In the United States, an investment in patriarchal leadership has changed little over the course of the past five decades, in spite of the strides made by the second and third wave feminist movements. In an effort to make their personal narratives intelligible to the electorate, a presidential candidate's easily identified position in the nuclear family is essential, and variations are considered a liability. Importantly, these candidates have vigorously worked to demonstrate "compensatory heterosexuality," an unquestionable normative identity that seeks to overcome other challenges to their masculinity. This study focuses on the following elections because of the singularity of the candidate (representing the "first" individual to represent his race or religion) or because of their occurrence during a perceived "crisis of masculinity": the races of the 1950s between Adlai Stevenson and Dwight Eisenhower; the 1960 contest between John F. Kennedy and Richard Nixon; the elections of the 1980s, between Ronald Reagan and Jimmy Carter, and Reagan vs. Walter Mondale; and finally Barack Obama and John McCain's 2008 content, and the 2012 election between Obama and Mitt Romney. The study also considers the effects that an investment in patriarchal authority and appropriate masculine gender performance has on women candidates for the presidency; their campaigns have navigated around possible pitfalls of motherhood and domesticity by claiming expertise on domestic and international issues as a direct result of their experiences as mothers and wives. The phenomenon of compensatory heterosexuality is not restricted to conservative candidates, as progressive politics have frequently been furthered by leveraging the tropes of motherhood and fatherhood. This analysis places gender at the center of consideration of presidential campaign communications, revealing that efforts to establish appropriate gender performance have real and lasting impacts on public policy.

▼ This dissertation examines a number of issues that arise in U.S. Congressional elections. In the first chapter, I look at the source congressional campaign contributions. I show that the source of a campaign contribution is an im- portant factor in determining the effect the contribution has. Specifically I find that individual contributions have a greater impact on election results than corporate contributions. I show that the reason for this difference is that in addition to direct spending effects, individual contributions are also a reflection of a candidate’s quality and thus contain an indirect quality ef- fect. I then use 3SLS to obtain an estimate of all the effects involved with campaign contributions. The results present a better understanding of the true effects of money in an election. In the second chapter I look at the dynamics of party spending in congres- sional campaigns. I examine a model of political parties who must choose how to allocate campaign contributions over elections in several districts in order to maximize the chance that they will control the enacted legislature. The parties must compete in two areas, informed voters who only care about policy and uninformed voters who only care about campaign spending. I find that parties will choose to heavily concentrate their spending in whichever district is most competitive. In the third chapter I examine the causes of congressional gridlock. I examine a model of two parties that must negotiate in order to choose a policy to enact. The parties compete in elections in two bodies of a legislature and the winning candidates engage in a bargaining process to determine the implemented policy. I find that policy motivation and election uncertainty are the main drivers of gridlock. I also find that compromising can end up hurting a party and helping the non-compromising party. This leads to the possibility of an equilibrium with gridlock even though there are high costs to both parties associated with failing to compromise. Depuis la fin de la Guerre froide, l'observation internationale des élections a connu une croissance exponentielle à travers le monde et en particulier au sein de la région formée par les 56 états participants de l'Organisation pour la Sécurité et la Coopération en Europe. En raison de l'intervention concomitante d'acteurs multiples et hétérogènes, cette activité est caractérisée par le développement de diverses procédures de coopération interinstitutionnelle mais des efforts restent à fournir afin de toujours garantir la cohérence du message délivré. Le contrôle opéré se fonde sur une profusion d'engagements internationaux de nature juridique et politique qui constituent un véritable droit international électoral, constamment enrichi par la jurisprudence dynamique de la Cour européenne des droits de l'Homme. Bien que la méthodologie sur laquelle repose les évaluations auxquelles procèdent les observateurs ait acquis une fiabilité importante et que ceux-ci parviennent dans la majorité des cas à éviter l'écueil d'une politisation des conclusions, les retombées des missions d'observation électorale restent aléatoires, nuisant à l'effectivité du système de contrôle dans son ensemble. De nombreux dispositifs de suivi des recommandations existent, qu'ils soient technique, politique ou juridictionnel, mais leur mise en œuvre révèle trop souvent un manque de rigueur. Au-delà, si le mécanisme de conditionnalité démocratique instaurée par l'Union européenne permet de relayer efficacement les conclusions des observateurs électoraux dans le cadre de la procédure d'adhésion, il souffre d'une application inconsistante dans le champ de la Politique européenne de voisinage. Il s'ensuit une influence marginale de l'observation électorale internationale sur les Etats autoritaires de la région de l'OSCE.

Since the end of the Cold War, international election observation has grown exponentially worldwide and especially within the region formed by the 56 participating States of the Organization for Security and Cooperation in Europe. Due to the concomitant action of multiple and heterogeneous actors, this activity is characterized by the development of various procedures for inter-institutional cooperation but efforts are still needed in order to always ensure the consistency of the message delivered. The control operated is based on a wealth of international legal and political commitments which constitute a genuine international electoral law, constantly enriched by the dynamic jurisprudence of the European Court of Human Rights. The methodology underlying the assessments made by the observers has acquired a high reliability and these succeed in most cases to avoid the trap of politicized findings. However, the impact of electoral observation missions remains unequal, undermining the effectiveness of the whole control mechanism. Many devices, whether technical, political or judicial, exist for the follow-up of recommendations, but their implementation often reveals a lack of rigor. ▼ Little is known in terms of the effect of the increased use of social media tools on the election outcome. This study therefore sought to find out the effect of these social media tools on the Presidential election results. The main objective of the study was to establish the impact of social media on presidential elections. The specific objectives of the study were to; establish the extent to which the electorate relies on social media in making their election decisions; find out the benefits of social media as a tool of political campaign; find out the impact of social media on presidential elections and finally to establish how social media can be used effectively in future to yield positive results. The location of this study was Starehe Constituency in Nairobi County, which was chosen because it has higher internet and social media accessibility. The target population was all the 138,630 registered voters in the constituency. The researcher used mixed method approach (both quantitative and qualitative methods) to collect data. A total of 190 questionnaires were distributed to respondents; 150 electorate of Starehe Constituency, 20 politicians and 20 communication experts) and 164 questionnaires were returned representing 86.3% response rate. The researcher also interviewed 10 key informants (five political scientists and five IEBC officials) to collect qualitative data. Quantitative data was analysed using the Statistical Package for the Social Sciences (SPSS) version 17 while the qualitative data was analysed by obtaining detailed information, then trying to establish patterns, trends and relationships from the information gathered. Finally, the data was presented using tables, bar graphs, pie charts and narratives. According to the findings of the study, to some extent the electorate relied on social media in making their election decisions. The study further established that for the electorate the main reason or benefit for being on the social media was to get information while for the politician it’s the presence of a ready audience to share information with. The analysis of data also indicated that social media will continue being a reliable tool of communication in future elections. It’s therefore recommended that politicians and political parties embrace the social media as a tool of political campaign to reap its benefits.

▼ In Kenya, the phenomenon of ethnic- related conflicts seem to be frequent. As such, women leaders have a call to understand mediation as an approach to building peace and fostering reconciliation in the society. Women‘s mediatory roles, though at the informal levels have played a critical role as blueprints for negotiations. This results from the competence of women in handling rebel factions and other parties in conflict. This has in most cases set the pace for formal negotiations recognized by regional and international organizations such as ECOWAS and the United Nations. In recent times, the emerging roles of women at the national and global levels have widened the scope of the participation they assume in mediation teams. Existing studies into peace building and reconciliation have shown how ineffective methodology can precipitate occurrence and resurgence of ethnic conflicts. Further ineffective methods of peace building and reconciliation may result from exclusion of people‘s lifestyles and worldviews such as, rituals and customs and lack of complementarities. This study seeks to evaluate the actual role played by women in mediating the post-election conflict in Kenya in 2007-2008; assess the challenges faced by women in mediation during the PEV in Kenya and establish how the views of women can be rigorously integrated in negotiation and peace processes. The study was guided by the feminist perspective of international relations which entailed mutual combination of factors used by women, political actors and civil society in dealing with the conflict cycle from the structural causes of the struggle to its resolution and the assurance of a peaceful living together. Data for this study was obtained from primary and secondary sources. The sample size for the study will be 50 prominent personalities who were involved in the mediation process following the Kenyan post-election violence. The data was obtained by conducting a field research, using questionnaires, interviews and Focus Group Discussions. Guided by the objectives and premises of the study, the data was analysed and arranged according to the major themes highlighting the role played by women in mediation. The findings of the study will provide evidence for effective use of the abilities held by women in achieving peace in future conflicts. The findings will provide a critical model of how women can be able to work against many odds in major conflicts to ensure that peace is achieved. The study also found out that complementary approach to peace building and reconciliation is inevitable for long lasting peace. In a multi-ethnic society, all actors should ensure they use a comprehensive approach that appreciates the diversity of cultural world views. After the interpretation and discussion of the data, conclusions were drawn and recommendations for further research given.

However ï¹there are still many problems failed to operate normally in practical application of electoral affairs arising from our exceptional national conditions. Henceï¼our Public Officials Election and Recall Law experienced several amendments though decades, and resulted two Election Lawsï¼ãPresident & Vice-president Election and Recall Lawï¼ãand ãPublic Officials Election and Recall Law.ã Notwithstanding ï¼there is still a great deal of system in the process of amending laws based on the consequence produced by the negotiation and compromise of political partiesï¼but not the trend of the negotiation and Compromise of political partiesï¼but not the trend of the public will completely. Thereforeï¼on the contrary some system become incompatible with abiding customs of the real society after amending laws. ▼ One of the most basic expressions of democracy is election. The place of multi-party elections is practically meaningless without free press. The role of mass media and its active role in opening up the democratization process is indeed highly important matter. Fair and competitive elections require freedom of expressions and/or freedom of the press. Freedom of the press requires the availability of alternative sources of information or vibrant media, as part and parcel of democratization process. Mass media offer the public a choice among various political parties, candidates, and even polices as a platform for discussion. The press empowers their reader by making them aware of the civil and political rights and explaining how and why these rights should be exercised. Yet, in a modern, largely less developed country, where the mass media exercise relative freedom, they will always devote considerable, and often partisan, coverage to the general election. The relationship between the press and election is an intricate business. Indeed the consensus in international election research and observation is that electoral process cannot be evaluated and understood without free press. To explore the wider political climate in which the press operates; and to deepen and accelerate democratization, the role of press in general and newspapers published during election time in particular should be investigated. Therefore, this thesis attempts to examine the press’s coverage of the election in order to determine the extent and nature of, and bias in the coverage of the May 2005 Ethiopian election. The thesis also measures how these forces promote, spread and even manipulate the press in the time of election. It calls attention to how different forces use and misuse the press. Then, the following questions attempted to be covered: what are roles of the press play in the democratization process in Ethiopia? Who and what spread the bias? How much? Which determining factors contribute to the bias in coverage? Both qualitative and quantitative methods of data collections are used in this study. Literature related with the topic of the research is reviewed. The primary data is gathered and analyzed from seven selected Amharic newspapers published in the final four weeks of election campaign in the country; and, to this effect 796 titles by way of content analysis are employed to cover events and circumstances on the electoral processes at specific times of the election. Many variables and unit of analysis are used to substantiate the analysis of the extent and nature of bias in the May 2005 Ethiopian Election. As the period from 12 April to 12 May 2005, a period of intensive election campaign, the data was examined and as the sampling was broad and representative on the whole, the results are considered to be accurate, typical and relevant. 150 ans après la naissance de Max Weber, cette thèse revient sur l'actualité sociologique du concept de domination charismatique en l'interrogeant au travers de la candidature de José Bové lors de l'élection présidentielle française de 2007. Plutôt que de les opposer, la dimension enchantée du charisme wébérien et son interprétation stratégique sont mobilisées de concert. L'ambition reste de comprendre et d'expliquer les conditions sociales de possibilité et de réception de cette candidature atypique, d'appréhender ce phénomène en retraçant, par une biographie sociologique de José Bové les conditions d'actualisation d'un leadership dans les configurations successives du champ politique comme dans l'ensemble des cercles concentriques qui l'entourent dont une « communauté émotionnelle » hétéroclite. Puis la question de l'anormalité supposée de cette candidature « hors partis » est interrogée au travers de l'analyse des profils des militants engagés et des pratiques militantes observées, à l'aune des travaux existants sur l'engagement militants dans les partis politiques comme dans les mouvements sociaux. L'enquête lie les données quantitatives d'un questionnaire avec 30 entretiens de militants dont certains ont été revus régulièrement pour analyser l'évolution de l'engagement sur le temps long (2007-2011) ; s'ajoute un travail d'analyses des archives audio-visuelles et de presse écrite ainsi qu'un corpus de mails et de pages web qui viennent étoffer les observations participantes réalisées durant 5 années ainsi que deux entretiens avec le candidat. Cette étude de terrain permet à la fois d'actualiser la sociologie politique de l'engagement et du militantisme par l'hybridité des pratiques, politique et mouvementiste, qui s'y déploient et d'interroger l'évolution du champ politique de la gauche de gauche en France en questionnant l'apparente autonomisation des mouvements sociaux vis-à-vis du champ politique.

150 years after Max Weber’s birth, the aim of this dissertation is to discuss the sociological validity of the charismatic authority concept through the analysis of José Bové’s running for presidential elections in 2007. Rather than opposing the enchanted charisma dimension to its strategic interpretations, the objective is to understand how both dimensions are tangled together. The ambition remains to: first, understand and to explain the social conditions of possibility and the receptions of this atypical candidacy; second, through the analysis of José Bové’s sociological biography, to apprehend the conditions of a leadership actualization both within the political field’s successive configurations and within his surrounding concentric circles, stressing on an heterogeneous “emotional community”. ▼ The Fourth Republic has witnessed six successive elections, including those of 1992, 2000 and 2008, which have been examined in this thesis. In all these elections, the role of political communication has been crucial in determining voter choices. Accounting for the accretion of political communication is the liberalization of the media landscape in 1995, which led to the proliferation of radio and television stations as a complement to the explosion of newspapers after the restoration of democratic rule in 1992. In these elections, politicians have made effective use of messages and channels of communication to influence the choice of the electorate. Of the messages that have been used with great effect, those relating to the economy, development, corruption, slogans and gestures stand out. This study, which examined the changes in forms and sophistication of political communication and their ultimate influence on voter choices in the three elections, found out that messages on the economy were most important in influencing voter choices. Significant though were messages on development, corruption and in slogan and gesture, their impact was not phenomenal as the economy. Of least influence were messages on ethnicity, human rights, accountability and transparency. In this study, political rally which emerged as the most influential channels of communicating messages to voters during the three elections has exposed the limitations of the impact of traditional media channels in effectively communicating messages during elections. That said, the study has underscored the relevance of political communication in elections and identified the type of messages and appropriate channels available to politicians to communicate their messages. ▼ Current public debate about legislative redistricting in the United States most commonly champions reforms toward nonpartisan commissions as promoting competition and balance, while assailing partisan gerrymanders as ossifying incumbents, often adverse to the will of the voters. This dissertation challenges this conventional wisdom along several dimensions using a simulation model and empirical evidence from survey data and four decades of congressional election results. The dissertation is broadly divided into three parts, each of which employs the simulation model, detailed in Chapter 2, accompanied by empirical evidence. The first part, comprising Chapter 3, tests the effects of interacting redistricting institutions with national partisan tides (i.e. wave elections) on party composition and turnover in Congress. The middle section, comprising Chapter 4 and an addendum to Chapter 5, alters the model to fit the legal requirements under the Voting Rights Act to create majority-minority districts, first with respect to tides, and then with respect to voter welfare of minority voters. The last part, comprising Chapters 5 and 6, tests the effects of these institutions, also interacted with tides and party polarization, on different measures of democratic representation or voter welfare. Supported by both the model and evidence, the dissertation finds that maps drawn by nonpartisan institutions do yield closer election contests and greater sensitivity to tides. And while nonpartisan maps often succeed in electing a median delegation member responsive to tides, they perform extremely poorly in electing individual members that personally represent the voters in their own constituencies. On the other hand, aggressive partisan maps, while biased in favor of the gerrymandering party when tides are neutral, are very responsive to tides adverse to the gerrymandering party, both with respect to competitiveness and turnover. Additionally, aggressive partisan maps elect delegations that perform moderately well on three out of four measures of voter welfare. They perform badly on the fourth measure, policy median welfare, when tides are low, but can achieve the best results among all maps under strong tides in both directions. The dissertation also provides additional insight into the effects of majority- minority districting on partisan composition and voter welfare, and also the effects of increased party polarization. ▼ In the recent decades, several penal and electoral legislation have implemented different approaches to restrict the right of prisoners to stand for election as voters in the Omani legal system. This controversial policy has affected all Omani prison population even those who are not convicted of committing any crime yet (such as remanded prisoners and awaiting trial) as well as civil prisoners. This thesis argues that the right to vote of prisoners has been seriously violated by the recent Omani disenfranchisement laws. This research argues that, the existing disenfranchisement provisions in Oman asserts the treatment of prisoners as least popular people who not worthy of being treated as citizens qualified for voting rights. This treatment plays a kay role in neglecting the interests and other rights of prisoners by the parliament. It also challenges the reintegration of ex-prisoners into society. Furthermore, prisoners' disenfranchisement Acts in Oman contradict the constitutional right of citizenship. They also violate many other constitutional rights and principles, most importantly the principle of legality (no crime and no punishment without law), the right to be presumed innocent and the right to a public and fair trial. Moreover, disallowing prisoners the right to vote has posed many unavoidable legal challenges to the Omani legal system. This research addresses the question whether the Omani laws, particularly the Penal Acts and Electoral Acts, respect the right to vote of prisoners. Moreover, it considers whether the right to vote of Omani people generally and of prisoners particularly is constitutionally protected. Furthermore, it discusses the extent to which the neglect of the issue of prisoners' voting rights has led to discrepancies between different forms of Omani legislation and violations of many protected constitutional rights and principles. This approach has been provided to analyze how the two different legal policies (electoral and penal) in Oman assess and judge basic issues pertaining to this study with respect to voting rights of prisoners. This research found that there is an essential need for the Omani legislature to reform the legislation with regard to prisoners' voting rights. The right of Omani people to vote must be explicitly guaranteed by the Oman Constitution or, at least, a high rank of legislation (law, rather than a ministerial decree) in the Omani legal order. Oman is urged to ratify international and regional agreements, which protect the right to vote. Omani voters generally must be allowed the right to appeal before the judiciary against the violation of their voting rights. The existing restrictions on prisoners' voting rights could be amended and limited to those who are convicted for committing electoral crimes whether sentenced to imprisonment or other sentences.
