▼ In the United States, voting is one of the most fundamental rights protected by the federal law. However, there is a growing concern over voter disenfranchisement and system inequity caused by long waiting lines. Studies have found that inappropriate voting resource allocation has deterred hundreds of thousands of U.S. citizens from voting. This research proposes an analytic framework to quantify the number of deterred voters and assess the resulting political consequences. We apply this framework to the 2012 Sandoval County General Election in New Mexico to study whether electoral outcomes were altered by “effective disenfranchisement” for a few closely contested offices. Furthermore, Indifference-Zone Generalized Binary Search (IZGBS) is developed to determine the minimum sets of resources needed to satisfy a given service level for elections with one or multiple bottleneck resources. What makes the problem challenging is the service level generally needs to be evaluated using discrete event simulations, which is slow and noisy. For example, there are no analytical methods to estimate the waiting time of the 99th percentile voter. Thus, simulation-based ranking and selection (R&S), also known as design and analysis of R&S experiments, are preferred than stochastic integer programming methods in this type of problems. The proposed approach incorporates constrained R&S with Generalized Binary Search (GBS) to provide computationally efficient and rigorous solutions. It also explores the intuitive monotone assumption that adding resources cannot harm average performance for relevant Discrete Event Simulation (DES) models, which has received little attention in the simulation literature previously.The method is based on the assumption of normal populations (but not requiring equal variances). Therefore, special attention is given to quantile-related outputs that are associated with asymptotically normal estimates. The asymptote is in the number of simulated voters on Election Day, which is often over one thousand. Later, IZGBS is applied to the Franklin County of Ohio and Sandoval County of New Mexico to establish the resource requirement so that voters can expect to wait less than thirty minutes. ▼ In today’s chaotic environment, change has become identical with standard business practice and an organization needs to change in order to remain competitive. To be efficient, successful and competitive on change: selecting the change agent, diagnosis, building strategy, evaluation, implementation and change institutionalization are the key role players. Effective communication is also one of the instruments regarded as highly important in the successful implementation of change, because it is used as a tool for announcing, explaining and preparing the people involved for both the positive and negative effects of implementing change. The purpose of this thesis was to explore employees’ resistance to organizational changes based on the employees’ perception of how resistance should be managed. To this end, a descriptive survey method was employed. This method is believed to be appropriate for generating adequate amount of data from a relatively large number of respondents accordingly, basic questions were raised on the purpose, criteria, process, feedback system, documentation and the problems encountered during implementation of organizational change management. Different statistical tools such as frequency and percentage and to see its variation mean score rating scale, T.test, Chi. Square and ANOVA was used. A total of 75 respondents were used as data sources. The data were gathered by means of questionnaire, interview and observation. The main findings seem lack of: transparency, following guide lines for implementation, timely feedback, communication, documentation, resistance management strategy, team spirit, manager’s commitment, and implementation problems. The result of these might have been one of the impeding factors for effective change implementation. Thus, managers need to know how to overcome resistance, solve problems and plant organizational change management through awareness creation, communication and training Advisors/Committee Members: Dr. Befekadu Zeleke (advisor).

In order to contribute to equality, we must go beyond the standard. I want to learn from people with disabilities and the spatial border they are faced with, by exploring the responsibility I have been given, through claiming a role that affects our built environments. I have experience with disabilities and handicaps, but these experiences do not automatically make me better in addressing issues concerning other people with disabilities. I am dyslexic and have been through big obstacles, particularly in the educational system, and I have my Aunt, who has an intellectual disability. I am privileged to have these experiences, and with this thesis I have explored them as an interior architect. This is where I start on my way to contribute. This thesis is a critical study of how standards are practiced, examined through housing built for people with intellectual disabilities in Selbu, Norway. In the center of the critique is the institution. Institutionalization and standardization have a long relationship as answers to complex questions. Institutions’ uniformity ultimately belongs to no one. The matter becomes particularly problematic when the environment is supposed to operate someone’s home. Housing for people with intellectual disabilities is often life long and not determined on the intention of the builders. What is obvious to me after reading the standards and exploring the buildings, is that the minimum requirements are always in place, often built as if the minimum was the goal. But a standard also expresses its vision. The vision talks about inclusion and the dangers with mini institutions, but the vision is expressed through soft language and the minimum requirements are expressed through concrete language of measurements. From the process of being a standard to becoming a building the soft language evaporates from the building plans. The standard will never prohibit you to go beyond it!

▼ This research uses a likelihood ratio (LR) framework to assess the discriminatory power of a range of acoustic parameters extracted from speech samples produced by male speakers of Standard Thai. The thesis aims to answer two main questions: 1) to what extent the tested linguistic-phonetic segments of Standard Thai perform in forensic voice comparison (FVC); and 2) how such linguistic-phonetic segments are profitably combined through logistic regression using the FoCal Toolkit (Brümmer, 2007). The segments focused on in this study are the four consonants /s, ʨh, n, m/ and the two diphthongs [ɔi, ai]. First of all, using the alveolar fricative /s/, two different sets of features were compared in terms of their performance in FVC. The first comprised the spectrum-based distributional features of four spectral moments, namely mean, variance, skew and kurtosis; the second consisted of the coefficients of the Discrete Cosine Transform (DCTs) applied to a spectrum. As DCTs were found to perform better, they were subsequently used to model the consonant spectrum of the remaining consonants. The consonant spectrum was extracted at the center point of the /s, ʨh, n, m/ consonants with a Hamming window of 31.25 msec. For the diphthongs [ɔi] - [nɔi L] and [ai] - [mai HL], the cubic polynomials fitted to the F2 and F1-F3 formants were tested separately. The quadratic polynomials fitted to the tonal F0 contours of [ɔi] - [nɔi L] and [ai] - [mai HL] were tested as well. Long-term F0 distribution (LTF0) was also trialed. The results show the promising discriminatory power of the Standard Thai acoustic features and segments tested in this thesis. The main findings are as follows. 1. The fricative /s/ performed better with the DCTs (Cllr = 0.70) than with the spectral moments (Cllr = 0.92). 2. The nasals /n, m/ (Cllr = 0.47) performed better than the affricate /tɕh/ (Cllr = 0.54) and the fricative /s/ (Cllr = 0.70) when their DCT coefficients were parameterized. 3. F1-F3 trajectories (Cllr = 0.42 and Cllr = 0.49) outperformed F2 trajectory (Cllr = 0.69 and Cllr = 0.67) for both diphthongs [ɔi] and [ai]. 4. F1-F3 trajectories of the diphthong [ɔi] (Cllr = 0.42) outperformed those of [ai] (Cllr = 0.49). 5. Tonal F0 (Cllr = 0.52) outperformed LTF0 (Cllr = 0.74). 6. Overall, better results were obtained when DCTs of /n/ - [na: HL] and /n/ - [nɔi L] were fused. (Cllr = 0.40 with the largest consistent-with-fact SSLog10LR = 2.53). In light of the findings, we can conclude that Standard Thai is generally amenable to FVC, especially when linguistic-phonetic segments are being combined; it is recommended that the latter procedure be followed when dealing with forensically realistic casework.

Contrast Ces travaux abordent la question de l'impact des comparaisons ascendantes imposées sur l'auto-évaluation, ainsi que leurs conséquences en termes d'allocation de ressources attentionnelles et d'investissement dans la tâche. Nous défendons la thèse selon laquelle lorsqu'autrui représente un standard, la comparaison ascendante serait menaçante alors que lorsqu'il représente un but, la comparaison ascendante ne serait plus menaçante. Dans une première partie, nous allons donc tester l'hypothèse selon laquelle la comparaison ascendante peut menacer l'auto-évaluation. Nous présenterons cinq études qui démontrent les conséquences attentionnelles de la comparaison ascendante et la nécessité d'avoir recours à la notion de menace de l'auto-évaluation pour rendre compte de ces effets. Dans une seconde partie, nous argumenterons qu'un état d'approche transmet une impression permettant d'activer autrui comme but. Nous testerons cette hypothèse dans cinq études dans lesquelles nous montrerons qu'un état d'approche, d'une part, a un impact positif sur l'auto-évaluation et sur l'investissement dans la tâche et, d'autre part, favorise l'inclusion de la représentation d'autrui dans la représentation du soi. Dans l'ensemble, ces travaux contribuent à éclaircir les différentes façons de réagir à une comparaison ascendante en pointant, d'une part, les conséquences de la comparaison ascendante et, d'autre part, un déterminant crucial des effets de la comparaison ascendante : l'état d'approche.

This research deals with how people react to imposed upward social comparison. More specially, it questions the consequences of these comparisons on self-evaluation and how attentional resources are allocated. We defend the following thesis: when others are perceived as a standard, upward comparison threatens self-evaluation while when others are perceived as a goal, upward comparison will no longer be threatening and can be regarded as a source of self-improvement. In the first part of this work, we will argue that upward comparison can threaten self-evaluation. We will present five studies shedding light on attentional consequences of upward comparison and pointing the need to take self-evaluative threat into account in this research domain. In the second part of this work, we will argue that a state of approach conveys a feeling activating others as a goal. We will test this hypothesis in five studies by showing that, in one hand, a state of approach influences positively selfevaluation and task investment, and, on the other hand, its leads individuals to include upward comparison target's representation into the self representation. Taken together, these studies shed light on the different reactions to upward comparison, pointing out the consequences of this comparison and by identifying a crucial determinant of these effects: a state of approach.

▼ Access to justice is a core human right embodied in the Constitution of Kenya, 2010, and operationalized by Kenya’s domestic legal framework. Access to justice is guaranteed to every person in Kenya. The constitutional and legal framework, however, fails in ensuring children in Kenya, who are in conflict with the law, access justice. This is despite ratification of some of the international and regional legal instruments touching on the rights of children. The challenge of children in conflict with the law, being unable to access justice, is attributable to the lack of procedural rules ensuring the proper realization of the rights of children, glaring gaps in the implementation of the existing law and the failure to actualize some of the core concepts enshrined in the international and regional framework in the Children Act. This Study explores the problem of access to justice for children in conflict with the law. The focus of the analysis being both the international and the domestic legal framework, it critiques Kenya’s existing domestic legal framework against the Convention on the Rights of the Child (CRC) and the African Convention on the Rights and Welfare of the Child (ACRWC). The Study further examines the administration of juvenile justice and all the encompassing rights including the right to survival and development for the child, the right to be heard and the presumption of innocence for children in conflict with the law. Juvenile justice is very broad. It includes child offenders and children in need of care and protection of the law who are collectively referred to as children in conflict with the law within this Study. The Study finds Kenya’s Children Act inadequate in ensuring access to justice for children in conflict with the law and recommends the review of the Act to ensure its full compliance with the international and regional framework. The recommendations on review of the Children Act include the full operationalization of Article 37 and 40 of the CRC and Article 17 of the ACRWC, and the implementation of a proper institutional framework to ensure the challenge of accessing justice by children in conflict with the law is effectively dealt with.

▼ INTRODUCTION. Adolescents comprise about 20% of the world population with about 85% living in the developing world a significant number of whom are sexually active and have multiple sexual partners. In Kenya some have initiated intercourse by age 10 years placing them at high risk of genital tract infections including HIV, unwanted pregnancies and associated complications, genital tract malignancies among others. Information, education and counseling on family planning and more so dual protection is necessary in this age group to protect them against the above. Objective: To compare the family planning practices among adolescents (with and without genital tract infections) attending a youth friendly center in Mtwapa Location- Kilifi County, Kenya. Methods: This was a comparative cross sectional study on family planning practices among a total of 342 adolescents -171 with and 171 without genital tract infections(GTIs) attending a Youth friendly Centre at Mtwapa. Consecutive sampling after giving informed consent as done, data collected using structured questionnaire and entered into MS Office Excel databases using predefined questionnaire codes. Univariate and bivariate analysis of each variable was done according to the presence or/ absence of genital tract infections. Magnitude of association was reported using Odds Ratio, 95% confidence intervals and p values derived from chi square tests. Results: Mean age of adolescents with GTIs was 17.6 years (SD 1.4) compared to 17.63 years (SD 1.5) among those without. Those with GTIs were less likely to have received formal sex education (OR = 0.27, 95% CI 0.14-0.55); more likely to have engaged in commercial sex (OR = 6.16, 95% CI 1.84-20.63); more likely to have involved in same sex acts (OR = 2.64, 1.23-5.66); used sexual performance enhancing drugs (OR = 8.51, 1.93-37.40) ; did not use condoms frequently (OR = 3.42, 1.57-7.43) and more likely to have their choice of Family planning influenced by friends (OR = 0.42;95%CI: 0.27-0.65,P<0.001) compared to those without GTIs. Conclusions: Condoms use was less likely and friends influenced choice of family planning among adolescents with GTIs as compared to those without GTIs. In the study population, lack of and Inconsistencies of condom use, multiple sexual partners, early age at coitarche, use of sex performance enhancing drugs, same sex sexual acts, lack of formal sex education were associated with increased risk of GTIs. ix Recommendation: Adolescent need to be informed, educated and counseled on safe sexual practices in schools, YFCs, religious institutions by teachers, peer counselors, religious leaders respectively. Advocacy on reducing risky sexual behavior and appropriate family planning options to protect against GTIs amongst adolescents by national and county governments should be scaled up.

▼ In this work methods and algorithms for calculating gas dynamical effects on selected structures and structural elements using graphic-analytical means are to be presented. The impact of shock waves on the structures envisaged is solved under condition that either generally anisotropic elastic layers or rigid solids are considered. Mathematical apparatus is fully discussed and formulas needed for programming on computers are derived. In order to involve some selected phenomena from the scope of composite materials eigenparameters are also used in the formulations. They simulate wide range of mechanical behaviors the composite materials undertake, such as thermodynamic behavior the course of this described during the attack. First, an overview of the nowadays situation in literature, standards, recommendations and requests on protective structures and their assessment is presented. Large extent of examples is cited. The main objective of the work is concentrated on a numerical method known as Galerkin-Petrov discontinuous finite element approach, which is applied to the coupled modeling mutual influence of an impact of the line explosion and a semi-cylindrical arch is presented. Godunov simplification of equations of gas dynamics turns a non-linear problem of the gas dynamics to the linear time-spatial simultaneous system. Using an influence matrix which is created from relations describing the behavior of simple arch and link it to the formulation of the gas dynamics simultaneous system is extended for relation tractions-displacements on the arch surface. Note that because of the general non-linear gas dynamics assumption of a negligible stiffness of unmoved part of the air the external load along the arch surface not yet touched by the shock wave is put equal to zero. This is very important, but also very natural supposition, which can be generalized for the non-linear system of gas dynamics. Finally, the pictures of the pressures inside and on the shock wave are displayed in the end of the paper. ▼ This is a descriptive study aimed both to verify awareness and performance for standard precautions of nurses, doctors and medical technicians among all healthcare workers working for a medical center who frequently deal with patients and to identify factors that influence their performance. The subjects were 184 health care workers including 63 nurses, 61 doctors and 60 medical technicians working at a medical center in Gyeonggi Province, Korea. The study used the questionnaire that had been translated by Kim Yang-soo(2008) and revised by Jeong Eun Hee(2011) based upon the instrument by Askarian et al.(2004) to measure awareness and performance. It comprises 21 questions on standard precautions for hand washing, wearing personal protective equipment, managing sharp tools/linen/environment and respiratory etiquette. The study obtained permission from the medical center. A total of 187 questionnaires were distributed, out of which 184 were retrieved for analysis from June 1, 2013 to June 30, 2013 with the study purpose explained and agreed on. SPSS 19.0 (SPSS Inc., Chicago, USA) was used. The data were analyze with descriptive statistics, t-test and one-way ANOVA while Schéffe test was conducted for post-hoc test. The correlation between the awareness and performance for standard precautions was analyzed with Pearson's correlation coefficient. Besides, multiple regression analysis was performed to identify the factors that affect performance. The result of the study is shown as follows: 1. The scores of awareness were 3.63(±0.37) in nurses,3.53(±0.37) in doctors and 3.58 (±0.36)in medical technicians. This demonstrates the difference by occupation was not statistically significant.(F=1.078,p=.342) The only category that had statistical significance (F=8,192,p<.001) in awareness by occupation was managing sharp tools where nurses recorded higher scores than doctors. 2. In the category of performance, nurses marked 3.41(±0.35) while doctors and medical technicians had 3.21 (±0.46) and 3.44 (±0.38) respectively. Doctors’ performance was lower than that of nurses and medical technicians, presenting statistically significant difference (F=6.484, p=.002). The categories of hand washing(F=5.923, p=.003), personal protective equipment(F=4.053, p=.019), managing sharp tools(F=5.125,p=.007)and respiratory etiquette(F=3.055,p=.050) showed statistically significant difference among the three occupations. 3. When the performance was analyzed based upon occupational general characteristics, the criteria was training on infection control in a recent year for nurses, as well as gender and colleagues’ compliance with wearing protective equipment for doctors. The difference was statistically significant. 4. The study suggests that awareness was the significant influencing factor for performance of the three occupations. It also indicates that nurses explained 20.3% of their performance, doctors 26.7% and medical technicians 51.65%. Companies in the fashion industry are constantly facing new challenges. Recently, a debate has been raised about how fashion companies communicate gender. A debate that critically reviews how companies maintain a certain gender stereotype about how women and men should appear and perform. The gender stereotypes in these cases are primarily portrayed through communication in the form of advertising, through employees and in stores. Businesses in the fashion market tend to segment their products and their range towards gender, rather than to the consumer as an individual. Therefore, the purpose of this study is to investigate how consumers and a fashion company relate to gender, performativeness and clothing, in order to locate how fashion industry players can contribute or counteract the creation of gender stereotypes through their actions in fashion. To investigate this, potential consumers and a representative from the company Hope have been interviewed. Hope is a Swedish company that offers high quality Scandinavian fashion. The company has a critical view of the fashion industry's binary assortment and applies innovative business strategies to boost equality in the fashion industry. The potential consumers who have participated in the study through focus-groups have been given the opportunity to discuss how a gender-neutral assortment would be perceived, and to assess it in different contexts. The results from the interviews were synthesized in theoretical models which were inspired by Judith Butler's theories about gender and performativity. Butler's research lack guidance regarding application through practical means and therefore theoretical models were created. These theoretical models can be applied to other studies regarding gender and performance theory. The results of the study points to a non-binary fashion industry, where the conventional binary assortments have not been reduced, but has been modified to fit and satisfy more consumers on an individual level. There are also indications that a non-binary selection, which Hope has produced, can come to be a competitive business plan as it is not a costly change of direction. The non-binary selection can result in changed views regarding normative gender classification and contribute to a new standard in stereotypical constructions.

Syftet med detta examensarbete är att göra en jämförande studie mellan faktorerna som enligt en teoretisk ram påverkar en miljöinvestering och faktorerna som ingår i ett företags bedömnings-modell. Respondentbolaget begärde i ett tidigt skede att få vara anonymt och benämns därför som Företaget. Det är en multinationell koncern med verksamhet i många skilda branscher, men med fokus på norden och produkter som kan kopplas till lantbruk. Den teoretiska referensramen har sin utgångspunkt i begreppen värde och investering samt hur deras koppling till miljö och miljöinvesteringar för att identifiera de faktorer som påverkar en miljöinvestering. Faktorerna som ingår i den teoretiska referensramen och som jämförs mot respondentbolagets faktorer är:  Investeringens värdetillförsel  Investeringens miljöpåverkan  Hur investeringen påverkar produktionsförutsättningarna  Krav från samhället  Kundkrav Kopplingen däremellan bedöms enligt en femgradig skala. Informationen från Företaget inhäm-tades genom semi-strukturerade intervjuer med representanter från Företaget. Slutsatsen för detta arbete är att Företaget har identifierat samma faktorer som den teoretiska referensramen. De använder dock mätetal som inte fullt ut reflekterar faktorerna. Den största avvikelsen är bedömningen av en investerings värdetillförsel, då Företaget fullt ut införlivar det producerade värdet samt det faktum att en miljöinvestering skall ses som irreversibel. Enkelhet premieras hos Företaget och det är för att prioritera modellens användbarhet, som Företaget väl-jer att acceptera brister i bedömningsmodellen. För att förbättra bedömningsmodellen bör Företaget därför införliva nya mätetal som till större del reflekterar faktorerna som påverkar en miljöinvestering

This is done through applying a theoretical framework on the factors affecting a company’s existing appraisal model for environmental investments. The company that was a part of this thesis asked at an initial stage for confidentiality, therefore it is called the Company in this thesis. The Company that contributes with the appraisal model is a multination-al group with operations in many different industries, but with a focus on the Nordic countries and products that may be linked to the agricultural sector. The theoretical framework has its base in the concepts of value and investments and their connection to the environment and the envi-ronmental investment. Krožna križišča so danes prepoznana kot tip nivojskega križišča, ki ob relativno visoki kapaciteti oz. prepustnosti zagotavljajo višji nivo prometne varnosti v primerjavi z drugimi tipi nivojskih križišč. Eden od pomembnejših korakov pri načrtovanju krožnega križišča je izbira ustrezne velikosti krožnega križišča, oblikovanje uvoznih in izvoznih radijev ter kotov krakov in sredinskih ločilnih otokov, ki voznika »vodijo« in mu tudi »nakazujejo« izbrano smer/način vožnje skozi krožno križišče. V kolikor je krožno križišče nepravilno oblikovano (npr. premajhna defleksija), lahko prihaja do »vožnje naravnost« pri višjih hitrostih, kot je zaželeno. Posledično lahko pride do poslabšanja prometne varnosti (večja verjetnost nastanka konfliktov) ter tudi do zmanjšanja kapacitete (večje, kot so hitrosti na enem uvozu, večje so povprečne zamude vozil na naslednjih uvozih). V magistrski nalogi smo na primerih enopasovnih krožnih križišč, na državnem cestnem omrežju v Sloveniji, preverili prevozne hitrosti za različne oblike enopasovnih krožnih križišč, z različnimi geometrijskimi elementi. V krožnih križiščih smo z namenom pridobiti čim bolj natančne rezultate meritve hitrosti opravljali v petih prerezih (pred, na uvozu, v srednjem delu, na izvozu in za krožnim križiščem). Z rezultati meritev smo poskušali potrditi zastavljeno hipotezo, da velikosti in sosledje geometrijskih elementov enopasovnega krožnega križišča vplivajo na prevozne hitrosti. Dobljeni rezultati so pokazali, da imata na prevozno hitrost največji vpliv vpadni kot in kot defleksije, medtem ko ostali geometrijski elementi nimajo bistvenega vpliva. Eden izmed glavnih prispevkov magistrske naloge je napotek projektantu, da na podlagi kota defleksije in vpadnega kota, ki imata največji vpliv, preveri pričakovano hitrost v krožnem križišču.

One of the most important steps in the design process of the roundabout is the choice of the size; angle and radius on entry and exit legs of the roundabout. The splitter islands lead driver and also "suggest" the chosen direction and the form of way that drivers follow through the roundabout. If the roundabout is not well designed (too small deflexion); there is a greater chance of a »straight ahead« maneuver at higher speed than is desirable. This might result in a deterioration of road safety (increase of conflict); as well as a decrease in capacity (the greater the speed of a single entry; the larger the average delay of vehicles on next entrypoints).
