Le Conseil et le Bureau du commerce constituent l’instance principale de l’administration royale du commerce au XVIIIe siècle. Bien que le roi n’assiste jamais aux séances hebdomadaires, cette institution, créée en 1700 et dissoute en 1791, a contribué à modeler l’économie française de l’époque. Installé au sommet d’une pyramide institutionnelle, cet organe est étroitement associé à l’élaboration et à l’application du droit économique, exerçant un véritable pouvoir par procuration en matière d’édiction de la norme. Un de ses traits les plus originaux consiste en la présence, très influente, de Députés du commerce. Ces Députés du commerce, au minimum, constituent un tiers-intervenant susceptible de crédibiliser l’institution par rapport aux forces vives de l’économie. Par ailleurs, une intégration institutionnelle forte tend à solidariser presque organiquement les chambres de commerce, les corporations et les manufactures avec l’instance centrale. Contrairement à une vision quelque peu réductrice d’une économie « dirigiste », le Conseil/Bureau du commerce, durant la première moitié du siècle, opère une économie d’une nature profondément conventionnelle. Concrètement, cette institution forme le point de rencontre de toutes les entités intéressées au commerce et le rapport de force s’avère ambigu entre le pouvoir et les opérateurs privés. Durant la seconde moitié du siècle, le Bureau du commerce change radicalement de politique, voire de doctrine, pour mettre en oeuvre un libéralisme économique « premier ». Le langage employé et l’intériorisation de concepts économiques et idéologiques nouveaux montrent le degré de pénétration de ce libéralisme.

The Council and Bureau of commerce formed the major body of the royal administration of commerce in the XVIIIth century. Although the king never attended the weekly assemblies, this institution, created in 1700 and abolished in 1791, contributed to shape the French economy at the time. Placed at the top of an institutional pyramid, this organization is narrowly associated with the elaboration and enforcement of the economic right. One of its most prominent features is the very influential presence of Deputies of commerce. These Deputies, at least, constituted a third party liable to give credit to the institution in relation to the forces of the economy. In addition, a strong institutional integration tended to bring together almost organically the Chambres de commerce, the corporations and the manufactures with the central body. Contrary to a somewhat shortview vision of “dirigisme”, the Council/Bureau of commerce operated a deeply conventional economy throughout the first half of the century. This institution allows for the meeting of all the entities interested in commerce, and shapes the relationship between central power and private operators, which was seemingly ambiguous. At Global level, milk has been identified as an integral part of the food for centuries. Milk is very essential for our life and it has good nutritive value and also rich in fat. Milk and the products are the indispensable supplement to the staple food, which forms an integral part of the present civilized existence. Indian economy is mainly based on agriculture nearly 80 per cent of the population is engaged directly in it. But agriculture alone is unable to provide necessary employment, income and creation of assets to the people. Hence dairying constitute an important activity of the rural population mostly as a subsidiary occupation. In India more than 80 per cent of the cattle population in rural areas and about 76 per cent of the rural population is contributing towards milk production. India ranks first in the world milk production. Out of the total Indian Agriculture population, 60 per cent of them owned milch animals either for their main occupation or subsidiary occupation. Since the introduction of White Revolution, the milk production geared up many number of times with the implementation of different schemes and various approaches under the category. Milk being the perishable commodity requires quick delivery for processing. The main problem in the study area i.e. Kanyakumari district are the farmers who own milch animals and the cattle rearers forced to sell their milk to the private traders, vendors and the consumers. With the development of the milk producersand#146; co-operative societies in the rural and semi-urban areas, the milk producer selling their milk to the societies. The co-operative rendered various kinds of services to their members for increasing the milk production and for fetching better prices for their milk sold. Milk producers in this district faces a lot of problems while production and marketing of milk. The objectives framed for this study are to highlight various aspects of production and procurement of milk in Kanyakumari district, to analyse the component of marketing

1. The study examines developments in foreign trade of the Indian textile industry, in relation to cotton and non-cotton segments for low value added and high value added product groups, in the backdrop of the trends and policies of the overall foreign trade of India in recent years from 1994. The Agreement on Textiles and Clothing (ATC) of the World Trade Organisation (WTO) was in operation from January 1995 to December 2004. The implementation of ATC as part of WTO agreements resulted in phasing out of quantitative restrictions (QRs) on imports of textiles and clothing. The textiles sector has been integrated with the provisions of General Agreement on Tariffs and Trade (GATT) of WTO from January 2005. Thereafter the sector does not have any differential treatment in global trade as distinct from other sectors. In the analysis attempted in the study, ATC period and post-ATC period are important landmarks. ATC period has also been divided into two phases of five years each. (B) Implications of Post-ATC Scenario on India and Other Asian Developing Countries 2. Quota free regime of international trade from January 2005 has made a positive impact on the Indian textile and clothing (TandC) exports, as well as on the overall exports of the country. Share of cotton TandC exports in total TandC exports has increased to around 63% in recent years, and has been steadily increasing, while that of non-cotton TandC exports has come down to around 37%. The trade has been shifting towards higher value added products, namely, readymade garments and made-ups from the earlier stage of exporting raw materials and intermediate products (fibre, yarn and fabrics). Non-cotton textile imports accounted for 75 to 83 per cent in recent years, and cotton textile imports remained around 17 to 20 per cent. Non-cotton imports is, thus, dominant in TandC imports. The imports largely consist of extra long staple cotton. In case of all textile imports, China continues to be the leading source country. This is followed distantly by USA and Australia.

Cooperative credit institutions are an important constituent of Indian financial system in general and banking sector in particular. Punjab is predominantly an agrarian state and cooperative banks occupy a vital position in the economy of Punjab state. So considering the importance of cooperative banks in Punjab the present research work has been undertaken to study the growth and regulatory framework of cooperative banks in India, to examine the operational performance, profitability and productivity performance of the cooperative banks in Punjab and to study the beneficiaries and employees opinion regarding the performance of cooperative banks in Punjab. The cooperative banks in India are regulated by the Reserve Bank of India through the Banking Regulation Act 1949 as applicable to cooperatives. The cooperative banks were given a special role in the Five Year Plans for the economic development of rural areas in India. As far as the operational performance of the banks is concerned the banks were successful in deposit mobilization, credit deployment and in recovering the dues but at the same time the number of branches and human resources were declining. Profitability and productivity analysis of cooperative banks reveals that total profits of the cooperative banks were decreasing due to losses in some cooperative banks and to improve the profits the banks should control their non interest expenses and efforts should be made to increase non interest incomes. Productivity analysis reveals that some of the cooperative banks were inefficient as these banks were not using their inputs efficiently. To improve productivity banks should make efforts to increase their output with the same inputs. newlineThe results shows that majority of the respondents are satisfied with the functioning of the cooperative banks except on certain issues like rate of interest charged, security provided for the loan, and training by the banks for the use of the loan amount.

▼ This thesis examines the role of economic markets and agents in promoting entrepreneurship, and their impact on innovation. The first chapter focuses on small business creation within the context of the United States economy, while the second chapter looks at returns to high-technology entrepreneurship internationally. Chapter 1 examines the impact of economic downturns on entrepreneurship in the United States by illustrating the direct link between the labor market and self-employment sector. When conditions in the labor market deteriorate for certain groups of individuals they are more likely to become entrepreneurs. This chapter shows that while African-American (henceforth Black) entrepreneurship rates have hovered around one-third that of the Caucasian (henceforth White) rate across all industries since 1910, Blacks are significantly more likely than Whites to become entrepreneurs, thereby narrowing the racial entrepreneurship gap. This phenomenon is accompanied by a widening of the racial wage gap - a 1 percent increase in state level unemployment causes Black wages to fall by 5 percent while nominal White wages remain unchanged. This is not a result of a compositional change in the labor force or industry specific shocks and the estimates are robust to an IV approach. This chapter next shows that discrimination reduces the demand for Black labor, resulting in the decrease of Black wages. Black wages fall more sharply with higher unemployment in states with higher racial prejudice compared to that in states with lower racial prejudice. As Black business income does not show corresponding cyclicality these empirical facts suggest that falling wages alter the payoffs from wage employment relative to self-employment, incentivizing Blacks to start businesses. Black businesses started in recessions do not differ from their White counterparts in income generated, incorporation rates or duration of survival. Moreover, it is the higher-ability Blacks who become business owners in recessions, suggesting that these ventures are voluntary and not the result of job termination. These findings show that Blacks do not differ from Whites in entrepreneurial ability, but face high barriers to entry into entrepreneurship and only cross these barriers when incentives change. Chapter 2 examines the role played by economic agents and ownership structures in creating incentives for high-technology entrepreneurship. The goal of high-technology entrepreneurship is to go public through initial public offers (IPO). Going public eases access to finance and rewards entrepreneurs for innovation. This chapter examines the links between the corporate ownership structures of an economy, focusing in particular on business groups, and the degree of average underpricing associated with IPOs. This approach allows for an exploratory look at the effects of market competition, information asymmetry, power and conflicts of interest on IPO pricing. ▼ Quality of care is a concept used to assess the value of healthcare services. Measures of quality of care are important in South Africa given the lack of information on the quality of services delivered in the healthcare sector. Pressure ulcers are an example of an adverse outcome of a hospital case and indicate poor quality of care. The financial implications of this event therefore represent an estimate of the cost of poor quality of care. The objective of this research is to estimate the financial implications of pressure ulcers in private hospitals in South Africa on a risk-adjusted basis. Pressure ulcers are identified using administrative data from medical schemes. Statistical modelling and statistical tests are used to create risk cells so that comparisons are done on a like-for-like basis. The results indicate that the average financial implications for a hospital case where an individual is diagnosed with a pressure ulcer, on a risk-adjusted and weighted basis, is 3.3 times the average financial implications for a hospital case where an individual is not diagnosed with a pressure ulcer. The impact of this event on the medical scheme industry is estimated at R1.4 billion. Identifying hospital cases where an individual is diagnosed with a pressure ulcer is limited because the data are used for reimbursement and case management. The financial implications could have been affected by additional factors not available in the data. Pressure ulcers result in non-financial implications for the individuals receiving and delivering healthcare services. These are not quantified in this research. Pressure ulcers are only one measure amongst many metrics that can be used to assess quality of care. Private hospitals can use a measure of pressure ulcers to quantify the quality of their healthcare services. Managed care organisations can therefore use these results to create a network of hospitals and they can use these results when negotiating with hospitals on the amount that they will reimburse them for the services that they provide. Cette thèse considère les consommateurs du commerce mobile de vente de détail comme objet de recherche en prenant la valeur perçue du commerce mobile comme point de départ. La question fondamentale de cette recherche est : quelles sont les relations entre la valeur perçue et la satisfaction du commerce mobile sur la fidélité du consommateur. L’objectif principal de cette recherche est donc d’identifier et de comprendre les facteurs clés qui contribuent à fidéliser le consommateur au commerce mobile dans un contexte de la vente au détail. Pour cela, nous avons clarifié le contenu spécifique de la fidélité des consommateurs de commerce mobile, et construit un modèle de recherche pour expliquer la fidélisation. Pour bien préciser comment les consommateurs perçoivent et évaluent le commerce mobile, nous avons effectué une étude qualitative exploratoire via des entretiens semi-directifs et une analyse de contenu avec Nvivo11. Grace à l’analyse qualitative, nous avons pu proposer un modèle de recherche avec des variables pertinentes. Cette recherche a utilisé Partial Least Squares(PLS) pour le modèle d'équation structurelle (SEM) pour tester le modèle et les hypothèses.

This thesis considers retail consumers of mobile commerce as a research subject, takes the perceived value of mobile commerce as the starting point. And we tries to conduct the research on this fundamental question: what are the determinants mechanism of the perceived value and satisfaction of mobile and their effects on loyalty. The main objective of this research is therefore to identify and understand the key factors that contribute to consumer loyalty to mobile commerce in a retail context. For this, we clarified the specific content of mobile commerce consumer loyalty, and built a research model to explain loyalty. In order to clarify how consumers perceive and evaluate mobile commerce, we conducted a qualitative exploratory study through semi-structured interviews and content analysis with Nvivo 11. Thanks to the qualitative analysis, we proposed the research model with relevant variables. This research uses Partial Least Squares (PLS) for the Structural Equation Model (SEM) to test the research model and hypothesis.

▼ Cette thèse s’attache à définir la certification équitable depuis une perspective juridique. Tant l’analyse de sa dimension formelle que matérielle permettent de conclure qu’elle est caractérisée par un dualisme face au droit étatique. Elle entretient à la fois une relation d’autonomie et d’hétéronomie à l’égard des ordres juridiques étatiques. Sur le plan formel, le caractère autonome du régime équitable est révélé par l’existence d’un ordre juridique distinct des ordres étatiques. En effet, les institutions du régime équitable jouent le rôle de tiers neutre et désintéressé remplissant des fonctions législatives, exécutives et judiciaires à l’égard des parties constituantes que sont les producteurs du Sud et les acheteurs du Nord. Le rapport d’hétéronomie se manifeste par l’intervention d’éléments provenant d’ordres juridiques étatiques au sein du régime. D’une part, les relations entre les producteurs et le certificateur sont soumises au droit allemand par le biais des contrats de certification et de licence. D’autre part, les relations salarié/employeur et acheteur/vendeur, centrales dans le commerce équitable, font intervenir le droit de la consommation des pays consommateurs et le droit du travail des pays producteurs. L’intervention d’éléments relevant d’autres ordres juridiques contribue à sécuriser et à bonifier le régime équitable. Sur le plan matériel, l’autonomie du régime se traduit par des dispositions inédites. Bien qu’originales par rapport aux normes d’origine étatique, l’analyse de ces normes montre qu’elles ne se placent cependant pas en situation de concurrence face à celles-ci. Elles interviennent plutôt comme complément dans des sphères où il s’avère difficile pour les normes d’origine étatique d’intervenir, principalement en raison des limites intrinsèques du droit national et international. Les standards de la certification équitable ne comportent cependant pas que des normes inédites. Plusieurs reprennent textuellement des dispositions d’instruments juridiques internationaux et nationaux d’origine étatique, alors que d’autres les traduisent dans un langage plus accessible et adapté au contexte de leurs destinataires. Dans ces deux cas, il s’agit de réitérer le droit en vigueur plutôt que de s’y opposer. Son principal attrait réside dans le fait qu’elle ne se limite pas à le répéter mais à faciliter sa connaissance et sa mise en œuvre par des mesures concrètes. La grande distribution en Roumanie est un phénomène récent qui justifie une étude. Ce phénomène est apparu dans les années 1992, après la chute du régime communiste en décembre 1989. Cet évènement a permis une libération des énergies dans tous les domaines, en particulier celui du commerce. La grande distribution s'est implantée à Bucarest et particulièrement à la périphérie pour ensuite s'orienter vers le centre-ville. La présence des axes de transport à l'entrée de la ville a facilité le groupement de plusieurs acteurs. En effet, le premier hypermarché s'est installé sur l'autoroute A1 près de Pitesti, au nord-ouest de Bucarest. Un deuxième groupement de sociétés s'est implanté à l'est de Bucarest, vers l'autoroute du Soleil qui relie la capitale au port Constanta. Le phénomène de la grande distribution s'est développé grâce à l'initiative des acteurs étrangers. Le manque des stratégies nationales explique que l'infrastructure et le transport sont insuffisants. Par son implantation périphérique, la grande distribution contribue à déplacer les limites de la ville. Cela montre à quel point l'activité commerciale détermine la périurbanisation et conditionne l'apparition de la zone métropolitaine bucarestoise

Hypermarket distribution is a rather recent phenomenon which justifies a study. It started in 1992 after the fall of the communist regime in December 1989. This event allowed a liberation of the energies in all the domains, in particular in the retail / trade. In the first time, large retailers took place in Bucharest and particularly in the suburbs. In a second time, it spread in the main town. The North of the capital is well enough served in highways. Thanks to the situation, a lot of commercial actors can settle in this place which becomes a trade area. We notice that the first hypermarket opened near the A1 highway towards Pitesti on the North West of Bucharest. A second group of companies goes to the East of Bucharest, next to the Sun highway which links the capital to the port Constanta. The phenomenon became more important thanks to foreign actors. The lack of national strategies explains that the utilities and transport's accessibility are insufficient. Because of its place around the town, hypermarket distribution moved the limits of the town. So we can observe that the trade is linked to suburbanization and marked the apparition of the metropolitan area of Bucarest
