▼ Recent changes in higher education sector have resulted in an increasingly marketised and competitive environment. Fee changes have heightened student expectations, whilst neo-liberal approaches, such as the removal of the student number cap have intensified focus on the recruitment and retention of students. Consequently performance in a variety of league tables has become a primary area of concern for universities, both as a means of student attraction and also as a response to pressure from a range of stakeholders. It is against this backdrop, that this research considers the impact of performance management within the sector. It is through such mechanisms that institutions attempt to leverage improved efficiency, raise performance standards, and evidence achievement against a variety of benchmarks. Despite the more taxonomical environment within higher education, the issue of performance management remains under researched. The aim of this research is therefore to illuminate the challenges and complexities faced by the three institutions in addressing and managing academic performance. Taking a case-study approach, the research rests on a conceptual framework that highlights the prominence of power, status, authority and ambiguity. The thesis argues that these concepts are undervalued within existing performance management debates, and contributes to the knowledge base within this area, The research makes a number of key recommendations for policy and practice. It calls for greater recognition of the role of status within performance discussions, highlighting the potential for this to obfuscate performance management discussions. It challenges assumptions around the authority of line managers, and the extent to which this leads to managerial reluctance, and argues that existing literature has not adequately addressed issues of nuanced managerial responsibility within flatter organisational structures. It also challenges the view that academics lament the notion of performance management and provides evidence that many academics want an increased focus on performance as a means of achieving a greater sense of fairness and parity within their working environment.

▼ This research is concerned with the assessment on the implementation of woreda decentralization in Gambella Peoples National Regional State with particular emphasis to Abobo and Lare woredas. It attempted to explore the objectives, legal and institutional frameworks and implementation status of the recently embarked DLDP and fiscal decentralization in the Gambella region. Secondly, the study provided a modest preliminary investigation of some performance indicators of the program in terms of power and authority, local governance processes, inter-governmental relations, financial and administrative capacities, planning and budgeting processes, community participation and basic service delivery trends with particular reference to the two woredas. Finally, the study tried to illustrate some of the major inherent and encountered problems and the possible prospects of the program. To meet the above objectives, the research employed more of qualitative case study approach. Both primary and secondary data sources were used in gathering pertinent information. The technique of collecting primary data includes in-depth interviews at regional, woreda and kebele levels, focus group discussions with the community and personal observation. Secondary sources are published and unpublished materials such as books, different reports and manuals that cover federal to the woreda. Descriptive method of analysis is used to analyze the primary and secondary data. The study found out that decentralization in general and woreda decentralization in particular had not been implemented adequately due to several reasons. It is challenged by many problems such as inadequate devolution of power, limited decisions-making authority and autonomy transferred to local governments, absence of political will and commitment to devolve power in real sense, lack of legal and institutional framework, poor inter-governmental relations and weak coordination with different stakeholders, upward accountability and absence of transparency in the operation of local governments, shortage of resources (skilled human power and material), limited administrative, institutional and technical local capacities, weak budgeting and expenditure administration, poor revenue generating capacity and heavy financial dependency on federal and regional governments, and weak public sector service deliveries. Regarding participation, there is low level of community participation in different sectors at the stage of problem identification, prioritization of needs, planning and budgeting processes and decision making activities at regional and local levels. Hence, to make decentralization meaningful and benefits of woreda decentralization to be realized, recommendations are made on power and authority, political commitments, legal and institutional frameworks, capacity issues, inter-governmental relations, accountability, transparency, financial and human resources and community participation. ▼ Kenya adopted a new Constitution in 2010, with devolution of political power, responsibilities and resources to newly created counties as its centrepiece and most transformative aspect. Devolution was intended to address the many governance, economic and development problems of the country, which arose from the long history of a highly centralised, undemocratic and inequitable system. The main problem, however, is how to give effect to the stated intent of the Kenyan people and make devolution as envisaged, a reality. This is compounded by the fact that devolution’s constitutional design has its provisions spread across and permeating the entire Constitution. Thus, the main aim of this thesis was to give a coherent and purposeful interpretation of the constitutional provisions on devolution in order to realise the objectives and intent of the Kenyan people. This study has advanced the argument that the central nature of devolution and its intended objectives can be realised through a purposive interpretation. This entails the practical realisation and application of the constitutional provisions by identifying the objects and purposes of devolution and giving effect to them. Such interpretation draws on textual, structural, contextual and historical elements. The Constitution is interpreted as a whole, taking into account both intra-textual and extra-textual context, including the social, economic, political and cultural context of the country in its historical and contemporary dimensions. Comparative law, especially the South African jurisprudence and scholarly commentaries, provided instructive lessons, given the significant textual similarities between the Kenyan and South African constitutional provisions on devolution. A coherent and purposive interpretation has demonstrated that devolution was adopted to promote and advance democracy and accountability; development and service delivery; equity and inclusiveness; and limitation of centralised power. This is reflected in the values, objects and principles of devolution, which are not only aids for the interpretation of other provisions of the Constitution but also themselves operative provisions demarcating the limits of powers of the two levels of government. The interpretation demonstrates that the Constitution creates two distinct governments that must conduct their intergovernmental relations in a cooperative manner. The county governments are relatively autonomous; are represented in selected decision-making at the national level, through the Senate; and have both exclusive and concurrent powers. Although they have limited revenue-raising powers comprising property rates and entertainment taxes, they are entitled to a share of the revenue raised nationally as equitable shares and conditional or unconditional additional grants. The national government, however, has some limited and circumscribed supervision powers. ▼ Abstract The thesis proposes a normative model for strategic planning using stakeholder theory as the primary theoretical framework. Development of the normative model is achieved by analysis of the literature and corroborative engagement with local government practitioners. Strategic planning processes in public sector agencies involve many challenges; the processes are directed by government but influenced by many stakeholders who have an interest in the outcomes. Effective management of the strategic planning process suggests it is important for organisations to identify how stakeholders use their status and position to influence the process and final decision. Organisations can then apply the appropriate processes to manage stakeholders‘ interests and expectations to improve the quality of information used to inform decision making and to improve accountability and transparency of decision making. A review of stakeholder theory identifies the fundamental requirements for effective stakeholder management. A further comprehensive review and analysis of the literature from sustainable development and strategic management allows a normative model for decision making to be developed based on those perspectives1. The model is then used to specify criteria for a targeted assessment of New Zealand government documentation and local authorities‘ statements and processes. 1 A model can be viewed as a likeness of something ((Frankfort-Nachmias & Nachmias, 1997). Frankfort-Nachmias and Nachmias go on to say that models are used to gain insight into phenomena that the scientist cannot observe directly. Hardina (2002) describes models as constructs used to understand or visualize patterns of relationships among concepts, individual, groups and organisations. In this case the final normative model is made up of literature and practitioner perspectives of reality. A Normative Model for Strategic Planning The scope and boundaries of the thesis are established through an initial analysis of four studies (international and New Zealand), an audit report, 28 local authorities‘ documents and New Zealand government legislation. The analysis highlights issues of understanding devolution, accountability, responsibility and participation in decision making. Selected local authority interviewees rate the characteristics and processes of the original normative model to provide feedback on the relative importance to local authorities‘ strategic planning processes. Furthermore, the interviewees share their views on the additional requirements to further improve the model. The final analysis distinguishes the differences between the original normative model (what may occur), how local authorities currently complete strategic planning (what does occur) and the modified normative model (what should occur). The thesis concludes with a modified normative model which if adopted by local authorities (or in fact other public sector agencies) has the potential to improve strategic planning through more effective stakeholder management. ▼ This dissertation deals with citizens’ attitudes towards the State of autonomies and regional politics, examining how these attitudes influence voting patterns in Spanish regional elections. The study is divided in two sections. The first part analyses constitutional preferences regarding the territorial organization of the State. Here we describe citizens’ preferences and their variations, and then look for the individual causes of the different choices. We draw two main conclusions. First, individual preferences depend fundamentally (but not exclusively) on political predispositions, namely, national identity and ideology. Second, the changing positions of the parties adjust very well to the changes in the relationship between individual political predispositions and preferences over time. This is the case because the regional question is a contentious issue in Spanish politics, and because the devolution process is in flux and its development depends heavily on arrangements between parties. Thus, political elites seem to play a pivotal role in the changing relationship between political predispositions and constitutional preferences in Spain. The second part focuses on citizens’ awareness and involvement in regional politics and elections. Although regional elections are used to elect parliaments and governments with significant powers, there is some doubt as to whether voters base their decisions in these elections on considerations related to the regional or the national political arena. Thus, two theoretical questions emerge. In regional elections, do voters take the performance of governments and regional leaders into account, or are their choices instead driven by national considerations? Are there any variations in how voters approach regional elections depending on their individual characteristics or the context in which they make their choices? In order to answer these questions I have analysed different aspects of regional politics: citizens’ level of interest in regional politics and their knowledge of the distribution of powers and the regional political figures; voters’ ability to maintain separate evaluations of regional and national political actors; and the factors considered by voters in regional elections. The evidence suggests that the most characteristic element of Spanish regional politics is national identity, which has profound implications for how public opinion relates to the regional institutions. Those with a stronger sense of identification with their region tend to more strongly favour political decentralization, which makes them more aware of and informed about regional politics; consequently, they give more weight to regional politics in their voting decisions. In any case, this is not an exclusive feature of regions where national alternative projects exist (mainly Catalonia and the Basque Country), but rather a characteristic element of Spanish regional politics in general. ▼ This thesis concerns the management of environmental conflicts in post-genocide Rwanda through decentralization. The study advances knowledge in the field of peace and development. The thesis contributes an exploration of whether and how decentralization promotes the management of environmental conflicts. The study’s central argument is that, on the basis of experiences in Musanze, Kayonza and Rubavu districts of Rwanda since 2000, decentralization can contribute to environmental conflicts management, though the nature and extent of that contribution will be limited if policy is not backed by sufficient resources. Theoretically, the thesis follows literature on environmental conflicts, environmental conflicts management and peacebuilding. Concepts of devolution, participation, and responsiveness are used as analytical tools. Methodologically, data were collected through semi-structured interviews, observation and documentary analysis from Musanze, Kayonza and Rubavu districts of Rwanda. The thesis findings show that the ongoing decentralization in Musanze, Kayonza and Rubavu districts has so far contributed to the management of environmental conflicts. Through creation of local institutions, local leaders and local communities have contributed in the management of conflicts over land, water and forests. However, inadequate resources, personnel, knowledge and skills at the local levels in the three districts have limited the effectiveness of decentralization’s contribution with regard to the management of environmental conflicts. As regards advancements of the research front, this study claims to have contributed to the existing academic debates in peace, conflict and development by filling the gap in the literature, particularly in the ways that environmental peacebuilding is pursued through a decentralized approach. In terms of policy implication, a better understanding of decentralization’s contribution to the management of environmental conflicts particularly at the local level is an important step to think about how to empower local authorities with more capacity, and resources in order to effectively address local environmental conflicts.

▼ The reemergence of catastrophe as a dominant theme and figure in British speculative fiction after the Second World War coincides with a devolutionary turn in British politics and culture. In a moment when the British Empire is collapsing and the imperial state is reconfiguring around social democracy and managerial state culture, British speculative fiction utilizes catastrophe in order to explore the complex and often ambivalent narrative space in which interrogations of imperial Anglo-British history and culture open onto articulations of possible post-British futures. This dissertation explores how three sets of British sf catastrophe texts model this devolutionary imagination from historically situated English, Scottish, and Black British perspectives. Methodologically, it attempts to bridge a critical gap between devolutionary British literature and criticism and speculative and science fiction literature and criticism. I argue that juxtaposing the two modes illuminates overlap between the dimensions of British speculative narrative and devolutionary culture, where the former becomes the terrain on which the latter is enacted. I advance this claim first through a series of critiques specific to English, Scottish, and Afrofuturist genre history and literary criticism. The dissertation then explores the devolutionary imagination as rendered in the novels of the English catastrophe novelist John Wyndham, whose respective catastrophes of collapse and invasion index both a challenge to, and a reaffirmation of, imperial English culture in the 1950s. I trace the development of a Scottish postcolonial personalism in the 1980s fictions of Alasdair Gray and Iain Banks, whose novels engage with and overturn the ideological assumptions of English catastrophe fiction. I conclude with an analysis of the affective catastrophism embedded in the pulp and genre sf fictions of the British black diaspora in the 1990s writing of Two Fingers and James T. ▼ The Localism Act 2011 is one of many reforms over the past few decades aimed at English local government and its service delivery areas, with the expressed aim to empower citizens and oversee democratic renewal. However, localism has been marked by two fundamental contradictions. Firstly, despite stated intentions of mainstream political parties to localise power, centralisation is widely perceived to be increasing. Secondly, and in relation to this, localism has often emerged as a centrally led agenda rather than through a bottom-up process. Therefore, this thesis problematises the political context of periodic localism. It asks: what are the political motivations and pressures that result in decentralist / localist rhetoric and reform? This thesis explores the uses of localism in relation to two political discourses of governments and political parties: on the one hand, discourse that seeks to legitimise and justify government policy, and on the other hand, discourse that seeks to popularise and delegitimatize policies and ideas. Focusing on two types of discourses – one associated with government communicative discourse, and one associated with mainly communicative discourse observed during election campaigns and most commonly amongst opposition parties, this thesis suggests that legitimacy and populism both offer useful frames for understanding how localism is used and operationalised in the political sphere. The empirical and analytical core can be found in chapters four, five and six, which offers both a historical and contemporary perspective based on qualitative research (interviews and documentary analysis). Chapter four outlines my empirical observations on the Localism Act, discussing where the Act can be situated in a history of decentralising reform, how the government and parliament interpreted localism during the Bill stages, and the strategies central government used to implement it. Chapter five widens the perspective, exploring the link between centralisation (in the form of top-down interventions) and localist rhetoric and policy, from the 1960s onwards, by distinguishing between ‘strategic’ (means) and ‘normative’ (ends) localism as expressed in both rhetoric and reform. Chapter six explores the extent to which localism forms part of populist messaging as well as a party-political campaign strategy, outlining the dynamic between opposition party versus government rhetoric on localism. My main conclusion is that localism is first and foremost a government and / or party-political strategy, which explains why localism often remains a poorly implemented policy idea.

▼ The Localism Act 2011 is one of many reforms over the past few decades aimed at English local government and its service delivery areas, with the expressed aim to empower citizens and oversee democratic renewal. However, localism has been marked by two fundamental contradictions. Firstly, despite stated intentions of mainstream political parties to localise power, centralisation is widely perceived to be increasing. Secondly, and in relation to this, localism has often emerged as a centrally led agenda rather than through a bottom-up process. Therefore, this thesis problematises the political context of periodic localism. It asks: what are the political motivations and pressures that result in decentralist/localist rhetoric and reform? This thesis explores the uses of localism in relation to two political discourses of governments and political parties: on the one hand, discourse that seeks to legitimise and justify government policy, and on the other hand, discourse that seeks to popularise and delegitimatize policies and ideas. Focusing on two types of discourses – one associated with government communicative discourse, and one associated with mainly communicative discourse observed during election campaigns and most commonly amongst opposition parties, this thesis suggests that legitimacy and populism both offer useful frames for understanding how localism is used and operationalised in the political sphere. The empirical and analytical core can be found in chapters four, five and six, which offers both a historical and contemporary perspective based on qualitative research (interviews and documentary analysis). Chapter four outlines my empirical observations on the Localism Act, discussing where the Act can be situated in a history of decentralising reform, how the government and parliament interpreted localism during the Bill stages, and the strategies central government used to implement it. Chapter five widens the perspective, exploring the link between centralisation (in the form of top-down interventions) and localist rhetoric and policy, from the 1960s onwards, by distinguishing between ‘strategic’ (means) and ‘normative’ (ends) localism as expressed in both rhetoric and reform. Chapter six explores the extent to which localism forms part of populist messaging as well as a party-political campaign strategy, outlining the dynamic between opposition party versus government rhetoric on localism. My main conclusion is that localism is first and foremost a government and/or party-political strategy, which explains why localism often remains a poorly implemented policy idea.

▼ Since 1994 a number of health reforms took place in furthering democracy. These changes included the decentralisation of Primary Health Care Services. This study is a phenomenological research that chronicles the Primary Health Care decentralisation experiences in the Bophirima District of the North-West Province. Using a descriptive phenomenological orientation, the purpose of this study was to describe the experiences of participants associated with decentralisation in the Bophirima District. Also, to illustrate how the participants perceive these experiences in relation to Primary Health Care services. Furthermore, to provide scientific evidence regarding factors related to the decentralisation of PHC services in the Bophirima District. These and other issues remain of paramount importance given the current state of health care in the South Africa. This study took place in the outskirts of the semi-rural area of Bophirima and Central District in the North-West Province. The investigation followed qualitative research design that was descriptive, exploratory, contextual and phenomenological in nature. The sampling procedure involved non-probability purposive, sampling technique with a sample size of five participants. Data was collected by using an unstructured interview technique. The modified Giorgi method of analysis was used for qualitative data analysis. These are contained in Burns and Grove (2001:596) and Polit and Beck (2004:394) are fully explicated in Chapter Four. Guba model (in Babbie & Mouton, 2001:180) was utilised to ensure the trustworthiness of the study. Ethical requirements were considered throughout and these are reflected in chapter four of the thesis.Three forms of decentralisation: deconcentration, delegation and devolution were identified in the findings. The investigation further indicated that the integration of primary health care services was also underway at the time of decentralisation. This integration triggered different psychological and emotional states amongst research participants. Most importantly, the research revealed that the interest of leadership across three spheres of government played a key role in the decentralisation of PHCs and integration of PHCs, while highlighting the importance of community participation in health service delivery (CP). In conclusion, the decentralisation process was generally perceived as empowering although, nationally, leadership needs to be strengthened to support provinces and districts regarding major policy issues such decentralisation. Le long processus de revendication de l’autonomie en Écosse était couronné de succès en 1997 avec le rétablissement d’un Parlement local. Aujourd’hui, à quelques années seulement de cet événement majeur, l'actualité s’intéresse déjà à l'organisation d’un référendum sur l’indépendance complète du pays qui se tiendrait prochainement. En politique, une semaine est décidément une longue période, comme l'affirmait l’ancien Premier ministre Harold Wilson. Mais est-ce une raison valable pour oublier le passé ? Qui s'intéresse, par exemple, aujourd’hui à un autre référendum écossais, celui de 1979 ? Celui-ci, en dépit de son échec "programmé" ne mérite pas le mépris des historiens car c’est à partir de ce "désastre" politique que le processus conduisant à 1997 tire sa force. Cette thèse est une analyse minutieuse de l'état d’esprit en Écosse et les facteurs divers et contradictoires incitant l'électorat écossais à l'enthousiasme, au désintérêt et à l'absentéisme lors du référendum de 1979. Elle cherche à comprendre comment une nation dont le sentiment identitaire est si fort n’a pas trouvé de point de ralliement dans un projet politique visant à lui donner plus d'autonomie. Elle analyse comment un gouvernement de gauche a cru nécessaire de proposer un projet de dévolution en opposition avec sa propre philosophie politique et qui l'a conduit à sa perte. Enfin, elle explore comment la "victoire" des opposants à ce projet de dévolution, et tout particulièrement le Parti conservateur britannique, pouvait si mal interpréter le vrai message de l'électorat écossais lors de ce grand rendez-vous manqué. Cette thèse invite les historiens à une meilleure appréciation de la notion de "défaite" en politique et rappelle l'importance parfois très complexe du rôle joué par le passé dans les choix identitaires présents et à venir du peuple écossais.

Scotland’s long road to self-government was crowned with success in 1997 when the parliament was re-established in Edinburgh. Today, within only a few years of this momentous event, political analysts have already turned their attention to a forthcoming referendum on complete independence. As a former Prime minister was once keen to point out “a week is a long time in politics”, but is it a valid reason for ignoring the past? Who today, for instance, is interested in another referendum, that of 1979? Despite its image of "programmed” failure, this historical event does not deserve the contempt it has received from historians for it is precisely from this “disaster” that the processes leading to 1997 can be traced. This thesis is a detailed analysis of the state of mind of the Scottish people and the various and contradictory factors which pushed them towards enthusiasm, disinterest and absenteeism during the referendum of 1979. It seeks to understand how a nation so imbued with the sense of its own identity was unable to support a political project aimed at giving it more control over its own affairs. L'année 2009 marque le trentième anniversaire de l'accession au pouvoir de la première femme Premier ministre du Royaume-Uni, Margaret Thatcher, et ainsi le début d'une période dont la politique est marquée par son idéologie, celle du parti conservateur sous sa direction. Certains avancent même que la politique entreprise par le parti travailliste par la suite, et ce depuis son élection en 1997, est une poursuite du travail entrepris par les conservateurs sous la direction de Margaret Thatcher. Or, la période des trente années précédentes a aussi vu une évolution spectaculaire des statuts des composantes de l'Union britannique. En effet, 1979 est l'année du premier référendum sur la question constitutionnelle. Si ce référendum, par sa nature même, était voué à l'échec, il ne mit pas pour autant fin à un travail acharné des partisans de l'autonomie écossaise. Sous l'influence de courants nationalistes, les nations de l'Union britannique acquirent davantage d'indépendance dans le processus nommé dévolution. La fin des années soixante-dix est aussi une période de mobilisation quant à la question de la représentation des femmes dans la société écossaise, et plus particulièrement dans la sphère politique. Ainsi, ces deux problématiques (d'une part la question constitutionnelle et d'autre part la place des femmes en politique) semblent intimement liées dans la période 1979-2009, puisque la population écossaise ainsi que des groupes de réflexion constitués de femmes ont travaillé ardemment afin d'obtenir une meilleure représentation dans le monde politique, et de manière générale, dans la société. Ce travail de recherche s’interroge quant à l’incidence qu’a pu avoir cette période de changements sur le statut des femmes en Écosse – y a-t-il eu une amélioration de leur représentation ? Et si c'était le cas, ce changement serait-il imputable au nouveau système politique mis en place ? Les dix premières années de travail du nouveau Parlement écossais (1999-2009) sont analysées à travers du prisme de la question de la représentation des femmes et du particularisme (ou non) de la politique menée par une instance plus féminisée.

In 1979, Margaret Thatcher became the United Kingdom’s first female Prime Minister and 2009 was thus the 30th anniversary of that historical landmark. Those three decades are sometimes considered as having been largely influenced by her policy, even during the Labour rule (1997-2010) which followed her Premiership (1979-1990, followed by John Major’s). The same period became the scene of much debate on the constitutional question, as 1979 was the year of the failed referendum on devolution. ▼ Devolution of HR responsibilities from HR to line managers is a key theme in the contemporary HR literature and research review suggests that increasingly organizations are devolving their HR functions to line managers. However, after more than two decades, literature is still divided regarding the relevance and appropriateness of the strategy. While some scholars optimistically promote devolution, others do not. Yet, few studies have focused on questioning and exploring the fundamental issues of the strategy that would help to decide the viability and applicability of HR devolution. This study aims to fill that gap and presents an analysis of why organizations decide to devolve the HR function, what are the challenges organizations face while devolving, how they cope with those challenges, and what are some of the potential gains from the strategy. According to the participants of this study, the key rationales behind their organizations’ adoption of devolution strategy were to empower the line managers, to make them more responsible, to achieve a strategic approach to HR, and to leverage line managers’ close proximity to the employees. Overall, HR implemented devolution as a proactive strategy to improve the people management processes of the organization; a strategy that was quite well received as it did not elicit much resistance from any stakeholder group. In general, respondents were satisfied with the overall outcomes of devolution, although only moderately. There was a close alignment between pre-devolution expectations and the outcomes of devolution. And some of the goals and outcomes were significantly and positively correlated, perhaps explaining why organizations were satisfied with the strategy. However, while devolution results in improvements in various areas, it also brings with it new challenges and issues that can potentially undermine the positive outcomes of the strategy. This study found evidence of all the major challenges reported in the literature, including, lack of line managers’ HR skills, their apathy towards HR, complaints about increasing workload, HR inconsistency, and line manager short-termism. However, despite these issues being prevalent, many respondents acknowledged that their organizations failed to manage the challenges and issues properly. And a clear mismatch was evident between the challenges faced and measures undertaken in response for those challenges. It was found that 44.1% of the organizations were devolved at the time of this study, while only 10.3% were planning to devolve and 44.1% had no such plan. This indicates HR devolution in New Zealand is perhaps reaching a plateau. The overall implication from the study is that the challenges of devolution reported in the literature are found in New Zealand firms and at the same time, there are less-than-stellar gains and positive outcomes of devolution. ▼ The notion of accountability assumes different meanings and emphasis in different contexts depending on the purpose for which it is used. In essence, accountability has to do with the demand for improved services, operations and products. In the public sector in particular, the spread of democratization has led to growing public demand for improved and better services and standards. This demand led many governments to introduce administrative reforms to bring about the desired changes in the delivery of services to the general public. Education, as a public service, and against the backdrop ofpoor learning outcomes, has over the years been subjected to intensive public scrutiny leading to increased demand for education accountability. The huge expectations imposed on educational establishments have led to a significant change in the nature and scale of education accountability. Equally, the lack of confidence in public schools to meet the educational needs of society is a further justification for the demand for accountability in education. Education accountability, in the final analysis, has as its primary goal, the need to improve learning outcomes. This study is about the development of a conceptual framework to enhance accountability in public schooling. Existing accountability processes and practises fall far too short of making public education accountable. Partly because approaches to accountability are not grounded on fundamental values and principles. Accountability in general and education accountability in particular, must be underpinned by sound values and principles to be effective and developmental. This study takes as its point of departure, the view that education accountability is both necessary and desirable if the growing educational needs of communities, particularly the poor, are to be met. To that effect, the conceptual framework has to afford every learning institution, regardless of its unique characteristics and circumstances, the opportunity to meet its accountability obligations. In this study, the quantitative and qualitative designs were employed to gather information relating to accountability processes and practises in the N orth-West education system and schools in particular. A survey questionnaire (quantitative) was used to compile data regarding the views and perspectives of principals on education accountability. Focus group interviews (qualitative) were conducted with both district officials and teacher unions to solicit their views and perspectives on the processes and practises of accountability in the North-West education department. The sample involved 222 principals from both primary and secondary schools in the province. Nine (9) union representatives drawn from the three major unions in the province participated in the focused group interviews. ▼ The aim of this research was to undertake cross-county comparisons within the UK in relation to cross-border HE study mobility in order to inform understanding of, and raise issues in relation to, social inequalities between students, and the role and effect in this of policy and sectoral conditions associated with where they live. The research examined whether cross-border mobility for study within the UK reinforces inequalities in higher education (HE) participation, in relation to students’ social origin, educational background and ethnicity. It contributes new knowledge on this form of HE participation, to wider research on social inequalities in HE, and on issues of social citizenship in post-devolution UK. Sectoral and policy differences within the UK provided context for the study, which also drew on research evidence on student choice and participation, and theoretically on the concept of situated rationality in both rational action theory, specifically relative risk aversion, and cultural reproduction theory as applied to HE participation. Student and country/region differences in mobility to geographical and institution destinations were analysed using Higher Education Statistics Agency (HESA) data, principally of young full-time undergraduate entrants in 2012 (N=290510; N movers=22155). Key variables were social characteristics, attainment, field of study and tariff level of the institution entered; and additionally field of study supply, average earnings and professional employment rates. Descriptive, logistic regression, marginal effects and average marginal effects analyses provided findings on student differences and inequalities in outward mobility. The findings suggest that cross-border mobility serves different purposes by country of domicile. Established paths in relation to social and geographical origin appeared important in the high outward mobility from Northern Ireland and Wales, as did HE supply within Northern Ireland, and to a lesser extent within Wales. From Scotland, there was less concentration of destinations in relation to place, with patterns of mobility explained better by institution type entered; and from England mobility was defined more strongly by place of domicile for movement to Wales and by institution type entered for movement to Scotland. Mobility was associated with entering an institution with a higher average entry tariff compared to staying in the home country. An overall relationship was found between socio-economic advantage and mobility, but there were important findings that could not be interpreted as simply reproducing wider inequalities in HE participation which sectoral and policy contextual factors helped to explain. Although social class effect on mobility from England was limited, and being ‘first generation’ was positively associated with mobility from Northern Ireland.
