômeurs visés par ces dispositifs. Cette thèse met en évidence trois aspects majeurs. Tout d'abord, nous montrons que la dénonciation de ce critère survient en France et au Royaume-Uni dans un contexte particulier, qui permet de justifier la mise à mal de droits sociaux fondés sur l'âge et de légitimer les réformes des retraites. Ensuite, l'âge demeure dans les deux pays un critère d'organisation des existences puissant. Il résiste aussi bien au niveau des politiques de l'emploi qui continuent à se fonder sur ce critère, qu'à celui des individus qu ile mobilisent pour interpréter leur situation et donner du sens à leurs pratiques. Enfin, nous mettons en exergue que la mise en cause de l'âge s'enracine dans des rapports sociaux puissants, à l'oeuvre en France et au Royaume-Uni. Ce sont bien souvent les individus les plus diplômés et les plus qualifiés d'entre eux qui dénoncent ce critère.

Nowadays, age as criterion is criticized to structure individual lives. This suspicion has been crystallized in the adoption of laws that prohibit age discrimination in the labour market, in 2001 in France and 2006 in the United Kingdom. In this dissertation, we question the tensions that have emerged around the legitimacy of age. To that purpose, we analyze the policies that encourage older workers to stay in work. In a comparative perspective, we studied these policies, the context within they emerge, we analyze how these policies are implemented, and finally we met older workers targeted by theses policies. This thesis highlights three major results. First, we show that the condemnation of this criterion occurs in France and the United Kingdom in a particular context which tends to justify to undermine social rights based on age and to legitimise pension reforms. Next, age remains in both countries as a powerful criterion to organise individual lives. Employment policies continue to rely on this criterion and individuals also mobilize age to interpret their situation and give meaning to their practices. Finally, we highlights that the denunciation of age is deeply rooted in social relation, in France and in the United Kingdom. The highly qualified people are in fact those which denounce this criterion.

▼ Due to the increasing longevity, advancing yet skyrocketing health care costs, and the lack of funds for elderly welfare, post-retirement health among older adults has become a crucial issue both at the individual and societal level. Concurrently, with widespread implementation of pro-work policies and the notion of retirement as a gradual process rather than one-time transition, bridge employment rate in the US has increased continually for last few decades. However, little is known regarding how the two major societal trends are related. Determinants of bridge employment are not fully understood, and how bridge employment affects post-retirement health is largely unknown. In addition, there is little systematic information on gender difference in the precursors and consequences of bridge employment despite distinct occupational experiences and biological differences in men and women. This dissertation focuses on the complex relationship between bridge employment and post-retirement health. Using data from Health and Retirement Study, a nationally representative longitudinal survey of individuals over age 50, major determinants of bridge employment among men and women were identified. Then, the effects of bridge employment on physical and mental health were investigated. Statistical analyses accounted for time-dependent confounders and potential bidirectional association in the relationship between bridge employment and health outcomes. Via separate analyses for men and women, this study shows that men’s bridge employment is often driven especially by his early-life socioeconomic status, rather than his high occupational ability or self-esteem in the work place, while women’s bridge employment is significantly influenced by her marital status, which may partly be due to women’s nonlinear career trajectories. Bridge employment was associated with fewer depressive symptoms, while it was found to have deteriorative effects on physical functioning. Both associations did not differ by potential modifiers such as gender, income, education, and pre-retirement occupation. By investigating the antecedents of bridge employment and examining its physical and mental health effects, this dissertation provides an insight on the mechanism of the non-traditional retirement process. Our findings may be useful for policy implications to improve well-being of a number of prospective retirees who may engage in bridge employment in the next few decades. Cette thèse porte sur les transformations du travail des conseillers du service public de l’emploi, pris en tension entre une logique d’individualisation et une logique de rationalisation du service orientée vers le renforcement des contrôles. L'analyse socio-historique de l'accompagnement des chômeurs, et la sociologie de ce groupe professionnel permettent d’envisager les reconfigurations du métier de conseiller à l’emploi comme un révélateur des mutations de l’Etat social vers un Etat social actif, qui s’exprime notamment par un projet institutionnel d’incitation à l’adaptabilité aux normes d’emploi. S’appuyant sur une longue enquête ethnographique menée dans 7 agences auprès de 87 conseillers parmi une centaine de professionnels, et sur 200 observations de rendez-vous entre conseillers et chômeurs, la thèse analyse les effets de deux visées potentiellement contradictoires : la subjectivation d’une part, et la rationalisation gestionnaire d’autre part.Une rationalisation industrielle d’un nouveau type recompose les clivages structurants entre normes socio-cliniques et socio-techniques, logique technico-commerciale et logique civique. Elle fait émerger un nouveau modèle professionnel, marqué par une gestion actuarielle des risques de chômage (qui conduit notamment à écarter de l’accompagnement les chômeurs non indemnisés), mais aussi porté par une dimension morale qui repose sur l’individualisation du traitement. Les clivages antérieurs subsistent toutefois et donnent lieu à des dilemmes et polarisations éthiques et des stratégies d’évitement ou de neutralisation des actes professionnels les plus coercitifs.

This thesis focuses on the transformation of the Public Employment Service through a social history of the National Employment Agency, and a sociological pragmatic study of discourse and practices of professional employment counselors. We consider the reconfiguration of this profession is an indicator of changes in the welfare state to an active welfare state, which is expressed in particular by an institutional incentive project to the adaptability to employment standards. This project crystallizes a recurring tension in social intervention and more specifically in policies of employability, between control and empowerment, and between customization and standardization.Based on a long ethnographic investigation in seven agencies with 87 counselors among hundreds of professionals, and 200 observations of appointments between advisers and unemployed, the thesis analyzes the effects of these two potentially conflicting targets: the subjectivation on the one hand, and the management streamlining on the other.By changing the standards, organization, training of advisers, this industrial rationalization of a new type reconstructs the structural divisions between socio-clinical and socio-technical standards, and between techno-commercial and civic logic. A questão central desta tese é a discussão de como se constroem as diversas representações sociais que contribuem à configuração das desigualdades entre homens e mulheres no mercado de trabalho. Isso será feito concentrando a análise no processo de constituição e reprodução da noção da mulher como uma força de trabalho secundária. Essa noção está presente no imaginário social, empresarial e sindical e das próprias mulheres (que participam ou não no mercado de trabalho), assim como nas concepções que embasam a formulação das políticas públicas. Marca a sua presença em diversas correntes do pensamento analítico e está na base da constituição de muitas instituições do mercado de trabalho. Resiste a muitas mudanças objetivas - e cada vez mais evidentes - no comportamento de atividade das mulheres e no seu desempenho laboral. O argumento central da tese é que essa noção é cada vez menos adequada para representar as distintas realidades da presença feminina no mercado de trabalho e que, além disso, é um dos elementos sobre os quais se estruturam e se reproduzem as hierarquias entre homens e mulheres e os padrões de discriminação e subordinação de gênero no mercado de trabalho.

The main question of this thesis is the construction of different social representations that contributes to the configuration of labor market inequalities between men and women. The analysis shall focus on the process of constitution and reproduction of the notion of women as a secondary workforce. This notion is part of the social imaginary of business and unions, women that are part (or not) of the labor market and also the theoretical ideas that inspire public policies. It is so pervasive that it marks different trends of analytical schools and social thought, impregnating the foundations of many institutions of the labor market. It is so resilient that it resists historical and current transformations - more and more evident - of women\'s economic activities patterns and their work behavior. The central argument of this work is that the notion of women as secondary workforce is less and less adequate for representing the different realities of the women\'s presence in the labor market, and moreover, it is one of the elements on which are structured and reproduced the hierarchies between men and women and the patterns of gender discrimination and subordination in the labor market.

Procurando conhecer o percurso que possibilitou a emergência do desemprego como problema, na experiência brasileira, este trabalho enfrentou o desafio analítico de tomar as políticas públicas de emprego como objeto de reflexão. Não para marcar sua adequação ou eficiência, senão para distinguir suas relações com a produção de diferentes formas de sujeição do trabalho. Para isso, tomou como referência as noções foucaultianas de governamentalidade e problematização, investigando os diferentes jogos de relações nos quais a ausência de trabalho (involuntária e temporária) foi colocada ao longo do tempo, desde os anos 1930 até 1990, ano que marca o início dos esforços mais consistentes de construção de um Sistema Público de Emprego no Brasil. Os resultados aqui apresentados, ainda que certamente não preencham a lacuna de uma genealogia do desemprego entre nós, sugerem a fecundidade da abordagem para a compreensão do desemprego, entendido aqui não como fenômeno ligado apenas ao funcionamento do mercado de trabalho, mas como efeito de diferentes artes de governo e, nesse sentido, como revelador das maneiras pelas quais o trabalho tem sido produzido como sujeito.

In search of learning the path that made possible the appearing of unemployment in Brazilian experience, this research dealt with the analytical challenge of taking employment policies as an object of reflection in order to distinguish its relations with new forms of works subjection. In order to do so, the research took Michel Foucaults notions of governamentality and problematization, examining the different economies of relation in which the (involuntary and temporary) absence of work has been put from 1930 to 1990. The 1990s sets the beginning of the most solid efforts to establish a Public Employment System in Brazil. The results presented in this thesis, although certainly do not constitute a genealogy of unemployment in Brazil, suggest the interest of this approach to understanding of unemployment. It enables us to think unemployment not only from its connection to labors market operations but mostly as a revealing issue of the practices that made possible works subjection.

This dissertation has the occupational evolution and the labor conditions in small enterprises in Brazil in the 1980-2005 period as the study object. The occupied in small business set is understood as the universe of the wage laborers in small and micro enterprises, self-employed, the entrepreneurs without employees, and the workers without pay. The hypothesis considered here is that this set of workers has widened his participation in a very expressive manner in the Brazilian occupational structure, what has deepened the worsening of the labor conditions and labor relations of the whole Brazilian occupational structure in the period studied. The development of this dissertation shown that this process happened most of all in consequence of the low rates of economic growth, of the deep structural changes of the Brazilian economy in the nineties and of the transformations that occurred in the social, cultural and consumption structures that continually changed the productive sector and the occupational structure, even in a context of very low economic growth rates. Confirming the hereby considered hypothesis, this dissertation shown that the biggest part of the occupation expansion in this sector and the worsening of the labor conditions occurred within the period of the 1994-1999, in which happened the most important structural transformations in Brazilian economy. In the whole period, this process was expressed mostly by a strong expansion of the wage labor in the formal and informal sector and by the self-employment ? with the worst labor conditions and labor relations, lowest pay and weaker social and labor protection and rights. At the end, this dissertation deals with the public policies limits for the small and micro enterprises as well the neoliberal political proposals, underlining the impossibility of the overcoming of this situation without considering a process of sustained and accelerated economic growth

Esta tese tem como objeto de estudo a evolução da ocupação e das condições de trabalho em pequenos negócios no Brasil no período 1980-2005. O conjunto dos ocupados em pequenos negócios é aqui entendido como o universo que compreende os trabalhadores assalariados - com e sem carteira de trabalho assinada - e empregadores nas micro e pequenas empresas, os trabalhadores por conta própria, os empreendedores sem empregados e os trabalhadores sem remuneração. A hipótese considerada é que esse conjunto de trabalhadores ampliou de forma expressiva sua participação na estrutura ocupacional brasileira, processo que aprofundou a precariedade das condições de trabalho neste segmento e que expressa parcela expressiva da deterioração das condições e das relações de trabalho do conjunto da estrutura ocupacional brasileira, no período analisado. O desenvolvimento do trabalho mostrou que este processo ocorreu principalmente em função das reduzidas taxas de crescimento econômico, das profundas transformações estruturais pelas quais passou a economia brasileira nos anos 90 e pelas transformações ocorridas nas estruturas…

▼ Numerous communities have adopted some form of urban containment policies (UCPs), such as greenbelt, urban growth boundaries (UGBs), and urban service areas (USAs), as methods to prevent urban sprawl and protect open space. Although there is controversy over the negative and positive impacts of UCPs, little is known on their impacts on population and employment growth, and on the overall urban spatial structure. The purpose of this research is to (1) understand the system of UCPs, (2) empirically analyze their impacts on population and employment growth, and built-up areas in combination with housing values, and (3) examine their impacts on the location of industrial activities as well as population. Two approaches are considered to empirically analyze the impacts of UCPs on urban growth and urban spatial structure. In the first approach, a simultaneous equation model is used with, as endogenous variables, the changes in total population, total employment and sectoral employment, housing values, and land area at the municipal/city level. In the second approach, population and employment density gradients, estimated with both monocentric and polycentric models at the metropolitan level, are used to examine the impacts of different UCPs on urban spatial structure. The research finds that both the stringent containment policies (SCPs), including greenbelts and UGBs, and the less stringent containment policies (LSCP), including USAs, have significant impacts on changes in population, employment, housing values, and land areas. When both direct and indirect effects are taken into account, the SCPs have a positive effect on changes in population, employment, housing values, and land area twice larger than the LSCPs, suggesting that SCPs more successfully accommodate new growth within the growth boundaries, and that housing values increase with the tightness of UCPs. In terms of the urban spatial structure, statewide SCPs encourage metropolitan areas to move to a polycentric development pattern, locally-enforced SCPs support a monocentric pattern, and USAs produce sprawled development patterns. L’objet de ce travail de recherche sur la perspective transfrontalière de l’emploi dans l’Eurorégion Aquitaine-Euskadi, est d’engager une réflexion à partir de la comparaison des ordres juridiques espagnol et français, sur les voies et les moyens juridiques susceptibles de permettre une certaine forme d’intégration des politiques de l’emploi à l’échelle eurorégionale, en dépassant deux séries d’obstacles : ceux inhérents à la coexistence de deux systèmes juridiques nationaux au sein d’un espace unique de type eurorégional, mais également ceux liés à la libre circulation des travailleurs, à la fois individus et citoyens. La démonstration de cette thèse s’opère en deux phases : une première phase descriptive et analytique suivie d’une seconde phase de modélisation. En premier lieu il s’agit d’exposer que les politiques nationales de l’emploi qui s’appliquent dans les zones frontalières qui forment l’Eurorégion Aquitaine-Euskadi, se caractérisent toutes deux, par une hégémonie étatique et une ambiguïté territoriale (Première partie).En second lieu, il est proposé d’envisager une évolution des politiques de l’emploi vers une « défronterisation » grâce à la mise en oeuvre du processus d’intégration (Deuxième partie).

This research about the cross-border perspective of employment in the Euroregion Aquitaine- Euskadi, based on a comparison between the spanish and french legal systems, aims to analyze the ways and legal tools towards a certain form of integration of employment policies at euroregional scale. It supposes to get through two kinds of difficulties: those related to the coexistence of two national legal systems within a single euroregional space and those related to the freedom of movements of workers, as individuals and citizens. The first step of the research is a descriptive and analitical one; the second step proposes a form of modelisation. First, the thesis aims at describing the national employment policies wich are implemented in cross-border areas such as the Euroregion Aquitaine-Euskadi. Both of them are characterized by a State hegemony and by a complex organization of competences of local authorities. Second, it suggests an evolution of employment policies towards the neutralisation of the border effect thanks to the implementation of integration processes through experimental legal rules.

Cette thèse se propose d'évaluer les modalités et l'organisation de l'accompagnement des demandeurs d'emploi au sein d'un opérateur privé de placement, le cabinet Sodie, afin d'en extraire les principaux leviers de performance. Dans un premier chapitre, nous analysons les effets théoriques et empiriques engendrés par les dispositifs d'accompagnement d'une part, et par le recours à la sous-traitance d'autre part. Le second chapitre porte sur le cadre institutionnel français de l'accompagnement des demandeurs d'emploi. Nous montrons dans quelle mesure le service public français de l'emploi répond aux critères d'efficacité énoncés dans le chapitre précédent. Dans un troisième chapitre, nous étudions comment la diversification des missions du cabinet et notamment la sous-traitance pour Pôle Emploi a modifié le travail des conseillers mais aussi l'organisation de la structure ainsi que ses méthodologies d'accompagnement. Le chapitre 4 porte sur une expérimentation contrôlée de deux dispositifs : les engagements mensuels de reclassement et la mise en place d'une plateforme Relation Entreprise destinée à prospecter le marché caché du travail. Nous mesurons l'impact d'un changement de méthodologie sur le reclassement durable des demandeurs d'emploi accompagnés. Le chapitre 5 porte sur les effets d'un choc d'information. Nous montrons comment les informations de profilage sont utilisées par les conseillers à travers l'impact sur les candidats sélectionnés et leur performance de reclassement.

This thesis proposes to evaluate methods and organization of placement of job-seekers in a private agency, Sodie. The goal is to show the most important performance levers. In the first chapter, we discuss the theoretical and empirical effects of placement on the one hand, and, on the other hand, of the use of private agencies. The second chapter focuses on the institutional framework of placement in France. We show how the French public employment service (Pôle Emploi) meets the performance criteria identified in the previous chapter. In the third chapter, we study how the diversification of missions including outsourcing for Pôle Emploi has changed the work of placement agents and the placement methods of Sodie. Chapter 4 focuses on a randomized experiment of two provisions : the “engagements mensuels de reclassement” and the implementation of the “plateforme Relation Entreprise” for exploring the “hidden” labor market. Chapter 5 focuses on the impact of a shock of information. We show how profiling informations is used by counselors through the impact on their choice of candidates and on their performance in rehabilitation.

▼ The dissertation has the goal of providing a better understanding on the effectiveness of specific active labour market policies that aim at integration of young and older workers. The first Chapter evaluates the effectiveness of the 2003 reform of the Italian apprenticeship regime. This reform raised the age-eligibility and revised the training component. The different timing of the implementation of the reform in the Italian regions and sectors is exploited. To estimate the treatment effect (ATT) of the apprentices in the reformed regime (compared to the old regime), the Covariate Balancing Propensity Score estimator is implemented (CBPS - Imai and Ratkovic, 2014) employing a large set of covariates. The inflow sample of about 18,000 apprentices hired in 2007 is drawn from administrative data of the Social Security Institutions (INPS). Four years after hiring, the reform induced an increase in the transition rate to permanent jobs in the same firm and boosted the average wage of the apprentices. Finally, by a DiD estimator on the LFS, it is found that the higher diffusion of the apprenticeship among the youth becoming eligible is offset by a reduction of other temporary jobs. Granting the eligibility to the youth aged 25-29 also encouraged their transition from non-employment to employment. The research related to the second and the third Chapters assesses the effectiveness of two Belgian federal policies to boost the employment rate of the older population. In this research we rely on an endogenous stratified sample of administrative data containing about 244,000 individuals (aged between 52 and 61 years old in 2002) with their employment history since 1957. The second Chapter assesses the impact of a Belgian employers’ Social Security Contributions reduction for workers older than 58. The analysis is performed on multiple repeated cross-sections even if panel data are available, to account for age-varying confounding factors. We use a CDiD estimator (Heckman et al., 1997) and when needed a trend-adjusted version of it (Wolfers, 2006). To facilitate the integration of endogenous sampling weights in this estimator, we implement it as an Inverse Probability Weighting (IPW) estimator, which we extend to allow for multiple cross-sections in the before and after periods. We find small positive short-run impacts on working time and larger ones on the employment rate, but only for employees at high risk of leaving to early retirement. The wage is not affected. In a Cost-Benefit-Analysis, we estimate that during the 1.25 years after its introduction the subsidy imposed a net monthly cost of €3,700€ per saved job to Society. Had the subsidy been targeted to sectors where early retirement schemes are widely used, Society would instead have gained 400€ per saved job.
