▼ [pt] A utilização do modelo para ressuprimento
automático de estoque pelo fornecedor (Vendor Management Inventory)
é um dos fatores importantes para as empresas promoverem um
equilíbrio entre o nível de serviço acordado com o cliente e o
custo logístico inerente à operação de gestão de estoques. Devido à
importância do tema, e com a oportunidade da autora participar da
implementação do programa VMI em uma empresa no ramo de
distribuição de combustíveis para gestão de estoques de postos de
combustíveis, o objetivo desta dissertação foi avaliar o quão
efetivo é a metodologia VMI desenvolvida e adotada na melhoria dos
indicadores de desempenho. Para tal, foram feitas análises de seis
indicadores para cinco clientes envolvidos nesta operação e,
realizada a comparação entre os programas VMI em duas empresas
distintas, buscando avaliar os fatores críticos, as melhores
práticas e vantagens competitivas. A metodologia utilizada para a
elaboração desta dissertação contempla pesquisas bibliográficas,
dados de fontes primárias extraídos de sistemas de informação da
empresa, entrevistas com funcionários envolvidos neste processo, e
visitas in loco para observação direta. Os resultados desta
dissertação foram a análise da efetividade do programa VMI para a
melhoria dos indicadores de desempenho, os motivos que contribuíram
para estes resultados e a proposta de melhoria do programa VMI
baseada na comparação da aplicação do programa em empresas no mesmo
segmento.
[en] The use of an efficient model for inventory
replenishment by the supplier, VMI (Vendor Management Inventory) is
one of the most important factors for companies to promote a
balanced trade-off between the service level offered to the
customer and the logistics costs inherent in the operation of
inventory management. Due to the importance of this subject, and
the opportunity of the author to take part in the implementation of
the VMI program in a company of the fuel distribution sector for
inventory management of gas stations, the objective of this
master’s thesis is to evaluate how effective the VMI methodology is
to improve performance indicators. To this end, the six indicators
for five customers involved in this operation were analyzed and a
comparison made among the VMI programs between two different
companies, to evaluate the critical success factors, best practices
and competitive advantages. The methodology used to prepare this
dissertation includes bibliographic research, extracted data from
primary sources of information system of the company, interviews
with employees involved in this process, as well as in situ visits
for direct observation. The results of this thesis were to analysis
the effectiveness of the VMI program for the improvement of the
performance indicators, the reasons that contributed to these
results and the proposal of improvement actions for the VMI program
based on the comparison of the program in two different companies
of the same segment.

cada vez maior de mudar e evoluir, mas para isso elas precisam
tomar as decisões corretas. Para essa tomada de decisão, as
empresas estão adotando os recursos disponibilizados pela
Tecnologia da Informação (TI) como parte fundamental para apoiar
suas decisões. Um componente de TI essencial para aprimorar o
processo de tomada de decisão é o data warehouse. Para cumprir bem
o seu papel, o data warehouse deve ser bem definido. Embora existam
diversas abordagens que buscam melhorar a tarefa de identificação
dos requisitos para data warehouses, poucas exploram as
contribuições da Engenharia de Processos de Negócios (EPN) no
processo de definição dos requisitos. Esta dissertação estuda um
meio de aprimorar a tarefa de elicitação de requisitos para data
warehouses, utilizando indicadores de desempenho aliados aos
processos de negócio. Para isso é sugerido um conjunto de
heurísticas que visam, a partir dos indicadores de desempenho,
orientar a descoberta dos requisitos de data warehouse. A aplicação
das heurísticas propostas é feita em um caso, facilitando a
compreensão da abordagem sugerida nesse trabalho.
[en] Organizations need to change and evolve, but for
that it is necessary to make the right decisions. For this
decision, companies are using Information Technology (IT) as a
fundamental part to support their decisions. An essential IT
component to improve the process of decision making is the data
warehouse. In order to fulfill its role well, the data warehouse
must be well defined. There are various approaches that try to
improve the task of identifying data warehouses requirements, but
few explore the contributions of Business Processes Engineering
(BPE) in the process of requirements gathering. This dissertation
studies how to improve data warehouses requirements elicitation
using performance indicators allied to business processes. For this
it is suggested a set of heuristics designed to guide performance
measures identification and data warehouse requirements discovery.
The heuristics are applied in a case to facilitate understanding of
suggested approach in this work.

empresas a buscarem novas soluções através do uso de Tecnologia de
Informação (TI) para alcançar vantagens competitivas frente a seus
concorrentes. O uso da TI permite às empresas terem maior controle
na gestão de seus processos e, com isso, obter ganhos de
produtividade, redução de custos operacionais e satisfação dos
clientes. O presente estudo tem como objetivo apresentar e analisar
o processo de implementação de um Sistema de Gerenciamento de
Armazéns – WMS em atividades logísticas em um centro de
distribuição (CD). Será feito um estudo de caso, que consiste em
uma avaliação pós-implementação do sistema em um centro de
distribuição de medicamentos através de aplicação de um Sistema de
Medição de Desempenho Logístico, a fim de identificar as melhorias
e ganhos nas atividades de um armazém. Dentro desse contexto, são
identificados também os riscos e as resistências na aplicação do
WMS. A metodologia utilizada para esta dissertação é de natureza
qualitativa, que consiste em revisão bibliográfica, e de caráter
exploratório, mediante pesquisas de campo, visitas na empresa do
estudo e entrevistas. O resultado deste estudo é uma análise da
melhoria de desempenho após a aplicação do WMS, que constata
vantagens da TI para a logística de distribuição como maior nível
de acuracidade e redução de tempo.
[en] The economic competitiveness has led companies to
seek new solutions through the use of Information Technology (IT)
to achieve competitive advantages over their competitors. The use
of IT enables companies to have greater control in managing their
processes and thereby achieve productivity gains, reduce operating
costs and improve customer satisfaction. The present study aims to
present and analyze the process of implementing a Warehouse
Management System - WMS on logistics activities in a distribution
center (DC). There will be a case study, consisting of a
post-implementation review of the system in a distribution center
for drugs through implementation of a Performance Measurement
System Logistics in order to identify improvements and gains in the
activities of a warehouse. Within this context, are also identified
risks and resistance in the implementation of WMS. The methodology
used for this thesis is qualitative in nature, consisting of a
literature review, and exploratory character, through field
research, visits to the company in the are study and interview. The
result of this study is an analysis of performance improvement
after applying WMS, noting advantages of IT for logistics
distribution such as a higher level of accuracy and time
reduction.

U upravljanju proizvodnjom može se jasno
identifikovati potreba za merenjem i kvantifikacijom određenih
karakteristika, odnosno utvrđivanjem stanja performansi u
proizvodnji. Performanse u upravljanju proizvodnjom predstavljaju
karakteristike funkcionisanja sistema proizvodnje. Stanje
performanse se utvrđuje primenom indikatora performansi. Indikatori
performansi predstavljaju pokazatelje koji se koriste za
utvrđivanje uspešnosti poslovanja i sačinjavaju sastavni deo
sistema upravljanja. Promena stanja performansi se utvrđuje
praćenjem indikatora performansi, čije vrednosti ukazuju na uticaj
određenih upravljačkih akcija na stanje performansi. Takođe, na
osnovu vrednosti indikatora performansi donose se odluke u
upravljanju proizvodnjom. Međutim, nemaju svi primenjeni indikatori
performansi podjednak značaj u procesu odlučivanja. U cilju pune
efikasnosti i efektivnosti implementiranog modela za upravljanje
performansama, potrebno je da model bude prilagođan potrebama i
mogućnostima konkretnog proizvodnog preduzeća i njegovog poslovnog
okruženja. Savremeno poslovno okuženje se svakodnevno menja.
Rezultat promena okruženja su nove okolnosti poslovanja, koje imaju
direktan uticaj na performanse proizvodnog preduzeća. Činjenica da
postoji veliki broj svakodnevih promena okolnosti poslovanja,
generiše potrebu da se model za upravljanje performansama učestalo
ažurira u skladu sa promenama u okruženju. Potpuna dinamičnost u
ažuriranju modela za upravljanje performansama obezbeđuje da on
bude adekvatan okolnostima poslovanja. Predmet istraživanja ove
doktorske disertacije je model za izbor adekvatnog skupa indikatora
performansi u upravljanju proizvodnjom. Adekvatan skup indikatora
se sastoji od indikatora performansi koji u posmatranom trenutku u
potpunosti odgovaraju potrebama proizvodnog preduzeća pod uticajem
okolnosti poslovanja. U radu je prikazan razvijeni sistematičan
pristup za izbor adekvatnog skupa indikatora performansi u
upravljanju proizvodnjom. Zatim, definisan je matematički model,
koji kroz funkciju cilja i relevantna ograničenja, prikazuje
predloženi pristup za izbor adekvatnog skupa indikatora
performansi. Kreirani model razmatra promene okolnosti poslovanja i
njihov uticaj na kriterijume adekvatnosti indikatora performansi.
Takođe, predložena je i metoda za izbor adekvatnog skupa indikatora
performansi. Metoda se sastoji od pet složenih faza, kojima se
ukazuje na neophodne aktivnosti u implementaciji predloženog
pristupa i modela za izbor adekvatnog skupa indikatora performansi
u upravljanju proizvodnjom. Predloženi pristup, model i metoda za
izbor adekvatnog skupa indikatora performansi u upravljanju
proizvodnjom primenjeni su na realnom primeru iz prakse, kroz
eksperiment, u obliku simulacije u modelu kreiranom u spredšitu,
čime je potvrđena puna funkcionalnost i primenjivost ovog
modela.

▼ [pt] A confirmação de que existe uma relação positiva
entre o estilo de liderança e o desempenho organizacional não é uma
unanimidade nos trabalhos do tema, mas a maioria das pesquisas
enfatiza que líderes transformacionais, colaborativos e
participativos são fundamentais para o sucesso de uma organização.
Para aprofundar a questão este trabalho analisa a influência do
estilo de liderança nas decisões tomadas durante o ciclo de vida de
uma organização considerando: (a) os ciclos de vida organizacional,
(b) as características liderança que os tomadores de decisão
possuem e expressam, e (c) indicadores de desempenho. Foi realizado
um estudo longitudinal combinando uma abordagem qualitativa e
quantitativa para analisar duas pequenas empresas familiares
cariocas do comércio varejista, escolhidas segundo conveniência e
acessibilidade. Os casos selecionados focaram em empresas na fase
de amadurecimento segundo o modelo de Greiner (1998) na quais foram
aplicados questionários elaborados a partir dos pilares de
liderança situacional de Bass (1990) e com base nas questões de
Pillai et al. (1999). Concluímos que existe um indicativo de
relação positiva entre estilo de liderança do tomador de decisão e
o desempenho, e que a liderança transformacional da empresa B em
média gerou melhores resultados do que na empresa A com uma
liderança transacional. Por fim, o estudo sugere também que um
estilo de liderança transformacional que se sobrepõe a um estilo
liderança transacional apresenta ser no estágio de amadurecimento
das empresas um diferencial para o resultados
alcançados.
[en] The confirmation that there is a positive
relationship between leadership style and organizational
performance is no unanimity in the field, but most researches
emphasizes that transformational, collaborative and participatory
leaders are critical to the success of an organization. To examine
the question this dissertation analyzes the influence of leadership
style on the decisions made during the life cycle of an
organization considering: (a) the organizational life cycles, (b)
the characteristics of leadership that decision makers have and
express, and (c) performance indicators. A longitudinal study was
carried out by combining a qualitative and quantitative approach to
analyze two small Rio de Janeiro family businesses in the retail
trade, chosen according to convenience and accessibility. The
selected cases focused on companies in their maturing stage
according to Greiner s model (1998) which we reapplied
questionnaires designed from the situational leadership pillars of
Bass (1990) and based on the questions of Pillai et al. (1999). The
conclusions were that there is a positive relationship between
leadership style of the decision maker and performance, and that
the transformational leadership of the company B on average
generated better results than the company A with a transactional

mútuos comportamentais atuantes nos EUA, Europa e Japão descritos
em Santoni e Kelshiker (2010). Foram observados os desempenhos dos
fundos e seus respectivos Benchmarks em quatro indicadores: Índice
de Sharpe, Índice de Sortino, Medida Ômega e Medida de Desempenho
Comportamental. O horizonte da análise foi de 10 anos (jan/04 a
dez/14) dividido em intervalos de 6, 12, 36, 60 e 120 meses. A
partir da consolidação dos indicadores os fundos foram ranqueados e
classificados em três faixas de desempenho: superior, intermediário
e inferior. No intervalo de 120 meses não houve, na média geral,
diferença de desempenho significativa (a 5 por cento) entre os
fundos e os Benchmarks. A análise por intervalos indicou que o
desempenho dos fundos em relação aos Benchmarks piora conforme
aumenta o prazo de aplicação. Nos intervalos mais curtos (6 e 12
meses) não houve, na média, diferença de desempenho significativa
enquanto nos prazos mais longos (36 e 60 meses) o desempenho médio
dos fundos foi significativamente inferior aos Benchmarks. Na média
de todos os intervalos o desempenho médio dos fundos foi
significativamente inferior aos Benchmarks. Dentre os indicadores
utilizados, o índice de Sortino foi o que apresentou maior
correlação com o desempenho geral dos fundos.
[en] This work has analyzed the performance of 31
behavioral mutual funds operating in USA, Europe and Japan, as
described in Santoni and Kelshiker (2010). It has been observed the
performance of the funds and their respective Benchmarks according
to four measures: Sharpe Index, Sortino Index, Omega Measure and
Behavioral Performance Measure. The analysis covered a 10-year
period (jan-04 to dec-14) split into intervals of 6, 12, 36, 60 and
120 months. Based on the consolidation of the performance measures,
the funds have been ranked and classified into three performance
categories: upper, intermediate and lower. In the 120-month
interval there has not been, on average, a significant difference
(at 5 per cent) in performance between funds and Benchmarks. The
analysis by intervals showed that the funds performance worsens in
relation to the Benchmarks as the investment period increases. In
shorter intervals (6 and 12 months) there has not been, on average,
a significant difference in performance while in the longer
intervals (36 and 60 months) the funds average performance was
significantly lower than the Benchmarks. Computing the mean of all
intervals, the funds average performance was significantly lower
than the Benchmarks. Among the performance measures used, the
Sortino Index presented the highest correlation with the general
performance of the funds.

▼ Traditional manufacturing industry have developed a linear production path that involves resource extraction, energy usage, emissions released to air and water, and waste produced at volumes and rates that places increasing burden on the natural environment. These traditional manufacturing organizations have mostly viewed environmental activities separately from their core business operations. Today, organizations are shifting their manufacturing approach. There is a significant potential to reduce the energy use, emissions released, resource consumption and wastes produced through sustainable initiatives. Using environmental key performance indicators (KPIs) is one emerging sustainability initiative. Environmental KPIs depict the vast quantity of environmental data of a firm in a comprehensive and concise manner, applying mostly to set absolute material and energy data in relation to other variables in order to increase the informational value of quantitative data. In this thesis work, literature review and empirical study was carried out to find out the significant factors and the major challenges during the development and implementation of environmental key performance indicators (KPIs). A case study in four Swedish manufacturing companies was carried out to collect primary data which was later compared with literature review. The thesis work also highlights the management system used to implement environmental KPIs.

indicadores de desempenho ferroviário. Para tanto, buscou-se
inicialmente mostrar a logística como vantagem competitiva, seu
modo de gestão e a estruturação do processo logístico. Os modais de
transporte, a multimodalidade e a intermodalidade são analisados
brevemente. A importância das medidas de desempenho em logística é
comentada, incluindo o seu histórico, passando pelas questões
organizacionais, assim como os modelos mais utilizados de medição
de desempenho. No corpo principal da dissertação, são apresentados
e discutidos os indicadores de desempenho ferroviário, focando-se a
sua importância, os tipos de indicadores, a apresentação dos
principais indicadores do transporte de carga, a visão do cliente
neste processo e o trafego mútuo e direito de passagem. Concluiu-se
que o uso dos indicadores de desempenho constitui-se em um elemento
fundamental nos resultados do negócio ferroviário.
[en] The objective of the present study is to analyze
the rail performance indicators. For such purposes, logistics is
initially presented as a competitive advantage, its managing type
and process structure. The transportation modes, the multimodal,
and intermodal are briefly analyzed. The importance of the
performance metrics in logistics is discussed, including their
history, their organizational issues, and the most common used
indicators. In the main part of this research, the rail performance
indicators are presented and discussed, focusing on its importance,
types, main cargo transportation indicators, the customers´
perception of this process, mutual traffic and pass through rights.
In conclusion, the performance indicators usage compose a essential
element for railroad business output.

sustentabilidade. Atualmente, as Diretrizes G4 da Global Reporting
Initiative (GRI), que são as mais utilizadas mundialmente pelas
organizações para elaboração de seus relatórios de
sustentabilidade, não apresentam suplementos orientativos
específicos para grupos multissetoriais. Nesse contexto, esta
dissertação tem por objetivo propor um modelo para a avaliação de
desempenho em sustentabilidade de grupos empresariais
multissetoriais, mediante a integração das Diretrizes G4 da GRI à
ferramenta Balanced Scorecard, com uso de métodos multicritério de
apoio à decisão. A pesquisa pode ser considerada descritiva,
metodológica e aplicada. A partir dos resultados da revisão
bibliográfica e documental sobre os temas centrais da pesquisa,
desenvolveu-se um modelo conceitual para avaliação de desempenho em
sustentabilidade de grupos empresariais multissetoriais,
buscando-se preencher lacunas identificadas na literatura
especializada, cobrindo-se o período de 1988 a 2018. A
aplicabilidade do modelo conceitual proposto foi demonstrada
mediante um estudo empírico no Grupo Algar, que atua nos setores de
telecomunicações, agroindústria, serviços e turismo. Os resultados
desta pesquisa poderão ser replicados em processos de avaliação de
desempenho em sustentabilidade de outros grupos multissetoriais no
Brasil e no exterior. No âmbito da GRI, poderão contribuir para a
elaboração de um suplemento orientativo para grupos
multissetoriais, i.e., G4 Multisectoral Disclosures.
[en] Multisectoral groups and holding companies have
been operating in dynamic and complex business environments, with
increasing concerns to reach higher levels of sustainability. On
the other hand, the G4 Guidelines published by the Global Reporting
Initiative (GRI), which are the most widely used organizations
worldwide for the preparation of their sustainability reports, do
not provide guidance supplements for multisectoral groups. In this
context, this dissertation aims to propose a model for the
sustainability performance assessment of multisectoral business
groups by integrating the GRI G4 Guidelines with the Balanced
Scorecard tool, with support of multicriteria decision making
methods. The research can be considered descriptive, methodological
and applied. Based on the results of the bibliographic and
documentary review on the central themes of this research, a
conceptual model was developed for assessing the sustainability
performance of multisectoral groups (MSGs), aiming to fill gaps
identified during the literature review and documentary analysis
covering the period 1988-2018. The applicability of the model could
be demonstrated through an empirical study in the Algar Group,
which operates in ICT, agribusiness, tourism and services sectors.

▼ A ‘Key Performance Indicator’ (KPI) is defined as “a metric used to quantify the efficiency and/or effectiveness of an action that is compared to a given norm or target which is derived from business strategy”. KPIs should be specified, modeled and validated to have specific properties. These required properties are: quantifiability, sensitivity, congruency, reliability, efficiency and improvement-orientation. But with standard and popular modeling notations, such as those in ‘Unified Modeling Language’ (UML), the properties cannot be guaranteed.
In this work, recommendations on properties are combined with a constructive definition into a conceptual model of KPIs and their required properties. This model can be used for the specification, modeling and validation of KPIs. Also, the modeling semantics that are needed to support the modeling and validation of KPIs are explained. The modeling notation that is used should not only include semantics of business objects and their attributes, but also of states and events that are extended with data to make up transitions in the object-lifecycles, and CSP-composition of the transitions to compose executable and deterministic behavior. The semantics are included in the method EXTREME which uses ideas from approaches to goal modeling and Protocol Modeling.As a case study, the time-related KPI ‘Percentage of In-Time Processed Orders’ of business process ‘Order to Pay’ is specified, modeled and validated using the conceptual model and a protocol model. The KPI is initially specified as the percentage of closed orders for which the ‘Processing Lead Time’ equals or is lower than the ‘Norm Lead Time’. Using the conceptual model this is further specified. By developing and executing a protocol model, it is validated that the KPI has its value calculated from the right number of instances of business concepts (quantifiability); changes in states and attributes-values of the instances (sensitivity); a clear mathematical relationship (congruency); and a minimum number of assumptions (reliability) and scenarios for manipulation (improvement-orientation).
Future research is needed on the risk that KPIs in general or in specific (time-related) cases might be used to manipulate and/or do not reflect real performance or improvement.

fundamental à vida humana. A gestão eficiente dos recursos hídricos
é de grande relevância à sociedade devido à sua importância
econômica e produtiva para o desenvolvimento de outros bens e
serviços. O presente estudo apresenta uma análise de benchmarking
com o objetivo de avaliar a eficiência dos custos operacionais das
empresas de saneamento do Brasil. Este abordou 3 metodologias de
benchmarking, sendo elas a Análise Envoltória de Dados (DEA),
Mínimos Quadrados Ordinários Corrigidos (MQOC) e Análise de
Indicadores de Desempenho. Inicialmente foi estimada uma eficiência
média a partir do DEA e MQOC, em seguida foi realizado o ajuste
desta eficiência através de variáveis não gerenciáveis pelas
empresas, por meio da regressão TOBIT. Por fim, foi feita uma
análise complementar através de 15 indicadores de desempenho que
abarcavam características de custos médios, produtividade e perdas
de água no setor de saneamento. Os dados utilizados para este
estudo foram disponibilizados pelo Sistema Nacional de Informações
sobre Saneamento (SNIS). Para a estimação da eficiência foi
considerado como variável de insumo o custo operacional das
empresas (OPEX) Para produto, as variáveis de quantidade de
ligações ativas e volume faturado de água e esgoto. Observou-se que
o impacto das variáveis não gerenciáveis beneficiou o desempenho
das empresas, mas não gerou mudanças significativas quanto à
posição no ranking de eficiência. O resultado da eficiência média
estimada pelas metodologias DEA e MQOC indicou a SANEPAR como
benchmark relativamente aos seus custos operacionais, bem como a
análise de indicadores de desempenho, para o ano de
2012.
[en] The sanitation sector plays a key role in human
life. Efficient management of water resources is completely
revelant to society because of their economic and productive
importance for the development of other goods and services. This
study presents a benchmarking analysis in order to evaluate the
efficiency of the operating costs of sanitation companies in
Brazil. Three benchmarking methodologies were used, Data
Envelopment Analysis (DEA), Corrected Ordinary Least Square (COLS)
and Performance Indicators Analysis. Initially an average
efficiency was estimated from the DEA and COLS. Later, through
TOBIT regression, an adjustment of this efficiency was made through
this uncontrollable variables by companies. Finally, an additional
analysis was performed using 15 performance indicators that spanned
average cost characteristics, productivity and water losses in the
sanitation sector. The data used for this study were provided by
the Brazilian Sanitation Information System (SNIS). To estimate the
efficiency was considered as an input variable operating costs of
companies (OPEX).Regards to product, the amount of variable active
links and volume of billed water and sewage were considered. It was

▼ This research explores the communication consequences of using
simple, numerical information to convey information about the
performance of large, public-sector organisations. To control the
scope of the research, both practically and theoretically, the
case study is based on publically available material, in other
words, the material accessible by a lay, rather than a specialist
audience. The formal publication and public reporting in the
local newspaper of elective surgery waiting times in the
Australian Capital Territory (ACT) public health system during
2010 and 2011 is used as a detailed case study.
The theoretical basis for the research is drawn from three main
disciplinary streams: performance indicators and evaluation;
public health and public health policy; and communicating about
and with numerical information. Each of these broad areas is
itself multi-disciplinary, with research findings published
across many different outlets.
When I began this research in mid-2011 there was little overlap
between the insights from the different discipline groups
canvassed in this literature review. In particular, the
application of communication theories to performance indicators
had yet to be systematically explored. Research in the period
2011-2016 clarifies issues within each of the broad areas but
there is still very little synthesis between them.
The overall goal of the research is twofold: to characterise and
systematically describe the way numerical performance indicators
are used; and to develop a framework for determining how
difficult to understand a numerical performance indicator is
likely to be. The resulting model for analysing the communication
effectiveness of using different types of statistical constructs
as performance indicators can be used both as a tool for
designing performance indicators and as a tool for analysing
communication problems related to numerical performance
indicators.

in its state of infancy At present there is no system by which KPIs
are established by the higher education institutes The
newlineCollege where this research is carried out is able to fill
out the data for KPIs as required by the Ministry of higher
education However there is a review needed by every college and
University to identify a system of developing the KPIs based on its
own Mission and Vision and Goals This will ensure that the Goals
set by the College for its own growth is monitored and met within a
specified time frame Another important angle is to ensure that the
KPIs developed meets the expectations of the stakeholders of the
institute Further the time span for such a measurement system
should be in tune with the academic cycle of the institute with
proper application software Besides applying Balanced Score Card
and Strategic map concepts in the identification of the KPIs
developed from the newlineperspectives of the three most important
stakeholders Student and staff and the Management application
software of the same name BSC has been used in this research work
for monitoring the KPIs and for analysis of the data Four different

▼ This report presents a global perspective on the internship carried out in Luís Simões, S.A group and it also registers the planned and the enrolled activities. The impact reached by logistics, in this “New Era” of worldwide dimensions, technologies and novel markets, introduced a progressive motivation to this area. Researchers and practitioners have recognised these opportunities and the new related social paradigms, presenting them in different scientific and technical papers. A special focus is devoted to the contributions emphasising the impact of planning and scheduling of logistic operators. These contributions were important incentives to the challenge provided by Luís Simões, S.A. The core activities developed during the internship concerned the regular operation of a logistic operator namely, fleet planning and scheduling, warehouse control, monitoring and programming of clients and orders. Besides that, the development of some Key
Performance Indicators
(KPI) was also part of the objectives. Moreover, these desirably would be integrated within the new information system, Transportation Management System (TMS), implemented in Luís Simões, S.A. Herein, some improvement can be achieved concerning parameterisations, measurements and monitoring being reportable. These can be considered as TMS customisation for the practices of the group in Coimbra region.

▼ Após a crise Financeira de 2008, que os Bancos e as Instituições Financeiras têm sofrido uma pressão enorme para mudar os seus procedimentos, novas regulamentações têm sido aplicadas de forma a garantir que uma crise como a de 2008 não volte a acontecer.
Tendo em conta este novo cenário económico, as instituições Financeiras começaram a melhorar e a reinventar formas de diminuir o risco da melhor forma possível. A Caixa Gestão de Ativos decidiu faze-lo através de uma iniciativa dentro do departamento de Informação e Tecnologia, departamento de Modelos.
Neste contexto foi criado o Modelo de análise e Gestão da Concorrência. Este modelo é um instrumento utilizado para avaliar, analisar e medir não só o sucesso dos produtos da Caixagest mas também o sucesso dos produtos dos principais concorrentes, isto tudo através de Indicadores Chave de
Performance e outros dados estatísticos.
O projeto apresentado neste relatório pretende descrever o desenvolvimento de um Modelo de Gestão da Informação para a análise da concorrência de forma detalhada e minuciosa. Numa primeira fase, irá ser avaliado e analisado toda informação necessária à implementação do modelo da Concorrência, irá ser estudado modelos da Concorrência noutros sectores económicos e tentar perceber se existe algo que se possa aprender e ser aplicado no caso apresentado.
A segunda fase deste projeto, irá refletir de forma bastante detalhada os dados que irão ser usados e todos os indicadores chave de
performance para que seja possível qualificar e quantificar o desempenho da concorrência num determinado período definido pela Caixagest. Finalmente, irá ser desenvolvido o modelo, onde irá ser feita uma análise e avaliação pratica de forma a que o leitor possa perceber que conclusões prática poderão ser feitas com um modelo como o apresentado.

▼ In recent times clients have increasingly demanded for “better value for money” from their projects in term of cost, quality and time. An attempt by the construction industry to provide better deal to its clients has been through innovative or “fast-tracking” project procurement systems. However, unique project procurement systems present unique methods, processes and procedures of construction of projects for the client. These different systems also prescribe the variation of the organizational structure of the project team in term of role, responsibility and authority. So how do the different procurement systems affect the performance of the project team considering that the method, process, procedure and organization vary according to the systems? The aim of this research was to determine the influence of procurement systems on the performance of project teams in Ashanti Region of Ghana. In order to achieve the aim, two objectives were set which include: determination of critical roles performed by project team under Traditional and Design & Build procurement systems and determination of impact of the two procurement systems on the performance of the identified roles. This research took the form of literature review and survey using questionnaire approach. Responses to the questionnaire sent to project team members (Architects, Quantity Surveyors, Engineers and Land Surveyors) were collected, collated and analyzed. From the literature review and the analysis of the survey results, five findings were made as follows. Firstly, the critical roles of building project team do not vary under Traditional and Design & Build procurement systems. Secondly, the levels of importance attached to the identified key roles vary with the two systems. Thirdly, leadership role with regards to project team members changes under the two procurement systems. Fourthly, the two procurement systems have different levels of effectiveness of performance roles of project team. And lastly, procurement systems influence performance level of construction project team members. Based on these results, it was recommended that key roles and responsibilities of the construction team members (i.e. Architects, Quantity Surveyors Engineers and Surveyors) should be clearly defined under each building procurement systems. Also, in any building project, before selecting a particular procurement system, the performance indicators (in terms of cost, quality and time) should be set.

▼ The premise for this thesis is that successful management of physical assets must consider not only the infrastructure, but also the wider system within which it is located. Only through 'systems thinking' can the performance of a complex asset be managed to meet the demand being placed on it by its stakeholders, which may include customers; shareholders: staff; regulators and suppliers. In order to balance the competing demands of the various stakeholders, an organisation must be able to link the work that is carried out in maintaining. improving and replacing assets, to the service demands. This can only be done through understanding the processes occurring within and between the assets being managed. Current best practice in Asset Management revolves around principles of risk management, lifecycle planning and prioritisation. This requires a good understanding of interactions within the system. which could be gained from a process-based view of performance. A review of existing process models reveals a need for a generic methodology for building process models that could support improved Asset Management for organisations whose main asset base includes complex infrastructure elements. This should ultimately result in improved condition monitoring, management and performance of existing assets, and point out any need for further investment in new assets or data collection. An enhanced Asset Management methodology is developed through the course of this research and is demonstrated on a simplified case study based on part of the business of Scottish and Southern Energy pIc. The study reveals the importance of process modelling in allowing an organisation to overcome the dangers of silo-organisation, as represented in the traditional organigram. The enhanced methodology encourages greater communication along cross-functional lines rather than through a department-by-department approach and could therefore support the implementation of quality systems such as ISO 9001.

▼ The business environment has changed dramatically since the 1980s. Many researchers have shown that the traditional financially-based performance measurement systems have failed to cope with the current dynamic business environment. Even although new performance measurement systems have been proposed, such as Activity-Based Costing, the Balanced Scorecard, the SMART system, the Performance Measurement Questionnaires and the Cambridge model, the problem of quantifying the interaction of the factors affecting business performance still remains. The objectives of this thesis are: 1. To develop a performance measurement system model that can be used to quantify the effects of factors on performance and consolidate them into a single performance indicator. 2. To develop a model for reducing the number of performance reports. 3. To carry out experiments for testing the validity, applicability and stability of the models developed. To achieve these objectives this thesis reviews research methodology literature, studies the traditional and new performance measurement systems, identifies the current problems of performance measurement systems, reviews existing methods for identifying, structuring and prioritising performance measures, reviews the multicriteria methods, studies the analytic hierarchy process (AHP) and its controversy, develops quantitative methods for performance measurement systems and carries out experiments to test the validity, stability and applicability of the methods developed. To quantify the effect of factors on performance and consolidate them into a single performance indicator a quantitative method for performance measurement system (QMPMS) was developed. The method uses cognitive maps for identifying factors affecting performance and their relationship, structured diagrams for structuring the factors hierarchically and analytic hierarchy process for quantifying the effects of factors on performance. The method was then extended to reduce the number of performance reports. The QMPMS and its extension were implemented in three case studies to test their theoretical and application validity. The first case study applied the models to 'J&B Scotland Ltd.' to identify whether the models can produce the intended outputs. The second case study applied the QMPMS to 'Seagate Distribution (UK) Ltd.' to test the validity (accuracy) and stability of the QMPMS. Finally, the third case implemented the QMPMS to quantify and consolidate Inland Revenue, Cumbernauld's performance measures. It was found from the experiments that the QMPMS is quite accurate (the mean percentage of deviation is less than 4 percent), stable for a reasonable period of time and it can be applied comfortably to real cases. The QMPMS is now being used by the Inland Revenue - Cumbernauld for producing a single performance indicator of their business processes and overall office.

▼ This study reports a four-year investigation into winning performance in invasive team games. The aims of the study were; to identify patterns of winning performance in two invasive team games (Aim 1); and to propose a generic model of winning performance in these games (Aim 2). Four research questions were derived from these aims: Can data gathered by real-time notation systems be used to develop a model for coaches and performers of winning performance?; Do winning teams in rugby union or association football exhibit any observable patterns of behaviour?; Is it possible to profile performances of winning teams in invasive games as an 'ideal type'?; Is it possible to construct a predictive model of winning performance in invasive team games? Data were collected by real-time hand and computer notation systems from 105 international fixtures (52 rugby union games and 53 association football games). The systems used underwent rigorous validity and reliability checks and were found to be valid and reliable research instruments. Data from the two sports were subjected to thirty investigations (16 for rugby union and 14 for association football) in order to identify patterns of winning behaviour. This behaviour was then presented as an ideal type model of winning in rugby union and association football. Whilst it was acknowledged that within-game and within-sport differences rendered the modelling of performance difficult, it was proposed that some extraneous factors, some key performance areas and some scoring characteristics could be combined to provide an ideal type of winning. A limited, generic model of winning in an invasive game was also proposed. It is concluded that an ideal type model sensitive to quantitative and qualitative data can be constructed for winning performance. It is noted that the spirit of ideal type modelling is sensitive to the dynamic interplay of structural components of games playing and individual action and virtuosity. Directions for future research are identified.

▼ With the erosion of public trust, increasing shortfalls in funding, and continuous forces of disruption, State Departments of Transportation (DOTs) can no longer afford to rely upon traditional models of
performance management that address all stakeholder concerns with a single approach. A customer-oriented key
performance indicator (KPI) system offers a new paradigm and is based upon stakeholder segmentation and mapping. The value of this system rests in its ability to communicate the right information to the right decision-makers by aligning the customer’s needs with the organization’s mission and other stakeholder priorities. This thesis synthesizes best practices used within and outside the transportation industry in order to propose a recommended customer-oriented KPI system for the Texas Department of Transportation (TxDOT). Feedback is collected from each stakeholder group in an effort to validate the methodology. Results indicate the customer-oriented KPI system is preferred over the current
performance report for its clarity, accessibility, and relevance.

Esta investigação tem como objectivo analisar a forma como o Balanced Scorecard, concebido e implementado por uma multinacional, é percepcionado pelos colaboradores da Leica em Portugal, que apenas utiliza na sua gestão diária alguns Key Performamce Indicators (KPI´s), parte integrante do BSC como uma ferramenta de gestão global para apoio à gestão estratégica do grupo.
Seguindo uma metodologia qualitativa e interpretativa, foi utilizado o método do estudo de caso e realizadas entrevistas aos principais responsáveis pela Leica em Portugal com o propósito de compreender qual o nível de conhecimento dos seus colaboradores relativamente ao BSC implementado no âmbito do grupo, bem como conhecer o modo como o mesmo foi comunicado e implementado.
As principais conclusões apontam para um conhecimento difuso por parte dos colaboradores relativamente ao BSC existente no grupo, bem como ao respectivo processo de implementação. Manifestaram apenas conhecer a existência de indicadores de avaliação do desempenho (KPI´s) que utilizam na sua gestão diária, sem os relacionarem com a metodologia BSC. Constata-se ainda não ter havido qualquer envolvimento dos colaboradores da unidade portuguesa na concepção e implementação desta ferramenta de gestão.
The purpose of this research is to analyse the manner as the Balanced Scorecard (BSC), designed and implemented by a multinational company, is understood by the Portuguese unity´s staff, which use in a day basis only some Key Performance Indicators (KPI´s) as an integrated part of BSC as global management tool to support the strategy the group as a whole.
Following a qualitative and interpretative research line, a case study was carried out in Lieca in Portugal, using semi-structured interviews to the responsible people in this unity, in order to understand their knowledge level about the existence and implementation of BSC in the group. The purpose was also to know how BSC was communicated and implemented in this unity.
Main findings point out to a diffuse knowledge of the BSC existence and about the way it was implemented too. The interviews demonstrate only knowing the performance indicators (KPI´s), used in a day basis, with no relation with the BSC mythology itself. It may also be concluded that there was no participation of the Portuguese unity staff either in the design or in the implementation of this management tool.

tecnologia e mão-de-obra especializada, a empresa vêm utilizando a
sua expertise de mais de 50 anos na indústria do petróleo, para
garantir um alto padrão de eficiência, rentabilidade, rapidez e
segurança em suas operações. O perfeito funcionamento e integração
de todos os elos que constituem a sua complexa cadeia de
atividades, que abrange desde a exploração da jazida de petróleo
até a entrega do combustível ao consumidor final, requer uma
elevada competência em termos tecnológicos e logísticos. De modo a
permitir que os gerentes da Área Internacional da PETROBRAS possam
exercer um sistemático monitoramento das operações realizadas pelas
Unidades de Negócio da empresa localizadas no exterior, é
necessário que se desenvolvam adequados mecanismos de controle e de
avaliação de desempenho. A presente dissertação pretende buscar
fundamentação teórica, estudar a aplicabilidade dos modelos de
avaliação de desempenho existentes, e propor a utilização de
indicadores de desempenho que possibilitem avaliar, sob uma ótica
logística, a atuação internacional da referida
empresa.
[en] PETROBRAS, the greatest brazilian company and one
of the twelve world´s biggest oil companies, is extending its
presence in the international area, as a way to pursue the
objectives established in its strategical plan. Acting in countries
rich in mineral resources, some of them, however, lacking the
necessary technology and specialized man power, Petrobras uses its
expertise of more than 50 years in the oil industry, to guarantee a
high standard of efficiency, yield, rapidity and security in its
operations. The perfect functioning and integration of all the
links that constitute its complex chain of activities, that
encloses from the exploration of the oil deposit to the delivery of
the fuel to the final consumer, require a high ability in
technological and logistics terms. In order to allow the managers
of Petrobras´s International Area, to exert a systematic control of
the operations carried through for the Business Units of the
company located abroad, are necessary to develop adequate
mechanisms of control and performance evaluation. This work intends
to search theoretical basis to study the applicability of the
existing performance evaluation models, and to consider the use of
performance indicators, that would make possible to evaluate, under
a logistics concept, the international performance of the mentioned
company.

industriais. A consolidação da logística como fator de
diferenciação e de criação de valor, aliada a uma crescente
percepção da necessidade de se manter o foco em competências
chaves, pode ser considerada peça fundamental no desenvolvimento
deste processo. Por outro lado, os prestadores de serviços
logísticos passaram a fornecer uma gama maior de serviços, com
maior valor agregado e com foco em integração logística. Este
processo é caracterizado pelo aparecimento da figura do Operador
Logístico (3PL), e mais recentemente, do Quarteirizador de
Operações Logísticas (4PL). O 4PL tem como objetivo fundamental
prover soluções de logística integrada que sejam eficientes e
eficazes. Como forma de assegurar que as atividades logísticas
delegadas às empresas especialistas, sejam elas 3PL ou 4PL, estão
sendo desempenhadas dentro dos padrões estabelecidos em contrato,
as empresas contratantes precisam desenvolver ferramentas de
avaliação de desempenho de seus operadores. A dissertação pretende
buscar fundamentação teórica para os modelos de avaliação de
desempenho de Operadores Logísticos. Ao final pretende-se propor um
modelo que melhor se adapte à avaliação de desempenho de Operadores
Logísticos no segmento de resinas termoplásticas, de forma a provar
a hipótese de que é possível medir o desempenho dos
mesmos.
[en] The outsourcing of logistic activities has
consolidated itself as a trend in diverse industrial segments.
Being logistic a factor of great impact in the competitiveness of
the companies, the decision for contracting a Logistic Operator
has, as main reason, the strategic decision of concentrating on its
key activities, leaving the logistic services to specialists. The
necessity of companies to focus on its key activities and also to
increase its competitiveness, together with the desire of the
logistic operators in supplying services of greater added value,
has worked as a catalyst of the logistics outsourcing process. Such
development is characterized on the figure of the Fourth Party
Logistics (4PL). The 4PL´s basic objective is to provide an
efficient logistic integrated solution, managing all logistics
activities and service providers that should be necessary. As form
to assure that the logistic activities commissioned to specialists,
are they 3PL or 4PL, are being played inside the standards
established in contract, the contracting companies need to develop
tools to measure the performance of its operators. The master
thesis intends to search theoretical references for performance
evaluation model applicable to Logistic Operators. At the end, it
is intended to present a model that better fits to measure Logistic
Operators performance, in the thermoplastic resin industry segment.
Finally, it is expected to prove the hypothesis that it is possible
to measure the performance of Fourth Party Logistics Parties in
this segment.

altamente competitivas, o que remete a necessidade das empresas se
adequarem a esta competição, otimizando seus processos, visando
principalmente à redução dos seus custos. Historicamente, a gestão
de custos de uma companhia sempre teve um foco contábil,
principalmente para o atendimento dos requisitos fiscais e
tributários. O ponto é que este tipo de visão de custos não
permitia e, ainda não permite uma atuação gerencial na melhoria dos
processos e nem suporta adequadamente decisões operacionais, visto
que agrega as informações operacionais e aloca os custos indiretos
de forma aleatória. Com a necessidade de aprimoramento da gestão de
custos, surgem então novas formas de alocação de custos, das quais
será enfatizado o modelo de Custeio ABC (Activity Based Cost), que
se propõe alocar os custos indiretos por atividade. Decorrente
deste modelo, pode-se verificar a rentabilidade dos clientes
através do Custo para Servir, onde após a alocação de custos pelas
atividades, faz-se o direcionamento destes custos aos objetos de
análise, que neste caso seria o cliente. Com isso, o presente
trabalho vem propor a implementação de um modelo para medição do
Custo para Servir na Cadeia Logística da Petrobras, a principal
empresa de petróleo brasileira, que é considerada uma das dez
maiores empresas do mundo. Assim como na maioria das empresas, a
prática de gestão de custos na Petrobras não permite, por exemplo,
o gestor ter uma visão operacional das falhas dos processos, assim
como quais os clientes mais rentáveis ou as rotas mais
dispendiosas. Alguns indicadores de custo são acompanhados, mas
estes não viabilizam tais tipos de análise. Sendo assim, foram
definidas as métricas de medição dos custos e seus respectivos
direcionadores, bem como a modelagem de uma ferramenta de análise
para a medição do Custo para Servir. Algumas simplificações foram
estabelecidas em função da viabilização da implantação e pontos
levantados sobre a utilização de ferramenta existente no mercado e
a elaboração, pela própria empresa, de uma solução completamente
customizada. O trabalho é finalizado com algumas sugestões para a
implementação da ferramenta, assim como sugestões de aprofundamento
e desdobramento do assunto.
[en] Currently, there is a highly competitive market,
which suggests that companies need to conform to this competition
by optimizing their processes, principally aimed at reducing their
costs. Historically, the cost management of a company has always
had an accounting focus, primarily for tax compliance and tax
requirements. But, this kind of costs visualization does not offer
facilities to the manager act in process improvement nor supports
operational decisions, whereas aggregates operational information
and allocates indirect costs randomly. As the improvement of
management costs becomes necessary, new methodologies of cost
allocation appeared, from which the ABC (Activity Based Costing)
Method, which proposes to allocate indirect costs by activity, will

▼ With Globalization and increasingly competitive global market today, Taiwan's entrepreneurs continuously to improve and strengthen their current business and maintain existing markets, often time they have to try and develop new business and retrieve new market opportunities simultaneously. Scholars recently found a way to properly managing the integration of new and old business through âAmbidextrous Organizationâ. Hence, we the Human Resource personnel, as the corporate strategic partnerâs goal here is to assist the development of dynamic competitive ability, and explore the Ambidextrous Organization issues on
performance management.
This thesis was conducted by Qualitative Research and reached the conclusion and recommendation after interviewing three companies with Ambidextrous Organization:
1. First, the Ambidextrous Organizationâs value has a positive impact on the managerâs professional code of conduct and long-term sustainable
performance.
2.If the highest management resolve the internal conflict on the goal of the profit in the Ambidextrous Organization with the future market trend as the standard, it has a positive effect on the long-term
performance of the organization.
3. If new businessesâ
performance linked with the Professional managerâs
performance shows a negative impact on long-term
performance of dual organizations.
4. The Authorization type, future development types of individual
performance management system has a positive impact on the Ambidextrous Organization's
performance management.
5.Top down integration between Individual
performance indicators has a long-term positive impact on organizational
performance.
6. The link between individual
performance indicators and the socio-environmental factors has a positive impact on theinter-personal relationship on trust and cooperation.

Performance Indicators (KPIs) on State
Owned Enterprises’
performance in South Africa. The aim of the
study was to establish the impact that KPIs have on state owned
enterprises, how they are currently measured and the causes of
success or failure of Key
Performance Indicators (KPIs) on State
Owned Companies.Fifteen respondents participated in this
qualitative study. The survey method used was a questionnaire with
closed and open-ended questions. The respondents were all Senior
Executives including Chief Executive Officers, General Managers,
Board Members and Senior Management employed by State Owned
Enterprises reporting to the Department of Public Enterprises,
Department of Transport and Department of Water Affairs. The
research instrument that was used was a questionnaire with closed
and open-ended questions.

▼ Στην παρούσα εργασία διερευνήθηκαν οι προσδιοριστικοί παράγοντες της επίδοσης των αποφοίτων της τριτοβάθμιας εκπαίδευσης (πανεπιστημιακής) στην Ελλάδα. Για τους σκοπούς της ανάλυσης χρησιμοποιήθηκαν στοιχεία διαστρωματικών χρονοσειρών σε επίπεδο πανεπιστημιακού τμήματος για την περίοδο 2001-2007 (Ελληνική Στατιστική Αρχή, ΕΛ.ΣΤΑΤ). Ως δείκτης επίδοσης χρησιμοποιήθηκε το ποσοστό των αποφοίτων με βαθμό πτυχίου “άριστα”, “λίαν καλώς” και “καλώς” και ως εκ τούτου το οικονομετρικό υπόδειγμα που εφαρμόστηκε είναι τύπου fractional logit. Βασιζόμενοι στην σχετική διεθνή βιβλιογραφία, ως επεξηγηματικές μεταβλητές χρησιμοποιήθηκαν πληροφορίες ανά πανεπιστημιακό τμήμα για την βάση εισαγωγής, το αντικείμενο σπουδών του τμήματος, την παλαιότητά του, το ποσοστό των φοιτητών που δηλώνουν ως τόπο κατοικίας την ίδια πόλη με αυτή της σχολής καθώς και την αναλογία φοιτητών ανά μέλη ΔΕΠ. Με βάση τα αποτελέσματα βρέθηκε ότι το αντικείμενο σπουδών και η παλαιότητα του πανεπιστημιακού τμήματος αποτελούν τους βασικούς προσδιοριστικούς παράγοντες της επίδοσης των αποφοίτων στα ελληνικά πανεπιστήμια. Να σημειωθεί ότι τα παραπάνω αποτελέσματα βρίσκονται σε συμφωνία με αυτά της σχετικής βιβλιογραφίας.

▼ This paper describes the use of a remote sensing technique, the Surface Energy Balance
Algorithm for Land (SEBAL), to assess actual evapotranspiration across Kobo valley irrigation
project. The SEBAL model was applied to the Landsat 7 ETM+ image corresponding to
December 05, 2003 to produce estimates of ET at 30×30m resolution. The actual
evapotranspiration (ETa) was integrated for 24 hours on a pixel-by-pixel basis from the
instantaneous evapotranspiration (ET). SEBAL ETa estimates vary from 0 to 4.86 mm/day over
the image. Lowest ETa was observed for barren fields and highest for water bodies. ETa for
vegetative areas ranges 3.5 to 4 mm/day. Irrigated areas, drip and sprinkler irrigation systems,
appear to evaporate with average rate of 1.8 mm/day. Penman-Monteith reference crop
evapotranspiration ET0 on the same day was found to be 4.5 mm/day at the meteorological
station. During the dry season, actual evapotranspiration increases with the availability of
moisture in the soil instead of the temperature gradient. The
performance of the irrigation
system for the command area (September to January) was determined according to 5
indicators,
namely overall consumed ratio (OCR), relative water supply (RWS), depleted fraction (DF),
crop water deficit (CWD), and relative evapotranspiration (RET). Potential and actual
evapotranspiration parameters used in determining these
indicators were estimated according to
the SEBAL (Surface Energy Balance) method using Landsat ETM+ image. Seasonal averages of
the irrigation project calculated from the results were 0.55, for OCR; 1.23 for RWS; 0.29 for
DF; 42.44mm/month for CWD; 0.43 for RET. According to the seasonal average values of all
the
performance indicators, the irrigation
performance of the area is usually poor and only the
overall consumed ratio indicator is within the range of acceptability. Thus,
performance
indicators showed that less irrigation water was supplied to the area than was needed.
