▼ Scholarship which has sought to identify the causes of political democratisation has historically paid little attention to the role of the 'masses' in such processes. Contributors working from a structural perspective have typically identified factors such as socioeconomic modernisation as being responsible for political change, without specifying the intervening mechanisms by which this change occurs. Alternatively, scholarship which asserts the significance of agents has focused almost exclusively on the actions of political elites, without explaining the contextual forces which influence these elites' decisions. In order to properly understand democratisation, one can ignore neither the significance of structural factors in determining context, nor the fact that political elites invariably write constitutions and pass laws. However, it appears that there is a pressing need for theory which explains the mechanisms by which structural variables lead to elite decisions to create democratic institutions. An increasing quantity of evidence suggests that the actions of the masses may be a significant vehicle for understanding this evolution. As the democratisation literature has interfaced with the masses in only the most limited manner, it seems expedient to look elsewhere for understandings which might aid in the comprehension of their role. One field which appears to bear particular potential is that of social movement scholarship. While this field has largely concerned itself with movements in Western democracies, attempts to adapt social movement concepts to the study of democratisation bear witness to the feasibility of this venture. Despite the appearance of a number of such attempts, social movement scholars have thus far failed to develop convincing, generalised theory of democratisation as it is influenced by the masses. Contributions in this vein have been afflicted by a tendency to draw understandings from a restricted area of social movement research, and by a failure to interface with the rich body of existing democratisation literature. This work seeks to contribute to the rectification of this situation by providing a theoretical framework for a more comprehensive incorporation of the masses in democratisation theory. In order to do so, it will take seriously the understandings of over half a century of democratisation research, while attempting to adapt the concepts of the social movement literature to suit the authoritarian contexts in which democratisation takes place. This work will thus identify three ideal paths suggested by the social movement literature by which the masses may influence the emergence of democratic politics. It will then examine a wide range of social movement theories in order to discover the most salient insights regarding the likely emergence and trajectories of movements. A research agenda will then be suggested for subsequent research which may shed more light on the exact working of the processes identified here as potentially salient. ▼ Considering that Zambia is a multilingual country and that all the classrooms are multilingual while the current Language in Education Policy only mentions English as the language of instruction from grade five onwards, it was imperative to study the sociolinguistic situation of the grade 6 classrooms of Chibombo district and their corresponding teachers‟ classroom language practices. Thus, the aim of the study was to analyse teachers‟ language practices in the grade 6 multilingual classrooms of Chibombo District and to determine whether these language practices were democratic or not. The study was guided by four objectives namely: to establish the sociolinguistic composition of the classrooms; to analyse teachers‟ language practices in selected grade six classrooms; to establish attitudes of teachers towards informal language varieties; and to find out the challenges teachers faced in teaching selected grade six multilingual classes under the new revised Language in Education Policy. The study utilised the sequential explanatory research design; a mixed methods approach that involves the collection and analysis of quantitative data first and then qualitative data. Cluster random, simple random and purposive sampling techniques were used to come up with 260 respondents of which 60 were grade 6 teachers and 200 were grade 6 pupils. Data were collected using questionnaires, interviews and classroom observations of lessons. Triangulation of data provided detailed information on the multilingual nature of the classrooms, teachers‟ and learners‟ language practices in the classroom, teachers‟ language attitudes towards informal languages and the challenges teachers face when teaching in multilingual classrooms. Quantitative data were analysed using the SPSS software programme to get the frequencies and percentages while qualitative data were analysed thematically acThe findings of the study showed that the grade 6 classrooms of Chibombo District were multilingual as teachers and learners were able to speak more than one language. The main spoken languages in the schools were Nyanja (22.5 percent of the learners and 15 percent of the teachers), Bemba (23 percent of the learners and 40 percent of the teachers), Lenje (29 percent of the learners and 4 percent of the teachers), Tonga (16 percent of the learners and 23.3 percent of the teachers). The findings also showed that while some teachers democratised their classrooms through the adoption of translanguaging as a pedagogical language practice, others insisted on monolingual language practices which resulted in symbolic violence. The study further revealed that teachers had communication challenges when using English to teach learners from different linguistic background. Lastly, the study concluded that teachers‟ language practices did not fully democratise the classroom due to semi-translanguaging. ▼ Can courts really build democracy in a state emerging from undemocratic rule? If so, how they do this, and what are their limits in this regard? This thesis seeks to explore the development since 1945 of a global model of democracy-building for post-authoritarian states, which accords a central position to courts. In essence, constitutional courts and regional human rights courts have come to be viewed as integral to the achievement of, or even constitutive of, a functioning democratic state. The roles courts play in supporting a democratisation process are onerous, and differ starkly from the roles of such courts in long-established democracies of the Global North. Courts in the new democracies of the post-war world have been freighted with weighty expectations to ‘deliver’ on the promises of a new democratic order, while navigating their own place within that developing order–or, in the case of regional human rights courts, inserting themselves into the democratisation process from without. At both the domestic and regional levels, from within and without the state, they are somehow expected to ‘judge’ democratisation. They are required to assess what is needed to support the democratisation process at any given point, especially in light of key deficiencies of the newly democratic order, and to judge when the democratisation context requires a different approach than may be appropriate in a mature democracy, such as the US or Ireland. However, the grand claims made for these courts as democracy-builders in existing scholarship have never been subjected to systematic analysis, nor have the overlapping roles of constitutional courts and regional human rights courts been considered in tandem. This thesis addresses a very significant research gap by drawing together a scattered and fragmented scholarship on the roles of courts in new democracies, integrating discussion of regional human rights courts, providing an innovative conceptual framework for how courts at each level act and interact as democracy-builders, and tracing connections between different normative arguments concerning the roles courts should play. As the first attempt at a wholesale exploration of the effectiveness and viability of the existing global court-centric model for democratisation, this thesis examines what we think courts do as democracy-builders, what they actually do, and what they should do. In doing so, it argues for a significant re-evaluation of how we conceive of, and employ, courts as democracy-builders.

En se fondant sur les apports des Sciences de l'éducation et de la sociologie de la culture, de l'éducation, de l'enfance, de l'action publique et de la socialisation, cette thèse cherche à montrer comment se construisent précocement les dispositions des enfants vis-à-vis des « mondes de l'art », pour parler comme Howard Becker, ou autrement dit comment l' « amour de l'art » vient (ou non) aux individus, et ce dès l'enfance. Nous cherchons en particulier à répondre aux questions suivantes : comment peut s'imposer très tôt un arbitraire culturel et des catégories de perception et d'appréciation comme celles d' « art », d'« œuvre d'art », de « culture » ou d' « artiste » ? Comment façonne-t-on, dès l'enfance, des êtres sociaux ayant incorporé les attitudes et habitudes, les dispositions mentales et comportementales, associées au discours dominant du prosélytisme culturel ? Comment parvient-on à imposer des modes d'appropriation légitimes des biens culturels ? Comment différentes catégories d'agents de socialisation s'approprient-elles ces normes et comment contribuent-elles à l’entreprise d’inculcation d’un rapport de déférence à l’art ? Et comment peuvent émerger des espaces de résistance à l'ordre culturel, tant du côté des agents socialisés que des agents de socialisation ? Pour explorer ces questions, nous nous appuyons sur une série d’enquêtes ethnographiques menées dans trois musées d'art et plusieurs écoles primaires, articulant observation directe et entretiens, permettant de décrire et d’analyser des dispositifs (non seulement les lois, les institutions mais aussi, dans une perspective foucaldienne, les règles, les discours ou encore les aménagements architecturaux), des acteurs (institutions nationales et supranationales, agents muséaux et de l'Éducation nationale, personnel politique, parents) et des pratiques socialisatrices (dans le cadre des musées d’art en particulier, en lien avec l’institution scolaire et les familles). Our thesis is situated at the crossing of education sciences and sociologies of culture, childhood, public action and socialization. It seeks to show how dispositions toward « Art worlds », to speak like Howard Becker, are early built. In other words, we are trying to know how the « love of art » comes (or not) to people from childhood. The European Union, as a regional actor and an example of stability and well-being, has embraced a set of principles it has stood for and which constitute its own identity. The diffusion of these values among third countries is one of the objectives of EU’s External Policy. Democracy can be found among the principles that are sought to be exported through comprehensive and complex strategies within different frameworks, such as neighbourhood relations, trade partnerships and the accession process. Focusing on the latter, candidates are object of an intensive process of Europeanisation that operates through different mechanisms like socialisation and conditionality. Turkey, on the other side, has decided to apply for full membership several decades ago and, ever since, it has been pressured to Europeanise, which includes improving its unstable democracy. This case, however, is different from all other previous enlargements; for its special socio-cultural and civilisational features, Turkey constitutes a more complex novelty for the European Union. Therefore, this thesis aims to study the influence of the European Union on the democratisation process of Turkey, focusing on the period ranging between 1999, the year the European Council recognised Turkey’s candidacy status, and 2009 that marks the 10-year period of that condition. It is the intention of this project to assess the impact of the European Union at that level through the study of the democratic evolution of the country and its co-relation with other variables related to the presence or pressure of the EU. As this is a challenging objective, it will require a deep reflection upon central concepts like democracy and democratic consolidation, and a diversified use of methodological techniques, such as statistical analysis and mathematical co-relations, historical analysis, literature review and in-depth interviews. This study will privilege a Constructivist approach, emphasising the social construction of reality and the role of the ideational aspects – identity, perceptions and the broader socio-cultural dimension – in Turkey-EU relations.

▼ Elections are a defining characteristic of the tenets for democracy, and thus form an integral part of the democratization process. Over the past three and a half decades, Zimbabwe’s electoral processes have been pervaded by pre and post-electoral violence dynamics throughout the country. The result has been electoral outcomes that are contestable and neither free nor fair thereby becoming the centrepiece of worldwide attention and condemnation by regional, international and other organizations. The purpose of this study is to inform policy on the holding of elections that are sustainable, peaceful, free and fair in Zimbabwe among other things such as to add the voice of scholarship on the extent to which violence has pervaded the country’s elections so that intervention strategies can be designed to rescue the situation. The objectives of this study are to identify the dynamics that lead to pre and post-electoral violence in Zimbabwe, to determine the existing mechanisms to stem pre and post-electoral violence in Zimbabwe and to contribute strategies to mitigate pre and post-electoral violence in Zimbabwe. The focus of the study is Zimbabwe’s electoral processes from independence in 1980 to the present day. The study is purely qualitative in its nature and it appeals to three theoretical frameworks namely the conflict transformation theory, theory of positive and negative peace and the human needs theory. The study found the dynamics pre and post-electoral violence as militarization, ethnicity, draconian legislations and war rhetoric among others. It further found the existing mechanisms to stem violence as the National Peace and Reconciliation Commission and legal recourse among others. The study concludes by suggesting contributions such as demilitarization, international supervision of elections and the presence of observers well before and after elections. The dissertation examines US democracy protection policy carried out in three post-Soviet countries that had been just moved away from autocratic rule: Russia in 1991-1996; Georgia in 2003-2008; and Ukraine in 2004-2009. It aims to answer the question whether US policy increased or decreased the likelihood of democratic consolidation in new democracies. Based on theoretical insights from the disciplines of both comparative politics and international relations, two novel research instruments are developed: the ‘two scales’ model and the concept of pragmatic democracy protection policy. By employing these two research instruments, it is revealed that US national security interests have had a distorting impact on US democracy protection policy towards Russia, Georgia and Ukraine. Due to its interest in the cooperation with leaders in power, the US did not apply the principal of democratic conditionality in bilateral relations with the three post-Soviet countries and did not deter the non-democratic behaviour of their governments. Such US policy decreased the likelihood of democratic consolidation. Furthermore, US security interests corrupted US-funded democracy assistance programmes in two out of three cases (in Russia and Georgia). ▼ In the first decade of the 21st century, Bhutan and Tonga enacted reforms which took executive power away from the monarch and placed it the hands of an elected government. Conversely, Thailand and Nepal have faltered in their trajectory towards democracy. Thailand is stuck in a cycle of repression, popular protest, limited democracy, renewed military takeover, and constitutional revision to allow a controlled “democracy.” Nepal has broken out of a similar cycle (although without military rule), at the cost of abolishing its monarchy. This thesis looks at factors, including the monarchy’s role, which contributed to the different outcomes. The study questions Huntington’s theory of the modernising monarch’s dilemma (fear that reform would do the monarch out of a job), and suggests that, on the contrary, a democratising monarch is more likely to retain the throne, albeit with reduced power. This comparative qualitative study is based on research into primary and secondary sources, plus interviews. The thesis found that in Bhutan and Tonga strong leadership of democratisation by Kings Jigme Singye and George V greatly favoured a successful democratic transition. In both Thailand and Nepal, monarchs Bhumibol and Gyanendra resisted a democratic bargain, seeking instead to retain or regain political power, in a context where popular mobilisation and the role of the military were significant in both countries, but with considerable differences. Contrary to Huntington’s theory, monarchs in Thailand and Nepal, in seeking to avoid loss of political ascendancy suffered the opposite, although to differing degrees (one monarchy was disestablished while the other first gained ground but ultimately ceded ground to the military, reversing a pattern of monarchical dominance in the partnership). The thesis concluded that, against a historical background of special status for the monarch as symbol of national unity, and even in the face of unpromising structural conditions, monarchs who used their charisma to promote and lead a move to democracy were a critical factor in whether a transition would be successful, while securing the future of the monarchy for their heirs. Conversely, monarchs who formed strategic alliances with elite groups seeking to preserve their ascendancy, including the military, provided an excuse to autocratic groups for resisting democracy and risked either a reversion to (or retention of) autocratic rule or a transition to a democracy that did not include a place for the monarchy. ▼ The role of the European Union (EU) in Bosnia and Herzegovina (BiH) was strengthened in 2011, when the mandate of the EU Special Representative was transferred from the High Representative of the International Community, to the Head of the EU Delegation in BiH. The EU thus assumed a leading role within the international community in Bosnia and Herzegovina, as a state-builder and as democratiser. The EU’s growing prominence puts on it even more responsibility for the future of democratisation in BiH, but it continues to suffer from inconsistencies between its principles and actions, weak legitimacy, and a lack of credibility. Although I subscribe to Ian Manners’ concept of the EU normative power, I argue that the EU does not act as normative power in Bosnia and Herzegovina. This thesis argues that the EU is a normative power in principle, but not in practice, and provides a critique of the EU’s role in promoting and strengthening democracy in BiH. I attribute the exceptionalism of BiH to a restrictive context that is saturated with ethnic nationalism, which permeates all aspects of political life, including constitutional structures, institutions, decision-making, political parties, their policies and rhetoric. I argue that in this post-conflict society in which democracy has not consolidated, the promotion of EU norms is hampered by elite agency, an unfavourable context, and the exiting norms and values that are incompatible with EU norms. Based on my findings about the quality of democracy in BiH, I label it an eclectically unconsolidated democracy, which contains many features of different types of unsuccessful democracies. I argue that the legitimacy, identity, and effectiveness of the EU normative power have been compromised and weakened in the context of an unconsolidated democracy. The case of BiH is exceptional, which the EU fails to recognise, and it falsely applies a ‘cookie-cutter approach’ that treats it as any other aspiring democracy and potential member state. Rather than having a distinct international identity (Manners & Whitman, 1998), the EU suffers from a ‘confused international identity’, which is a consequence of many discrepancies in the way in which various EU actors see their own role in BiH, and how they see the role of the EU. My intention is not to dismiss some aspects of EU normative power, but rather to enrich a debate by providing an alternative perspective. For that purpose, I apply a tailor-made framework of analysis which assesses the level of normative transformation under EU democratisation in the case of two dimensions of democratic quality: equality and trust.

▼ Holding elections has become a global norm, even in autocracies; at the same time, there is mounting evidence to suggest that flawed or failed elections pose serious risks for political stability, legitimacy, and participation. Scholars and practitioners alike increasingly see citizen election monitoring and advocacy groups to be a partial remedy to electoral malpractice. But existing studies about the impacts of domestic monitors have a number of shortcomings: they do not address the question of where and why citizen election monitors emerge; there is little agreement about the causal mechanisms by which domestic monitors would strengthen elections; and they fail to explain why some monitoring groups achieve desirable outcomes while the majority do not. In addressing these gaps, the present study theorizes and investigates empirically the causes and consequences of domestic election monitoring through the lens of agenda-building theory. Bottom-up movements and public interest groups have been successful in building agendas in a range of issue spaces, sometimes leading to quite rapid policy change. But similar successes have not materialized in the policy area of electoral integrity. The study developes the first systematic and globally comparative dataset of domestic election monitoring initiatives to investigate this puzzle. It encompasses more than 1,000 groups in 123 countries, and measures media attention to these groups, their organizational characteristics, and advocacy strategies, based on an organizational survey, news content analysis, and in-person interviews with activists. Drawing on this evidence, the research confirms the agenda-building model and demonstrates that only well resourced, media-savvy, and specialized groups attract public attention, the crucial necessary condition for agenda-building success, whereas the majority of groups remain unnoticed. This study argues that it should come as no surprise that civic groups have a limited ability to improve elections, given their struggle to garner attention. The study furthermore argues that this is the case because agenda-building in the issue space of electoral integrity is exceptionally difficult for a number of reasons: electoral integrity is a redistributive issue with very high stakes; domestic monitors predominantly operate under hybrid regimes where the institutional framework is detrimental to public interest articulation; and the groups struggle to legitimize themselves vis-à-vis their domestic audiences given their funding from ‘Western’ donors. These findings contribute to agenda-building theory by clarifying the importance of variation in issues, regimes, and actors for attention-getting. These factors have thus far been neglected due to the predominant focus in the literature on cases from North America and Western Europe. Overall, the study’s findings do not give much occasion for optimism. Only very dense, well-mediated, and well-resourced monitoring ecologies should be expected to make any impact on election integrity in the long run.…

▼ The increase in direct personal investment in capital market assets by Australians over the past two decades represents an unprecedented engagement with that sector of Australian economic life. This dissertation critically investigates claims that this engagement heralds a shareholder democracy. Increased economic participation based on private direct ownership of corporate securities could be interpreted as a weak form of democratisation. Using a class-theoretical framework, the dissertation conceptualises the private shareholder phenomenon as a process of embourgeoisement and argues that the development of a macro-level mass consumer financial products market is the result of capitalist class development and expansion. A thesis of strong democratisation proffers the notion that the private shareholder, as an ascendant class of financial actor, engages with real democratic processes in addition to simply owning securities. To test this thesis the dissertation measures the extent to which small shareholders control the objective conditions under which they accumulate greater wealth by seeking evidence of potential or actual engagement with macro-market and meso-corporate level social processes. The dissertation assesses macro-level practice by drawing on the work of Bourdieu and on notions of the social field. It considers the entry of the new class of financial actor to the financial field and analyses their capacity to accumulate and deploy informational capital, and compares their ability to influence a state-sponsored economic reform process (CLERP) with that of other actors. The dissertation analyses longitudinal ownership and shareholder voting data from a set of over 30 major Australian companies. It finds that the new class of economic actor is most prevalent in privatised state-owned enterprises and mutuals. In the context of an ideal Habermasian public sphere, the study considers the potential for small shareholders to participate in meso-level, corporate agenda-setting and deliberation. Using the ideal political space of Arendt, it searches for methods of achieving democratic outcomes. The dissertation finds that while the personal ownership of tradable financial assets may constitute a weak form of economic democratisation, small shareholders’ inability to influence real outcomes, even in companies in which they constitute the majority, places substantial restrictions on the overall strength of the share ownership-as-democracy thesis. ▼ People’s participation in their own development is at the core of Communication for Development. This study explores the potential and barriers for youth civic engagement especially among the urban youth in Bhutan, a newly democratised country in the Eastern Himalayas. Youth Initiative (YI), a project begun in the fall of 2013 by a group of local youth and mentored by a local civil society organisation, the Bhutan Centre for Media and Democracy, was chosen as the case study. The study analyses how and in which arenas youth enact their citizenship in Bhutan; how young people themselves see their opportunities to participate in democratic processes, analysing social, cultural and political factors influencing their participation; whether their civic participation is critical or conforming to the existing social structures; how could Facebook foster democratic culture and youth civic engagement; and what is the link between youth civic engagement and social capital. Data were collected through three (3) focus group discussions with youth and nine (9) qualitative interviews with founders or steering committee members of the YI. The 19 young participants of the focus group discussions were between 17 to 28 years old, two of the groups consisting of YI representatives and one of unemployed youth. The interview data together with relevant textual sources were analysed through the conceptual framework of participatory democracy and social capital. Three distinct themes could be identified through the qualitative thematic analysis: 1. Youth agency in the public sphere; 2. Inequality and corruption; and 3. Cultural change. Particularly informal cultural barriers, such as respecting authorities and the lack of democratic culture to have an equal, critical dialogue in the public sphere were seen as main obstacles for youth civic engagement in Bhutan. The findings indicate that youth civic engagement is a crucial component in strengthening social capital, particularly mutual trust across different groups and generations of people. The study argues that it is possible to create a space for intergenerational dialogue that encompasses and respects the diverse, but overlapping spheres of youth agency, democratic communication and social harmony.

This research paper examines the assistance of US government to Azerbaijani government on democracy between 1991-2009. First, definitions of democracy will be discussed. Second, democracy is demonstrated in all possible ways and it does not reflect one position on an issue, but rather each expression reflects a particular understanding and meaning of democracy. The democracy is studied according to the following categories: pro-democracy, neutral and anti-democracy or critical of the US democracy. Third, the assistance of the US to promote democracy in Azerbaijan. Particularly, my interest lies in US government aid to the Azerbaijani state. Moreover, I use a comparative analysis of Azerbaijani elites, culture and strategic environment and their implication to sustain democracy in Azerbaijan. My aim is to analyze how the country is reacting to US promotion of democracy in particular. I am interested in how US interpret democracy in Azerbaijan? I am looking to see what messages are being used for the Azerbaijani audience by Azerbaijani government on reacting to US democracy promotion. I employed both quantitative and qualitative data in my thesis as research material. My purpose is to discuss the theoretical concepts of the thesis (democracy, political elites and political culture) and fill the gap by combining the theory with the political context of Azerbaijan. I aim to design a new theory to fit the political realities of the Caucasian Azerbaijan and demonstrate how the Azerbaijani elites and political culture contribute from the US governmental assistance on democracy in Azerbaijan. Thus, the empirical part explains the case of Azerbaijan within a new build theory-comfortable democracy that examines strategic environment of Azerbaijan and its democratization process and geopolitical significance. The theory of comfortable democracy discusses some strengths and weaknesses of political elites and political culture and geostrategic environment in terms of democratisation. Most importantly it explains the result of US assistance on democracy in Azerbaijan. In conclusion, Azerbaijan is a gray-zone country with a different semi-authoritarian sub-model. The theory of comfortable democracy better explains the US assistance on democracy of Azerbaijan. The results of the quantitative analysis shows that the effect of USAID democracy assistance has not played an essential role in promoting democracy in Azerbaijan in the period 1992–2009. However, the qualitative research demonstrates a positive impact of foreign assistance on democracy compared to the quantitative research of this thesis. In particular, both the US administrations and Azerbaijani government claim that Azerbaijan achieved a certain level of democracy and that there are positive democratic results.

▼ The Democratic Paradox aims to cast a new light on the Dutch Revolution (1780-1813) specifically, and political modernisation in general. The current perspectives on the Dutch Revolution mostly focus on the socio-economic, financial, and cultural backgrounds of this revolution. In contrast, this book concentrates on the revolutionary process itself. Through a close analysis of the Amsterdam political elite, it dissects the interaction between various groups of politicians, the popular revolutionary clubs, and foreign regimes. The book demonstrates that the late eighteenth-century political modernization process was characterized by a paradox. Democratic ideals were, on the one hand, very effective instruments to mobilize large groups of revolutionaries for the reform of the Old Regime political system. On the other hand, the same democratic ideals, as well as the democratic procedures which were established in the course of the revolution, formed an obstacle for political reform. Democratic ideals and procedures allowed various groups to resist the elimination of their political, economic, social, and religious privileges. The specific impact of this “democratic paradox” on the political modernization process was very much determined by the type of coalition that was constructed. The Patriot coalition of the 1780s clearly confirmed the democratic paradox. Precisely the collaboration between the various revolutionary groups made it impossible to pursue a liberalization of the political and economic system. As the Patriots had been organized on the basis of the corporate identities of regent and burgher, the cooperation between the revolutionaries reinforced, rather than undermined the local corporate system. Consequently, only a limited, corporate form of democratisation could be pursued. In the years between 1795 and 1798, a very different coalition was constructed, which did challenge the local corporate state structure. This coalition, which included various groups of unitary-minded politicians, the French regime, and popular revolutionary clubs and assemblies, made it possible to temporarily circumvent the democratic paradox by overruling obstructing representative institutions, and eliminating political opponents. Although a unitary democratic constitution could, as a result, be established in the Spring of 1798, the coalition making efforts did not solve the democratic paradox. In fact, after the constitution had been created, the revolutionary coalition quickly disintegrated precisely because its participants disagreed on how to deal with the democratic paradox. Some unitary-minded politicians wanted to continue in the same authoritarian fashion as before, while others aimed to restore the democratic procedures. The breakdown of the unitary democratic alliance eventually led to a reversal in the modernisation of the Dutch state. ▼ New manufacturing methods such as Filament Deposition Modelling (FDM) have the potential to radically change the way in which we produce and consume everyday goods. They democratise manufacturing by enabling users to make functional, useful products. This is achieved without loss of capability and, when compared with traditional mass manufacturing methods, with reduced environmental impact and significantly lower manufacturing costs. Despite these proven benefits, increased proliferation of these manufacturing technologies is prohibited by a lack of appropriate design tools for everyday users. Correspondingly, there is a need to democratise design for such users. Existing design approaches principally constitute traditional CAD based methods and design repositories. The former offers high design freedoms but high requisite skills, and the latter the reverse with neither approach accommodating the huge design space afforded by FDM. It is proposed that this could be addressed by using generative design approaches to augment the existing capabilities of design repositories. Correspondingly, this thesis presents an innovative generative design methodology that can be integrated within existing design platforms to greatly expand their capabilities and, in the process, provide design democratisation. It combines a knowledge base of manufacturing parameters, metaheuristic search algorithms and a fusion of activities from virtual and physical design processes – permitting quick iteration and simulation in the virtual space combined with testing and real-life performance validation in the physical. The methodology is instantiated in the design of three load bearing components and when compared to a CAD based approach it is shown to provide a two thirds reduction in the quantity and difficulty of design steps that a user needs to undertake. The work presented in the thesis represents a significant step towards the widespread uptake of technologies such as FDM as it enables the design and manufacture of parts with reliable mechanical properties. Further work would involve the extension of the method to other design tasks, and also its implementation within an existing design repository such as Thingiverse where its use can be monitored and evaluated.

▼ Very little scholarship has been published on politics in Tunisia in the last two decades, resulting in scant coverage of the country’s political relations with the European Union (EU). Likewise, few studies of the EU’s democracy promotion and Mediterranean policies have provided any in-depth analysis of Tunisia. Meanwhile, much has been made by scholars of role played by democracy promotion in the EU’s foreign policy, particularly focusing on understandings of the Union as a ‘normative power’ or as an advocate of the ‘democratic peace theory’. By assessing EU democracy promotion in Tunisia, this thesis argues that democracy promotion has become a predominantly functional part of this foreign policy; its principal role being a means of realising the Union’s principal objectives of achieving security and stability for Europeans. By analysing the discourse of actors involved with the EU’s democracy promotion, the thesis traces a shift in EU policy from a more normative position in the mid-1990s to a more realist and securitised one since the turn of the twenty-first century. Tunisia has evolved over the last two centuries as a state strongly committed to European-influenced socio-economic reforms, but reforms which have led to little political contestability and few changes in government. However, as the EU forged a new approach to its Mediterranean neighbours, it established the promotion of democracy in its neighbours as an integral part of its foreign and security policies. Democracy was to be promoted in Tunisia within multilateral and holistic policy frameworks, such as the Euro-Mediterranean Partnership, and by a range of methods that encourage reform of many levels of the region’s societies. Yet it appears that these reforms are failing to deliver the political reforms they once promised. Furthermore, democracy is gradually slipping off the EU’s agenda, and its policy objectives converge with those of the Tunisian government as security concerns come to dominate its policy discourses. In the Tunisian context at least, democracy is a purely utilitarian device used to achieve security. When that security already exists, democracy loses its utility, and fades from its once prominent place in the EU policy in Tunisia.
