This thesis brings up the insertion of Psychology in the public social assistance politics, particularly in Social Work, and more specifically, in the process of building the processes of the job that affects directly on the daily routine of the psychologists who work at SUAS (Social Assistance Care System), especially those who work at the CRASs (Social Assistance Reference Centers) connected to the FASC (Social Assistance and Citizenship Foundation) of Porto Alegre, Rio Grande do Sul, Brazil. This thesis is organized in three sections. The first section consists of a study about published academic production about Psychology in the Social Work in Brazil, with emphasis in its relationship with the CRASs. This draws a possibility to analyze the historical evolution of the researcher?s preoccupation regarding this issue, as well as observation of some basic characteristics of the productions. For this, a study took place inspired on a narrative review proposal with consultation of the electronic databases. In the second section, there is an attempt to characterize and discuss the work of the psychologists within the SUAS, more specifically of those working at the CRASs.This study parts from the premise that the psychologists are employed in the Social Assistance System, essential to the engineering and weaving of the politics, as well as being necessary to the users to warrant access to their social rights. The third and last section debates about the work processes and the practices of the psychologists. These last two studies are based on research analysys done with 27 professionals connected to CRASs, where data was collected through interviews and analysed with the help of Fundametal Theory (FT). The results obtained indicate that in the last years there has been an important involvement and investment in the Social Assistance area. Moreover, Social Assistance has been helping in the expansion and interiorization of the profession and in the development of practices different from the traditional. It is identified that the workers are working under adverse conditions that can be made explicit in the areas of formation and work relations, showing itself from the ways of hiring up to the development of routine activities in the SUAS.It is also highlighted, due to the field being new and in expansion, that its materialization as a source of reference of help to the social needs of the population still needs mediations for it to take place. This doctoral thesis aims to analyze from the State of Tocantins reality, as the Social Assistance Policy's, through the actions of Specialized Social Assistance Reference Centers (CREAS), has been setting for the promotion of the rights of children, adolescents and their families in situations of sexual violence. In this sense, the research sought mainly to contribute to the production of knowledge about sexual violence against children and adolescents in Tocantins, since there is no significant research and studies on this subject in the State. The specific objectives sought to identify characteristics of sexual violence; unravel how teams of CREAS has been acting in the interdisciplinary framework to guarantee the rights of children and adolescents and their families; analyze how the Social Assistance Policy's has sought to materialize the intersectoral approach to confronting sexual violence against children and adolescents and investigate how has been guaranteed the protection of rights and access to the medium complexity services to children, adolescents and families living in rural or to access difficult the municipalities. In view of the objectives proposed in this research, the kind of research used was the qualitative approach, in which they sought to apprehend these aspects of reality: the particularities of sexual violence, the perception of the subjects about the phenomenon, challenges and possibilities for realization of completeness of care for children and adolescents in situations of sexual violence.To collect data, there were 17 interviews with families, professionals and coordinators of CREAS beyond the desk review of 40 medical records of attendance of CREAS. To analyze the data collected in the survey, we opted for the content analysis technique and the systematization method of Practice. Data analysis allowed to grasp that construction of comprehensiveness of care to children, adolescents and families in situation of sexual violence requires a movement that promotes the break with revictimization of answers. The reports of the subjects reveal the presence of subscribers values in a culture based on socioeconomic inequality, ethnic-racial, gender and generation, thus asserting the presence of symmetry between unequal relations and reproduction of sexual violence. The following study demonstrates the results of the research developed during the realization of a master's thesis in Social Services in the Postgraduate Program of the School of Humanities of PUCRS, who had as a primary focus to identify how, and if, the social participation, primarily through the Conferences of Social Assistance, can materialize itself and exert influence in the management and execution of the Social Assistance Politics, especially as a parameter in the elaboration of the main instrument of planning of this public politic, independent of which is the Plan of Social Assistance. In the definition of the counties that would participate in the research, there was an effort to include initially 5 counties of different population densities, in accordance with the classification through the size of the population by the Nacional Politic of Social Assistance (BRASIL, 2004). In this sense, an endeavor was made in the search of information on the counties management, with the objective to verify if the social participation, mainly through the Conferences of Social Assistance, can exercise influence in the process of planning this public politic, as an expression of the public will and the forums of deliberation and social participation. To attain the objectives of this study, the critical dialectical method was chosen. The data was analyzed through the categories of the method: historicity, contradiction and totality. Also used as explanatory categories of the reality: Social Participation, the Social Assistance Politic, the Unified System of Social Assistance (SUAS), the Public Conferences, the Counties Plan of Social Assistance and the Access to Information. The study is descriptive and of qualitative nature. For the research procedures the used technique was documentary analysis. However, in the investigation process, there was a great difficulty of access of the documents to be researched, in this case, the Counties Plan of Social Assistance (PMAS), which demonstrated a fragility in the social control of the researched counties, as well as difficulties in dealing with the transparency of public data, by the counties management of the Social Assistance Politic. In 2007, the Council of Social Assistance State of Rio Grande do Sul CEAS /RS approved a change in the State Law (Law 11.853/02) which aims at the articulation between companies, state institutions and social and executor partners to carry out projects of social inclusion in the State. The called Rede Parceria Social RPS, Social Partnership Network, this articulation is co-financed by public resources, in parallel to the Network Socioassistencial regulated by the Unified Social ITS Sistema ?nico de Assist?ncia Social SUAS (BRAZIL / MDS, 2005). This study aimed to analyze the processes of social control of the RPS Project Portfolios by the competent bodies in order to contribute to the improvement of public administration of Social Welfare Policy in RS. It is the coexistence of tension between the logic and the logic of protection of rights with the implementation of this alternative network, as is the risk of latent re (re)philanthropy services and maintenance of neoliberal implementation of Social Welfare Policy in the state. The study originates from the doctoral thesis was based on dialectical materialism. Interviews and document analysis, and qualitative data were subjected to content analysis, and quantitative by simple statistical procedures.

This research paper aims to analyze the interfaces between the institutional accommodation and the experiences of adolescents under protective measure with the social protection. The legal marks of the Federal Constitution of 1988 have been discussed from historical roots of training and conception on social protection and subjects of rights, and the Statute of the Child and Adolescent, ECA, which has brought a new paradigm since its promulgation, revoking the conception of the doctrine of the irregular situation of the old Code of Minors, has proposed a new vision for Brazilian children and adolescents: the integral protection. Moreover, ECA has, by being signed in the Convention on the Rights of the Child from the Federal Constitution, assured family rights and duties, State and society, even as, after its promulgation, the System of Human Rights (SGD) and the National Plan for Promoting Family and Community Acquaintanceship (PNCFC) that were instituted for standardizing and orienting socio-assistance services and the integral protection of the child and adolescent.This research has also utilized empirical data coming from individual interviews realized with nine (09) adolescents under protection measure in the Foundation of Special Protection of the State of Rio Grande do Sul that have been close to institutional shutting down by virtue of civil adulthood. In addition, the investigation aims not only to analyze the social experience of adolescents accommodated in the protective institution, but also address knowledge of their social and family experiences, their rights that are ensured and violated, and their perspective in the System of Human Rights. Therefore, some conclusions may be drawn from this study, such as: the (non) visualization of the subjects through public social policies that develop focused, fragmented and disarticulated actions, child and adolescent care policy, and the vision of the adolescents of the institutional accommodation about family, which is always idealized and never reached, beyond being contradictorily represented by the institution, although expressing precariousness and also some experience of precarious inclusion. Thus, this work has searched for conferring visibility to the institutionalized youth, contributing for the discussion and reflection, providing the transformation of this reality to one that may preserve rights and ensure an effective social protection of these subjects.

The object of study in the present dissertation is operationalization of social assistance in the ambit of private social entities around the Partenon area, located in Porto Alegre, Rio Grande do Sul. The aim is to analyze how this public politics is being put in practice together with private social entities, given the goals and actions of the Unified Social Assistance System. The discussion is based on a theoretical background sustained in the following theoretical categories: Social Assistance, Unified Social Assistance System, Social Entities, Social Assistance Services and Social Participation, as well as on empirical data taken from the research conducted during 2012 and 2013. The investigation method used here is the dialectical and historical materialism and the type of study is the descriptive-explanatory qualitative one. The data collection technique chosen was the documentary research and the semi structured interview, which instruments were, respectively, documentary research script and interview script, via the non-probabilistic type of sampling. The study has the participation of workers, users and managers, linked to five entities from the selected area, totaling fourteen subjects. The treatment and examination of data were oriented by the technique of analysis of content. At the end of the process, the research contributed to understand and gather the following results: the social entities from the Partenon area deal with social assistance in a way that it oscillates from being a right and a non-right. They realize that the actions related to such politics are predefined and regulated by the State and suggest changing processes in the entities organizational method since the implementation of the Unified Social Assistance System, with special attention to the networking, the unification of social assistance services and, consequently, the overcoming of assistencialism. Although there is an agreement with the public municipal power, the biggest challenge they face is the scarcity of financial resources, given the complex growing needs and demands from the population who has access to their services, such as survival and acceptance security. Even though, it is possible to identify the development of actions in a planned continuous way, which guarantees quality services. However, some aspects of their practices indicate the need for improvement regarding promotion and fostering of participation and social control. Such aspects relate to the exercise of rights defense, allowing awareness, organization and collective mobilization from the users in the search for political and economic structural changes, both inside and outside the entities.

La investigaci?n es un procedimientos cualitativos con cuantitativos complementarios, de car?cter exploratorio, construidos bajo la referencia dial?ctica cr?tica. The subject of taxes immunities is rich in controversies. This controversy appears on the books, judicial decisions and debates, making this an interesting subject to do a research. The immunity is a norm of negative competence that prohibits the rule, the creation or the enforcement of taxes. In this case on study, there is express disposition forbidding the creation of any tax. Hence, as the legislator must create a rule to the application of the norm, he must create a rule to the immunities to better ensure the institution. This avoids the depletion of the legal rule of the norm or, in the other way, inflation of the immunities cases. The subject is vast and the aim of this research is to analyze two kinds of immunitie. The first one is expressed on the article 150, VI, ?c?; the second is that expressed on the article 195, ?7?, specially the applicable taxes, to whom is directed and the requirements to its use, on the lights of a logical-systematical Constitution interpretation.

A imunidade tribut?ria ? um instituto rico em diverg?ncias doutrin?rias e jurisprudenciais, debates e peculiaridades, o que o torna um tema instigador para ser pesquisado. A imunidade ? norma de compet?ncia negativa, que retira a possibilidade de se instituir uma regra matriz de incid?ncia tribut?ria. No caso das imunidades objeto deste trabalho, h? expressa disposi??o desta veda??o. Todavia, assim como se deve criar uma regra matriz para a aplica??o de uma norma de incid?ncia tribut?ria, deve-se tamb?m criar uma regra matriz de incid?ncia da norma imunizante para melhor se aplicar o instituto, evitando que se esvazie a norma imunizante ou que, ao rev?s, aplique-se a norma de incompet?ncia de forma exacerbada. O tema ?imunidade? ? vasto e o escopo do trabalho ? a an?lise de duas imunidades em especial, de forma que o aprofundamento sobre o tema ser? direcionado quando da an?lise das imunidades espec?ficas. Esta pesquisa examina o papel dos Centros de Refer??ncia LGBT da cidade S??o Paulo, destacando suas atua????es e fun????es na sociedade. Tem como objetivo principal conhecer em que medida os Centros de Refer??ncia LGBT cumprem suas fun????es na sociedade como espa??os de informa????o, cidadania e cultura, bem como a satisfa????o de seus usu??rios. Desenvolveu-se este estudo a partir de uma revis??o de literatura, compreendendo aspectos gerais acerca dos conceitos sobre informa????o, cidadania, cultura, centros de refer??ncia e Centros de Refer??ncia LGBT, bem como a inser????o dessa comunidade de l??sbicas, gays, bissexuais, travestis, transexuais, entre outras identidades de g??nero e sexualidade, na sociedade brasileira, onde s??o evidentes suas caracter??sticas machistas, sexistas e homof??bicas. Para dar cumprimento aos objetivos, optou-se como recurso metodol??gico pelo estudo descritivo e explorat??rio, com abordagem qualitativa e quantitativa em estudo de campo e de m??ltiplos casos. A amostra contou com todos os cincos Centros LGBT da cidade de S??o Paulo, onde foram feitas entrevistas com seus coordenadores, aplicados question??rios com parte de seus usu??rios e feitas visitas guiadas pelo pesquisador. Os resultados apontam que os Centros de Refer??ncia LGBT da capital paulista s??o espa??os de informa????o, cidadania e cultura eficientes e satisfat??rios para a maioria dos usu??rios LGBT, pois os ajudam, atrav??s dos servi??os, a????es e atividades desenvolvidas, a resolver os problemas relacionados ?? identidade de g??nero e ?? sexualidade e no exerc??cio da cidadania.

Abstract This research examines the role of LGBT Reference Centers in the city of S??o Paulo,highlighting their actions and duties in society. Nesta tese, O Instituto de Prote????o e Assist??ncia a Inf??ncia da Bahia (IPAI), institui????o de car??ter higienista fundada no in??cio do S??culo XX em Salvador, ?? percebida como uma institui????o educativa ainda que no contexto hist??rico da sua cria????o tivesse sido delineada como de natureza m??dico-assistencial. A an??lise aqui proposta procurou adentrar o universo do instituto atrav??s de suas rotinas, pr??ticas cotidianas e principalmente de suas ideologias que permitiram interven????o direta junto a vida social da popula????o assistida. A Institui????o foi criada num contexto marcado pelo processo de legitima????o do saber m??dico junto ?? sociedade soteropolitana em meio aos cont??guos contrastes de ordem sanit??ria e urban??stica que marcavam o desenvolvimento da cidade moderna. A presente pesquisa enfoca as pr?ticas das equipes psicossociais que atendem adolescentes em cumprimento de medida socioeducativa em meio aberto nos CREAS - Centros de Refer?ncia Especializados de Assist?ncia Social de Manaus-AM. Apesar de prefer?veis ?s restritivas de liberdade, as medidas em meio aberto tem se caracterizado pela complexidade de sua operacionaliza??o, resultando em incertezas por parte da equipe acerca da efetividade das a??es desenvolvidas. A partir da execu??o do projeto ?Espa?o de Viv?ncias em Socioeduca??o?, o qual promovia encontro entre as equipes profissionais onde as mesmas problematizavam o seu fazer, trocavam experi?ncias e constru?am conjuntamente propostas visando ? solu??o de algumas de suas demandas, postulou-se realizar um estudo objetivando compreender as pr?ticas destas profissionais, a partir da confronta??o que realizam sobre o pr?prio fazer, destacando a potencialidade e a fragilidade de suas a??es, atentando para os movimentos de mudan?a a fim de superar dificuldades. Tendo como base o referencial te?rico da Psicologia Hist?rico-cultural e a Cl?nica da Atividade, prop?s-se uma pesquisa de cunho qualitativo atrav?s de autoconfronta??es simples e cruzadas com os profissionais dos cinco CREAS existentes da cidade. Nestas sess?es, os participantes avaliaram o pr?prio fazer e de seus pares. Posteriormente, adolescentes atendidos pelas equipes foram entrevistados acerca do fazer dos profissionais respons?veis por acompanhar a medida. Como resultado, percebeu-se a cria??o de novos quadros discursivos para acolher e entender a potencialidade e a percep??o de que em diferentes momentos do percurso do adolescente no sistema socioeducativo, as a??es socioeducativas revelavam fragilidades. Com o aux?lio da Teoria Fundamentada para a an?lise dos dados, construiu-se uma hip?tese integradora que mostra que a pr?tica ? mediada por instrumentais e pela prescri??o legal-institucional, com a presen?a de fatores que interferem negativamente no cumprimento da medida. Contudo, mediante as exig?ncias do real da atividade, os profissionais apresentam varia??es de estilo que ora renovam, ora mant?m o g?nero profissional, no intuito de superar as dificuldades do fazer e ampliar o poder de agir individual e coletivamente. Concluiu-se que as autoconfronta??es geraram envolvimento participativo dos profissionais, fator fundamental ao processo reflexivo, compreens?o das inst?ncias do trabalho, desenvolvimento das equipes de trabalho e daquilo que faz o g?nero profissional. Destaque ? dado na hip?tese integradora ? media??o dos instrumentos em todas as esferas e rela??es concernentes ao processo socioeducativo, ? criatividade da equipe na transforma??o do seu fazer e aos v?nculos constitu?dos entre profissionais e jovens. As falas dos adolescentes atendidos pelas equipes de refer?ncia corroboram que o fazer desses profissionais favorece o estabelecimento de um ambiente favor?vel, promotor de mudan?as na vida dos cumpridores de medida socioeducativa em meio aberto.

The central theme of this study is to analyze the implementation of Reference Centres for Social Assistance (CRAS) in the town of Crickhowell, with a view to assessing Protective Services and Full Service Family (PAIF), the discussion of social assistance category is necessary, family and territory. It discusses the historical percussion of social welfare policy. It discusses the historical process of social assistance policy, highlighting some periods, such as the Federal Constitution of Brazil in 1988, the Organic Law of Social Assistance (LOAS) in 1993, until the term of the National Policy for Social Assistance establishing the System single Social Assistance (ITS) in 2004. Soon we discussed families, territory, Protective Services for Comprehensive Care of Family (PAIF), and the dilemmas and possibilities in strategies to work with families from the territory as a space for participation, but also of contradiction and following with a brief presentation of the diagnosis in the town of Crickhowell and then analyzing the results. This study constituted a qualitative exploratory research, anchored in the deductive method. The research is subject four coordinators Reference Centres for Social Assistance and the municipal manager of social welfare policy, addressed through recorded interviews and forms. The content analysis is based upon the study of Moraes (2007). The survey results point to a weakness in the materialization of social assistance rights in the territories of CRAS, as well as regarding the implementation, extreme weaknesses in contractual relationships, single statement of policy, human resources, continuing education of workers, ineffectiveness forward demands, turnover professional, technical and political weakness in the framework of the professionals as well as limits on the break and possibilities of conservative welfare arsenal, this historically in social welfare policy. The considerations of this study indicate difficulties and limitations in the management of CRAS front and the demand in the territories, on the other hand, technical direction and weakened the political materialization of working with families through Protective Services and Full Service Family (PAIF).

The present work has as the subject of study the security and social protection of the special Social Welfare Policy, SUAS. The overall goal is to analyze how the CREAS from municipalities of the 9th Planning Functional Region state of RS are bailing under the Securities prescribed in SUAS in order to contribute with subsidies for the improvement of services provided to the user population . This study is guided by Marxism, based on the critical-dialectical method, which seeks to go to the essence of phenomena. It is characterized as a social explanatory research. The population defined for the survey is comprised by the municipalities of the 9th Region Functional Planning, which consists of one hundred and thirty municipalities. Of these, only nine had CREAS, four of whom comprised the sample: Small I: Irai; Small II: Solitude; Mid Size: Carazinho, and Large: Passo Fundo. The subjects of the study is comprised by representatives of families of all users from the surveyed CREAS, totaling 15 female users; Welfare municipal policy managers totaling four managers (one representative appointed by the manager); and 1 professional Social Worker at Center. Data were collected through documentary analysis of monitoring data sheet from CREAS through a guideline formulary to collect data and semi-structured interviews with the subjects. We used three guidelines for the interviews, all compounds with open questions. The interviews were recorded and transcribed. The data was analyzed by content analysis by Bardin (2009).The results indicate that professionals from the surveyed Centers are finding difficulties for the materialization of social security protection of Social Welfare Services, which also require greater knowledge of its principles by the staff. The existing human resources structure in CREAS is not being able to meet the demands identified in the Centers, as well as they are not compliant with the prescriptions of NOB-RH/SUAS. The physical structure of buildings where the CREAS are installed are not suitable, and it?s being marked by improvisation which is a characteristic of the historical process of social welfare policy. The material resources available are also lacking maintenance and better conditions of functioning. The services offered in CREAS need a better definition and clarity in its methodology. The actions taken are still very much tied to situations experienced by individuals in a personal level, and collective activities that have the greatest potential to encourage participation and social mobilization are dismissed. The central theme of this dissertation is to analyze the configuration of the Civil Society Organizations in the city of Porto Alegre, after the implementation of Unified Social Assistance System, with a view of their participation as a political actor in the effectiveness of social assistance rights. For a further development it was necessary to discuss the category Civil Society and the appropriation of this concept considering the classic and modern conceptions, culminating in the Gramscian analysis, which is the conceptual option of this research. We discuss the trajectory of the Social Assistance Policy in Brazil and the historical role of the Civil Society Organizations in the execution of the social assistance services. After that, we consider the trajectory of the Social Assistance in the city of Porto Alegre and its interface with the collective of organizations that deals with the public policy in the city, highlighting the impact of these organizations in the execution of the services, programs, projects and benefits. This study was based on a qualitative exploratory research, anchored in critical dialectical method. The study had as research subjects‟ twelve leaders of Civil Society Organizations and four coordinators of reference center for social assistance, approached through semi - structured interviews. The analysis was the textual discursive, based on the study of Moraes (2003). The results indicates a predominance of the execution of the Civil Society Organizations in the implementation of social Assistance services in the city, as well as a weakening in the implementation of Unified Social Assistance System taking into consideration the infrastructure, human resources and popular participation in the construction of the policy. About the relationship between reference center for social assistance and Civil Society Organizations, the research shows a tension in the territories and a search for a more dialogic and horizontal relationship between the actors. The results also highlights the dumping of the user in the implementation process as well as the need to strengthen social control spaces, in particular the regional commission on social assistance and city council social assistance. We conclude that there is a process outsourcing Civil Society Organizations intensified after the implementation of Unified Social Assistance System in the municipality of Porto Alegre, the construction of spaces of contention for hegemony and a new corporate design that radically democratize public space being required for a real possibility of overcoming this condition by the Civil Society Organizations.

This Master thesis is composed of two empirical articles and aims to analyze the psychological practices from the speech directly involved workers in the practical field of the National Social Assistance Policy. The first one aims to understand the discourses that produce psychological practices in the field of social assistance, trying to understand how it is perceived interdisciplinary work by psychologists inserted in this field, and to investigate how to build the psychological practices collectively and as a professional category. A focal group of psychologists and one social worker of Porto Alegre and its metropolitan area have participated. It was done an analysis of thematic content. The analysis created seven categories grouped in the axes ?Psychological Practices, Work and Policy of Assistance?. In the discourse of those workers, it is highlighted the fatalism, the exploitation and the impotence that is reproduced in the talk and in the feeling of the professionals and that is also fruit of a context of injustice and oppression, lived by the own workers. In the second study, it was aimed to, besides the psychological practices in the SUAS, understand how the psychologists of assistance build and reaffirm its professional identity. Psychologists that work in CRAS of Porto Alegre participated in this study and they were interviewed individually, furthermore, the transcriptions of the focal groups of the first study were also analysed. It was done an analysis of the thematic content and five categories were listed from the literature: identity as negotiated experience of the self, affiliation, trajectory of the apprenticeship, multi-affiliation and globally defined affiliation, but experienced locally. On the analysis it is highlighted the difficulty of professionals to perceive itself worker of assistance, besides to position itself collectively and politically. It was concluded, through those two studies, that, for the psychologist worker of assistance, it is necessary to assume political position in service of social transformation; articulate itself as a professional category and also perceive and identify itself as a worker of the assistance. However, this is yet a professional category that is identified with the traditional clinical practice, even that some transforming practices are already being produced.

La presente tesis tiene como tema central la perspectiva de g?nero en el Sistema ?nico de Asistencia Social ? SUAS ? a partir de la Seguridad Social garantizada por la protecci?n social de la Asistencia Social. La investigaci?n que origina este estudio propone analizar las seguridades previstas en el SUAS, revelando las cuestiones de g?nero presentes en esta pol?tica p?blica, buscando contribuir con subsidios para implantaci?n e implementaci?n de la universalidad de la protecci?n social del SUAS. En esta direcci?n, el estudio se caracteriza como una investigaci?n social de nivel explicativo, de enfoque cualitativo, con utilizaci?n de datos cuantitativos. La investigaci?n abarc? el territorio del Estado de R?o Grande del Sur. Participaron de la investigaci?n un total de 117 trabajadores/as del SUAS, 97 de ellos vinculados/as a las unidades de ejecuci?n de los servicios socioasistenciales implantados en los municipios del Estado y 20 trabajadoras vinculadas al ?rgano gestor Estadual del SUAS. Como procedimientos y t?cnicas para la recolecci?n de datos, se realizaron entrevistas con las trabajadoras vinculadas al Estado, con base en un plan semiestructurado, y una encuesta en l?nea enviada a los equipos de referencia de los servicios socioasistenciales de los municipios. Los datos recolectados fueron sometidos a an?lisis de contenido, basada en Bardin (1997). Todo el proceso de investigaci?n y producci?n de la tesis se orienta por el m?todo dial?ctico-cr?tico, fundamentado en la teor?a social de Marx. De este modo, adem?s del recorrido metodol?gico de la investigaci?n, esta tesis pone en evidencia el m?todo de an?lisis de la realidad como base sobre la que se fundamenta la concepci?n de mundo y de humanidad que orienta todo el estudio. The right to family and community life of children and adolescents is discussed in this work from his relationship with the Basic Social Protection of the Social Assistance System Unified (Sistema ?nico de Assist?ncia Social - SUAS). The primary intention of this paper is to present and discuss the guidelines of the National Plan of the Right of Children to Family and Community (Plano Nacional de Conviv?ncia Familiar e Comunit?ria) as well as Working Group Pro-Family and Community, articulating in the same manner with the research data. Thus, it is intended to describe some relationships between these normative instruments and Social Assistance Policy, which indicates that the right as objective to be achieved through public policy. By the actors directly involved with this daily deprivations and violations of basic human rights the interface between the Basic Social Protection with the family life and community still lacks understanding and seizure.The field research was conducted through focus groups, in two Reference Centers for Social Welfare (Centro de Refer?ncia de Assist?ncia Social - CRAS) in Porto Alegre, Brazil, and participated in each of them, seven technicians from each service. The data of this research are exposed throughout the work, demonstrating the limits and possibilities that are made from the historical moment in which we operate. It was found that the National Plan Promotion Defense and Protection of the Right of Children to Family and Community is still quite unknown to the workers, which indicates the importance of investing in disseminating the existing normative instruments. From the resumption of the main changes that occurred during the transition period feudal-capitalist, sets up the opposition between city-field as the central explanatory thesis contradiction that precedes the social-capitalist economic formation. In the brazilian reality, the historical marks of inequality and resistance related to the origins of colonization, from the division of the territory into large properties, slavery and the power of rural oligarchies that define unequal conditions of life for the population of the country. Actually, at the present stage of the capitalist system, it s observed that the conditions and the life way of people reflects an inequal socio-territorial scenery to the rural population, that affects the securities provided in the scope of SUAS. With the advent of SUAS, from the guideline of territoriality, the deployment of services and recognition of the demands are occurring so closely linked to the population and its territories. With the research, through the construction of indicators, it was possible to identify the low coverage of SUAS in rural municipalities surveyed, specially in reference to living security, and unequal conditions between rural and urban areas, which materialize in land concentration, rural poverty and other forms of vulnerabilities that are expressed in the conditions of life at the field. Still, it identifies advances from the strategies of the population in accessing their rights of citizenship, expanded from the Single System of Social Assistance.

This dissertation has as its object of study the attendance to the socio-educational measures under the SUAS (Sistema ?nico de Assist?ncia Social). The main objective is to know how it is developed the attendance to adolescents in conflict with the law, through the service of attendance to the socio-educational measures, in particular the measures in an open environment, carried out by the Reference Specialized Centers for Social Assistance (Centros de Refer?ncia Especializado de Assist?ncia Social CREAS). Therefore, the socio-historical aspects of the process of fulfillment for social rights advocated in PNAS/SUAS, ECA, and SINASE were considered from the perspective of socio-education and its repercussions in the area of Social Assistance. The first chapters consist of the theoretical elaboration of the introduction and the developed methodology. The method of study that guided this research is the dialectical-critical method with a mixed approach. For the data collection, it was applied the technique semi-structured interviews. The subjects for the research were the coordinators of Reference Specialized Centers for Social Assistance and workers from FASC in the city of Porto Alegre. In the second chapter, there was the questioning regarding the role of the State and its relation to the System of Social Protection; in the third chapter, the advances in the field of fulfillment of social rights were addressed, from the overcoming of the irregular situation of the previous code for minors to the new paradigm of the doctrine of Integral Protection, analyzing, thereby, how the CREAS accomplishes the assistances to the adolescents in conflict with the law and the recognition of these adolescents as a legal person. The main results refer that most of the subjects recognized that the working conditions experienced in everyday services at CREAS do not allow the fulfillment of integral protection of the adolescent. They state further that the lack of human resources, qualifications, and methodological alignment make not feasible the implementation of rights, especially in regard to socio-education. The present dissertation systematizes the results of the research developed during the Master's Degree in Social Work in the Postgraduate Program of the Humanities School of PUCRS, whose main purpose was to analyze how the intersectoriality in the Social Assistance Policy in the Region of the Vale do Ca?, in order to contribute with subsidies for its improvement. To carry out the study, a qualitative, mixed-focus research based on the dialectical-critical method was undertaken, having as sample three municipalities of the Ca? Valley Region that is composed of twenty municipalities. The data collection was carried out through interviews with three managers and three social workers from each municipality, as well as the documents related to the social assistance policy in them. The main results of the study are the incipience of intersectoral practice in the municipalities / locus of the research. Thus, even with the notes made by managers and social workers on the relevance of intersectoral praxis, there is a vast path to be followed, full of contradictions and challenges. Thus, it is concluded that the intersectoriality must be understood as a management model that has as fundamental value the totality of the subjects and the families, in order to have effective access to the offer of public services and to legally guaranteed social rights.

In this thesis we analyze the elements that involve the theory of social justice in Rawls, covering the three main works of the author - Theory of Justice, Political Liberalism and The Law of Peoples - with the aim of identifying, from the beginning, a social ideal social ideal), with a view to a full conception of justice. As a basis for the development of the research, the fundamental elements - basic structure and just social institutions, principles of justice and the idea of cooperation - that guide the conception of justice in Rawls, first for national societies and later in defense of a Peoples' Society. We have shown that throughout Rawlsian theory, implicitly or explicitly, both in national societies and in the Peoples' Society, a social ideal has always been present as a project for a full conception of justice. However, we note that The Law of Peoples's proposed social justice system faced even greater challenges because of pluralism and the need to architect a parallel process of justice (national and international). In the thesis, we argue that the social ideal that permeated the discussions at the national level was extended to the Peoples' Society as a way of promoting justice among peoples and bringing together societies that are in an unfavorable (burdened) situation. The Duty of Assistance, a principle built to govern relations between peoples, is the new element introduced by Rawls to guarantee and make feasible his social ideal within the framework of international society. We consider that this social ideal is anchored in the notion of basic structure and in the benefit of social cooperation, fundamental ideas of Rawlsian thought since A Theory. We argue that the idea of assistance among peoples does not pretend to be a global distributive justice project based on the principle of difference for national societies, but that the Duty of Assistance is the expression of the Rawlsian social ideal, now extended to Society of Peoples.

Este trabalho tem como objeto de estudo as a????es de enfermagem desenvolvidas no cuidado prestado por auxiliares de enfermagem a pacientes idosos hospitalizados em duas institui????es da rede p??blica de Salvador-Bahia. Optamos por um estudo descritivo com abordagem qualitativa, utilizando o m??todo de an??lise de conte??do proposto por Bardin (1995), por entendermos que este ?? o caminho metodol??gico mais adequado para discutir o problema em pauta. Este estudo teve como objetivos: identificar as a????es do cuidar que os auxiliares de enfermagem desenvolvem no cotidiano de seu trabalho junto ao idoso hospitalizado; caracterizar os auxiliares de enfermagem que prestam cuidados ao idoso hospitalizado; e evidenciar os fatores que influenciam no desenvolvimento das a????es do cuidar prestadas pelos auxiliares de enfermagem ao idoso hospitalizado. Foram investigados quarenta e dois atores sociais das duas institui????es, tendo como instrumento de coleta de dados a entrevista semiestruturada. Para a an??lise dos discursos, definimos a tem??tica, da qual emergiram tr??s categorias: o idoso na sociedade e o idoso hospitalizado; o cuidado ao idoso hospitalizado; e o diferencial do cuidado ao idoso. Essas categorias formam subcategorias consoantes com os objetivos definidos a priori. Ficou evidenciado que as condi????es de trabalho nem sempre s??o adequadas, al??m da insufici??ncia de recursos humanos e materiais para o desempenho das a????es que comp??em o cuidado. A falta de capacita????o dos atores sociais para atendimento ??s peculiaridades da pessoa idosa hospitalizada, respaldando a diferencia????o necess??ria para a interven????o adequada e positiva da enfermagem foi ratificada. Os resultados apontaram para a necessidade de uma transforma????o na maneira de ensinar e cuidar por parte das escolas de ensino superior e m??dio, assim como das institui????es hospitalares, no que tange a seus modelos assistenciais.

Background: Body composition has been considering an important predictor parameter in different clinical and healthy promotion scenarios. Nevertheless, reference values from healthy community from young to the most advanced age?s samples with generalizable eligibility criteria from bioelectrical impedance equipment are lacking. The objective of this study was to estimates the percentile values of the body composition parameters for healthy individuals from both sexes through different ages. Methods: Cross-sectional study with healthy individuals from the community, older than five years, of both sexes. Body composition was assessed thought electrical bioimpedance. Body composition parameters assessed were: total body fat, percentage of total body fat, fat free mass, percentage of lean mass, fat mass index, and fat free mass index. The relationships of outcome variables (body composition variables) and predictor variable (age) were analyzed using a quantile regression model (5th to 95th). Results: A total of 1241 participants, with median and range age of 27.0 (5 to 99) years, 651 (52.5%) were female, and 777 (73%) Caucasian. Only fat free mass 25th percentile was not significantly associated with age. That is a tendency of increasing with the increase age of the percentage of corporal fat and the corporal index. The fat free mass index shows an increasing tendency from the child to the adult and decreasing from the elderly. Conclusion: The present study estimated the percentile values of the body composition parameters, evaluated through the electrical bioimpedance analysis, for a healthy population of different ethnicities. Age had an association with all parameters at most percentiles in both sexes.

This thesis constitutes a qualitative study about the work involved in the social worker in the hospital, and is anchored in research that is based on the theory and historical-dialectical materialist method. The problem part of the following research question: "how the social workers to the hospital system develop its work in teams where they live?" In order to analyze the work of the social worker of the hospital network, from the perspective of teamwork in order to qualify the integral and humanized care to the user. The research subjects were nine (09) professionals who work in health teams in hospitals, in Porto Alegre, including: social workers, doctors, nurse, psychologist and speech therapist. In the process of data collection, we used a semi-structured interview technique with application form consisting of open questions. The data collected were subjected to content analysis of crop-based thematic Bardin (1977), identifying thematic topics and frequency of communications professionals, according to summaries of the themes or explanatory of reality: the social worker the health teams, team work, comprehensiveness and humanization that support for the discussion and propositions woven.

The process of subjects homelessness adults and families living on the streets, the deployment of SUAS in the city of Porto Alegre and its inserting these from the interface of Basic Social Protection and Special Social Protection is the central question of this dissertation, which has reflects on how the legal documents, that are directed to the Homeless Population, and they approach the subject of Process of Homelessness adults and families who are in this condition, considering processes of prevention, protection and social inclusion of this population segment. Therefore, there was documentary analysis in the documents establishing the National Social Assistance/PNAS and Unified Social Assistance System/SUAS, the National Policy on Population Inclusion of Homeless/PNIPSR, and the Municipal Plan to Combat Homeless/PMESR, which was supplemented by records of supervising and monitoring conducted in FASC, along with services that cater to this population. In the present study we used the dialectical-critical method, and the results show that it is necessary to mediate the dialectic view regarding social phenomenon, that takes shape in the homelessness process, overcoming a static reading of this process. It is necessary to recognize it as the product of multiple constraints, expressions of social issues. It is configured in matters multifactorial, with the time in which this condition is important category for analysis. The attempt to contribute to this discussion by suggesting concrete alternatives in the deployment of SUAS, to change the relationship between the interfaces shields was also highlighted in this study. It points up a significant difficulty in this dialogue, with a clear need to extend this debate shows that still fragmented and fragile little daring, especially with regard to the provision of services in both protections, to increase the effectiveness of care directed at these subjects

The present study intended to examine the process of social street approach built in Porto Alegre through the Servi?o Social de Rua ASR (Social Street Service) in Funda??o de Assist?ncia Social e Cidadania FASC. The choice of the theme of social street approach comes from the experience of the researcher, as a social worker, member of a multidisciplinary team that developed the Social Street Service over 14 years, in all areas of the city. The daily challenges marked by constant tensions understood in the mediation process of this social practice raised the motivation to perform this study. Its goal was based on analyzing the journey of the Servi?o de Atendimento Social (Social Service Street Center), in order to provide insight and visibility of the social approach in ensuring the rights of the homeless population. This segment of the population, traditionally invisible to statistics, is for the first time recognized as a user of the Pol?tica Nacional de Assist?ncia Social (National Social Policy), adopted in 2004 and brought to fruition only through the Sistema ?nico de Assist?ncia Social SUAS (Social Welfare System). This system regulates and organizes the nationwide social welfare services from a decentralized and participatory model of management. Thus, it includes the social street approach service, in a decentralized way, in Centros de Refer?ncias Especializados da Assist?ncia Social (Specialized Reference Centers of Social Welfare). This study, qualitative in nature, had as an issue understanding how the different individuals involved in the process of social street approach design and evaluate the ASR, developed in the 2000 to 2010 period, in Porto Alegre. As criteria for the inclusion, individuals who followed the service in the years 2000/2005/2010 were chosen, considered significant for the Service. Semi-structured interviews with 14 individuals were conducted: three managers, three users, three technicians, three monitors and two requesting the service. The interviews were recorded after the consent of the interviewees, transcribed and submitted to the process of content analysis according to Bardin (2010). The study was based on the dialectical historical materialism method. The survey results point to a context full of contradictions, tensions and clashes in the effectiveness of the social street approach. The homeless population is still very stigmatized and discriminated even by workers in social assistance policy. The methodology developed by ASR was a process built on the intervention on streets guided by the host, listening and formation of links with the homeless population. Quanto ao referencial te??rico, buscou-se suporte nos estudos acerca dos modelos de democracia deliberativa habermasiana e o de democracia participativa, conforme perspectiva dos autores brasileiros, para delimitar as dimens??es do controle social (participa????o, transpar??ncia, delibera????o, natureza, institucionalidade e aprendizagem), que s??o abordadas implicitamente pela literatura especializada e utilizadas de forma funcional no trabalho. O desenho de pesquisa adotado foi do tipo explorat??rio, de natureza qualitativa, caminhando em tr??s diferentes e complementares frentes de trabalho: pesquisa bibliogr??fica sobre a tem??tica do controle social, haja vista a necessidade de entender e diminuir o efeito poliss??mico em torno de tal no????o; an??lise dos dados referentes aos conselhos gestores municipais de assist??ncia social, constru??dos pela Pesquisa MUNIC (2001-2013), do Instituto Brasileiro de Geografia e Estat??stica (IBGE), bem como pelo Censo SUAS (2011/2012), do Minist??rio do Desenvolvimento Social e Combate ?? Fome (MDS); e o levantamento, tratamento e an??lise de dados emp??ricos a partir das experi??ncias dos conselhos gestores do referido Territ??rio. The main theme of this master's thesis is to analyze ter materialization of social control in the Social Assistance Policy in Porto Alegre. The function of social control is to regulate, supervise and deliberate the policy in the three spheres of government. As a theoretical basis, the categories of State, Civil Society and Social Policy were broadened giving support to this production. A bibliographical, documentary and empirical research was carried out. In the bibliographic research, the journals qualified as A1, A2, B1 and B2 by Capes were prioritized, having as a sample twelve articles that covered the research theme. The documentary research had as objective the rescue of the history of the Municipal Council of Social Assistance and the implantation of the Policy of Social Assistance, through the analysis of documents of the collection of the council. From the empirical research, nine subjects participated, being seven counselors and two board members. The study was anchored in the dialectical-critical method that went through the entire process of this dissertation. The reference for data analysis was content analysis, based on studies by Bardin (1977). The results obtained indicate that the Social Assistance Policy and the Council arise in a context of democratic expansion. Thus, popular participation became one of the pillars in the implementation and implementation of this policy and the council. It is noticed that, with the most radical resumption of neoliberalism in the country, there is a change of the political project in the administration of the municipality, occurring a significant decline in the advance of the policy. In the process of organizing the council, there was an articulation with the implementation of the policy, evidencing, therefore, its incidence in the construction of the same and the importance of this instance in the guaranteed of this process. Finally, there is a long way to achieve the participation of users in politics and the council of Porto Alegre, currently threatened by the processes of dismantling of rights.

El tema de este estudio fue la acogida social colectiva desarrollada en el CRAS, como garant?a de protecci?n social. Los campos de investigaci?n fueron los Centros de Referencia de Asistencia Social (CRAS), en el municipio de Porto Alegre. El objetivo en investigar la acogida social colectiva como aseguradora de garant?as de protecci?n social en el CRAS, tiene un relevante papel social, dispuesto a contribuir con subsidios para calificar la pol?tica de Asistencia Social, en la Protecci?n Social B?sica, abriendo posibilidades para la reflexi?n, la evaluaci?n, los avances o adaptaciones en su desarrollo. Esta investigaci?n utiliza el m?todo dial?ctico-cr?tico, que tiene como principales categor?as historicidad, contradicci?n, totalidad y mediaci?n, que est?n interconectadas, conectadas entre s?. Considerando el objeto de este estudio, fueron enumeradas como categor?as explicativas de la realidad: protecci?n social, seguridad social, acogida colectiva y procesos sociales. En el an?lisis de los contenidos, surgieron como categor?as emp?ricas, como acceso y metodolog?a. En la perspectiva de la dial?ctica, la opci?n fue por investigaci?n del tipo mixto. Los datos cuantitativos sistematizados en la investigaci?n, se refieren a la red socioasistencial de la FASC. Sin embargo, mayor ?nfasis se dedic? a los datos cualitativos, captados a partir de la investigaci?n emp?rica, por entrevistas con trabajadores, con usuarios y por observaciones en acogidas colectivas. En cuanto a t?cnicas y procedimientos para la operacionalizaci?n de datos, se dio: por el an?lisis documental del marco jur?dico y t?cnico de la Pol?tica de Asistencia Social brasile?a, identificando c?mo contempla el modo de realizaci?n y las posibilidades para los sujetos atendidos a partir de la acogida social; por entrevista con asistentes sociales del PAIF y con usuarios que participaron de acogida colectiva; y por observaci?n de acogidas colectivas. Posteriormente los datos fueron transcritos y analizados, haciendo la mediaci?n entre el contenido descrito, la teor?a y el an?lisis documental. Para la realizaci?n de la investigaci?n hubo la construcci?n de un importante aporte te?rico relacionado a las categor?as investigadas.
