▼ Compared to most Western democracies, voter turnout in the United States is consistently lower. Individuals from disadvantaged groups such as the poor are also less likely to vote than more affluent citizens. To counteract these trends, American state governments since the 1970s have adopted election reform laws (early voting, no-excuse absentee or mail voting, and Same Day Registration [SDR] voting) to make voting easier for the citizen. Paradoxically, most research on election reform laws has found that these laws have a minimal effect on turnout, and do not reduce disparities between more and less advantaged voting groups. This study argues that past studies have not properly accounted for features of a state’s electoral system – combinations of voting reform laws, election administration, and history of turnout – that structure the impacts of these laws on turnout. The goal of this research is to re-evaluate the performance of these election reform laws by contextualizing the laws in a state’s electoral system. This study makes several unique contributions to the literature on election reform laws. First, convenience voting laws and state election administration are reframed as components of the overall accessibility of a state’s electoral system. Using a policy feedback framework, this reframing recognizes how citizens, political campaigns, and accessible electoral systems shape turnout. The study then evaluates the effects of accessible electoral systems on overall turnout, and turnout among the poor. Additionally, this project analyzes how these laws structure the mobilization strategies of political campaigns. Finally, this research utilizes two large datasets containing millions of respondents from all fifty American states (Catalist and the Cooperative Congressional Election Study) with advanced statistical methods to assess the effects of these laws at the individual level in the 2008-2014 midterm and presidential elections. After controlling for the accessibility of state electoral systems, this research finds that convenience voting laws do increase turnout, encourage participation from the least likely voting groups, motivate campaigns to mobilize voters, and reduce turnout inequality. ▼ The pre-1996 anti-gay/lesbian laws have been repealed and today South Africa’s constitution recognizes and protects the rights of homosexual people. The adoption of a new constitution in 1996 included a Bill of rights prohibiting discrimination on sexual orientation and opened up the space for the recognition and protection of the rights of homosexual people. The Equality Clause, Section 9 in the Bill of Rights, prohibits discrimination on the grounds of sexual orientation by the state and all other persons. The Civil Union Act, passed in November 2006, is the fruition of LGBTI peoples'lobbying for protection and recognition which was made possible by the new constitution. Although Parliament has passed more than 30 progressive laws that include the protection and recognition of LGBTI people, since 1994 there is still a great amount of stigmatization of the homosexual way of life. Not only is the homosexual couple made invisible in many instances, but the couple must also face prejudice from all sectors of society. The dominant hetero-normative narrative of relationships, has led to an “othering” of same-sex couples and families. Thus, despite equality in terms of the law, lesbian relationships are assumed to be inferior to heterosexual relationships because they are not conventional and are plagued by stereotypes and misconceptions. Unlike heterosexual women, lesbian women must contend with a society in which their lifestyle is not the norm. The impact of this oppressive cultural context on the individual and her intimate union is the subject of this study. Fifteen South African lesbians were interviewed in order to gain in-depth understanding of the potential stressors that intervene to shape their relationships, and their coping mechanisms, within the prevailing social and political milieu. The study outlines a variety of stressors as potential sources of conflict for lesbian couples thus contributing to building understanding of the dynamics of lesbian intimate unions. Additionally, in response to homophobic conceptions which are still dominant in society, the women reveal particular ways of representing themselves and their relationships. Different discourses are appropriated in an effort to present themselves in a more ‘favourable’ light. They valorise their relationships, adopt strategies to guard themselves and withstand stigmatisation. These actions however, also present certain stressors for their relationships. This exploratory study contributes to the growing body of literature on homosexuality, serving to counteract stereotypes and shed light on the dynamics specific to lesbian relationships. It highlights systemic, contextual, familial and intimate issues and the ways in which gay women contend with them. ▼ The success of the 2015 same-sex marriage campaign made Ireland the first country to extend marriage to same sex couples by popular vote. The discourse around the ‘Yes Equality’ (YE) campaign has been predominately positive, indicating an emerging Ireland of progressive social attitudes (Elkink et al 2016; McGarry 2016). This project explores the legacy of the YE campaign for the everyday lives of LGBT+ people, with a focus on those outside large urban centres, through an examination of activists’ experiences of the YE campaign, their patterns of collective action and their assessments of what it is to be LGBT+ in contemporary Irish society. To understand the depth and scope of social change as experienced by LGBT+ constituents, this research draws on assessments that posit the advent of a ‘post gay era’, understood as period of policy engineered decrease in homophobia and transphobia that functions to weaken ties to established LGBT+ spaces and institutions (Ghaziani 2014, Seidman 2002). Concepts from social movement analysis and examinations of LGBT+ organisations are also used to understand dynamics of inclusion, exclusion, collective identity and community in a sample of urban and rural LGBT+ groups. To gather data to assess how ‘post-gay’ Ireland has become, focus groups where held in both rural and urban environments with grassroots activists. In tandem, elite interviews were conducted with leaders of LGBT+ movement and community groups and participant observation was conducted of a new LGBT+ group formed in a town in the Midlands. Drawing on this data this thesis explores local and national LGBT+ debates on the YE campaign and in its aftermath experiences of collective action and community building in urban and rural contexts. Findings suggest, that the YE campaign worked as a catalyst that continues to sustain elements of rural based mobilization, however, age, gender and sexual identity shape the nature and capacity of collective organisation on the local level. Overall, a campaign that privileged a narrow conceptualization of LGBT+ life had mixed outcomes for this heterogeneous community and in the context of waning resources and a gap between national, local, urban and rural experiences, claims of a ‘post gay’ era seem premature.

▼ This study is aimed at understanding the efficacy of the implementation of the national curriculum innovations called “Foundations for Learning Campaign” in schools under uThungulu District, within the province of KwaZulu-Natal in South Africa. Furthermore, it included assessing the level of preparedness of educators in their teaching of basic skills in the classroom and identifying the gaps in the dissemination and implementation of curriculum innovations. The view upheld within this study was that ‘the use of alternative strategies to implement national curriculum innovations in schools is of no use if the school practitioners are sidelined in the development, planning and organisation processes of the innovation.” The study targeted foundation and intermediate phase teachers from grades one to six teaching numeracy/literacy and languages/mathematics, from whom a sample of 120 teachers was purposefully selected as they were the initial focus of the Foundations for Learning Campaign. Both qualitative and quantitative methods were employed in the collection of data. The findings revealed that majority of the educators were not adequately equipped with skills and expertise to implement the Foundations for Learning Campaign effectively and efficiently in the classroom. Inadequate preparation was due to the following reasons: lack of sufficient time allocated for training, inappropriate and irrelevant training and inadequately trained facilitators. In addition, there is a lack of professional development programmes and school-based activities to enhance the teaching and learning of basic skills. Inadequate supervision, monitoring and support from both the staff management team and subject advisors/specialists predominantly prevailed during the implementation of the Foundations for Learning Campaign. Furthermore, the model used to cascade the national curriculum innovation to schools identified within the study was inadequate for the efficacious implementation of the Foundations for Learning Campaign. The study recommends that: teacher orientation, training and support processes should be refined; a high teacher-pupil ratio needs to be phased out and discouraged; a variety of quality Learner Teacher Support Material should be readily available and easily accessible to educators in the classroom to enhance the teaching and learning of languages and mathematics; on-going supervision, monitoring and support from the staff management team and subject advisors/specialists are necessary with regards to curriculum implementation; and finally professional development programmes and school based activities currently in place need to be evaluated and reviewed. ▼ A crossover design is an experimental design in which each experimental unit receives a series of experimental treatments over time. The order that an experimental unit receives its treatments is called a sequence (example, the sequence AB means that treatment A is given first, and then followed by treatment B). A period is the time interval during which a treatment is administered to the experimental unit. A period could range from a few minutes to several months depending on the study. Sequences usually involve subjects receiving a different treatment in each successive period. However, treatments may occur more than once in any sequence (example, ABAB). Treatments and periods are compared within subjects, i.e. each subject serves as his/her own control. Therefore, any effect that is related to subject differences is removed from treatment and period comparisons. Carryover effects are residual effects from a previous treatment manifesting themselves in subsequent periods. Crossover designs both with and without carryover are traditionally analyzed assuming that the response due to different treatments have equal variances. The effects of unequal variances on traditional tests for treatment and carryover difference were recently considered in crossover designs assuming that the response due to treatments have unequal variances with a compound symmetry correlation structure. The likelihood function for the two treatment/two sequence crossover design has closed form maximum likelihood solutions for the parameters at both the null hypothesis, H0 : sigma_A² =σ_B², and at alternative hypothesis, HA : not H0. Under HA : not H0, the method of moment estimators and the maximum likelihood estimators of sigma_A²,sigma_B² and rho are identical. The dual balanced design, ABA=BAB, which is balanced for carryover effects is also considered. The dual balanced design has a closed form solution that maximizes the likelihood function under the null hypothesis, H0 :sigma_A²=sigma_B², but not for the alternative hypothesis, HA : not H0. Similarly, the three treatment/three sequence crossover design, ABC=BCA=CAB, has a closed form solution that maximizes the likelihood function at the null hypothesis, H0 : sigma_A²=sigma_B² = sigma_C², but not for the alternative hypothesis, HA : not H0. An iterative procedure is introduced to estimate the parameters for the two and three treatment crossover designs. To check the performance of the likelihood ratio tests, Type I error rates and power comparisons are explored using simulations. Advisors/Committee Members: John E. Boyer Jr., Dallas E. Johnson.

▼ Chapter 1: In the last two decades, public agencies have started to include performance pay into their compensation structure. Using a survey data of all law enforcement agencies in the Unites States, this chapter investigates: (1) if the adoption of performance pay by agencies affected their ability to fight crime and (2) whether agencies responded to performance pay adoption by shifting their policing strategies to game the change? We find that despite increases in the pay gap, performance pay adoption resulted in no change in the police's ability to fight crime. We find little evidence that adopting agencies attempted to game the incentive structure by shifting efforts away from less profitable tasks.Chapter 2: There has been much debate over whether interest groups act as ideologues or investor when they contribute to candidates. In a seminal work, Snyder (1990) finds that economic interest groups behave as investors and there is a one to one correlation between candidates' share of contribution from economic interest groups and their probability of winning. This chapter expands on Snyder's work by proposing a new strategy to empirically identify investor interest groups, that is, by examining whether an interest group has ever given to competing parties in a race, we call this group "diversifiers". We find that there is indeed a significant correlation between diversifier contribution share and election outcome. Furthermore, the correlation between diversifiers contribution share to date and election outcome remains significant as early as approximately 48 weeks before election day.Chapter 3: Participation of interest groups in public policy making is ubiquitous and unavoidable. In this final chapter, we try to understand the mechanisms through which interest groups attempt to influence the implementation of public policies from an Institutional Economics perspective. We recognize that while it is legislatures that enact and supervise statures, it is often bureaucracies that implement policies. We survey a collection of papers that analyze how the vast power invested in bureaucracies influence the strategic choice of interest group in means to exert influence - buying, lobbying and suing. We further generalize our analysis to understand how differences in the institutional environment impact the role of interest groups in public policy making.

Докторска дисертација анализира право на поштовање породичног живота. Право на поштовање породичног живота спада у нова, савремена породична права. Право на поштовање породичног живота садржи у себи однос између два члана породице. Право на поштовање породичног живота је, пре свега, право предвиђено на европском правном подручју и то Европском конвенцијом за заштиту људских права и основних слобода. У погледу права на поштовање породичног живота у домаћој литератури породичног права није било обимнијих радова (монографија, зборника) и ово право није студиозније проучавано. У уводу се дају разлози за изучавање ове теме, затим методолошки приступ, хипотезе од којих се полазило, и очекивани научни допринос докторске дисертације. У првој Глави докторске дисертације разматрају се промене у савременом породичном животу које су довеле до промена основних појмова породичног права - породице, брака, пола, родитеља, супружника. У другој Глави, полазећи од основне идеје рада да право на поштовање породичног живота своје постојање црпи из Европске конвенције о људским правима, а да своју интерпретацију добија у пресудама Европског суда за људска права, разматрају се значај и структура ових "извора" за право на поштовање породичног живота и на унутрашње правне системе држава чланица. У трећој Глави разматра се порекло детета од стране оба родитеља и право на поштовање породичног живота. Посматра се настанак и постојање права на поштовање породичног живота детета у односу на мајку и оца, као и на (ван)брачни статус родитеља детета. O presente trabalho versa sobre os processos que possibilitam o engajamento dos sujeitos em lutas por reconhecimento. Tal problematização foi construída a partir de evidências empíricas que indicavam que, após o ingresso em empreendimentos econômicos solidários, alguns trabalhadores passavam a entender-se como importantes para o todo social, lutando por reconhecimento. Assim, o objetivo da pesquisa foi descobrir como ocorriam os câmbios morais, relativos ao próprio valor, que proporcionavam a inserção política. Para desenvolver teoricamente o proposto, utilizou-se as elaborações sobre reconhecimento de Axel Honneth, as quais advogam que o substrato para o ensejo da luta social são constrangimentos estabelecidos na experiência cotidiana – a partir de situações de vergonha social, entendidas como violação, exclusão e depredação. Entretanto, durante o decorrer da pesquisa, nem sempre o empenho de lutas por reconhecimento se estabeleceu a partir das experiências de vergonha social, condição que exigiu a complementação do referencial teórico anteriormente referido. Destarte, baseando-se em autores como Santos, Cardoso de Oliveira e Souza, entendeu-se que o modelo honnethiano é construído a partir de um padrão normativo cívico, o qual tem como fundamento uma igualdade entre todos os sujeitos, que não se estabelece no Brasil. Assim, neste país, as humilhações sociais teriam a possibilidade de serem naturalizadas, tendo dificuldades para se tornar substrato para a luta por reconhecimento, já que privilégios são admitidos. Partindo destas elaborações, os resultados da pesquisa confirmaram que uma igualdade mínima não estava estabelecida e que esta condição desigual proporcionava a formação de bloqueios internos para a luta, pois muitos dos sujeitos entrevistados se observavam com menor valor, enquanto pessoa, aceitando as humilhações sofridas. Neste contexto, os empreendimentos econômicos solidários constituíram-se como um meio social disponível para promover aprendizados morais referentes à lógica cívica, a partir da qual os atores construíam a condição igualitária e passavam a empenhar críticas a modelos hierárquicos e, em alguns casos, a lutar por reconhecimento. As variáveis centrais, propiciadas pelas vivências no coletivo de trabalho, que possibilitaram que este processo fosse efetivado, foram: o estabelecimento de uma solidariedade entre os participantes do grupo de trabalho (manifestada em um reconhecimento antecipado das habilidades individuais), a partir da qual os atores se consideraram importantes e se engajaram no projeto coletivo e; o contato dos associados com a esfera pública que possibilitou um aprendizado moral relativo aos processos deliberativos democráticos e forneceu um horizonte valorativo alternativo de estima (democrático, solidário, sustentável).

▼ The purpose of the present study was to understand the efficacy of the reading campaign in improving learners’ competences in reading. The study was conducted in the northern KwaZulu-Natal province, and the researcher chose Uthungulu district as the field of study. The study was conducted in senior phase schools under Mthunzini circuit in Uthungulu district with a sample size of sixty educators. Educators answered a questionnaire with closed and open- ended questions. A questionnaire was administered to educators to solicit (a) their views on the implementation of the ELITS’ reading campaign, (b) their awareness of the campaign and (c) the availability and accessibility of the quality reading collections supplied by ELITS to schools. The findings revealed that majority of the educators are not aware of the ELITS reading campaign, their knowledge of the campaign is limited and they are not even aware of the objectives and time frame of the project. The implementation of the ELITS campaign was not monitored as a result some schools do not engage leaners in reading activities and they do not regard it as a skill that must be taught. The distribution of relevant reading material is not made readily available to the majority of schools, the majority of schools do not have libraries and library personnel; as a result it is hard for learners to access reading materials; thereby impacting negatively on learners’ competences in reading. Based on the findings the researcher realised that the objectives of the ELITS reading campaign were not achieved due to poor planning for the campaign, lack of training for the educators, lack of monitoring and evaluation of the project and time frame for the project was not clearly stated. The study recommends that reading campaigns be planned properly, all stakeholders must know and understand objectives of the campaign, time frame must be clearly stated to all stakeholders and monitoring and evaluation must be taken into consideration. ▼ Esta dissertação de Mestrado pretendeu incorrer no domínio do género e desenvolvimento em São Tomé e Príncipe. Pretendeu-se com este estudo, analisar e compreender a evolução do Movimento de Mulheres em São Tomé e Príncipe, nos períodos colonial e pós-colonial. Este último compreendeu duas etapas: a primeira república, de 1975 a 1990, em que só existia uma organização de mulheres e a segunda república, a partir de 1990, período a partir do qual surgiram outras Associações e Organizações da Sociedade Civil. O Governo de São Tomé e Príncipe adotou por Decreto, a partir de 2007, uma Estratégia Nacional para a Igualdade e Equidade de Género. Este estudo pretendeu saber como encaram as Associações de Mulheres e os dirigentes políticos e de Movimentos Sociais o modo como as políticas e os programas tomam em conta esses engajamentos/ compromissos assumidos. Procurou-se também saber como se posicionam mulheres e homens face à prática efetiva da igualdade de género, tendo em conta a existência de leis favoráveis à mesma. A abordagem metodológica englobou uma componente quantitativa e outra qualitativa. A componente quantitativa, foi levada a cabo com aplicação de inquéritos por questionário a uma amostra das Associações da Região do Príncipe. A componente qualitativa compreendeu a aplicação de inquéritos por entrevista a cinco líderes de diferentes contextos de intervenção política no país, sobre os assuntos em estudo. Os dados das entrevistas foram tratados de acordo com a análise de conteúdo, tendo as categorias de análise emergido da análise dos questionários e dos discursos dos participantes. Este estudo exploratório revelou que a análise das políticas e dos mecanismos para a igualdade bem como o enquadramento jurídico-legal e as conclusões obtidas no estudo empírico, embora não possam ser generalizadas, permitiram encontrar uma luz para as questões colocadas inicialmente sobre a perceção sobre os movimentos de mulheres e a igualdade de género em São Tomé e Príncipe. ▼ En la actualidad las sociedades cada vez son más complejas, siendo tema cotidiano ver por la televisión o leer en redes sociales, problemáticas de índole social, económico y cultural, sin embargo, desde un tiempo a esta parte, en nuestro país, se ha incrementado en cantidad e intensidad la lucha por las demandas de género, por lo que parece usual oír hablar sobre movimientos por el orgullo gay y acciones colectivas orientadas a enseñar sobre orientación sexual e identidad de género. Este proyecto, tiene como misión principal abarcar las temáticas de matrimonio homosexual y adopción homoparental, siendo este último el principal motor de investigación, debido a que con frecuencia las encuestas de opinión pública dan como resultado, al menos en Chile, que existe un porcentaje significativo que aprobaría el matrimonio como institución que avale la unión de parejas del mismo sexo, no obstante, los datos reflejarían lo contrario a la hora de preguntar por la tenencia de niños y niñas. Para comprender la diferencia entre la percepción de los heterosexuales chilenos frente a ambas peticiones de minorías sexuales, fue necesario recolectar la opinión de los informantes, en este caso apoderados de colegios de clase alta, media y baja, a través de entrevistas que podrían ayudar a esclarecer esta problemática. Siendo la clase alta y media la más aislacionista para vincularse con las demandas homosexuales, y la clase baja la más comprometida con que se entregue información sobre diversidad sexual. En este sentido, y tal como señalan Taylor y Habermas vivimos en una época multicultural, cumpliendo el Estado el rol de ente jurídico encargado de orientar las nuevas necesidades actuales con mira a la integración social.; Currently, societies are becoming more complex, where it is common to see on TV or to read on the social media problems related to the social, economic or cultural area. However, the amount and intensity of the movement of gender equality have been increased recently in our country, which makes more frequent to hear about movements related to gay pride or collective actions oriented to teaching gender identity and sexual orientation. This project has as a main mission to include homosexual marriage and same-sex adoption, being this last topic the ultimate motor of the investigation due to the frequent answers on surveys of public opinion. They have shown that, at least in Chile, there is a significative percentage of people that would approve same-sex marriages legally. Yet, the data reflects the total opposite when surveyed about same-sex couples adopting children. To understand the difference in the perception of Chilean heterosexual between the two requests, it was necessary to collect the opinion of the survey respondents which were parents from high, mid, and low social status schools through interviews that could help to explain this problem. A presente dissertação dedica-se à análise dos princípios da Igualdade e da Liberdade como complementares no Estado Democrático de Direito, procurando demonstrar que o discurso de incitação ao ódio é uma forma de abuso do direito, pois pretende entender a Liberdade de forma antagônica à Igualdade. Na verdade, os princípios constitucionais devem ser entendidos por meio de uma concepção do direito como integridade, afeito ao novo paradigma Democrático em sua leitura discursiva. Assim, os ofendidos utilizam-se do Direito para lutar pelo reconhecimento de direitos, mais especificamente, o da igualdade como diferença. Neste contexto, a análise da decisão do Supremo Tribunal Federal no caso HC 82.424/RS, conhecido como caso Ellwanger, vai demonstrar a impossibilidade de se utilizar uma pretensa liberdade para ferir a igualdade, ainda que a Suprema Corte tenha utilizado a ponderação de valores que coloca em confronto os dois princípios fundamentais. Essa sentença abriga a noção de proteção jurídica contra o racismo e demonstra a necessidade de uma identidade constitucional aberta, que deve permanecer sempre em construção para atender àquilo que o próprio constitucionalismo desencadeia: o surgimento da codependência entre esfera pública e esfera privada.

This dissertation analyzes both principles, Equality and Freedom, as complementary in the Democratic State of Law, trying to demonstrate that the Hate Speech is a kind of abuse of rights, because it considers Liberty as opposite of Equality. Correctly, the constitutional principles must be understood as an understanding of the Law as integrity in the new paradigm, in its discursive form. This way, the offended use the Law to struggle for recognition of rights, specifically, the right of equality as a right to be different. In this context, the analyze of the decision of the Brazilian Supreme Court in the HC 82-424/RS, known as the Ellwanger case, will demonstrate the impossibility of using a pretense liberty against equality, notwithstanding Supreme Court ruling used de technique of ponderation that understands both constitutional principles as opposite. This decision holds the notion of juridical protection against racism and shows the necessity of the identity of the constitutional subject been always open and that it must remain in construction to attend what the constitutionalism arouses the co-dependence between the public sphere and the private sphere.

Politike usklađivanja porodičnih i profesionalnih obaveza postaju sve značajnije polje državne intervencije, s tim da se pristupi između zemalja razlikuju. Posledično su i rezultati uključivanja roditelja na zvanično tržište rada, kao i nivoi podrške porodicama, različiti. Posebno se u nepovoljnom položaju nalaze žene, čije su stope radne aktivnosti dok su deca na najmlađem uzrastu, znatno niže u poređenju sa stopama radne aktivnosti muškaraca. Takođe se prepoznaje jaz između žena i muškaraca sa stanovišta nivoa zarada koje ostvaruju, kao i mogućnosti za napredovanje u profesionalnoj karijeri. Podaci pokazuju da su žene više usmerene ka obavljanju neplaćenog posla u poređenju sa muškarcima, što podrazumeva obavljanje kućnih poslova i čuvanje dece. U Srbiji se kao dominantan porodični model prepoznaje tradicionalni, u okviru koga veći deo obaveza pripada ženama. Višegodišnja društvena i ekonomska kriza u kojoj se zemlja nalazi uticala je ne samo na demografske promene, već se istovremeno nepovoljno odrazila i na započetu transformaciju porodičnog modela, kao i na održavanje postojeće asimetrije uloga i odnosa. U skladu sa tim, problem usklađivanja porodičnih i profesionalnih obaveza se više odražava na žene, jer su one i dalje više angažovane na neplaćenimm poslovima koji podrazumevaju obaveze u domaćinstvu. Istraživanje koje je sprovedeno za potrebe ovog rada ukazuje na to, da iako je postojeća zakonska regulativa usmerena u pravcu pružanja podrške roditeljima, problem treba posmatrati u širem društvenom kontekstu. To se odnosi na potrebu za daljim razvijanjem politike na državnom nivou uz kreiranje mehanizama i usluga na lokalnom nivou za njihovo sprovođenje i pružanje podsticaja za ravnopravnu podelu obaveza između žena i muškaraca. Potreba za dodatnim ulaganjem u ovu oblast javne politike se prepoznaje na nivou Srbije, s tim da je neophodno sprovesti dodatna istraživanja u cilju definisanja odgovarajuće šeme koja bi obezbedila ispunjenost interesa porodice s jedne strane, kao i interesa poslodavaca i države s druge strane

▼ The consequence of being failed by the education system has life-long implications – if one is deprived of basic education, of literacy and numeracy skills, one is excluded from economic, social, and political participation. Success in education offers the marginalised freedom, choices and possibilities. The Junior Certificate School Programme (JCSP) supports teachers and their students in accessing and succeeding in the mainstream curriculum. A central plank of the programme is the JCSP Literacy Strategy, which provides schools with an opportunity to put in place a school-wide approach to literacy improvement. Accelerating literacy is key to curricular success, however, there is little research in Ireland as to what works. Such evidence is crucial if our teachers will have confidence in improving adolescent literacy. The purpose of the study is to explore how the JCSP Literacy Strategy impacts on developing reading literacy among groups of first year JCSP students, with a specific focus on the JCSP Literacy Medley. Thirty five schools implemented the JCSP Literacy Medley which involved implementing at least three of the JCSP reading initiatives over one academic year with at least one first year JCSP group and setting up a JCSP reading space/corner in their school. Over one thousand students were involved in the study along with over one hundred and fifty teachers. A mixed methods research approach was taken. Methods included carrying out a student reading survey of 3,653 first year students to gather their perspectives on reading; teachers’ and librarians' feedback was gathered through interviews; and a focus group was used as well as online evaluation tools. Standardised reading test information was also gathered from 700 students to establish reading progress which supplemented teacher observations. Additionally, a case study of one school ensured rich data was gathered to complete the picture. Ten steps to success have emerged from this study that should be considered within the context of a process of change management in participating schools. These include implementing a range of motivational reading interventions supported by bespoke CPD, time to read and access to books in attractive reading spaces.

▼ ENGLISH ABSTRACT: The thesis deals with the question whether and to what extent refugees and asylumseekers are entitled to socio-economic rights and benefits. This is a controversial question, which is complicated by the co-existence of different bodies of law which apply to the treatment of non-citizens, in general, and refugees and asylum-seekers, in particular. On the one hand, South Africa has acceded to international refugee treaties and incorporated these treaties into its legal system through the Refugees Act 130 of 1998 (as amended) (―Refugees Act‖). This Act provides that refugees are entitled to all rights in the Bill of Rights, except those rights that are expressly reserved for citizens. Sections 26 and 27 of the Constitution of the Republic of South Africa, 1996 provide that ―everyone‖ has the right of access to adequate housing, and access to health care services, sufficient food and water, and social security. This seems to indicate that refugees and asylum-seekers are entitled to the socioeconomic rights enshrined in the Constitution. The Refugees Act, read through the lens of these constitutional provisions, signals South Africa‘s intention to offer effective protection to refugees and asylum-seekers, to respond to their suffering and to restore their self-reliance, participation, and agency. It does so, inter alia, by extending to them the right to have access to subsidised socio-economic goods and services. On the other hand, refugees and asylum-seekers are, in practice, excluded from certain socio-economic rights. This exclusion stems from a number of factors. First, they are treated as temporary residents in terms of the Immigration Act 13 of 2002. For this reason, the twin principles of self-sufficiency and exclusivity are often applied to them. In terms of these principles, non-citizens are generally admitted into South Africa on the condition that they are self-supportive and self-reliant. Moreover, they are precluded from accessing socio-economic programmes designed to support citizens who are vulnerable to poverty. Secondly, legislation conferring socioeconomic rights and benefits often restricts those rights to citizens and permanent residents. The legislation is thus not aligned with the Refugees Act. Thirdly, the Convention Relating to the Status of Refugees, 1951 (―the Geneva Refugee Convention‖) provides, in certain respects, for the same treatment of refugees as accorded to non-citizens in the same circumstances as refugees, or as accorded to non-citizens generally.
