▼ The objectives of this research were to determine the relationship between ISO 9001:2008 standard certification status and operational performance of government agencies in Kenya, the extent the levels of adoption of the implementation factors influence that relationship, and to develop a theoretical framework to explain the relationships involved. An outcome thinking view was applied in examining the behavioral input factors prescribed by the ISO 9001 quality management system standard. Each of the factors was evaluated on the extent of alignment to the fundamental principles of quality management that underpin the management system standard.
Various statistical analyses were conducted on the secondary and primary data obtained from 47 government of Kenya owned organizations selected randomly. Quantitative data was obtained from 6 to 14 informants from each organization using a self-administered questionnaire. A cluster analysis was completed to develop a taxonomy of the participating organizations based on the standard’s implementation factors and organizational system outcome variables, finally regression analysis was completed to develop a theoretical framework of the concepts in involved.
The results of the study demonstrate that the ISO 9001 management system standard’s prescribed practices of quality policy and management review are the key enablers of performance both in the internal and external focus. The study finds that performance drivers in an organization are the ISO 9001 management system standard prescribed practice of quality objectives and the organizational system outcomes of customer focus and process approach. According to the results, it is through these performance drivers that the enablers of performance help achieve performance objectives.
The main contribution of this study has been to develop a theoretical framework to explain the inconsistencies in findings of certification/performance relationship studies and some paradoxes relating to ISO 9001 management system adoption. The theoretical framework helps characterize organizations and show how alignment of the adoption to the organizations’ strategic objectives enables organizations to achieve their goals using the management system framework.
The conclusion drawn from the study is that the framework provided by the ISO 9001 management system standard can help optimize operational performance when the prescribed practices are applied appropriately. Another conclusion is that observed cases of certification leading to reduction of performance are due to the effects of minimalist adoption approach with focus on iconic objectives.
As opposed to many studies that are based on problem/solution thinking approach, this study sheds light on why some organizations are reported to perform poorly after certification by adopting the outcome thinking approach to understanding how the framework is able to enhance performance. ▼ The autonomy of law enforcement has been addressed by the development of civilian oversight
agencies/entities. These
agencies aim to provide accountability of law enforcement through civilian review of police policies, independent civilian investigations of citizen complaints against the police, and through civilian review of police investigations of citizen complaints. Although civilian oversight of law enforcement has been developing since the late 1940s there has been little research on the topic. There is little research on characteristics of specific oversight
agencies and even less research on measuring the performance of civilian oversight.
This exploratory study aspired to learn about the structures and functions of four specific oversight
agencies, and to compare these
agencies using performance measures identified in existing literature. The sources of data for this study are qualitative interviews. The interviewees consist of five classifications of individuals associated with oversight
agencies in some manner.
This study found that the varying structure and function of each oversight agency yielded both positive and negative results. The political influences on oversight
agencies and the authority of the oversight
agencies were found to be sources of contention that impeded their missions. The criticism in existing literature that civilians do not have the necessary training and experience to hold police departments accountable was corroborated by the interviews. Most importantly this study found that none of these oversight
agencies actively employed measures to evaluate their own performance. Furthermore, when this study applied performance measures identified in existing literature, it found the oversight
agencies were deficient.

▼ The very objective of this project paper is to discern the potential challenges and opportunities
for initiating and developing credit rating Agency, and remarkable credit information system
thereby, in Ethiopia. The very need to initiate DCRA is also importantly investigated.
Regulating DCRA, once established, is also the theme of the study. The paper tries to address
benefits going to be reaped with regard to enhanced credit information system by using local
Credit Rating Agency (DCRA).supplementary benefits of DCRA, apart from rating borrowers
is also slightly investigated. The study further considers the experience of countries that have
already made use of credit-rating agency operation one way or another.
Research Questions
The following research questions can be hypothesized to address the above general objective:
1. What are the opportunities and challenges for the development of credit rating Agency
in Ethiopia?
1.1 What should be done before effecting credit-rating Agency in Ethiopia?

▼ In the last three decades, there has been a phenomenon, akin to a revolution sweeping through the world, leaving in its wake major consequences of economic, political, legal and constitutional dimensions. The role of the state as we know it has been reconstructed beyond recognition. From an all-encompassing monolith that owns, manages, and provides various infrastructures, goods and services directly to the public and also serves as a regulator, it has now been reduced to a mere bystander or an enabler. Its footprints in the sands of economic and political times have diminished. In its place has arisen the regulatory state, characterised by a thinning out of the state; and the emergence of an institutional innovation: the Independent Regulatory Agency. Its rise, growth and diffusion across jurisdictions and sectors, and most recently in developing countries including Nigeria have been unprecedented. This thesis centres on the question whether the Independent Regulatory Agency can function in Nigeria in a manner analogous to its counterparts in the developed economies and be able to ensure the provision of safe, affordable and efficient infrastructures and services. The thesis finds institutional fragility, limited capacity, information asymmetry, corruption and insecurity within critical political, economic and supporting institutions that ideally gives life and legitimacy to the IRA; while essential democratic concepts are adhered to more in the breach. These challenges present a difficult climate in which the Independent Regulatory Agency can thrive. As an alternative, the thesis advocates the adoption of two transitory regulatory models: regulatory contracts and contracting out or outsourcing of functions. Their utilisation would achieve the desired regulatory outcomes until maturity is attained in the political economy of Nigeria, while simultaneously mitigating its contextual limitations.

▼ In this thesis, we study if credit rating
agencies
(CRAs) are capable, through their rating process, of discover
information that it is valued by the market. Additionally, we
investigate if CRAs are able to propagate their findings to the
market. if Specifically, we study the differences between
issuer-paid and investor-paid credit rating
agencies, and how those
differences shape the characteristics of their credit ratings and
ultimately, if investors can profit from credit rating
announcements.For our research we use a large dataset of rating
announcements from 1997 to 2012, which includes information of four
credit rating
agencies (CRAs), Egan-Jones Ratings Company (EJR),
Fitch, Moody’s and Standard and Poor’s, which representing
investor-paid and issuer-paid CRAs. This allows us to compare these
two kind of
agencies and its ratings.In the first essay we study
what variables explain the rating coverage of an investor-paid
credit rating agency. We show that probability of being covered by
EJR is positively related with the size of the firm, the level of
institutional ownership of the firm, stock analysts and issuer-paid
CRAs level of coverage, while it is negatively related to the
firm’s corporate governance. We found that the likelihood of being
covered by EJR augments after regulatory changes and most
interestingly, since EJR received the NRSRO certification.In the
second essay we compare the timeliness of rating changes produced
by EJR and the issuer-paid CRAs representatives. We found that the
lead effect of investor-paid over issuer-paid CRAs has weakened in
recent years, while Granger causality is bidirectional and
therefore a lead-lag relationship cannot be established. Finally,
stock prices manifest statistically significant abnormal reactions
to downgrades of all
agencies; however, abnormal negative returns
are significantly higher for EJR. Our results support the
hypothesis that issuer-paid
agencies improve the quality and
timeliness of their ratings when they see their market power
threatened by tighter regulations. Nevertheless, event studies
illustrate that markets still price stocks under the assumption
that investor-paid rating actions carry superior
information.Finally, our third essay found that purchasing (selling
short) stocks with positive (negative) rating announcements
generates portfolios with positive annual abnormal returns when
investors react immediately to rating announcements. Returns are
higher for stronger announcements (i.e. rating changes over rating
outlooks) and for an investor-paid agency rather than an
issuer-paid agency. When we introduced transaction costs, only the
investor-paid agencies’ announcements lead to positive abnormal
returns. Additionally, when we included a delay in the reaction of
investors to rating announcements, all positive abnormal returns
net of transaction costs disappeared. Finally, our results suggests
that the differences between investor-paid and issuer-paid
agencies
are based on their dissimilar business models rather than their
regulatory status.

▼ There is no major study available of actual and projected
investment in computing by Tasmanian Government sources.
This Dissertation attempts to sketch a picture of the cost
centres involved in Tasmanian Government computing investments and
to identify trends and projected trends in that investment
picture. Chapter 2 provides the historical perspective on the
way in which computing has developed in the Tasmanian State
Service. Chapter 3 examines in detail actual and proposed
investment in computing from 1984/85. The majority of data is
taken from the Tasmanian State Service Agencies EDP Strategic
Plans, which are not published.
Chapter 4 examines the administrative controls and
management structures which have had an impact on the way in which
Agencies have made computing investment decisions. The risks and
exposures which these Agencies acknowledge exist, and those of
which they appear to be unaware, are examined.
In the final part of this Dissertation some proposals are
made to reorganise certain administrative structures which impact
on computing resources in the State Service. In addition, based
on the trends observed in the investment picture and the risks
acknowledged by the managers, certain proposals for staff
development are made.
The investment picture revealed from the examination of the
unpublished data indicates that around 17.7 million to 19.4
million will be spent on computing activities in the Tasmanian
State Service in 1986/87. Over the past three years, investment
in computing has been mainly proportioned between capital
equipment costs (18-33%), associated recurrent costs (34-14%) and
staffing costs (31-40%).
The study demonstrates that the trends in predictions
regarding non-specialist users requiring access to computer
systems will require significant improvements in staff
development, software ergonomics and capacity planning by DP
managers as well as policy redirections which appear to be largely
unrecognised at present.

▼ This study investigates whether mandatory disclosure requirements for Qualified Special Purpose Entities (i.e., QSPEs) under SFAS 166/167 weakened credit rating agencies’ ability to provide bond issuers with inflated initial credit ratings (i.e., “cater” to bond issuers) by previously understating firms’ QSPE exposures. I find that once mandatory disclosure requirements concerning QSPEs were implemented under SFAS 166/167, rating
agencies were less likely to provide inflated initial credit ratings to issuers with QSPE exposures. In addition, I also show that bond investors required less price protection when assessing the riskiness of such entities in the post-period, suggesting that bond investors accounted for rating agencies’ aggressive behavior in the pre-period. Collectively, these findings suggest that rating
agencies provided inflated initial credit ratings to issuers with QSPE exposures because of disclosure exemptions under SFAS 140/FIN 46(R), but that mandatory disclosure requirements under SFAS 166/167 reduced such behavior by decreasing information asymmetry.

▼ The main aim of the study was to investigate the influence of marketing strategies on the growth of small and medium business in air travel agencies in Nairobi City County in Kenya. The contribution of marketing strategy in the organization lies in the formulation of strategies to choose the right customer, build relationships of trust with them and create a growth. There are no statistics and attempts taken to investigate the influence of marketing strategies on the growth of small and medium business in air travel agencies in Nairobi Kenya. This study, therefore, sought to find out the influence of marketing strategies on the growth of small and medium businesses. This report covers theoretical foundation of the study, the influence of marketing strategies on business growth and empirical literature. The research design that was used in this study was descriptive survey method aimed at establishing the influence of marketing strategies on the growth of small and medium business in air travel agencies in Nairobi City County in Kenya. The study used a simple random sampling technique to select a sample of 52 small and medium businesses in air travel agencies in Nairobi City County in Kenya from a population of 104 air travel agencies in Nairobi City County in Kenya. The study heavily relied on primary data which was collected through administering structured questionnaires comprising closed and open-ended questions. The process of data analysis involved several stages; the completed questionnaires were edited for completeness and consistency, check for errors and omissions and then coded. A statistical analysis and descriptive analysis was employed. A total of 52 questionnaires were randomly distributed using even numbers and 50 were collected having been filled completely this constituted a response rate of (96%). The issue of Marketing Strategies on Growth of Small and Medium Business, the study found out that, the appearance of the physical facilities of the air travel agencies, both at the airport and on the airplane itself, were in accordance with the type of service provided. The marketing strategy was noted to be an essential tool in growth, for the company to be competitive the products and services have to be different than the rest of the competitors. The price as well has to be fair for all. This will increase the destination points hence the company profile. While cost saving measures, including creating partnerships and strategic alliances, will be implemented to strengthen the financial resource base. The study results conclude that there is a significant effect of marketing strategies on the sales growth of an enterprise, likewise a significant relationship between the usages of direct distribution channels on the profitability of an enterprise. The staffs of air travel agencies companies were usually very busy and, therefore, they required a lot of time in order to fill in the questionnaires. The study was guided by the following theories; Market-Based View (MBV) theory and Game theory. The study employed a descriptive cross sectional research design. The study focused on 1,300 travel agencies in Nairobi. The study classified the staffs into strata; upper level management, middle level management and lower level management. The sample design of this study was based on Krejcie & Morgan, hypotheses. Using the Krejcie and Morgan 1970 table (appendix II) a sample size of 297 was selected from a population of 1300 travel agencies. The study used primary data and secondary data. The researcher used semi- structured questionnaire to collect primary data. The researcher administered the questionnaire individually to the travel agencies in Nairobi. Secondary data was collected from marketing reports for individual travel agencies found on the KATA website and library. Annual marketing reports were used in the study due to ease of availability and the fact that they are reliable. Regression analysis was used to find the relationship between strategic marketing and performance. The various elements under the dependent variable, namely; market penetration strategy, product development strategy, market development strategy and diversification strategy, was reduced to a single value through computing a composite value by use of weighted average method. Based on the findings of this study, the study concluded that market penetration strategy has a great positive influence on performance of travel agencies in Nairobi County. On the product development strategy, the study concluded that performance of travel agencies in Nairobi County are positively influenced to a great extent by product development strategy. The study further concluded that research and development influence performance of travel agencies in Nairobi County, brand extension influences performance of the agency, assessing customer needs influence performance of the agency. The study further concluded that market development strategy has a great positive relationship to the performance of travel agencies in Nairobi County. The study further conclude that new geographical markets influence performance of the agencies, different pricing policies to create a new market segment influence performance of the agency and that market research has an impact on the performance of the agency. Further, the study concludes that the application of diversification to travel agencies in Nairobi County has a positive relationship to the performance. The study recommends that the management of travel agencies in Nairobi County should implement the use of integrated marketing communication because it solves most problems and helps the agencies to improve their services to their customers.

агенција попримило је глобалне размере. Државна управа на агенције
преноси бројна управна и регулаторна овлашћења. Широка овлашћења
јавних агенција изазвала су фрагментацију управног система и довела
у питање традиционално схватање принципа поделе власти. Савремена
управна и уставна теорија и пракса суочава се са потребом да
организационо и функционално идентификује јавне агенције и да их
правно и полититички дефинише. Ово истраживање има за цињ да укаже
на потребу прецизирања правног и полтитичког положаја јавних
агенција, не само ради олакшавања правне и политичке контроле над
њима, већ и ради стварања услова за спречавања политизације
агенција. Теза је ове дисертације да је одсуство правне контроле
над јавним агенцијама последица нејасног уставноправног и
управноправног положаја „агенцијске власти“. Овај феномен пристутан
је и у Србији, посебно ако се имају у виду разлике у правном
положају јавних агенција и независних регулаторних тела. Проблеми
агенцификације изазавали су данас супротан институционални тренд –
деагенцификацију. Суочени са глобалном кризом и растућим захтевом
грађана за интеграцијом у пружању јавних услуга, многе земље
прибегавају организационом и функционалном реструктурирању јавних
агенција. Метод(и) истраживања. Теоријско испитивање положаја
јавних агенција у систему поделе власти захтева широки методолошки
приступ. У истраживању проблематике односа јавних агенција и поделе
власти, првенствено је примењен правни метод, који је примењен ради
анализе националног агенцијског законодавства, посебно са
нормативног аспекта уставног и законског положаја агенција у
систему поделе власти. Правним методом обрађена су питања положај и
овлашћења јавних агенција, као и механизми њихове контроле у
контексту система поделе власти.

▼ This dissertation consists of three chapters that study issues in Corporate Finance and Industrial Organization related to the behavior of markets with asymmetric information. The first two chapters study the economics of credit rating agencies; the third chapter examines a process of social learning about product quality.
Chapter 1 models the effect of rating agency competition on the quality of rated securities. I compare equilibria across a regime of competition between two rating agencies and a monopolistic regime. In both regimes, all available agencies are hired in equilibrium, so under competition more ratings are observed. However, competing agencies do not fully internalize the return of a reputation for being honest. Whenever strategic agencies are not very concerned about their reputation, competition can induce more issuer effort than monopoly. Otherwise, a monopolistic agency induces more effort.
Chapter 2 analyzes the effect of the Cuomo Plan, a much-discussed regulation that prohibits issuers of residential mortgage-backed securities from making payments to rating agencies contingent on the assigned ratings. I construct a certification model which consists of the following features: (i) an issuer privately informed about her security's quality can hire a rating agency to assign a rating; (ii) the agency can observe, at a cost, a private signal correlated with the quality of the security; (iii) an undeserved favorable rating reduces the agency's future revenues. I show that the Plan has an effect on the informative content of the rating only if the agency's signal is not too costly. In this case, the Plan ensures that the rating is more informative; otherwise the Plan has no effect.
In chapter 3, I study the pricing strategy of a monopolistic firm in a market characterized by consumers with heterogeneous preferences and private information about the product quality. Consumers purchase sequentially and observe the history of purchasing decisions, prices, and consumers' preferences. I characterize the conditions under which the monopolist gains when consumers learn the true quality, and, which pricing strategy ensures that learning takes place.

▼ This thesis investigates the leadership recruitment of private work agencies, a sector that has grown significantly in Sweden over the past two decades. Through interviews with leadership recruiters in three firms, desirable and undesirable destructive leadership traits were investigated and the question was addressed of how leadership traits are identified and assessed by recruiters. A distinction was made between desired and undesired leadership traits, both tacit and explicit, and a special focus was given to destructive traits. The results and analysis demonstrated that although there seemed to be a general coherence about the desirability of managerial and intellectual leadership traits, there was no coherence in terms of how to assess undesired destructive leadership traits. Moving beyond the wide categories of managerial and intellectual, an in-depth analysis also showed the existence of an incoherent body of tacit knowledge of desirable leadership traits involved in the recruitment process. The results of the study raised the question whether leadership recruitment could be made more explicit, coherent, and efficient or whether it is inherently difficult and perhaps not relevant to classify leadership traits systematically.

▼ As the international system grows in complexity and inter-connectedness, contemporary global governance is increasingly shaped by the credit rating agencies. The well documented retreat of the state continues apace as technological and financial developments swamp the capacity of traditionally dominant actors to influence human affairs on a global scale. The credit rating agencies have leveraged the importance of credit provisioning and the increased reliance on knowledge to position themselves in a powerful position to influence decision making. Their ratings are being supplemented by an array of judgements about variables that are difficult to define, such as the intentions or willingness of elected officials to pursue certain courses of action in the future. These assessments determine the creditworthiness of government and non-government actors across the globe. This thesis seeks to explore the role of credit rating agencies in contemporary global governance by documenting the growth of credit as the lifeblood of contemporary global governance and the critical role of knowledge in the financial markets. Two case studies are used to illustrate how credit rating agencies interact with and influence state actors and the subordinate role states now play in contemporary global governance.

Diverse police
agencies that are reflective of communities they serve are vital to community-oriented and problem-oriented policing, and in repairing fractured relationships by establishing trust and a partnership with communities.
Agencies that engage in community-oriented and problem-oriented policing also attract more female officers and officers of color. The purpose of this study is to describe how one police agency in the Midwest recruits, hires, and retains a representative agency, and to describe what factors are important in this process. It is a descriptive, single case study that uses triangulation of multiple methods, including quantitative and qualitative methods, and multiple data sources. The quantitative methods include composition data from 2009 through 2017, application data from 2009 through 2016, and separation data from 2010 through mid-2017. The one qualitative method, interviews of personnel responsible for the implementation and oversight of recruiting, hiring, and retention, provide detailed descriptions from the perspectives of those involved in these practices.
It is evident from the data that representation of females, officers of color, and officers who are fluent in languages other than English, has increased in numbers and percentages for both applications and officers hired. Factors responsible for these increases include the Human Resources Office and command staff prioritizing being reflecting of and responsive to the communities it serves, targeting recruitment efforts, setting goals for hiring and composition of female officers and officers of color, and implementing changes in their application process.
This study has implications for this agency, the communities it serves, and other
agencies. This agency may use the results of this study to assess the future impact of its recruiting, hiring, and retention practices. This agency may also evaluate the future impact of increasing its diversity on the job performance of officers. Other police
agencies who want to be reflective of their communities and engage in community-oriented and problem-oriented policing, can use this case study as an example. Also discussed are the limitations of the study and recommendations for future research.

agencies have been offering U.S. employers alternative employment arrangements for several decades. Researchers have examined the implications of these arrangements by exploring temporary workers themselves. Yet, few studies have explored these arrangements from the agencies’ perspective. In this qualitative study, I conducted semi-structured interviews with recruiters who work in temporary staffing
agencies to explore their perceptions of who makes a good potential temporary employee and whether their beliefs are shaped by racial, gender, or other stereotypes. Utilizing Joan Acker’s theory of gendered organizations, this study also explores how temporary agency recruiters describe the ideal temporary employee. The findings showed that temporary agency recruiters have stereotyped beliefs and biases that shape their conception of “good potential temporary employees.” In addition, recruiters and their clients had gendered beliefs about particular occupations which influenced how they described the ideal temporary employee.

agencies is to influence that decision on FDI in order to attract and retain investments. It is this latter point that forms the focus of this research. This research attempts to shed light on how Singapore multinationals make FDI decisions on additional investments in Europe. Moreover, since embeddeness and expansion are important to the NFIA Singapore it is in this research to find out how decisions on additional investments differ from decisions on initial investments.

▼ Information Communication Technology (ICT) is fast developing and its impact on socio-economic activities cannot be overlooked. It is a fact that the use of ICT has been integrated into virtually every facet of commerce, education, governance and civic activity in developed countries and has become a critical factor in creating wealth worldwide. Despite this, there has been only limited research to investigate the role of institutions such as UNESCO in ICT education in Ghana. This study examined the contribution of UNESCO to ICT education in Ghana. From the responses, some of the major programs of UNESCO are teacher education, E-learning platforms, open educational resources, and lifelong learning opportunities. Respondents indicated that these programmes have positively influenced ICT and education in general through teaching and learning. The study revealed that the ASPNet ICT centre has been very beneficial to major stakeholders such as students/pupils, teachers, and even adults. ASPnet has offered people the needed skills and also stressed on the need for greater emphasis to be put on ICT and Science and Technology as well as train teachers to effectively use the computer. The study also presented the major challenges that militates against the effective implementation of UNESCO’s programmes in Ghana. Some of these challenges are policy and planning, inadequate infrastructure, capacity building, and a lack of government budget support. It concludes that the effective utilisation of computers in schools would help to introduce the desired changes in teaching and learning method. District Assemblies like the Accra Metropolitan Assembly should prioritize the provision of materials and infrastructure expansion for schools in their jurisdictions. They should factor them into their medium term development plans. The central government should increase its budgetary allocation for ICT related programmes in order to give enough facilities to schools, motivation to teachers and attract competent personnel into the teaching profession.

▼ Almost 250 years ago, ‘gang-masters’ – those who
mediated between rural employers and roving bands of migrant
workers - were vividly brought to life within the pages of Marx’s
Capital. By contrast the modern-day phenomenon of how paid-for
labour market intermediaries – temporary staffing
agencies and
their rural ‘gangmaster’ counterparts – construct transnational
workforces remains remarkably undocumented, let alone theorised.
Similarly, although a burgeoning literature sheds light on the
increasing privatisation of international migration flows, the
precise role of profit-seeking ‘recruiters’ within a broader
migration industry remains underexposed. This thesis explores how -
and why -
agencies recruited migrant workers from his or her home
countries and placed them in temporary employment in the UK. In
response to the apparent growing significance of temporary staffing
agencies in facilitating migration into the UK from the EU8
countries of Central and Eastern Europe, as well as from beyond the
EU, the research was funded by an ESRC CASE studentship. Evidence
was gathered from qualitative interviews conducted with
representatives of
agencies in the UK, in Poland, the Philippines,
and Australia, as well as with a range of respondents from
government departments, labour organisations, regulatory bodies,
and journalists in all four countries. The multi-scale fieldwork
sites were selected in order to offer a comparative analysis of
variable institutional and regulatory settings. Within the
following pages I argue that
agencies in both the origin countries,
as well as in the UK, made markets in the recruitment and supply of
temporary migrant workers; selling migration to recruits, and
migrant workers to client employers in the process. Activities of
agencies were highly embedded within the precise institutional and
regulatory regime that resulted from the interaction between that
in place in the origin country as well as that in the UK. The
thesis seeks to contribute empirically and conceptually to a
growing literature which exposes the behaviour of temporary
staffing
agencies within national labour markets as well as the
migration industry literature which looks at the behaviour of
actors which transport workers between national labour
markets.

agencies by law, civil servants make and implement policies that influence virtually all aspects of modern life. Importantly, policymaking and implementation are only the final steps in a sequence of decisions that determines the content and quality of public policy. First, an agency must be created and staffed. In this dissertation, I examine these earlier steps: agency design, presidential appointment strategies, and civil servants' career decisions. Agency structure determines the degree of control elected officials have over the agency, and elected officials' efforts to control agency policymaking affect civil servants' job satisfaction and, in turn, their career decisions. Chapter 1 develops a formal model of agency design to generate predictions about when interest groups, which play an important role in the politics of agency design, prefer federal
agencies that are more or less
subject to political control. Chapter 2 evaluates how presidents use their appointment authority, and Chapter 3 examines the effect of presidential efforts to gain control of agency policymaking via appointments on civil servants' career decisions. I show that politicizing federal
agencies, defined as concentrating policy influence among political appointees, reduces
agencies' human capital via two mechanisms: increased turnover and reduced investment in policy expertise. In sum, agency design, the appointees whom presidents choose, and the career decisions of civil servants all have important consequences for the content and quality of public policy. This dissertation helps us to understand each of these choices.

▼ A federal constitution has two sets of governments-
federal and regional which are constitutionally allocated exclusive
as well as shared jurisdictions, to say nothing of residual powers.
For this reason, inter-governmental agencies are an essential
mechanism to negotiate, regulate and formulate common policies at
least in the policy areas of shared jurisdictions. Besides, such
agencies may also be necessary for exclusive jurisdiction for the
obvious reasons that in the era of cooperative federalism the
federal government often use its generally larger revenues to
initiate centrally sponsored schemes of development and social
policies with the consent of state government. Such schemes may be
fully or partly funded by the union and implemented by the
states.One particular aspect of the institutional working of
federal system is the role of inter-governmental agencies that
facilitate a policy making by the Federal and Regional
Governments."The founding fathers gave India a union model of
federalism, which critically blends the best features of all the
important types of federation. The emerging Indian model reconciles
the imperatives of a strong centre with the need of state autonomy.
It distributes power, yet does not effect a rigid
compartmentalization. Functionally, it is an inter- dependent
arrangement, where centre and states collectively aspire and work
towards the welfare of the people. Working aberrations have caused
functions in the centre-state relations, therefore demands for
decentralization. This, however, does not require major changes but
functional modifications in the constitution. Necessity of autonomy
needs to be balanced with the imperatives of integration. The
Indian constitution was framed when the idea of co-operative
federalism was prevalent. Therefore, the constitution framers were
aware of the need for such forums and thus incorporated Article
263. This Article in our constitution was borrowed from a similar
provision in the government of India Act 1935, providing for the
creation of an Inter Provisional Council. However, Article 263 was
rarely used before the V.P. Singh Government set up a regular
Inter-State Council (ISC) in 1990 by a presidential ordinance. But
there has been another inter governmental forum in India that is
Planning Commission, which is set up outside the framework of the
constitution by a cabinet resolution of the Nehru Government in
1950 that has been very significant in many ways in the field of
economic–policy making and planning than the Inter State Council
has been in the political field.

▼ Globally, organisations have recognised the strategic importance of knowledge management (KM) and are increasingly focusing their efforts on practices to foster the creation, sharing and integration of knowledge. Whilst most research in Knowledge Management (KM) has focused on the private sector, there is a breadth of potential applications of KM theory and practice for government
agencies to adopt in search of resolving pertinent problems. The purpose of this study is to examine the factors that influence the effectiveness of knowledge management towards collaborative problem solving in government. What is missing is research-based evidence of the factors that influence the main factors for knowledge sharing across government
agencies. Given this gap, the researcher addresses the research question: In government
agencies mandated to resolve issues of crime, what are the key factors required which support and influence the collaborative sharing culture? Upon analysing the data, the researcher found the following key factors as being determinants on knowledge management: organisational culture, learning organisation, collaboration,
subject matter experts and trust. The two factors – organisational culture and learning organisation were identified as the most significant factors which lay as the root or core for the ‘knowledge tree’. Once these roots are in place, the other factors will gain their significance on knowledge management. These findings serve to extend the findings of the existing literature within the government sector. This study is important because the findings provide government
agencies with critically important information to guide their actions towards ensuring a knowledge sharing culture is embedded in government. Whilst the empirical findings do not focus on databases or information technology specifically, it is important to acknowledge the use of both technology and people. The main concern is with managing an organisation’s knowledge assets: creating, storing, protecting, disseminating and using mission-critical knowledge. When people need knowledge, is it the right knowledge and is it timely and easy to locate and access? Is this precious commodity updated as learning occurs and better ways of doing things are discovered? The awareness of the value of knowledge to a business, coupled with its leadership, acts as an integrator that improves cross- functional communication and cooperation. Shared knowledge not only makes for a more effective, efficient and agile organisation, but creates a common perspective and culture that produces a natural consistency of successful decisions and actions. The collaborative knowledge tree model proposed in this study uses the analogy of a tree when viewing South African government

agencies. A needs assessment was completed to find those needs, and bring to light the needs youth serving
agencies face in their programs. Through both qualitative and quantitative research, the needs of current youth serving
agencies were established, and the results addressed in the study. Focus groups and an online survey were conducted to collect this data.
The results of this study address the needs within training, evaluation, information/resources, and pressing needs of the program. Each topic addressed found different needs youth serving
agencies have, and recommendations are given to address those needs.

▼ North America is currently the most urbanized geographical area in the world, with over 82% of the population living in urban areas. Urbanization has led to a profound change in many ecosystems and associated wildlife across the nation and has altered the human perspective of the environment. Urban wildlife management is an emerging field of ecology that addresses the human dimension in urban wildlife ecosystems, taking into account human perspectives as well as wildlife needs in urban
ecosystems. Universities and state wildlife
agencies are the main driving forces for research and management, and it is crucial that these institutions provide support for managing wildlife in urban environments.
Universities (n = 73) and state wildlife
agencies (n = 50) in each state across the nation were surveyed to: 1) to assess whether a structure for urban wildlife management at state DNRs and universities across the U.S. existed; 2) compare current infrastructure for urban wildlife management to the infrastructure present prior to 2000; and 3) determine how current infrastructure for urban wildlife management might be related to other national trends including level of urbanization, economic loss due to urban wildlife, and participation in wildlife-related activities.
The majority of these respondents agreed there was a public demand for urban wildlife management in their state and that their institution was involved in urban wildlife management concerns. However, respondents reported a total of only 126 full time urban wildlife biologists (compared to 8,451 traditional biologists) in state wildlife
agencies and universities across the nation. Though there are still few urban wildlife biologists within state
agencies or universities, the average number of urban wildlife biologists per institution has doubled since 1999. Indicators of infrastructure for urban wildlife management within state
agencies and universities were unrelated to other national trends that were considered for the scope of this study.
Despite limitations including lack of funding, competing wildlife issues, and poor communication, organizations should be more involved with addressing urban wildlife management concerns. State wildlife
agencies and universities need to establish clear support and communication for urban wildlife needs. Though expansion in this area has occurred in the last two decades, there are growing urban wildlife concerns that should be addressed with focused attention by leading wildlife institutions.

▼ What explains the shift towards greater direct public oversight of financial markets in international financial regulation that has characterized the response to the global financial crisis of 2007-2010? Over this period, the main international financial regulatory bodies have abandoned the market-based mechanisms that had informed their approach towards the regulation of different financial domains in the years before the crisis and significantly expanded the perimeter of state-based regulation. However, the extent and the timing of this shift cannot be regarded only as the by-product of the crisis, nor they can be explained by the existing interpretations of the political determinants of international regulatory policies. This study builds upon existing state-centric explanations of international regulatory policies, but it goes beyond these works by exploring how the preferences of the most influential countries in response to the crisis have been influenced by variations in the degree of public salience of different financial domains. More specifically, this study argues that the lasting increase in the public salience of financial regulatory policies in the US and different European countries since the last quarter of 2008 has created strong incentives for elected officials in these countries to challenge the market-based approach that had emerged in the decade and half before the crisis and to directly interfere in the international regulatory agenda. In order to explain this shift, this study will analyse the evolution in the international governance of three sets of markets and institutions that have occupied an important position in the international regulatory agenda in recent years: 1) OTC derivatives; 2) rating agencies; 3) hedge funds. Besides making an empirical contribution to the literature on the politics of international financial regulation, this study also contributes theoretically to this literature by deepening our understanding of the nexus between international regulatory coordination and domestic public opinion.

▼ Brands are the basis for sustainable advantage for most organizations. Therefore, the
perception that a brand attracts can make or break it. The purpose of this study was to
look at the perception that media buyers have on the brand equity of the various daily
newspapers. The study sought to establish whether this perception affects their buying
behavior. The study adopted the Aaker (1996) model of brand equity. The brand equity
elements of brand awareness, brand loyalty, brand perceived quality, brand associations
and other proprietary assets were studied to establish the perception that media buyers
have on daily newspaper brands. This was done through administering of questionnaires
to media buying agencies in Nairobi that were identified to have a significant media
buying share in 2010 in a report by Synovate.
Media buying agencies are tasked with the responsibility of buying and monitoring media
on behalf of their clients. They drive the advertising agendas of their clients and ensure
that the client’s objectives are met. To do this, media buyers need to be objective in order
to get the best advertisement placement. Media buyers control huge advertising budgets.
The media buyer’s perceptions are of concern to media owners as this determines
consumption of their brands. Indeed, this study revealed that perception of the brand
equity elements of the daily newspapers affected the buying behavior of the media buyers
as the main findings. It is therefore in the best interest of newspaper brands to understand
how their brand equity elements are perceived and thereby adopt proper responses to
ensure sustainability and have a competitive advantage.

▼ The aim of this dissertation is to study the participation of Liner Shipping Agencies in
enhancing the container trade through the Port of Tema, ascertain their challenges thereof and
to discuss how best Shipping Lines/Agencies can be actively involved in enhancing container
trade through the Port of Tema. Using qualitative research methods and the research
instruments of questionnaires and personal interviews, Shipping Lines/Agencies, terminal
operators, freight forwarders and customs were sampled for the primary data. The study
revealed amongst others that the Shipping Lines/Agencies attempt to contribute to the
enhancement of container trade through the Port of Tema by making some strategic investment
into both infrastructural and superstructural needs of the Port of Tema but are constrained by
lack of investment interest of their principals and high port and terminal charges. However, it
was also brought to light that the ability to sustain the agency contract between the Liner
Agencies and their principals is dependent on the collective efforts of all the stakeholders of
the container trade in enhancing
it
. The study recommended amongst others that there is the
need for all the Shipping Lines/Agencies operating in the Port of Tema to form a club to pool
resources together for strategic investment into key areas such as infrastructure and
superstructure to help enhance the trade in containers as well as overcome the seasonal
congestion situations at the port.
