▼ Participating in an auction and winning items by placing bids has been in practice since at least 500 B.C. Auctions have evolved since then and anyone can now participate in one online and buy items ranging from clothes, electronics, automobiles and homes using online auction websites, such as eBay. A Reverse Auction varies from the traditional style of Auction where items or services are won by placing successive higher bids until the auction ends. The study of Reverse Auction was first introduced to Texas A & M University in 2004 and continues today, using a SQL based web system.
This current research provides a detailed statistical analysis of the fourth case study in this long running work. This fourth case study involved the participation of five bidders who had no prior experience in Reverse Auctions. A Microsoft Access database system and ASP web based user interface was developed and used to conduct these initial studies. However, due to the limited capability of the Access system to handle more than a limited number of connections or bidders, a Microsoft SQL database and web system was developed in 2006 and has been used in all subsequent studies. Case studies have involved up to ten participants. The results from the fourth case study show that a Reverse Auction can result in an increase in the average cost of the job to the owner. Also, there is evidence of game play amongst the bidders and against the purchaser that causes their profits to rise as they gain proficiency in the game. This behavior has been termed as 'tacit collision', but it is considered a byproduct of the system and not illegal behavior. This study analyzes the fourth study data to investigate if the behavior termed "tacit collusion" is evident in the
bidding data. This analysis is completed by performing a detailed statistical analysis of the
bidding data.
Analysis of the profit percentages illustrates the different stages of the game play amongst the bidders. This game play behavior is illustrated by plotting average number of bids to the profit made by each bidder. The data clearly suggests that the players became efficient in their
bidding strategy, although some bidders are more efficient than others. This observation negates the common conception that Reverse Auctions will result in lowering average costs for the owners.
The individual data of bidders for bids and profit reveal why some players were able to obtain higher than average results and why the others were not. This study can be taken further by analyzing the patterns of the successful and unsuccessful players to determine what causes them to gain or lose profits.

▼ Competitive bidding is a common practice in business. The main aim of this research is to develop a practical bidding model. This includes studying existing bidding models used by organisations and verifying the developed model. Various factors have been identified and analysed in order to identify the weight and ranking order of each factor in terms of its influence on the bid mark up size. Interviews have been conducted to explore the current practical practice in setting mark up size in Saudi Arabia and to identify factors that may influence bid mark up size. In addition, a questionnaire has been used to identify each factor’s level of importance in Saudi Arabia. The findings have been used to establish a ranking order of factors in terms of their influence on bidding decisions based on contractors' size and main client. An important discovery is that the level of importance and rank of factors that influence bid mark up size differ based on contractors' characteristics and main client. The characteristic which has been investigated in this research is the size of the contractor. As a result, a bidding model to determine mark up size based on contractors' size and main clients has been developed. The proposed model has been tested and proved accurate in simulating the contractors’ decisions.

Bidding systems are increasingly used by some large corporations for the supply of buildings, an example is the major firm Target. The belief is that the Reverse Auction
Bidding system improves the efficiency of the
bidding system and leads to cost savings during the construction process. Neither statement has been shown to be correct at this time. A game theory was developed for the Reverse Auction
Bidding system; this theory postulated that two sub-games exist within the overall Reverse Auction
Bidding game. The first sub-game is between the purchaser and the set of bidders. The purchaser is presented with a group of lowest prices that under the rules of the game must be accepted. This group of prices has been shown to have a non-normal distribution in prior research at TAMU. If economic efficiency was to be maintained by the
bidding system, one would expect a normal distribution with a tight range on the standard deviation, which does not occur. The second sub-game is between the bidders, who make use of the non-normal aspects of price group to maximize individual returns. All things being equal and given the intent of the game, the purchaser would expect the bidders return to be normally distributed with a small standard deviation representing a tight control on price, which has never been observed in game play. Three types of bidders have been postulated for the set, the first is an economically efficient bidder, an economically inefficient bidder, and a middle of the road bidder.
This study aims to compare statistically the difference between economically efficient bidders, Type ξ bidder, and economically inefficient bidders, Type Ϛ bidder, in terms of the statistical properties of the return data. The central hypothesis is that a statistically evident bias exists between the average return generated by the Type ξ bidder and the Type Ϛ bidder. The addition of the two distributions along with the average return generated by a Type ϕ bidder results in the observed distribution for the group, L. The secondary hypothesis is that Type ξ bidders minimize the price reduction for each bid.
The first hypothesis is true, the Type ξ bidder earn on average twice the returns of the Type Ϛ bidder. The second hypothesis is not true, the Type ξ bidder as a set do not attempt to minimize the bid differentials. Further research is suggested on the statistical properties of the bid differentials as more games are played at TAMU.

▼ This dissertation consists of two self-contained chapters that explore intriguing properties of procurement auctions. The first chapter empirically analyzes procurement auctions in which suppliers must decide their bids based on expectations about how future market conditions will affect their costs. While previous literature has focused on the uncertainty about winning or losing the auction, I examine the risk that is intrinsic to the contract. I use data from government procurement auctions in the State of Sao Paulo in Brazil for fresh produce to study the effect of contract risk on auction outcomes. I find that suppliers are risk averse and therefore include a risk premium in the prices they bid, which can reach 38% of the price for some goods. In addition, I show that a simple change in the payment scheme, in which the government pays a fixed amount plus 40% of the reference index of wholesale prices, could reduce the risk premium to less than 1% of the bid price for all goods analyzed.
The second chapter analyzes the phenomenon of jump bidding, when a bidder places a bid that is larger than necessary to outbid the current winning bid. Models that explain this type of behavior say that jump bidding arise as a signaling strategy to communicate strength to competitors. However, using a large dataset of procurement auctions that spans across different industries, the predictions of those models do not match the patterns observed in the data. I find that winners place smaller jumps on average, which contradicts the signaling strategy and suggests that jumps might not be monotonic in the bidders' valuations.

▼ El presente trabajo de investigación tiene como objetivo principal la identificación de factores, malas prácticas o procedimientos que influyen en la diferencia en costo entre los presupuestos de licitación vs el presupuesto con el que se cierra un proyecto de la Gran Empresa Constructora en el sector público, y el planteamiento de mejoras para la reducción y/o eliminación de los sobrecostos en sus obras licitadas; para lo cual se tomaron como caso de estudio dos proyectos importantes que se encuentra dentro de la cartera de proyectos de La Empresa, los cuales son: “Infraestructura Deportiva” e “Infraestructura Bancaria”.
Del análisis de los proyectos se identificaron cuatro factores como errores o falencias cometidas durante la etapa de licitación: la falta de experiencia o capacitación del personal que participa en las licitaciones, el tiempo reducido para el estudio y preparación de las propuestas, la falta de documentación o mala revisión de la información para el desarrollo de la propuesta y deficiencia en el proceso de licitación o falta de eficiencia en la elaboración de propuestas.
En base a los factores identificados, las propuestas de mejora desarrolladas en base a los problemas identificados, son el dimensionamiento y selección del equipo idóneo de trabajo en base a ratios de tiempo efectivo, mejorar la gestión de la información realizando reuniones de transmisión de información durante el proceso de elaboración de la propuesta, la retroalimentación de parte del equipo de ejecución de proyecto hacia el equipo de licitaciones y el manejo de una base de datos de precios unitarios.

▼ The theoretical and empirical study of auctions is of importance to economists as it provides unique insights into the behaviors and decision-making processes involved in the setting of prices that are otherwise unobserved in traditional fixed price sales. The papers in this dissertation look at observed outcomes from real world auctions and draw inferences as to the underlying economic behavior. The first paper examines the practice of auctioneers "fishing" for an opening bid by calling out lower and lower amounts until an opening bid is eventually proffered. I incorporate such a tactic into an auctioneer's strategy set within a game-theoretic model in which an indivisible good is sold via English ascending-price auction by a seller or auctioneer that cannot commit to a predetermined sequence of starting prices in advance. The analysis departs from previous literature by showing that the English auction is not strategically equivalent to the second-price auction within the dynamic setting. This difference has implications for the optimal starting price path, giving rise to an initial starting price consistent with the Coase conjecture. Additional price dynamics resembling "auction fever" are rationalized within this rational framework. In the second paper, I, along with a co-author, investigate theories of non-standard preferences and irrational
bidding that have been used to explain the behavior of bidders in auctions online. We test these theories using data from a field experiment that we ran on eBay and supplemented with an observational dataset we collected from eBay. We find little evidence that several of these behavioral mechanisms are important in the field, and instead find behavior consistent with a standard rational model. The third paper examines the practice of shill
bidding, whereby a seller in an online auction bids on his own item. To incorporate shill
bidding into a seller's strategy set, I model the sale of a common value item via auction where some proportion of potential buyers have superior information and some proportion of potential sellers participate in the market only for the purpose of fraudulent selling. The model establishes the conditions under which shill
bidding is supported in equilibrium.

Bidding (RAB) study into the construction industry commenced at Texas AandM (TAMU) University in 2004 from the work of a graduate student who was interested in the reasons for RAB being considered unethical by some. This thesis is the eleventh study into Reverse Auction
Bidding building on the work of the previous researchers. Previous case studies investigated a number of different competitive situations ranging from three to ten players. In the last few studies, the
bidding behavior and performance of participants in the RAB process is being observed with respect to their personality. Personality for each player is tested using the Keirsey Temperament Sorter (KTS) test. The KTS describes four major personalities and four role variants in each of the personalities, summing up to sixteen role variants. There appears at this stage a strong correlation between personality type and game performance. This study extends the work on the Guardian personality type to investigate the four sub-types of this personality. This study builds on the previous work by analyzing the four different Guardian role variants being Provider, Protector, Inspector and Supervisor. The aim of the research is to investigate whether there is a difference in game returns between the personality type from within this group.
The study involves a game scenario involving a facility manager hiring the contractors who submit the lowest bid for the assumed renovation project. The study also gives the contractor a modified KTS questionnaire that can be used by them for hiring an individual for the position of an estimator with a competent personality.
The individuals were selected from undergraduate Construction Science students with limited experience. The game lasted for nine rounds, with the statistical results of the
bidding and contract data showing patterns similar to the previous studies. The results show us that the individuals with a role variant of Providers provided the highest return in this case study, although a single case study is insufficient to draw formal conclusions on this matter, the result points to future research.

Bidding is not a new procurement method in the construction industry. Unlike a traditional auction system, the Reverse Auction
bidding system uses a
bidding activities method completed anonymously using prequalified bidders during a certain auction time period or with a known end constraint. The basic premise for the auction is that the current best auction price can be seen through the whole auction process by both bidders and owner. The incentive is for noncompetitive bidders to lower the price. The study of Reverse Auction
Bidding was first introduced to Texas A&M University in 2004, and continue with a series of study. This study is an ongoing study into the purchase of goods from a set of suppliers by a single purchaser. This research has progressed to new stage of introducting of an AI Player. A previous study proved that a human surrogate from the owner side could interfere with the free market. This research tried to find out a series of rules and regulations for the AI Player to drive down the profit to the owner’s side. During the research, three human bidders and one AI Player participated in a new Reverse Auction game. The time intervals and
bidding amounts of this new game were recorded, which provided the basic information to the research for her further analysis. The result showed that the AI Player was spotted by the bidders, and AI bidder was neutralized effectively from the game, where the other bidders returned to normal play. Further studies are still needed to explore the time rules for the AI Player.

▼ The outcome of this research has been to gain insight into the processes of
bidding for New Zealand hosted sports events with a particular focus on understanding the factors that make a successful bid. It investigated the perceptions of the two parties associated with an event bid: the event bidders and the event owners. The research has also compared and contrasted the international findings with the New Zealand findings and a model of the event
bidding process (Targeted Model), from the perspective of the local government event bidder, has been developed.Of the international research that had been done on event
bidding the majority had been focused towards identifying the success factors when
bidding for high-profile mega-events such as the Olympic Games. At the local level, the literature review identified that no such research had been conducted on event
bidding within New Zealand. This lack of research presented the opportunity to gain an insight into the event
bidding process within New Zealand. Due to the competitive nature of event
bidding, New Zealand event bidders tend to work in isolation and there is no collective understanding of those factors that secure a bid. This research has overcome this isolation and presented a collective understanding of the success factors.Using the grounded theory methodology, common success factors and a model of the event
bidding process emerged from the data. Common success factors that were frequently mentioned by event owners and event bidders included the need for government support, providing adequate event
infrastructure, previous event management experience and providing quality information. The event owners tended to focus on those factors that ensured the successful delivery of the event. In addition, the event bidders mentioned common success factors that enhanced the bid: previous
bidding experience; partnerships and relationships; bid leadership; research; providing quality information; using figureheads; making an emotional connection with the decision makers.The Targeted Model identifies the critical stages in the
bidding process from the perspective of the New Zealand local government event bidder. An important step in event
bidding is the "Bid Development Stage" where the event bidders are attempting to fulfil, and in most cases, exceed the criteria presented by the event owners. Event bidders who achieve the state of "Best Fit" - the desired outcome of the bid process where the event owners' conscious needs and unconscious desires are best met by an event bid - will succeed in winning the bid.The significance of this research is that it is the first of its kind in New Zealand, from which further research on event
bidding will be able to compare and evolve from. One of the outcomes of the grounded theory methodology is that the findings are useful for the participants. ▼ There is a growing field of literature concerning the staging, management and planning for large scale sports events; the evaluation of these events and the reasons why nations, but more recently cities, attempt to host these events, but few studies have attempted to provide a theoretically informed analysis of the processes by which these decisions are made. This study builds upon those existing studies in this area which outlined a method for exploring decisions to host, but furthers the analysis through the consideration of policy models, most notably the Multiple Streams Framework (Kingdon, 1984), in order to provide a sophisticated understanding of how such policy decisions are taken at the local level. Within the context of a critical realist epistemology, case studies of three United Kingdom bids (Sheffield s bid for the 1991 Universiade; Manchester s bid for the 2000 Olympic Games and Glasgow s bid for the 2014 Commonwealth Games) were undertaken. Content analysis of documents, triangulated with semi-structured interviews with the majority of key actors involved in, and excluded from, the processes were carried out in order for geographical, methodological and theoretical triangulation to be undertaken. The three bids were selected from across a twenty year period in order to test the hypothesis that the decision-making process for events would had become more and centrally-led over time. The results indicate that, while no analytical framework provides a perfect fit , the Multiple Streams Framework and its focus on policy entrepreneurialism is highly useful in explaining the elevation of these events onto local political agendas. Despite the increased centralisation of United Kingdom sport policy, local/regional actors were able to operate with surprising freedom and take advantage of apparent coincidences in order to achieve their objectives. The wider implications of these results include providing a stimulus for researchers to build upon the limited body of literature that applies policy theory to sports policy issues and also to stimulate research in the international context.

▼ Large Engineering and Construction Projects (LECPs) form an important area of economic activity, covering a range of different artefacts. These projects have in common that they are massive undertakings, spanning long time periods and they involve large capital investments. Uncertainty and risk are the ruling paradigms. In the oil, gas and petrochemical industry, Engineering Contractors (ECs) play a key role in the development and implementation of the LECPs for processing facilities. The contract between owner and EC formalises their relationship, specifying the obligations and liabilities of the parties as well as the allocation of risk. The contracting process (covering the entire project life-cycle) comprises an important governance mechanism on LECPs. An experience-based theoretical framework of contracting for LECPs is developed by analysing and modelling contracting strategies and tactics and validation through normalised data. The research considers: 1. Contracting and market conditions; 2. Competitive lump sum
bidding; 3. Reciprocal dependency between owner and EC; 4. Relational risk in cooperative contracting; 5. Earned value and cost phasing; and 6. Contract types and performance. The findings provide guidelines for effective contracting (efficiently with the ability to adapt to changing circumstances), facilitating the development and execution of LECPS faster and at lower cost than with traditional approaches.

▼ This thesis focuses on supplier selection problems where the supplier is selected based on multiple attributes rather than price only, and at least one side (buyer or supplier) has some private information that the other side does not know. Several different situations of supplier selection are modelled, equilibrium behaviors in each situation are characterized, and the effects of private information on decision making and firm profitability are examined. The first situation (presented in Chapter 3) is when a set of suppliers with asymmetric costs bid on price and non-price attributes (e.g., quality variables) in a scoring auction to win an indivisible contract from the buyer. Only one supplier will be selected. Two types of uncertainty (i.e., uncertainty on scores and uncertainty on weights) are modelled from the suppliers' perspective. The equilibrium decisions of the buyer and the suppliers are characterized, and the effect of uncertainty on the equilibrium outcome is also examined. The investigation of this situation contributes to an understanding of how the suppliers should compete on multiple attributes under uncertainty about the buyer's preferences, as well as how much information the buyer should reveal under different types of supply market (i.e., more homogeneous or heterogeneous).The second situation (presented in Chapter 4) occurs when a buyer and a supplier negotiate over the price and the quality of an object. Only the supplier makes offers, and the buyer decides whether to accept or reject. Two-sided private information is modelled, and the equilibrium behaviour is characterized. On the supplier side, the supplier has private cost information; on the buyer side, the buyer either has private information about the value of an offer to the buyer, or has private information about how important quality (i.e., the weight given to quality) is to the buyer. The equilibrium behaviors are also compared with those in a situation where only price is negotiated over. The findings shed light on the role of private information as well as the supplier's signalling behaviors. The third situation (presented in Chapter 5) relates to an A+B+I/D bidding process where a set of pre-qualified contractors compete on price and construction duration to win a construction contract from the buyer/owner. The A and B components are the price and construction duration, respectively, based on which the buyer selects the winning contractor. The I/D component represents the incentive for early completion or penalty for delay, which occurs in the end when the actual construction time is compared with the bid of construction duration. From the contractors' perspective, they not only have uncertainty about how the buyer evaluates them (i.e., score or weight), but they also have uncertainty about the actual cost of construction. The equilibrium behaviors are characterized, and the way in which the buyer should set the penalty and incentives is also examined.

▼ Penny auction is a new business model of online auction. Consumers paying
bidding fee is the main feature of this kind of auction sites. Through setting initial price from NT$ 0 and increasing small amount of auction price, consumers can acquire goods with low final price. Penny auction also accompanies high degree of entertainment. Although many consumers are attracted by features of penny auction sites, its
bidding mechanisms generate lots of controversy which affects consumersâ intention to bid.
This study investigated the
bidding mechanisms of the current penny auction website as well as features of penny auction to understand the feelings which it may bring to consumers. Then we further use online experimental methodology to understand consumersâ perceived hedonic value, transaction utility, procedural fairness and price fairness to different
bidding mechanisms. In addition, we explore the effect of four cognitions which we mentioned above on
bidding intention.
The results of this study include: (1) 10 seconds countdown mechanism brings higher hedonic value to consumers than 30 seconds. (2) Buy now mechanism brings higher procedural fairness to consumers than Refund bids mechanism. (3) No new bidders mechanism brings higher transaction utility, procedural fairness and price fairness to consumers than without No new bidders mechanism. (4) Hedonic value, transaction utility and perceived price fairness have significantly positive impact on
bidding intention. Our findings explore the effect of different mechanisms on consumersâ cognition and understanding the factors to influence consumersâ
bidding intention. Then we provide advice to auction sites operators.

bidding, where the project is awarded to the lowest bidder, is a basic part of the construction industry. This method of project delivery is designed to promote healthy competition in an attempt ensure the lowest price for the project. A contractor knows that lowering a bid price increases his probability of being awarded the project. However, without a clear understanding of the market in which he is competing, he can not know how low he should bid in order to win. One of the most important competitive forces in a competitive
bidding market is the how low the contractors are willing bid, i.e., how aggressively they are pursuing the project. Contractors need a simple way to examine the level of aggressiveness in their market.
The purpose of this research is to develop a methodology to enable contractors to better understand this level of aggressiveness. The level of aggressiveness is quantified by the ratio of the low bid to the pack price, where the pack price is defined as the lower of the two bids that are closest together. The examination of two competitive
bidding markets – the Virginia Department of Transportation market between 1996 and 1998 and the Tennessee Department of Transportation market from 1996 to 1998 – tests the validity of the methodology. The methodology for estimating the level of aggressiveness in a competitive
bidding market produces a set of success curves and charts, which can be used by contractors to optimize their competitive bid amounts for future projects.

business. The main aim of this research is to develop a practical
bidding model. This includes studying existing
bidding models used
by organisations and verifying the developed model. Various factors
have been identified and analysed in order to identify the weight
and ranking order of each factor in terms of its influence on the
bid mark up size. Interviews have been conducted to explore the
current practical practice in setting mark up size in Saudi Arabia
and to identify factors that may influence bid mark up size. In
addition, a questionnaire has been used to identify each factor’s
level of importance in Saudi Arabia. The findings have been used to
establish a ranking order of factors in terms of their influence on
bidding decisions based on contractors' size and main client. An
important discovery is that the level of importance and rank of
factors that influence bid mark up size differ based on
contractors' characteristics and main client. The characteristic
which has been investigated in this research is the size of the
contractor. As a result, a
bidding model to determine mark up size
based on contractors' size and main clients has been developed. The
proposed model has been tested and proved accurate in simulating
the contractors’ decisions.

▼ This paper investigates whether the
bidding induces the occurrence of herding, and analyses the effects of behavioral factors, information, and fundamental characteristics of real estate on the performance of bank auction. Our sample is from July 2001 to January 2003, the real estate that intermediaries sold was held by bank in Taiwan, including 363 the real estate and the price of
bidding under bank auction. We obtain some interesting implication. First of all, we find that herding of
bidding not only could explain premium but also discount. After controlling informational factors and fundamental characteristics of real estate, it could not weaken the significance of herding of
bidding. For the strategy of the reserve price by the vendor, the higher discount is to encourage
bidding actively, which is consistent with the view of Welch (1992). Secondly, we find bidders could easily reduce search cost by observing the
bidding of competitors under bank auction, and herding of
bidding on the auction process could enhance efficiency of information aggregation. Furthermore, herding of
bidding makes the performance of auction different between court and bank. Finally, we overcome the selective bias and find the real estate held by bank had poor performance under court auction; however, the real estate held by court had better performance under bank auction. This implies the mechanism of court auction should be transformed into the open-outcry
bidding in order to achieve effective recovery of debt and the policy of reducing losses.
Robustness analysis of this study, first of all, for the herd measure that not isolated from informational factors, we find the insignificant effect of behavioral factors on the performance of English mechanism, and auction premium and discount are dominated by the informational factors. Secondly, the choice of the methods about true value of real estate may affect the conditional probability of the herd measure, and make inconsistent conclusions that the effect of behavioral factors on the performance of English mechanism. Whether we choose cluster analysis or regression method to obtain the true value of real estate, the conclusion that the effect of behavioral factors on the performance of English mechanism could be supported, and those can not switch the results of the minimum sum method. Thus, the conclusion that behavioral factors influence the performance of the auction is full of evidences.

The study aims to identify the limits of administrative discretion and its control in the administration's performance to establish qualification requirements to bidders in public bidding, under the rule of Statute Law 8.666/93. In the development of the study it's set up these boundaries in order to identify, in the end, the discretion's controlling mechanisms.

▼ In the construction industry, the winners curse occurs when the winning contractor has underestimated the projects true cost. Using a game and auction theory approach, this study aims to analyze - and potentially reduce - industry exposure to the effects of the winner's curse in construction
bidding. A simulation model for single and multi-stage
bidding processes was developed and analyzed an actual dataset of California Department of Transportation projects. The majority of general contractors and sub-contractors suffer from the winner's curse in both single and multi-stage
bidding environments. The multi-stage
bidding environment incurs more losses than the single-stage
bidding environment. Through learning from past experiences though, the multi-stage
bidding environment provides contractors with better opportunity to avoid the winner's curse. Finally, it was shown that the symmetric risk neutral Nash equilibrium optimal bid function provides the contractors with a tool to avoid the winner's curse and gain strategic positive profits.

▼ In recent years, trading volume of online auction has been climbing steadily. However, the anonymous scheme hides confirm bidderâs identity and
bidding history. This may lead to frauds, such as shill bidders participate in the process with the no intention to win but to raise competitive prices.
We reviewed existing literature to find 7 bidderâs behavior variables that may be used to identify potential shill bidders: (1) frequency of a bidder participated in the same seller, (2) number of bids, (3) number of winning bids, (4) inter-bid time, (5) inter-bid increment, (6) timing of the first bid, (7) timing of the last bid. We used anonymous data to investigate whether shill bidders can be identified by their
bidding behavior.
In this research, we have developed a clustering-based approach that uses the increment of reputation and 7 behavior variables of the bidder to determine the probability of shill
bidding. A dataset that includes both anonymous bidders and known bidders is used to evaluate the method. Five clusters have been identified from the anonymous data. The likelihood of shill
bidding in each cluster was assessed. The data subset of winning bidders was used to evaluate the accuracy of the clustering model. The result indicates that our clustering-based approach can effectively assess the probability of a shill bidder from their
bidding behavior. The contribution of this research allows shill bidders to be identified in the
bidding process.

licitaÃÃes pÃblicas no Brasil, o pregÃo eletrÃnico. Espera-se que uma mudanÃa de
uma estrutura de licitaÃÃo tradicional, baseada em convite e tomada de preÃos, para
o pregÃo eletrÃnico melhore a eficiÃncia das contrataÃÃes e gere uma economia
maior para os cofres pÃblicos. Esta hipÃtese à testada neste trabalho utilizando
dados extraÃdos de licitaÃÃes tendo como beneficiÃria a Secretaria da SaÃde do
Estado do CearÃ. TrÃs modelos de regressÃo linear mÃltipla foram utilizados nÃo
apenas para testar a hipÃtese que a mudanÃa de modalidade traz mais economias
para o governo, mas tambÃm para identificar que fatores influenciam no diferencial
entre preÃo de referÃncia e preÃo de contrataÃÃo. Os resultados dos pregÃes
eletrÃnicos mostram um aumento na economia mÃdia variando entre 25 e 31 pontos
percentuais quando comparadas com as licitaÃÃes tradicionais.
The present dissertation addresses one of the most important themes in the area of
public bids in Brazil, the electronic bidding. It expectative that change by a structure
of traditional bidding, based at invitation and taking from price, for the electronic
bidding improve an efficiency the contractions and produce biggest economy to
publics cofferes. This hypothesis is test in this work utilizing whether basic fact
extract of bids having how beneficent the Secretariat the Health the State the CearÃ.
Three models of linear regression multiple were used not only for to test the
hypothesis what a change the modality bring more economy for government, but also
for to identify what factores influenced in the differentiate between price the reference
and price the contraction. The results the electronic bidding show one increase in the
mean economy varing between 25 and 31 points percentage when compare with the
traditional bidding.

▼ Esta pesquisa teve como objetivo de analisar o comportamento informacional dos atores envolvidos no procedimento licitatório Pregão Eletrônico, no âmbito da Diretoria de Material da Pró-Reitoria de Administração e Finanças da Universidade Estadual de Londrina-UEL/PROAF/DM. O comportamento informacional abrange a busca e o uso da informação, desencadeado pelas necessidades informacionais oriundas do desenvolvimento do trabalho. Participaram desta pesquisa 10 pregoeiros e a coleta de dados foi realizada por meio de entrevista, com um roteiro semiestruturado que identificou suas necessidades informacionais para o trabalho de pregoeiro e as formas de busca e de uso das informações. Para coletar os dados dos processos licitatórios dos anos de 2007, 2008 e 2009, foi elaborada uma ficha que reuniu informações de uma amostra de 37 processos. Encontrou-se como resultado que a economicidade proporcionada pela modalidade Pregão Eletrônico, nestes anos ficou entre 20% e 25%, e que as necessidades informacionais dos pregoeiros da UEL são voltadas para o conhecimento do objeto a ser licitado, suas especificações e valores. As formas de busca da informação dos participantes são a leitura do edital, a consulta à Procuradoria Jurídica e aos servidores que exercem a mesma função. Eles usam a informação durante todo o processo licitatório. Assim, pode-se considerar que o comportamento informacional dos pregoeiros é de busca informacional constante, cessando apenas com a homologação de cada procedimento licitatório.
The current research was aimed at analyzing the actors informational behavior related to the Electronic Auction Bidding Process within the Directory of Materials from the Administration and Finance Pro-Rector Sector at Londrina State University - UEL/PROAF/DM. The informational behavior harbours the search and usage of information triggered by the informational needs steming from either individual or collective development. 10 criers participated in this research and the data collected was conducted through interviews with a semi-structured questionnaire which identified their informational needs for their job and ways to search and use the information abtained. In order to collect data from the bidding processes from the years 2007, 2008 and 2009, we created a form that gathered information from a sample of 37 cases. It was known that the resulting savings from Electronic Auction mode studied in these years was between 20% and 25% and that the information needs of UEL preachers are designed to understand the object to be bid, specifications, and values. The ways of searching information that the participants used are directed to reading the public announcement as well as checking with the Legal Department and co-workers. They use the information during the whole bidding process. Therefore, it can be considered that the preachers behavior is a constant informational searching, which is ceased only with the agreement of every bidding procedure.

Bidding (RAB) is a recently developed procurement method that can be used by the construction industry. The technique is different from a traditional auction system, since RAB system uses a
bidding activity method that is completed anonymously by pre-qualified bidders during a fixed auction time. The basic premise for the auction is that the current best auction price is available for viewing during the whole auction process by both bidders and owner. The apparent incentive is for noncompetitive bidders to lower the price. There are however controlling factor beyond the reach of owners, such as market demand, lending restrictions, stakeholder expectations and risk tolerance levels, that impact on price levels. However, owners continue to attempt to drive down prices using this technique.
A study into the mechanics of RAB was launched at Texas A&M University in 2004. This ongoing study of RAB continues to this time with eighteen case studies. This nineteenth study looks at the time series bid data from some of the prior work. Nine case studies were selected from the previous case studies. These nine studies provided untainted data with 6674 RAB bid arrivals by prior investigator actions. This study concerns the statistical process of bid arrivals with time.
The hypothesis to be tested is that the RAB bid arrivals timing can be modeled with a statistical process. The analysis reviewed the fit for several types of distribution, including Gaussian and Poissionian. The best fit was modeled by non-homogeneous Poisson process (NHPP). The first conclusion from the analysis is that RAB bid arrivals follows a Poisson process, termed non-homogeneous Poisson process (NHPP). The second conclusion is that the controlling Poissionian process has a square root factor. The NHPP model for RAB provides a tool for future studies of RAB in real time. Future work is suggested on the inter-time periods for the
bidding.

Bidding is a recently developed auction method. In this form of
bidding process, the roles of the bidders and the owner are interchanged in terms of the form of the economic transaction. The owner's objective is to drive the unit rates down and the bidder's objective is to maintain an acceptable profit level. A study into Reverse Auction
Bidding commenced at Texas A&M University in 2004 and continues to this time, with this the eighteenth study in the series. This study is the second multi-group study in the research. In this study, a multiple group comparison was made between different numbers of bidders, with Games One, Two and Three having three, four and ten bidders respectively. All participants were faculty and students from the Department of Construction Science. The critical requirement for the participants is that they should have no prior experience using the Reverse Auction
Bidding system. The eighteen studies have concentrated on new players, with future studies planned for repeat participants. A number of the recent case studies have shown personality has an impact on the performance of the bidders. However, this work was not controlled for personality, as the research objective was to determine the impact of a different number of bidders in a game. The Keirsey Temperament Sorter test was completed by all participants so that the results could be understood in terms of personality impact on the level of return to each participant. The results showed the number of bidders has a significant impact on the individual returns confirming the earlier work on varying the number of bidders. An increase in the number of bidders was shown to lead to a more competitive economic environment, which given usual economic circumstances lead to a reduction in the number of firms interested in
bidding, for the self-evident economic reasons. This work points to the need to investigate a
bidding group size of five or six, which is likely to be the self-constrained upper limit in a real economic system. Some interesting observations on the personality types suggest that further work is required in this area.

▼ This dissertation deals with the problem bidders have to solve to formulate their bids in two types of auctions: reverse and combinatorial auctions.
In reverse procurement auctions the object for sale is a contract, bidders are suppliers, and the bid taker is a buyer. The suppliers
bidding for the contract are usually the current supplier (the incumbent) and a group of potential new suppliers (the entrants). Since the buyer has an ongoing relationship with the incumbent, he needs to adjust the bids of the entrants to include non-price attributes. The buyer can run a scoring auction, in which suppliers compete on the adjusted bids or scores, or, he can run a buyer-determined auction, in which suppliers compete on the price, and the buyer adjusts the bids with the non-price attributes after the auction to determine the winner. In the second chapter I study the
bidding strategies in a buyer-determined auction in which an incumbent and a group of suppliers compete for a contract.
When different types of suppliers compete (for example domestic and foreign suppliers), practitioners have observed that domestic suppliers stop
bidding after observing a low bid from the foreign competitors, even though the domestic suppliers dominate their foreign competitors in non-price dimensions. To mitigate this anticompetitive behavior, the feedback given to suppliers in the auction changed from the bid price to the bid rank. In the third chapter, I study the
bidding strategies when two suppliers of different type compete in a reverse auction with rank feedback.
Finally, in the fourth chapter, I study the
bidding strategies in sealed-bid combinatorial auctions. Combinatorial auctions are auctions of multiple heterogeneous objects that allow bids on subsets of the objects, giving bidders the flexibility to express if the objects in a set are more valuable together than separate. This added flexibility makes it possible for the bidders to express a variety of preferences, but also complicates the problem they need to solve to find their
bidding strategies. I present the problem a bidder has to solve in a combinatorial auction of two objects, in which bidders submit mutually exclusive bids once and winners pay their bids.

▼ One of the most important considerations in winning a competitive bid is the determination of an optimum strategy developed by predicting the competitor's most probable actions. There may be some common factors for different contractors in establishing their bid prices, such as references for cost estimating, construction materials, site conditions, or labor prices. Those dependencies from past bids can be used to improve the strategy to predict future bids. By identifying the interrelationships between bidders with statistical correlations, this study provides an overview of how correlations among bidders influence the bidders winning probability. With data available for over 7,000 Michigan Department of Transportation highway projects that can be used to calculate correlations between the different contractors, a Monte Carlo simulation is used to generate correlated random variables and the probability of winning from the results of the simulation. The primary focus of this paper outlines the use of conditional probability for predicting the probability of winning to establish a contractor's strategy for remaining bids with their estimated bid price and known information about competitors from past data. If a contractor estimated his/her bid price to be lower than his/her average bid, a higher probability of winning would be achieved with competitors who have a low correlation with the contractor. Conversely, the lower probability of winning decreases as the contractor bid with highly correlated contractors when their bid price is estimated to be higher than the average bid.

▼ Millions of people participate in online auctions on websites such as eBay. The data available in these public markets offer interesting opportunities to study internet auctions. The main purpose of this research is to identify common
bidding patterns that appear on eBay. We examine data from eBay videogame console auctions. A new way of interpreting
bidding behaviors is proposed. The analysis reveals that there are certain
bidding behaviors that appear frequently in the data. We identify the behaviors and infer bidder's strategy that might lead to such behaviors.

▼ Construction firms, being project based organizations, have to develop their project
management capacity in order to accomplish firm and project objectives successfully. Copare
(1990) stated that, the number of business failures in the construction industry is high and the
high failure rate is not because contractors do not know the techniques of construction but
rather they have not developed their management skills. Among such skills one is the project
cost management.
This research work presents several issues related to current project cost management
practices of national contractors. The practice of 34 general and building contractors is
investigated via questionnaires. Existing practices related with estimating and tendering,
budgeting and cost controlling were assessed in view of identifying shortcomings and
limitations associated with each functions.
The research findings indicated that the success rate of tender offers is below 50% for 80% of
the surveyed contractors and 67% among these, have a success rate less than 25%. The
highest ranking responsible factor is tough competition, which is also aggravated by absence
or lack of
bidding strategy by the contractors. The results moreover indicated that most of the
surveyed contractors are unable to obtain the profit they anticipate from their projects. 86% of
the contractors have obtained below 75% of the amount they expected from most of the
projects they have undertaken so far. Among these, 48% obtained less than 50% of the
anticipated amount. The major contributing factors, in the order of their influence are price
escalation, delays caused by owners and/or consultants, inadequate financial planning
practices, lack of cost controlling system and inaccuracy of the estimates prepared during the
tendering stage.
According to the results of the research, factors contributing to the inaccuracy of cost
estimates are unfamiliarity with different estimating methods, lack of up to date estimating
manuals or standards on resources consumptions and productivity, inadequate search for
information on project specific and contextual cost and non cost items, improper estimation of
overhead costs, failures to evaluate and incorporate and/or difficulties in forecasting and quantifying risk allowances and inadequate assessment of factors while determining mark up
amount or profit margin.
Bill of quantity/ admeasurements and lump sum contracts types which are different versions
of the fixed price contract, which place the economic risks on contractors, are the most widely
used contract types in Ethiopia. The standard or traditional estimating method is the sole
method used by the contractors for pricing construction contracts. None of the contractors
adapt recent estimating techniques, such as the range estimating and parametric estimating
methods, which consider risks and uncertainties, primarily or in addition to the standard
method.

▼ The deregulation and introduction of market oriented competition has been a feature of major electricity markets worldwide in recent decades. This deregulation has given rise to a myriad of new challenges that impinge upon the decisions of market regulators, market operators and electricity generators and electricity retailers. This thesis is an investigation of three challenges in the national electricity market of Australia that have emerged in the post deregulation era. These are, respectively, forecasting load, the strategic bidding and rebidding behaviour of generators, and the effect of transmission constraints on the behaviour of prices.
