the question of parental
authority in their exploration of the
nature and origins of political
authority. Nevertheless, seminal
thinkers in the social contract tradition such as Hobbes and Locke
dedicated significant attention to the relationship between
parental and political
authority. My dissertation aims to revive
the idea that the question of parental
authority is philosophically
relevant to the question of political
authority, and vice versa.
Thinking about parental
authority in the light of political
authority, I argue that we discover that the duration and scope of
parental
authority is surprisingly more limited than we may have
thought. And in thinking about political
authority in the light of
parental
authority, I argue that we discover ways to solve problems
that arise from the contemporary emphasis on consent as the moral
foundation of political
authority.

▼ The purpose of this research is to examine the sources of authority employed by Marcion, Clement of Rome, and Ignatius of Antioch as they navigated competing theologies during the post-Apostolic period of the early Christian church. Combining textual analysis and historical reconstruction, this study draws upon both the extant works of these early writers and the modern treatments of authority in early Christianity, finding that these authors navigated multiple forms of textual and non-textual authority in constructing their theological programs. Determining the function of the specifically Christian writings which now comprise the New Testament in their pre-canonical employment constitutes an important aspect of the current project. This study concludes that these three writers created a hermeneutic for defining and utilizing all potentially useful sources through their appeals to the central authority found in the person and event of Jesus of Nazareth.

This study shows that the current theories of justification of political authority fail to yield coherent answers to questions posed in this area. The distinction between justification and legitimacy has not been clearly made and emphasized as it should be. Also too much attention has been focused on the procedural criteria, while the substantive criteria of justification of authority have been neglected. In my treatment of the question, I have attempted to correct these shortcomings and have shown that the question of justification of political authority can be dealt with more adequately in a value-oriented framework. I have tried to demonstrate this by a study of such diverse thinkers as Kautalya and Manu, Confucius, and Mencius, Lao Tzu, and Chuang Tzu, Hobbes and Locke. This study yields us two hypotheses, one of a lower and the other of a higher generality. The lower level hypothesis states that on the basis of the shared values of a society in conjunction with their belief systems about man, nature, society, end-means continuum et cetera, we can make fairly accurate predictions about their answers to questions of political obligation, limits of and checks on political authority, determination of political elites and so on. Verification of this hypothesis by an extensive study of various societies requires the development of a scientifically rigorous method by \~1ich we may discover and study the values and the relevant belief-systems of societies. This study, in so far as it points to the need of developing such a method and invites testing by the use of such a method, provides us with avenues for further research. At the general level, if the question, "Why is there political authority at all?" is to be considered as a request for the explanation of the existence of political authority as a universal phenomena, then the answer proposed, again as a hypothesis, is this: Most societies in past as well as present, have regarded the existence of some kind of political authority as necessary for the realization of those values which are required for a good life, even though conceptions of "good life" and the means to attain it have differed widely. Hence, political authority to some extent and in some form or other exists almost universally. But if the question seeks a philosophical justification and not merely an explanation of the existence of political authority and political obligation, then the answers suggested above are not adequate. In order to answer the question in this sense, we will have to go into value theory to find a valid criteria to establish values which may be considered universally as morally compelling. I have noted the main four approaches to this question and have found them to be inadequate. Towards the end, however, I have suggested an approach which, with further developments and refinements may take us out of the quagmire in which value theory is today, and yield a universal value criteria.

▼ The SACCO regulatory Authority (SASRA) was established by the act of government in 2008
under the SACCO Societies Act of 2008 and came into effect in September 2009. The authority is
mandated with the following mandate: License SACCO Societies to carry out deposit taking
business; Regulate and supervise deposit taking SACCO Societies; Manage the Deposit Guarantee
Fund under the trustees appointed under the Act; Advise the Minister on national policy on deposit
taking SACCO Societies in Kenya.
The aim of this study was to look at the impact SASRA has had on Sacco performance since its
inception. The study was conducted on the 50 deposit taking Saccos in Nairobi. Data was collected
from primary source on structured questionnaires as well as secondary sources. In administering
the research instruments, the researcher used self administered survey by use of mails and drops
and pick letters.
Based on this study, it can be concluded that, SASRA has greatly impacted on the Sacco
performance in terms of outreach and sustainability and performance of SACCOs in Kenya. Most
Saccos reported recent improvement in their performance both in membership, portfolio and loan
cycle and general efficiency. Even though this was attributed to a number of factors ranging from
increased membership, high efficiency, high demand and quick recoveries, one can easily attribute
this to be as a result of SASRA regulatory framework. Most Saccos were complying with the
regulator so as not to be locked out of business by the operator. It was also clear from the study
that all SACCOs are conversant with the contents of the proposed SASRA guidelines

▼ New Zealand's health sector reforms in the mid-1990s introduced corporate institutions
and market disciplines to public hospitals. Yet the reorganisation of New Zealand's public
hospitals into Crown Health Enterprises (CHEs) led to severe criticisms. Ultimately the
CHEs were replaced with non-profit Hospital and Health Services.
This thesis focuses on three major criticisms of the CHEs. We use game theory to provide
a formal and novel analysis of interactions that could cause an organisation's performance
to differ markedly from the reformers' expectations. The analysis explains how a stylised
set of reforms could fail to achieve their objectives.
Chapter 2 analyses public hospital throughput data over the reform period. We find that
the CHE reforms were independently associated with an increase in hospitals' treatment
costs. This chapter motivates the theoretical analyses of the three criticisms of the CHEs.
We structure the theoretic analysis using an organisational hierarchy with four actors:
a funder, an (hospital) administrator, a (medical) specialist and a (health) consumer.
The first criticism was that CHE Boards paid bonuses despite managers failing to achieve
performance targets. Chapter 3 examines when a funder may want to revise the budget
of an organisation and to pay the administrator a bonus despite failing to meet a target.
We introduce three features of the CHE reforms that conventional soft budget constraint
models partly or entirely neglect: funder bargaining power, revisable targets and performance
bonuses. A
flexible budget constraint paired with bonuses can be efficient in the
light of uncertainty.
The second criticism was that costs escalated despite strong managerial incentives for
cost control. Chapter 4 argues that such incentives could disrupt trust in an organisation.
We show that sharpening the administrator's incentives for cost control can create a misalignment
between the administrator and the specialist and cause costs to escalate. Our
result, that incentivising a measurable dimension of performance can worsen performance
of that same task, contrasts with the conventional game-theoretic literature.
The third criticism was that the reforms let doctors manipulate managers, resulting in
inefficiency. The first model of Chapter 5 shows that an administrator might want to
encourage a specialist to influence public opinion. We modify the first model to reflect a
feature of the reforms: managerial efforts aimed at improving the organisation's operation.
The administrator can damage a whistle-blower's credibility, to the detriment of specialists
and patients. Both models give original insights into how the reforms could let an
administrator take advantage of his role. In this multi-layered model, the administrator
may intentionally reduce communication.
The CHE reformers expected performance incentives to
flow through a corporate structure

▼ Delirious New Zealand proposes an alternative parliament, one that uses walls and boundaries to navigate
authority and architecture.
Walls are complex, they can range from a simple form of protection against elemental conditions, through to the reinforcement of borders between two countries with emphasis and polarising effect. Whilst variable, each instance is committed to division, and both are boundaries facilitated by architecture in the form of walls. Through design led research, three phases of investigation are developed across successive scales. Presented as 'Installing Boundaries', 'Housing Politics' and 'Political Infrastructure', each design outcome forms a larger body of work referred to as the design. Shape, Threshold, and Montage are the architectural principles that determine a given walls significance investigated at each scale. These three speculative propositions are not final outcomes for what an alternative parliament should be. Instead, Delirious New Zealand explores architectural boundaries as the material interface between those who govern and those governed.
Koolhaas’s observations of the Berlin Wall – pre-demise – and his publication ‘Delirious New York’ highlight the significance of the
authority of an architect, and habitational
authority in the realisation and reality of architecture. The significance of a given boundary wall must then consider two things. One, the architectural elements that make up the wall itself. Two, the context within which a wall operates - be that social, political, economic etc. This thesis not only examines the design outcomes as being ‘about architecture’ in the form of the design, but also uses this as a platform to discuss ‘concepts of architecture’ more broadly. Accordingly, the concept of
authority and architecture is discussed throughout the production and presentation of the three scales of investigation. A final critique in the form of a design discussion concludes this thesis, at which point the final act of installing boundaries is undertaken.
‘Delirious New Zealand’ considers parliament as a programmatic and contextual provocation for the design of architectural boundaries. In doing so, the segregated inhabitants are defined as the politicians and the people. Although political in programme, this thesis is not politically motivated nor intent on acting politically.

▼ Three experiments investigated infants’ understanding of
authority-based asymmetrical relations and in particular asked whether infants possess expectations about how leaders will act towards subordinates. I presented infants with live events involving interactions between three puppets of the same kind (or from the same social group). Infants watched either a leader (
authority condition) or a target-subordinate (no-
authority condition) interact with two other subordinates (all three subordinates were of equal status). In Experiments 1 and 2, the leader or target-subordinate made two toys available to the two subordinates, but one selfishly took them both. I found that 16- to 18-month-old infants expected the leader to rectify, as opposed to ignore, this transgression (i.e., taking more than one’s share). Infants held no particular expectations about the target-subordinate’s response in the same situation. This result held regardless of how leadership was marked (Experiment 1: physical size; Experiment 2: control over others’ actions). In Experiment 3, a single toy was requested by two subordinates, though one had had several turns at playing with it prior to the other subordinate’s arrival. I found that 20- to 24-month-old infants expected the leader to regulate the use of this limited resource fairly, by handing the toy to the subordinate with no previous turns at playing with it. Infants held no expectations about the target-subordinate’s actions in the same situation. This pattern, however, was found only in infants who attended daycare and presumably had more experience with
authority figures regulating turn-taking. Together, these experiments suggest that infants within the second year of life (1) are sensitive to
authority-based asymmetrical social relations and (2) already have differential expectations about how a leader versus an equal-status group member will act in situations that could violate group harmony. These findings also indicate that relevant social experiences may be needed to support the emergence of some of these expectations.

▼ Den här studien syftar till att undersöka vilka strategier svenska kommuner använder för att motivera och legitimera besparingar som kommuniceras via pressmeddelanden eller officiella kommunnyheter. Det som analyseras är hur legitimeringar av besparingar representeras i kommunala pressmeddelanden, vilka röster och subjektspositioner som avbildas och hur sätts dessa i relation till varandra. Den syftar även till att undersöka på vilket sätt de legitimeringsstrategier och relationer bland subjektspositioner som identifierats i materialet bidrar till att reproducera maktstrukturer i samhället. Studien utgår från ett kritiskt diskursanalytiskt perspektiv och baseras på pressmeddelanden och kommunnyheter rån sex svenska kommuner som behöver kommunicera besparingsåtgärder. Det teoretiska ramverket grundar sig i Webers tre typer av auktoritet: traditionell, laglig-rationell och karismatisk auktoritet. De olika typerna av maktutövande bygger på legitimitet och dess rättfärdigande egenskaper stödjer politisk dominans. Studien grundar sig även i Berger och Luckmanns socialkonstruktionistiska syn på legitimering som en viktig faktor vid konstruktion av verklighet. Utöver detta används legitimeringsstrategier från tidigare legitimitetsteorietisk forskningvägledande vid analysen av materialet. De legitimeringsstrategier som observeras i materialet är rationalisering, exemplifiering, ansvarsutkrävande, moralisering, karismatisk legitimering och dramatiskt narrativ. Resultatet visaratt kommunernas ledning i sin diskurs prioriterar ekonomi framför välfärd och kan anses vara försvarare av den ekonomiska överordningen i samhället

▼ Whether the virtue of humility has a great influence on todayâs leadership? For the issues, one study had found that leaders are able to transform their enterprises either from mediocre or those full of crisis to great companies. Collins et al. believed what made the differences depend on the leadersâ personal humility and professional will. The result was out of everyoneâs expectation, including Collins et al., because it was generally believed that an outstanding leadership won't be relevant with humility. Published in AMJ, the study of Owens & Hekman (2012) uncovered that leader humility involved leaders modeling to followers how to grow and produced positive organizational outcomes by leading followers to believe that their own developmental journeys and feelings of uncertainty were legitimate in the workplace.
Although a growing number of leadership writers argue that leader humility is important to organizational effectiveness, little is known about the construct, what it produces, and what influences its effectiveness, what these behaviors lead to, or what factors moderate the effectiveness of these behaviors. Above all, the key point is exactly what the âconceptualization of the humilityâ is. The lack of clarity about leader humility is due to the fact that the existing evidence (qualitative or quantitative) supporting writersâ ideas regarding leader humility. In addition, the humility has further implications. This study integrates the viewpoint of Chinese and Western on humility, and then probes into the real implications of humility, and established the definitions, constructs and scale of humility; further explorations of the important issues on the level, timing, and principle of the humility are rarely suggested in literatures.
The results suggest that reliability and validity of this scale are adequate. Analysis of survey data is from 33 dyads samples of the supervisor-subordinates and 187 subordinates of various companies in Taiwanâs organizations. The study found that: (1)
authority and trust have a positive influence on compliance; the influence of
authority is stronger than that of trust; (2) humility significantly moderates the relation between ability and compliance, such that the relation is more strongly positive at high levels of humility than that at low levels of humility, while the compliance of low humility is higher than high humility at low levels of ability; (3) humility has marginally significant moderating relation between integrity and compliance, such that the relation is more strongly positive at high levels of humility than that at low levels of humility; However, (4) humility does not significantly moderate the relation between

authority is distributed in social media and develops a
novel method to validate the finding using prediction markets. By modelling prediction
markets with a data corpus comprising of both microblog and traditional blogs
data a objective metric is established to validate a method to select the most authoritative
information in Twitter. Also the question of what is the primary unit of
authority
in twitter is addressed by looking at methods that extract authoritative posts and comparing
them to methods that extract the most authoritative users.
It is not immediately clear how to measure the success of a system that claims to
identify
authority. There are a number of ways to decide what constitutes an authoritative
post, but many of them are too subjective or abstract. Such as, looking simply
at the number of people that repeat a tweet or a subjective polling of users regarding
the influence a user has. The approach in this thesis is to use a forecast of a prediction
market trained on a language model derived from the posts of a selected group of users
or tweets. This method yields a measurable and objective method for determining the
informative value of a set of Twitter posts. If a non-random sample of tweets deemed
to be authoritative is used, the model should result in a better forecast than the baseline
of random tweets.
Using this method a number of theories of
authority in twitter are examined. The
corpus used consisted of Twitter posts that were collected on a daily basis by a crawler
from the beginning of April 2009 until January 1st 2010. Four prediction market questions
were selected to use when evaluating the the notions of
authority. Two general
news related questions, one technology news question and two sports questions. when
looking at questions posed to the population in general, that are largely opinion based,
a small subset of informative users can be selected. This provides support for the idea
that
authority in twitter is centred around the user rather then the individual tweet. It
can be seen that by selecting only a few users, it is possible to get as much information
from this small authoritative group as would be required by selecting many more users
at random. This demonstrates that for this type of question, there exists methods for
finding authoritative users. In this experiment, the top 10 users accounted for 76.9% of
the forecast information for the flu related question. Other types of questions though were
less conclusive. Question that were more more focused on facts blurred the lines, and
it was harder to see if it is users or tweets that carried the most
authority.

▼ This study develops two novel concepts in the study of family life: the familial division of labour and family headship. Together, these concepts allow for a characterization of family life which is at the same time somewhat novel and supportive of or contributory to a broader understanding of many phenomena of family life which have been observed and reported. The study of the division of labour directs attention to aspects of family structure which have not been systematically investigated elsewhere and which I show to be socially real.
The data for this study were collected through interviews with a stratified random sample of 464 men and women aged 40 and over living in Hamilton and Stoney Creek, Ontario. All had lived in Canada for at least ten years. Interviews averaged one and one-half hours and were conducted in English.
The division of labour is investigated through task-specific positions which involve responsibilities and activities enacted on behalf of the extended family and which contribute to family solidarity and continuity. Specifically, the positions of kinkeeper, comforter, placement officer, financial advisor, and ambassador are shown to exist in a division of labour in contemporary families. While the division of labour is a widespread aspect of family structure, there is great variability among families as to its shape and extensiveness.
The concept of headship is developed through an exploration of a central leadership position, the head of the family. The term refers to the person who is understood by others to possess
authority and exercise the most leadership in the family. Most families in the study had such a person.
The concept of familial succession brings together interests in structure and process, and the ways in which the meaning and experiences of family life change for individuals as they grow older. Succession refers to the passing of family responsibility and
authority from one generation to the next, a process which is investigated through an examination of patterns of occupancy in headship and the familial division of labour, and the ways in which these change through time. The study argues that changes in the locus of responsibility in headship and the division of labour are tied to significant family life course events as well as to aging and mortality.
When the concepts of the familial division of labour and headship are used as a basis for analysing the family as a tJ~e of work organization, the organizational structure of families is shown to follow the same principles as any work organization. An ideal typology of families bureaucra~ic, democratic, autocratic and anarchic – is developed, based on their organizational structure.
The study shows that the familial division of labour and headship are widespread phenomena which were meaningful to study participants. People were able to discuss aspects of the various positions in detail. These positions persist over time, and in many families they are passed on from one generation to the next in socially meaningful ways.…

▼ According to the leadership of the Chinese Communist Party, hydropower projects sustain
economic growth and provide energy security, thus allowing the nation to become less
dependent on fossil fuels. As Chinese dams are being developed at a high pace on the Mekong
river, a closer analysis is needed to find out who is behind this development. This thesis
explores the Chinese state’s interestsin the field of hydropower development on the Mekong
river, looking specifically at the key actors involved and how their power is exerted. Drawing
on literature that moves away from state-based analyses, James N. Rosenau’s framework of
spheres of
authority will be used as a foundation to identify key actors and their
authority in
the application of hydropower plants on the Mekong. The argument that China indeed needs
to be seen as a set of multiple actors with their own goals is tested by means of two case
studies on dam construction, one in China and one in Laos. It is found that, in accordance with
the hypothesis, one should not stare blindly at China as a monolithic state, but observe
several actors within hydropower development that have different goals.

▼ In In Defense of Anarchism, Robert Paul Wolff claims that a legitimate
authority cannot exist, as any
authority will necessarily prevent its subject’s autonomy. Jospeh Raz, in contrast, argues that a legitimate
authority can exist and should support its subjects’ autonomy. In the argumentation to defend their conclusions, both focus on formulating their conceptions of (legitimate)
authority. In this paper, I argue that the difference in their conceptions of autonomy is the basis of the disagreement in Wolff’s and Raz’s conclusions. After a comparison of the two conceptions and the role autonomy plays in the authors’ argumentations, I conclude that Raz’s conclusion is the more plausible of the two.

CAN THE MONTARY AUTORITY CONTROLE THE STOCK OF MONEY SUPPLY IN ETHIOPIA: AN EMPERICAL INVESTIGATION
Gashaw Desalegn Addis Ababa University, 2014 The aim of this paper is to investigate empirically the ability of Nation Bank of Ethiopia to control the stock of money supply. This investigation seems to conform to the ongoing controversy surrounding the exogeneity /endogeneity hypothesis regarding the money supply i.e. the controllability/non-controllability of the money supply by the Central Bank. The paper has first tested the money multiplier model which says money is exogenous and thus controllable by central banks. We examine the constancy and Stationarity of the money multiplier and the results suggest that the money multiplier remains non stationary for the entire sample period. We then tested cointegration between money supply and monetary base and find the evidence of cointegration between two variables. The coefficient restrictions are satisfied only partially. The result from this model shows it will be difficult to use the money multiplier model as a frame work for monetary policy. The paper attempted to test the post-Keynesian hypothesis of endogenous money for Ethiopia using Granger Causality test. We have found that at all level of lag lengths credit causes broad money but at higher lag length broad money do not cause credit in the sample period. Though the result seems gloomy the endogeneity of money supply is strong.

▼ Kenya Rural Roads Authority is a State Corporation whose mandate is to offer guidance
in the construction, maintenance and management of the rural road network in the
country. This study sought to investigate strategic management adopted by KeRRA.The
objective of the study were to determine the extent to which KeRRA had employed
strategic management and to establish the challenges faced by KeRRA in strategic
management.
The study adopted a case study. Data collection was done through interview guide. The
respondents of the study were the Director General, Three General Managers, Ten
Managers and Ten Road superintendents and six other senior officers in the Authority.
The content analysis technique was used to analyze data collected.
The study revealed that KeRRA had adopted strategic management and engaged senior
managers as strategic management leaders, training of staff to acquire more expertise in
their area of specialization, rural road authority’s employees taking ownership and
responsibility for their work.
The study concluded that enhanced private public partnership, provision of a framework
for managing the citizen side of change, improved disbursement of funds, developing
skills and knowledge to support the change, division in function and structures,
recruitment of high qualified personnel, road reforms, increase in the funding of road
sector and incorporation of other stakeholders in the daily operations have led to
enhanced service delivery.
The study concluded that KeRRA faces challenges such as staff degree of resistance,
resource insufficiency, political interference, lack of trust in the change by employees and
inadequate information technology. The study recommends that government parastatals
should adopt strategic management so as to formulate reforms, enhance management of
authorities and policies into action through the development of specific budgets and
procedure

▼ Strategy formulation refers to the process of choosing the most appropriate course of
action for the realization of organizational goals and objectives and thereby achieving the
organizational vision. It is known that strategy is generally a medium for realization of
organizational objectives. Objectives stress the state of being there whereas Strategy
stresses upon the process of reaching there. Strategy includes both the fixation of
objectives as well the medium to be used to realize those objectives. Thus, strategy is a
wider term which believes in the manner of deployment of resources so as to achieve the
objectives. Strategy implementation is the process of putting strategies into action-based
road map that will help an organization achieve its organizational objectives. A
successful implementation depends largely on successful planning and formulation
processes. It is always more difficult to implement strategies than to formulate them. The
strategic management process does not end when the firm decides what strategy or
strategies to pursue. For successful strategy implementation, an organization should
understand the impact on strategy of external environment, internal resources and
competences, and the expectations and influence of stakeholders. The objective of the
study was to determine the strategy implementation in the Kenya National Highways
Authority. The research design was a case study of the Authority. The data collection tool
was an interview guide where content analysis was used to analyze the qualitative
primary data collected by conducting interviews from the respondents. The findings from
the study indicate that the Authority adopted strategic practices such as continuous
monitoring and evaluation that generates quarterly and annual progress reports, capturing
various aspects of the strategy in the performance contract and annual work plans,
dividing the strategy into short term and medium term strategies, use of consultancy and
involvement of all stakeholders. The factors which influenced strategy implementation
were organizational structure, culture, insufficient resources, and poor communication,
leadership challenges and reward mechanism in place. The recommendations for policy
and practice are that the management of the Authority should incorporate all the
employees in strategy formulation and implementation, in addition the structure and the
culture practiced in the Authority should be optimised to support implementation of the
strategy. The Authority through the ministry of Roads should liaise with the Treasury for
allocation of more funds and lobby for financial support from development partners and
also pursue ways of generating fund. It is also important for employees who implement
strategies to be adequately rewarded and communication enhanced at every stage of
strategy implementation.

▼ A strategic issue is a forthcoming development either inside or outside of the organization, which is likely to have an important impact on the ability of the enterprise to meet its objectives. An issue may be welcome; an opportunity to be grasped from the environment or an internal strength which can be exploited to advantage or it can be unwelcome a weakness which imperils combining success, even survival of the enterprise.
This study therefore sought to establish the strategic issue management practices in Kenya Maritime Authority. It also intended to identify the factors that influence strategic issue management in Kenya Maritime Authority.
The study was conducted using a case study method. The researcher held in-depth interviews with 5 heads of department and the Chief Executive Officer. Since this was a qualitative study, data was analyzed using content analysis.
The study established that the Kenya Marine Authority had a vision and a mission. The Authority was formed under the Kenya Marine Authority Act No. 5/2006 and the Merchant Shipping Act of 1967 (Cap 389). According to the finding there are several factors which can influence strategic issue management practices in an organisation. One of these factors is the presence and process of developing strategic issue management practices.
The study found out that sources of identifying strategic issues include Government policies, circulars, and new laws. According to the findings the Kenya Maritime Authority management analyses its strategic plan based on midterm and long term planning and recommended that a visit with each issue, whether it’s “important” or “urgent.” Often, issues seem very important when they're only urgent, for example, changing a flat tire is an urgent issue but you'd never put "changing a tire" in your strategic plan. Attend only to the important issues and not the urgent issues.
The study stipulated that the management of Kenya Maritime Authority should also find means of dealing with the following strategic issues and challenges experienced over the last five years that include: Dealing with pirates arrested in international waters, Expanding operations to the lake region, Sourcing for parcel of law to put up KMA HQs., Establishment of ERP, Preparation of national oil pollution contingency response plan and Instability in Somalia.
The main limitation of the study was the challenge faced was the administration of the interviews; most of the top management executives were pressed for time to provide an interview for the researcher. The management staffs travel a lot both locally and internationally.
The study gave recommendations for further research on the issue of strategic issue management on related industry players like the Kenya Ports Authority. The study also recommended further research to be undertaken to determine the success levels of companies that are using strategic issue management.

▼ All organizations are faced with challenges of strategic planning. Some from a desire to
grasp new opportunities, and others to overcome significant problems (Johnson and
Scholes, 2002). Strategy is a company’s “game plan”, it does provide a framework for
managerial decisions. It reflects a company’s awareness of how, when, and where it
should compete; against whom it should compete; and for what purpose it should
compete. Strategic planning components are linked together providing managers with a
systematic method for formulating, selecting, implementing and evaluating strategies.
The purpose of this study was to establish the effectiveness of strategic planning at Kenya Revenue Authority. The study was based on the following objectives; to establish
whether Kenya Revenue Authority has met its strategic goals or objectives as stated in
the strategic plans; to establish factors that influence implementation of Kenya Revenue
Authority’s strategic plans and; to establish whether and how Kenya Revenue Authority
carries out monitoring and evaluation of its strategic plans.
To meet the objectives of the study, case study design was adopted. The respondents
were selected from the Top Management and the Research and Corporate planning
section. Primary data was collected using an interview guide while secondary data was
collected from strategic plans and annual reports. In data analysis, content analysis
technique was used. The findings emerging the study concluded that KRA has met most of its strategic goals and objectives across the three strategic plans. Also the
implementation of Kenya Revenue Authority’s strategic plans has been influenced by
various factors which include external and internal factors and that KRA carries out
monitoring and evaluation of its strategic plans.On limitations, this study relied on self-reported and reflective recollection of the indicators of the constructs in this study by employees who volunteered their participation. Because of the perceptual nature of the data, there is the possibility of a percept-percept bias. Second, this study confines itself to a case study method, which leaves room for speculation with regard to causality among the variables. In addition, the sample of this study, consisting mostly of highly educated managers, is likely restricted to a certain group with similar demographic characteristics. Further, the sample size used in the study could be considered to be not representative enough.To increase generalization of this study, more studies in various industries representing diverse demographic cohorts are needed. More specific, this study focused on knowledge workers with a higher educational level. The results might vary by the cohorts in different educational levels. More research in different educational backgrounds is recommended.
The study recommended more longitudinal studies with comparison groups, so that
causality can be fully established.

▼ Knowledge management as an organizational concept has grown to be a discipline worth discernment with principles, practices and tools that make it unique. As a discourse, it has given rise to innovations and structures that enable us understand how organizations utilize knowledge to create value. Kimiz Dalkir (2005) presents a thoughtful, systematic view of knowledge management as a coherent body of management theory and practice. He argues that though there is no single, universal recipe for managing knowledge, we have to accept that it provides a framework for designing an organization‘s goals, structures, and processes so that the organization can use what it knows to learn and to create value for its customers and community. This demands that each organization has to think through and design its own approach. Hovland (2003) confirms this when he maps out the rationale and objectives of knowledge management and learning within organizations as he magnifies specific characteristics and challenges of different types of organizations in the development field in light of their knowledge needs. Due to the vast amount of studies already done on these issues plaguing knowledge management in organizations, this study presents yet another guideline on ‗how to do KM‘ but put into perspective the deployment of tools and manuals of knowledge management that will enable the Kenya Revenue Authority make the leap in not only efficiency, but improved responsiveness, partnership, and policy influence. The need for this study was justified by the fact that there has to exist a design process which provides a set of organizational enablers posed by the questions: What is the organizational vision or strategy driving the need to manage knowledge? What roles and structures ought to be in place? How to develop processes and practices that promote knowledge sharing and use? Which tools and platforms can support these efforts?

▼ The study on the financial effect of road fund had to be conducted because of the problem of
limited attention and literature committed towards this aspect of research in Ghana’s knowledge
space. Following this problem the current study investigated financial effects of Ghana road fund
misappropriation in the Ghana Highway Authority. The specific objectives include; to help
identify the causes of the misappropriation funds to projects by the road agencies, to run a
comparative analyses of funding road developmental projects as against road rehabilitation
projects, to assess the effect of funds misappropriation within the road construction sector of
Ghana.
The study adopted the quantitative method of research. The study used descriptive and cross
sectional designs. The data was sampled from staff, consultants and contractors from the Ghana
Highway Authority. All together 35 responses were gathered. The instrument used for data
gathering is well-structured questionnaire as well as an annual report spanning 2015-2018. The
study was concluded based on the key objectives outlined in this study. The study therefore
concludes that the causes of the misappropriation of road funds include the delays in monthly
payment of vital projects, Inflation rates, Project disputes/project litigation, schedule completion
slippage and government interference. In comparing developmental projects to rehabilitation
road projects respondents indicated that the later was less expensive- over GHS 99,135,117.27
was lost through developmental projects alone. Also government role in misappropriating road
funds can lead to corruption.

▼ The purpose of the study was to explore the registered nurse’s perceptions with regard to the use of
authority by nurse managers in the workplace. A qualitative approach using phenomenological descriptive design was used. Data was collected by means of audio-taped individual interviews and field notes. The sample included registered nurses aged 25-45 years with more than two years’ experience. Ethical issues were adhered to.
The data was analysed using content analysis as proposed by Creswell (2013). Five themes and seventeen subthemes emerged from the data. The findings revealed that the registered nurses were unhappy with the way
authority is being used, their non-involvement in decision-making; lack of two way communication between nurses and managers; poor relationship between nurses and health service managers which hindered nurses’ opportunity for growth. Autonomy is a major determinant of nurse job satisfaction, and failure to apply it may lead to high turnover and absenteeism.

▼ This thesis argues that by examining four influential women of Florence and northern Italy over some five centuries' time (circa 1060-1471A.D.) historians can view change over time related to female
authority and how it reflects larger social norms that became increasingly entrenched over time. These women inform our understanding of the role and status of women in medieval Florence through their exceptionality. By considering such a large expanse of time these women's lives can be compared to one another, as well as to their contemporaries. Chapter 1 introduces the topic and discusses general themes that are occurring contemporaneously across Europe that serve to inform and provide context for the laws and social norms that are occurring in Florence. Chapter 2 focuses more directly on each woman and her familial and social circumstances in which she uses and exercises her
authority. Chapter 3 builds on the base of Chapter 2 and makes arguments regarding the extent to which each woman wielded her
authority and the ways in which that
authority was exercised. Chapter 4 provides a brief conclusion in relation to each woman and how the four, together, help to inform historians' knowledge about the ways in which patriarchal power structures, including patrilineage, worked to increasingly exclude women from positions of
authority.

▼ This study aimed to find out the effect of political appointment of a Chief Executive on the morale of workers. In order to understand this intrigues factor, this study employed and used a robust methodology (mixed-method approach) to examine how political appointments affect the morale of workers. A total of 151 participants; 4 directors, 21 heads and 126 first-line employees were used for quantitative analysis whilst 6 participants; 3 management and 3 non-management workers were interviewed. The t-Test was used to test all the quantitative hypotheses which revealed a relatively high morale among the workers of Ghana Standards Authority (GSA). In the qualitative analysis, a thematic content analysis of the participants revealed tactful meaning of what political appointment meant to workers. The result further revealed that, political appointment negatively affects morale, commitment and engagement, career progression and processes and procedures at the work environment and the workers. The study therefore, made recommendations to government policy draft, organizational practice and future research endeavours. At the conclusion, the researcher seized the opportunity to reconstruct the meaning of political appointment. Also, some limitations were realized and acknowledged.

▼ Many factors influence employee work output. Literature and academic studies have over the years
identified different kinds of factors that influence employee work output. Factors such as
employee/employer ability and skills, organizational resources, leadership, compensations, job
design, employee/employer attitudes and motivation were some major influencers of employee
work output. However, there are other factors such as employee recruitment, that can also have
effects on employee work output. Recruitment whether internal or external, can influence work
outputs in different ways. More importantly, when it comes to director recruitments, the
organization’s policy on recruiting internal or external candidates to fill these positions may have
important effects on employee morale and consequently work outputs. This focus of this study was
to assess the influence of external director recruitments on work outcomes in the Volta River
Authority of Ghana. It aimed at identifying the modes of announcing vacant director positions,
understanding how employees feel about external director recruitments and the identify the
impacts of external directors on employee work outcomes. Using the purposive and the simple
random sampling techniques, data was collected from a sample of a total seventeen management
and lower level staffs of the Services Branch of the Volta River Authority in Accra. The data was
analyzed and the results show that the organization uses advertisements and consultations mostly
to fill vacant director positions. It also found that employees were divided on how they feel about
external director recruitments. However, majority indicated that it affects the morale of existing
employees who equally qualify for that position. finally, the study found that external directors do
have some influence on employee work outcomes.

▼ We incorporate unawareness into the delegation model and study the communication outcome followed by delegation between a financial expert and an investor. The expert has superior awareness of the possible states of the world, and decides whether to reveal some of them to the investor. Under the uniform-quadratic setting and some regular restrictions on the investor's belief updating outcome, our result implies that the expert would reveal all the possible states to the investor if the investor is aware of a large set of possible states, while would only disclose partially or even nothing if the investor is only aware of a small set of possible states.

▼ Non-consequentialists agree that Luke may not kill Lorelai in order to prevent Kirk from killing Richard and Emily. According to this view, Luke faces a deontic constraint: he is forbidden from killing Lorelai, even though doing so will bring about fewer killings overall. The justification of constraints, in my view, faces two challenges. First, constraints must meet the Irrationality Challenge: it needs to be demonstrated that there is nothing inconsistent about the claim that Luke should allow more killings to come about. And, secondly, a successful explanation of constraints must meet the Authority Challenge: we need to know why Luke’s reason not to kill Lorelai is normatively categorical.
This dissertation takes up different aspects of Authority Challenge. The first introductory chapter aims to motivate the question of authority as a pressing challenge to non-consequentialism. I argue that the violation of constraints is not just motivated by the thought that they are rationally inconsistent, but by the claim that their intuitive importance cannot be explained.
Chapters two and three take up the connection between the authority of constraints and their interpersonal character. In chapter two, I argue that Stephen Darwall’s account of the second-person standpoint cannot yield an account of constraints that satisfies the Authority Challenge and that T.M. Scanlon’s contractualism offers us a better way of accounting for the interpersonal significance of constraints. Chapter three argues that Frances Kamm’s inviolability approach cannot be reconciled with the intuitive distinction between acting wrongly and wronging someone. The arguments of this chapter are meant to demonstrate that in order for wronging to carry any normative significance, it must play a foundational role in our account of permissibility.
The fourth chapter argues that Moderate deontologists—those who posit a threshold on the killing of the innocent—cannot make sense of the intuitive authority of deontic constraints. The failure of Moderate deontology, I argue, reveals the overlooked appeal of Absolutism. The fifth chapter argues that the authority of restrictions extends to a prohibition on killing non-responsible threats. I argue that a prohibition on killing non-responsible threats accords with the demands of fairness.

▼ By the time Shakespeare’s plays first appeared on stage in the late-sixteenth century, the Elizabethan campaign against English Catholics had reached its peak. However, Roman Catholicism continued to influence the English throne, the English Church, and most especially, those men and women who remained devoted to it. Through Shakespeare’s works, we can see a sharper picture of the early modern English Catholic experience and gain a new respect for the individual, political, and ecclesial interests that contributed to it. I begin with the individual in Section I, examining the experience of those who had to determine the depth of their patriotism to a state that had criminalized their religion and eliminated many of its celebrations. In chapter one, I explore Hamlet and the psychological effects of the surveillance culture that Claudius implements and that others appropriate in order to investigate one another and protect themselves. I compare this “rotten” climate of suspicion in Elsinore to Elizabethan England and the anxiety suffered by recusant Catholics as a result of state surveillance into their religious practices. In chapter two, I turn to The Merchant of Venice and its implicit gesture towards Corpus Christi, the Catholic feast that once honored the Real Presence of Christ in the Eucharist but that had been eradicated from the English church calendar after the Reformation. The play’s clearest references to Corpus Christi occur in its fixation on flesh and in its marriage trope, but these elements then also thrust to the forefront the Jewishness of Christ’s flesh and the difficulties associated with conversion. Hamlet and Merchant of Venice reflect individual English Catholics’ desire to practice their religion peacefully, without state interference in the theological teachings they espoused or the feast days they chose to commemorate.
In Section II of this dissertation, I shift away from the individual Catholic and towards the traces of Catholicism in the English monarchy and its state-run church. In chapter three, I discuss Richard II and the inherent instability of English kingship. The play frequently alludes to historical ruptures in primogenitary inheritance both before and after Richard’s abdication to Henry Bolingbroke. It also demonstrates the failure to enact sacramental permanence in the coronation ritual. Through its display of these problematic traditions, Richard argues that Christian kingship must be actively stabilized and not simply left to Providence in order to survive. Finally, in chapter four, I look at Erastian governance, the fusion of state and ecclesial
authority, in Measure for Measure. In featuring a Catholic duke adopting clerical
authority in the Catholic region of Vienna, Shakespeare uses a Catholic veneer to imagine the consequences of English Erastianism under James I. Through it, he hints that Erastian governors will ultimately seek political ends at the expense of their people’s spiritual needs and that religious figures who willingly suborn their church to the state fail…
