▼ The Internet as a global phenomenon has transformed the way people conduct business, interact, and learn on an international scale. Though more than half of the world’s inhabitants have access to ICT, the distribution of resources has not been uniform throughout the world. Digital divide is the gap between individuals, households, businesses and geographic areas at different socio-economic levels with regard both to their opportunities to access information and communication technologies and to their use of the Internet for a wide variety of activities. Internet access is a requisite for overcoming inequality in a society [where] dominant functions and social groups are increasingly organized around the Internet. Improved ICT access and use in Kenya rural areas can help to: Promote education through enhanced educational and teaching methods using e-learning approach; improve governance through involvement in policy-making; promote sanitation standards and increase health care provisions; promote E-farming where farmers access support and training on current and diverse farming trends using ICT and mobile platforms; help establish a global community where people can share ideas and opinions; promote local talents and job creation; help in attracting a wider range of investors and tourists and most important to the community, bring government services to the people. This study attempts to bridge digital divide by developing a framework for adoption to promote digital inclusion. To achieve this objective, the researcher adopted a descriptive survey that purposively targeted rural respondents to understand causes of digital divide. The researcher used questionnaires and document analysis guide as the main research instruments plus structured interview. The gathered data was then descriptively analyzed and presented in the form of frequencies, charts and graphs. This formed the basis for the discussion, findings and recommendations of the study. Data obtained was organized, coded and analyzed using qualitative and quantitative methods using SPSS (Version 20). The research findings suggest that whereas the digital gap on material access is closing in the region under study, the gap on access to skills, usage and utilization is still wide and requires intervention. The proposed framework for adoption indicates that government and infrastructure, human capital development and social perspectives are the main dimensions that weigh heavily on digital inclusion.

▼ Concerns about the ability of marginalized groups to use the Internet in a meaningful way have factored in discussions of the social impact of the Internet and technology policy since the 1990s. Although mainstream policy has emphasized the costs of using the Internet, such as hardware and Internet service, additional barriers to meaningful use persist. These barriers can include language, familiarity with computer systems, a lack of social support, and limited knowledge of services available online. Although these higher-level and cultural barriers have been framed in terms of skills or literacies, this study situates its results and analysis in Bourdieu’s notions of field, habitus, and multiple forms of capital, specifically extending the notion of capital to the technology field with the concept of techno-capital. By using Bourdieu’s conceptual framework, this study endeavors to situate Internet use in its broader social context, arguing that inequalities in Internet use are the product of deep inequalities in social power, which extend to access to education, government services, and information. This project explores how a richer theory of social inequality, based on Bourdieu’s concepts of habitus, field, and multiple forms of capital can be used to frame a secondary data analysis of a survey conducted by a local government. Based on data collected by the City of Austin in 2010, it first provides an overview of differences in Internet connections and use among segments of society before moving on to more complex analyses related to techno-capital. In particular, it examines the relationship between the social contexts of use and the ability to make meaningful use of the Internet, finding that techno-capital is linked with access at institutional sites such as work and school. The study then turns to comparing techno-capital between demographic groups, by users of specific technologies, and by use in social contexts. It finally uses multivariate analysis to identify which factors may be most critical in developing techno-capital. Broader social factors such as institutional use and educational attainment appear to have more power nurturing techno-capital than availability of an Internet connection, questioning dominant assumptions about
digital inclusion.

▼ It is an investigation that seeks to reveal, record and analyze the process of
appropriation and use of
digital media by university students, aged between 40 and
60 years. Interested in studying how changes are perceived in the educational sphere
for students Whois have gone through liberal/traditional school, ie, effected the first
contact with technological devices media as adults, in the university. This
investigation sought to contribute to the knowledge on the use of new learning
strategies imposed by
digital media by recording and analyzing the reports surveyed
sample. Allowed to know the cultural universe of these women, revealing the context
in which receive mediated messages and uses that maré these learning strategies
within their daily academic life. Gathered in this work, reflexions guided by studies
of media reception and role played by
digital media as builders images and
facilitators in knowledging acquisitions, it was chosen to work two main theorical
notions: communication media and
digital inclusion. As the research methodology, it
was used the exploratory descriptive technical together with other appropriate
tecniques. In ordem to approach the problem can be observed two phases: a
quantitative one, which was used an investigative procedure, a survey data with
closed questions; and a qualitative phase, which was used to collect data through a
diary from situations encountered in the classroom. The main objective of analyzing
how
digital media are received, appropriated and used by university women has
been fulfilled and it is remarkable that they access with dificulty and can not be
considered included digitally. The results show that the problem of these agents is
not the access, there are was of appropriation of
digital media offered at IES, and it
was possible to note that they seek to integrate to the technological world, and they
even have devices that can insert them on this world. Insertion in cyberculture sets up
the ability to find a favorable way to be aware of reality and production of
knowledge and liberating and dignifying practices, in this case refers to an
appropriation of citizenship through the field of technological devices offered as a
perspective that they can interact

▼ Governments in liberal welfare states are grappling with the rising cost and complexity of social disadvantage by shifting risks of social exclusion onto individuals. In areas such as health and superannuation for example, social policy steers individuals to manage their own social inclusion through the consumption of market-based products. Such policies not only change the relationship between governments and citizens but also the relationship between businesses and consumers—they position private enterprise at the forefront of the provision of products and services that support individuals’ participation in key activities of our society. This thesis investigates new pathways of social inclusion that are opening up as businesses negotiate the blurring boundary between the economic concern of accumulation and the ordinarily non-economic concerns of social need, responsibility and public interest. The thesis focuses on two case studies of strategic, customer-focused corporate social responsibility (CSR) programs to consider the ways in which companies help individuals develop the resources and relationships that strengthen their involvement in society. The case studies demonstrate that corporate perceptions of reputation risk and government regulation (for corporations) and voluntary exclusion (for citizen/consumers) influence who might benefit from strategic CSR and how, providing insight for policy makers in industry, governments and NGOs regarding the opportunities that strategic CSR presents for social inclusion in Australia.

▼ Digital technologies have penetrated so many facets
of people‘s lives that access to technology has become a dimension
of social
inclusion. It is widely assumed that access to
digital
technologies would result in higher standards of living and
improved social welfare through interaction, commerce and learning
in a global community and individuals without
digital access will
be excluded from this community. In order to leverage all the
benefits and opportunities that the
digital revolution promises, it
is essential to include more citizens to the
digital society. The
Digital Inclusion Index is proposed as a tool to measure and
examine the
digital divide in South Africa.Current
digital divide
measurements are limited and narrow in focus. The
Digital Inclusion
Index proposed in this study is based on
digital access levels of
individuals to various
digital technologies. The bi-annual AMPS
survey results, containing data of more than 20 000 personal
interviews, was used as secondary data. Factor analysis was used to
assign a scale to each respondent‘s level of
digital access.
Descriptive statistics and Chi-Square cross tabulations were used
to profile the different levels of
digital access.The study aimed
to understand the
digital environment of South Africa by creating
the
Digital Inclusion Index which measures the
digital divide. The
index was then applied to profile various levels of
digital access
in term of individual attributes and geographical regions. A risk
group was identified where individuals have limited
digital access.
The index was applied to 2009 data to determine whether the
digital
divide has been growing or narrowing between 2009 and
2010.

▼ A pesquisa desenvolvida se insere no contexto da linha de pesquisa: Práticas Pedagógicas e Formação do Educador, do Programa de Pós-Graduação em Educação da Universidade do Vale do Rio dos Sinos UNISINOS e vincula-se ao Grupo de Pesquisa em Educação Digital GP e-du UNISINOS/CNPq. Tem como objetivo compreender, a partir da análise de documentos do Programa Estação Digital da Fundação Banco do Brasil, referentes à formação dos educadores que atuam naquele programa, se a formação que é proporcionada a eles possibilita um entendimento capaz de fazer da mediação uma estratégia de inclusão social por meio da inclusão digital. Com esse intento, a investigação discute os conceitos: Educador Social, Inclusão digital e social, Exclusão digital e social, formação do Educador Social, mediação, dentre outros. A análise desses conceitos, assim como a sistematização de alguns deles na perspectiva da pesquisa se fez possível por meio do diálogo com teóricos como: SANTOS (2005), LÉVY (2005), SILVEIRA (2001, 2004), CASTEL (2004), SAWAIA (2004), LOPES (2006), MARTINS (1997), CASTELLS (2005), SCHWARTZ (2000), BONILLA (2004), FREIRE, (2000, 2003, 2005, 2006), BECKER (2005), PORCHER (2003), TEDESCO (2004), FERNANDES (2004), MARTINEZ (2004), RIOS (2002), LEIVAS (2001) e STRECK (2003, 2007). A pesquisa é de natureza exploratória e envolve a análise qualitativa de dados por meio de um estudo de caso. Utiliza-se análise documental, dos documentos da formação de educadores sociais do programa Estação Digital e entrevistas semi-estruturadas com diferentes sujeitos: especialistas brasileiros e portugueses que atuam na área de educação e tecnologias digitais, educadores do programa Estação Digital da unidade Giga Comunidade (unidade de análise desta investigação) e educandos da mesma unidade. Como resultados significativos podem-se destacar: a constatação de que o conceito inclusão digital vai muito além do simples acesso as Tecnologias Digitais Emergentes (TDEs), no entanto, este conceito necessita de uma melhor apropriação e reflexão teórica; a compreensão de que o conceito Educador Social deve ser entendido como o Educador Progressista (FREIRE, 2000) e que nesse contexto a formação deste educador não pode acontecer de forma aligeirada, sem o devido cuidado e aprofundamento teórico pautado pela análise crítica da realidade sócio-política-cultural dos sujeitos envolvidos. E, ainda a clareza quanto a importância da mediação ser realizada de acordo com as características do Educador Progressista, de forma que propicie um entendimento da mediação enquanto estratégia de inclusão social por meio da inclusão digital.

▼ O presente trabalho teve o objetivo de estudar o projeto UCA implantado no Colégio Estadual Dom Alano Marie Du Noday, em Palmas - TO e descobrir se ele está proporcionando a inclusão digital dos alunos dessa escola. Para isso, o trabalho foi dividido em cinco capítulos de forma a privilegiar a discussão sobre Sociedade da Informação, Tecnologia e Inclusão Digital, nos aspectos referentes à tecnologia e à inclusão digital. A seguir foi apresentado o Paradigma Um Para Um, em seus aspectos históricos e características fundamentais, tendo como foco principal a experiência brasileira de implantação do mesmo. No capítulo dedicado ao Colégio Dom Alano Marie Du Noday, foi apresenta o projeto UCA implantado nessa escola, bem como a contextualização e a estrutura físico-administrativa e tecnológica deste colégio. Os procedimentos metodológicos utilizados para a realização deste trabalho foram o estudo de caso e a análise de conteúdo. Ao final deste estudo os resultados mostram que, dos três indicadores de inclusão digital - acesso às tecnologias, capacidade de manejá-las e capacidade de integrá-las aos afazeres cotidianos os dois primeiros foram alcançados satisfatoriamente, mas o terceiro, possivelmente o mais importante, não atingiu o mesmo patamar. Esses resultados apontam a necessidade de mudança na utilização das tecnologias, com vistas a transformar informação em conhecimento e utilização em apropriação, o que leva à consecução do terceiro indicador e à efetiva inclusão digital.
This work aimed to study the UCA project implemented in the State College Dom Alano Marie Du Noday, in Palmas - TO and find out if it is providing the digital inclusion of students of this school. For this, the work was divided into five chapters in order to privilege the discussion about Information Society, Technology and Digital Inclusion, aspects relating to technology and digital inclusion. In sequence was presented the One For One Paradigm, in its historical and fundamental characteristics, having as main focus the brazilian experience of implementing the same. In the chapter dedicated to the College Dom Alano Marie Du Noday, was introduced the UCA project implemented at the school, as well as the background and the physical and administrative and technology structure of the school. The methodological procedures used for this work were the case study and content analysis. At the end of the study the results show that the three indicators of inclusion - access to technology, ability to manage them and the ability to integrate them into daily chores - the first two were achieved satisfactorily, but the third, possibly the most important, left to be desired. These results highlight the need for change in use of technology, in order to transform information into knowledge and used in ownership, which leads to the achievement of the third finger and the effective inclusion.

digital é processo dinâmico que, através do acesso as TICs torna possível a apropriação do conhecimento sobre as tecnologia de informação e comunicação, para que o indivíduo possa desenvolver e aperfeiçoar habilidades capazes de propiciar autonomia sobre as ferramentas digitais e utilização crítica das mesmas. É imprescindível, também, que o processo de inclusão
digital possibilite o aprimoramento da interação, ou seja, atualização do conhecimento (LÖBLER et al., 2011). Sob o ponto de vista da Administração, estudar o processo de inclusão
digital torna-se relevante ao passo que, de acordo com Fonseca e Lima (2007), a introdução de novas tecnologias, digitais e de automação, geraram uma ruptura nos saberes dos trabalhadores, criando uma lacuna de conhecimento, que segundo os autores é responsável por grande número de acidentes de trabalho. No âmbito da administração pública a importância de explorar esse tema está centrada na necessidade de avaliação das políticas públicas voltadas a inclusão
digital. No que se refere a pesquisas sobre o tema inclusão
digital, os estudos de Notten et al. (2008) e de Löbler et al. (2011) apontaram uma lacuna, o processo de inclusão
digital sob a ótica do individuo que constrói o aprendizado. Nesse sentido, a questão central de pesquisa do presente estudo é: Como acontece o processo de inclusão
digital? Com o intuito de auxiliar a busca pela resposta, foram construídos os seguintes objetivos específicos: (i) Descrever o processo de aprendizagem sobre as TICs; (ii) Identificar fatores que implicam no processo de inclusão
digital, e; (iii) Verificar o efeitos individuais do processo de inclusão
digital. O método a ser utilizado nesse trabalho pertence ao paradigma interpretativista. Trata-se de uma etnografia, que se justifica porque o processo de inclusão
digital, na dimensão de construção do conhecimento, é um fenômeno que não pode ser captado em sua essência, pelo pesquisador, através de técnicas quantitativas, a única maneira de entendê-lo é a observação em sua realidade (CAVEDON, 2008). Foram utilizadas como técnica de coleta de dados a observação participante, entrevistas semiestruturadas e fotografias digitais. Como contribuições esta dissertação descreve como ocorre a apropriação de conhecimento sobre as TICs, aprendizagem, expõe os fatores que influenciam a inclusão
digital e os resultados desse processo. Foi possível também verificar que muitos comportamentos se repetiam, como as dificuldades, a ansiedade, as facilidades, entre outros. Por meio das observações, evidenciei como resultado do processo de inclusão
digital, a inclusão social. A esse respeito, os autores Çilan et al. (2009), Griebler, Rokoski e Dalri (2010) e Ferro et al. (2011) compreendem a inclusão

▼ A tecnologia da informação e comunicação (TIC) tem se tornado cada vez mais comum no cotidiano da sociedade atual. Diversas são as facilidades disponibilizadas para os indivíduos habilitados no uso da TIC. Entretanto, estar habilitado em TIC não corresponde apenas a aspectos de conforto; a falta dessa habilitação restringe oportunidades importantes. Destaca-se a relevância deste conhecimento no ambiente acadêmico, no qual os alunos são constantemente chamados à execução de atividades apoiadas por computadores e aplicativos. Para ingressar no mercado de trabalho, nas mais diversas áreas de atuação, tem-se exigido o prévio preparo relacionado aos conhecimentos e habilidades sobre a TIC. Felizmente, os dispositivos de TIC têm se tornado cada vez mais acessíveis à população em geral, e os aplicativos também têm oferecido usabilidade cada vez mais intuitiva. Ainda assim, constata-se que a autoaprendizagem sobre TIC é restrita a alguns aspectos específicos, e ainda considerada insuficiente para um preparo minimamente adequado. Como agravante, as ações de incorporação da TIC no ensino público brasileiro ainda são malsucedidas. Esta dissertação tem como objetivo principal a definição de critérios para avaliação da Alfabetização Computacional (AC), correspondente à identificação do conjunto relevante de conhecimentos e habilidades de TIC, aplicada a alunos do ensino médio. Para atender a esse objetivo, os principais aspectos da AC foram extraídos da literatura por meio de uma revisão sistemática, e submetidos à análise de especialistas pela aplicação da Técnica Delphi. Os aspectos de TIC identificados como mais relevantes pelos especialistas para AC são: ética, ferramentas de busca, privacidade, segurança e vírus. Em complemento, este estudo também visa descrever como as instituições de ensino médio e as empresas avaliam a relevância dos conhecimentos e habilidades de AC. Os dados coletados possibilitaram uma análise comparativa de pontos de vista distintos dos docentes, pesquisadores e empresas sobre o tema. Concluiu-se que a conectividade corresponde ao elemento central da AC na atualidade, com base no conjunto de aspectos classificados como mais relevantes pela metodologia de pesquisa aplicada.
Information and communication technology (ICT) has become increasingly common in the daily life of today\'s society. Many conveniences are made available to all individuals by using ICT. However, knowledge of ICT does not refer only to aspects of comfort; the lack of this competence restricts important opportunities. ▼ The broad objective of the research The pedagogic use of ICT as development of teaching capacity: the case of ProInfo Natal/RN was to realize an evaluation of this program effectiveness in public schools. Specifically, we ve tried to observe if the program: a) succeeded by promoting the pedagogical use of new ICTs, b) stimulated the improvement of teaching and learning using ICT, and c) performed functionings and expanding its capabilities. The methodology consisted of literature revision; realization of half-structured interviews with administrators and teachers, and leading four focal groups with students in 9th grade of elementary school, were also made observations and analysis about the official documents which regulates the program. Our results showed that ProInfo presents various interferences in its effectiveness, causing a gap between its marks and the actual results of its use in everyday life of schools. We ve concluded that the program needs to challenge these weaknesses in order to contribute to the promotion of functionings and expanding its capabilities

▼ The broad objective of the research The pedagogic use of ICT as development of teaching capacity: the case of ProInfo Natal/RN was to realize an evaluation of this program effectiveness in public schools. Specifically, we ve tried to observe if the program: a) succeeded by promoting the pedagogical use of new ICTs, b) stimulated the improvement of teaching and learning using ICT, and c) performed functionings and expanding its capabilities. The methodology consisted of literature revision; realization of half-structured interviews with administrators and teachers, and leading four focal groups with students in 9th grade of elementary school, were also made observations and analysis about the official documents which regulates the program. Our results showed that ProInfo presents various interferences in its effectiveness, causing a gap between its marks and the actual results of its use in everyday life of schools. We ve concluded that the program needs to challenge these weaknesses in order to contribute to the promotion of functionings and expanding its capabilities

▼ The research proposes analytical reflections related to the variance in television experience that tends to occur with availability of directly interactivity via terrestrial Brazilian digital TV, when the public will use the TV set itself as the medium to exchange information with the broadcaster. The analysis treats the variation in televisual system considering the communicational process, including both the content production by the broadcasters, and the way of watching television by the audience. Especially considering the sophisticated interactive actions that needs reading and text comprehension ability from the public, and literacy to send return data to broadcasters, using a wide band channel (for example, a network like the Internet). The interactional sophistication is incremented by the fact that the motivation to interaction can be originated by watching TV, and the interactivity occurs during televisual content exhibition, simultaneously with the television content transmission. It will need a high level of competency by audience due to share of attention between the interactive content and the televisual content , causing variation especially in the experience of the massive audience of the conventional/analogic television considering that this audience has been target of digital inclusion via interactive TV. Considering the fact that the technology availability is not guarantee of its usage, and considering also the notion of culture as a key concept to execute reflections related to scenarios of procedural adaptation motivated by new technologies, this work keeps distancing both, a dystopian vision as a speculative approach related to the interactivity, presenting a critical and non-functionalist analysis related to interactional technology in a medium with which the public established a relation of recognition and affection during the last six decades. It is important to notice that the resource of interactivity using the television itself is not available yet; but the broadcasters have provided content in the Internet related to broadcasted content with which the audience can interact. In this sense, the invitations for interaction that the broadcasters have make to audience, using the Web content as medium during newscast and reality shows transmission are analyzed in the work as a kind of preparation of public to interactions directly via the television set. Also was held an interview with the professionals of Globo TV that work in the team responsible for interactive initiatives in this broadcaster, in order to comprehend the plan of the broadcasters of how to act with the arrival of interactivity via television set

▼ Este trabalho é um estudo etnográfico de jovens do Morro da Cruz (conhecido bairro de classe popular de Porto Alegre) inseridos em um projeto de inclusão digital, proporcionado por uma Instituição Religiosa. O meu objetivo é mostrar como esses jovens usam, interpretam e reinterpretam os novos saberes adquiridos a partir do curso realizado, nas suas práticas cotidianas e no espaço social e geográfico do qual fazem parte. Para tanto, abordo questões antropológicas de religião, política, juventude, classe social, consumo, moda e novas tecnologias, contextualizando-as e situando-as nos processos culturais e sociais envolvidos. Como suporte teórico, entre outros, o presente estudo dialoga com o horizonte comparativo de Miller & Slater (2004), que ressaltaram a importância da etnografia nas apropriações diferenciadas, seletivas e locais da internet. Nesse sentido, a apropriação dos jovens de classes populares a essas novas práticas aponta para tensões, negociações e a heterogeneidade existentes no processo de apropriação da internet, levando a várias ressigificações operadas por esses alunos - destacando a MetaReciclagem que, à luz do conceito de bricoleur - materializa a produção cultural desses jovens.
This paper is an ethnographic study of the Morro da Cruz’s youth (a neighborhood known as low class in Porto Alegre) inserted on digital inclusion project, provided by a religious institution. My goal is to show how these youngsters use, interpret and re-interpret the new knowledges acquired through the course, on their daily practices and on the social and geographical spaces they are a part of. To do so, I approach anthropological questions regarding religion, politics, youth, social class, consumption, fashion and new technologies, putting them on a context and situating them on the cultural and social processes involved. As technical support, among others, the present study dialogs with the comparative horizon of Miller & Slater (2004) that detached the importance of the ethnography on the differentiated, selective and local appropriations of Internet. On this sense, the low class youngsters´ appropriation of these new practices points to existing tensions, negotiations and heterogeneous aspects on the process of appropriation of the Internet, leading to various ressignificados operated by these students, pointing out the Met recycling that, trough the light of the concept of the bricoleur, materializes the cultural production of these youngsters.

▼ O tema Responsabilidade Social Empresarial (RSE) é relativamente recente no meio acadêmico nacional e no mundo dos negócios como prática de gestão. Pela carência de socialização de experiências e de clareza de conceitos, ocorrem desvios no entendimento do tema e na condução das intervenções. Procurou-se averiguar, nesta pesquisa, o desenvolvimento do Projeto de Responsabilidade Social Empresarial ―Escola de Informática e Cidadania‖ de uma Mineradora situada no Estado do Pará, objetivando avaliá-lo e posteriormente compreendê-lo. Para isso, buscou-se descrever as características e estrutura da Escola, identificar as linhas e diretrizes adotadas por esse Projeto e identificar a influência e resultados do mesmo na vida de alunos, professores e egressos da Escola. Caracteriza-se por um estudo de caso com abordagem qualitativa de caráter descritivo, realizada através de entrevistas estruturadas numa amostra de 21 membros da Escola divididos entre professores, alunos e egressos. Utilizou-se da análise de conteúdo categorial, tendo como eixo para a interpretação dos dados a Responsabilidade Social, a Inclusão Digital e a Educação. Os resultados obtidos informam que a infraestrutura tem desafios a enfrentar, apontam disparidades entre a concepção e a prática das categorias explicitadas no Projeto Político-Pedagógico da EIC e a influência que, mesmo sob limites, alcança a vida dos professores, alunos e egresso. Constatou-se que ações de Responsabilidade Social desta empresa, quando voltadas para este Projeto, não ficaram evidenciadas. Por este prisma, essas ações permaneceram somente no discurso assistencialista e não estruturantes, sendo assim, a empresa não está cumprindo o seu papel de elemento transformador da realidade da sua clientela e da população que vive no seu entorno

▼ A presente pesquisa vincula-se à linha de pesquisa Novas Tecnologias em Educação do Programa de Pós-Graduação em Educação da PUC-SP. Realizou-se uma investigação no contexto das aldeias indígenas das etnias Arara e Gavião, que vivem na Terra Igarapé Lourdes do Município de Ji-Paraná, em Rondônia. Inspirada nos ideais de uma escola diferenciada, a pesquisa referenciou-se pela valorização plena das culturas dos povos indígenas, afirmação e manutenção de sua diversidade étnica. Daí enfocar a inclusão digital numa perspectiva emancipatória, por meio da qual se respeita a diversidade em contraposição à adaptação a um modelo dado e imposto às comunidades indígenas. Foi definido como objetivo geral investigar a implantação e implementação de ambientes digitais nas referidas aldeias, como parte de um processo de inclusão digital das comunidades indígenas que ali vivem, como parte de um processo de inclusão digital das comunidades indígenas que ali vivem, numa perspectiva de emancipação.Este, por sua vez, teve por finalidade conhecer como se deu a chegada das TIC na escola e na comunidade indígena. Isso exigiu interpretar e compreender os significados visíveis e os latentes que o indígena atribui às TIC, bem como, o sentimento que experimenta frente ao desafio de se incluir nessa cultura digital e, ao mesmo tempo, zelar pela preservação de sua cultura. Dentre outras justificativas destacou-se a questão do direito de acesso às inovações tecnológicas e ao conhecimento como dimensão fundamental da vida contemporânea em sociedades democráticas. This research is linked to the research line of New Technologies in Education Graduate Program in Education at PUC-SP. We conducted an investigation in the context of the Indian villages of the ethnic and Macaw Hawk, who live in the Land of Lourdes affluent city of Ji-Paraná, Rondônia. ▼ A democracia é a forma de governo caracterizada pela igualdade de condições entre os cidadãos, mas ao longo da história, ela vem sendo modificada pela conjuntura social e história em que foi utilizada. Atualmente, o ciberespaço, que é o meio de comunicação inaugurado pela conexão de redes telemáticas, e o conjunto de práticas, hábitos e valores que surgem dentro dele, a cibercultura, pode vir a enriquecer as práticas democráticas, uma vez que possibilita a interlocução multidirecional e multiplural entre os agentes da sociedade e das administrações públicas. A proposta desse trabalho é analisar o sentido que a gestão do governo federal brasileiro atribui às práticas de ciberdemocracia. Para tanto é utilizada a teoria da Análise do Discurso, que revela os sentidos deslocados por conta da relação entre ideologia e linguagem, na análise da comunicação de três órgãos do governo federal.
Democracy is the form of government characterized by equity of condition for all citizens. It has been changed by the social context history. Today, democracy may be enriched by the means of communication provided by telematics networks, cyberspace and by the set of practices and values that stem from it, namely cyberculture. However, the access to this powerful means is still made possible only through politics and economics. This work aims at analyzing the meanings given to the cyberdemocratic practices by the Brazilian Government. We use the theory of Discourse Analysis to unveil the meanings put into practice by the three instances of the Government.

▼ Digital inclusion, through the development of appropriate e-skills, is widely recognised as an essential means of capitalising on the opportunities presented by the information age for social and economic advancement. However, South Africa has not yet clarified its policy of
digital inclusion. It has only just begun to tackle the challenge of developing an e-skilled society. As yet there is not an enabling e-skills framework and national implementation strategies are still at an early stage. The conceptual framework for the delivery of e-skills for
digital inclusion specifically in the Western Cape of South Africa, which was developed as part of this study, could therefore make a substantial contribution to local research. Certain areas surveyed in this study have been overlooked, underestimated or have yet to be explored by local researchers, while existing research on related areas is generally fragmented and studied in isolation, despite the high interrelationship between the various areas. The conceptual framework that has been compiled offers a coherent holistic perspective, and depicts the logical flow from
digital exclusion to
inclusion in the Western Cape context. It identifies: (i) the groups most in need of focused
inclusion efforts; (ii) significant barriers to
inclusion; (iii) specific e-skill clusters for
digital inclusion; (iv) guidelines for delivering these e-skills; and (v) the objectives of
digital inclusion that the Western Cape should strive to attain. Each of these research areas has been investigated in the context of an on-going provincial e-skills for
digital inclusion initiative, focused on training (largely marginalised) community e-centre employees. The qualitative research used semi-structured interviews with ten recently trained individuals, as well as three programme facilitators. Overall,
digital inclusion in the Western Cape is conceived as a gradual process, initially concerned with achieving relatively basic objectives such as enabling citizens to access information and increasing the use of ICT in the province. It is envisioned that these short-term outcomes will eventually translate into longer-term advantages for individuals as well as the larger society. Having the appropriate knowledge and attitudes is as important for
digital inclusion as having skills. Therefore the term ‘
digital competence’ is preferable to ‘e-skills’. The competence areas include combinations of technical and cognitive abilities, the latter being more relevant to the broader
inclusion impacts, yet more challenging to instil. These findings, which have been combined with strongly learner-centred guidelines, are presented in the conceptual ‘
Digital Competence for
Digital Inclusion’ framework. It is hoped that curriculum developers will give serious consideration to this framework and the recommendations contained in this study. It could form a useful basis for the development of
digital inclusion throughout the country and e-skills related academic research.

▼ The Fourth Industrial Revolution has provided new opportunities to tackle problems in health, education, transport and many other sectors. In the financial sector, new financial technology (FinTech) is providing new ways of tackling the problem of financial exclusion. The uptake of cell phones has enabled financial service providers (FSPs) to expand into areas where the most vulnerable have hitherto been outside the reach of the banking agency model. This has ultimately allowed previously financially excluded individuals to have access to bank accounts. Through SMACT (Social Media, Mobile, Analytics, Cloud and the Internet of Things) technologies, FSPs are able to collect new types of data such as call detail record data and mobile app data which have been leveraged globally to enable the emergence of M-Pesa in Kenya, the WeChat payments module in China and KakaoBank, South Korea’s first online-only bank. The common thread in these innovations is that these are telecommunications company-led business models that have encroached into the area of finance. Such
digital disruption has happened in South Africa but little is understood about how inclusive
digital financial services are in the South African context. Moreover, what are the barriers to further financial
inclusion, given that South Africa has significantly high bank account uptake rates? What role can the Fourth Industrial Revolution technologies have in breaking those barriers and reaching the lower-income population that has largely been mis-sold financial products that were created for the middle to upper-income population? This study sought to investigate how the diffusion of SMACT technology has contributed to financial
inclusion in the South African financial services sector. The study made use of a mixed methods approach to answer this research question. Finscope data from 2012 to 2015 was used as the data source for the quantitative section and key informant interviews as the source of data for the qualitative section. The study found that roughly 80% of adults in South Africa are financially included through formal banks. Despite the near 100% uptake rates of cell phones across all income groups, proximity to an ATM or bank branch still significantly determined whether an individual accessed formal financial services. The study also found that ATM withdrawal, store withdrawal and internet banking were infrequently utilised by lower-income adults. In terms of internet banking and
digital financial services in general, financial products, especially
digital credit, do not appear to be well aligned with the needs of the lower-income consumer. The mismatch of financial products and the needs of lower-income consumers is further worsened by poor financial literacy levels in South Africa, especially among lower-income consumers. ▼ This thesis analyses digital inclusion programmes in Brazil through the combined theoretical lens of the Capability Approach (CA) to development and Freire's Pedagogy of the Oppressed. Findings suggest that a process of conscientisation is needed for individuals to fully take control of their appropriation of the technologies. Appropriation is understood as individuals being able to use ICT as tools to achieve what they value and have reason to value. Through interviews, focus groups, observation, participatory methods and action research, the research examined two separate digital inclusion initiatives in Campinas, Brazil. The courses were offered free of charge, one by a public body and one by an NGO, and targeted disadvantaged and vulnerable groups. The thesis contributes to the growing literature of operationalising the CA in the field of Information and Communication Technologies for Development (ICT4D). It integrates Freire's Pedagogy of the Oppressed into the CA, as a way to address some of the critiques this approach has received, and to strengthen concepts related to power and distinct mechanisms for social change. Further, the thesis offers a key contribution by developing concrete methods to implement the CA in a participatory manner with organisations in the field. Further developing Kleine's Choice Framework, an operationalisation of the CA, it proposes a visualisation tool to reflect changes in the portfolio of resources over the course of a digital inclusion programme. This tool can be used in monitoring, evaluation and reporting, as well as within the conscientisation dialogue between teachers and students. Empirically, the in-depth research shows that the process of conscientisation is time-consuming and resource-intensive, but effective in supporting learner-led appropriation of the technology, in line with the lives the learners themselves have reason to value.

▼ O presente estudo discorre sobre a política pública de inclusão
digital e do impacto das Tecnologias da Informação e comunicação na formação da cidadania. Para tanto, optou-se por fazer uma análise de eficácia da atuação dos objetivos do Proinfo (Programa Nacional de Informática na Educação) do município de Natal-RN. Como instrumento de coleta de dados, foram utilizados três tipos de questionários. Os dados coletados foram analisados e discutidos a partir da analise descritiva de médias e analise de regressão múltipla. Os resultados da pesquisa apontaram que tanto os professores quanto os alunos utilizam a informática de forma restrita. Por outro lado, a educação
digital ainda não está totalmente contemplada nos currículos digitais das escolas beneficiadas pelo Proinfo municipal e assim, constatou-se a ineficácia do programa com relação a capacitação docente e inclusão

▼ A assimilação das TICs pelas diferentes sociedades desponta como a mais nova fronteira de debate sobre as diferenças entre pobres e ricos e sobre a capacidade dos indivíduos se inserirem de forma autônoma, como sujeitos ativos da construção de sua história. As tecnologias quando não difundidas ao conjunto amplo da sociedade, acabam por aprofundar um já existente problema de divisão social. Caberiam, então, ações de políticas públicas para minimizar os efeitos negativos acarretados pelos processos de transformação tecnológica, promovendo ações de inclusão digital. Assim, neste contexto, o presente trabalho se propõe a pesquisa a política de inclusão digital promovida pela prefeitura de São Paulo através do Programa de Telecentros Comunitários. Tendo como perspectiva a visão dos profissionais que trabalham no atendimento e orientação aos usuários de cada unidade.
The assimilation of ICTs in different societies is viewed as the newest frontier of debate on the differences between rich and poor and on the ability of individuals were entering so autonomous, as assets subject of the construction of its history. The technologies when not pushed to the broad set of society, ultimately deepen an existing problem of social divide. In this case is obligation of the govern shares of public policies to minimize the negative effects forward by the process of technological transformation by promoting actions of digital inclusion. Thus, in this context, this work is proposed to search the policy of digital inclusion promoted by the mayor of Sao Paulo through the Program of Community Telecenters. With the prospect the vision of professionals working in the care and guidance to users of each unit.

▼ The present work turns on the public politics of
digital inclusion and of the impact of the Technologies of the Information and Communication in the formation of the citizenship. For this, it was opted for doing an analysis of effectiveness of the performance of the objectives of the Proinfo (National Program of Computer Science in the Education) municipal district of Natal-RN. As instrument of collection of data, three types of questionnaires were used. The collected data were analyzed and discussed starting from it analyzes it descriptive of averages and analyze of multiple regression. The results of the research pointed that the teachers and the students use the computer science in a restricted way. On the other hand, the
digital education is not still totally contemplated in the schools beneficiaries'
digital rérumé by Proinfo municipal and thus, the inefficacy of the program was verified with relationship the educational training and the students'
digital inclusion

do Ciclo de Políticas de Stephen Ball e Richardo Bowes (1992) a
presente pesquisa busca analisar os contextos de influência e de
produção do texto da atual política nacional de tecnologia na
educação: o PROINFO (Programa Nacional de Tecnologia Educacional),
abordando ainda leituras feitas da política pela Secretaria
Estadual de Educação do Rio de Janeiro, leituras estas que
orientarão o contexto da prática local da política. Para dar conta
de seus objetivos o texto apresenta: (1) o histórico das políticas
brasileiras de informática e a tensão entre a busca pela autonomia
tecnológica do país e as pressões do mercado externo; (2) o
paralelismo entre as políticas gerais de educação e as políticas de
tecnologia na escola até a década de noventa, com a posterior
convergência entre essas políticas para atender ao mercado; (3) a
materialização discursiva da convergência entre educação e
tecnologia educacional e as contradições de um texto que enuncia a
democracia mas realiza o mercado.
[en] Based in the Policy Cycle Approach formulated by
Stephen Ball and Richard Bowe (1992) this research aims at
analyzing the influence an text production contexts of the current
Brazilian policy on technology in education: the PROINFO (National
Program of Technology in Education). The text also discuss readings
of the policy made by the Local government in Rio de Janeiro, witch
helps to delineate the policy’s context of practice in this state.
To meet its objectives, the text presents: (1) the historical
survey of the Brazilian ICT policies and the search for
technological autonomy facing the pressures of international
market; (2)The parallelism between the general policies of
education until the nineties; and further convergence between the
two policies to satisfy the market; (3) the contradictions
expressed in the text of current policy of educational technology,
witch states democracy, but realizes the market.

▼ The parallel between e-government and e-Inclusion research are critically important. It helps to understand how policies, society, organizations, and information technologies come together and it also helps to understand how the e-Inclusion factors impact e-government use and vice versa. This study attempts to explore the theoretical and practical intersections of e-Inclusion and e-adoption (Particularly e-government) and to show how they complement and possibly enrich the potential of e-Inclusion research. The rationale for this approach is that combining research on e-Inclusion and e-government has the potential to better understand the factors influencing e-Inclusion since they both share a common theme of Inclusive e-government. The aim of this research is to examine the factors that influence e-Inclusion in the context of e-government in the UK, through combining the decomposed theory of planned behaviour with Use and Gratification Theory (U&G). These two theories are used to develop a conceptual model for studying the multi-facetted dimensions of e-Inclusion. The two theories are chosen because of their appropriateness for e-Inclusion research; the critical factors that influence e-inclusion can be covered by (DTPB) constructs while the individual’s gratifications that determine using specific Internet activities is covered by (U&G) To fulfil the research aim and objectives, a quantitative research method was employed. The research subjects were citizens who are Internet users. Their views were sought through a survey that included 510 self-administered and group-administrated questionnaires. The conceptualisations of e-Inclusion and e-government have important implications for both researchers and policymakers. For researchers, this study delineates the complex and recursive relationships between e-Inclusion and e-government contributing towards the exiting limited body of knowledge in the field. For practice, it offers directions to help create a more comprehensive strategy that takes into consideration the alignment of e-government initiatives and e-inclusion policies.
