crime has reportedly been an ever-rising issue not only in KZN but also all around the world. With the ever-changing laws and societies,
crime has also been a changing phenomenon especially during the apartheid era, which had promoted inequality and then brought about poverty and unemployment among the people of South Africa. Studies have persistently established that poverty and unemployment have given rise to the occurrence of
crime in the Democratic Republic of South Africa, as the poor are desperately attempting to bridge the gap between the rich and the poor. Based on the conceptual analysis of strain and rational choice theories, the study aimed at gaining Tongaat people’s perceptions on crimes that are prevalent in the area, their causes as well as the
effects of such crimes on individuals that reside in the community. Using one-on-one open-ended semi-structure interviews, data were collected to describe the phenomenon in relation to relevant literatures. The study identified sexual abuse, hijackings, and robberies, house-breaking to mention but a few as the most prevalent crimes in Tongaat community. Based on the findings of the study, possible policy recommendations were offered to reduce the
crime rates in the area.

▼ The overarching aim of this thesis is to contribute to an increased understanding of how the neighbourhood context acts to influence individual reactions to crime. The general framework is that the social and physical make-up of residential neighbourhoods influences individuals, over and above individual background characteristics. Disorder is an important neighbourhood-level factor and its presence is more or less pronounced in different neighbourhoods. It acts as a sign of a general urban unease and has potential negative consequences for the individual as well as for the community at large. Four studies have been conducted each with its own specific objective.
The first study reviews the Swedish crime survey literature in order to assess the national evidence for neighbourhood effects, paying special attention to methodological issues. Overall, the current literature provides mixed evidence for neighbourhood effects. Methodological issues were identified as obstacles to drawing general conclusions and specific areas that need improvement were identified.
The second study examines the origins of disorder at the neighbourhood level and the relationship between disorder and crime. Two theory-driven models of the relationship between population density, disorder, and crime are tested alongside an examination of whether these models are equally applicable to data collected in two cities, Antwerp in Belgium and Malmö in Sweden. The results found some support for direct effects of disorder on crime in both settings, independent of structural variables. Some differences between the two settings were observed suggesting that the disorder-crime link may vary by setting.
To further examine the influence of neighbourhood context, the role played by neighbourhood level disorder in relation to worry about criminal victimization has been tested in a multilevel model in the third study. Overall the hypotheses of the influence of both neighbourhood level and individually perceived disorder, in shaping individual worry were supported. Individual background explains most of the variance but neighbourhood context has independent effects on worry. Individual level perceived disorder mediated the effect of neighbourhood disorder on worry suggesting that the effect of context is indirect through its effect on individual perception.
The fourth study investigates whether it is possible to identify any unique neighbourhood effects on the extent to which residents apply crime preventive strategies. Initially some of the total variance in the dependent variables was found to be situated between neighbourhoods. This indicates that the neighbourhood context may influence individuals’ willingness to take crime preventive action. As expected, individual characteristics explained a majority of this between-neighbourhood variance. An important finding is that the contextual variables appear to have different effects on different activities, highlighting the need to study different actions separately.

▼ Genom åren har det konstaterats att brott inte sprider sig jämnt över ett lanskap. Istället har det visat sig att vissa platser är mer brottsattraktiva än andra. Dessa platser kallas ofta för hot spots och kunskapen om dessa har bidragit till framväxten av platsbaserad och platsspecifika brottsförebyggande insatser. I samband med dessa insatser diskuteras ofta effekter såsom omfördelning och positiva spridningseffekter. Denna uppsats ämnar att undersöka omständigheterna bakom framförallt positiva spridningseffetker. Omständigheterna bakom positiva spridningseffekter har undersökts genom en systematisk översikt av studier som rapporterat om eller utvärderat en platsbaserad intervention eller experiment. Inga uppenbara gemensamma faktorer eller samband kunde urskiljas mellan de olika studierna gällande när positiva spridningeffekter sker och det kan konstateras att fenomenet är mycket komplext. Resultaten analyseras och förstås med hjälp av rutinaktivtetsteorin samt genom teorin om rationella val. Uppsatsen bygger på bevisen om att fler studier med positiva spridningseffkter i fokus bör genomföras. Genom att förstå när, var och varför spridningseffekter sker ökar också kunskapen om de preventiva insatserna och hur de kan designas för att nå bästa möjliga resultat.
Throughout the years it has been suggested that some places attract crime more than others. Those places are called hot spots of crime and the knowledge of them have contributed to the emergence of hot spot and targeted policing interventions. Hot spot policing is often discussed together with effects such as displacement of crime and diffusion of benefits. Through a systematic review of earlier studies that report or examine a hot spot policing effort or experiment this thesis aims to investigate the circumstances behind diffusion of benefits. No apparent commonalties or correlations are found between the different types of interventions regarding when diffusion of benefits occur. It can be concluded that the phenomenon is very complex. The results are analyzed and understood with the help of routine activity theory and rational choice theory. This thesis adds to the body of evidence that more studies with diffusion of benefits in focus need to be conducted. By understanding when, where and why diffusion of benefits occur the knowledge of crime prevention increases and also increases the knowledge of how to design the interventions to reach the best preventive gains.

crime in Fairfax County, Virginia. While the theory of social disorganization is traditionally employed to explain the presence of
crime and deviance, I utilize the model to better understand variations in fear of
crime among individuals. Disorganization is assessed indirectly by measuring its neighborhood-level determinants and is supplemented by four direct measures—the ability of a community to supervise teen peer groups, loitering, graffiti, and consumption of alcohol in public spaces. The study relies on data from the Center for Evidence-Based
Crime Policy’s (CEBCP) Fairfax Community Survey, the U.S. Census American Community Survey, and the Fairfax County Police Department. While some of the individual-level variables significantly predict general fear of
crime and fear of burglary and robbery, the intervening dimensions of social disorganization were most important in increasing the explanatory power of the models.

▼ Questa tesi intende completare uno studio sull'impatto che la legislazione sull'adozione ha sul processo dell'adozione internazionale, con lo scopo di determinare se le imprecisioni della legislazione offrono delle opportunità per la commissione di abusi collegati all'adozione internazionale, per individuare quali provvedimenti della legislazione possono essere sfruttati dai criminali e quali metodi e meccanismi possono essere sviluppati per rendere la legislazione sull'adozione crime proofed . L'ipotesi principale di lavoro è che una legislazione sull'adozione di bassa qualità produce delle opportunità criminali per la corruzione ed il compimento di adozioni internazionali illegali, mentre una legislazione di alta qualità riduce tali opportunità. Per verificare quest'ipotesi, due legislazioni nazionali sull'adozione sono comparate, attraverso una comparazione orizzontale di due sistemi nazionali di adozione ed il completamento di un Crime Risk Assessment delle rispettive legislazioni (in così detto crime proofing ex post ). Il primo elemento di questa comparazione orizzontale è la precedente legge sull'adozione romena (Legge No. 25/1997), mentre il secondo, determinato attraverso un'analisi selettiva, è la legislazione lettone.
This thesis aims to conduct a study on the impact that adoption legislation has on the intercountry adoption process, with the purpose of determining if inaccuracies in legislation offer opportunities for abuses related to intercountry adoption, which provisions of legislation may be exploited by the criminals and which methods or mechanisms may be developed in order to render adoption legislation crime proofed . The main working hypothesis is that low quality adoption legislation produces criminal opportunities for corruption and the concluding of illegal adoptions, while high quality adoption legislation reduces such criminal opportunities. In order to test this hypothesis, two national adoption legislations are considered and compared, by use of a horizontal comparison of the two adoption systems and the carrying out of a Crime Risk Assessment of the two legislations on adoption (the so called crime proofing ex post ). The first component of this horizontal comparison is the former Romanian adoption law (Law No. 25/1997), while the second one, determined after the completing of a selective analysis, is the Latvian adoption legislation.

▼ A common approach to understanding neighborhood crime consists of cross-sectionally identifying structural and ecological correlates of crime, which often ignores the dynamic nature of neighborhoods, including the mechanisms that may link neighborhood factors to crime, and how crime can have critical feedback effects on its antecedents. Rather than adopting this “risk-factor” approach to neighborhood crime, this study employed a dynamic approach that longitudinally modeled the interdependency between the organizational base of neighborhoods, residents’ informal social control capability, and neighborhood crime. This provided the opportunity to determine what neighborhood characteristics (directly and indirectly) influence neighborhood crime over time, how neighborhood crime influences social organization over time, and how neighborhood effects on crime vary based on the level of certain structural characteristics. This study specifically examined a large sample of neighborhoods in California from 2000 to 2010 using secondary data from California police departments, the National Center for Charitable Statistics, the California Statewide database, and the U.S. Census Bureau. Two series of models were estimated using longitudinal structural equation modeling. The first series of models—cross-lagged panel models—determine what predicts change in voluntary organizations, voting participation, and neighborhood crime, simultaneously. The second series of models examine whether the effects that voting participation and voluntary organizations, respectively, have on crime rates differ based on the level of certain structural characteristics. The results indicate that voting participation (a measure of neighborhoods’ capacity for action) directly reduces neighborhood crime over time. However, this capacity for action (in relation to crime) appears to be most efficacious in neighborhoods of socioeconomic advantage. On the other hand, there is evidence that crime decreases neighborhoods’ capacity for action, which then increases crime later. Furthermore, voluntary organizations were found to directly increase neighborhood crime over time, and this finding is mainly attributed to neighborhoods with many voluntary organizations and high population density.

to what extent serious
crime
and specifically violent and
organised
crime, poses a national security threat to South
Africa
since 1994. To achieve this, the study focuses on serious
crime in
South Africa
before 1994; serious
crime trends and characteristics
between 1994 and 2009;
crime
prevention and national security
polices developed after 1994; public perceptions of
safety and
security after 1994; and the consequences of serious
crime. In this
regard
three assumptions were formulated for assessment namely:
−
South Africa exhibits many of the national security issues of the
developing world,
as manifested in predominately internal threats
to security.
− Serious
crime is one of the main threats to South
Africa’s national security, and
continues to have an extremely
negative impact on all spheres of life, especially on
the
country’s social, economic, security and political environments.
−
There has been increasing concern over the occurrence of
crime,
particularly
serious
crime, in South Africa since 1994, despite
certain statistical decreases.
All three of the assumptions could
be verified in the study.

▼ Theoretical arguments suggest that
crime escalates in disadvantaged and disorderly areas because these areas contain cues of danger and safety that signal individuals to stay away, thus reducing effective guardianship, a powerful protective factor against
crime. Yet, there is very little knowledge on how perceptions of
crime places translate into avoidance or withdrawal behaviors. Moreover, there is limited knowledge of how individual characteristics inform and influence these perceptions. The purpose of this study is twofold. First, this study seeks to understand the accuracy with which people can identify
crime hot spots and cool spots within their community. Second, this study will examine the influence of individual predictors on respondents' abilities to identify
crime and non-
crime locations within the two study neighborhoods. Specifically, individual level predictors of individual demographics, perceptions of
crime and disorder, and neighborhood familiarity and tenure are tested. Study measures are derived using two data sources including cognitive maps administered to active community members
(N=168) through the Communities Problems and Issues Survey (CPIS) and calls for service to the Trinidad and Tobago Emergency Response System (E-999). Accuracy and the influence of individual predictors are tested using a mix of analytic techniques including descriptive diagnostics, t-tests, zero-inflated count regression analysis and ordinal logistic regression. Overall, the study supports past perception of
crime research by determining that respondents are not accurate in identifying
crime hot spots. Additionally, when testing the individual predictors that influence accuracy, two factors, gender and neighborhood familiarity, have a strong influence on whether respondents include
crime hot spots in the areas they consider unsafe or dangerous. The study concludes with a discussion of the study's implications for both practice and research.

▼ The extant literature on fear of crime has relied almost entirely upon quantitative data and was criticized as atheoretical due to its focus on the demographic characteristics associated with vulnerability. Emerging qualitative research on fear of crime has begun to overcome this limitation by drawing upon an intersectional lens, but quantitative assessments have yet to fully incorporate this theoretical development. The current study addresses this limitation by analyzing qualitative data collected through semi-structured interviews and quantitative data collected as part of a large-scale survey. The primary goal of this dissertation is to take an intersectional approach to understand the relationships between gender, race, class, as well as other social identities in relation to fear in order to develop a more meaningful explanation of fear of crime, examine who and what is feared, and where and when people are most fearful of crime in addition to the reasons why. The qualitative component of the data analysis fosters a deeper understanding of how African American residents living in a high crime southern city cope, construct and react to fear of crime and how many social structures work simultaneously to generate fear. The key findings of this portion of the dissertation indicate that the overwhelming majority of residents do not report feeling afraid. Instead, both men and women use mental maps of specific spaces and people in those spaces to identify some areas as dangers and others as safe. Additionally religion linked with intersecting individual factors, played an enormous role in residents’ fear of crime responses. The quantitative component of the analyses assesses many of the same issues as the qualitative chapter, but at a broader level. The data set analyzed in this chapter was collected as part of the annual Baton Rouge Social Survey (BRSS). The key findings of these analyses reveal that examining two and three way interactions of individual characteristics provides a better explanation of those who are actually afraid of crime and of those who are not. Together this mixed methods approach reveals that not all individuals with characteristics associated with higher fear of crime are actually afraid of crime.

▼ Tax crimes, money laundering and other financial crimes threaten the strategic, political and economic interests of developed and developing countries. The problems encountered by the researcher, is the broad and vague meaning of financial
crime compounded by the confusing and ill-considered use of the term by law- and policymakers, politicians, government agencies, agency officials and practitioners weakening effective communication about the phenomenon. The literature shows that given the complexity and multi-faceted nature of financial
crime, combating financial
crime in all its facets cannot be undertaken by investigative agencies acting in isolation. This study was undertaken with the aim to describe and systematically categorise financial
crime and evaluate the prospect of using a Whole-of-Government approach as a framework to harness the capacity of the existing government agencies to combat financial
crime more effectively. The research was underpinned by a pragmatic paradigm allowing the researcher to apply a qualitative research methodology using an exploratory and evaluation research design. A detailed review of the literature available nationally and internationally was conducted to establish a conceptual and practical understanding of the issues under investigation. An interview schedule with predetermined questions was developed, pre-tested and administered to participants who are active practitioners involved in combating financial
crime in the primary government agencies responsible for combating financial
crime based on a purposive sample. The data obtained from the literature and participants were analysed, interpreted and thematically listed according to the frequency with the aim of identifying and comparing similarities and differences between the data. The data was used to develop a system to categorise financial
crime systematically based on descriptors used to describe the meaning and application of the term financial
crime and to propose practical methods practises and models to combat financial
crime more effectively. This research indicates that financial
crime can be systematically categorised according to descriptors of the unlawful conduct and that the whole of government approach is a viable approach to combat financial
crime more effectively according to the available models for arranging Whole-of-Government work.

▼ In the early 1990s many states adopted some form of sentence enhancement law for repeat offenders. A three-strike law in many states, most notably California's, was a common form of these laws. Using a difference-in-difference methodology, this thesis demonstrates that sentence enhancement laws reduce property
crime rates by 10 percent or more. A basic cost-benefit analysis, however, leaves open the question of whether social welfare is enhanced by sentence enhancements.

▼ Fear is an emotional personal response to crime and symbols evoking crime. Criminologists have long endeavored to explain how and why crime (and fear as a response) exists in societies. Fear of terrorism is a relatively more specific degree of fear of crime, however terrorism fear is an understudied topic within criminology, and its correlates need to be explored in the light of what is currently known about fear of traditional crimes. Extant literature suggests that fear of crime may result from individual differences, neighborhood conditions (environmental context and level of crime in neighborhoods). It is also argued the mass media influence the level of fear. Besides, there is a gap in the literature on spatial aspect of fear. Do the people fearful of terrorism live in places of actual terrorist incidents? Drawing on the individual perceptions of local conditions and the prevalence of the actual crime (terrorism), the basic purpose of the dissertation is to examine fear of terrorism at various levels (individual and neighborhood) in Istanbul. The focus is on four main points: (1) the relationship between the neighborhood context and its residents` fear of terrorism, (2) a possible overlap between neighborhoods with terrorism risk in space and their residents` levels of fear (3) the impact of the media on fear of terrorism, controlling for other correlates, (4) the comparison of terrorism fear to the fear of traditional crimes. Three datasets are used for this purpose: (1) a cross-sectional survey of a random sample of 1874 residents, (2) incident summaries of terrorist acts committed between 2008 and 2012, (3) geo-referenced datasets on infrastructure. The results suggest that certain social (e.g., subcultural diversity), environmental (e.g., disorder), and individual (e.g., gender) factors remain significant predictors of crime fear while terrorism fear is associated with the extent to which participants consume terrorism related media coverage. Policy implications and future directions are discussed in the thesis.

▼ Violent cnme is among the most prominent distinguishing
characteristics of South African society, it has a severely
traumatising effect on the populations concerned. Based on
research :findings and existing literature, this study explores
traumatic
effects of violent
crime on the most intimate associate
of the victim (the partner). Accordingly, this study deals with the
much-neglected topic of secondary trauma, by focusing on the
following aspects of or conditions associated with violent
crime
and the secondary victim: cognitive, emotional and relational
effects the experience of trauma, loss, vulnerability, depression
and acute stress. It reveals that, depending on the severity of the
incident, its consequences for the partner of the victim may range
from post-traumatic stress to acute stress or secondary traumatic
stress.
From the similar results returned for primary and secondary
victims, it is apparent that in the future, both victim and supporter
should have their needs addressed with equal emphasis.

Using data on SQF practices from New York City, I find that more arrests, summonses, and non-criminal stops occur at the beginning of the month, which could be explained by police officers adopting a strategy of effort front-loading as a precautionary measure against failing to meet monthly performance expectations, thereby avoiding punishment. This is complemented by police officers reducing their labor in the later days of a month so as to avoid the exertion of a higher level of costly efforts than necessary given little incentives for “above-and-beyond” performance. Furthermore, as a month progresses, officers become more averse to difficult tasks and exert less effort in interactions that allow for an officer to use more discretion. This intra-month productivity cycle holds even when accounting for confounding factors that affect contemporaneous
crime conditions, such as the timing of welfare payments. In the second chapter, which uses data from the FBI’s UCR and NIBR, I establish the causal relationship between the adoption of Missouri’s House Bill 1150 and the subsequent increase in incidents of motor vehicle thefts across Missouri. Accounting for broader contemporaneous national trends in motor vehicle thefts and trends in other types of larceny, this paper finds that an 8% to 14% increase in vehicle thefts arose within a year of the law going into effect, and a 30% to 43% increase within five years. In the final chapter, my coauthor and I examine the consequences of the alphabetical ordering of surnames. Using the data from the WLS, we find that those with surname initials ranked further from the beginning of the alphabet on average experience substantively worse outcomes in life. These adversities materialize as early as late adolescence through poorer experience in high school, lower human capital accumulation during tertiary education, and reduce early labor market success before dissipating by mid-adulthood. These
effects are found to concentrate among those who are of ordinary intelligence and appearance and remain inconsequential for those distinctive in these regards.

▼ This dissertation consists of three essays in applied microeconomics that address topics of human and social capital accumulation. The first essay addresses the topic of women and STEM (science, technology, engineering and math.) Women are substantially less likely than men to graduate college with a STEM degree. This paper investigates whether class composition can help explain why women are disproportionately more likely to fall out of the STEM ``pipeline''. Identification comes from a standardized enrollment process at a large public university that randomly assigns freshmen to different mandatory introductory chemistry lectures. Using administrative data, I find that women who are enrolled in a class with higher ability peers are less likely to graduate with a STEM degree, while men's persistence in STEM is unaffected by class composition. I also show that the decline for women is most pronounced for those in the bottom third of the ability distribution. I rule out the possibility that this is driven solely by grades because both men and women receive higher grades in classes with higher ability peers. Overall, these results suggest that class composition as an important factor in determining STEM persistence for women and provide a novel explanation for part of the STEM gender gap in post-secondary education.The second essay, co-authored with Daniel Argyle, examines the effect of the four-day school week in rural Colorado on juvenile crimes. Four-day school weeks are becoming more common nationwide especially in rural areas. Those affected by the policy spend the same number of hours in school each week as students on a typical five-day week, however the four-day week schedule essentially reallocates unstructured time into larger blocks creating a three-day weekend every weekend, since treated students for the most part have Fridays off. Our difference-in-difference estimates for rural Colorado indicate that switching all students in a county from a five-day week to a four-day week increases juvenile arrests for property crimes, in particular larceny, by about 80%.In the third essay, co-authored with Christiana Stoddard, we study the academic achievement of American Indians. The academic achievement of American Indians has not been extensively studied. Using NAEP supplements, we find that the average achievement relative to white students resembles other disadvantaged groups. However, there are several differences. Family characteristics explain two times as much of the raw gap as for blacks. School factors also account for a larger portion of the gap than for blacks or Hispanics. The distribution is also strikingly different: low performing American Indian students have a substantially larger gap than high performing students. Finally, racial self-identification is more strongly related to achievement, especially as American Indian students age.

construction of public attitudes towards
crime in Latin America.
Crime has surfaced as the most salient issue on the public agenda
in much of Latin America in recent years, and it poses a serious
threat to democracy in the region.
Crime threatens citizen
security, undermines democratic governance, corrupts state
institutions, and discourages economic investment. However, despite
the threat
crime poses to democratic governance in Latin America, a
scholarly literature on this question is only just starting to
emerge. This dissertation adds to this literature by arguing that
citizen support for authoritarian responses to the
crime problem
cannot be explained only by looking at violent
crime rates and
personal victimization. Inspired by the political science
literature on media
effects and sociological literature on
crime
and deviance, this dissertation contends that how citizens perceive
crime drives support for authoritarian
crime control. Focusing on
the political construction of public attitudes, it tests hypotheses
that link indirect experience via the news media with support for
authoritarian
crime control measures. Using
Guatemala, El Salvador, and Argentina as cases for a focused
comparison, this dissertation relies on extensive content analysis
of newspaper coverage of
crime, an original survey experiment, and
data from the AmericasBarometer surveys to tests the relationship
between
crime news and support for authoritarian
crime control
measures. It finds that the news media plays both an agenda setting
and issue framing role. By setting the public agenda, the news
media raises citizens? awareness of
crime as a pressing public
issue.
Crime news also influences attitudes towards
crime through
its mediated relationship with citizen support for authoritarian
crime control measures via its
effects on fear of
crime and
self-reported victimization.

▼ As an employee at Ashley Youth Detention Centre (AYDC) I have been a keen follower of the Tasmanian media's portrayal of crime generally and youthful offending and AYDC specifically, for 17 years.
During that time I have literally read hundreds of Tasmanian media stories relating to youth crime or AYDC and from that had developed the anecdotal view that the Tasmanian print media's reporting of crime, youth crime and AYDC is generally biased. In order to test that hypothesis I reviewed every Tasmanian newsprint article written on youth crime and AYDC during the period July 2007 to June 2009. In all there were 267 articles from the three Tasmanian newspapers. To the best of my knowledge this is the only study of its kind conducted in Tasmania.
In examining those articles I formed the view that not only were they inflammatory but they were intentionally so. This begs the question as to why journalists who are meant to report the news without fear or favour, and who are required to work within a code of conduct (Appendix 1) would intentionally be pushing the view that crime is out of control, that it is not safe to walk down the street after dark and generally instil fear into people?
To try and make sense of why newspapers would deliberately set out to mislead and in turn frighten their readers and by osmosis the general population we need to understand a little of the history of newspapers particularly in relation to what they believe sells papers. It is also helpful to know who owns the papers and what their motives are in printing them. It is not always about just selling papers and making a profit. Understanding the theories of media influence and ways in which bias can be introduced are important to understanding how public opinion can be formed. There is no doubt the media play a part in forming our views on most things, including crime, and while the reporting is balanced and our views reflect that, all is fine, however, when our views are being skewed by biased reporting we become fearful when we need not. We devalue ourselves and our society by alienating and ostracising people based on what we read in the paper. In fact this can occur for whole sections of the community such as young people, aborigines, people with mental health issues and other marginalised groups.
The findings support the original hypothesis that Tasmanian newspapers are biased in their reporting of crime, youth crime and towards AYDC. In relation to reporting crime, youth crime and AYDC Tasmanian newspapers are not only biased by the number of negative articles they print in comparison to balanced articles but they also publish articles that highlight the bad and often omit or diminish any mitigating circumstances. Because articles are inflammatory and biased readers are left more fearful of crime than they need be and young people in particular are seen to be more violent and dangerous than is the case. crime emphasize the importance
of
crime specificity, the tendency for
crime to spatially cluster,
and the influence that certain types of places have on the
micro-level spatial distribution of
crime events. Research using
this theoretical framework overwhelmingly supports these
assertions. However, much of this research falls short due in part
to the choice of dependent variable. For instance, some research
ignores the importance of
crime specificity by using
crime indices,
which fail to account for the intricacies of criminal opportunity
among
crime types. Research focusing on individual
crime types,
such as robbery, also fail to account for within-
crime type
heterogeneity. Some newer research accounts for this by using
disaggregated
crime types, such as street, commercial, or
residential robberies. That being said, how researchers define
their dependent variable may influence their results and
conclusions about the link between
crime and place. The current
study examines how sensitive spatial patterns of robberies are to
different operationalizations of robbery. This study used
Cincinnati Police Department robbery data from 2014 through 2016 (N
= 4,066) which were then coded by Haberman et al. (forthcoming) to
account for differences in victim-offender interaction and spatial
environment. Using three different operationalizations of robbery,
the following research questions were answered: (1) How, if at all,
do different types of robbery spatially cluster? (2) Is the spatial
clustering of robbery sensitive to its operationalization? (3) Is
the relationship between potentially criminogenic places and
robbery sensitive to its operationalization? The results suggest
(1) all measures cluster spatially at small units of analysis; (2)
while located in spatially proximate areas, differences were seen
among the robbery measures and their clusters in terms of their
makeup, where they were located, and how many clusters were formed;
and (3) all measures were predicted by similar types of potentially
criminogenic places. These results have implications for both
theory and practice. Theoretically, the results conformed to
expectations based on the law of
crime concentration (Weisburd,
2015) as well as research linking facilities and
crime (e.g.
Bernasco & Block, 2011). Generally speaking, operationalization
did not influence either of these findings. However, an examination
of robbery measure-specific hot spots and spatial clusters suggest
practical implications. Differences in these measures, coupled with
the importance of
crime specificity in environmental criminology
(which is the framework of much
crime and place research as well as
prevention measures) imply that future research, when possible,
should use dependent variables that are narrowly defined to support
this framework.

O crime na sociedade é um problema complexo, que abrange um grande leque de interpretações e que passou a incorporar a agenda de pesquisa em economia principalmente após o trabalho seminal de Gary S. Becker (1968). De modo mais recente, é observado um crescente interesse nos aspectos geográficos da análise da criminalidade. Particularmente interessante é o fenômeno da criminalidade urbana, que em grandes centros apresentam padrões e dissimilaridades intra-regionais não negligenciáveis. A cidade de São Paulo é uma das grandes metrópoles mundiais, com quase 12 milhões de habitantes e com índices de criminalidade que impõem altos custos à qualidade de vida e ao bem-estar de seus habitantes. Neste trabalho, o fenômeno da criminalidade foi investigado do ponto de vista histórico e teórico, apontando os principais parâmetros para se interpretar o crime nas cidades. Posteriormente, discutiu-se a criminalidade no contexto do município de São Paulo com ênfase na década de 2000. Na abordagem empírica, as ocorrências de crimes contra pessoa e contra o patrimônio, registradas nos anos de 2003 e de 2013 nos distritos do município, foram relacionadas a varáveis socioeconômicas e de características do ambiente urbano por meio da metodologia SUR-espacial. Para comparabilidade entre Distritos Municipais e Distritos Policiais, foi formulada uma metodologia de agregação que os compatibilizassem em termos espaciais. Para detecção de não-aleatoriedade espacial nas ocorrências criminais foi calculada a estatística I de Moran. Os resultados corroboram com a hipótese de que o espaço urbano é importante para explicar a criminalidade em diversos aspectos, como por exemplo, as formas de uso do solo urbano, as condições de moradias e a proporção de empregos formais por moradores nos bairros.
The aim of this study is to infer about the crime and its spatial-temporal patterns and characteristics in the context of a big city. The crime in society is a complex issue, which covers a wide range of interpretations and began to incorporate the research agenda in economics especially after the seminal work of Gary S. ▼ Gated communities seem to be appearing all over Guangzhou. According to Western literature, gated communities are mainly caused by fear of
crime and are seen as a negative phenomenon, dangerous to the social aspects of city life. However, researchers have called for attention to the Chinese context. This research has tried to find out to what extent fear of
crime has influenced the development of gated communities in Guangzhou. The main idea is that fear of
crime leads to a wish for security and separation amongst citizens and urban planners, which, influenced by the Chinese context, leads to the development of gated communities. After interviewing Chinese urban planners and inhabitants of gated communities, it is found that fear of
crime can be seen as the main reason for the development of gated communities in Guangzhou. However, walls have been present in Chinese urban planning for centuries and are not seen as negatively in China as in the West, influencing the decision to create gated communities. Also, Chinese gated communities differ from their Western counterparts and can be seen as a collection of clusters (zutuans) within one outer wall, while the area inside the outer wall is still semi-public area and accessible to non-residents. Although fear of
crime was found to be the main reason for the development of gated communities in Guangzhou, the Chinese context should definitely be taken into account when researching gated communities in China.

▼ O crime de burla é um fenómeno jurídico-criminal cuja actualidade assenta na sua prática corrente e recorrente no seio social. Assim, apreender com maior profundidade a sua construção dogmático-doutrinária, desmistificando os elementos do tipo no seu conjunto, permite não só conhecê-lo melhor, mas também contribuir com propostas para a sua melhoria e este foi um dos objectivos seguidos nesta dissertação. Entretanto, como na praxis forense a tarefa de aferir a qualificação dos casos que configuram este tipo legal incriminatório não parece ser fácil, muito por causa da complexidade jurídica que os elementos normativos de qualificação do tipo acarretam, nesta dissertação também nos propusemos compreender melhor os elementos normativos de qualificação da burla. Por sua vez, também encetámos aqui uma tentativa de compreensão das diferentes modalidades em que este tipo se pode desdobrar e vimos que a ideia segundo a qual este tipo incriminatório se desdobra em três modalidades não é pacífica porque a concepção de que pode, eventualmente, existir uma modalidade de burla por omissão não é partilhada de forma unânime na doutrina portuguesa.
Fraud is legal-criminal phenomenon which is presently based on its current and recurrent practice in society. So the deeper awareness of its dogmatic and doctrinal construction, demystifying the elements of its kind as a whole, allows us not only to know it better, but also to contribute with proposals for its resolution and this was one this dissertation’s goals. In the mean time, since it doesn’t seem to be easy for the forensic praxis to evaluate the cases that constitute this legal type of crime, much due to legal complexity the normative elements of type qualification imply, we also attempted a better understanding of the normative elements of qualification of fraud. Furthermore we also tried to understand the different ways into which this type may be expanded and realized that the idea that this crime type is subdivided into three modalities isn’t consensual, since the conception that there may be a modality of fraud by omission isn’t shared unanimously within the Portuguese doctrine.

▼ Social Disorganization Theory (SDT) stated that in poor and unstable neighbourhoods, residents may have difficulty developing and maintaining social order, due to the weaknesses of their social networks and the infrequent exercise of informal control. As a consequence, in those areas criminal victimization tends to be high and persists over time. Latin American poor neighbourhoods are often characterised by high residential stability, dense informal networks, strong social cohesion, and yet they often have high levels of violent crime, which constitutes a challenge for SDT. Studies from new ecological approaches have asserted that even if informal networks are weak, neighbours can engage in actions to prevent crimes when the form of intervention is appropriately targeted and the activity is conducted in a partnership with agencies of public control, such as the police or local authorities. Thereby, the general distrust in police and local authorities, and the weak nexus between those institutions and local communities, which characterize most poor areas of Latin-American cities, represent relevant obstacles for the encouragement of neighbours' involvement in crime prevention initiatives. Despite the low rates of violent crimes in Chile, global figures tend to hide how complex the crime phenomenon is in the country, and particularly in Santiago city. In the capital and largest city of Chile, the distribution of High-Social-Impact crimes is highly unequal with a greater concentration of violent crimes in the most marginalized and poorest districts of the city. In this context is worth asking, to what extent do neighbourhood structural conditions, community-organizational mechanisms and new forms of public control influence the experiences of violent and property victimization in households of Santiago neighbourhoods? And, to what extent do such mechanisms mediate the relationship between structural conditions and the likelihood of being victim of a crime in Santiago neighbourhoods? To address these questions, the present study draws on an integral theoretical framework aimed at providing a holistic multilevel approach to explaining victimization risk across Santiago neighbourhoods. Data for this study are drawn from a community-survey of 5,860 persons (from 15 to 90 years old) who lived in 242 selected neighbourhoods of the Santiago city. The survey was conducted in 2010 by the Centre for Studies on Citizen Security (CESC), based at the University of Chile, in the context of their research project 'Crime and Urban Violence'. The hierarchical structure of the data (incorporating both individual and neighbourhood level measures) and the adaptation of internationally validated measurements, presents an excellent opportunity to evaluate complex hypothesis with advanced statistical tools. ▼ This dissertation is an exploration of fear of
crime and the impact of social networks on fear among residents of two local public housing complexes. Fear of
crime is operationalized as perceived risk of victimization in which interviewees assessed their likelihood of victimization. Several theories of fear will be tested including direct victimization theory, physical vulnerability theory, incivilities theory, social vulnerability theory, and a social network theory. In addition, an exploratory study of the differences among the two complexes is conducted.
The two public housing complexes studied here are similar in sociological characteristics such as demographic composition and size, but differ in management, tenure limitations, and perceptions of incivilities. Support is found for direct victimization theory and the empowerment effect of networks. No support for incivilities theory, physical vulnerability theory, or social vulnerability theory was found. Policy implications point toward increasing community cohesion.

▼ The present study investigated the effects of explicit
and implicit instruction on the acquisition of pragmatic knowledge
of the Japanese discourse markers n desu and its variant n desu ka.
The study employed a quasi-experimental design with pre-, post-,
and delayed posttests. The explicit group received instruction
including explanations about when the discourse markers are used or
not used. The implicit group received instruction that lacked this
explanation and requested participants to discover the pragmatic
rules of the discourse markers. The results of a discourse
completion posttest showed that both explicit and implicit
instruction had an immediate positive effect on learning of the
target pragmatic features. However, this positive effect did not
last until the time of a delayed posttest. The study also found no
significant differential effects between explicit and implicit
instruction. In addition, the effects of instruction varied
depending on the functions of the discourse markers.

▼ The study has focused on the causes of rape and its socio-health
effects. Moreover, it attempted
to identify the demographic profile of rapists from victims’ point of view and coping mechanisms
that victims used to adjust themselves with the problems they encountered due to rape. The target
population of the study is females who are victims of rape in ‘kirkos’ sub-city. The researcher
employed qualitative data in which in-depth interview and key informants interview were held to
collect comprehensive and detailed information.
The study has found that all causes of rape are the manifestation of unequal power relation
between men and women. Patriarchy and gender role socialization were prominent issues that
have emerged as a major cause of rape. The study has also found out that poverty is one of the
causes as well as the consequence of rape.
The study has found that the stigma and wrong perceptions associated with raped females are
identified as major challenges to seek help from legal bodies and health institutions.
Furthermore, the thesis found evidence that the difficulty in protecting women’s human rights
and bring rapists for prosecution are laid on the weakness of law enactment bodies; delayed
reaction of the court, being reluctant and undisciplined acts were identified as contributory
factors that discourage actual and potential victims to report to the legal bodies. Thus, it
increases more number of offenders and potential rapists as the
crime kept as secret. Lack of
information and supervision, strategies used by rapists to commit rape and using alcohol/drugs
were also explored as causes of rape.
The study has found that rape has a devastating effect on victims’ social, physical, psychological,
educational and economical well beings. Unwanted pregnancy, abortion and sexually
transmitted disease like HIV/AIDS are the immediate consequences of rape. All impacts left deep
and lasting consequences on the mental health of the victims, their families as well as the society
as a whole.

▼ This study tries to examine the
effects of aid inflows on the government fiscal behavior, such as, taxation, borrowing and the allocation of other expenditure in Ethiopia by using a time series data from the period 1960-2012. There are five models, these models analyzed by applying the VECM and impulse response analysis. The results of the models indicate that an increase in grant results in an increase in the total tax revenue and total expenditure. But the disaggregation of tax revenue gives a different result on tax collection effort. The flow of grant has a tendency to decline direct tax collection effort. And also grant has a decrease effect on domestic borrowing, whereas the flow of grant encourages the government to increase both capital and recurrent expenditure. However, in relation to loan the result shows that loan has no effect on the fiscal components. Moreover, a model that includes ODA instead of either one of the two external financing components is estimated. The reason of incorporating ODA is that aid disbursed outside the budgetary framework can also affect government spending decisions. The results of an increase in ODA are similar to those of an increase in grants. Direct taxes and domestic borrowing fall, whereas recurrent expenditure rises. In addition, in the long run both capital expenditure and indirect tax affected by the flow of ODA in small amount. This might show ODA is more pro-consumption than investment and also aid and domestic borrowing are close substitutes.

▼ The main objective of the study is to examine the level of awareness and responses of farmers to
the
effects of population growth on the environment, with the case of Tehulederie Woreda of
South Wollo Zone of Amhara Region. Primary data were gathered from four sample Kebeles on
the basis of 400 randomly selected households through a survey questionnaire, focus group
discussions and key informant interviews. The survey was conducted from March 29 – April 14,
2008.
Uni-variate analysis was made to assess the background characteristics of respondents. A bivariate
analysis was carried out to find the differential
effects of demographic and socioeconomic
variables on the level of farmers awareness and their responses to mitigate forest
depletion and agricultural land degradation. A multi-variate analysis (logistic regression) was
conducted to assess the net effect of each predictor factor so as to best fit the model.
Among thirteen pertinent demographic and socioeconomic factors, the predictor variables that
have influenced the level of awareness and responses of farmers in rehabilitating the environment
and averting high birth rate are: participation of farmers in the environmental conservation
activities, contacts to family planning and conservation agents, literacy status and size of
landholding.
On the basis of the study findings, the following recommendations are made. Aggressive
reproductive health programme to avert the high birth rate in Tehulederie Woreda should come
top on the list of priority in the country’s reproductive health programme intervention.
The irrigation scheme which is being utilized only for horticulture development, mainly Chat,
should be averted though awareness creation radio programmes and inculcate into the minds of
the farmers the benefits of mixed farming.
Increased “participation in environmental conservation activities” of farmers should be
encouraged to draw maximum benefit out of the practices of terracing, afforestation, irrigation
and intensification techniques.

▼ The Republic of Kenya has in its young history been the victim of major terror attacks in the
capital city of Nairobi and Mombasa. The first terrorist attack took place in 1975 and
subsequently in 1981, 1998 and 2002 the first terror attack was domestic but the issue remains
unresolved to date while the 1981and 2002 were external attacks targeting Israeli hotels and an
Israeli airliner in Nairobi and Mombasa. The most significant attack was the US embassy
bombing of 1998 in Nairobi. The most recent however is the 21st September 2013 west gate
attack where unidentified gunmen attacked the west gate shopping mall in Nairobi. Following
the 11th September 2001 bombings and subsequent UN actions and resolutions including UN
resolutions 1373/01, 1377/01 and 1624/2005 constrained the Kenyan government to adopt
counterterrorism strategies that included, legislative reforms, institutional building, trainings and
bilateral and multilateral collaboration with like-minded states including the US and UK on the
actions(s). Kenya has reported thrice pursuant to resolution 1373 of 2001 and non with regards to
resolution on the 24th July 2002, 12th March 2003 and 2nd March 2004 and has not reported
ever since. This study shall examine and analyse the proactive, reactive, systematic counterterrorism
actions, challenges, and the lack of a clear effective counter-terrorism law in relation to
human rights concerns.

▼ This Study sought to investigate the effect of dividend policy on firm value for
commercial banks in Kenya. This is because firm dividend policy for a long time has been
an unresolved issue eliciting a lot of attention in the corporate financial publications and
although there are numerous findings on the subject; it is still an unresolved issueIt. The
study was also necessitated by the research gaps in the theories of dividends and empirical
findings on dividends and firm value among commercial banks in Kenya. The research
study used an explanatory research design to find the influence of dividend policy on the
value of a firm for quoted commercial banks in Kenya. It used quantitative methods in
applying regression and correlation analysis on the secondary data of all listed commercial
banks operating in Kenya. The result found out that there is a strong positive correlation
between dividend payout and firm value among commercial banks in Kenya. Hence listed
commercial banks in Kenya can increase their value by increasing Dividend payouts
