▼ The diverse sign languages (SLs) between established deaf
community SLs and homesign have been called the “grey area”
of SL linguistics, by virtue of their resistance to
classification and the fact that they are understudied (Nyst,
2010, p. 416). This thesis investigates the languages of 12 deaf
people living in the Nebilyer/Kaugel region of the rural Papua
New Guinea highlands, with the view to situating them within the
extant sociodemographic typology of SLs. I do this by considering
sociodemographic data of deaf individuals, comparison of sign
bases to determine lexical consistency, and emic perspectives of
users. As a result of these analyses, I find that the diverse but
interrelated languages of these 12 deaf people are not well
classified within the existing sociodemographic taxonomy of SLs.
In order to expand that taxonomy, I first present the concept of
a sign network, which is a network of strong and weak sign ties,
with strength defined as the presence of fluent, regular signed
communication between individuals, irrespective of deaf/hearing
status. I offer the new category of a nucleated network SL, the
sign network of which is characterised by a central deaf
individual with multiple strong sign ties to other individuals,
who prototypically are all hearing. This is differentiated, I
argue, from a canonical homesign language such as David’s
(Goldin-Meadow, 2003), which is characterised by only weak sign
ties to other individuals, either deaf or hearing. As such, I
advocate for the extension of Horton’s (in press) typological
category of “individual homesign” to account for regular
contact not only with deaf signers, but hearing ones as well.
In determining the degree of lexical consistency between SLs, I
present the metric of sign base comparison, predicated on the
idea that even in iconic signs, there is a measure of
arbitrariness underlying which aspect of a referent is selected
(cf. Planer & Kalkman, 2019). This is a useful tool for work with
SLs whose users exhibit a high degree of intra-signer variation
in form, and thus cannot be well compared using the standard
model of sublexical parameter comparison (cf. McKee & Kennedy,
2000; Guerra Currie, Meier, & Walters, 2002). I account for the
high level of lexical consistency between Nebilyer/Kaugel SLs
with the notion of a regional sign network, which is a sign
network characterised by an abundance of weak sign ties between
individuals in a larger region. I propose that signs diffuse
along these weak sign ties, which accounts for lexical
consistency between the languages of largely unconnected deaf
people and their networks. The regional sign network model

Tanto o transporte de carga quanto o de passageiros compartilham de uma enorme infra-estrutura de conexões operados com o apoio de um sofisticado sistema logístico. Simbiose otimizada de módulos mecânicos e elétricos, os veículos evoluem continuamente com a integração de avanços tecnológicos e são projetados para oferecer o melhor em conforto, segurança, velocidade e economia. As regulamentações organizam o fluxo de transporte rodoviário e as suas interações, estipulando regras a fim de evitar conflitos. Mas a atividade de condução pode tornar-se estressante em diferentes condições, deixando os condutores humanos propensos a erros de julgamento e criando condições de acidente. Os esforços para reduzir acidentes de trânsito variam desde campanhas de re-educação até novas tecnologias. Esses tópicos têm atraído cada vez mais a atenção de pesquisadores e indústrias para Sistemas de Transporte Inteligentes baseados em imagens. Este trabalho apresenta um estudo sobre técnicas de detecção e classificação de sinalização vertical de trânsito em imagens de cenários de tráfego complexos. O sistema de reconhecimento visual automático dos sinais destina-se a ser utilizado para o auxílio na atividade de direção de um condutor humano ou como informação para um veículo autônomo. Com base nas normas para sinalização viária, foram testadas duas abordagens para a segmentação de imagens e seleção de regiões de interesse. O primeiro, uma limiarização de cor em conjunto com Descritores de Fourier. Seu desempenho não foi satisfatório. No entanto, utilizando os seus princípios, desenvolveu-se um novo método de filtragem de cores baseado em Lógica Fuzzy que, juntamente com um algoritmo de seleção de regiões estáveis em diferentes tons de cinza (MSER), ganhou robustez à oclusão parcial e a diferentes condições de iluminação. Para classificação, duas Redes Neurais Convolucionais curtas são apresentadas para reconhecer sinais de trânsito brasileiros e alemães. A proposta é ignorar cálculos complexos ou features selecionadas manualmente para filtrar falsos positivos antes do reconhecimento, realizando a confirmação (etapa de detecção) e a classificação simultaneamente. A utilização de métodos do estado da arte para treinamento e otimização melhoraram a eficiência da técnica de aprendizagem da máquina. Além disso, este trabalho fornece um novo conjunto de imagens com cenários de tráfego em diferentes regiões do Brasil, contendo 2.112 imagens em resolução WSXGA+. As análises qualitativas são mostradas no conjunto de dados brasileiro e uma análise quantitativa com o conjunto de dados alemão apresentou resultados competitivos com outros métodos: 94% de acurácia na extração e 99% de acurácia na classificação.

▼ A dinâmica do espaço urbano se concretiza a partir da interdependência intraurbana e intercidades que se articulam através das ações e interações de diversos agentes modeladores do espaço. Dentro dessa lógica dialética, concomitantemente articulada e fragmentada, todas as urbes estão inseridas na rede urbana exercendo funções distintas, imprescindíveis para a produção e reprodução da rede. Partindo dessa conjuntura para compreender a interação intraregional de Areia Branca, esta dissertação tem como objetivo analisar a inserção de Areia Branca no conjunto de fluxos e redes sergipanos. Neste sentido, se fez pertinente uma análise regional dessas relações que se estabelecem com as cidades de Itabaiana, grande centro comercial, e a capital, Aracaju, que exerce uma polarização em âmbito estadual. Como procedimento metodológico foi efetivada intensa pesquisa bibliográfica, com ênfase para estudiosos das questões urbanas evidenciadas numa perspectiva regional. Além da revisão teórica foi necessária a coleta de dados secundários em órgãos públicos municipais e no IBGE, complementados com a aplicação de questionários e entrevistas para auxiliar na compreensão das relações socioeconômicas e espaciais do município de Areia Branca. Posteriormente, os dados foram tabulados, analisados e relacionados junto à teoria adotada para dar suporte à explicação da dinâmica interurbana de Areia Branca no âmbito regional. Os elementos diferenciadores da posição da cidade nessa malha reticular são o nível das relações e o raio de influência que de acordo com a quantidade e especialidade dos equipamentos junto às funções urbanas podem ter diferentes abrangências. A cidade de Areia Branca tem como alcance espacial apenas sua área municipal abrangendo a população da sede e sua respectiva área rural. Essa é uma característica generalizada dos centros locais que não têm força atrativa suficiente para influenciar a sua região, a exemplo das demais cidades, com hierarquia maior, dispostas na rede que de modos e níveis diferenciados polarizam outras urbes em níveis regionais, nacionais e até globais. Neste sentido, no comando da influência sobre Areia Branca é constatada uma disputa de forças polarizadoras entre Itabaiana, Centro Subregional B, e Aracaju, Capital Regional no subsistema urbano brasileiro.

▼ Field Programmable Gate Arrays (FPGAs) support the reconfigurable computing paradigm by providing an integrated circuit hardware platform that facilitates
software like reconfigurability. The addition of an embedded microprocessor and peripherals to traditional FPGA Combinational Logic Blocks (CLBs) interleaved with
interconnections has effectively resulted in a programmable system on-chip. FPGAs
are used to support flexible implementations of Application Specific Integrated Circuit (ASIC) functions. Because FPGAs are reconfigurable, they often are used in
place of ASICs during the cicuit design process. FPGAs are also used when only a
small number of ICs are required: ASICs necessitate large manufacturing runs to be
economically viable; for smaller runs the use of FPGAs is an economic alternative.
Application domains of interest, such as intelligent guidance systems, medical
devices, and sensors, often require low power, inexpensive calculation of trance-
dental functions. COordinate Rotation DIgital Computer (CORDIC) is an iterative algorithm used to emmulate hardware expensive multipliers, such as Multiply/ACculmulate (MAC) units, with only shift and add operations. However, because CORDIC is a sequential algorithm, characterized as having the latency of a
serial multiplier, techniques that speed up computational performance have many
applications.To this end, three implementations of standard CORDIC, (i) unrolled hardwired,
(ii) unrolled programmable, and (iii) rolled programmable, were implemented on four
Xilinx FPGA families: Virtex-4, -5, and -6, and Spartan-6. Although hardwired
unrolled was found to have the greatest speed at the expense of no runtime flexibility,
and rolled programmable was found to have the greatest flexibility and lowest silicon
area consumption at the expense of the longest propagation delay, improvements to
CORDIC implementations were still sought.
Three parallelized CORDIC techniques, P-CORDIC, Flat-CORDIC, and
Para-CORDIC, were implemented on the same four FPGA families. P-CORDIC
and Flat-CORDIC, were shown to have the lowest latency under various conditions;
Para-CORDIC was found to perform well in deeply pipelined, high throughput circuits. Design rules for when to use standard versus precomputation CORDIC techniques are presented.
To address the low power requirements of many applications of interest, the Unfolded Multiplexor-LRB (UMUX-LRB), patent held by Sima, et al, was analyzed in
weak inversion across four transistor technology nodes (180nm, 130nm, 90nm, and
65nm). Previous was also expanded from strong inversion across 180nm, 130nm, and
90nm technology nodes to also include 65nm.
The UMUX-LRB interconnection
network is based upon the Xilinx commercial
interconnection

circuit technique, CMOS-Transmission Gates (CMOS-TG), were profiled across all

▼ The study focuses on building a regional innovation policy tool that takes into account the demands of the present techno-economic and socio-institutional paradigms. Regions are seen to be strongly dependent on their history. The competitiveness of a region is based on the regional resource configurations. In a turbulent world these resource configurations have to be renewed over time setting demands for regional dynamic capabilities. This study emphasises five regional dynamic capabilities: leadership capability, visionary capability, learning capability, networking capability and innovative capability. The study takes a holistic point of view in assessing the regional innovation environment. This environment is seen as a system of innovation networks and institutions located within a region, with regular and strong internal interaction that promotes innovativeness and is characterised by embeddedness. Innovations are increasingly seen to be the results of non-linear processes deeply embedded in normal social and economic activities. The non-linear and interactive nature of the innovation processes sets new demands for social cohesion in the regional innovation system. The new era is crying out for innovation policy tools that foster the visionary, leadership, networking and learning activities in the process of designing and implementing innovation policies and strategies. In this study a new tool for regional innovation policy – the Regional Development Platform Method – is designed and tested. The main aspects behind the creation of this innovation policy tool are: (i) understanding the effects of the changing techno-economic-paradigm on the regional innovation environment (ii) understanding the phenomena of regional path-dependency and agglomeration, (iii) avoiding regional lock-ins, (iv) defining competitive regional resource configurations, (v) creating multi-actor innovation networks to exploit the resource configurations, (vi) enhancing the absorptive capacity of the innovation networks, (vii) creating sufficiently creative social capital, (viii) promoting regional dynamic capabilities and (ix) understanding the multi-level governance environment in forming innovation policies and strategies. The Regional Development Platform Method is tested in the Lahti region in Finland. The experiences of the policy tool have been encouraging and it has crucially influenced the most recent strategies and programmes in the region.

▼ Natural disasters and extreme events are often characterized by their violence and unpredictability, resulting in consequences that in severe cases result in devastating physical and ecological damage as well as countless fatalities. In August 2005, Hurricane Katrina hit the Southern coast of the United States wielding serious weather and storm surges. The brunt of Katrina?s force was felt in Louisiana, where the hurricane has been estimated to total more than 108 billion in damage and over 1,800 casualties. Hurricane Rita followed Katrina in September 2005 and further contributed 12 billion in damage and 7 fatalities to the coastal communities of Louisiana and Texas. Prior to making landfall, residents of New Orleans received a voluntary, and then a mandatory, evacuation order in an attempt to encourage people to move themselves out of Hurricane Katrina?s predicted destructive path. Consistent with current practice in nearly all states, this evacuation order did not include or convey any information to individuals regarding route selection, shelter availability and assignment, or evacuation timing. This practice leaves the general population free to determine their own routes, destinations and evacuation times independently. Such freedom often results in inefficient and chaotic utilization of the roadways within an evacuation region, quickly creating bottlenecks along evacuation routes that can slow individual egress and lead to significant and potentially dangerous exposure of the evacuees to the impending storm.
One way to assist the over-burdened and over-exposed population during extreme event evacuation is to provide an evacuation strategy that gives specific information on individual route selection, evacuation timing and shelter destination assignment derived from effective, strategic pre-planning. For this purpose, we present a mixed integer linear program to devise effective and controlled evacuation networks to be utilized during extreme event egress. To solve our proposed model, we develop a solution methodology based on Benders Decomposition and test its performance through an experimental design using the Central Texas region as our case study area. We show that our solution methods are efficient for large-scale instances of realistic size and that our methods surpass the size and computational limitations currently imposed by more traditional approaches such as branch-and-cut. To further test our model under conditions of uncertain individual choice/behavior, we create an agent-based simulation capable of modeling varying levels of evacuee compliance to the suggested optimal routes and varying degrees of communication between evacuees and between evacuees and the evacuation authority.
By providing evacuees with information on when to evacuate, where to evacuate and how to get to their prescribed destination, we are able to observe significant cost and time increases for our case study evacuation scenarios while reducing the potential exposure of evacuees to the hurricane through more efficient…

▼ A transition of society to more sustainable energy solutions appears necessary because traditional energy supply is endangered and the use of traditional energy sources has negative impacts on the environment. Partnerships are collaborative arrangements through which actors can strive for sustainability. The literature review reveals that
regional partnerships in the sustainable energy field compose a new focus of research on partnership and governance. This research aims to analyse in what way and to what extent
regional partnerships may contribute to solving the problem of a transition to a sustainable energy society.
An analytical model is derived from a theoretical framework based on partnership, capacity and
network theory. On the basis of both the theoretical framework and the analytical model three cases are selected. All cases are located in urban areas, have an objective that relates to sustainable energy related issues and involve actors from at least two spheres of society. Germany is chosen as the context of the
regional partnerships due to the quite favourable environment for renewable energies. In a comparative case study the selected
regional partnerships are analysed by means of a document review and semi-structured interviews. The analysis is guided by the predefined analytical model. It assumes that the package deals made, the actors involved, their relations, partnership capacities and the context in which
regional partnerships are embedded shape
regional partnerships' contribution to solving the transition problem. Relation capacity is studied by employing a
network analysis tool.
The
regional partnerships take different approaches to the transition problem. In Hanover region, a
regional climate protection agency promotes the development of sustainable technologies and a change in behaviour of citizens. An energy region association with a focus on business development, research projects and networking implicitly aims for a structural change in Nuremberg region. In Munich, an alliance for climate protection facilitates
network building and activates business and civil society to implement measures for climate protection.
The analysis shows that
regional partnerships facilitate particularly information exchange and embrace a pragmatic
network strategy. Hence, they often fulfil a function of information provision and dissemination. The objective of the
regional partnerships studied is strongly shaped by economic interests. Moreover,
regional partnerships remain dependent on state actors which often take on an important role. Thus, the contribution of
regional partnerships to solving the problem of a transition to a sustainable energy society is perceived as small. Despite the mixed feelings, the policy strategy of
regional partnerships is not discarded and further research on the effects of
regional partnerships is recommended.

▼ This graduation project focuses on one of our government's important tasks: spatial planning. Recent events have shown us that our current planning system has become insufficient: it is unable to cope with our rapidly changing society. Research on new and adaptive forms of collaborative planning is conducted. Forms that can be used alongside existing planning methods tp provide a helping hand in achieving ambitious planning goals, such as energy self-sufficiency or maintaining liveability in areas that cope with a shrinking population. The new planning method is based on communication and collaboration between important actors from all layers of society: science, policy, and civil society. The research is tested on and optimalized for the Hoeksche Waard region.

▼ This thesis provides the first documentation and description of the signs created and used by deaf individuals in Vanuatu. The specific aims of this research were as follows: to establish the sociolinguistic context experienced by deaf people in Vanuatu; to identify the repertoire and characteristics of signs used by the deaf participants; to compare features of participants’ individual signs with the characteristics of home signs and emerging
sign languages; and to consider the degree of similarity and potential similarity of signs between participants and how this reflects individuals’ opportunities for contact with other deaf people and signing interlocutors. The limitations of this study are that field methodology for data collection was developed in situ as conditions allowed. The sociolinguistic context for deaf Ni-Vanuatu confirms that language isolation leads to marginalisation from community and society. The study established that these home
sign lexicons were limited in quantity and conceptual range, and that shared background knowledge was essential for comprehension. Overall, 22 handshapes were documented, and the predominant handshapes unmarked. Most participants preferred handling strategy for depicting signs. Some evidence of noun-verb distinction was noted in the repertoire of some participants. However, across this range of formational characteristics, results showed significant individual variations. Furthermore, multiple barriers have precluded development of a shared
sign language and any form of deaf community.

▼ Nowadays, the digital television systems do not have specific standards for sign languages (SL). The solution used in TV is to transmit a window with a SL interpreter over the video program. This solution is ineffective in several aspects: it has high operational costs, is dependent of a interpreter, and distract nondeaf viewers. In addition, it does not respects the regional differences in SLs. To reduce these problems, the main objective of this work is to propose a protocol to encode and transmit Brazilian sign language (LIBRAS) windows into digital television systems. In this propose, the frames of LIBRAS windows are not transmitted. Instead, a set of codes is transmitted, where each code is related to a visual representation of a sign in LIBRAS stored in the TV receiver. Thus it is possible to respect the regional differences of SL and to reduce the used bandwidth. Additionally, some strategies to represent sound effects, voice intonation and emotion nuances are also being investigated.
Os sistemas de TV Digital atuais não possuem padronização específica para língua de sinais (LS). A solução utilizada na TV nos dias de hoje, consiste em transmitir uma janela com um intérprete de LS sobreposto ao vídeo do programa. Esta solução se mostra ineficaz em vários aspectos: possui um alto custo operacional, é dependente de um intérprete em tempo integral, além de distrair os telespectadores que não são surdos. Além disso, a geração de uma mesma janela para todos os usuários, não respeita as diferenças regionais das LS. Para reduzir esses problemas, o objetivo principal desse trabalho é propor um protocolo que viabilize a codificação e transmissão de janelas em Língua Brasileira de Sinais (LIBRAS) para sistemas de televisão digital. Nessa proposta, os quadros do vídeo da janela de LIBRAS não são transmitidos. Em vez disso, é transmitido um conjunto de códigos, em que cada código está relacionado à representação visual de um sinal de LIBRAS armazenada no receptor. Dessa forma, é possível respeitar as diferenças regionais e reduzir a largura de banda utilizada na transmissão. Adicionalmente, também são investigadas estratégias para representar efeitos sonoros, entonação de voz e nuances emocionais na sinalização.

▼ Urban development planning efforts are challenged to enhance coevolving spatial and socioeconomic systems that exist and interact at multiple scales. While
network and simulation sciences have created new tools and theories suitable for urban studies, models of development are not yet suitable for local and
regional development planning. A case study of the City of Roanoke, Virginia, grounded
network development theories of scaling, engagement, and collective perception function, as well as
network forms. By advancing urban development
network theory, frameworks for urban simulation like agent-based models take more coherent shape. This in turn better positions decision-making and planning practitioners to adapt, transform, or renew local
network-oriented development systems, and conceptualize a framework for computational urban development planning for regions and localities.

regional affordable housing plan was one objective
of a larger, continuing economic development planning effort in
Northern Kentucky called Vision 2015. Efforts to move the housing
plan forward ultimately stalled and the effort was abandoned by
Vision 2015 in the summer of 2009. Why did Northern Kentucky's
attempt to develop an affordable housing plan fall apart? This
question serves as a jumping off point for a broader examination of
the
regional housing
network's ability to plan and collaborate. The
literature describes the devolution of American housing policy from
the federal to the local level and the growing importance of
partnerships among local government, non-profit agencies and the
private sector. The potential for flexibility and innovation in
local approaches has increased, but so has the complexity and
fragmentation of American housing policies.This case study relies
on semi-structured interviews of participants in the Northern
Kentucky's housing
network. Attitudes and opinions are presented in
the words of interview respondents to describe the challenges
participants negotiate to create successful partnerships for
affordable housing. Barriers include weak private sector
participation, lack of municipal involvement outside the region's
urban core, and the need for leadership to unify the vision and
objectives of the
network. Nonetheless, Northern Kentucky's housing
network has built strong relationships and developed a culture of
collaboration, particularly among non-profit and social service
agencies. The region's housing and planning context is also
considered in light of the literature on
regional cooperation,
housing planning, and the impact of evolving U.S. housing policy on
local affordable housing development.

The delimitation at different scales of the Ecological Network is established by the Decree-Law nº 380/99. However, it does not define which components should be integrated in Ecological Network.
The concept of Ecological Network varies from national to local scale. As an example, the Decree-Law nº 380/99 established that the Regional Land Use Plans should propose Environmental Protection and Valorization Regional Structures (EPVRS).
In this way, it becomes important to create a coherent Ecological Network concept at the various planning scales. In order to contribute to this aim, this paper attempts to demonstrate which components should be considered at the regional scale.
As a consequence, this paper develops a comparison between the EPVRS elaborated in Regional Land Use Plans: Norte, Centro, Oeste e Vale do Tejo, Área Metropolitana de Lisboa, Alentejo e Algarve. Concerning each EPVRS the following matters were analyzed: methodology; components; EPVRS representation at the Territorial Development Model; EPVRS translation into the municipal level.
This paper also proposes an approach to the ecological network to Lisbon Metropolitan Area, based on the ―Sistema-Paisagem‖ methodology. Finally, it presents a comparison between the Ecological Network and the EPVRS proposed in the Regional Land Use Plan of the Lisbon Metropolitan Area.

▼ This thesis explores societal–environment interactions in the context of
environmental policy making processes in the Lower Athabasca, Alberta, Canada. Applying
insights from the Actor-
Network Theory, the thesis systematically analyses the policy making
network by identifying and explaining embedded
network processes. Particularly the thesis
shows how different discursive and practical techniques are used by actors to characterise
other entities, and configure the relationship between human development and the natural
environment. The thesis demonstrates how the culture–nature dichotomy constructed in
environmental management is problematic for environmental policy making processes.
Environmental management entails the negotiation and settlement of deep differences
regarding cross-cultural understandings of human society’s position within the environment.
The dichotomy has a profound impact on power dynamics in the
network and even triggers a
reversion of the
network forming process to the framing of environmental issues. As such the
thesis concludes that
network formation is not a linear process but that networks have an
emergent quality. Elaborating on new ecological thought in ecological anthropology, the
thesis further explains that societal–environment interactions do not only occur in the
physical environment, but also in policy making processes.

▼ Network-based Differential GPS (DGPS), regardless of its global, regional or local
scales, is enabling technology to improve GPS positioning accuracy from tens of
meters, to the levels of meters, decimetres and centimetres level in real time,
depending on geographical coverage of the network and measurement types. The
method is to use the data from a permanent network of reference stations to
model errors due to inaccurate GPS satellite orbit ephemeris and clock data,
ionospheric and tropospheric effects as well as other GPS satellite and receiver
biases. Then error correction messages can be sent to users via any communication
link in real time.
This PhD research involves algorithm development for generating satellite orbit
and tropospheric delay corrections using a regional or local reference network,
especially tropospheric grid corrections, which have not been included in the
existing DGPS correction vector messages, for the next generation of regional
GNSS positioning services. Contributions of the research are made in the following
three areas:
First of all, research has been undertaken to test orbit interpolation methods, in
order to represent GPS orbits and orbital corrections accurately and efficiently for
(near) real-time GPS applications. For precise and predicted GPS orbits given in
SP3 format and orbital corrections with respect to the broadcast ephemeris,
numerical tests were conducted using different terms of Lagrange, Chebyshev and
trigonometric polynomial functions.
Secondly, this research has implemented a short-arc (9-hour) sliding-window
orbit monitoring strategy to identify larger orbit errors in the predicted part of
IGS ultra-rapid orbit solutions in near real time, using GPS tracking data from a
regional network around Australia. The strategy is to predict the uncertainty
estimates of each orbit over a short orbit arc in near real time, which allows
users to down-weight the problematic satellites and reduces the effects of orbital errors for improved near real time ZTD estimation. Unlike long-arc orbit determination,
we only estimate 6 orbital elements for each satellite.
Finally, this research has proposed a new tropospheric delay correction model,
which uses the Ordinary Kriging (OK) method to interpolate the residual ZTD
within a regional area GPS network to improve the positioning accuracy. ZTD
estimates from 129 EUREF Permanent Network (EPN) stations across Europe for
over 3 months and from 17 GPSnet reference stations (Victoria, Australia) for
one week were collected and processed for this study, respectively. It is concluded
that interpolating residual ZTD is an efficient way to improve regional area
differential GPS positioning.

▼ This thesis examines the adaptation processes among mining equipment and technology services
(METS) firms’ in the South Australian resource sector from 2014 till 2016 during a global downturn in resource commodity prices. Of special interest was the effect on the METS firms of the structure and governance of the resource industry
regional supply
network in terms of their ability to adapt to the downturn and the implications for
regional resilience.
The research was driven by the common problem faced by METS suppliers operating in resource extractive economies of how to prosper in spite of fluctuating mineral commodity prices. Downturns in commodity prices usually result in significant job losses, reduction in GDP growth and economic decline. It requires resilience at the firm and
regional level to not only cope and recover from external shocks, but also to create new technological paths.
Previous research into the
regional development of resource-extractive regions has proved that the development of technology and knowledge intensive, value-adding industries around resource extractive activity enhances the resilience of resource economies. A diverse and technology intensive METS sector emerging naturally in proximity to resource extraction sites is potentially able to use its accumulated knowledge and capabilities to overcome the consequences of a decline. In the right environment, METS firms can develop high value-added products and services that can have other industrial applications and find new niches in domestic and overseas markets. The ability of local METS companies to diversify and innovate results in the lateral transfer of technologies developed initially to serve the resource sector, encouraging
regional economic diversification and the
development of alternative growth paths during a decline in the resource sector.
Supply chain relationships are critical to the strategic diversification and innovation of
regional METS
experiencing resource constraints. Their ability to innovate and diversify depends not only on their own internal research and development efforts, but mostly on their collaboration with customers and supply chain partners around customer problems and solutions. Since there are multiple shared suppliers and clients, a
regional supply
network serves as a conduit for information and knowledge transfer. Our knowledge of the impact of the structure and governance in a
regional supply
network and firm diversification and innovativeness is still limited, however. There is a lack of conceptual explanation specific to how
network governance in a
regional supply
network influences METS firms’ ability to respond during those periods when the whole
network is experiencing constrained resources.
To address this problem in the current research, a multilevel conceptual framework was developed, and a mixed-method research design adopted. The findings demonstrated that formal and informal instruments of

▼ Entender uma cidade e uma vila no contexto urbano da Amazônia é um grande
desafio. Fazer isso a partir de suas atribuições dentro da rede urbana é um desafio
ainda maior. E é nesse universo que essa dissertação se insere. Levantando uma
discussão com objetivo de compreender a cidade de Tonantins e sua vila São
Francisco de Tonantins, por meio da análise de seus papéis na produção da rede
urbana da região do Alto Solimões, no Amazonas. A discussão aborda informações
qualitativas e quantitativas, divididas em quatro momentos. Quanto a origem das
informações é principalmente, da coleta de dados in loco realizada no ano de 2015
(fevereiro, maio, outubro, novembro e dezembro). Onde se utilizou de observação
direta intensiva do cotidiano local, entrevistas semiestruturadas aplicadas com
lideranças políticas e civis, e análise de documentos dos setores público e privado.
Quanto aos momentos na discussão, estes estão assim postos: (1) Um estudo sobre
o município de Tonantins tendo como foco principal a cidade-sede e a Vila de São
Francisco do Tonantins, com descrição de formação natural, humana e histórica, a
partir de análise monográfica utilizada na geografia clássica de Pierre Monbeig
(1908-1987). (2) Uma apresentação de como se caracteriza Tonantins em termos de
sua relação com a Vila São Francisco de Tonantins, e com outros aglomerados
humanos na região, isso a partir da análise em rede de Castells (2008) e, rede
urbana, de Correa (2011). (3 e 4) Uma discussão que evidencia a pesca comercial –
sua organização, produção e comércio, como a variável que possibilitará entender
Tonantins na produção de rede urbana em sua região, nesse momento utilizando
das perspectivas de análise do urbano na Amazônia de Schor e Oliveira (2011). Com
os resultados deste trabalho se espera tanto contribuir com os objetivos do estudo
de caso, quanto nas perspectivas teórico-metodológicas das pesquisas em urbano
na Amazônia. Sendo assim, sobre o estudo de caso, conclui-se que (1) Tonantins e
São Francisco de Tonantins estão articuladas em um conjunto de redes urbanas,
com fluxos que remontam inclusive ao período colonial; e também fluxos de
amplitude em território internacional; (2) o uso do papel de Tonantins na rede como
variável de análise serviu em especial para compreender o que pode ser uma
discreta cidade na dinâmica urbana da Amazônia; (3) a análise da estrutura de
pesca aprofundou como Tonantins, através dessa atividade, se mantém conectado a
rede. E sobre as perspectivas metodológicas, conclui-se que, (1) quanto mais se
estuda as cidades na Amazônia à distância, mais longe ainda se está de conhecer
realmente o que são; e (2) chega um momento em que a própria cidade revela o que
é, sem precisar inseri-la em classificações, até que ela mesmo se encaixe.

network for safety in
regional anesthesia in
Germany" was established to collect a large number of multi-centric data on
regional analgesia across Germany. As part of a quality management project at
Campus Charité Mitte, the quality of continuously collected data on
regional
anesthesia and pain therapy in primary knee replacements was assessed by
carrying out a double sided survey on 50 patients with the aim to formulate
solutions to establish appropriate measures to improve data quality in
clinical practice. Methods: The parameters collected by clinic staff as part
of the
regional anesthesia and the post-operative visits from the acute pain
service were simultaneously measured by another control person. The parameters
of both surveys were also compared to data uploaded to the
regional anesthesia
network. This resulted in a total of three data sets which were tested for a
match. Results: Overall, 52 parameters from 50 patients were collected at
different measuring times; resulting in 6,130 individual surveys in total. The
comparison between the 3 data sets showed the following parameters with a
small deviation of ≤ 15%: - Patient-related data: gender, age, perioperative
antibiotic prophylaxis -

Conclusion: Several solutions are possible to improve data quality including
determening the weight and size of every patient during the admission, a
precise definition of the terms in the
regional anesthesia protocol and
regular employee training. Weekend pain service rounds have been improved by
the introduction of a physician medical service. The paper documentation can
be replaced by the patient data management system "COPRA 6" software interface
to SAP ERP 6.0 SAP Enhancement Package 7. This would be favorable in
combination with the use of a portable tablet or bedside computer with
wireless transmission to the COPRA 6 system or to the
regional anesthesia
network for a bedside data entry by the acute pain service.

▼ Autonomous driving is increasingly popular among people and automotive industries in realizing their presence both in passenger and goods transportation. Safer autonomous navigation might be very challenging if there is a failure in sensing system. Among several sensing systems, image classification plays a major role in understanding the road signs and to regulate the vehicle control based on urban road rules. Hence, a robust classifier algorithm irrespective of camera position, view angles, environmental condition, different vehicle size & type (Car, Bus, Truck, etc.,) of an autonomous platform is of prime importance. In this study, Convolutional Neural Network (CNN) based classifier algorithm has been implemented to ensure improved robustness for recognizing traffic signs. As training data play a crucial role in supervised learning algorithms, there come an effective dataset requirement which can handle dynamic environmental conditions and other variations caused due to the vehicle motion (will be referred as challenges). Since the collected training data might not contain all the dynamic variations, the model weakness can be identified by exposing it to variations (Blur, Darkness, Shadow, etc.,) faced by the vehicles in real-time as a initial testing sequence. To overcome the weakness caused due to the training data itself, an effective augmentation technique enriching the training data in order to increase the model capacity for withstanding the variations prevalent in urban environment has been proposed. As a major contribution, a framework has been developed to identify model weakness and successively introduce a targeted augmentation methodology for classification improvement. Targeted augmentation is based on estimated weakness caused due to the challenges with difficulty levels, only those necessary for better classification were then augmented further. Predictive Augmentation (PA) and Predictive Multiple Augmentation (PMA) are the two proposed methods to adapt the model based on targeted challenges by delivering with high numerical value of confidence. We validated our framework on two different training datasets (German Traffic Sign Recognition Benchmark (GTSRB) and Heavy Vehicle data collected from bus) and with 5 generated test groups containing varying levels of challenge (simple to extreme). The results show impressive improvement by ≈ 5-20% in overall classification accuracy thereby keeping their high confidence.

▼ Ao longo do presente trabalho analisa-se o signo fotográfico por uma perspectiva histórica e
cultural desde a sua invenção, passando pelas suas transformações como signo até o recente cenário de
maior democratização da produção fotográfica.
Ao utilizarmos a metodologia semiótica de Charles Peirce direcionada à análise de imagens,
procuramos os significados presentes nas representações fotográficas dos seus mais recentes
produtores: os usuários da rede mundial de computadores, em particular das redes sociais.
Através de uma contextualização do cenário atual que envolve o uso da tecnologia informática e
das características da comunicação em rede, buscamos pontuar algumas transformações nas dinâmicas
da comunicação em rede assim como algumas transformações no seu usuário. O objetivo é
conseguirmos efetuar através do corpo de imagens fotográficas analisadas semioticamente, uma
interpretação da cultura contemporânea.
Throughout this dissertation we analyze the photographic sign from a historical and cultural
perspective since it’s invention, going through it’s changes as a sign until the recent scenario of
democratization in photographic production. By using semiotic methodology of Charles Peirce and
directed to image analysis, we seek the meanings presented in the photographic representations of
their latest producers: users of the internet, particularly social media networks.
Through the context of the current scenario, involving the use of computer technology and the
features of the networks communication, we seek to point out some changes in network
communication dynamics, as well as some changes in it’s users. The goal is to use the body of images
analyzed semiotically, to make an interpretation of contemporary culture.

Cieľom práce je vytvorenie výstupu s klasifikovanými antibiotickými diskmi aplikáciou rozličných metód. Úloha je rozdelená do častí predspracovania a samotnej klasifikácie. Predspracovanie je vyriešené pomocou Cannyho hranovej detekcie, detekcie stredu kružnice a vodiaceho znaku pomocou Houghovej transformácie, odstránenia kružnice, zarovnania, rotácie a vyrezania textu s jednotlivými písmenami. Klasifikácia je realizovaná pomocou neuronových sietí a minimálnej vzdialenosti medzi pixelmi. Vysvetlenie a analýza týchto postupov by mali pomôcť vytvoriť teoretický náhľad na danú problematiku. Praktická časť ukáže niektore pretrvávajúce nedostatky vybraného spracovania spôsobených nízkou kvalitou fotografií antibiotických diskov.; This bachelor’s thesis deals with problematics of automatical classification of antibiotical discs photographies.The aim of this work is to apply several methods on images to create output with classified images. The problem is split into preprocessing and classification by itself. Preprocessing is solved with the use of Canny’s edge detector, Hough transform for detecting lines and circles, alignment, rotation and cutting out text with individual letters. Classification is then realised using neural
network and minimum distance between pixels. Explanations and analysis of this methods should help to create theoretical overview on analysed problematics. The application of these algorithms in practical part will show some persisting imperfections of choosen processing caused by low quality of photographies of antibiotical discs.

▼ Tato práce řeší problematiku detekce dopravního značení za pomoci moderních technik zpracování obrazu. K řešení byla použita speciální architektura hluboké konvoluční neuronové sítě zvaná YOLO, tedy You Only Look Once, která řeší detekci i klasifikaci objektů v jednom kroce, což celý proces značně urychluje. Práce pojednává také o porovnání úspěšnosti modelů trénovaných na reálných a syntetických datových sadách. Podařilo se dosáhnout úspěšnosti 63.4% mAP při použití modelu trénovaného na reálných datech a úspěšnosti 82.3% mAP při použití modelu trénovaného na datech syntetických. Vyhodnocení jednoho snímku trvá na průměrně výkonném grafickém čipu ~40.4ms a na nadprůměrně výkonném čipu ~3.9ms. Přínosem této práce je skutečnost, že model neuronové sítě trénovaný na syntetických datech může za určitých podmínek dosahovat podobných či lepších výsledků, než model trénovaný na reálných datech. To může usnadnit proces tvorby detektoru o nutnost anotovat velké množství obrázků.; This thesis deals with the traffic
sign detection problematics using modern techniques in image processing. Special architecture of deep convolutional neural
network YOLO, i.e. You Only Look Once, which performs both detection and classification in one step, has been used. This architecture allows object detector to work on very high speeds. This thesis also deals with comparison of models trained on real and synthetic datasets. The best model trained on real dataset has reached 63.4% mAP success rate and 82.3% mAP when trained on synthetic dataset. Evaluation of one image takes about ~40.4ms on average graphics processing unit and ~3.9ms on higher than average graphics processing unit. The benefit of this thesis is that under certain conditions neural
network model trained on synthetic data can achieve same or even better results than model trained on real data. This may simplify process of object detector development since it is not necessary to annotate large number of images.

▼ Traffic signs detection is becoming increasingly important as various approaches for automation using computer vision are becoming widely used in the industry. Typical applications include autonomous driving systems, mapping and cataloging traffic signs by municipalities. Convolutional neural networks (CNNs) have shown state of the art performances in classification tasks, and as a result, object detection algorithms based on CNNs have become popular in computer vision tasks. Two-stage detection algorithms like region proposal methods (R-CNN and Faster R-CNN) have better performance in terms of localization and recognition accuracy. However, these methods require high computational power for training and inference that make them difficult to apply in real-time applications. One-stage detection algorithms like Single Shot Multibox (SSD) and You Only Look Once (YOLO) are designed to be faster, but their accuracy is lower compared with the two-stage detector methods. In this project, a traffic sign detection algorithm is presented, which is inspired mainly by the SSD algorithm and its variants. The number of layers and the number of scales for object detection were modified to obtain the best balance in accuracy and speed detection. Experimental tests of this method over a traffic sign dataset give results of 93.75% mAP versus 89.35% mAP obtained using standard SSD+MobileNet, the speed of detection is 0.0124 s per image on a GPU.

▼ Sign language is the primary means of communication for the hard to
hear and speak people around the globe. Sign language emphasizes on visual
possibilities as the participants are unable to hear sound patterns. Sign language
uses different signs, body postures and gestures as opposed to sound patterns
for communication, and evolves like any other spoken language. American
Sign Language (ASL), British sign language (BSL), Arabic sign language
(ArSL), Chinese sign language (CSL) and Indian sign language (ISL) are some
of the widely used sign language systems around the world. There exists
significant variation between sign languages, and due to these inherent
variations, it is not possible to fully adopt a methodology that is found suitable
for all. There are enormous complexities in ISL. Contrary to ASL, ISL
sentences follow Subject-Object-Verb pattern. For example, the relative
positioning of hand on face with respect to nose can convey ‘WOMAN’ or
‘THINK’ in ISL. Such complexities necessitate independent research in ISL.
Sign language recognition involves integration of different categories
of signs. The signs can be mainly categorized into three groups like static hand
gestures, dynamic gestures and facial expression. This research focuses on
these three different channels and work to identify the potential of different
computational methods to address some of the associated complexities with
each channel. These complexities include static gestures with resemblances,
static overlaid gestures, differential movement and directional changes in

Sign Language [afg]. Afghan
Sign Language is a Deaf
sign language found in Afghanistan (Lewis, Simons, and Fennig 2014).
Signs in Afghan
Sign Language contrast based on the handshape parameter. Furthermore, handshapes contrast based on selected fingers, thumb configuration, arrangement, and aperture. The thesis gives evidence for the selected fingers features [one], [two], [three], and [four]; for the thumb configuration features [opposed], [radial], and [contacting]; for the arrangement features [spread], [joined], and [crossed]; and for the aperture features [open] and [closed].
Of the 22 expected feature combinations, 18 are found in the data. The feature system presented here accounts for native handshapes in Afghan
Sign Language. A minority of handshapes, six of 506 in the data, require extra features such as [middle] and [little] for the selected fingers and [extended] for the unselected fingers, as well as [bent]. Non-native handshapes such as those borrowed through the fingerspelling alphabet or from American
Sign Language also require extra features. Factors such as movement, point of contact, and articulatory constraints account for differences between the underlying feature combinations and surface handshapes.

▼ The purpose of this study was to investigate students’ understanding and knowledge of the equal sign, so that instructional resources could be identified to improve student’s conceptual understanding about mathematical equivalence. A test, consisting of a combination of items taken from previous studies, as well as items developed by the researchers, was designed to gauge students’ understanding of the equality symbol. The test was administered to 54 seventh-graders in Spring 2015. The results of the test indicated a significant number of students in our district have a limited understanding of mathematical equivalence. This papers ends with some suggested activities recommended to prepare students for formal courses in algebra by offering teachers opportunities to understand and develop their student’s grasp of equality and the equal sign.

▼ Research has shown that five parameters are required to recognize any
sign language
gesture: hand shape, location, orientation and motion, as well as facial expressions. The
South African
Sign Language (SASL) research group at the University of the Western
Cape has created systems to recognize
Sign Language gestures using single parameters.
Using a single parameter can cause ambiguities in the recognition of signs that are
similarly signed resulting in a restriction of the possible vocabulary size. This research
pioneers work at the group towards combining multiple parameters to achieve a larger
recognition vocabulary set. The proposed methodology combines hand location and
hand shape recognition into one combined recognition system. The system is shown to
be able to recognize a very large vocabulary of 50 signs at a high average accuracy of
74.1%. This vocabulary size is much larger than existing SASL recognition systems,
and achieves a higher accuracy than these systems in spite of the large vocabulary. It
is also shown that the system is highly robust to variations in test subjects such as skin
colour, gender and body dimension. Furthermore, the group pioneers research towards
continuously recognizing signs from a video stream, whereas existing systems recognized a single
sign at a time. To this end, a highly accurate continuous gesture segmentation strategy is proposed and shown to be able to accurately recognize sentences consisting of five isolated SASL gestures.

sign systems are gestural communication systems that arise when a deaf child is deprived of manual communication, but not social interaction. Yet, despite not having conventional linguistic input, the
sign systems developed by such children have been found to exhibit many properties of natural language. In this paper, I examine the productions of RCM, a 28-year-old deaf home signer, and his three most common interlocutors, all living in Nueva Vida, a village in Peruvian Amazonia. According to his parents, RCM has never spoken and has used gestural communication since childhood. Neither RCM nor anyone within the community have been exposed to a conventional
sign language. However, RCM's family and friends gesture with him to communicate. Analysis focused on the use of spatial modulation and
sign order in argument structure and negation for all four signers, comparing consistency both internal to the signer and across signers. I found that RCM produces a consistent
sign order for transitive constructions, intransitive constructions and negation. RCM used
sign order to mark semantic role contrasts. He produced two different lexical negation signs to mark three types of grammatical negation. The ordering of semantic arguments and negation was matched in almost all cases by the three hearing interlocutors. Although RCM had a consistent and productive means of assigning arguments, he also employed space in a class of signs that can be classified as `directional verbs'. These action signs marked the patient or recipient through movement. In addition to spatial modulation, he assigned referents to abstract space and was able to refer back to these referents using points or spatial modulation. All three hearing signers were found to use some degree of spatial modulation. However, the degree to which the hearing signers were capable of using abstract space varied across signers. I showed that RCM is the innovator of these structures and that the hearing signers learned the structures from RCM.

▼ This thesis presents an approach for automatically generating signing animations from a
sign language notation. An avatar endowed with expressive gestures, as subtle as changes in facial expression, is used to render the
sign language animations. SWML, an XML format of SignWriting is provided as input. It transcribes
sign language gestures in a format compatible to virtual signing. Relevant features of
sign language gestures are extracted from the SWML. These features are then converted to body animation pa- rameters, which are used to animate the avatar. Using key-frame animation techniques, intermediate key-frames approximate the expected
sign language gestures. The avatar then renders the corresponding
sign language gestures. These gestures are realistic and aesthetically acceptable and can be recognized and understood by Deaf people.
