▼ Research guides the parameters for assessment and treatment of individuals with cleft lip and/or palate (CL/P). Most developing countries cannot provide an adequate standard of cleft care, due to limited resources. Speech-language therapists and audiologists in developing countries can contribute to improving cleft care through early communication intervention to minimise/prevent the negative impact of a cleft on a young child’s communication ability and to support the families. However, they require linguistically and contextually relevant assessment instruments for early identification of communication disorders in these children. The aim of the research was to develop and evaluate a communication assessment protocol for young children with CL/P, for use in Mauritius, a developing country in the Indian Ocean with a multilingual and multicultural population. A further aim was to develop an electronic database of children with CL/P in the public health sector of Mauritius. Eighty-eight children, with CL/P, 0-6 years, were selected by consecutive sampling and their parents acted as participants. Four speech-language therapists and audiologists from the public health sector of Mauritius participated in the data collection and appraisal of the newly developed assessment protocol. A mixed methods research design was selected. Based on exploratory research of cleft care in Mauritius and international recommendations for assessment of young children with CL/P, a comprehensive Communication Assessment Protocol was compiled and speech elicitation materials in Creole and French were prepared. Speech-language therapists and audiologists conducted assessments, using non-invasive procedures to assess feeding, hearing, communication skills development, emergent literacy skills, speech production and voice of the participants. Digital video and audio recordings of the elicited speech samples were made and auditory-perceptual procedures for speech analysis and inter-rater comparisons for reliability were employed. The communication assessment protocol was useful in describing the characteristics of the children with CL/P treated in the National Health System in Mauritius. The speech-language therapists and audiologists together with the parents of the children as partners in assessment were successful in early identification of communication delays/disorders in children with CL/P (73%) and also referrals to other health care professionals. The protocol was evaluated and accepted for application in clinical practice. The newly developed Communication Assessment Protocol was applied by local speech-language therapists and audiologists with the possibility of implementing this assessment instrument nationally. This was an important contribution to improve cleft care in Mauritius where interdisciplinary team-based cleft care has not occurred to date. Les règles de vote classiques supposent que les bulletins de vote des électeurs sont des ordres de préférence complets sur les candidats. Cependant, lorsque le nombre de candidats est suffisamment élevé, il est trop coûteux de demander aux électeurs de classer tous les candidats. Il y a donc un compromis à faire entre l’efficacité d’une méthode d’agrégation des préférences et la charge de communication qu’elle fait peser sur les électeurs.Dans cette thèse, nous abordons ce problème en suggérant de demander aux électeurs de ne classer que leurs k candidats préférés (où k peut varier selon les électeurs et/ou au cours du processus). On dit que de tels votes sont k- tronqués. Nous étudions la quantité d’information nécessaire pour déterminer le résultat de l’élection (de manière exacte ou approchée) à partir de bulletins tronqués selon différentes règles de vote et nous proposons et analysons différentes méthodes permettant un compromis entre précision du résultat et quantité de communication requise ; certaines ne requièrent qu’une seule phase de communication, alors que d’autres sont dynamiques.

Classical voting rules assume that voters’ ballots are complete preference orders over candidates. However, when the number of candidates is large enough, it is too costly to ask the voters to rank all candidates. There is therefore a trade-off between the efficiency of an aggregation method and the communication burden it places on voters.In this thesis, we address this problem by suggesting to ask voters to report only their k preferred candidates (where k may vary depending on the voters and/or during the process). The obtained ballots are then said to be k-truncated. We study the amount of information needed to determine the outcome of the election (exact or approximate) from truncated ballots with respect to different voting rules and we propose and analyze different methods allowing a compromise between the accuracy of the result and the amount of communication required; some require only one round of communication, while others are interactive.

Kadar nastane krizna situacija, jo mora protokolarna služba nemudoma in neopazno rešiti, saj lahko krizna situacija vpliva na ugled države. Problemi pri komunikaciji se pojavljajo predvsem znotraj posameznih služb zaradi medsebojnih konfliktov in zamer med zaposlenimi ter zaradi pomanjkanja informacij o dogajanju znotraj službe. Med protokolarnimi službami je komunikacija boljša. Težava pa je pri komunikaciji z uradi naročnikov protokolarnih storitev, predvsem zaradi prepoznega in pomanjkljivega prenosa informacij. Čeprav nobena protokolarna služba nima izdelanega kriznega načrta, se poskušajo maksimalno pripraviti na morebitne krizne situacije. Med krizo je komuniciranje svetovalcev za protokol zadovoljivo, saj vsi stremijo k rešitvi problema. Največjo pomanjkljivost pri komunikaciji protokolarnih služb vidimo v pomanjkanju analiziranja reševanja kriznih situacij, potem ko je kriza že mimo. Vpeljati je treba pogovore, sestanke in druge oblike druženja (tudi neformalne), s katerimi bodo reševali konflikte in nerazumevanja med sodelavci ter z analizo problemov in izkušenj nadgrajevali strokovno znanje službe. Večina protokolarnih uslužbencev je zadovoljna s trenutno organiziranostjo protokolarnih služb v Sloveniji. Delo v kriznih situacijah poteka ustrezno in malo verjetno je, da bi združitev vseh protokolarnih služb izboljšala delo in komunikacijo med svetovalci za protokol, saj se večje težave v komunikaciji pojavljajo znotraj posamezne službe in ne med službami.

In the Republic of Slovenia there are different protocol offices that often cooperate with each other. In the master's thesis we looked into their organization and communication within each protocol office and among them. The way they communicate is particularly important when dealing with crisis situations. When a crisis situation arises the protocol office has to solve it immediately and invisibly as it can affect the reputation of the state. Communication problems mostly occur within protocol offices due to conflicts and resentments among employees and the lack of information about developments within a protocol office. The communication among protocol offices is better. Communication problems exist with the procuring entities of the protocol office' services for reason of belated and insufficient transfer of information. Although neither of the protocol offices has a contingency plan, they make the effort to prepare to the maximum for possible crisis situations. When a crisis situation arises all participants cooperate and communicate satisfactory as they all seek to find a solution to the problem. ▼ During the underwater vehicle R&D process, a crucial task in the beginning phase is to decide the specifications of sensors and actuators. The designers need to make decisions if an off-the-shelf product will meet the requirement, or more efforts should be devoted to the development of a component. The communication format undertaken between the controller and the subsystems is another important design issue worth of close attention. Once these specifications are settled, it will be very troublesome to change them afterwards in case a design flaw is discovered. It will be even worse if the problems are found after the prototype vehicle is constructed. In order to ensure the flexibility and shorten the development time, this paper proposes an architecture for general-purpose low level controller suitable for underwater vehicles. We suggest using the idea of âtiersâ to construct a vehicle controller with multiple layers. Generally speaking, there are many different paths of information flow in a vehicle control system. It can be high-level tier and abstractive intention of the human operator interpreted by the man-machine interface; or the mid-level tier control commands to maneuver the vehicle to a specific direction; down to the low -level tier as the raw commands fed to the thrusters. The performance and the reliability of the system deeply depend on the flow of these information and commands. High- and mid-level tiers information can be modeled mathematically, but the low-level tier is product-dependent. In other words, once a new sensor or actuator is installed, the control software related to these components need to be revised accordingly. The modification of the software might exist at multiple places if the structure is not organized as tiers. In order to maintain full flexibility of the vehicle controller structure throughout the R&D period, the high- and mid-level will be implemented in the man-machine interface for ROV case, and in the mission planner in the AUV case. The low-level tier is implemented in the onboard computer. The onboard low-level controller covers a variety of communication format of physical ports, such as serial line, D/A, A/D, D/IO and PWM. Port setting parameters, such baud-rate or DA range, can be specified remotely on the surface. The physical connecting ports of the sensors can be changed freely without rewiring or reprogramming. Taking the stability of the controller as the top priority, we used DOS operating system as the platform to implement our concepts. DOS has been in the market for more than two decades, but it has the merits of fast in booting, highly stable, efficient in computation. We use its timer interrupt service INT 0X1C to construct a realtime thread to poll the readiness of sensory channels, and uploads the data to the surface via a channel-driven packet. The packets delivered to the surface are split into channels and reconstructed back to their original raw data format. ▼ Vehicular communication has been an emerging topic among current wireless research. The vehicular communication can be classified to Inter-Vehicle Communication (IVC) and Road-to-Vehicle Communication (RVC). IVC and RVC support applications mainly on two aspects: safety applications aiming to reduce dangers on the road, and data applications aiming to provide information and entertainment to people on traveling. Vehicles nearby form Vehicular Ad hoc Networks (VANETs) without any fixed infrastructures. Due to the characteristics of vehicular networks such as quickly changing and unstable network topology, IVC has special requirements to the network protocols. Several MAC protocols have been appeared or improved based on previous work for IVC. But these protocols are designed either for QoS guaranteed data service or for reliable message broadcast. There is not a protocol including both application requirements and inexpensive to implement as well. MAC protocol for vehicular communication hasn’t been finalized. In this thesis, an overlay token ring protocol (OTRP) is proposed which can work on MAC layer with broadcast function and taking into the IVC features into consideration. In OTRP, vehicles are grouped to overlapped rings with a token passed in each ring as the sole right for transmission. The ring is dynamically updated in a distributed manner based on smart algorithm at each node. OTRP provides bounded delay by assigning maximum token holding time for each node. It also reduces collisions by decreasing the number of contention nodes by times of ring size. Fair and high throughput is obtained as well. Furthermore, it provides reliable and prompt broadcast of emergency messages by pre-emptively transmitting while applying the token as an acknowledgement. The time nodes reliably receive the message is within limit. Theoretical analysis is provided and simulation results are given to evaluate the performance of OTRP under saturated traffic conditions both in safety and data applications.

Without any doubt, the entire range of voice and TV signals will migrate to the packet network. The universal addressable mode of Internet protocol (IP) and the interfacing framing structure of Ethernet are the main reasons behind the success of TCP/IP and Ethernet as a packet network and network access scheme mechanisms. Unfortunately, the success of the Internet has been the problem for real-time traffic such as voice, leading to more studies in the domain of Teletraffic Engineering; and the lack of a resource reservation mechanism in Ethernet, which constitutes a huge problem as switching system mechanism, have raised enough challenges for such a migration. In that context, ITU-T has released a series of Recommendation under the umbrella of H.323 to guarantee the required Quality of Service (QoS) for such services. Although the “utilisation” is not a good parameter in terms of traffic and QoS, we are here in proposing a multiplexing scheme with a queuing solution that takes into account the positive correlations of the packet arrival process experienced at the multiplexer input with the aim to optimize the utilisation of the buffer and bandwidth on the one hand; and the ITU-T H.323 Endpoints and Terminals configuration that can sustain such a multiplexing scheme on the other hand. We take into account the solution of the models from the M/M/1 up to G/G/1 queues based on Kolmogorov’s analysis as our solution to provide a better justification of our approach. This solution, the Diffusion approximation, is the limit of the Fluid process that has not been used enough as queuing solution in the domain of networking. Driven by the results of the Fluid method, and the resulting Gaussian distribution from the Diffusion approximation, the application of the asymptotic properties of the Maximum Likelihood Estimation (MLE) as the central limit theorem allowed capturing the fluctuations and therefore filtering out the positive correlations in the queue system. This has resulted in a queue system able to serve 1 erlang (100% of transmission link capacity) of traffic intensity without any extra delay and a queue length which is 60% of buffer utilization when compared to the ordinary Poisson queue length.

▼ This dissertation presented a study on the future-proof IEC 61850 communication protocol and its implications for substation engineering. The advent of contemporary technologies has resulted in the decentralization of substation architecture. Over the last 15 years the IEC 61850 protocol has been contributing to the refurbishment and upgrade of conventional substations. As the aging infrastructure of these centres has been slowly replaced, the hybrid substation has begun to emerge. These substations have been known to contain tedious combinations of different proprietary protocols all attempting to operate within the same substation network. Therefore, the introduction of IEC 61850 to old substations can have an effect on automation, protection and communication within the substations local environment. In this dissertation a multi-protocol substation communication network and SCADA was established using DNP3, Modbus RTU and IEC 61850. A communication network was developed between a physical nexus of connected IEDs and end equipment. It was from this model that the operation of a typical substation automation system was analysed. This critical assessment focussed on the workings of the remotecontrol points as well as the response of end equipment under fault conditions such as breaker fail, overcurrent and earth fault. In addition to the operation of the multi-protocol model, individual inferences could be drawn from the implementation of the aforementioned protocols themselves. These deductions related to the significance of time stamped data, the reduction of cross-wired copper cables within substations, the obvious limitations of serial RS 485 Modbus RTU and the convenient benefits of ‘virtual’ networks. It was during the main research phase of this study that the principal benefits of the IEC 61850 standard were readily enforced and interpreted. Furthermore, special consideration was given to the implications of the GOOSE message class on substation protection. It was here that GOOSEbased breaker fail protection, arc-flash protection and blocking response were investigated. As a result of the implementation of these protection schemes it was determined that GOOSE messaging and by extension the IEC 61850 standard provides optimisation, economic benefits as well as revolutionary advancements in protection and automation to substations. The IEC 61850 substation standard is current, universal, promotes the interoperability between devices and is a leading contributor in the development of smart grids. Although in the early ages it was mainly found in niche applications such as the military and royal society, today it is an inevitable part of our daily lives. The recent rapid proliferation of Internet of Things (IoT), a diverse set of devices that are connected to the Internet, imposes new challenges in protecting our privacy and security in our daily connected lives. In most cases, one-size-fits-all security solutions are inefficient; therefore, we need high-quality application-specific solutions. This thesis designs, develops and evaluates a secure communication architecture based on Static Random-Access Memory (SRAM) Physical Unclonable Function (PUF) technology and Elliptic Curve Cryptography (ECC) for IoT devices in collaboration with Intrinsic ID, a world leading PUF technology company. SRAM PUF is a popular emerging hardware intrinsic security primitive: its start-up values (SUV) can be used to uniquely identify and authenticate silicon, due to the hard to clone, inherent and device unique deep-submicron process variations. ECC is an approach to public-key cryptography, which can be used to establish shared secret keys among parties; it has been gaining popularity among lightweight IoT devices because achieving equivalent security level requires significantly smaller operands when compared to other approaches. Our solution consists of two systematic steps: (1) development of a cryptographic protocol which utilizes PUF-derived key as the root-of-trust, while keeping the area constraint into account, and (2) design and development of a modular hardware architecture that supports the protocol. We propose four protocol variants with trade-offs related to security versus implementation requirements. Further, we verify and prototype one protocol variant on the Xilinx Zynq-7000 APSoC device, and analyze its practicality as well as its feasibility. The prototype offers interesting insights and lays a solid foundation for future research.

▼ This dissertation presents a study of the security and performance of a quantum communication system using multi-stage multi-photon tolerant protocols. Multi-stage protocols are a generalization of the three-stage protocol proposed in 2006 by Subhash Kak. Multi-stage protocols use “Polarization Hopping,” which is the process of changing the polarization state at each stage of transmission. During the execution of a multi-stage protocol, the message transfer always starts by encoding a bit of information in a polarization state; for example, bit 0 is encoded using state |0⟩ and bit 1 is encoded using state|1⟩ whereas, on the channel, the state of polarization is given by α|├ 0⟩┤+β|├ 1⟩┤. In the following α and β are restricted to the real numbers i.e., the polarization stays on the equator of the Poincare sphere. A transformation applied by one communicating party at a given stage will result in new values of α and β. This dissertation analyzes the security of multi-stage, multi-photon tolerant protocols and proposes an upper bound on the average number of photons per pulse in the cases where Fock states and the cases where coherent states are used in the implementation of the three-stage protocol. The derived average number of photons is the maximum limit at which the three-stage protocol can operate at a quantum secure level while operating in a multi-photon domain. In addition, this dissertation studies the vulnerability of the multi-stage protocol to the Trojan horse attack, Photon Number splitting attack (PNS), Amplification attack, as well as the man-in-the middle attack. Moreover, this dissertation proposes a modified version of the multi-stage protocol. This modified version uses an initialization vector and implements a chaining mode between consecutive implementations of the protocol. The modified version is proposed in the case of the three-stage protocol and named a key/message expansion four variables three-stage protocol. The proposed nomenclature is based on the fact that an additional variable is added to secure the three-stage protocol. The introduction of this additional variable has the potential to secure the multi-stage protocol in the multi-photon regime. It results in the eavesdropper having a set of simultaneous equations where the number of variables exceeds the number of equations. The dissertation also addresses the performance of the multi-stage, multi-photon tolerant protocol. An average photon number of 1.5 photon/stage is used to calculate the maximum achievable distance and key transfer rates while using the single-stage protocol over fiber optic cables. We compute the increase in distance as well as data transfer rate while using the single-stage protocol. Channel losses as well as the detector losses are accounted for. Finally, an application of the multi-stage protocol in IEEE 802.11 is proposed. This application provides wireless networks with a quantum-level of security. It proposes the integration of multi-stage protocols into the four-way handshake of IEEE 802.11. Advisors/Committee Members: Verma, Pramode K.
