▼ ABSTRACT
The aim of this research project is an inquiry into the intersection between institutional design of policies and organizational behavior on policy outcomes. Specifically, it is a comparative case study that seeks to examine the different implementation styles adopted by some Nigerian states in the reforms on land property rights. The reforms as gauged by the World Bank’s Ease of Doing Business index shows that the outcomes were mixed; while they were considered a success in some states, in others they were seen as failed reforms. Thus, the research question the project seeks to answer is: How do some states succeed in implementing and sustaining a policy change, while others are less able to do so?
The study focuses on the different institutional designs as well as implementation styles adopted by some selected Nigerian states which resulted in varying degrees of success. This differential outcomes according to theories on
delegation, implementation and policy regimes arises from the interplay of the contents of different sets of procedural prescriptions: on the one side, the mandate to decide, which establishes boundaries, conditions and aims of an agency’s legitimate discretion in policy implementation; and on the other, the obligations to account, which enforce, relax or restrict such latitude. Therefore, the project seeks to further the applicability of these frameworks to weak institutional contexts by exploring variations in the institutional designs of policy
delegation and implementation across some selected states in Nigeria.
A triangulation strategy was employed to collect data in three (3) states of Nigeria, using both primary sources (structured interviews) as well secondary sources (policy documents, administrative manuals and procedures, legislation, reports, minutes of meetings, public hearings, executive directives, and organizational organograms). The collected data was qualitatively coded and analyzed.

Krav ställs på dessa mellanchefer att arbeta effektivt med hög produktivitet där många beslut behöver fattas. Detta kan medföra att mellanchefer uppfattar en hög press i form av att arbeta hårt med brist på resursen tid och mellanchefer behöver arbeta effektivt för att klara av det dagliga arbetet vilket de kan göra genom deras höga arbetsbeslutsgrad. Denna höga press på effektivitet, produktivitet samt hög arbetstid kan medföra en minskning av mellanchefens arbetstillfredsställelse. För att hantera denna press med begränsade tidsresurs finns ledarskapsverktyget arbetsdelegering. Arbetsdelegering till underordnade gör att mellanchefer kan ge ifrån sig auktoritet och kontroll att utföra uppgifter, vilket har en effekt på att mellanchefens arbetstid frigörs. Med detta sagt finner vi tre begrepp, arbetstillfredsställelse, arbetsbeslutsgrad samt arbetsdelegering som är relaterade med varandra men vi vet inte hur de påverkar varandra. Hur dessa begrepp påverkar varandra kan bana väg för hur mellanchefer kan använda sig av dessa begrepp för att nå en hög arbetstillfredsställelse, inneha en välbalanserad arbetsbeslutsgrad samt arbeta effektivt med delegering. För att förstå detta ställer vi oss frågan; Hur påverkas arbetsbeslutsgraden när delegering av arbetsuppgifter till underordnade sker, påverkar även denna delegering mellanchefens arbetstillfredsställelse samt om fallet är så att delegering påverkar arbetsbeslutsgraden, kan arbetstillfredsställelsen påverkas också? Detta mynnar ut i ett syfte där denna studie vill skapa en fördjupad förståelse hur dessa begrepp påverkar varandra; ArbetstillfredsställelseArbetsbeslutsgradArbetsdelegering till underordnade Metod: För att göra denna studie möjlig har vi utfört 11 kvalitativa semistrukturerade intervjuer. ▼ The period from 1960 to 2000 saw a major evolution in monetary
policy and institutions. This
dissertation makes the claim that there is a better explanation
of these events than the typical
narrative, or dominant discourse.
The typical narrative is that a relationship between inflation
and unemployment (the Phillips
Curve) was proposed around 1960. One interpretation of the
relationship was that increasing
aggregate demand would reduce unemployment with some acceptable
inflation. Milton
Friedman then stated in 1968 that, in the long run, this practice
would entrench inflationary
expectations and there would be no useful employment benefits.
This was accepted by the
economics profession, especially by the mid-1970s, around the
time of the first oil shock. This
period also saw the rise of stagflation and the countries that
managed the inflationary outbreak
best were those where independent central banks were able to
withstand politicians’ short
term instincts. Economists attributed this to a commitment
concept; if governments could
override their central bank only at the cost of legislation or
constitutional change, then
monetary policy would focus more on long term expectations,
rather than the political short
term. Empirical work in the 1990s established this relationship
and many countries made their
central banks more independent during this decade.
A better view acknowledges some features of this narrative. For
example, Milton Friedman’s
theory of expectations was very influential. (Chapter 2). But
there is reduced evidence for the
rest of this narrative. For example, the Federal Reserve did
tighten monetary policy after 1982
compared with the period before 1979, but this appears to have
been through placing less
emphasis on output instead of being more inflation averse.
Further, policymakers in the late
1960s and 1970s underestimated the level of unemployment at which
inflation started
increasing. (Chapter 3). Politicians were generally involved in
disinflations, but their role and
visibility decreased as legal inflation and central bank
independence (CBI) increased. This
suggests that, in practice, legal independence bestows the
disinflation role on the central bank
(Chapter 4). The role of politicians, however, is not fully clear
because the proportion of
elections where a voter backlash against inflation occurred was
small. Therefore, the political
dynamic against inflation may have occurred through elites,
rather than popular opinion
(Chapter 5). Finally, there was not a strong correlation between
CBI in developed countries
because the literature made errors of omitted variable bias and
not examining whether CBI was
endogenous. Inflation in the 1970s and 1980s was more clearly
related to economic factors…

▼ Research suggests organizational citizenship behaviors are related to trust in the principal (Dirks & Ferrin, 2002; Forsyth & Adams, 2010; Forsyth, Adams, & Hoy, 2011) and to trust in colleagues (Dipaola & Hoy 2005). This study identified a specific leader behavior, delegated
decision making, and proposed a relationship between delegated
decision making and OCB. This study argued delegated
decision making, faculty trust in the principal, and faculty trust in colleagues would predict organizational citizenship The independent variables in the study are delegated
decision making, faculty trust in the principal and faculty trust in colleagues. Delegated
decision making is the entrusting of authority to others; the administrator assigns specific decisions to other members of the organizations (Hoy & Sousa, 1984). Propensity to delegate was operationalized using the 10
decision questions revised by Hoy and Sousa as adopted from the Aston approach developed by Pugh and Hickson (1976), and listed in their
delegation study (Hoy & Sousa, 1984). Faculty trust in the principal means the faculty has confidence the principal will keep his or her word and act in the best interests of the teachers (Forsyth et al., 2011). Operationally, faculty trust in the principal was defined using the Omnibus Trust Scale. Faculty trust in colleagues is defined when the faculty believes teachers can depend on each other in difficult situations and rely on the integrity of their colleagues (Forsyth et al., 2011). Operationally, faculty trust in colleagues was defined using the Omnibus Trust Scale. The dependent variable in the study was organizational citizenship behavior. Organizational citizenship behaviors (OCBs) are behaviors that are directed toward helping others or toward achieving organizational goals (DiPaola & Tchannen-Moran, 2001). Organizational citizenship behavior was operationalized using the OCB Scale (DiPaola & Hoy, 2004). The data, a convenience sample, were gathered during regularly scheduled faculty meetings at 60 elementary schools in Northwest Alabama. The control variable was socioeconomic status (SES). Free and reduced lunch percentages was the proxy for SES, using the formula FRL-1 = SES. The unit of analysis was the school. This study tested the relationship of organizational citizenship behaviors (OCBs) to faculty trust in the principal and colleagues, and delegated
decision making. Two research questions guided the study: 1. What is the relationship between OCB, trust in the principal, trust in colleagues, and delegated
decision making? 2. Do delegated
decision making, trust in the principal, and trust in colleagues individually and collectively explain OCB? The current study confirms prior research proposing a relationship between trust in the principal and colleagues, as well as a relationship between those two elements of trust and OCB. Continuous changes and renewal take place in the field of technology as well as in the field of education. Consequently increasing demands are made on the educational leader as manager and his managerial task becomes very comprehensive. No educational leader, however, can cope with all these demands unless he delegates authority and responsibility effectively. This study focuses on delegation of authority and responsibility as part of the managerial task of the educational leader and as a subordinate task of organising without which the efficient functioning of the school as an organisation cannot be realized. For the realization of effective delegation, it is absolutely essential that the educational leader possess knowledge of the factors which may influence the task of delegation. These factors relate to the delegator as well as to the delegate and may lead to non-effective delegation practices. Several guidelines, for example educational leader as well as for proper training for the subordinate to the whom authority and responsibility is delegated, effective communication and motivation, making use of correct feedback and time-management techniques and the utilization of the right person for the right task, can be followed in order to realize effective delegation.

▼ The continuing momentum in establishing Preferential Trade Agreements (PTAs) has triggered my interest in investigating some important theoretical aspects of both multilateralism and regionalism. In particular, this Ph.D. thesis approaches these aspects by using models which include imperfect competition in commodity markets, product differentiation and strategic behavior on the part of the economic decision makers (taken here to be governments and firms). Features, that is, which are widespread in the world we live in.The First Chapter of this thesis, “Product Differentiation and the ‘Most Favored Nation’ Clause” aims at offering a richer insight on the reasons that lie behind the adoption of the MFN tariffs by trading countries in a world where the bulk of trade is in differentiated products. Furthermore, this chapter attempts to shed light on the discussion regarding the interpretation of the term “like products”, which appears in numerous places in GATT legislation, beginning from Article I, and has yet to be interpreted by WTO panels and the Appellate Body. The remaining three chapters of the thesis are guided by the idea that a principal may benefit from passing authority or power to an agent who is different than herself. Various examples of the delegation decision process one might find specifically in managerial, labor and public economics. The mainstream of the notion of delegation in international trade literature has been addressed in preferential agreements such as customs union. One of the distinguishing characteristics of customs unions is that member-states commit themselves in setting a common external tariff (CET) or a subsidy in their trade with non-member countries. However, by explicitly recognizing the strategic aspects of trade policies, a member-state may find to its advantage to delegate authority to set the external policy to its partner. The determination of the optimal policy maker in the union that sets this common trade policy is investigated in the remaining three chapters of my thesis.The Second Chapter of the thesis, “Harmony and Disagreement in Customs Union: the Role of Demand”, examines how the level of demand can influence the choice of the policy maker as well as the cohesion of a customs union.An interesting, probably, insight of this chapter that could partially be a policy recommendation is that in periods of recession that lead to a fall in demand the strains between the union members and, particularly, between the more and the less cost efficient ones increase. In such cases, intra-union transfers from the “rich” to the “poor” might be needed in order to secure the stability and the cohesion of the union, to the benefit of all. In the Third Chapter, “Delegation in a Tripartite Customs Union”, the analysis of the previous chapter is extended to investigate how the delegation decision is affected in a customs union composed of three, rather than two, countries that differ in terms of cost efficiency. ▼ À partir d'un modèle d’analyse alliant les apports théoriques des sociologies de l'aide familiale et des émotions, nous analysons l'expérience de la prise en charge familiale de la maladie d’Alzheimer à travers trois dilemmes : l’exercice de la toilette du malade, le recours aux structures d'accueil et d’hébergement et l’intervention dans sa vie privée. Ces dilemmes sont appréhendés au prisme de trois registres d'interprétation, d'action et de justification : un registre principiel, un registre relationnel et un registre émotionnel. Nos analyses éclairent ainsi la singularité plurielle des expériences et des implications des proches familiaux des malades.
From an analytical model, combining the theoretical contributions of the sociology of family support and the sociology of emotions, we analyze the experience of family care of Alzheimer’s disease through three dilemmas: the exercise of the patient’s toilet, the use of reception and housing structures by families and intervention in the patient’s private life. Theses dilemmas are understood through the prism of three registers of interpretation, action and justification: a register of principles, a relational register and an emotional register. Our analysis light up the plural singularity of experiences and implications of relatives of Alzheimer’s patients.
A partir de un modelo analítico que combina las contribuciones teóricas de las sociologías del apoyo familiar y de las emociones, se analiza la experiencia de la atención familiar de la enfermedad de Alzheimer a través de tres dilemas: el ejercicio del baño del enfermo, el uso de centros de día y residencias, y la intervención en su vida privada. Estos dilemas se entienden bajo el prisma de tres registros de interpretación, acción y justificación: un registro de principios, un registro relacional y un registro emocional. Nuestros análisis aclaran la singularidad plural de las experiencias e implicaciones de los familiares de los enfermos.

▼ I maj 2011 infördes nya plan- och bygglagen som gör reglering av fastighetsindelningen möjlig i detaljplaner genom så kallade fastighetsindelningsbestämmelser. Enligt äldre lagstiftning bildades tomtindelningar och fastighetsplaner som i dag räknas som fastighetsindelningsbestämmelser. Eftersom majoriteten av dessa antingen är genomförda eller inaktuella i dag skapar det problem vid fastighetsbildning och måste därför upphävas.
Syftet med rapporten är att beskriva och analysera hur äldre tomtindelningar och fastighetsplaner hanteras i samband med fastighetsbildningsärenden. Rapporten ska undersöka vilka olika handläggnings- och beslutsordningar som används för upphävande av äldre tomtindelningar och fastighetsplaner. Ett bisyfte är att ge förslag på hur handläggnings- och beslutsordningen kan förbättras med fokus på nya plan- och bygglagen.
Metoderna som använts har varit litteraturstudie, fallstudier och enkätundersökning. Litteraturen som studerats har varit vetenskapliga artiklar, lagtext, lagkommentarer, propositioner och annan juridisk facklitteratur. Fallstudierna har genomförts för att beskriva och analysera upphävandeärenden från Leksand, Falun, Sandviken och Gävle. Enkätundersökningen skickades till verksamma förrättningslantmätare inom Dalarnas och Gävleborgs län för att få fördjupad kunskap och deras åsikter om tomtindelningar och fastighetsplaner.
Litteraturstudien visar att behovet av att reglera markanvändningen har funnits länge och finns än i dag. Genom att bestämma hur marken delas in i fastigheter förhindras en okontrollerad utbyggnad av staden. Lagstiftningen har under åren förändrats och flera nyheter har tillkommit efter införande av PBL, bland annat planbesked. Av fallstudierna och enkätundersökningen framgår det att lantmäterimyndigheterna hanterar handläggnings- och beslutordningen olika i samband med upphävande av tomtindelningar och fastighetsplaner. Det finns skillnader mellan statliga och kommunala lantmäterimyndigheter avseende kommunikation och upprättande av handlingar. Det statliga Lantmäteriet har till skillnad mot de kommunala lantmäterimyndigheterna i Gävle och Sandviken inte delegationsbeslut om upphävande av tomtindelningar och fastighetsplaner. Skillnader finns även i hur myndigheterna upprättar handlingar, där statliga Lantmäteriet saknar en enhetlig utformning medan kommunala lantmäterimyndigheten i Gävle kommun har upprättat mallar.
Slutsatsen är att handläggnings- och beslutsordningen kan förenklas genom att upprätta enhetliga ärendehandlingar. Det statliga Lantmäteriet bör även i fortsättningen få upprätta planförslag till upphävande av fastighetsplaner. En lagändring kan göras för att ge SLM tillfällig rätt att besluta om upphävande av fastighetsplaner. Vidare föreslås planbeskedet bör undantas från upphävandeprocessen, eftersom det riskerar förlänga processen upp till fyra månader.

▼ This dissertation investigates the psychological
processes relevant to consumers’ relinquishment of decision control
to surrogates (e.g., physician, financial advisor). While the first
essay investigates the antecedents of relinquishing decision
control to surrogates, the second essay focuses on the consequences
of such relinquishment of control. The first essay proposes that a
key reason for consumers’ reluctance to relinquish the control of
their decisions to expert surrogates is that such relinquishment
contradicts their inherent motivation to experience an internal
perceived locus of causality (PLOC) for their decisions. Based on
this, I hypothesize that consumers become more likely to relinquish
decision control either (1) when their motivation to maintain an
internal PLOC is weakened or (2) when contextual factors specific
to the decision itself are present that shift the anticipated PLOC
for it from internal to external. Evidence from three studies
provides strong support for this theoretical framework. I show that
consumers’ willingness to relinquish decision control increases
when an external PLOC is induced directly (Study 1), when an
external event restricts the set of available alternatives (Study
2), and when an incentive to choose a particular alternative is
present (Study 3). Based on the self-regulatory strength model and
prior research on self-esteem threats, the second essay predicts
and shows that delegating decisions to surrogates depletes
consumers’ limited self-regulatory resources more than making the
same decisions independently, thus impairing their subsequent
ability to exercise self-control. This is the case even though
decision delegation actually requires less decision making effort
than independent decision making (Study 1). However, the resource
depleting effect of decision delegation vanishes when consumers
have an opportunity to affirm their belief in free will (Study 2).
Moreover, remembering a past decision that one delegated impairs
self control more than remembering a decision that one made
independently (Studies 3 and 4). The theoretical and practical
implications of these findings are discussed.

▼ As courts in separation-of-powers systems are said to have the power of neither the purse nor the sword, their institutional legitimacy is essential for ensuring compliance with their decisions. While institutional legitimacy has been examined in-depth for national high courts, the legitimacy of sub-national courts has been overlooked. In this dissertation I develop a new measure of court-level institutional legitimacy for state high courts. I use multilevel regression and poststratification to create state-level measures from individual-level survey results. In this dissertation, I develop a theory of review and
delegation by state high courts. I argue that these courts work toward two main goals: implementing their policy preferences and maintaining the legitimacy of their institution. I argue for a two-stage process that considers whether or not the court will decide on the constitutionality of a statute in the first stage and whether they will overturn the statute and delegate policy control back to the other branches of government in the second. Relying on the literatures on both institutional legitimacy and political
delegation, I suggest that courts may delegate policy control back to the other branches of government by specifically stating this in their opinion. Finally, I examine the conditions under which a state high court will delegate to either the state legislature or the executive branch. Overall, I find that legitimacy is important when considering state high court
decision-making; and it must be considered along with political context and institutional rules as one of the central motivations for state high courts in separation of powers theories.
